This dissertation presents an outcome evaluation of a training programme provided to middle managers working in higher education institutions at four universities in the Western Cape. The Success Case Method was used to evaluate the training programme. An electronic questionnaire was sent to seventy five participants that attended the 2006 training to determine whether they could be classified as either a success (i.e. successfully applied the acquired knowledge and skills from the training programme) or a non-success case (i.e. did not successfully apply the knowledge and skills acquired from the training).

This formative theory evaluation investigated the feasibility of the programme theory underlying a staff reward and recognition intervention within a retail setting. It contained academic literature which discussed the effects of reward and recognition programmes on motivation and turnover. In addition, best practice guidelines for motivational reward and recognition programmes were used as measure of comparison against the programme's theory. The evaluation questions contained in this dissertation covered various programme evaluation elements and assisted in evaluating the programme's theory.

This evaluation examines the extent to which 2005 and 2006 Associate Coaching Course participants have successfully applied the proximal outcomes from the executive coach training. Following the Success Case Method, a survey determined that the majority of participants rated their application of the learnings very successfully. A qualitative data analysis of eight interviews conducted with six high success cases (three professional coaches and three within-job coaches) and two low success cases, explored their application of the proximal outcomes in detail. The results report on various themes that describe how the coaches have applied the training, what results they have achieved and what value has come from the training. Further themes address factors that helped or hindered application and suggestions for training improvement. It can be concluded that the Associate Coaching Course was successful for this group of participants in that they report successful on-the-job application of the proximal outcomes and provide examples of positive results achieved due to this application. Furthermore, this evaluation contributes to a relatively scant literature concerning the application of the Success Case Method of evaluation.

This study presents an outcome evaluation of the maternal care manual of the Perinatal Education Programme (PEP) studies by 32 midwives at Mowbray Maternity Hospital, a training facility in Cape Town, South Africa. Pre-and-post course knowledge assessments and a survey of participants were used to evaluate the maternal care manual of the PEP. Knowledge assessment scores achieved by the midwives before and after the course were compared. This was done to measure the knowledge acquisition of midwives who participated in the programme. In addition, a broader survey was administered to the participants in order to map out the perceived gain in knowledge, clinical skills and acceptability of the programme. The study found out that the midwives who attended the course improved their knowledge in maternal care.

ENGLISH ABSTRACT: Literature on monitoring and evaluation acknowledges the complexity in the field. Many evaluation studies require empirical evidence to be integrated with decisions on standards and values to reach robust evaluative conclusions. In this context, organizations face a number of difficulties in attempting to develop computerized software for monitoring and evaluating their programmes. The situation is exacerbated by the lack of literature on how various concepts used in programme monitoring and evaluation could be arranged into a coherent pattern of concepts upon which the development of monitoring and evaluation software could be contingent. The aim of this thesis is to present a conceptual model for a programme monitoring and evaluation information system that can guide programme agencies in the procurement, design and development of software for programme monitoring and evaluation. The conceptual model is based on an assessment of several key concepts that characterize programme monitoring and evaluation: programme goals and objectives; programme activities; programme providers; administrators; funders; community stakeholders; macro-environment and relationship between them; personal goals and objectives; existing conditions; targeted individual (s); family friends, and community; macro-environment and relationships between them; programme participation and programme outcomes. Using purposive techniques, 15 relevant monitoring and evaluation documents were selected from within 3 large-scale programmes implemented in Uganda. These documents were used to identify and describe the features and attributes associated with each of the key M&E concepts. The findings reveal that only eleven of the key concepts listed above were used by the three case study programmes. In particular, their use was geared mainly towards the collection of empirical evidence to demonstrate programme accountability requirements. The study arranged the eleven distinctions into a framework comprising of three dimensions: (1) programme design; (2) programme implementation plan; and (3) programme implementation result. The programme design dimension comprises of five key concepts used to capture the essential information on programme design. The implementation plan dimension comprises of three key concepts used to capture the essential information on the actions that have been planned by each programme. The implementation result comprises of four key concepts that capture the essential information on the outcome of both routine and terminal monitoring and evaluation activities.

Farmer support programmes are aimed at assisting in unlocking barriers faced by smallholder farmers. These programmes were implemented many years ago by the public and private sector. However, research continues to show that the increase in the number of these initiatives and in budgets/expenditures have not equally translated into an increase in the number of smallholder farmers advancing to commercial status. Therefore, this evaluation research is focused on assessing the implementation progress of a farmer support programme being implemented in Jozini, KwaZulu-Natal. The aim is to assess whether or not the programme is implemented according to the theory of change and to assess the likelihood of the programme achieving its intended outcomes. Both the quantitative and qualitative approaches were applied to collect and analyse data. Quantitative data was made up of project data and qualitative data was obtained through conducting in-depth interviews with farmers currently participating in the programme. Findings from this paper are expected to add to the existing body of knowledge in terms of strengthening and improving the design of farmer support programmes; to emphasise the importance of conducting implementation evaluations to assess programme performance early in implementation; to better understand what is working or not during implementation; and to understand why this is so.

Abstract:
South Africa is one of the countries hardest hit with the Human Immunodeficiency Virus (HIV) and Acquired Immuno Deficiency Syndrome (AIDS) epidemic. In response to the epidemic, the South African government adopted the Comprehensive HIV & AIDS Care, Management and Treatment programme strategic plan (CCMT) in 2000 (1) and developed the Operational Plan for CCMT for antiretroviral therapy rollout in 2003 (2). In order to monitor the progress of the implementation of CCMT, the National Department of Health (NDOH) adopted the Monitoring and Evaluation (M & E) framework in 2004 (3). The aim of this study was to assess the HIV & AIDS programme in Grahamstown‘s public sector health care system by using the national M & E indicators of the HIV & AIDS programme. The national M & E framework was used as the data collection tool and available information was collected from various sources such as the District Health Office (DHO), Primary Health Care (PHC) office, accredited antiretroviral sites and the provincial pharmaceutical depot. Group interviews were conducted with key stakeholder health care professionals at the District Health Office, Primary Health Care office, Settlers Hospital and the provincial Department of Health personnel. A one-on-one interview was conducted with the Deputy Director of HIV & AIDS Directorate, monitoring and evaluation in the National Department of Health. Available indicators such as budget and expenditure including antiretroviral procurement; human resources; nutrition-related indicators; prevention care and treatment indicators were collected. A group interview was conducted to document current practices, or where there was a lack of documentation, for indicators such as traditional medicines and pharmacovigilance. Most of the national M & E indicators are not required to be collected or collated by the district because the reporting format designed by the provincial Department of Health is different. Facilities, districts and provinces in South Africa are at different levels of implementation of the antiretroviral programme and hence a common format of the M & E indicators is not used by all provinces. Uniform data collection is not achieved due to human resources‘ constraints and other challenges such as continued use of manual reporting systems by the clinics. Districts are expected to report according to the formats drawn up by the provincial Department of Health (DOH) and there is a lack of awareness regarding the national M & E document amongst the Grahamstown Health Care Professionals. There is a need for training on the use of the M & E national framework so that the HCPs at the primary and secondary levels of the health care system are proficient with the process of M & E, and can provide inputs as well as take ownership of the process. The establishment of an M & E unit in Grahamstown is essential so that data collection and submission of the HIV & AIDS programme in the public sector according to the National M & E framework is addressed. However, despite all constraints and challenges in the public sector health care system in Grahamstown, available human and financial resources are being used effectively to maintain the HIV & AIDS programme.

