Abstract:
Cet article expose les résultats d’une étude consacrée aux impacts socioéconomiques locaux des flux du travail migrant temporaire au Canada sur la structure de l’emploi, le rapport salarial et la précarisation du travail. À l’échelle internationale, le phénomène migratoire a laissé progressivement place à celui de la mobilité temporaire, notamment à la faveur de la financiarisation de l’économie et de l’externalisation croissante des activités industrielles et de service des entreprises. S’agit-il d’un infléchissement ou d’un véritable « changement de paradigme dans la gestion des flux migratoires » ? Au Canada, cette transition, accentuée par la mise en place et l’expansion de programmes de travailleurs étrangers temporaires, soulève plusieurs interrogations. Quels liens établir entre cette expansion et la précarisation progressive de l’emploi dans les secteurs d’activité affectés par ces flux ? Dans quelle mesure ces programmes, conçus pour gérer localement les flux du travail migrant temporaire, mais qui s’inscrivent dans une dynamique transnationale, redéfinissent-ils certaines figures de la division internationale du travail ? Les réponses proposées ici sont exposées en quatre parties. La première dresse un portrait de ces programmes et de leur fonction. La deuxième livre une synthèse critique des problématiques du travail migrant temporaire dans l’analyse sociologique en se focalisant sur l’articulation dialectique entre les flux migratoires liés à l’immigration et ceux induits par la mobilité. La troisième partie examine les retombées de ce phénomène en matière de structure de l’emploi, de rapport salarial et de droits sociaux du travail. La dernière partie se focalise sur la dialectique locale/globale induite par ces flux et sur leurs impacts dans la division internationale du travail dont ils tendent à constituer une nouvelle figure. La conclusion revient sur les implications de ce phénomène sur les rapports sociaux du travail en matière d’inégalités sociales (rapports de classe, de genre et rapports ethnoculturels) ainsi que sur les interrogations politiques qu’il soulève concernant l’ambivalence du rôle de l’État dans l’encadrement institutionnel des flux du travail migrant temporaire.

Depuis une vingtaine d’années, l’Union européenne est qualifiée comme étant un acteur supranational davantage présent sur la scène éducative. À travers les stratégies européennes – Lisbonne 2010 et Europe 2020 - mais aussi la méthode ouverte de coordination, une mutation incontournable s’est produite à l’échelle des États membres. Dans cet article nous nous proposons d’analyser de quelle façon l’Union européenne arrive-t-elle à s’ériger en véritable acteur éducatif. L’analyse thématique d’une quarantaine d’entretiens semi-directifs conduits auprès des fonctionnaires européens et internationaux relève que les leaders politiques européens ont préparé la « mallette éducative » pour le premier « envol » de 2010 et pour le second de 2020. Celle-ci comporte principalement les critères de référence, les compétences de base, les programmes de mobilité et le cadre européen des certifications. Si l’Union européenne peut « se féliciter » d’une visibilité politique nationale ou internationale grâce à ces propositions éducatives, l’équation géopolitique en la matière demeure toujours une inconnue.

AbstractThis article explores the importance of motivating factors for the international mobility of undergraduate students who participated in a mobility programme and completed part of their studies at selected higher education institutions. The empirical research was conducted on a population of 3,539 mobile undergraduate students, who took part in mobility programmes between 2006 and 2011 at three selected higher education institutions in three different European countries (1 - Germany: Duale Hochschule Baden‑Württemberg Karlsruhe, 2 - Norway: University of Tromsø, 3 - Slovenia: University of Primorska, Faculty of Management). The purpose of this article is to present the underlying motivating factors in relation to the selected institution on a sample of 288 undergraduate students during the period studied. On the basis of these findings, we came to the conclusion that most of the students participated in students’ mobility programmes especially to gain international study and life experiences. Furthermore, we established a statistically significant difference in the duration of a mobility period in connection with gender and the satisfaction with the mobility programme.

