Abstract:
Ensuring a decent standard of living for citizens, especially vulnerable groups, requires qualitative changes in society. Social projects are a modern tool for making change. In this regard, it becomes relevant to study the applied aspect of their implementation – technology for the development and implementation of social projects. This study aims at exploring the nature and classification of social projects, as well as improving and further developing the technology for the development and implementation with justification of the project proposal and documentation using the Let’s Start Together project as an example. The object of research is the process of using technologies for the development and implementation of social projects in solving social problems of society. The subject is theoretical and practical recommendations on the technology for the development and implementation of social projects, based on the justification of the project proposal and documentation. The following methods were used: logical analysis – to clarify the essence of the concept of a social project; analysis and synthesis – to improve the classification of social projects; network planning – to formulate a technology implementation plan for the development and implementation of social projects. The paper explores the essence of a social project, proposes the classification of social projects and defines criteria for their evaluation. The sources of financing a social project are characterized; co-financing by various donors. A technology for the development and implementation of social projects is proposed. Considerable attention is paid to the first stage, namely the development of the project proposal and the documentation of a social project. The proposed technology was tested in the context of the social project Let’s Start Together.

Abstract:
Despite all the benefits, the use of animals in biomedical research is still a subject of debate with respect to its true value. The sensitivity of the community and the interest of scientists who work in the field of laboratory animal science and welfare have clearly demonstrated that the use of animals in biomedical research must be conducted under specific scientific, legal and ethical rules. The ethical justification of a research project starts from its initial designing phase until its completion and the review of the obtained results. Justification of the necessity of the project and the need to use animals in the interests of human or animal health, the importance of conducting a pilot study and a systematic review of previously published animal research on the topic, and the availability of the proper facilities, equipment and personnel are the main issues of concern in the ethical review of a research project. The ethical justification of the proposed project by the scientists themselves involves team-work, and should be a sustainable rather than a one-off procedure. This justification reflects the interest and the responsibility of scientists to reduce the number of animals, refine the procedures, and possibly replace animals in their research projects. The end-results of the ethical review process will be the creation of a trust relationship between scientists and society. .

The management of risk is considered a key discipline by the Project Management Institute and the Association for Project Management. However, knowledge of what needs to be done frequently fails to result in action consistent with that knowledge. The reasons for this seem to have received little attention. This study researched the degree of use of project risk management and barriers that prevent IT project managers from using risk management. Interviews and a survey were carried out. The results show that, in one-third of cases, because of the problem of cost justification, no formal project risk management process was applied.

Abstract:
Purpose – The purpose of this paper is to assess the current use being made of the sustainability message within business improvement activity and project justification within individual businesses. Design/methodology/approach – This is a reflective paper that looks at an illustrative case study against the wider perspectives of Lean Six Sigma (LSS) implementation, market orientation and business improvement initiatives in general. Findings – The piece discusses the gains derived from the LSS projects and identifies gaps in potential benefits in particular the paper questions how well any potential marketing messages were exploited by the organisation. The findings critically evaluates the impact that marketing function involvement could have in helping to promote the wider productivity message and its contribution to the wider corporate social responsibility (CSR) strategy for the organisation. The document also suggests how the company could leverage internally focused projects to adopt a companywide marketing orientation and use such leverage to support future LSS project selection and justification. Research limitations/implications – The observations are limited to a single case study, although tempered by the authors’ wider experience. Further empirical research is required to validate the observations and conclusions. Practical implications – The proposed approach to future improvement initiatives can help to increase the wider productivity message and assist organisations to exploit their internal projects in external communications and wider CSR strategy. Originality/value – The paper proposes an approach that can be used to widen organisational involvement in improvement initiatives allowing future project justification to be less internally cost focused, more holistic with a focus on customer voice.