The buzzword in recent development policy-making is PM&E. The notion is that; participatory approaches have the appropriate remedy to curb the problem of exclusion. That notwithstanding, the approach has become rhetoric in certain quarters rather than practical as admitted by some scholars who hold the principle in high esteem. Inferences from the concept of empowerment as put forward by Narayan (2005), might be the premise for rethinking the debate surrounding the inclusion of beneficiaries in participatory monitoring and evaluation because of its undulation positive effect on project outcomes. Over the past two decades, Ghana has initiated and implemented a good number of national policies and strategies that are youth-centered. The majority of these youth programmes are usually delineated in most public policies on thematic areas such as employment, education, health, among many others. A total of 120 respondents (project beneficiaries) were randomly selected for questionnaire administration, and 1 in-depth interviewed was conducted for this study. Using a Participation Perception Index (PPI), developed to assess the youth perception of the extent to which they were involved in the PM&E, the following were ascertained. It was evident that the youth were only made to actively participate in the data collection (as respondents) process. Evidently, the primary objective of the implementing agency was to secure the youth (beneficiaries) job rather than involving them in the project PM&E. The qualitative analysis also highlighted other critical factors affecting both the implementing agency and the youth (skills or know-how, cost, lack of beneficiaries' interest, non-existence of beneficiaries' associations) to ensure active participation. The study concluded that the end goal of the youth intervention programme is tied into the ideas of project sustainability which can be achieved when the various stakeholders are all on board in the PM&E.

Kenya's Vision 2030 is a long-term development strategy for the country. The ultimate goal and mandate for all pillars of governance to adhere too. The bible for every man, woman and child, who call this nation its home. The aim of is to create "A globally competitive and prosperous country with a high quality of life by the year 2030, transforming Kenya into a newly-industrializing middle-income country, providing a high quality of life to all its citizens in all its citizens in a clean and secure environment" (Kenya Vision 2030) Implementation of the vision will be through medium-term plans of five year cycles. The vehicle the Government has chosen is Results Based Management. Results-Based Management (RBM) was introduced in Kenya in 2003 by the NARC Government. Several initiatives have been undertaken to institutionalize RBM in all MDAs. Due to this, there is a tremendous paradigm shift from processes to results. However, the systems in place have not only no clear guidelines of engaging stakeholders but also M&E systems in place measure only the outcomes and not how these outcomes were achieved. Thus making reporting ‘Results for Kenyans’ a tedious exercise. This study examined the impact of stakeholder engagement and the effectiveness of monitoring and evaluating in the achievement of Vision 2030. The study was conducted at the Public Service Transformation Department (PSTD). Stratified sampling was used to draw a sample of 30 government officers, and four key informants based on their departments and accountabilities. Both quantitative and qualitative data was collected using structured questionnaires, interview guides and direct observation. Quantitative data was then analyzed using SPSS and presented by way of frequency distribution tables, percentages, graphs, and models. Qualitative data was collated and presented in narrative form. The study found out there is similarities in both M&E and Stakeholder Engagement in there are systems in place. Both have established systems at the National level, (NIMES) for M&E and Public Private Partnerships there was none at the institutional level. Many of indicators for M&E are set at the top and imposed on the operational staff. Key informant interviews revealed that the existing system was not sustainable and would be an ideal point for entry of distortion and strategy dysfunction. Stakeholder Engagement has no policy or legislative framework to work from thus making the exercise look like a publicity stunt whenever Government seeks a consultative process especially when it comes to the ordinary "Mwananchi" (Swahili word for citizens/people). The study has established an urgent need to develop an institutional M&E system for tracking, measuring, evaluating and reporting the progress of results for Kenyans, a framework and policy to be created to encompass all manner of stakeholder engagement not only engagement with the private sector. This would make it easier on both the Institution that houses reform (PSTD) and the Central Government not only to gage how far or how near the country is attaining its ultimate goal of Vision 2030 but also reporting back and engagement with its stakeholders will be much easier, less tedious it would became "business as usual" thus creating accountability and transparency resulting in winning the war on Corruption.

In South Africa, democracy has brought transformative improvement in the system of governance. The Constitution of the Republic of South Africa (1996) implemented in the post-apartheid era, has raised the status of the lowest sphere of government, by granting these authorities delegated responsibilities. This sphere of governance is known as local government (municipal government) and in the present context developmental local government is both democratically elected and decentralized. The restructuring of local governance requires municipalities to serve the communities within their areas of jurisdiction. This has brought capacity challenges for the municipalities. They are charged with delivering acceptable standards of services to the residents. The current lack of deliverance is evident in the widespread protests, with community members showing their dissatisfaction with sub-standard service delivery and backlogs. Furthermore, municipalities are required to formulate their own by-laws improve the lives of community members, and to implement their legislative mandates satisfactorily. In order for the municipalities to perform more effectively, a transformative model is necessary. The quality of services currently delivered at municipal level must be reviewed. Monitoring and evaluation are the key elements of assessment which must be undertaken. The rationale behind this monitoring and evaluation is to make the system of governance more effective through an even-handed assessment of policies, programmes, projects, strategies, performance of personnel, and the organization as a whole. For the purpose of this study, the researcher explored the challenges regarding monitoring and evaluation and its impact on sustainable development in Sedibeng District Municipality utilizing the quantitative research approach. A model is proposed for improvement called as Monitoring and Evaluation for Sustainable Development (MESD).

The Outpatient Therapeutic Programme (OTP) is an integrated public health innovation for treating severe acute malnutrition without medical complications in children 6 to 59 months of age as outpatients within their communities using Ready to Use Therapeutic Food with the aim of reducing case fatality rates. The OTP approach is implemented in the three districts in Eastern Province of Zambia namely; Chipata, Katete and Petauke. Since inception of the OTP in the province, an evaluation of the OTP has not been conducted. The study is aimed at assessing the effectiveness of the implementation of the OTP for management of severe acute malnutrition in the three districts of Eastern Province of Zambia.

There are number of Non-Governmental Organisations (NGOs) in South Africa that use sport as a tool to respond to HIV/AIDS mainly among young people, however, little is reported about the outcomes and impact of these programmes. The aim of this study is to contribute to a generic monitoring and evaluation framework by improving the options for the use of outcome indicators of sport-based HIV/AIDS awareness programmes of selected NGOs in South Africa. The research followed a qualitative multiple case study design using multiple data collection instruments. The overall findings revealed that the sport-based HIV/AIDS awareness programmes of five selected NGOs examined in this study focus on similar HIV prevention messages within the key priorities highlighted in the current National Strategic Plan for HIV/AIDS, STIs and TB of South Africa. The HIV prevention messages of selected NGOs are also in line with the commitments and targets of the 2011 UN Political Declaration on HIV/AIDS. The sport-based HIV/AIDS programmes target youth with messages that raise awareness of HIV/AIDS, HIV risk behaviours and HIV stigma. Furthermore messages that promote uptake of health services such as HIV Counselling and Testing (HCT) and Voluntary Medical Male Circumcision (VMMC). However, evaluating outcomes and impact of such programmes remains a challenge. Descriptive information and outputs are more recorded rather than information about the actual outcomes which occurred as a result of sport-based HIV/AIDS awareness programmes. The use of multiple data collection instruments in conjunction with approaches of the ten-step model to a result-based monitoring and evaluation systems enables this study to propose a total of fifty one generic outcome indicators. These generic outcome indicators focus on measuring change in the knowledge of HIV/AIDS and change in attitude and intention towards HIV risk behaviours. In addition, this study further proposed a total of eight generic outcome indicators to measurepredictors of HIV risk behaviour. The selected NGOs can adapt the proposed generic outcomes and indicators based on the settings of their programmes. It can be concluded that the proposed generic outcome indicators are able to assist the NGOs to improve monitoring and evaluation of their sport-based HIV/AIDS awareness programmes. A collaborative approach by all stakeholders is required, from international organisations, funders, governments, NGOs and communities to strengthening monitoring and evaluation of sport-based HIV/AIDS awareness programmes including other development programmes.

