Full textThis study comes within the scope of mythocritics, image and postcolonial studies. It seeks to identify and analyse literary images from the sixteenth to twenty-first century Polynesia through biblical and Polynesian myths which are at the basis of these representations. The most famous image is obviously the Polynesian Eden, a cliché constructed by Western travellers and deconstructed by Insular writers. Literatures of the Triangle are also tinged with a reinterpreted Old Testament imaginary and with re-written traditional Polynesian myths. The biblical culture of a deeply evangelised region then mingles with the highlighted representation of pre-contact Polynesia which was so often denied or disparaged by missionaries, settlers and Western writers. Crossing disciplines and using Polynesian concepts have favoured a global vision of how myths (inter)act within literary works that take part in this territory of archipelago’s representation

Full textThis dissertation addresses the discrepancy between the Colombian national legislation for Internally Displaced Persons (IDPs) and the actual realization of rights. Colombia possesses one of the world’s most advanced IDP laws, covering all stages of displacement, and the authorities have developed a complex set of institutions responsible to enforce the law. However, the implementation of the legislation has proven highly complicated. The Colombian government has been able to achieve important improvements in providing emergency humanitarian assistance to the IDP population, but significantly less in terms of prevention, resettlement and return. This thesis argues that the challenge of internal displacement in Colombia is perceived by the IDP regime as a technical rather than a political problem, which detaches the displacement from its structural and underlying causes and complicates prevention and resettlement.
The causes of the failure of complying with the IDP law are highly complex and must be analysed in relation to political, historical and cultural structures in the Colombian society. The ownership of territory is vital in terms of power and extensive income generating activities, which imply strong interests in access to land, and complicating the prevention of displacement and protection of abandoned land. The relationship between the land owning elite and policy-makers on the one hand and the poor, rural and displaced population on the other hand is characterized by mutual distrust due to historical patterns of oppression and exploitation. The political structures are analysed in light of the current government’s discourse on the political situation, which argues that there is no longer a conflict going on in Colombia, but rather isolated terrorist acts. The government claims to have achieved a complete demobilization of the right-wing paramilitary groups, in spite of continued denouncements from displaced persons demonstrating the existence of these groups. In light of James Ferguson’s thesis of how a development intervention is depoliticized by focusing on technical solutions, is it here argued that the underlying political causes of internal displacement in Colombia are largely overlooked because of the focus on concrete and measurable solutions.
Liisa Malkki’s theoretical concepts of depoliticizing and dehistoricizing are applied to show how the emphasis on humanitarian assistance portrays the displaced population as a ‘universalized mass of victims’ unable to voice their claims. This further contributes to illustrate how displacement becomes detached from its political and historical context, and hence renders it impossible to grasp the underlying causes of displacement. Anthony Giddens’ theory of structuration contributes to explain how these structures limit the possibilities for manoeuvrability, but simultaneously how the same structures may enable a level of power and choice. The actors are furthermore perceived to be capable of influencing the structures, as it is the actors themselves how have defined these structures. Through legal mechanisms ensured by the 1991constitutional reform and increased organization within the displaced population, the IDPs have improved their possibility to voice their claims and create spaces for communicating with the authorities. This thesis argues that small improvements are made because of an increased space for agency among the displaced population, but that the implementation of crucial sections of the IDP law are still highly complicated because of the emphasis on technical measures which removes the focus away from the underlying political causes of displacement.

