Abstract:
This article examines the practices of patronage and clientelism during village elections. Examining Mekarsari Village, Yogyakarta, this study finds that patronage strategies such as programmatic politics, vote buying, club goods, and individual gifts were used by all candidates during village elections owing to the lack of strong social bonds between candidates and voters. The incumbent with all advantages and access to material resources also used patronise and clientelism as strategy, but in fact, it cannot guarantee they win the election. This suggests that the societal relationships and practices of patronage and clientelism continue to affect voter’s preference. Applying sociological, psychological, and rational approaches to understanding voter behaviour especially in Java, the study found that, apart from the instrumental and social distance considerations, territorial representation also influenced voter’s preference at Village.

Abstract:
The EXFOR library is a useful resource for many people in the field of nuclear physics. In particular, the experimental data in the EXFOR library serves as a starting point for nuclear data evaluations. There is an ongoing discussion about how to make evaluations more transparent and reproducible. One important ingredient may be convenient programmatic access to the data in the EXFOR library from high-level languages. To this end, the complete EXFOR library can be converted to a MongoDB database. This database can be conveniently searched and accessed from a wide variety of programming languages, such as C++, Python, Java, Matlab, and R. This contribution provides some details about the successful conversion of the EXFOR library to a MongoDB database and shows simple usage examples to underline its merits. All codes required for the conversion have been made available online and are open-source. In addition, a Dockerfile has been created to facilitate the installation process.

Abstract:
Da’wa that done by Da’i in Indonesia can not be detached from the efectivity of rethorical use. By shape the form of narration, choosing the nuances of the exact word meaning, also choosing the linguistic and interested word, will help da’i to get the interesting programmatic, so that can made and influence audiences to listen. The research method of this writing is descriptive qualitative analyziz. The data that used is a form of rethoric in the programmatic of oral da’wa of all da’i in Jakarta, West Java, and central Java. The research sources are the programmatic of oral da’wa that located in the published book and also recording. The collective data method are; reading, and repeatedly listening into the da’wa subject of da’i. Analyziz data technic are; understanding and interpretation. The result of this research is that in generally, the da’i used the literature linguistic style in delivering the subject of da’wa in shaping the proverb (amsal) and hikmah, whether came from Arabic or Indonesia. The linguistic that used by da’i, came from Al-Qur’an, Al-Hadist, wise word and from qaol Ulama dan Hukama. The style of rethorical that used by KH.Zaenuddin MZ is to change belief, and in this term the da’i can change the attitude of audience. In a rethorical that used by Aa Gym is to inform, because many educational information that been accepted by aim to explain the things that has not known before. Meanwhile, the rethorical of UJE (Jefry alBukhory) has the unique style from other, because supported by his good voice while chanting the verse of Al-qur’an. Also, the rethorical style that used by Ahmad al Habsyi and Wijayanto that has similarity from the subject point, that used the beautiful style of locution by amtsal and hikmah---Dakwah yang dilakukan oleh para da’i di Indonesia tidak dapat terlepas dari efektifitas pemanfaatan retorika. Dengan menata bentuk-bentuk tuturan, memilih nuansa makna kata yang tepat serta memilih gaya bahasa dan kata mutiara yang menarik akan lebih sempurna bagi penutur untuk mendapatkan wacana yang menarik sehingga mampu mempengaruhi pendengar. Metode penelitian yang digunakan adalah deskriptif kualitatif analisis. Data yang digunakan berupa bentuk retorika dalam wacana dakwah lisan para da’i di DKI, Jawa Barat, dan Jawa tengah. Sumber data penelitian berupa wacana dakwah lisan yang terdapat dalam buku-buku yang telah diterbitkan dan rekaman. Teknik pengumpulan data, meliputi: membaca dan mendengarkan secara berulang-ulang materi dakwah para da’i. Teknik analisis data, meliputi: pemahaman,dan interpretasi. Hasil temuan, bahwa secara umum para dai menggunakan gaya bahasa sastra dalam menyampaikan materi dakwahnya dalam bentuk peribahasa (amsal) dan kata mutiara (hikmah) baik berasal dari bahasa Arab maupun bahasa Indonesia. Gaya bahasa yang digunakan oleh para dai mayoritas bersumber dari Al Qur’an, Al-Hadist, kata-kata bijak dari qaol Ulama dan Hukama. Bentuk retorika yang sering digunakan oleh KH. Zaenuddin MZ adalah to change belief, dan dalam hal ini penceramah mampu mengubah sikap. Sedangkan bentuk retorika yang digunakan oleh Aa Gym adalah to inform (pendidikan) karena banyak informasi pendidikan yang diterima dengan bertujuan untuk menjelaskan hal- hal yang belum diketahui sebelumnya. Retorika UJE memiliki gaya khas dari yang lainnya, karena didukung suaranya yang merdu menjadi pengikat hati ketika melantunkan cinta Allah dan Rasulnya. Demikian juga bentuk retorika yang digunakan oleh Ahmad al Habsyi dan ustadz Wijayanto ada kesamaan dari sisi materi, yaitu menggunakan style gaya bahasanya yang indah dengan amtsal dan Hikmah