The World Health Organization (WHO) Programme for International Drug Monitoring (PIDM) was developed for chemical rather than biological products. The ability of the PIDM to meet the needs of vaccine safety is of international public health importance. Three studies were conducted: (1) a survey of authorities responsible for reporting adverse events following immunizations (AEFIs); (2) an analysis of the WHO Adverse Reactions Database; and (3) a systematic review to identify and compare Bayesian methods used in drug and vaccine signaling. Communication between national surveillance authorities and lack of vaccine-specific terminologies are issues of concern. Many AEFI reports are not forwarded to the PIDM, and reporting timeliness and regularity should be improved. Few studies have examined the use of Bayesian methods in vaccine signaling. Vaccines should be recognized as a distinct group of drugs. Additional staff dedicated to AEFI reporting and vaccine signaling would be a valuable asset to the PIDM.

From the international literature, as well as from South African initiatives, it is clear that the use of sport and development programmes have a tremendous potential to impact on development. Past efforts in South Africa also shows that sport and development initiatives can make a huge impact on youth development and serve as a vehicle for improved social and economic well-being. This was acknowledged by a recent Department of Cultural Affairs and Sport (DCAS) and Interdisciplinary Centre for Sport and Development (ICESSD) publication called, “The Case for Sport: Socio-economic benefits of Sport and Recreation in the Western Cape”. This was the first such research done at the Provincial Government and a particular research finding showed that inadequate monitoring of youth programmes, including the Mass Participation, Opportunity Access, Development and Growth (MOD) Centres were being done. Against the background of the South African Government’s increased efforts to support sport and development a need has also arisen for the improved performance management of these initiatives. In particular, a need exists for an improved understanding of available indicators for the improved monitoring and evaluation of sport youth development programmes. This research investigation conducted both an assessment of available indicators from a theoretical and comparative point of view as well as undertook a case study approach to investigating the type of indicators needed in future in the case of the MOD Centres in the Western Cape. The research methodology consisted of a qualitative study using a case study approach and by collecting information through a literature review, desktop study of primary and secondary sources, semi-structured interviews as well as focus groups. The study included a psycho-social behavioural survey to develop and test some of the anticipated outcomes and indicators for youth programmes. The research findings show that the MOD Centres have been using a good basic set of mostly output indicators but that international and local experiences show that a generic compendium of outcomes-based indicators can be developed that will provide a basis for the monitoring of sport and development programmes for the youth. These provide for exciting options, including the application of the Olympic values and the possibility of including human capital indicators to assess the impact of sport and development initiatives on the youth. This study provides a systematic overview of the existing indicators in use as well as alternative indicators that have been identified through this study. The research findings include a set of proposed anticipated outcomes and indicators for use in sport and development programmes. Specific recommendations have been made to Government, civil society and the research community in this respect.

Abstract:
This study explores monitoring and evaluation as a critical element in the success of any EAP. This forms part of Standard 27 in the EAPA-SA standards document. The monitoring and evaluation of the EAP in an organisation refers not only to the individual employee but also to the work organisation and the impact, success, and value of the programme within these two spheres. In recent years, EAPs have been recognised for returning employees to higher levels of efficiency and productivity as a result of the brief therapy offered. In order to maintain this recognition, it is critical for EAPs to demonstrate their cost-effectiveness in terms of both employees and the organisation. This study is based on General Systems Theory and is of a qualitative nature. As is consistent with qualitative research, the aim was to gain an in-depth understanding of the meaning that participants attach to the evaluation of EAPs. This was done by interviewing identified role players, often being those dealing with the EAPs in their organisations. The sample was taken from the client base of a leading EAP service provider and each client was approached to participate voluntarily in the research. The sample size was a total of twelve participants, however the researcher took saturation levels into consideration and therefore a total of ten participants were interviewed. The results of the research highlighted that, in the represented population, there is wide use of monitoring and evaluation processes. The results of these processes are used for various reasons, at different levels of the organisation and are often associated with the success and continuation of the programme. The researcher found that, whilst monitoring and evaluation takes place, standardisation is lacking and a number of clients have mentioned the need for standardised definitions and processes as well as an automated system. It is, therefore, recommended that iv further studies take place with clients of other service providers and that a process of standardisation be considered by EAPA.

Over the years major changes have occurred in the focus, approach and application of monitoring and evaluation systems as a result of increased levels of emphasis towards achieving results (outcomes) as opposed to activities and outputs. As the focus of management changes from activities to results, so too has the focal point of M&E shifted from the traditional M&E system of progress monitoring that only deals with assessing inputs and implementation processes, to a results-based M&E system that emphasizes the need to assess the contributions of intervention to development outcomes. Nowadays funders, stakeholders and donor agencies want to see the difference that development initiatives make in the livelihood of project beneficiaries.Results-based M&E systems are essential components of most organisational structures responsible for development services and this is very fundamental as it provides vital information and empowers policy makers to take better informed decisions. The foundation of an M&E system is the very first step which is in essence called a ‘readiness assessment’. Such an assessment must be conducted before the actual establishment of an M&E system. Just as a building must begin with a foundation, constructing an M&E system must also begin with the establishment of a readiness assessment. Without this assessment and an understanding of the preparedness and commitment of the organisation, establishing an M&E system may be fraught with difficulties and failure.The Monitoring and Evaluation (M&E) of the Early Childhood Development (ECD) Programme of Ikamva Labantu has always been in the form of a reporting-type check list. The Centre is in a process of establishing an effective M&E system. The problem being investigated in this study is whether Ikamva Labantu has achieved a sufficient level of readiness to establish a results-based monitoring and evaluation system. Abstract:
The main purpose of this study was to investigate the responses of educators and school management team members on a Curriculum Delivery Intervention Programme (CDIP) in a township school. The study also examined the factors that might influence the opinions educators and school management team members hold about curriculum delivery. The participants of this study were 60 educators who are teaching at an underperforming secondary school in Mpumalanga province. The secondary school was conveniently selected from 8 under-performing schools in the Witbank area. The data were collected through a mix-method approach using questionnaires, individual interviews and an observational checklist. A 100% responses rate was achieved. The literature review was conducted to identify the main interventions contained in the CDIP. Educators and school management teams responded to curriculum delivery interventions questionnaires. Data was collected by means of individual interviews and an observational checklist. The focus fell on the following main interventions: departmental support, professional development and classroom practices. The data for the study were analysed using both quantitative and qualitative techniques. The findings of the study show that both educators and SMT members agree about the value of curriculum delivery intervention programme in the school. They also showed that the school had not been supported with necessary resources by the Department that well. The results also indicate that educators and SMT members disagree that skills development covers everybody in order to pursue educators’ development in the school. The staff agreed that they have an important role to play in ensuring that the implementation of CDIP is successful in their school. The study also revealed that the school did not have all key and relevant documentation as expected in the school files. However, educators indicated that the Department is not objective enough when delivering the curriculum in the school. The results derived from the curriculum delivery intervention might not be that accurate and reliable. The responses of staff correspond with their experiences on curriculum delivery practices initiated by the Department. Most of them also indicated that they have not seen much change since the CDIP started to enhance learners’ performance. The majority of staff members also indicated that factors such as lack of furniture, unavailability of learning materials, lack of teacher professional training and development, large number of learners in classrooms and shortage of educators in scarce subjects, play a significant role in influencing their teaching performance of the school. A number of recommendations were made for further research. The limitations of the study were also discussed.