Abstract:
An analysis of the condition of implementation of projects in agricultural production is carried out. The disadvantages of existing methods and models of planning of the content and time of execution of works in the projects, which mostly do not take into account the changing components of their project environment, are substantiated. The proposed methodology for justifying the models of a changing project environment for harvesting grain, oilseed and legume crops is based on the analysis of official statistics of agrometeorological stations and involves the implementation of production experiments, which makes it possible to increase the accuracy of the results. It has been established that the dewy periods of time in the projects for the collection of early oilseeds, cereals and legumes are characterized by a probabilistic distribution of the time of occurrence of dew and its duration. The indicated regularity and the established correlation relationship between the occurrence of dew and its duration are the main components of the model. The substantiated model of the pink period of time allows to take into account the changing events of the project environment and to improve the quality of the content management process and the time of performance of the harvesting work. It is established that the deficit of humidity in the air, in which the performance of harvesting is effective, changes over the course of the day by parabolic dependence. Its maximum value depends on the agrometeorologically acceptable duration of the works in the projects of harvesting early oilseeds, grain and legume crops, which is the basis for substantiating the model of the air humidity deficit and taking into account its impact on the implementation of works in these projects. The obtained results of the research are the basis of development of simulation models of projects for the collection of early oilseeds, grain and legume crops to improve the accuracy of determining the use indicators and resource requirements for the implementation of these projects. The obtained models increase the quality of management decision making in the projects of harvesting early oilseeds, grain and legume crops.

Abstract:
The aim of this thesis is to explore the asylum process from an experiential perspective, starting in the country of origin, fleeing, claiming asylum and being granted refugee status. The theoretical interest is to contribute with an understanding of how this asylum process impacts on personal meaning-making, focusing on identification and positioning work of the person forced to flee and make an asylum claim. With this purpose in mind, I have remained close to the experiences of the participants talk made visible through interpretative analysis.   Drawing on a discursive-psychological approach, 19 interview-cases (10 in England and 9 in Sweden) have been analysed consisting of stories of the migration process: life in the country of origin, fleeing, claiming asylum and being granted refugee status. This talk includes rich description of what this has involved for these participants, in terms of the more existential aspects of this kind of migration, identification and positioning, as well as their attempts to give this process some sort of meaning. This I name refugeeship.   The results show that refugeeship is characterised by a multitude of implicit and explicit questionings concerning the refugee’s rights and duties. Implicit questions concerning the refugee’s flight, starting in the country of origin are followed by explicit questions when encountering the official legal system of asylum in the new country, which involves an erosion of sense of self. The refugee stories express what I call the moral career of refugeeship, illustrating the events in refugeeship which are ongoing, though changeable over time and space and incorporate a moral dimension. The refugee finds him or herself continuously justifying the migration, struggling for recognition and convincing ‘Others’ that one can in fact become a contributing member of  the new society.

