Full textIn the following dissertation, I have undertaken to explore the very wide-ranging yet largely unexplored territory of Irish cinema. I have confined my study to the 1990s (other than a brief overview of the Irish film industry in my Introduction) in an attempt to express the revolutionary global success that all aspects of Irish culture have experienced in this decade. The central point, which I reiterate throughout the dissertation, is that, while Irish filmmakers are increasingly concerned with defining "Irishness" for themselves and the world, they inevitably encounter much confusion and ambivalence, and are often criticised for it. For this reason, I have uncovered many ambiguities in the films I have watched, which defy strict categorisation, other than in terms of their settings, which I describe in terms of "war-torn Belfast", modern Dublin and "the rural idyll". Nonetheless, I have divided the essay into three main sections, other than the Introduction and Conclusion, which themselves contain subsections, and which encompass the major themes which recur in Irish films. Section Two is a broad study of those films which deal with the political violence, known as the Troubles, that defines Northern Ireland. This includes a stereotyped American portrayals as well as a more recent IRA bias, beginning with Neil Jordan's attempt to put a new version of history on film in Michael Collins. The conclusion I come to is that filmmakers are ultimately trying to provide a balanced view of the situation and one that condemns violence. Section Three deals with the intertwined themes of women, family, sexuality and the Catholic Church. The traditional conservatism in Ireland is outlined before I show how recent films reflect the changes in moral attitudes and the new freedoms of sexuality that the younger generation is experiencing. Lastly I look at the special situation of women in the North, where they and their families are the long-suffering victims of the violence. Section Four continues the theme of the changes which are sweeping over "Modern Ireland", largely due to its opening-up to outside influences, particularly those of America. The dichotomies of this newly-modernised society are still evident, as I discuss in the section on the historical importance of land, which is expressed not only in the "rural idyll" films, but in those which deal with the move to the urban lure and squalor of Dublin. Finally I look at how the traditional and mythical still exist in modern Ireland, and how the combination of these aspects of the past and present is shown to suggest a positive way into the future.

The network « Freinet », named after its instigator Celestin Freinet, has played, since the end of the 20’s, an important role, by introducing the cinema into school in France. It brings together, outside the traditional system, educators campaining for new learning methods ; « experimenters » who use uncommon tools such as cinema in their class. Nowadays, if the network « Freinet » does still exist, the study is limited to the founders experimentations (1927 – 1968). This historical flashback aims to discover uncommon uses, also demonstrating a great modernity. Practices establish the main lead of the analysis in order to define a particularism in terms of uses of cinema in class, opposite common uses of movies as support of the lesson. The pupil becomes « actor ». This learning acceptance paves the way for new types of projection. It also opens the way for cinema as an expressing, creating and developing tool

Full textThe European Union's development policy towards the South is one of the oldest EU policies. ‘Accidentally’ enshrined in the 1957 Rome Treaty, it has become, after more than five decades of European construction, an essential component of the EU's external action. Indeed, the Union now accounts for almost 60% of global official development aid (ODA), giving credence to Europe's leadership claim on the international development stage. However, behind the façade, said "Europe" is composed of “27+1” donors (the Commission and the 27 Member states), all of which jealously defend their prerogatives and their preferences. Such fragmentation undermines the EU's effectiveness, as well as its influence. Within the last few years, EU-level collective action in the development field has appeared both increasingly necessary (to tackle the challenges of a globalized and interdependent world) and opportune (to assert the EU's role in world affairs). EU donors have thus accepted a growing degree of integration, committing to a common political framework, a code of conduct on implementation, and agreed financial targets. This painstaking but undeniable process of change denotes the emergence of a truly 'European' development policy, based on common values and interests, as well as on a renewed international ambition. Through the development lens, the making of this collective policy offers an original insight as to how “Europe” is constructed on the long term, fabricated daily, and projected internationally

Full textAt the end of 1946, the French Navy revival achieves a significant step with the rebirth of a carrier-borne aviation. In the same time, the Viet Minh revolts in Hanoi, which marks the beginning of a ten years conflict. In such a context, the French Navy engages shortly after, her just reborn carrier-borne aviation during the two thirds of the first Indochina war. The first series of campaigns between 1947 and 1949 appears modest but full of promises for the future. The second series between 1951 and 1954, shows a bigger involvement of the carrier-borne aviation with the assistance of the military assistance program from United States within the North Atlantic Treaty and reveals a power projection capability of carrier-borne aviation. The involvement of the carrier-borne aviation does not change the outcome of the conflict, but had a very positive impact on the French Navy revival in process. It helped her, after ten years of unsuccessful attempts to obtain the building of two carrier vessels as well as the production of carrier-borne strike and recon jet aircraft