La manière dont un jeune étudiant européen se déplace d'un pays à un autre dans le cadre du programme ERASMUS (European Community Action Scheme for the Mobility of University Students), tout dans l'esprit de découvrir ce continent divers, de partager sa culture avec d'autres et de faire fortifier son identité européenne est un enjeu social, économique et politique. La mobilité institutionnalisée a permis à beaucoup plus d'étudiants de partir à l'étranger qu'avant, que ça soit pour un semestre ou une année académique ou un stage de courte durée. Pourtant, la mobilité étudiante aujourd'hui est aussi devenue un atout économique pour la plupart des partis prenantes. En échangeant des étudiants comme s'ils étaient des commodités, les universités cherchent à accroitre leur notoriété, mettant en valeur leurs intérêts économiques avant l'accueil des étudiants étrangers. L'asymétrie des échanges entre les pays de l'Europe Occidentale et l'Europe de l'Est et Centrale pose aussi des problèmes. En outre, L'ECTS (European Crédit and Transfer System) et le Processus de Bologne ont changé la signification d'un séjour à l'étranger - écartant la diversité entre les institutions de l'enseignement supérieur. Dans cette thèse, je fais un bilan du programme ERASMUS. Par la suite, je fais des recommandations concernant l'impact social du programme - et comment faire en sorte que l'idée de partage culturelle reste au sein de sa philosophie.

Cette thèse s’intéresse à la manière dont des étudiants de l’Université Laval, à Québec, engagés dans différents programmes de mobilité pendant leur formation, donnent un sens à leur expérience et, ainsi, permettent pour une majorité d’entre eux l’émergence d’un cosmopolitisme. J’explore ces expériences de mobilité en plaçant l’étudiant au centre de ma réflexion. Ceci m’amène à analyser le sens profond de leur récit, dans le contexte de l’éducation supérieure et des enjeux de l’éducation au XXIe siècle. Mon analyse débouche sur trois parcours types d’étudiants, qui peuvent servir de guide pour faire émerger une pratique cosmopolite. À la suite d’une enquête ethnologique, j’ai analysé les données découlant de plus de 80 entrevues menées auprès de 53 étudiants inscrits dans une quarantaine de programmes d’études des trois cycles universitaires et ayant participé à l’un des dix programmes de mobilité offerts par le Bureau international. Un groupe de discussion a permis de compléter ces données et de valider un premier examen des diverses politiques en internationalisation de la formation (UNESCO, BCEI, MELS, UL) qui m’ont aidée à comprendre et à problématiser les données de la mobilité étudiante. Mon analyse s’appuie sur deux champs théoriques : d’une part, elle interpelle la théorie de la structuration d’Anthony Giddens (1987) et s’intéresse aux motivations, aux positionnements et à la capacité réflexive qui débouchent sur les interprétations qui structurent les pratiques liées à ces séjours. D’autre part, elle s’ancre dans une conceptualisation du cosmopolitisme proposée par Ulf Hannerz (2010). J’ai ainsi adopté une approche contemporaine du phénomène dans le cadre des études supérieures et construit les trois parcours types basés sur une approche anthropologique de la réflexivité de l’acteur en situation, en tenant compte de la complexité des expériences et des cheminements vécus lors d’une pratique de mobilité. Cette étude s’inscrit dans une anthropologie du chez-soi, et explore ainsi de nouveaux sentiers de recherche à considérer pour mieux saisir la construction du cosmopolitisme contemporain.
This research focuses on how students at Université Laval, in Quebec, who participated in various mobility programs during their studies, give meaning to their experience, and how that results for a majority of them in the emergence of cosmopolitanism. I explore these mobility experiences by placing the student at the centre of my own thinking. I analyze the deep sense of their experiential narrative in the context of higher education and the challenges of 21st-century education. This leads me to propose three typical study paths that may guide the emergence of a cosmopolitan practice. My ethnological investigation led to the analysis of over 80 interviews conducted with 53 students enrolled in more than 40 university programs at all university levels, all of whom had participated in one of the ten mobility programs offered by the International Office. A focus group made it possible to complement the data and validate my preliminary review of the various policies related to the internationalization of education (UNESCO, CBIE, MELS, UL) that defined my understanding and conceptualization of student mobility data. My analysis is based on two theoretical approaches: first, questioning Anthony Giddens’s structuration theory (1987), it scrutinizes the motivations, positioning and reflexive ability at the basis of the interpretations underlying the practices associated with students’ experiences abroad; secondly, it is anchored in the conceptualization of cosmopolitanism as proposed by Ulf Hannerz (2010). Hence, I adopted a contemporary approach of that phenomenon in the context of higher education and developed three typical study paths based on an anthropological approach of a person’s reflexivity in a changing situation, and taking into account the complex experiences and evolution arising from such mobility. This study adopts an approach of “anthropology at home”, and thus explores new research avenues to be considered in the understanding of contemporary cosmopolitanism.