Full textThe dissertation starts with an analysis of the requirements for Intelligent Computer-Assisted Language Learning systems (ICALL), which partially depend on didactic aspects of foreign language teaching. Based on this a type of exercise can be identified, that on the one hand allows the learner to enter free formed input supporting the so called communicative competence as a major didactic goal and on the other hand may be realised with advanced computational linguistics'' methods. In the following chapter a look at grammar theories and especially Lexical Functional Grammar (LFG) is taken. The grammar theory needs to be tractable in an implementation and it is of a further advantage if the concepts of the theory are similar to the concepts in learner grammars in order to simplify the generation of feedback. Subsequently the user interface of the actual program is presented with a focus on error messages. The implementation is named PromisD, which stands for "Projekt mediengestütztes interaktives Sprachenlernen - Deutsch". Finally an anticipation-free parsing method is developed using neither information from the lexicon nor the grammar in order to identify grammar errors. The recognition is restricted to those areas where errors occur frequently in a learner corpus in order to allow for a greater efficiency parsing authentic data. Along the two structural levels in LFG the presentation of the algorithm follows: the constituent-structure with a modified Early-algorithm integrating error hypotheses into the chart and the feature-structure with a new unification-strategie storing information about clashing values in the f-structure. The dissertation closes with an evaluation and an outlook on the generation of error messages.

Full textThe challenges facing our communities are complex, interconnected, and urgent (Kania & Kramer, 2011). Recognizing these challenges, policy makers, funders, and practitioners are turning to social partnerships as a promising strategy for community and educational change (Bess, 2015; Henig et al., 2015). Social partnerships involve the joining together of organizations from across sectors of society to tackle social problems (Crane & Seitanidi, 2014). The underlying premise of the Promise Neighborhoods program, one such social partnership, is that providing access to resources, services, and supports in a comprehensive manner will have the greatest effect on educational and community outcomes (U.S. Department of Education, 2018). This study seeks to shed light on the process of initiating and implementing a social partnership. In this study the author employed a two-phased, mixed methods design using social network analysis and interviews with organizational representatives to examine the network structures of communication and collaboration within one Promise Neighborhoods initiative: the Boston Promise Initiative. The sample for the social network analysis consisted of 33 individuals from 27 partner organizations. Further, follow-up interviews with 11 individuals were held to understand how network structures and processes might impact educational and community change. Findings from the social network analysis and qualitative interviews reveal networks of communication and collaboration rooted in a deep history of place-based change efforts, facilitating access to network resources and social capital among partner organizations. The findings highlight the importance of recognizing both challenges and opportunities of partnering with schools. Further, the findings highlight the importance of a lead organization’s ability to attend to both technical processes, such as facilitating communication among partners, and cultural processes, such as negotiating organizational identity. Taken together, the findings from this study point to the complex nature of cross-sector collaboration and identify structural factors and network processes that may impact the success of the efforts. By better understanding the structure and processes inherent in social partnerships, organizations can be better supported as they develop and implement cross-sector initiatives aimed at making meaningful change in their communities

Considering Grande Sertão: Veredas a big-sized tale, I defend the importance of this form as an essay that seeks for the rediscovery of the New Land, by means of an illiterate, former jagunço’s speech. If our History was not strong in the sense of a philosophical contribution, geography, realm of tales, announces the thinking as a force, whose founding gesture is based on the power to make a pact with the quotidian, giving birth to Literature.

Full textWireless interfaces are becoming ubiquitous in terrestrial applications ranging from local area networking in business and commercial environments to large scale factory automation and process control. The pressure to develop these wireless interfacing techniques has come from the need to reduce cabling, reduce installation costs, and make it easier to extend network infrastructures. Concerns about electromagnetic compatibility, safety, reliability, and security have lead to the development of techniques and protocols that enable such wireless interfaces to be operated in electromagnetically harsh environments, without generating unacceptable interference, and providing reliable, dependable and secure data communications. On the face of it, the use of wireless interfaces onboard spacecraft looks like a good way of reducing the spacecraft harness mass and bulk. However, recent work by the European Space Agency has shown that, while harness reduction will undoubtedly be one benefit of using wireless interfaces, they offer many other benefits that will be more significant in the near future. Amongst these are significant advantages during integration and testing, the ability to retrofit and upgrade facilities, and cable replacement in moving structures such as robotic arms. In this paper we briefly survey the benefits of wireless interface technologies for spacecraft onboard use, and identify the challenges involved in adapting them for flight use. We then look at the considerations that should be taken into account in establishing the financial case for developing wireless interface technologies for flight applications.