In this study it is argued that organisations can contribute to development through their Corporate Social Responsibility Initiatives (CSR). Therefore one should consider CSR programmes similar to development programmes and should be managed accordingly. When one communicates in a development context it happens within the extensive field of development communication. In this field the participatory approach to development communication is regarded as the normative approach. In view of this, this study argues that communication in CSR programmes should conform to the principles of the participatory approach. Participatory evaluation is one of the elements of the participatory approach; therefore the evaluation of programmes should adhere to the principles of the participatory approach to contribute to sustainable development. For this reason this study is informed by the relevant principles of the participatory approach to evaluation: dialogue; participation; empowerment and diversity. These principles of participatory evaluation are rooted in the mentioned principles and they are: partnership; participation in evaluation; acknowledgement of local knowledge; empowerment and change. The financial sector in South Africa is one of the largest financial contributors towards CSR. As a result, two financial organisations were chosen to be studied. The research question of this study is: What is the nature of the communication during evaluation of CSR programmes in the financial sector? A qualitative approach is used in this study to obtain the relevant information. Qualitative content analysis, semi-structured interviews and focus groups were used as research methods. The conclusion is made that none of the five programmes in this study use participatory evaluation to evaluate their CSR programmes. In two of the programmes a limited partnership is identified between the organisation and/or the program leader and the beneficiaries, while no partnership was found in the other three programmes. Limited participation from the beneficiaries of the two programmes during evaluation was observed; hence limited local knowledge is recognised in these two programmes. It was also found that only two programmes' beneficiaries are empowered through evaluation and only these two programmes changed according to the beneficiaries’ input. These findings that were made through an empirical study indicate that in spite of the limited presence of some principles of participatory evaluation in two of the five programmes, neither of the organisations uses participatory evaluation methods to evaluate their CSR programmes.

Bureaucratic management practices increasingly dominate global development and global public health systems. The contemporary approach to managing development programs is a 'results-based' , 'New Public Management', which focuses on the measurement of targets, and a linear logic from 'input' to 'impact'. There has been little attention to the experience of the 'frontline' workers of such management systems, which appear to be designed from a donor, rather than from a worker point of view. The possibility of more participatory or empowering Monitoring & Evaluation (M&E) methods has received little attention. India' s response to its HIV epidemic has emerged through government and private philanthropy channels, both increasingly adopting approaches of New Public Management. This thesis is concerned with M&E practices in the context of HIV prevention interventions in India. While the literature contains numerous reports of evaluations of interventions in this context, there is no literature which reflects on or problematizes the actual practices of monitoring and evaluation, and how these practices have effects on the ground. Critical development literature and theory highlight the discrepancies which often exist between ideal policies and their actual implementation on the ground. This thesis draws on community psychology, practice theories, and Alvesson and Spicer's (2012) concept of an 'economy of persuasion', to understand the 'mess', particularly the unintended consequences that come about at the interface between bureaucratically-rational M&E processes and complex humanintervention practices.

Education production function analysis is widely recognised as one important area of research that needs to inform education policymaking, specifically policy relating to the mix of funded inputs in a schooling system. Arriving at production functions is a complex task, and is fraught with methodological pitfalls. This thesis sets out to establish a framework for undertaking education production function analysis, and in discussing its various elements, including its pitfalls, recommendations for good practice are arrived at. The material analysed is of four types: texts on econometric theory; existing production function analyses; documentation relating to three dataintensive school monitoring programmes, namely Brazil’s SAEB, South Africa’s Systemic Evaluation and the international SACMEQ programme; and lastly data, relating mainly to South Africa, from the 2000 run of SACMEQ. The thesis is organised according what can be regarded as seven key analysis steps. These steps include a focus on the importance of a ‘mental model’, the relative benefits of the one-level regression model and the hierarchical linear model (HLM), and the formulation of actual production functions for South Africa based on the SACMEQ data, using both one-level and HLM models. Key conclusions are, firstly, that the HLM, though still under-developed, offers great analysis potential and, secondly, that production function analyses ought to be translated into budgetary terms in order for them to become fully meaningful to the policymaker.

O objetivo deste PAE é a criação de um processo de acompanhamento e monitoramento interno dos Programas de Pós-graduação stricto sensu da Universidade Federal de Juiz de Fora - UFJF, como ação para diagnosticar, acompanhar e corrigir rumos, com a finalidade de se consolidarem e conseguirem conceitos melhores junto a Coordenação de Aperfeiçoamento de Pessoal de Nível Superior – CAPES, na próxima trienal. Por não se ter uma avaliação anual pela CAPES, sentiu-se necessidade de traçar um plano de ação para acompanhar esses programas e apoiá-los na melhoria de suas excelências, pensando metas e diretrizes a serem estabelecidas para essa consolidação. O projeto inicia-se com o estudo do resultado do programa na última avaliação, diagnosticando os pontos fortes e fracos. Um calendário de visitas ao programa foi planejado para expor essa intenção e plano de ações específicas. Serão traçados indicadores próprios de desempenho, baseados nos indicadores da CAPES e será criado um sistema de avaliação interno da UFJF para um monitoramento anual. Acredita-se que com esse plano estaremos desenvolvendo e dando apoio na educação superior. Para desenvolver estratégias para essas propostas de gestão da PROPG/UFJF, pensando nas questões educacionais e avaliativas, adotou-se a participação em grupo de estudos, integrado por alunos do presente Mestrado, em que foram abordados temas relacionados à História da Educação; pontos referenciados a conceitos sociológicos como os da formação do povo brasileiro; e abordagens dirigidas à compreensão da avaliação educacional focada no cenário econômico-político das décadas de 1990/2000 e nas ações governamentais e toda a história do ensino superior.
The objective of this EAP is to create a process for monitoring and internal monitoring of post-graduate studies at the Federal University of Juiz de Fora - UFJF as action to diagnose, monitor and adjust our direction, with the aim of consolidating and achieve best concepts from the Coordination of Improvement of Higher Education Personnel - CAPES, the next three years. Because there is no longer an annual evaluation by CAPES, it was felt necessary to draw up an action plan to monitor these programs and support them in improving their excellencies, thinking goals and guidelines to be established for this consolidation. The project begins with the study of the outcome of the program in the last assessment, diagnosing the strengths and weaknesses. A schedule of visits to the program is designed to expose this intent and plan specific actions. Are charted their own indicators of performance indicators based on CAPES and will create an evaluation system for an internal UFJF annual monitoring. It is believed that with this plan we are developing and supporting higher education. To develop strategies for management of these proposals PROPG/UFJF, thinking about the educational and evaluative questions, we adopted the participation in the study group, comprised of students of this MSc, which were discussed related to the History of Education; points referenced to concepts sociological as the formation of the Brazilian people, and targeted approaches to the understanding of educational assessment focused on the economic-political scenario of the decades of 1990/2000 and the government actions and the history of higher education.

