Abstract:
Natural history collections are essential for understanding the world’s biodiversity and drive research in taxonomy, systematics, ecology and biosecurity. One of the biggest challenges faced is the decline of new taxonomists and public interest in collections-based research, which is alarming considering that an estimated 70% of the world’s species are yet to be formally described. Science communication combines public relations with the dissemination of scientific knowledge and offers many benefits to promoting natural history collections to a wide audience. For example, social media has revolutionised the way collections and their staff communicate with the public in real time, and can attract more visitors to collection exhibits and new students interested in natural history. Although not everyone is born a natural science communicator, institutions can encourage and provide training for their staff to become engaging spokespeople skilled in social media and public speaking, including television, radio and/or print media. By embracing science communication, natural history collections can influence their target audiences in a positive and meaningful way, raise the profile of their institution, encourage respect for biodiversity, promote their events and research outputs, seek philanthropic donations, connect with other researchers or industry leaders, and most importantly, inspire the next generation of natural historians.

Abstract:
Across OECD nations, public/private partnerships have recently become popular mechanisms in advancing science and technology policies. But Canada has a long tradition of such partnerships. The federal government was involved in the promotion of relations between public research organisations (PROs) and the private sector as early as the start of the twentieth century. In this paper, we trace the evolution of policies promoting the economic utility of public science in Canada. We then present the National Research Council’s Industrial Research Assistance Program (NRCIRAP) and Industry Canada’s Networks of Centres of Excellence (NCE) program as contrasting cases of federal steering. By developing an understanding of these flagship instruments, we seek insight into the wider implications of state intervention in relations between PROs and Canadian industry.

Abstract:
The aim of this investigation is to examine the structure and the content of different social groups’ representations of the human microbiome. We employed a non-probabilistic sample comprising two groups of participants. The first group ( n = 244) included university students. The second group included lay people ( n = 355). We chose a mixed-method approach. The data obtained were processed using IRaMuTeQ software. The results allow us to identify the anchoring and objectification processes activated by the two different groups of interviewees. The results could be useful to those in charge of implementing campaigns aimed at promoting health literacy.

Abstract:
Although the science of global warming has been in place for several decades if not more, only in the last decade and a half has the issue moved clearly into the public sphere as a public policy issue and a political priority. To understand how and why this has occurred, it is essential to consider the history of the scientific theory of the greenhouse effect, the evidence that supports it and the mechanisms through which science interacts with lay publics and other elite actors, such as politicians, policymakers and business decision makers. This article reviews why and how climate change has moved from the bottom to the top of the international political agenda. It traces the scientific discovery of global warming, political and institutional developments to manage it as well as other socially mediated pathways for understanding and promoting global warming as an issue in the public sphere. The article also places this historical overview of global warming as a public issue into a conceptual framework for understanding relationships between society and nature with emphasis on the co-construction of knowledge.

Abstract:
Our work brings together theories and methodologies from public health and the learning sciences to develop a culturally relevant community-based intervention aimed at promoting healthy childhood development. We present our approach to personalising a community-based family intervention to prevent childhood obesity that aims to enhance participants’ agency. We argue that situating obesity within the individual’s multi-layered context not only provides a more robust understanding of the causes, but also generates sustainable options for promoting healthy lifestyles. Our findings emphasise the importance of a situated approach to learning that leverages social systems as a key resource for better navigating the environmental, material and ideational infrastructures that support healthy lifestyles.

Abstract:
The international debate on public sociology has failed to increase our understanding of how we might engage with new publics, particularly potential research publics. Parallel literatures exploring over-research, research fatigue, non-response and public (mis)understanding of sociology can shed light on how underlying boundary disciplinary issues might influence willingness to participate in sociological research. This article explores the case study of parents of people with Rett syndrome, an over-researched group at the centre of competing research discourses following a breakthrough in genetic research. Data from a wider study was used to explore reasons for research participation, non-participation and dropout, including interviews ( n = 20) and a brief survey about reasons for non-response ( n = 58). An individualist perspective led to interpretations of social interventions as stigmatising and refusal to participate. Parent activists fundraising for and promoting genetic research challenged notions of voluntary groups as being receptive to organic public sociology. While individual benefits were experienced, there were signs of research fatigue from multiple approaches. Finally, the close link between social activism and research participation increased the risk of unwitting exploitation, an issue of concern for organic public sociology.