The business benefits of IT projects are becoming the main determining factor in selecting projects at the ex-ante justification stage. The core stakeholders, i.e. the business management and IT professionals are charged with the task of evaluating the benefits of IT investment. Despite high adoption rates of formal IT investment appraisal methods, there is still on-going evidence that show organisations not being able to appropriately evaluate IT benefits. This study investigates the process of IT project evaluation at the ex-ante justification stage to understand factors that contribute to ineffective practical application of evaluation and based on the findings, to explore how these factors can be redeemed to improve the benefit evaluation process. A case study research was conducted to explore how benefits can be evaluated appropriately within its context in a tertiary educational institution. The case study research approach enabled the researcher to gain a complete and in-depth understanding of the process and activities involved to identify and measure benefits at the justification stage. Business middle managers that are involved and responsible for IT project justification were approached from various business units as case study participants. Interview questions addressed various aspects of the benefits evaluation process in reference to participants’ experience and past IT project justifications. Content analysis was used to identify frequencies and intensities with which themes and concepts appear in interviewee responses. In addition, a cause and effect relationship tool was used to summarize the research findings for better data analysis and interpretation. The findings indicate factors that contributed to ineffective benefit evaluation in the organization. Close collaboration and partnership between business management and IT professionals is shown to be a crucial component of the justification process. The suggested role of IT management exceeds beyond the task of technical advisor and involves the task of being a coach, informer, educator, assessor, transparency and communication agent. The results also show how best the measurement process can be performed at this stage. This study confirms that business management’s clear understanding of IT benefit concepts is necessary in the evaluation process. Based on the findings, an IT benefit evaluation method is developed as a modification of the current justification process in the organisation. The results presented in this study lay plausible insights for additional approaches to IT benefit evaluation research. D’autant plus qu’il est plus onéreux et plus contraignant de renforcer un ouvrage en exploitation que de le surdimensionner à sa construction. Dans ce cas, le concepteur doit alors réaliser un dimensionnement plus sévère que la réglementation applicable. Toutefois, la mise en place de ces marges ne doit pas conduire à une infaisabilité pour des raisons techniques, économiques ou calendaires.Cette thèse propose une méthodologie de choix et de gestion de ces marges au cours des différentes phases de conception. Then, the construction manager’s design have to be more robust than the applicable regulations. However, the introduction of these margins must not lead to an infeasibility for technical, economic or calendar reasons.This thesis therefore offers a methodology to select and steer margins during the designing process. Novas formas de inserção da Ergonomia na comunidade empresarial são atualmente discutidas, e levando em conta, por exemplo, a necessidade de uma justificativa financeira para sua implementação. Pesquisas da área investigam soluções ergonômicas para problemas ocupacionais bem conhecidos, mas focam esse relacionamento sob uma perspectiva econômico-financeira. Neste contexto, o investimento necessário para colocar determinado projeto ergonômico em atividade pode ser calculado com certa facilidade. Entretanto, calcular sua relação de benefício-custo esperada é a maior dificuldade encontrada por pesquisas da área. A difícil tarefa de agrupar informações relevantes para identificar ou prever esses benefícios de projetos ergonômicos tem algumas barreiras. Uma das principais é a ausência de uma forma de organização lógica de informações para esta finalidade. O objetivo geral desta tese foi propor uma sistemática para apoiar a análise de benefício-custo de projetos ergonômicos. Para isso, uma revisão sistemática da literatura científica sobre o assunto foi realizada, bem como a utilização de empresas para estudos de caso e entrevistas com responsáveis por processos produtivos. As especificidades do objetivo, os procedimentos metodológicos e os resultados desta pesquisa foram organizados em seis artigos científicos passíveis de publicação e que compõem esta tese de doutorado. Existe entre eles um encadeamento lógico e sequencial guiado pelas questões de pesquisa e pelo objetivo principal. O desenvolvimento da tese encontrou características de pesquisas e modelos sobre projetos de Ergonomia com enfoque de benefício-custo. Tais características, associadas com os objetivos da tese, embasaram um modelo conceitual sobre a problemática. Buscando uma forma objetiva de utilização na prática em empresas foi desenvolvida a Sistemática de Apoio para Análise de Benefício-Custo de Projetos em Ergonomia (SAABEPE). Uma empresa do setor metal-mecânico foi utilizada para apresentar sua forma de aplicação e, principalmente, seus resultados. De modo geral, foi verificado que nem todas as informações necessárias para uma quantificação adequada dos benefícios da Ergonomia estão presentes nas empresas. Entretanto, seguindo as sugestões da sistemática, esse tipo de análise de projeto ergonômico é viável e poderia justificar o investimento necessário.<br>A new way for the inclusion of ergonomics in the business community is discussed, and takes into account the need for a financial justification for its implementation. Researchs in the area investigate ergonomic solutions for well known occupational problems in a financial perspective. The investment required to put in specific ergonomic design activity can be calculated in a relative easy way. However, calculating the financial benefits of ergonomics is one of the major difficulties encountered by research area. The difficult task to gather relevant information to identify or predict these benefits of ergonomic design has some barriers. One of the main barrier is absence of a logical organization of information for this purpose. The aim of this thesis is to propose a systematic model to support benefit-cost analysis of ergonomic projects. For this, a systematic review of scientific literature on the subject was held as well as companies for the use of case studies and interviews of responsabiles for production processes. The specifics of the goal, the procedures and results of this study were organized into six publishable scientific papers that comprise this thesis. There is among them a logical and sequential guided by research questions and the main goal. The development features found in the thesis research and models on projects with a focus on ergonomics economic and financial. These characteristics, combined with the objectives of the thesis, give basis to a conceptual model of the problem. Seeking a practical and objective use for this model a systematic model to support the benefit-costs analysis of ergonomics projects (SAABEPE) was developed. A large company in the metal-mechanic sector was used to submit your application form, and especially its results. Overall, it was found that not all information necessary for a proper quantification of the benefits of ergonomics are present in companies. However, following the suggestions of the systematic model, this type of ergonomic project analysis is feasible and could justify the necessary investment.

