Abstract:
Background. The sudden out-of-hospital cardiac death (SOHCD) in Russia is poorly investigated. The aim of study was to determine structure of SOHCD in Moscow. Methods. SOHCD were analyzed according to data for 2005–2009 from the 2nd Thanatology Department of Forensic Medicine of Moscow that serves 2502836 citizens in Moscow. Results. Prevalence of SOHCD was 49.1% of autopsies for all age groups and in 8.9% in the group aged 1–45 (22.3 cases per 100000 population/year). The frequency of SOHCD progressively increased with age. Most SOHCD victims (82%) were males. The diagnosis of cardiomyopathy was prevalent (80–96%) in the age 1–45 group; in 11–15 more 30% had normal heart; after 35 years of age, the role of ischaemic heart disease increased. In 67% of the people aged 19–25 SOHCD was associated with traces of alcohol (0.3–3.0 promile). Conclusion. The proportion of SOHCD in the Moscow population over all age groups has reached 123.2 per 100000 citizens annually. In the age group 1–45, the prevalence of SOHCD was 22.3 cases per 100000 citizens per year. The risk of SOHCD was greater in males. Possibly the role of alcohol in SOHCD in people older than 20 increased.

Abstract:
The study aims to observe the pension systems and directions of pension reforms in the 10 member countries of commonwealth independent. Replacement rates for the countries preserving distributive pension system, gross replacement rates amongst countries that introduced cumulative components, average replacement rates, the average index of pension system load, life expectancy at birth, and natural increase in Commonwealth of Independent States (CIS) countries have been critically examined. Secondary data of above area have been used for 2000-2016 for 10 countries. Data were obtained from statistical book. Descriptive tools viz mean, standard deviation, growth and trend have been used analyse the data. The study reveals amongst the countries which preserved the distributive pension system the highest indicator was registered in Belarus (41%), and the lowest was found in Moldova (25%). Armenia had the lowest gross replacement rate (21%) in 2016 while highest indicator was registered in Kazakhstan (38%). All CIS countries except Tajikistan encountered with demographic aging issue. The increase in the number of pensioners in CIS countries resulted in the overload of the employed population, countries with cumulative components, the burden is higher for Armenia it was 2.2 and 1.8 for Russia. Only five countries did not encounter natural growth issues amongst the CIS countries in 2016. In Tajikistan the natural growth formed 25 ‰ (promile), which is 1.7 times higher rate compared to 2000.

Astington (1988) found that seven- to nine-year-olds often fail to distinguish between promises and predictions when judging the utterances of characters in simple stories. Instead, these children attend only to the outcome of the story (i.e. whether the promised event occurred) when deciding whether a promise has been made and, to a lesser extent, when deciding whether the speaker is responsible for the outcome. The purpose of the present study was to examine whether seven- to nine-year-olds (a) vary their judgements of responsibility according to the reason that the promised action was not completed, and (b) recognize that an unfulfilled promise is a promise regardless of whether the speaker's failure is unavoidable or intentional. Seven-year-olds, nine-year-olds, and adults were asked to make promise and responsibility judgements for two story types: stories in which the promiser intentionally failed to fulfil his or her promise and stories in which an unforeseen event prevented the promiser from fulfilling the promise. Participants at all ages assigned responsibility correctly across both story types. In making promise judgements, however, the seven-year-olds' decisions about promises reflected a misguided attention to the outcome of a promise or the obstacle to its fulfilment. The nine-year-olds recognized that an unfulfilled promise is a promise but only when there was a clear reason for the speaker's failure to fulfil his or her obligation. We suggest that children consider only sincere promises to be instances of promising and make inferences about speaker sincerity by looking to external factors in the communicative context.

Abstract:
Normally one person is not obliged to confer a benefit on another unless he has promised to do so. Even if he did promise to confer the benefit, he will not normally be liable for failing to confer it if the promisee gave no consideration for the promise. Moreover even if the promisee did give consideration, a third party, who did not, but for whom the benefit was intended, cannot sue. In principle the same applies where a party provides another with some article or service. The recipient cannot complain that the article or service is not good enough, unless the other party promised, for consideration, to provide the thing or service, and what is provided falls below the quality promised. So actions based on the failure to confer a benefit, or sufficient benefit, normally lie in contract.