Despite the promotion of public engagement in science, there has been little empirical research on the sociocultural and attitudinal characteristics of participants in science communication activities and the extent to which such individuals are representative of the general population. We statistically investigated the distinctiveness of visitors to a scientific research institution by contrasting samples from visitor surveys and nationally representative surveys. The visitors had more cultural capital (science and technology/art and literature) and believed more in the value of science than the general public, but there was no difference regarding assessment of the levels of national science or of the national economy. A deeper examination of the variations in the visitors’ exhibit-viewing behaviors revealed that individuals with more scientific and technical cultural capital viewed more exhibits and stayed longer at the events. This trend in exhibit-viewing behaviors remained consistent among the different questionnaire items and smart-card records.

The publication in 1959 of Russell and Burch's The Principles of Humane Experimental Technique initiated a new era in the history of the debate between science and animal protection, the era of alternatives. Although Russell and Burch never used the word “alternatives” (speaking instead of the “three Rs”: replacement, reduction, and refinement), and although the animal protection movement was somewhat moribund at the time in both England and the United States, within a decade of the book's publication a number of signs indicating a resurgence of public interest in the issue began to appear. At the same time, increased knowledge and understanding of neurophysiology and ethology heightened scientific awareness of the significance of humane treatment in the laboratory and professionalized laboratory animal science.

The purpose of parks and recreation as well as public health is to seek the highest possible quality of life for individuals and communities. Unfortunately, little discourse has occurred between the parks and recreation and public health professions. This missed opportunity has resulted in an incomplete understanding of the spectrum of issues shared by the fields, a slow transdisciplinary learning curve, and a dearth of knowledge-based linkages between science and practice. The goal of the 2006 Cooper Institute Conference on Parks, Recreation, and Public Health: Collaborative Frameworks for Promoting Physical Activity was to highlight opportunities and advance cooperation between parks, recreation, and public health researchers and practitioners that result in collaborations that influence public health decisions at the macro (agency) and micro (individual) levels. This article introduces the discussion on scientific and practice issues in parks, recreation, and public health. By establishing a baseline of frameworks for strengthening collaboration we hope to improve the health and quality of life through parks and recreation-based physical activity.

Media have both direct and indirect influences on policy, and can, at various times, serve as a contributor to policy, a conduit of policy information, and a mirror to the policy process. Although the scholarly literature acknowledges media's role in the policy process, particularly their ability to affect policymakers directly, systematically push policy alternatives, or influence public opinion, the literature often omits a critical role for media: reflecting the policy process. Mass media are the public's largest source of information on policy, yet the volume and tone of media reporting on policy over time, not to mention what we can learn about public policy through media data, are often overlooked. This dissertation examines how we can use media as a tool to better understand the complexity of public policy narratives, framing and change. It also suggests an approach to using media data as a tool to examine the relationships between policy actors and domains. Using automated content analysis of over 25-years of comparative media data, this dissertation consists of three articles: each makes a contribution to the policy literature, namely in the areas of pension policy, immigration policy, and the literature on issue ownership. When taken together, these articles make a broader contribution to the field's understanding of how framing, language and narrative impact the public's understanding of many facets of the policy process. Results demonstrate the value of understanding media's role as a mirror. Additionally, the approach used can be considered a contribution to the methodological toolkit available to policy and political communications scholars to assist them in better understanding the complex relationships between policy and media.
Les médias ont des effets directs et indirects sur les politiques. À différents moments, les médias peuvent participer à la création et à la diffusion de politiques, tout comme ils peuvent éclaircir le processus d'élaboration de ces politiques. Le rôle des médias dans ce processus, surtout par rapport à leur capacité d'influer sur les décideurs de façon directe, d'avancer systématiquement des politiques de rechange ou d'influencer l'opinion publique, est reconnu dans la littérature spécialisée. Toutefois, on y aborde rarement un autre rôle fondamental des médias, qui est celui de nous faire comprendre le processus de création de politiques. Pour le public, les médias de masse constituent la principale source d'information sur les politiques, mais le volume et le ton des rapports médiatiques à ce sujet au fil du temps – sans oublier les apprentissages sur les politiques publiques que nous pouvons tirer des données des médias – sont souvent négligés. La présente dissertation traite de l'utilisation des médias comme outils pour approfondir notre compréhension du récit, de la formulation et de la modification des politiques publiques. Elle propose également une approche pour appliquer des données médiatiques à l'examen des rapports entre acteurs politiques et domaines. La présente étude s'appuie sur une analyse de contenu automatisée de données comparatives des médias, couvrant une période de plus de 25 ans. Chacune des trois grandes sections de l'analyse apporte une contribution à la littérature spécialisée, en explorant les politiques en matière de pension et d'immigration, ainsi que la question de l'adhésion aux politiques. Dans son ensemble, l'étude renseigne sur la portée de l'expression, du langage et du récit sur la compréhension populaire des nombreux aspects du processus d'élaboration de politiques. Les résultats de l'analyse soulignent l'importance de comprendre le rôle des médias dans la traduction de ce processus. De plus, les chercheurs qui s'intéressent aux politiques et à la communication politique peuvent utiliser l'approche méthodologique proposée pour étudier les rapports complexes entre les politiques et les médias.

