Full textNowadays, a fact is essential : alimentary dependence is more and more growing in subsaharan africa countries. Climatics risks aren't sufficient for explaining this situation generally, they also attribute it to population increase and raw material price down-fall. But we can evenly add the different ways of development, the overdebt and structural adjustment plans. These development ways gave industrialization top priority but they have failed. Are responsible as well international financial institutions and developped nations which funded these projects as africans who didn't find the adequate development ways or adequate crisis exit. Structural adjusment program generalization and uniformization drove to admit that adjustment plans have to involve reducing social cost measures. Social and economic development needs much human investment as the abstract sector which occupies an important place in african economy. How one can help this sector without braking its dynamism? without this sector, cfa franc devaluation would have been more dramatic. For these reasons, regional integration is a serious solution for crisis exit. In order to avoid the numerous conflicts between economic efficiency, well-being and that can politically be realized, it's important to rally the majority of the population to the reforms. Full textConfronted in the 1980s to a financial and economic crisis without precedent in its recent history, the Republic of Benin has been establishing in collaboration with the International Monetary Fund and World Bank, since 1989 three structural adjustment programmes. Those programmes aim at restoring the balance of payments in deficit. To reach this target, the State of Benin especially resorts to : a monetary policy aiming at restricting the credit thanks to elevation of interest rate, a budgetary policy admitting two parts. .

Full textThis research has two subjects : first of all, it constitutes a contribution to the thought on the micro and macroeconomic foundations of the management polivies programs on global demand, and of the management policies programs of global supply. Based on the three fundamental theorems of the welfare economics on the four ingrddients of the new classical economy (n. C. E. ), on the monetarisms of m. Friedman and j. Tobin and the works of benassymalinvaud, this study builds a framework of the african economies, framework called "micromacro supply-demand" analysis diagram. As a theoretical contribution, this scheme shows that the global demand programs only contain macroeconomic foundations and that their adjustments are done ghrough quantities. The programs of global supply have both micro and macroeconomic foundations. Their adjustments are essentially opereted by prices and, to a lesser degree by quantities. Secondly, this study is an internal and external critic of the stabilization programs of the i. M. F. And of the programs of global supply by the world bank. Internally, there are, one hand, macroeconomic consistency problems in the aims and the efficiency of different instruments ; on the other, there are link problems between short and long runs. Based on arrow's theorem and the works of j. Rawls, this research etabishes the incapacity of the orthodox normative economics and of the heterodox normative economics to found the scientific terms of the organizational forms of the political institutions and of democraticy. The democratic "deal" currently under way in africa has only an idealogical character

Full textThe objective of this analysis is to study theoretically and empirically the issue of external indebtedness, the setting up of structural adjustment programs and their result in the case of congo. In simple terms, in the 70-80's years, we can say that debt crisis of congo came from the addition of external shocks with more or less weakened internal situation. During the 70-80's, the congo ran into debt to carry out a large-scale policy of investment. The proliferation of public enterprises and the development of a specific type of full employment has been accelerated. Because of this indebtedness, and as the congo could not release an important trade surplus, but indured a trade deficit, the current account showed a debit balance. To this external imbalance was sometimes linked the budget deficit. The economy thus weakened had suffered from two oil shocks in the previous seventeen to eighteen years. In addition, the rising of interest rates and the international credit scarcity, together with, a deterioration of trade terms lead to a breakdown of macroeconomics agregates and the entry of congo into the adjustment policies area. Given this point of view, adjustment programs according to the imf and the world bank represent not only an answer to the congolese crisis but also, a new national and international code of conduct: that of guiding macroeconomics indicators and their interpretations. It is this interpretation that we tried to check in our analysis through the pertinence-coherency and adaptability of classical and financial models, especially that of polak. Also, we are far from the anticipated results. On the contrary, the s. A. P. P's in the present circumstances, seem to be synonymous of deepening poverty

Full textThis thesis emphasizes the role of structural adjustment program (SAP) on the foreign investment reform adopted by the heavily indebted subsaharan african countries. In the first part, the author shows that the sap has become a fundamental rule that subsaharan African countries must now comply with in all their economic conduct, including their conduct towards foreign investments. First, he describes the causes of the sap's adoption by African countries, especially their balance of payments crisis occured in the early 1980 s. , and their indebteness. Afterwards, he points out that sap fonction is to guarantee subsaharan african countries' external debt towards their creditor. Finally, he shows that the performance of this rule is sanctionned by a strict control ensured by ifm. In the second part, the author deals with the foreign investment reform adopted by subsaharan African countries in order to comply with sap. First, he studies the principal measure adopted by these countries, especially the national investment code liberalization. Then, he stresses the other national measures carried out such as public enteprises privatization and export free zones. Finally, he analyses the international extensions of these national measures such as bilateral investment treaties, the world bank guidelines on the treatment of foreign investment and the political risk guarantees (national garantees and miga's garantee).
