Abstract:
O objetivo do presente artigo é de apresentar os primeiros resultados do Global South Project. Puertos y desarrollo económico y social en el Atlántico Meridional (1850-2010) e do Projeto Acervo Documental da Secretaria do Patrimônio da União (spu) com o apoio de Universidade Federal Fluminense e Banco Interamericano de Desenvolvimento (UFF/BID). Neste sentido, analisamos a construção do porto do Rio de Janeiro através da Caixa Especial dos Portos e da implantação de uma nova Comunidade Econômica Portuária, no momento em que o Brasil entra definitivamente na rede global marítima. Apresentamos uma reflexão acerca das possibilidades de utilização principalmente da cartografia e dos processos administrativos como fontes devido ao fato de ser uma documentação ainda inédita, bem como uma análise da atuação da Caixa Especial dos Portos no trato com as empresas e empresários interessados na nova região portuária e seus desdobramentos.

Nowadays, smart devices have grown exponentially, so they have become a necessity rather than a luxury, therefore staying connected to the Internet has facilitated people to explore national and international news, make payments for services public, virtual shopping, scheduling medical appointments, among others. Now all this demand increases every day at excessive levels and adding the robust applications that are currently being developed and launched on the market. Regarding this, it is known that currently, the internet service providers of the municipality of Soledad Atlántico do not have the physical infrastructure to maintain the availability of the service. This is where the project design of the Wi-Fi-Offloading solution to extend the coverage and the transmission of data from the cellular network, through the wireless network in the Muvdi park of the Municipality of Soledad Atlántico, is carried out with the aim of providing a solution and alternative so that the internet connection service remains available without import the data network to which you have access. The research methodology used for the development of the project is descriptive. The research design is qualitative, transactional, and non-experimental. At this moment, it is in a descriptive stage, carrying out tests, and then moving on to the applied stage.

Abstract:
This paper shows a simultaneous tri-band (S: 2.2–2.7 GHz, X: 7.5–9 GHz and Ka: 28–33 GHz) low-noise cryogenic receiver for geodetic Very Long Baseline Interferometry (geo-VLBI) which has been developed at Yebes Observatory laboratories in Spain. A special feature is that the whole receiver front-end is fully coolable down to cryogenic temperatures to minimize receiver noise. It was installed in the first radio telescope of the Red Atlántica de Estaciones Geodinámicas y Espaciales (RAEGE) project, which is located in Yebes Observatory, in the frame of the VLBI Global Observing System (VGOS). After this, the receiver was borrowed by the Norwegian Mapping Autorithy (NMA) for the commissioning of two VGOS radiotelescopes in Svalbard (Norway). A second identical receiver was built for the Ishioka VGOS station of the Geospatial Information Authority (GSI) of Japan, and a third one for the second RAEGE VGOS station, located in Santa María (Açores Archipelago, Portugal). The average receiver noise temperatures are 21, 23, and 25 Kelvin and the measured antenna efficiencies are 70%, 75%, and 60% in S-band, X-band, and Ka-band, respectively.

Abstract:
The coastal strip of the western peri-urban area of Barranquilla in the Atlántico Department (Colombia) is experiencing changes in human-environment interactions through infrastructure, residential, and tourism projects in a vulnerable landscape. In the hilly area, fragments of biodiverse tropical dry forest still exist in various states of conservation and degradation. To understand the interrelated social, economic, and ecological transformations in the area, we analyzed land use change on the local scale including the local community’s perception, because the local community is a key actor for sustainable land use. For the analysis of the interrelated social, economic, and ecological processes, we combined visual interpretation of high-resolution satellite imagery, on-site field land use mapping, and a spatial statistical analysis of the distribution of land use classes with in-depth interviews and a participatory GIS workshop, thus benefitting from the complementary methodological strengths of these approaches. The case study is the rural community of El Morro, which exhibits the typical social, economic, and ecological changes of the coastal strip of the western peri-urban area of Barranquilla. The local community perceives a continuous loss of forest area, but observations from on-site field mapping cannot confirm this linear trend. We observed a gradual replacement of traditional land uses such as smallholder agriculture, charcoal production, and cattle breeding by services for tourism, gated community projects for urban dwellers, and infrastructure projects; these spatial developments have several characteristics of rural gentrification. We conclude that the drivers of environmental degradation have changed and the degradation increased. The development projects of external companies have been rejected by the local community and have induced environmental consciousness among community members. Thus, the local community has become an advocate for sustainable land use in the study area.

Este artículo propone una lectura postcolonial de los numerosos vínculos lazos que la obra del poeta canario Andrés Sánchez Robayna (1952) teje con el mundo latinoamericano y, en particular, con el pensamiento del poeta cubano José Lezama Lima (1910-1976), del mexicano Octavio Paz (1914-1998) y del brasileño Haroldo de Campos (1929-2003). Dichos lazos son interpretados como parte de un proyecto poético y político que busca simultáneamente en la realidad canaria y en su vocación atlántica, las materias y los patrones necesarios para componer una obra singular, autónoma y dialogante, capaz de apropiarse críticamente de su pasado y de generar asimismo espacios para defender el ideal de un cosmopolitismo plural y disruptivo. This article offers a postcolonial reading of the tight bonds that the work of the Canary poet Andrés Sánchez Robayna (1952) weaves with the Latin American culture and, in particular, with the literary thought of Cuban poet Jose Lezama Lima (1910-1976), Mexican Octavio Paz (1914-1998) and Brazilian Haroldo de Campos (1929-2003). These relations are interpreted here as part of a poetic and political project, seeking simultaneously in the Canarian reality and in its Atlantic counterpart, the examples and the necessary patterns to compose a singular, autonomous and dialogical work, capable of critically appropriating the past and of generating also a new space to defend the ideal of a plural and disrupting cosmopolitanism.