Abstract:
Parent-child sexual health communication (PCSHC) can have a positive impact on adolescents’ sexual health choices, outcomes, and capabilities for communicating with others about sexual health. Many parents are hesitant and feel unprepared for and uncomfortable with communicating about sexual health with their children. Other parental factors as well as child factors can impact the quality, frequency, coverage, and effectiveness of PCSHC. Some adolescent sexual health outcomes have improved, however, teen birth rates in the United States are elevated compared to other developed countries and half of all sexually transmitted infection (STI) diagnoses are made to adolescents and emerging adults. This emphasizes the importance of PCSHC as a protective factor for children and opportunity for them to develop understanding and skills for good sexual health decision-making. While challenging to recruit and retain participants, parent sex education programming designed to promote PCSHC can instill a sense of parental necessity and responsibility, and equip parents with knowledge and skills to confidently and successfully engage their children. The theory of planned behavior (TPB) provided the framework for this mixed methods study designed to learn more about PCSHC, differences in PCSHC based on gender of children, parental beliefs about PCSHC, intentions for and actual engagement in PCSHC. Included in the literature review for this study is a systematic review of literature focused on parent education programming designed to improve PCSHC. Parents of children in grades 4 – 11 completed a pencil/paper or an electronic Qualtrics baseline survey containing questions about their perceptions of and engagement in PCSHC. The quantitative data collection instrument included items measuring TPB constructs of behavioral, normative, and control beliefs, intentions for and actual engagement in PCSHC and condom use instruction delivery, communication openness, communication ability, sexual health topics discussed with children, and respondents’ demographics Many of the respondents (N = 205) were residents of the program target community, Winchester/Clark County, Kentucky, and were eligible to participate in parent programming, as were all residents that were parents of children in grades 4 – 11. The program, I’ll Have a Side of Sex Education, was designed as a six-week series of 50 minute lunch time sessions with the intention to improve parents’ sense of comfort, confidence, and skills in communicating with their children in general, and particularly about sexual health. Of the 205 parents who completed the baseline survey, 50 enrolled in and attended some or all of one of five offerings of the six-week parent education series and were invited to complete a post-program and six-week follow up surveys. Post-program data were collected with a paper- pencil survey and six-week follow up data were collected with a Qualtrics survey. The systematic review of parent sex education literature provided insight into components of programming related to successful program delivery and positive parental outcomes. The systematic analysis of the baseline data including examining PCSHC factors from the parental perspective and how these related to the gender of children and determining the usefulness of the TPB constructs for understanding PCSHC Results of Chi-square tests of mean differences showed a significant difference in parents actually providing their children with instructions for correct condom usage, χ2(2, N = 203) = 6.96, p = 0.03, and MANOVA results revealed the degree to which parents address certain sexual health topics with their children related to the gender of their children. Results of logistic regression showed behavioral beliefs having the greatest predictive power of parents’ intentions to give condom use instructions (p < 0.01) and actual delivery of condom use instructions (p = 0.04) and engagement in PCSHC, generally (p = 0.03). The current study contributes to the greater body of literature addressing parental and child factors related the promotion, delivery, and effectiveness of PCSHC and parent education programming designed to improve the quality, frequency, and impact of PCSHC. Its findings expand our understanding of how gender of children and parental beliefs relate to PCSHC and lend themselves to the consideration of the greater social influences impacting parents’ ability and motivation to engage their children in communication about sexual health. Differences in communication based on gender of children signal to a double standard in the messaging about sexual health and behaviors related to gender and these discrepancies leave adolescents and emerging adults, both males and females, vulnerable at worst to poor sexual health choices and outcomes and at least to being undereducated about sexual health topics. Although these findings give little support for the overall TPB model contributing to the understanding of parental intentions and behavior related PCSHC, the relationship between behavioral beliefs informed by attitudes about the value of PCSHC and parental intentions and behaviors does provide insight to health promoters and educators. Assessing parental attitudes toward PCSHC and tailoring messages and educational opportunities that may improve these attitudes and motivate parents to engage in and seek support for effective PCSHC holds promise. The piloting of a parent education program adapted from a previously evaluated parent sex education programming and the summative evaluation offered by participants gives support for efforts on the part of health promotion and education professionals to invest time, energy, and resources into program design and delivery and recruitment and retention of parents.