Au-delà de la satisfaction largement affichée par les participants au programme Erasmus, dans les trois pays où sont nées les Universités (Italie, France et Angleterre), quelle question permet de poser l'analyse des trajectoires de ces jeunes Erasmus ? Dans cette thèse nous montrons que les institutions d'enseignement supérieur européennes se structurent dans l'ordre des inégalités de prestige entre établissements et plus largement entre aires culturelles. Cet ordre affecte pour une part la morphologie sociale de cette population. Les Erasmus semblent former un ensemble fractionné d'étudiants "étrangers privilégiés" inscrits dans les circuits institutionnels différenciés. Nous montrons aussi que l'international n'abolit pas le national, comme l'accroissement des mobilités n'abolit pas les inégalités économiques et sociales en Europe. Du sud au nord, les déplacements ne sont pas investis des mêmes enjeux.

Cette étude contribue à lala compréhension du "processus d'apprentissage interculturel", en fusionnant les données quantitatives et qualitatives. Le siteLa recherche a impliqué 170 étudiants Erasmus et 52 étudiants universitaires qui n'ont jamais participé auProgramme Erasmus. Ces données ont été collectées en deux phases : pour les étudiants Erasmus avant leur départet à la réadmission et pour le groupe témoin avec un intervalle de temps entre les deux administrations d'environ 6mois. Les résultats ont montré des augmentations significatives de la qualité cognitive, de la résilience et des compétences transversales pour les échantillons des étudiants Erasmus, au contraire, tout changement significatif a été constaté pour le groupe de contrôle.Les données qualitatives des rapports d'"incidents critiques" permettent de mieux comprendre le rôle joué par les étudiants Erasmus à l'étranger.expérience sur le processus d'apprentissage interculturel. Cette étude fournit des preuves sur le programme Erasmuset semble confirmer l'attente élaborée par le processus de Bologne 2020
This study aims to investigate the relationships between Erasmus program experience and theincrease of cultural intelligence (CQ), resilience and transversal skills. This study contributes to theunderstanding of “the cross-cultural learning process”, merging quantitative and qualitative data. Theresearch involved 170 Erasmus students and 52 college students who have never participated toErasmus program. These data were collected in two phases: for Erasmus students before departureand at re-entry and for control group with a time interval between the two administration of around 6months. Findings showed significant increases of cognitive CQ, resilience and transversal skills forthe Erasmus students’ sample, on contrary any significant change was found for the control group.Looking at ‘critical incident’ reports, qualitative data further clarify the role played by abroadexperience on the cross-cultural learning process. This study provides evidences about the Erasmusprogram value and seems to confirm expectation elaborated by Bologna process 2020