Objective: The purpose of this research is private hospital strategy in Purwokerto to face hospital accreditation. Methods: The research method used is qualitative with phenomenology approach. Analysis the data research by using IPA (Interpretative Phenomenological Analysis). Results: Based on the analysis of 5 informants, the theme of accreditation strategy for private hospitals that are human resources control, owner and management commitment, programmatic procedures, time management, process strategy, and building a comfortable working environment. Conclutions: To be able of accreditation of public private hospitals need the ability to build human resources, and other resources both physical, facilities, environment and time management. Abstract:
Mall walking has been a popular physical activity for decades. However, little is known about why mall managers support these programs or why adults choose to walk. Our study aim was to describe mall walking programs from the perspectives of walkers, managers, and leaders. Twenty-eight walkers, 16 walking program managers, and six walking program leaders from five states participated in a telephone or in-person semi-structured interview (N = 50). Interview guides were developed using a social-ecological model. Interviews were recorded, transcribed verbatim, and analyzed thematically. All informants indicated satisfaction with their program and environmental features. Differences in expectations were noted in that walkers wanted a safe, clean, and social place whereas managers and leaders felt a need to provide programmatic features. Given the favorable walking environments in malls, there is an opportunity for public health professionals, health care organizations, and providers of aging services to partner with malls to promote walking.

This research was based on tourism problems in Cimahi City which does not yet have its own tourism brand image while Cimahi City is included as a priority part of world-class tourism development from West Java, Cimahi City has a geographical condition that is not too broad with minimal tourism resources among other areas around Cimahi City, Therefore, how the planning of tourism development program by the Youth and Sports Tourism Culture Office of Cimahi City is interesting to research. In carrying out this study, the authors used the theory put forward by Ulber Silalahi as a guideline in analyzing the planning process carried out. There are four planning steps presented consisting of setting goals, strategic plans, operational planning, implementation and evaluation of planning.The purpose of this study is to describe and analyze how the planning of tourism development programs by the Cimahi City Youth and Sports Tourism Culture Office in an effort to develop Cimahi city tourism. This research uses qualitative research methods with a deskriftrif approach Data collection techniques are conducted through observations, in-depth interviews, and documents. Then to test the credibility of the data using the technique of triangulation of the source then the data is reduced, presented, and drawn conclusions. The results showed that there are two steps that are still not implemented from the four rare planning carried out by the Youth Tourism And Sports Culture Office of Cimahi City, namely in the strategic plan step and operational plan steps while the two steps that have been implemented are the determination of goals and impelemntasi and evaluation of planning, based on the results of research and discussion can be concluded that the planning of the Tourism Development Program by Din As Tourism Culture has not been implemented, for that the author provides advice as input that is coordinating and coordinating with tourism stakeholders and making operational operational standards and innovation activities in this program in addition to improving the quality of human resources in the organization, it is necessary to conduct programmatic training on tourism development. Penelitian ini dilatarbelakangi atas dasar permasalahan pariwisata di Kota Cimahi yang belum memiliki brand Image pariwisatanya sendiri sementara itu Kota Cimahi termasuk sebagai wilayah yang menjadi bagian prioritas pembangunan pariwisata kelas dunia dari Jawa Barat, Kota Cimahi memiliki kondisi geografis yang tidak terlalu luas dengan sumber daya pariwisata yang minim diantara daerah lainnya di sekitar Kota Cimahi, Oleh Karena itu bagaimana perencanaan program pengembangan pariwisata oleh Dinas Kebudayaan Pariwisata Kepemudaan dan Olahraga Kota Cimahi menarik untuk diteliti. Dalam melaksanakan penelitian ini, penulis menggunakan teori yang dikemukakan oleh Ulber Silalahi sebagai pedoman dalam menganalisis proses perencanaan yang dilakukan. Terdapat empat langkah perencanaan yang dikemukakan terdiri dari penetapan tujuan, rencana strategis, perencanaan operasional, implementasi dan evaluasi perencanaan. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis bagaimana perencanaan program pengembangan pariwisata oleh Dinas Kebudayaan Pariwisata Kepemudaan dan Olahraga Kota Cimahi dalam upaya mengembangkan pariwisata kota Cimahi. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriftrif Teknik pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan dokumen. Kemudian untuk pengujian kredibilitas data menggunakan teknik triangulasi sumber kemudian data-data tersebut di reduksi, disajikan, dan ditarik simpulan. Hasil penelitian menunjukan bahwa terdapat dua langkah yang masih belum terlaksana dari empat langka perencanaan yang dilakukan Oleh Dinas Kebudayaan Pariwisata Kepemudaan dan Olahraga Kota Cimahi yaitu pada langkah rencana strategis dan langkah rencana operasional sementara dua langkah yang sudah terlaksana yaitu penetapan tujuan dan impelemntasi serta evaluasi perencanaan, berdasarkan hasil penelitian dan pembahasan dapat disimpulkan bahwa perencanaan Program Pengembangan Pariwisata Oleh Dinas Kebudayaan Pariwisata belum terlaksana, untuk itu penulis memberikan saran sebagai masukan yaitu melakukan koordinasi dan kersama dengan stakeholders pariwisata serta membuat standar operasional operasional dan inovasi kegiatan pada program ini selain itu untuk meningkatkan kualitas sumberdaya manusia di organisasi maka perlu dilakukan pelatihan terprogram tentang pengembangan pariwisata.