Evaluation research or programme evaluation was developed mainly for general use in social science, notably education and psychology, for understanding and addressing social problems. Rossi eta/. (1999) defined programme evaluation or evaluation research as "... the use of social research procedures to systematically investigate the effectiveness of social intervention programmes that are adapted to their political and organisational environments and designed to inform social action in ways that improve social conditions". There are different types of evaluation, namely the evaluation of need, implementation evaluation, impact evaluation and efficiency evaluation. Several authors and international organisations developed tools and guidelines for measuring performance of nutrition programmes. However, a comprehensive model or framework, based on the existing theory of evaluation research to evaluate nutrition programmes in South Africa, is lacking. The national Primary School Nutrition Program (PSNP) was introduced as one of the 100 day Presidential Lead Projects of the South African Reconstruction and Development Programme in 1994. This programme is implemented in all nine provinces of South Africa and costs the taxpayer approximately R500 million per year. The focus area of the PSNP is school feeding, nutrition education and health promotion through interventions such as parasite control and micronutrient supplementation. An evaluation component was never part of the design of the PSNP. However, in the beginning of 2000 the North West Province, and later in 2000, the National Department of Health, commissioned evaluation of the PSNP. Aims The aim of this study was, therefore, to develop a framework or model for the monitoring and evaluation of nutrition and nutrition-related programmes in South Africa, based on the theory of evaluation research and incorporating the researcher's experience gained in the evaluation of the PSNP. Methods The results of an in-depth study of available literature on evaluation research are synthesized and presented in Chapter 2. This formed the theoretical basis for the development of an evaluation framework. A tender for the evaluation of the PSNP in the North West Province was allocated to the Potchefstroom University for CHE. The researcher acted as project leader and was responsible for the development of the evaluation framework and the execution thereof. The researcher was also part of the core team for the national evaluation of certain aspects of the PSNP and involved in the development of the evaluation framework, the gathering of data, the analysis and interpretation of the data as well as feedback to the relevant stakeholders. For both studies, an evaluation framework was developed based on the tender specifications. Once this was done, appropriate instruments and measuring methods were developed. The fieldwork was done at national, provincial and school level. Once the relevant data were gathered, the data were coded, captured, analysed and interpreted. A final report of the evaluation, including conclusions and recommendations regarding the programme, was written for each evaluation. Consultation with the appropriate stakeholders was held and continuous feedback was given to the North West Province and the National Department of Health for the two evaluations respectively (Chapters 3 and 4). Results A comprehensive framework for the evaluation of nutrition and nutrition-related programmes was developed and discussed in Chapter 5. It is suggested that the theory based evaluation (TBE) approach is followed for the evaluation of these. Weiss (1972; 1988; 1997) described theory-based evaluation as follows: "TBE aims to surface the theoretical underpinnings of the programme in advance and use the theories to help structure the evaluation. It aims to describe the actual mechanisms that are related to good outcomes". The evaluation is expected to collect data to see how well each step of the sequence in fact comes out. The developed framework of the evaluation shows that at least the following four principal components, namely: inputs, outputs, outcomes and impacts should be included. A very important and unique development in the framework is that it links all the steps of the evaluation process to all the phases in the development of a nutrition programme design, protocol and implementation. Conclusions It was possible to develop a framework for the evaluation of nutrition and nutrition-related programmes in South Africa based on TBE and the researcher's experience with the development of an evaluation framework for the PSNP. This framework could serve as a guideline to assist evaluators with the evaluation of nutrition programmes in the future. Recommendations Monitoring and evaluation should form an integral part of any nutrition and nutrition related intervention programme. Especially in South Africa, a developing country with scarce resource, where its serious malnutrition and HIVIAIDS problems are addressed by multi-sectorial, mutli-level and multi-site intervention programmes, appropriate evaluation should be conducted. The evaluation component should be developed as part of the development of the programme. Billions of Rands are spend on these programmes and the funders should demand responsibility and accountability from the programme developers and implementers through appropriate evaluations.

This thesis is about developing a framework for monitoring and evaluating critical success factors (CSFs) in strategic change programme implementation (SCPI). Therefore, it: - identifies prerequisites enabling systematic monitoring and evaluation in SCPI, - identifies and provides new and better understanding of CSFs within SCPI, - assigns these CSFs to programme phases in which they should be monitored and evaluated, and - identifies and assigns methods and responsibilities to conduct monitoring and evaluation of these CSFs. The findings on prerequisites and the framework as the combination of WHAT (CSFs), WHEN (programme phase), HOW (methods), and WHO (responsibilities) to conduct monitoring and evaluation in SCPI demonstrate the distinctiveness of this thesis contributing to knowledge and professional practice. The findings go beyond the typical monitoring and evaluation scope of programme management. Consequently, this research offers new insights for both academics and practitioners involved in managing strategic change and monitoring and evaluating change implementation. The work is based on a case study of a global industrial company from the energy sector. It provides an assessment of its global SCPI within Europe, giving consideration to the global context of the programme and the company. The SCPI makes particular reference to changes in business models, business processes, organisation structures as well as Enterprise Resource Planning infrastructure. This research is characterised as interpretative and subjective, following a social constructionist approach. It undertakes an applied real world research project following a summative evaluation approach examining the programme after its implementation. In order to gather subjective accounts about the case, 25 semi-structured interviews have been conducted. These 25 interviewees performed more than 65 roles within the programme at global and local levels across several country implementations. Template analysis was chosen in order to analyse the textual data.

No arcabouÃo teÃrico, o trabalho teceu consideraÃÃes acerca da evoluÃÃo da avaliaÃÃo de programas, tratou dos aspectos histÃricos, legais e contextuais do Programa Seguro-Desemprego e caracterizou o Sistema de Monitoramento e AvaliaÃÃo do referido programa, que està sendo desenvolvido com o apoio tÃcnico da Universidade Federal do CearÃ. Para a discussÃo e anÃlise dos dados, foi adotado o mÃtodo da anÃlise de conteÃdo (BARDIN, 2011). A anÃlise dos dados refere-se Ãs etapas de implantaÃÃo e atuaÃÃo do Sistema de Monitoramento e AvaliaÃÃo no perÃodo de 2012 a 2014. As principais conclusÃes apontam para a perspectiva de que o Sistema de Monitoramento e AvaliaÃÃo do Programa Seguro-Desemprego, uma vez que contribui para o processo decisÃrio e para o aprimoramento das dimensÃes tÃcnicas, administrativas e polÃticas, passe a ser definido como instrumento institucional e adequado para agregar conhecimento e aperfeiÃoar o programa, bem como para redirecionar seus objetivos, quando necessÃrio, ou mesmo para reformular suas propostas e atividades.
This study investigated the implementation and performance of the Monitoring and Evaluation System â SMA of Unemployment Insurance Program â PSD in information developing articulated with the program management. It is known that the systematic, continuous and effective assessment emerges as a powerful management tool, providing to public political makers and program managers conditions to increase efficiency and effectiveness of the resources invested in social actions. However, it is necessary to advance in theorization of the practice and seek the necessary consensus to establishment of a logical sequence of the program which leads to the development of instruments and measurement procedures and observe their activities, results and impacts. This study already brings its merit in its conception because it realized that the University, through research and in practical terms, can and should contribute to increase the productivity and effectiveness of government organizations and provide tools, models and methodologies to serve as reference to the improvement of public administration. The work analyzed, step by step, the construction of SMA of PSD, initially, dealing with the context in which the system was built, the conditions for its implementation, as well as checking the concepts of Monitoring and Evaluation adopted. After, describing how the structure of the database was made, building indicators and the development of information tools. The originality of the work is handled in two ways: first, intention to record, analyze critically and discuss an evaluate research work done by the University. Second, because it promoted academic research connected with an existing partnership project between the University and the Public Administration, which is still in development. In the methodological field, it was done a qualitative approach, using the case study technique, making use also of bibliographic and documentary research to the theoretical background and exploration of the theme. In the theoretical referential to deal with on the assessment of public programs and the Unemployment Insurance Program, included contributions from authors such as: Arretche (2003); Belloni (2000); Chahad (1986, 2002); Cohen and Franco (2012); Cotta (1998); Jannuzzi (2014); Street (2007); Santos (2012); Secchi (2010); Silva (2000); Talmage (1982); Weiss (1982a, 1982b); Worthen, Sanders and Fitzpatrick (2004); Zylberstajn and Balbinotto (2000), among others. In the theoretical reference, the study made comments about the development of program evaluation, has dealt historical, legal and contextual aspects of the PSD and the PSD characterized the SMA, which is being developed with technical support from Federal University of CearÃ. For a discussion and analysis of data, it was adopted the method of content analysis (BARDIN, 2011). Data analysis refers to SMA performing and establishing steps in the period 2012 to 2014. The main conclusions point to the prospect that the Monitoring System and PSD evaluation contribute to the decision making process and the improvement of technical, administrative and political dimensions will be defined as an institutional instrument and appropriate to add knowledge and improve the program, as well as redirect its goals, when necessary or even to reformulate its proposal and activities.