What triggers political unrest under International Monetary Fund (IMF) programmes? Why do we see unrest - protests, strikes, and riots - in some countries under IMF programmes and not in others? This thesis argues that IMF labour conditionality in an immobile labour market compounded by intrusive fiscal conditionality and blocked democratic channels result in unrest. Where labour is immobile in the borrowing country, IMF labour conditionality decentralising the market creates large-scale grievances among the labour groups. Immobile labour groups substantially lose income and benefits under those measures due to high wage differentials and varied labour protection measures across sectors. Moreover, uncertainty and risks increase, while the opportunities to return back to employment or to maintain the existing income and benefits diminish. When the political authority is unable to address the rising grievances due to tight fiscal conditionality and blocked democratic channels, we observe political unrest under IMF programmes. Where labour is mobile, on the other hand, it is easier for workers to switch between sectors and jobs when the economic crisis hits their sector. The labour groups respond to the internal crisis and the external impact by increasing mobility and switching to the sectors that are still growing despite the crisis. Labour conditions do not give rise to a similar degree of uncertainty and risks compared to immobile markets. Hence, programmes are implemented without large-scale unrest. The study tests this theory in a global sample of 117 countries between 1970 and 2013 and investigates the impact of mobility and IMF conditionality on unrest with a data set originally compiled and coded for this study. It then delves into two extreme cases, Greece, 2010 and Turkey, 2001. While Greece had extreme immobility and received intrusive labour and fiscal conditionality in 2010, Turkey is located on the opposite end of the spectrum, with very high levels of mobility, the limited number of labour conditions, and greater fiscal space. We see that while Greece witnessed large-scale unrest in 2010, Turkey implemented the programme smoothly. Finally, the study applies the theory into three shadow cases, Ireland, 2010, Latvia, 2008, and Portugal, 2011 and demonstrates that the varied degrees of mobility and conditionality and fiscal conditionality result in different degrees of unrest.

La métropole de Bogotá présente une mobilité internationale croissante, caractérisée par une importante émigration au cours des deux dernières décennies, le retour d'anciens émigrants colombiens à différentes périodes et dans une moindre mesure, l'arrivée d'immigrants internationaux. Ces mouvements de population ont des effets directs et indirects sur les dynamiques résidentielles. La thèse les analyse à partir de la structure urbaine de la métropole, des stratégies migratoires et résidentielles, de l'évolution des pratiques et représentations urbaines et des modes de vie plus ou moins visibles dans certains quartiers de l'aire métropolitaine. Cette recherche se fonde sur une diversité de sources quantitatives et qualitatives : documents officiels, recensements de la population, enquête sur la mobilité spatiale réalisée en 2009 à Bogotá puis complétée par un travail de terrain dans deux villes européennes (Barcelone et Paris) dans lecadre du projet ANR METAL. Les processus spatiaux sont analysés aux échelles nationale, métropolitaine, de 12 zones d'enquête et de 4 secteurs localisés de la ville. L'appareil théorique et méthodologique permet de définir quatre types de trajectoires migratoires à Bogotá : le retour, l'itinérance, l'immigration internationale et la circulation. Chaque type de trajectoire présente des relations spécifiques avec les dynamiques résidentielles. L'étude des processus spatiaux à partir de la mobilité internationale contribue à une meilleure compréhension et gestion des facteurs du changement urbain à différentes échelles dans la capitale colombienne

L'adaptation internationale des expatriés est au centre de cette recherche. Son étude s'appuie sur le modèle théorique élaboré par Black, Mendenhall et Oddou (1991). Les déterminants de l'adaptation proposés par les auteurs sont complétés ici par d'autres facteurs propres à la décision des expatriés envers la mobilité internationale. Des cadres français (n = 293) expatriés dans 44 pays ont complété un questionnaire dont les réponses ont permis de tester les hypothèses contenues dans le modèle théorique présenté dans cette recherche. Une dizaine d'organisations ont collaboré à cette dernière. Les résultats indiquent que chacune des trois facettes de l'adaptation, i. E. L'adaptation générale, l'adaptation à l'interaction et l'adaptation au travail, malgré des éléments communs, est expliquée par des facteurs distincts. Les trois formes d'adaptation sont bien influencées par des facteurs qui réduisent l'incertitude inhérente à une expatriation. Mais l'adaptation, et particulièrement l'adaptation à l'interaction, semble dépendre également de la volonté des cadres à s'adapter. Enfin, la nature de la décision des cadres a surtout une influence sur l'adaptation au travail. Les conclusions de cette recherche, finalement, peuvent aider à la mise en œuvre de meilleures politiques de recrutement et de formation des expatriés potentiels
The core of this research is the international adjustment of expatriates. The model of international adjustment designed by Black, Mendenhall and Oddou (1991) guides this research. The determinants of adjustment brought into focus by the authors are complemented in this work by other factors related to managers' decision as regards international mobility. French expatriates (n=293) placed in 44 countries filled in a questionnaire. Their responses enabled the testing of the hypotheses implicit in the theoretical model presented in this research here. The questionnaires were dispatched to expatriates thanks to the collaboration of about ten organisations. The results indicate that each of the three adjustment facets, i. E. General adjustment, interaction adjustment and work adjustment, despite common elements, is explained mainly by unique factors. Uncertainty theory is relevant to all facets. Adjustment, and particularly interaction adjustment, seems to hinge as well on managers' motivation to integrate. Lastly, the actual managers’ decision has an influence, especially on work adjustment. The conclusions of this research may be useful for the implementation of better recruitment of and training policies for potential expatriates