Cette thèse prend pour objet la mise en œuvre d’un programme européen de financement de projets culturels intitulé Europe Créative, adopté en 2013 par l’Union européenne (UE). La recherche donne à voir les conditions de la réforme des politiques européennes pour la culture et montre comment celle-ci s’inscrit dans un processus au long cours de métamorphose de l’action publique en Europe. La littérature académique portant sur les réformes récentes de la politique culturelle de l’UE décrit souvent un « tournant néolibéral » associé à un « tournant créatif ». La redéfinition des politiques culturelles européennes au nom de la « créativité » s’accompagne en effet d’une généralisation du financement par projets et de l’introduction d’un lexique entrepreneurial et d’outils propres au nouveau management public pour encadrer le subventionnement de la culture. Ces travaux se limitent néanmoins généralement à traiter le changement de politique sous l’angle conceptuel, discursif ou strictement formel des transformations engendrées. Notre enquête cherche a contrario à questionner l’hypothèse d’un « tournant » en explorant les traductions pratiques de ces transformations. Ce faisant, l’étude de la réforme de la politique européenne permet d’aborder les processus concrets à l’œuvre dans ce que l’on a coutume de présenter comme une « néolibéralisation » des politiques publiques.Nous mettons en lien trois niveaux d’observation : celui des cadres cognitifs qui justifient une politique publique et sa réforme, celui de l’élaboration des instruments politiques qui lui donne corps et celui de la mise en œuvre concrète de ces instruments. Notre cadre théorique mêle la sociologie de la justification, la sociologie politique des instruments de l’action publique et des outils de gestion ainsi que la sociologie de la traduction. Notre matériau se fonde sur une analyse de la littérature académique traitant du « tournant créatif » et de la littérature grise produite par les institutions européennes, ainsi que sur une série d’entretiens et d’observations ethnographiques – dont plusieurs semaines au sein des points de contact du programme Europe Créative, et de nombreux mois au sein d’un lobby pour la culture à Bruxelles.Cette thèse contribue à montrer que l’entreprise réformatrice induit une appropriation plurielle et contradictoire des politiques par les acteurs concernés. Nous préférons alors, au terme homogénéisant de « néolibéralisation », celui de « modernisation » pour souligner les conflits et les compromis émergeant de ces appropriations dissonantes. À chacun des trois niveaux d’observation, nous révélons les efforts réalisés par les acteurs pour interpréter, modeler et renégocier localement le sens des réformes. Nous donnons à voir les disputes relatives à ce que serait une « bonne » politique culturelle et le travail d’interprétation du programme réalisé au guichet des institutions européennes, ou encore la malléabilité du sens donné à la notion de « projet ». Nous mettons en exergue la façon dont le financement par projets transforme non seulement les modalités de travail des organisations culturelles financées, mais également leur capacité à élaborer une prise de position critique vis-à-vis de la politique menée par l’UE<br>This thesis examines the implementation of Creative Europe, the European cultural funding programme that was adopted in 2013 by the European Union (EU). The research reveals the context and what made possible the reform of european policies for culture, showing how this process is inscribed within a long-term metamorphosis of public action in Europe.Scholarly literature focused on recent EU cultural policy reforms often describes a "neoliberal turning point" associated with a "creative turn". The redefinition of european cultural policies in the name of "creativity" is accompanied by a generalisation of project-based funding as well as the introduction of an entrepreneurial lexicon and tools specific to new public management to oversee the process of subsidising culture. However, this work tends to be limited to analysing the policy changes that are generated by these processes from a conceptual, discursive or a strictly formal perspective. On the contrary, our analysis seeks to question the hypothesis of a "turning point" by exploring the practical implictions of these changes. In doing so, the analysis of the reform of european policy makes it possible to identify the concrete processes that are at work in what tends to be discussed as the "neoliberalisation" of public policies.We connect three levels of analysis: the cognitive frameworks that justify a public policy and its reform, the elaboration of the political instruments that give it substance, and the concrete implementation of the latter. Our theoretical framework combines sociology of justification with political sociology of the instruments of public action and management tools, and sociology of translation. Our material is based on an analysis of the academic literature on the "creative turn" and grey literature produced by the european institutions, as well as a series of ethnographic interviews and observations – including several weeks in the context of a contact desk of the Creative Europe programme and many months in a cultural lobbbying organisation in Brussels.The thesis contributes to demonstrating that this reforming enterprise induces a plural and contradictory appropriation of policies by the involved actors. Rather than the homogenising term of "neoliberalisation", we therefore prefer that of "modernisation" to underline the conflicts and the compromises that emerge from this incongrous process of appropriation. At each of the three levels of observation, we reveal the efforts made by actors to interpret, model and renegotiate the meaning of the reforms locally. We show the disagremeents around what a "good" cultural policy is and the work of interpreting the programme at the desks of european institutions, or even the malleability of the meaning that is given to the notion of "project". We highlight how project-based funding is transforming not only the working arrangements of cultural organisations that receive such funding but also their ability to develop a critical stance towards EU policy