Objectivo: Pretende-se com este estudo avaliar o benefício social líquido de três programas de monitorização da terapêutica de controlo para prevenção de fenómenos trombo-embólicos, nomeadamente AVC's - análise em laboratório, na consulta ou em auto-monitorização. Esta avaliação permite decidir sobre qual o melhor programa, do ponto de vista económico-social. Metodologia: Através de dados obtidos em questionários a doentes e junto do Hospital de Cascais, identificaram-se e quantificaram-se os custos e os benefícios em cada sector da sociedade - doente e sua família, hospital e outros sectores. Resultados: O benefício social líquido é maior e positivo no programa em que a monitorização da terapêutica é feita em Auto-Monitorização (1,373 M€). Nos restantes programas, os benefícios sociais líquidos são negativos: -1,714 M€ no programa em que a análise é feita no laboratório e -0,336 M€ no programa em que é feita na consulta. Conclusão: A tecnologia inovadora point-of-care, utilizada na Análise na Consulta e na Auto-Monitorização, permite que estes programas tenham maior benefício social líquido que o programa que utiliza a tecnologia clássica (Análise em Laboratório).
Objectives: This study's purpose is to evaluate the net social benefit of three programs of therapy control monitoring the thromboembolic phenomena prevention, namely strokes - laboratory analysis, analysis at the doctor's office or self-monitoring. This evaluation should create some insight on how to decide on the best program in the society's viewpoint.Methods: With the data obtained from questionnaires and at the Cascais' Hospital, the costs and benefits were identified and quantified in each society's sector - patient and family, health care sector and other sectors.Results: The net social benefit is positive and larger in the program in which the therapy control is self-monitored (1,373 M€). In the other programs, the net social benefits are negative: -1,714 M€ in the laboratory analysis program and -0,336 M€ in the analysis at the doctor's office.Conclusion: The new point-of-care technology, used in the analysis at the doctor's office and in self-monitoring programs, allows them to have larger net social benefits than the one using the laboratory analysis.

Este trabalho buscou avaliar a contribuição do Projeto de Educação Ambiental (PEA) do Programa Bahia Azul na construção de conhecimentos e no desenvolvimento de valores e atitudes relativos ao meio ambiente e saneamento junto aos agentes multiplicadores, bem como caracterizar o processo de monitoramento e avaliação do projeto junto aos gestores e especialistas envolvidos na sua execução, fornecendo subsídios para a definição de indicadores de acompanhamento e avaliação de projetos desta natureza. A coleta de dados foi realizada por método qualitativo, envolvendo a aplicação de formulário junto aos agentes multiplicadores da comunidade da Bacia do Alto Pituaçu e questionários junto aos gestores e especialistas. A análise dos dados obtidos possibilitou constatar que as ações educativas do PEA proporcionaram a construção de conhecimento sobre meio ambiente, saúde e saneamento, os quais por sua vez, resultaram no desenvolvimento de atitudes e valores, que se expressam através do envolvimento da comunidade na melhoria e manutenção da qualidade ambiental. A mudança de comportamento da comunidade resgata a importância da ação educativa dos agentes multiplicadores, contudo, a falta de acompanhamento por parte do órgão executor, tem restringido a sua atuação na comunidade, o que poderá se refletir negativamente na manutenção do sistema de esgotamento sanitário. A metodologia de avaliação do PEA privilegiou uma abordagem predominantemente quantitativa, baseada na verificação do cumprimento das metas do projeto, inconsistente com os objetivos das ações educativas implementadas. Os gestores e especialistas reconhecem a importância da avaliação e da necessidade de definir e mensurar indicadores que possibilitem a obtenção de dados relativos ao grau de informação das comunidades sobre meio ambiente e saneamento e de participação na conservação dos equipamentos implantados. A carência de monitoramento e avaliação do PEA impossibilita a contínua alimentação de dados e a respectiva análise, inviabilizando a utilização dos resultados obtidos como parâmetros para planejamento e implementação de um próximo programa.

O objetivo deste trabalho é contribuir para a interpretação do significado dos sistemas de monitoramento e avaliação (M&A) de políticas públicas no processo de desenvolvimento social. Por um lado, sabe-se que a expansão sustentável de direitos e provimentos não se produz espontaneamente. Por outro lado, programas governamentais são caracterizados por alta complexidade operacional e muitas interfaces. Portanto, normas (valores), organizações, regulamentos, capacidades e incentivos dos sistemas de M&A tendem a ser negligenciados quando se discutem resultados e impactos dos programas governamentais. Com base no marco teórico da Economia Institucional, foi realizada uma pesquisa qualitativa sobre o Programa Bolsa Família (PBF) e sobre a Secretaria de Avaliação e Gestão da Informação (SAGI) do Ministério do Desenvolvimento Social e Combate à Fome (MDS), entre 2003 e 2014. O PBF contribuiu para mudar hábitos de pensamento e comportamentos nas famílias beneficiárias e na sociedade. O sistema de M&A foi relevante para o esclarecimento público das disputas interpretativas (legitimidade), bem como para adaptar suas metas e o público-alvo (Plano Brasil sem Miséria). Como hipóteses para futuras pesquisas, conclui-se que (1) quanto mais complexo e controverso um programa governamental, maior a necessidade de M&A; e (2) quanto melhor o sistema de M&A, mais se atingem os objetivos de uma política pública de desenvolvimento.
This research aims at providing a preliminary interpretative analysis regarding the role of monitoring and evaluation systems (M&A) in the development process. By one hand, sustainable expansion of entitlements and provisions does not produce itself spontaneously. On the other hand, governmental programs tend to have many interfaces and highly complex operational mechanisms. Therefore, the M&A systems’ norms (values), organizations, regulations, capabilities, and incentives tend to be overlooked whenever one discusses policy results and impacts. Using an Institutional Economics theoretical framework, a qualitative research was conducted to interpret the respective roles of the Bolsa Família Program (PBF) and the National Secretariat for Evaluation and Information Management (SAGI) from 2003 to 2014, both institutions under the Ministry of Social Development and Fight Against Hungry (MDS). As the largest Conditional Cash Transfer Program in the world, PBF has helped to change habits of thought and behaviors across the beneficiaries’ families, and the general public. The M&A system was also relevant to solve interpretative disputes (helping to build legitimacy), as well as to adapt its goals and its public (Brazil without Extreme Poverty Plan). As general hypotheses for a next round of research, the main conclusions are: 1) the more complex and controversial a governmental program is, the more necessary a strong M&A system is; and 2) the better the M&A system, the more development goals are likely to be achieved.