La mondialisation de l'économie fait partie depuis un certain nombre d'années, de la réalité quotidienne des entreprises françaises. Pour faire face à la concurrence accrue des entreprises étrangères, amplifiée par ce phénomène de mondialisation, les entreprises françaises doivent être présentes sur les marchés étrangers. Cette réalité implique une augmentation sans précédent de la mobilité internationale des salariés, qu'il s'agisse de détachement, d'expatriation, de mise à disposition internationale ou encore d'eurocommuting. De fait, l'entreprise qui souhaite se développer de façon durable, doit pouvoir appréhender et gérer de façon optimale l'envoi de ses salariés à l'étranger. Or, le développement de la relation travail dans un environnement international, engendre des difficultés particulières liées au phénomène d'extranéité et nécessite l'utilisation complémentaire de plusieurs domaine du droit. L'envoi d'un salarié à l'étranger implique tout d'abord une modification de l'environnement juridique de la relation contractuelle. De quelle façon, cela se traduit dans l'élaboration du contrat de travail international, instrument privilégié de la relation de travail internationale ? De quelle manière la protection sociale du salarié, envoyé à l'étranger; survie-t-elle au principe de territorialité qui gouverne l'application des règles de sécurité sociale française ? Enfin, travailler dans un autre pays, peut entraîner un changement de la législation fiscale applicable au salarié. Cette question, qui fait traditionnellement partie de la vie privée du salarié, devra être envisagée et gérée par l'entreprise. La complémentarité du droit du travail et du droit fiscal dans la pratique de la mobilité internationale des salariés constitue la base d'un droit de la mobilité internationale.

Abstract:
Governments often fund foreign nationals to live, work and study in their countries, creating specialist programmes tasked with promoting international mobility. In this thesis I establish that much of this funding is intended to serve a public diplomacy agenda, improving international relations to the benefit of the sponsor. Expectations about how offering funding to foreigners affects international relations have come to centre on what I label the ‘symmetric public diplomacy model’, which suggests that governments intend to influence other countries’ behaviour by influencing their citizens. I tested this model using a combination of panel surveys and interviews with students who took part in these programmes. Although mobility programmes do bring many educational and personal benefits to participants, my results do not support the expectation that they endow most visiting foreigners with more helpful attitudes than they would have developed had they not taken part in the programmes. While other studies have come to different conclusions on this issue, the research design employed in this thesis is better-suited to the task than most others. Mobility programmes may bring diplomatic benefits by other means. One possibility is that the act of creating, for example, scholarships for foreign nationals sends signals to foreign governments. The histories of major British scholarship programmes suggest that they were originally created to signal goodwill or distract attention from potentially-embarrassing policies. Despite this, administrators now present these programmes as tools of public diplomacy. The symmetric public diplomacy model has been applied to these programmes long after they were initially created, and I suggest that the model may have been adopted because it is useful for attracting funding to continue and expand mobility programmes.