In an investigation of the socialisation of trust, 72 parents and their 50 elementary schoolchildren completed trust belief scales and played a Prisoner's Dilemma (PD) game with each other and with a stranger. In addition, parents described incidents designed to reveal their promise fulfilment to their children. The study yielded positive correlations between: (1) mothers' promise fulfilment to their children and their children's trust beliefs in mothers, fathers, and teachers; and (2) mothers' trust beliefs and their children's trust beliefs in teachers. Additionally, fathers' promised co-operation in the PD game was correlated with their children's promised co-operation in the PD game in interactions with fathers, mothers, and strangers. The findings of this study suggest that mothers shape their children's trust beliefs whereas fathers shape their children's trusting behaviour in a play context.

In September 1944 the Japanese government promised to give “independence in the near future” to Indonesia. However, when Japan surrendered in 1945, the Allies ordered the Japanese authorities to suppress any move by the Indonesians toward independence. Caught between their old promise and their new role, the Japanese exhibited contrasting patterns of behaviour. This paper analyzes their reactions by using two categories, the “allegiance type” of person who adhered to Allied instructions, and the "renunciation type" who attempted to honour the promise given to the Indonesians.

Abstract We often use sentences that seem conditional in nature when we reason about normative issues, e.g. ‘If you have promised to do something, you should keep your promise’ and ‘If you have done something bad, you should apologize’. We seem to think that promise-making in some sense commits us to promise-keeping and that acting bad in some sense creates an obligation to apologize. It is, however, not obvious how we should symbolize such sentences in a formal language. The purpose of this essay is to investigate some different possible formalizations of different conditional obligation sentences. I consider seven different interpretations of the concept of commitment or conditional obligation and I say something about the logical properties of these different interpretations.

That forgetfulness constitutes a force detrimental to the ability of keeping promises is commonplace. Promises rely on a stable memory; in order to be realized they must be sheltered from the onslaught of oblivion. This article takes a closer look at the mutual exclusivity of promising and its forgetting— and discovers, at the very foundation of every promise, the unlikely expression of a promise of oblivion. Through readings of Sacher-Masoch, Nietzsche, Kafka, and others, this promise of oblivion emerges as the very condition of possibility of all promising: oblivion must be promised for promises to be. Thus, what on the surface seems mutually exclusive turns out essentially entangled: promising premised on oblivion. In a coda invoking Heidegger and Blanchot, the structure of language itself is revealed to be promissory—and, as such, forgetful.

The ‘land of promise’ (11.9), the promised rest, the sanctuary of the first covenant, Mount Sinai, are left behind in the shadows of earth whereas all light is shed upon their counterparts in God's heavenly realm, which turns out to be the faithful's true fatherland. This theocentric transformation is ascribable to the author's radical interpretation of επαγγελια: any earthbound hope will look vague because with Christ's ‘new and living way’ (10.20) promise has come to be bright.

In recent years, the investment-arbitration and anti-corruption regimes have been in tension. Investment tribunals have jurisdiction to arbitrate disputes between investors and host states under international treaties that provide substantive protections for private investments. But these tribunals will typically decline to exercise jurisdiction over a dispute if the host state asserts that corruption tainted the investment. When tribunals close their doors to ag-grieved investors, tribunals increase the risks for investors and thus raise the cost of international investment. At the same time, the decision to decline jurisdiction creates a perverse incentive for host states to turn a blind eye to corruption. Together, these distorted incentives hinder developmental goals and undermine the fight against corruption. To correct these problems, this Note proposes a framework to guide arbitral tribunals when faced with a corruption-tainted dispute. Specifically, this Note argues that when both parties participate in corruption, arbitral tribunals should invoke equitable estoppel to accept jurisdiction over the dispute. When considering the corruption claims, investment tribunals should use a contributory-fault approach that evaluates each party’s role in the corrupt act to determine the final award. This framework not only helps align the investment-arbitration and anticorruption regimes but also advances developmental objectives.

Paul is the first author of the NT who stresses the central biblical-theological theme of ‘promise and fulfilment’. He is doing so as apostle of the righteousness of God: the One God remains true to Himself as the ‘God of hope’ (Rom 15.13); sending His son to save the world of sinners He says his ‘Yes’ to all He has given in His grace to His people (2 Cor. 1.20), and He creates the eschatological act of redemption which is radically new in opening the Kingdom of God (Rom 14.17). In the horizon of his theology of justification, Paul discovers what God has promised to Abraham; in the horizon of his theology of promise, he discovers what God fulfils in justifying Jews and Gentiles by their faith. Paul's theology, maturing from Galatians to Romans, gives a good measure for Christian talk of promise and fulfilment in dialogue with the Jews.