Abstract:
OBJECTIVES/SPECIFIC AIMS: This presentation will highlight the framework, domains, and approaches of the “Engaging the Voice of the CTS Customer and Collaborator System” created at the University of Minnesota Clinical and Translational Science Institute (CTSI) in response to the need to improve the stakeholder engagement, quality, efficiency, consistency, and transparency of the clinical and translational work. This system addresses 3 important results-based accountability measures/questions: “What should we do?”, “How well did we do it?”, and “Is anyone better off?”. According to Woolf (2008), “translational research means different things to different people.” Social networks and systems that support translational processes and outcomes are complex, nonlinear, and multidisciplinary (Smith et al., 2017). In this highly uncertain and fluid context, the input of program stakeholders is paramount to move translation forward. NCATS Strategic Plan (2016) directs the grantees to engage patients, community members and nonprofit organizations meaningfully in translational science and all aspects of translational research. Engagement of stakeholders throughout the lifecycle of a translational research project ensures the project processes and outcomes are relevant to and directly address their needs and will be more readily adopted by the community. “Customer” (among other terms are Beneficiary, Collaborator, Client, Community, Consumer, Service User, etc.) is a person, organization, or entity who directly benefits from service delivery or program (Friedman, 2005). Customers can be: direct and indirect, primary and secondary, internal and external. Our analysis of CTS stakeholders (“Who are our customers/collaborators?”) produced the following list of customers and collaborators: researchers, University departments, translational science workforce, patients, community members and entities, nonprofit organizations, industry collaborators, NCATS/NIH, CTSA hub partners, and CTSI staff. The “Voice of the Customer” (VOC) is the term used to describe the stated and unstated needs or requirements of the program’s customer. The “voice of the customer” is a process used to capture the feedback from the customer (internal or external) to provide the customers with the best quality of service, support, and/or product. This process is about being proactive and constantly innovative to capture the changing needs of the customers with time. Related to the VOC is the concept of user innovation that refers to innovations developed by consumers and end users. Experience shows that sometimes the best product or a process concept idea comes from a customer (Yang, 2007: p. 20). Capturing and utilizing such ideas are also relevant to VOC and can be operationalized and implemented as a valuable strategy. The University of Minnesota CTSI’s key objectives, goals, and uses of engaging the VOC and collaborator are as follows: (1) Engage CTSA customers (“relevant stakeholders”) in multiple aspects of translational science and look for opportunities to include their perspective (per NCATS strategic principles). (2) Inform continuous improvement, strategic management, and M&E efforts, the identification of customer needs and wants, comprehensive problem definition and ideation, new concept development and optimization. (3) Synergize NCATS and partner expectations and campus/hub needs. (4) Translate VOC into functional and measurable service requirements. METHODS/STUDY POPULATION: A case study of the programmatic and methodological approach/technique development. The VOC at the UMN CTSI has been captured in a variety of ways: regular and ad hoc surveys, interviews, focus groups, Engagement Studios, formal call for patient/community ideas and proposals, informal conversations, customer/community membership and participation in the Advisory Boards and Executive Leadership Team meetings, and observations. Our VOC variables and metrics assess customer needs, wants, knowledge, and skills; customer satisfaction with processes and outcomes; and customer ideas for improvement and innovation. The ensuing customer feedback and other data have been used to identify and incorporate the important attributes needed in the CTSI processes, products, and dissemination. UMN CTSI partners in engaging and capturing the VOC include our past, current, and potential customers and collaborators, communities, program staff and service providers, program administration, communication staff, M&E team, internal and external data collectors. RESULTS/ANTICIPATED RESULTS: The proposed comprehensive approach shows sound promise to enhance customer and collaborator engagement, critical thinking, learning, strategic management, evaluation capacity and improvement within clinical and translational science organizations. DISCUSSION/SIGNIFICANCE OF IMPACT: This structured approach’s impact is significant in that it fills the current gap in the practice, literature, and methodology and offers a practical example of a “practice that works” for CTR (and other) organizations and programs striving to improve their stakeholder engagement and program impact. Leveraging and synergizing the VOC and community engagement approaches can help CTS organizations advance beyond capturing individual project/service experiences to drawing a holistic portrait of an institution-level (and, potentially, a nation-level) translational science program.ReferencesFriedman M. International audience The cross-fertilization is a technique to pool expertise and resources of at least two sectors in order to make the best of each. In this paper, we present a protocol of programming based on cross-fertilization of two programming languages (Haskell and Java) under two different programming paradigms: the functional paradigm and the object paradigm. This pooling of the strengths of each type of language permit to develop more secure applications in a shorter time, with functional code concise, easily understandable and thus, easily maintainable by one third. We present the meta-architecture of applications developed following this approach and an instantiation of it for the implementation of a prototype of an asynchronous collaborative editor. La fertilisation croisée est une technique permettant de mettre en commun des compétences et des ressources d’au moins deux secteurs d’activité afin d’en tirer le meilleur de chaque. Dans ce papier, nous présentons un protocole de programmation basé sur la fertilisation croisée de deux langages de programmation (Haskell et Java) relevant de deux paradigmes de programmation différents: le paradigme fonctionnel et le paradigme objet. Cette mutualisation des points forts de chaque type de langage permet de développer des applications plus sûres, en un temps moindre, ayant un code fonctionnel concis, facilement compréhensible et donc, facilement maintenable par un tiers. Nous présentons la méta-architecture des applications développées suivant cette approche ainsi qu’une instanciation de celle-ci pour la mise en oeuvre d’un prototype d’éditeur coopératifasynchrone.