Au Liban, ceux-ci sont surtout situés en banlieue sud de la capitale où défauts d'urbanisme et conflits de légitimité ont formé les conditions de leur développement. Établis dans une négociation politique entre le Premier ministre Hariri et les partis chiites Amal et Hezbollah, les choix du projet, compromis comme évidences, ressortissent à la fois au jeu stratégique des acteurs et à leurs représentations de la ville et de ses enjeux. Trois registres de raisonnement ont été identifiés, reliés à plusieurs systèmes de valeurs, mobilisés par les acteurs indépendamment de leur catégorie. Ils permettent de montrer l'articulation des représentations et des jugements dans les choix du projet et les conditions de leur mise en oeuvre.

Many prominent ethicists invoke Kant, directly or indirectly, in their efforts to derive the authority of moral requirements from a more basic conception of action, agency, or rationality. But many commentators have detected a deep rift between the Groundwork for the Metaphysics of Morals and the Critique of Practical Reason, leaving Kant’s project of justification exposed to conflicting assessments and interpretations. In this major re-reading of Kant, Owen Ware defends the controversial view that Kant’s mature writings on ethics share a unified commitment to the moral law’s primacy. Using both close analysis and historical contextualization, Owen Ware overturns a paradigmatic way of reading Kant’s arguments for morality and freedom, situating them within Kant’s critical methodology at large. This chapter discusses the moral foundation of public justification for political liberals. Two conceptions of liberal democracies are contrasted together with their distinctive accounts of public justification. It is argued that political liberals view liberal democracies as a shared project among persons with the end of living on terms of mutual respect with others and that this leads to a shared reasons view of public justification. This view is shown to be superior to the convergence account of public justification on the grounds that (1) convergence accounts of public reason fail to capture what is distinctive about democratic decision-making, namely, that it represents a kind of collective willing, and (2) convergence accounts lack normative stability. Political liberalism offers both.

AbstractVocational education and training (VET) at Swiss enterprises includes the work with various digital technologies. They ease administration of work hours, work tasks, evaluations or log book remarks; they support communication with peers, co-workers and trainers; and they come in handy for idea development and creative work. Overarching trends in terms of changing learning cultures in apprenticeship training, such as individualization, flexibilization, self-organized learning, project work or coaching, support the introduction of these technologies and also benefit from them. Based on three in-depth case studies, results on the usage and impact of digital technologies will be presented. This chapter addresses the following research questions: Which digital tools are used in workplace training? What are potential benefits and extended justifications for the use of digital tools? How are modern learning cultures impacting the use of digital tools? We will outline how and where digital technologies are used at the workplace in apprenticeship training, why management has introduced them and how apprentices and their trainers benefit from it. Based on our findings, we will draw conclusions about how learning cultures are influencing the use of technologies and vice versa how the introduction of these technologies shapes innovative learning cultures in VET.