Abstract The Central European Exchange Programme for University Studies (CEEPUS) was founded more than 25 years ago with the aim of supporting the strategic role of the region by academic and further cooperation among the Central, Eastern and Balkan States of Europe. Its framework covers mobility grants for students and teachers within academic networks designed to operate joint programmes and degrees. The importance and impact of CEEPUS are less researched and highlighted compared to the European Union flagship Erasmus Programme, but its results and potential made a comeback to international political agendas and are an actual topic on policy forums. The current scheme is secured only until 2025. Therefore, this research intends to support decision and policymaking processes for future planning by presenting the outcomes of programme participation and necessary changes for improvement and to answer whether the CEEPUS is still needed besides the Erasmus+ and other mobility programs. Hungary is among the founders and one of the most important member states considering the allocated grants, the number of professional networks and mobilities—that make the processed sample representative and valuable.

German higher education institutions attract students from all over the word for degree mobility, especially after the Bologna reform has led to an increase in internationally-oriented, English-taught study programmes. With such programmes, universities serve the politically intended purpose of attracting highly qualified talent in the form of international graduates that might potentially stay for the German job market. But for the transition from studies to the work market to be successful, it is essential for international students to acquire social capital in the form of contacts to people from the host country. This paper firstly presents results of a study on the situation of students who come to study in international engineering programmes at the Ruhr-Universität Bochum in Germany, focusing on the unsatisfactory contact situation of international and German students revealed in the study. Secondly, measures of the project ELLI2 – Excellent Teaching and Learning in Engineering Sciences – are introduced that aim at improving this situation, fascilitating contact between German and international engineering students. The set-up of a tandem-programme is presented, as well as participation structure and evaluation results of the first two runs of this programm in 2017/18. In addition, an international student council network will be introduced.

The Erasmus international mobility programme represent a significant step in a student’s development. In the past decades, millions of European students gained experience and lifelong learning period from prestigious universities abroad. Erasmus students are seen as independent people, curious about cultures and languages, open to new ideas and especially predisposed to become entrepreneurs. This study was designed to identify the entrepreneurial attitude of Erasmus students in order to ascertain the contribution of international mobility. For this purpose, the expectations of international students who benefited from the Erasmus Plus Programme were compared to the level of satisfaction after completing the international mobility programme at Institute of Business Administration (IAE), University of Sophia Antipolis, Nice. Factors that most influenced students’ departure in Erasmus mobility are academic and professional opportunities abroad. The data for this study was collected using a questionnaire and sent in collaboration with International Relations Office of IAE Nice. The results indicate that international mobility had a high impact on student’s self-confidence and relational skills. Regarding professional and social life, the entrepreneurial attitude was increased by the Erasmus experience.

The number of students participating in mobility programmes has increased enormously over the years. The reasons are diverse and may range from personal growth to better employability prospects, together with improvement in foreign language skills and intercultural awareness. Mobility programmes receive generous funding from the European Commission, therefore their outcomes should be measured and evaluated. This paper focuses on a specific one: the academic effects of mobility programmes. We analyse whether there is an improvement in the academic performance of the students who participate in mobility programmes and, if this is the case, whether it is sustained over time. We use a broad dataset of students from the Faculty of Economics of the University of Valencia over a period of thirteen academic years. The results indicate that students participating in a mobility programme experiment a marked improvement in their scores at the host university, but this upgrading: a) is not homogeneous across the mobility programs or geographical areas considered; and b) partially vanishes off when the students come back to their home university.

At the celebration of its 30th anniversary, Erasmus is recognised as the most successful exchange program ever implemented. The prospects of attaining a common European consciousness challenged the program's ability to blend together knowledge, attitudes and skills in a winning combination. It is no longer sufficient to communicate and integrate: mobility should actively foster skills to support students's professional career at national and international levels. Although literature on mobility is vast and interesting, studies on the impact of the mobility experience in the students' future employability profile rarely provide first-hand data on their expectations in this regard. This exploratory research comprises a qualitative focus group approach with Erasmus students during their exchange period in a Portuguese university and collected some insightful data on how students consider their mobility in terms of new learning outcomes, the professional value of the experience and the development of new skills. Results indicate that students seem to be quite aware of the positive implications of mobility in their professional careers and of the set of skills developed during that period. Overall, this article contributes to demonstrating the importance of assessing skills development during Erasmus mobility experiences. Managerial implications and suggestions for future research are provided.