Abstract:
Background The CoolPlay youth development programme (CYDP) is an after-school sport-for development (SFD) programme with an integrated social-emotional learning (SEL) component delivered to schools in low-income communities in Cape Town, South Africa. The CYDP is implemented by CoolPlay, an SFD organisation funded by the Laureus Sport for Good Foundation. The aim is to provide youth with pro-social after-school activities that equip them with the social-emotional competence fundamental to becoming responsible and socially engaged citizens. The main programme stakeholders include the CoolPlay board of trustees, an operations manager, four area managers and 26 sport and SEL coaches (Champions). In 2018, I was appointed as a monitoring and evaluation (M&E) intern within the organisation. In my capacity as an M&E intern, I conducted an evaluability assessment (EA), which determined the scope and approach of the evaluation for this dissertation. Evaluation Focus The objective of the evaluation was to determine: (a) whether or not the CYDP can realistically produce the intended outcomes, and (b) the extent to which the programme is implemented in line with quality parameters identified in the literature. As such, a theory evaluation and a process evaluation were conducted sequentially to address the following evaluation questions: 1. What is the theory and logic underlying the CYDP design? 2. Is the programme theory and logic plausible? 3. What elements of the CYDP theory could be modified to maximise intended outcomes? 4. Do the Champions implement the CoolPlay sport sessions with sufficient quality? 5. What contextual factors may be influencing the implementation of the CoolPlay sport sessions? 6. Are the Champions adequately trained to deliver the CoolPlay sport sessions? 7. Is there adequate organisational support in place to facilitate implementation of CoolPlay sport sessions? Methodology The evaluator used Donaldson's (2007) five-step procedure for constructing and assessing the programme theory. An initial programme theory was constructed using programme documentation and focus group data derived from a purposive sample of seven programme stakeholders (evaluation question 1). The plausibility of the initial programme theory was assessed by means of an extensive literature review (evaluation question 2). The programme theory was critically reconstructed using Brouselle and Champagne's (2011) logic analysis procedure (evaluation question 3). The process evaluation used a combination of quantitative and qualitative data collection, analysis, and integration methods (concurrent mixed methods design). An observational rating scale was administered to a convenience sample of 16 Champions during a routine observation session conducted by area managers to address evaluation question 4. A purposive sample of three area managers and a stratified randomised sample of four Champions participated in interviews to elicit the contextual factors influencing implementation (evaluation question 5), the adequacy of Champion training (evaluation question 6) and the adequacy of programme support functions (evaluation question 7). The operations manager also provided qualitative input on the adequacy of programme support functions through an interview. The qualitative data was analysed using Braun and Clarke (2006)'s procedure for thematic analysis. The interviews were supplemented by quantitative data derived from a mentor survey and an organisational survey completed by four Champions and five members of the programme management team, respectively. Key Findings and Conclusions The programme theory evaluation found that the initial programme theory and logic (evaluation question 1) is plausible, however effect sizes are likely to be low and programme effectiveness is highly dependent on developmentally appropriate content and structure, psychologically and physically safe programme environment, staff characteristics, parent/caregiver involvement, and youth participation and engagement (evaluation question 2 and 3). Preliminary insights derived from the EA suggest that the CYDP does not meet these quality parameters/requirements fully, thus highlighting the need for programme design and implementation improvement, as captured in the critically reconstructed programme theory (evaluation question 3). The process evaluation found deficiencies in implementation (evaluation question 4) linked to schools' commitment and capacity, parent/caregiver involvement, and youths' capacity to engage (evaluation question 5). Certain aspects of the training structure and content were found to be inadequate for developing all relevant competencies/skills, and poor Champion engagement was flagged as a critical issue (evaluation question 6). Implementation of the programme was further constrained by limited organisational capacity (evaluation question 7). These process evaluation findings confirm that the CYDP does not fully meet the programme quality parameters/requirements identified in the literature. Recommendations Key recommendations unpacked in this dissertation include the following: • Alignment of programme content with appropriate developmental milestones and unique interests of programme beneficiaries. It is recommended that the content is structured in a curriculum that follows the SAFE approach to SEL facilitation. • Provision of transport, nutrition, and first aid supplies and training, as well as implementation of strategies to address deviant behaviour to ensure that programme beneficiaries are physically and psychologically safe. • Efforts to hire, train and retain qualified Champions. These include adherence to documented selection criteria, a more comprehensive induction process, ongoing training and support including collaborative planning, debriefing and provision of mental health services. • Implementation of parental and teacher involvement strategies, such as invitation to CoolPlay meetings and workshops, distribution of newsletters, and provision of transport to and from CoolPlay events. • Implementation of M&E systems for participant enrolment, attendance, drop-out and engagement. • Allocation of resources toward securing qualified, full-time staff with experience in positive youth development. • Strengthening of programme quality before the CYDP is rolled out to additional sites, given that the programme has the potential to support both positive and negative developmental outcomes in youth.

This study is a formative evaluation of a youth development programme which places volunteers as 'reading buddies’ in grade 2 classes in schools in the Western Cape. The study assesses the implementation of the school placement component of the programme - comparing the actual and intended implementation, as well as describing the volunteers’ experience thereof. The evaluation uses a mixed methods approach, combining surveys with volunteers and teachers with an electronic volunteer diary and volunteer focus group. Additionally, the evaluation establishes a common understanding of the programme logic (through a comparison of four stakeholder perspectives) and assesses the plausibility of the programme achieving its intended impact considering the available literature. The study includes surveys programme volunteers (n = 23) and school teachers (n = 30), interviews with programme staff (n = 4) and focus groups with programme staff and volunteers (n = 16). Ethical clearance for the study was obtained through the University of Cape Town’s Commerce Faculty Ethics in Research Committee. The evaluation findings indicate that the school component is being implemented as intended. However, volunteers raised concerns of unproductive time spent at schools, a perceived lack of respect from learners and tensions with school staff - especially after incidents where corporal punishment was reported. These findings suggest the need for an improved monitoring system to facilitate real-time responses to challenges experienced by the volunteers, as well as a form of mediation between volunteers and school staff when tensions occur. Regarding the plausibility of the programme logic, the evaluation finds a lack of evidence to suggest the programme’s intended impact is likely to be achieved. As such, revisions to the programme design are suggested.

This study evaluates the effects of the Ka Mahuri programme, which is a multicomponent 10-week intervention for 5-8 year-old children displaying antisocial and off task behaviours in their mainstream classrooms. The intervention was evaluated by evaluating the progress of five children across two intakes on nine measures. Although substantial difficulties were experienced in collecting the planned data on the children’s progress, it was apparent from the results that the programme effectively managed the children’s negative classroom behaviour during the intervention. Little evidence of academic gains was apparent and the intended parental involvement only occurred in one case. Further follow up data for each child will be required to determine whether the changes made through the intervention were maintained in the long term.