Full textAfter an orientation focusing on export and inward FDI, China continues its integration into worldeconomy by an accelerated projection of its economy to the world, which is demonstrated by Chinesecompanies’ outward direct investment. In a very short time, China has become the main source of FDI flow among developing countries. This phonomenon has shown particular characteristics and has taken off at an unexpected scale and speed. The state economy of China leads us to conclude usually that there is any political motivation and national strategy behind these activities. Nevertheless, the government didn’t play a decisive role in this phenomenon. The behaviors of home country’s government is in fact one of the exogenious factors that can affect the OLI configuration [Dunning, 1993a] of its companies and therefore the characteristics of the outward investment activities of its companies. The dynamic and the specificities of Chinese investors are rather derived from a strong entrepreneurial desire which coincides with a maturation of Chinese companies thanks to the economic development of China. An in-depth study on Chinese companies’ motivations has shown us tha! t market-seeking is the principal motivation of Chinese companie’ outwart investment and they possess ex ante specific advantages derived from their nationality,such as capital market imperfection, flexibility and networking capacity

A projection is justified by its conformity to general rules of projection and rules are justified by their conformity to some projections we consider valid. To justify, all one needs to do is to describe: a rule is justified if it can count as a description of admitted projections. Yet this call for description faces a dilemma. If a rule is a standard for rightness of its applications, how could it be justified by its sole descriptive adequacy to those cases of application? If a rule is justified by nothing else, what could distinguish it from a mere description of our regular behaviors? Our object is to show how Goodman could resolve this dilemma

Full textThrough the contextual case study of the Lithuanian foreign military intervention policy, this doctoral dissertation explores the possibility of translating the theories of recognition, a philosophical framework introduced in the social sciences in the early 1990s, into the sociological and empirical analysis of interstate relations. For this purpose, I make use of various concepts of social sciences such as context, gift, and role. I demonstrate that the theories of recognition have the advantage of combining the symbolic and strategic dimensions of international action in the same interpretative framework. Thus, this theoretical approach provides a nuanced perspective of the reasons leading States to act internationally.Following an in-depth qualitative analysis of juridical and political documents regulating Lithuanian involvement in external military operations since 1994, semi-structured interviews with different actors who participated in the decision-making and the implementation processes of this policy, as well as archives and grey literature produced by the Lithuanian Ministry of Defense, this work highlights that the deployment of the Lithuanian troops abroad constitutes a tool for the authorities of this Baltic state to express a request for international recognition. The involvement of the armed forces outside the national territory is motivated by the search of long-lasting reciprocal relations between Lithuania and its allies and partners based on the recognition of their common belonging to the Western community. In order to achieve this goal, Vilnius’s involvement in military interventions is both active and “Atlanticist”, i.e. mainly focusing on the U.S. and NATO led international military missions

Full textThis PhD work analyses the challenges of the transition to the digital projection of the cinema distribution sector in France between 1999 and 2018. Following a socio-economic approach of cinema, it lightens up the technological transition process in order to account for the process logic, the stakeholder’s strategies and the balance of the power relations, but also in order to provide an analytical comprehension of the technical, socio-economic and political changes in the cinema sector in its entirety. The research is based on discourse analysis of a field survey of 48 professionals from the sector and a study of the French corporate magazine Le Film Français between 1999 and 2018.Driven and imposed by the Hollywood majors in the 2000s, the digitization of cinematographic diffusion accelerated worldwide in 2009 following the announcement of the Avatar movie release. Financially, this change relied on the principle of sharing the costs between the main broadcasting players, which meant introducing a tax: the VPF. In France, the switchover to digital cinema has been monitored and financially supported by the public authorities, so that by the end of 2014 the movie theaters have been fully equipped. Therefore, the digitization of film distribution modifies the tasks, the « know-how » and the skills required for the sector lines. It also generates different restructuring of the field mainly linked to economic imperatives within the cinema sector wholeness. Furthermore, the growing impact of technical intermediation questions the historical dynamics of power and relations among the traditional actors in the sector, raising issues of concentration, diversity and regulation

Full textThis study analyses the Brazilian foreign policy under Geisel (1974-1979) and Lula (2003-2010) administrations by using the comparative method. One of the study‟s core objectives is to show that one can observe a “relative continuity” in the Brazilian diplomacy during both periods: even though one cannot observe a process without any rupture in the Brazilian foreign policy from 1974 to 2010, it is possible to verify that Lula administration resumed some guidelines, methods and rationales which were employed by the Brazilian foreign policy during Geisel administration. It is assumed that this resumption is related to national interest concept and the adoption of a realist strategy aimed at widening Brazil‟s international projection – in spite of different international contexts and different power resources.