Abstract:
(1) Introduction: Changes in eating behavior and eating disorders are especially common in young people, especially teenage and college women. The first year of college is a critical period, as students acquire freedoms that can lead to poor eating habits. During this first year, students usually gain weight. The aims of this project are to analyze the risk of developing eating disorders, the composition and dietary intake and the changes in the body composition of two groups of college students (independent from the family nucleus or still living within the family) in the first year of college. (2) Material and Methods: Multicentric prospective observational study protocol in which first-year students at the Universidad Europea del Atlántico and Universitat de Vic-Universitat Central de Catalunya voluntarily took part in the study. The students will be divided into two groups, independent and those residing in the family home, and the evolution of both groups will be compared at the beginning and at the end of the school year by performing anthropometric measurements, tests on lifestyle and eating habits (Test of Adherence to the Mediterranean Diet, MEDAS-14; Emotional Eater Questionnaire, EEQ), validated questionnaires on eating disorders (Eating Attitude Test, EAT26; Teen Figure Drawing Scales; SCOFF, Eating Behavior Test; Bulimia Investigatory Test Edinburgh, BITE) and their intake will be evaluated through 72 h dietary records. (3) Discussion: Determining the risk of suffering eating disorders of alimentary behavior, knowing eating consumption, perception of the corporal image and body composition through the first year of college will be decisive in establishing alimentary education strategies to prevent possible eating disorders in young students.

In Colombia, the issue of waste discharges derived from the tanning process to water bodies is a scenario that has been widely documented. However, measurement exercises have failed to identify improvements in this process that integrates administrative knowledge with concepts of labor, social and environmental welfare. The present article is the culmination of research conducted within the framework of the project “Estudio comparativo de la administración y las repercusiones socio-ambientales en las empresas del sector de curtiembre. Case Bogotá (Barrio San Benito), Case Barranquilla and Case Villapinzón (Cundinamarca)” (Comparative study of the administration and the socio-environmental repercussions in tanning sector companies. Case Bogotá (Barrio San Benito), Case Barranquilla and Case Villapinzón (Cundinamarca)) concerning the administrative practices and the negative effects derived from the absence of management systems for negative externalities caused to the environment by companies in the tanning sector. The study was developed as follows: initially, a systematic documentary review of the laws, decrees and regulations that have a direct or indirect impact on the tanning sector was carried out, followed by field work using data collection instruments (questionnaires) in the San Benito neighborhood (Bogotá), in the town of Villapinzón (Cundinamarca) and in the city of Barranquilla (Atlántico), where there are formal and informal work clusters dedicated to the leather industry. The objective of this study was to identify the relationship between administrative styles and formal processes of strategic planning activities development with the adoption of dumping control systems and other aspects related to environmental management, oriented to the organizational level. Based on the above, the information was analyzed with emphasis on those companies with a common denominator in their control strategies in relation to those policies that were the result of administrative and business practices and that finally led to the desired effects in the social, environmental and economic spheres. Finally, the discussion section focuses on the recognition of these good practices and the possibility that they could be replicated by other actors on the global level.

Abstract: The contents of an unpublished letter (FLC I1-17-5), sent to Le Corbusier from the Basses-Pyrénées during the development of the Villa Ocampo project (1928), is the key to understanding the Swiss-French master’s particular response to the site at the end of the 1920s. Countess Adela Cuevas de Vera, who negotiated the project from Anglet, revealed the Côte Basque as an attractive new market and claimed Le Corbusier's presence there. Furthermore, she reminded him of the prevailing regionalism and the strong cultural identity of the place, as well as the fact that Robert Mallet-Stevens, a great competitor of his, had already embarked there. Whatever the content of this letter awakened in Le Corbusier, led him to submit a very similar version of the third Villa Meyer project (1925) (designed for Paris) to be built in Buenos Aires. This paper re-evaluates the reasons behind a site exchange between two Southern cities on different sides of the Atlantic, studying the role of the negotiation site in the design process; and reassesses Le Corbusier’s critical attitude towards regionalism, mapping out his relationship with a French region in which he never intervened. Through primary source research, this paper also recognizes that in architecture, rivalry, pride and ambition can quite often be authentic triggers for action. Resumen: El contenido de una carta inédita (FLC I1-17-5), enviada a Le Corbusier desde los Bajos Pirineos durante el desarrollo del proyecto de la Villa Ocampo (1928), es la clave para entender la muy particular respuesta al lugar del maestro suizo-francés a finales de los años 20. La Condesa Adela Cuevas de Vera, que negoció el proyecto desde Anglet, presentó a Le Corbusier la Côte Basque como un atractivo mercado, al tiempo que reclamó allí su presencia. Le habló del regionalismo imperante y de la fuerte identidad cultural del lugar, recordándole que Robert Mallet-Stevens, un gran competidor suyo, había desembarcado ya allí. La reacción a esta carta llevó a Le Corbusier a entregar un proyecto muy similar a la tercera versión del proyecto de la Villa Meyer (1925) (proyectado para París) para ser construido en Buenos Aires. Este artículo reevalúa las razones que pueden existir tras el intercambio de lugar entre dos ciudades del Sur situadas a los dos lados del Atlántico, estudiando para ello el papel que el lugar de negociación juega en el desarrollo de un proyecto; y reexamina la actitud crítica de Le Corbusier hacia el regionalismo, mapeando su relación con una región francesa en la que nunca intervino. A través de la investigación de fuentes primarias, este artículo muestra también cómo la rivalidad, el orgullo y la ambición pueden asimismo ser auténticos desencadenantes para la acción durante el desarrollo de un proyecto.