The United Nations Environment Programme's Regional Seas Programme (RSP) is one of many international regimes for the protection and management of the marine and coastal environment. However, the literature suggests that this programme has, above others, attracted numerous accolades. Notably, the RSP has been referred to as "the jewel in UNEP's crown". Absent from this literature is evaluation based evidence to corroborate such declarations. The complexity of the evaluation science literature necessitates the creation of a three-part Model of Evaluation Science to capture recurring themes and concerns. The first part presents a typology of evaluation forms. The second part details the generic steps involved in the policy and programme evaluation process. The third part decants a set of key barriers and challenges to conducting evaluation. The Model is tested through a diagnostic field study in the case study of the Caribbean RSP. Evidence obtained from Content Analysis of the literature and Key Informant Interviews with strategically-placed personnel at the Caribbean Regional Co-ordinating Unit, indicates that capacity does not exist to evaluate the RSP's impacts on the state of the environment. As such, the Model is used to examine the state of programme evaluation capacity. Data obtained from the Interviews is presented as a set of "actual" capacity conditions, contrasted with the ideal or "expected" conditions provided by the tenets of the Model. Finally, the thesis concludes by passing judgment on the "jewel in the crown" declaration, and presents a set of recommendations to strengthen evaluation capacity in the Wider Caribbean Region.

The programme is implemented by an organisation known as Khulisa Services, which has service points in all nine provinces of South Africa. Abstract:
Evaluation is a term used to denote many different processes in Applied Linguistics and language education, from language proficiency assessment to materials selection to project management. In this study evaluation is taken as programme inquiry for the purposes of accountability and development (Rea-Dickins and Germaine 1992; Weir and Roberts 1994). The context of evaluation is EAP programmes in higher education, where a policy of programme evaluation by teachers provides base data for the institution's quality management system. Evaluation in this sense is a complex process, embedded in and potentially destabilising for the prevailing social order in classrooms, departments, and institutions. To capture this complexity and embeddedness, a qualitative methodology is developed from naturalistic inquiry and ethnography to study two EAP programmes and their evaluations. The classroom observation and interview data are used to explore the operation of the evaluation policy, its consequences in terms of programme improvement and teacher development, its quality assurance functions, and its impact on the programme experience of one particular student. The study shows that in this context the evaluation policy has beneficial and problematic consequences. It looks good, and thus enables a case to be made for rigorous quality management. It provides a space for students to negotiate the programme, and for the teacher, opportunities for reflection and development. However, the policy also risks being seen by teachers as intrusion, compromising teacher autonomy, and aggravating teacher-manager problems. Students provide feedback on teaching and inputs (including the teacher) rather than on learning or opportunities for learning in terms of the values underpinning the programme. The strong students can use the evaluation strategically, to further their own preferences, at the expense of the weaker students who are marginalised. The concluding chapter outlines some ways forward for this approach to evaluation in this context. These include realigning purposes and methods, building on teacher ownership of and responsibility for programmes, linking evaluation in the classroom to other forms of educational inquiry, and managing the programme in its widest sense in an ethical framework.

Abstract:
This research is an evaluation of the Mentoring Programme run by an EFL School in the Middle East for its newly-qualified, non-native, local teachers, who arrived in groups of seven to eleven at six-monthly intervals between December 1998 and June 2001. Principles for mentor programme planning and organisation, management, support, mentor selection and mentor quality, mentor training, outcomes and 'goodness of fit' to the context were set up to guide the evaluation within an action research framework. These principles were devised during an evaluation of the first four Mentor Programmes (Programmes 1 to 4). Programme 5 was then evaluated in depth using the principles. Programme 5 was treated as a single case study and an innovation because it was significantly different from the first four programmes in terms of the amount of planning and support provided, and the accent on teacher training in addition to induction. Information was collected through questionnaires, interviews, documents and a research diary. This information was both quantitative and qualitative in keeping with both the action research framework and the pragmatic approach towards evaluation adopted. It was found that although Programme 5 had more support, and more time was spent planning and organizing Programme 5 than Programmes 1 to 4, the quality and quantity of learning experiences provided for the mentees was very variable. Reasons for this are suggested, and issues for the School to consider when planning Programme 6 are discussed. Issues relevant to mentoring practice and theory, innovation practice and theory, and the nature of action research are also discussed. The usefulness of principles in guiding mentor programme planning, management and evaluation is assessed.

Abstract:
The aim of this study was to explore whether a ten week Cognitive Behavioural programme (FRIENDS) was acceptable to children, parents and teachers. FRIENDS is designed for use in schools with whole classes of children, aged seven to eleven years old. The study took place in a primary school in the South East of England. The programme was delivered by the researcher to a year three class and year five class of children. Following each session, children were asked to complete a questionnaire exploring their experiences. Two weeks after the end of the programme, six children from year three and five children from year five were interviewed in separate focus groups, to find out what they thought about FRIENDS. Similarly, four parents were interviewed in a focus group, and three teachers were interviewed individually to explore their experiences of FRIENDS. Thus, key stakeholders' views about FRIENDS were gathered. Analysis of the findings suggested that participants thought FRIENDS was a positive experience for them. However, year five children mentioned less positive experiences than the other participants, and teachers and parents highlighted the positive experience for the children, rather than for themselves. All participants identified negative experiences, including; the homework and the difficulty in accessing the programme because of the ability needed and reliance on reading and writing activities. Participants often identified areas of improvement linked to their negative experiences, e.g. to use differentiation, to cater for different learning styles. Children and parents felt that FRIENDS had made an impact through its teaching of skills, such that children applied some of the skills taught, which bought about positive behavioural changes in the children. The theoretical underpinnings, relevant literature and findings from this research are discussed in relation to implications for professional practice and future recommendations for research.

Abstract:
Water is a scarce resource without which human survival is at risk and major economies would collapse if not carefully managed. Water stewardship involves collaboration between role players from the public- and private sector as well as civil society to effectively mitigate some of the water related risks and improve water security. Good practice examples of water stewardship have been captured in only a limited number of international studies through the work of a few organisations driving adoption of stewardship practices. Most of these are internal documents and remain unpublished. There are a few local, unpublished studies that are specific to water stewardship as an approach to water resources management in South-Africa. A comprehensive literature review on water resource management institutions in South published between 1997 and 2011, shows that research is predominantly focused on catchment management agencies (CMA) than on other entities such as international water management bodies, water user associations or water irrigation boards (Meissner, 2013) The uMhlathuze Water Stewardship Programme (UWaSP) is a South African programme selected to evaluate if the programme has been established against globally recognised good practices of water stewardship and to what extent it has been implemented accordingly. The programme is part of an international water stewardship programme which provided an ideal opportunity to evaluate a local programme against a global good practice model. The international literature on water stewardship as well as literature on adaptive co-management approaches to water resources management enabled the development of a consolidated global good practice evaluation model of water stewardship. The research included consideration of contextual influences that may have enabled or hindered the implementation of the establishment of the water stewardship programme. The South African literature shows that a specific type of integrated water resources management ( IWRM) , catchment management associations (CMA’) share certain adaptive co-management elements with a water stewardship approach to water management. These include three concepts extracted from the literature namely collaborative stakeholder engagement, adaptation through learning (experimentation) as well as a bioregional approach to water resources management which means implementation of management structures at the river basin level (Meisner, 2016). The local contextual factors influencing implementation of the UWaSP and commonalities with CMA’s are considered during the discussion, against the background of the findings of local studies.