The international student exchange market has grown significantly over the last decade. In an effort to improve the country's science and technology production, the Brazilian government created the Ciência sem Fronteiras program. The program provides funding for undergraduate and postgraduate students to study abroad. This paper analyzes data from this program, identifying patterns on distributions of students, their states in Brazil, destinations and areas of study. The results show that the long tail distribution appears ordinarily in the data. Furthermore, between pairs of data, the results showed that Quetelet's index was low in most cases, except in a few outliers, such as countries that have hosted a very small number of students.

Over the past few years, studying abroad and other educational international experiences have become increasingly highly regarded. Nevertheless, research shows that only a minority of students actually take part in academic mobility programs. But what is it that distinguishes those students who take up these international opportunities from those who do not? In this study we reviewed recent quantitative studies on why (primarily German) students choose to travel abroad or not. This revealed a pattern of predictive factors. These indicate the key role played by students’ personal and social background, as well as previous international travel and the course of studies they are enrolled in. The study then focuses on teaching students. Both facilitating and debilitating factors are discussed and included in a model illustrating the decision-making process these students use. Finally, we discuss the practical implications for ways in which international, study-related travel might be increased in the future. We suggest that higher education institutions analyze individual student characteristics, offering differentiated programs to better meet the needs of different groups, thus raising the likelihood of disadvanteged students participating in academic international travel.

Technopolis wurde im Mai 2020 vom Bundesministerium für Klimaschutz, Umwelt, Energie, Mobilität, Innovation und Technologie (BMK) und dem Bundesministerium für Digitalisierung und Wirtschaftsstandort (BMDW) mit der Evaluierung des COMET-Programms beauftragt. Die vorliegende Evaluierung bezieht sich auf die 25 aktuell existierenden Zentren. Der Fokus der Evaluierung liegt auf der Charakterisierung der COMET-Zentren und auf dem Monitoring- und Kennzahlensystem von COMET. Im Jahr der Corona-Pandemie wurden die Methoden angepasst, Interviews mit Stakeholdern und den Zentren wurden meist per Videocalls oder telefonisch geführt, geplante on-site Visits sowie internationale Workshops konnten nicht durchgeführt werden. Zentrale Quellen der Evaluierung sind eine Befragung der Zentren und der Unternehmens- und Wissenschaftspartner sowie die Datenbasis der FFG, die wir durch diverse Harmonisierungsschritte für neuwertige Auswertungen nutzbar machten. Dies umfasst insbesondere einen historischen Rückblick sowie eine Cluster- und Netzwerkanalyse. Die Auswartungen sind in zwei Dashboards angelegt, das Dashboard zur COMET-Befragung ist anonymisiert und daher öffentlich zugänglich.

In the spring of 2008, WIFO, KMU Forschung Austria, Prognos AG in Germany and convelop were jointly commissioned by the Austrian Federal Ministry for Transport, Innovation and Technology and the Austrian Federal Ministry of Economy, Family and Youth to perform a systems evaluation of the country's research promotion and funding activities. Based on their findings, six recommendations were developed for a change in Austrian RTDI policy as outlined below: 1. to move from a narrow to a broader approach in RTDI policy (links to education policy, consideration of the framework for innovation such as competition, international perspectives and mobility); 2. to move from an imitation to a frontrunner strategy (striving for excellence and market leadership in niche and high-quality segments, increasing market shares in advanced sectors and technology fields, and operating in segments of relevance for society); 3. to move from a fragmented approach to public intervention to a more coordinated and consistent approach(explicit economic goals, internal and external challenges and reasoning for public intervention); 4. to move from a multiplicity of narrowly defined funding programmes to a flexible, dynamic policy that uses a broader definition of its tasks and priorities (key technology and research segments as priority-action fields, adequate financing of clusters and centres of excellence); 5. to move from an unclear to a precisely defined allocation of responsibilities between ministries and other players in the field (high-ranking steering group at government level, monitoring by a Science, Research and Innovation Council); 6. to move from red-tape-bound to a modern management of public intervention (institutional separation between ministries formulating policies and agencies executing them, e.g., by "progressive autonomy").