Abstract Background The Investigation/Study/Assay (ISA) Metadata Framework is an established and widely used set of open source community specifications and software tools for enabling discovery, exchange, and publication of metadata from experiments in the life sciences. The original ISA software suite provided a set of user-facing Java tools for creating and manipulating the information structured in ISA-Tab—a now widely used tabular format. To make the ISA framework more accessible to machines and enable programmatic manipulation of experiment metadata, the JSON serialization ISA-JSON was developed. Results In this work, we present the ISA API, a Python library for the creation, editing, parsing, and validating of ISA-Tab and ISA-JSON formats by using a common data model engineered as Python object classes. We describe the ISA API feature set, early adopters, and its growing user community. Conclusions The ISA API provides users with rich programmatic metadata-handling functionality to support automation, a common interface, and an interoperable medium between the 2 ISA formats, as well as with other life science data formats required for depositing data in public databases.

Abstract:
Background Patients with left ventricular assist devices (LVADs) implanted as destination therapy may receive suboptimal preparation for and care at the end of life, but there is limited understanding of the reasons for these shortcomings. Exploring perceptions of individuals (caregivers and clinicians) who are closely involved in the end‐of‐life experience with patients with destination therapy LVADs can help identify key opportunities for improving care. Methods and Results We conducted semistructured qualitative interviews with 7 bereaved caregivers of patients with destination therapy LVADs and 10 interdisciplinary LVAD clinicians. Interviews explored perceptions of preparing for end of life, communicating about end of life, and providing and receiving end‐of‐life care, and were analyzed using a 2‐step team‐based inductive approach to coding and analysis. Six themes pertaining to end‐of‐life experiences were derived: (1) timing end‐of‐life discussions in the setting of unpredictable illness trajectories, (2) prioritizing end‐of‐life preparation and decision‐making, (3) communicating uncertainty while providing support and hope, (4) lack of consensus on responsibility for end‐of‐life discussions, (5) perception of the LVAD team as invincible, and (6) divergent perceptions of LVAD withdrawal. Conclusions This study revealed 6 unique aspects of end‐of‐life care for patients with destination therapy LVADs as reported by clinicians and caregivers. Themes coalesced around communication, team‐based care, and challenges unique to patients with LVADs at end of life. Programmatic changes may address some aspects, including training clinicians in LVAD‐specific communication skills. Other aspects, such as standardizing the role of the palliative care team and developing practical interventions that enable timely advance care planning during LVAD care, will require multifaceted interventions.