Full text‘Brazil will be the biggest energy power in the planet in twenty or thirty years’. President Luiz Inácio Lula da Silva gave this statement in 2006. It demonstrates the ambition of his government to transform the energy in an asset to a better positioning of Brazil in the International System. Using the concept of Logistic State from Amado Cervo, this research aims to analyse the projection of energy (specifically petroleum, nuclear and ethanol) within the Brazilian foreign policy during Lula’s two mandates (2003-2010), as well as its impacts on the strategy of projecting Brazil internationally. Energy appears in this study as an instrument of foreign policy, noticing that the ‘fabrication’ of this object happens within the Brazilian territory, through the interaction of public and private actors. The originality of this study is the emphasis on interactions of national sectional actors with the Foreign Policy Ministry and with the president. Through a literature research, the analysis of official documents as well as interviews with energy players, we demonstrate that the deployment of the foreign policy on energy issues is the result of internal interactions and influences, but also of international constraints

Full textConcern that high property taxation of agricultural land encourages its conversion to nonagricultural uses has led to the adoption of use-value taxation practices. Use-value taxation has had mixed results as a deterrent to the conversion of agricultural and open space land. It has been argued that use-value taxation does not succeed in retaining open space along the rura1-urban fringe (Stocker 1975; Ferguson), and further that such programs may actually lower the community's property tax base significantly (Tiebout; Anderson 1993). Additionally, when land is taxed by its usevalue rather than market-value, the local tax base declines curtailing local public services and consequently reducing the attractiveness of the community for residential, commercial and industrial land uses (Abeyratne and Johnson, Bickerdike, Netzer, Oates).
This study seeks to determine the fiscal impacts of use-value taxation and incurred and immediate revenues generated by a particular land use project. By comparing the net impact on the property tax rate of different land uses, the effectiveness of land use taxation policies for communities can be determined. The fiscal impact of alternative land uses are measured using The Virginia Impact Projection (VIP) model. The empirical models employed are based on a static cross-sectional econometric analysis of Virginia counties initially developed by Johnson and Keeling and updated for the current analysis using more recent data. The empirical equations are used to construct a fiscal impact assessment (simulation) model. The simulation model allows the comparison of impact and baseline scenarios developed using alternative land uses.
It was found that the impact offarmland enrollment in use-value assessment programs is not as large when net impacts are considered rather than sole consideration of the direct property tax revenue changes.

Full textFirst, we present a new formulation of the immersed boundary method that is algebraically identical to the traditional fractional step algorithm. This method, called the immersed boundary projection method, allows for the simulations of incompressible flows over arbitrarily shaped bodies under motion and/or deformation in both two and three dimensions. The no-slip condition along the immersed boundary is enforced simultaneously with the incompressibility constraint through a single projection. The boundary force is determined implicitly without any constitutive relations for the rigid body formulation, which in turn allows the use of high CFL numbers in our simulations compared to past methods.
Next, the above immersed boundary projection method is used to analyze three-dimensional separated flows around low-aspect-ratio flat-plate wings. A number of simulations highlighting the unsteady nature of the separated flows are performed for Re = 300 and 500 with various aspect ratios, angles of attack, and planform geometries. The aspect ratio and angle of attack are found to have a large influence on the stability of the wake profile and the force experienced by the low-aspect-ratio wing. At early times, following an impulsive start, topologies of the wake vortices are found to be the same across different aspect ratios and angles of attack. Behind low-aspect-ratio rectangular plates, leading-edge vortices form and eventually separate as hairpin vortices following the start-up. This phenomenon is found to be similar to dynamic stall observed behind pitching plates. The detached structure would then interact with the tip vortices, reducing the downward velocity induced by the tip vortices acting upon the leading-edge vortex. At large time, depending on the aspect ratio and angles of attack, the wakes reach one of the three states: (i) a steady state, (ii) a periodic unsteady state, or (iii) an aperiodic unsteady state. We have observed that the tip effects in three-dimensional flows can stabilize the flow and also exhibit nonlinear interaction with the shedding vortices.
At last, we apply steady blowing to separated flows behind the low-aspect-ratio rectangular wings. The objective of the flow control is to enhance lift at post-stall angles of attack by changing the dynamics of the wake vortices. This controller strengthens the tip vortices by engulfing the trailing-edge vortex sheet to increase the downward thrust and the downward induced velocity onto the leading-edge vortices. The tip vortices that are traditionally considered as an aerodynamic nuisance, have been used favorably to increase lift in post-stall flows for the considered low-aspect-ratio wings.