This studymeasures Pb (Lead), Cu (Copper), Zn (Zinc) in soil and dominant terestrial plants in tin mined landand Fe (Iron), Al (Aluminum), As (Arsen) in root and shoot of dominant plants in ex-tin mined pond.Dominant species was determined by vegetation analysis of quadrate method. Metals analysis wasconducted using atomic absorption spectrophotometry. Pb in secondary forest (8 ppm), in revegetatedtin mined soil (10,80 ppm) and in 0 year abandoned tin mined soil) (20,70 ppm) exceed qualitystandards. There is no potential of becoming accumulator plant for Pb, Cu, Zn in tin mined land, butSchima wallichii was found potential to be Cu accumulator in secondary forest because it hastranslocation factor (TF)>1. The highest Fe > 2% in shoot and > 3% in roots. Al > 2% in shoot and >3% in root. As was not detected.Keywords: Tin mined soil, Bangka, Metal, Accumulator plants

Coal is a kind of energy that really close to thermal properties. Low rank coal in Indonesia is hardly tobe used as a raw coal. The making of biobatubara briquette is one of a thing people managed to uselow rank coal. In this research talk about the influence of the pressure in making biobatubara briquetteto know the burning characteristic. The analysis is done by using Thermogravimetric Analyzer. Thepressure that used is 75, 100, 125 and150, in kg/cm2 units. The result of this research showed thattemperature of ITVM between 263-269 ºC , ITFC between 271-274 ºC, PT between 397- 404 ºC , BTbetween 288-290 ºC.

As one of the island that producing tin ore mineral (cassiterite), Bangka Island has probably a bigpotential of tin associated mineral that contains radioactive elements like Thorium (Th) and Uranium(U). Th and U can be one of potential future prospect elements expecially for nuclear energy. Th andU elements bearing minerals in Bangka Island not yet exploited. They take out from the tin ore miningand becoming tailing, and then through the surface water flows or shallow sea water as sediment. Thestudy goal is to getting the number of radioactive Th and U elements using surface sediment sampleand then interpretation some part of their spatial distribution form. The Surface sediment data hasbeen collected on 2 sites Kolong in Muntok District West Bangka Regency, 3 sites in MerawangDistrict Bangka Regency, 9 sites in Pangkalpinang City, 2 sites in Central Bangka Regency and 2sites in South Bangka Regency. Chemistry analysis of sediments for identification the presence of Thand U elements. Radioactive element of Uranium (U) almost presence at all shallow surfacesediment 4.842 - 229.2 ppm except nul in 1 sample. Thorium (Th) just presence in a part of sedimentsample. One site as especially case study Kacang Pedang Retention Ponds, shows Th and Uradioactive elements has the heterogenity spatial pattern.

The condition of water, soil and rock in Bangka Belitung University can be one of reference forconservation area and future development. Field observation known that the research location isgrouped into formation of sedimentary is Tanjung Genting Formation. Average pH of water 5,3; TDS41.1 mg/l; TSS 11,1 mg/l and Al content 0,18 mg/l; Fe 0.32 mg/l; Cu 0.14 mg/l taken from groundwaterand surface water samples. Rock samples of static test results obtained that the rocks are acidic butinto the category is uncertain. However, from the paste pH it was found that the pH of rocks is 5,39and this shows that the rocks are not potentially acidic.

Abstract:
The research sites are located in the village of Berambang, Sekotong District, West Lombok Regency,West Nusa Tenggara Province. This area was dominated by volcanic rocks composed of dasiticvolcanic rock, diatrema breccia, and diorite intrusion. Berambang area shows alteration in the form ofpotassic, propylitic, advanced argillic, and argillic alterations where in some places accompanied bypyritisation and stockwork structure, the type of mineralization in this area is a porphyry copper-goldtype. In the potasic alteration zone there are minerals that have a strong anomaly response to themagnetic due to the presence of oxide minerals magnetite (Fe2O3). Mineral sulfides such as pyrite(FeS2) and chalcopyrite (CuFeS2) will also provide significant anomalous responses that have anabundance of 2-5% in the potassic zone. In a propylitic alteration zone characterized by chlorite,calcite and epidote minerals that do not respond to magnetic anomalies, the presence of pyriteminerals, hematites and chalcopyrite with abundance of ≤1% will provide some magnetic anomaly inthe propylitic zone. As for advanceargillic alteration zones characterized by mineral andalusite, aluniteand quartz, there will not be any magnetic anomalies, the phenomena was due to the rarity ofmineralization in this zone gives an insignificant anomalous impact. Meanwhile, for the argillic zonecharacterized by mineral illite, kaolinite and smectite will not have anomalous magnetic impact, veryrare mineralization in the argillic zone so that the magnetic anomaly is not significant. From the floatingEuler 3D shows an anomalous source from a depth of 0 meters to a depth of more than 400 meters.