When out of normal material or very high activity is encountered in a Deactivation &amp; Decommissioning (D&amp;D) project, special considerations are needed. As the source term increases, the level of attention to planning, project cost and risk management must increase as well. WorleyParsons (WP) is engaged in identifying, screening and documenting (with follow on project design expected) the various remediation methods available to remove highly contaminated soils discovered under a hot cell. Soil dose rates have been measured in the 70 to 100 Sieverts/hour range, with radionuclide mix to be defined in mid to late summer 2011 from samples collected in June 2011. The scope of this project is to identify remedial techniques and removal methods (means and methods) and develop a set of technically implementable remedial alternatives (alternatives). These remedial alternatives will be screened by a Technical Panel consisting of WP and client experts using a WP defined screening process to narrow the list of alternatives. Transparency and un-biased choice of actions is key to owner and public confidence in the process and the choice of the ultimate path forward. The poster will show Phase 1 — how potential remedial techniques and removal methods (means and methods) were first identified, catalogued and initial screened. Following the initial screening, the remaining means and methods are combined to form an alternative — a stabilization means with a removal method are matched with a waste container to from an alternative. A rough order of magnitude (ROM) cost estimate and high level schedule are also developed for each alternative. In parallel with the above, screening criteria with associated design attributes were identified and given a weight factor and attribute value, which are then multiplied together and used to develop a decision matrix for the developed alternatives. Two parallel processes — screening criteria development and alternative development — are being pursued to allow better focus on each while not prejudicing the final alternative selection. Phase 2 actions — the expert panel - grade each alternative against the pre-approved screening criteria using the decision matrix that compiles results — real time but blind to the panel. The top two to four scores from this last effort will proceed to a pre-conceptual, conceptual design phase and the expert panel reconvened to make the final decision on the remediation methods to be used for removing the soil / contamination.

This paper will address the development process of a qualitative evaluation tool to aid in the thorough analysis of library resources at the University of Maryland. Specifically, our project looks at the use and added value of this tool for the building, reflecting, and analyzing the connections between qualitative and quantitative data. This will allow for more meaningful justifications of budgetary decisions compared to cost and use metrics alone. Given the necessity for meticulous review of continuing resources, our project addresses a request for enhanced transparency from the university faculty and library oversight bodies and serves as a useful tool for accountability and justification of impactful decisions for stakeholders internally and externally. We will discuss the extant literature and the need for this type of tool, the development process including the output planning and data input format, the initial reception of the project, and future goals and planning for our initial usage. Additionally, we will demonstrate the use of the tool, model output, and discuss options for visualizations, storage, and retrieval of input data.

The STYLE project considers structural integrity for lifetime management of non-reactor pressure vessel components of nuclear power plant. The project is funded under the seventh European Commission framework programme. A broad objective of the project is to assess, optimise and develop application of advanced tools for structural integrity assessment of reactor coolant pressure boundary components other than the reactor pressure vessel. One aspect of the STYLE project is intended to address the issue of succession planning within the European nuclear industry. With many key technical experts now approaching retirement it is essential to progress the technical expertise of those at an earlier stage of their career in the industry. The paper describes how technical training has been delivered as an integral part of the STYLE project to support retention of the current level of technical capability in future. Diverse aspects of training are described. These include participation in experimental work, numerical modelling and simulation, application of engineering assessment procedures, leak-before-break, probabilistic fracture mechanics and materials behaviour. An illustrative case study is described, in which trainees received practical instruction in the essential steps for technical justification of a leak-before-break argument.

The proposed model is aimed at strengthening in essence the justification of managerial decisions subject to the choice of the stakeholders and their subsequent coaction throughout the whole investment project management cycle.