Full textThis paper brings a reflection on the nature and democratic character of the Collaborative Budgeting experience in the city of Fortaleza between the years 2005 and 2014. A public policy of collaborative administration, characterized by the perspective of articulation between democracies of the participative and representative sorts. A systematic accompaniment of this policy through an investigative effort â initiated in the first decade of the year 2000, in the social science scope â unveils defining features of liberal democracy to limit the collaborative potential of this experience, which raises a central question about the actual manifestation of collaborative democracy at the context in study. The Collaborative Budgeting in Fortaleza began in 2005, during the first term of Luizianne Lins, a mayor affiliated to the PT party. Its continuity until the first half of 2014, during the second year of the following mayor, Roberto ClÃudio, which is affiliated to the PROS party, continues enigmatic. This work investigates the effective participation of the specific public â related to local public policies â, the percentage of the municipal budget that is in fact discussed and deliberated by the population, and the continuity of this experience with the shift of municipal administration, among other phenomena. For such task, this paper rescues conceptions and democratic theories of contemporaneous analysts, such as Santos (2001, 2003, 2006, 2007, 2010, 2012 and 2013) Coutinho (1979, 1988, 1989, 1994 and 2008) and Wood (1998, 2007, 2011 and 2014). The public policy in question is assessed through an experimental methodological approach that articulates several methodological principles found in the works of Silva e Silva (2008), Guba & Lincoln (2011), Lejano (2012) and Rodrigues (2008, 2011). The field research is completed by interviews with participants and politics coordinators. There are also studies with statistical and documental outlines on Fortalezaâs Collaborative Budgeting involved in the research.
Em OrÃamento Participativo de Fortaleza: uma promessa a ser cumprida, à feita uma reflexÃo a incidir sobre a natureza e o carÃter democrÃtico dessa experiÃncia na cidade de Fortaleza entre os anos de 2005 e 2014. PolÃtica pÃblica de gestÃo participativa, marcada pela perspectiva de articulaÃÃo entre democracias do tipo participativa e representativa. O acompanhamento sistemÃtico desta polÃtica mediante um esforÃo investigativo â iniciado na primeira dÃcada dos anos 2000, no Ãmbito da graduaÃÃo em ciÃncias sociais â revela traÃos marcantes da democracia liberal, a limitar o potencial participativo da experiÃncia, levando a um questionamento central sobre a efetividade da democracia participativa no contexto em estudo. O OrÃamento Participativo de Fortaleza surge em 2005, no primeiro mandato petista de Luizianne Lins na cidade. A sua continuidade, atà a primeira metade de 2014, no segundo ano da nova gestÃo de Fortaleza, sob o governo de Roberto ClÃudio do Partido Republicano da Ordem Social (PROS), ainda à uma incÃgnita a ser desvendada. A participaÃÃo efetiva da populaÃÃo usuÃria, pÃblico das polÃticas pÃblicas municipais, o percentual do orÃamento municipal realmente discutido e deliberado pela populaÃÃo, a continuidade dessa experiÃncia com a mudanÃa da gestÃo municipal, dentre outros fenÃmenos, sÃo aqui investigados. Para tanto, resgata-se concepÃÃes e teorias democrÃticas de analistas contemporÃneos, com destaque para Santos (2001, 2003, 2006, 2007, 2010, 2012 e 2013) Coutinho (1979, 1988, 1989, 1994 e 2008) e Wood (1998, 2007, 2011 e 2014). A polÃtica pÃblica em questÃo à avaliada sob uma abordagem metodolÃgica experiencial que articula diversos princÃpios metodolÃgicos encontrados em trabalhos de Silva e Silva (2008), Guba & Lincoln (2011), Lejano (2012) e Rodrigues (2008, 2011). A pesquisa de campo se efetiva por meio de entrevistas com participantes e coordenadores da polÃtica.