Abstract:
The President of the United States sets the tone for policy and has significant power in adopting and implementing policy. Despite this acknowledged power, prior studies, have not examined whether or not agency theory is predictive of voting in U.S. presidential elections. Agency theory is important in the scope of voting behavior as it identifies the relationships which support significance in practicing the activity. This correlational study examined the statistical impact of personal agency, social agency, and sociocultural agency on predictive voting behavior. This study used secondary data originally collected between 1956 and 2008 by the American National Election Study through a multistage probability design that yielded a survey of 28,000 individuals. A single, combined model was created from variables measuring personal, social, and sociocultural agency on the dependent variable of voting to test which type of agency had the highest predictive power on voting. The outcome of a logistic regression analysis demonstrated that sociocultural and personal agency, but not social agency, were statistically powerful predictors of voting (p < .05). These findings suggest that an individual's personal perceptions and cultural status influence their likelihood to vote, but that their social units do not. These findings suggest that efforts to increase turnout by members of sociocultural groups that are less likely to vote should focus on increasing personal agency. This study promotes positive social change by empowering the design of more effective get-out-the-vote campaigns to increase voter participation, especially among the underrepresented.

This thesis focuses on the development of machine learning and natural language processing methods and their application to large, text-based open government datasets. We focus on models that uncover patterns and insights by inferring the origins of legal and political texts, with a particular emphasis on identifying text reuse and text similarity in these document collections. First, we present an authorship attribution model on unsigned U.S. Supreme Court opinions, offering insights into the authorship of important cases and the dynamics of Supreme Court decision-making. Second, we apply software engineering metrics to analyze the complexity of the United States Code of Laws, thereby illustrating the structure and evolution of the U.S. Code over the past century. Third, we trace policy trajectories of legislative bills in the United States Congress, enabling us to visualize the contents of four key bills during the Financial Crisis. These applications on diverse open government datasets reveal that text reuse occurs widely in legal and political texts: similar ideas often repeat in the same corpus, different historical versions of documents are usually quite similar, or legitimate reasons for copying or borrowing text may exist. Motivated by this observation, we present a novel statistical text model, Probabilistic Text Reuse (PTR), for finding repeated passages of text in large document collections. We illustrate the utility of PTR by finding template ideas, less-common voices, and insights into document structure in a large collection of public comments on regulations proposed by the U.S. Federal Communications Commission (FCC) on net neutrality. These techniques aim to help citizens better understand political processes and help governments better understand political speech.

AbstractThe purpose of this chapter is to illuminate different understandings of the concept of dignity and to discuss how we can make use of this knowledge to enhance human health. Dignity is viewed as a universal concept in health sciences and a feature necessary to promote health and alleviate suffering related to sickness and impending death. The ideas presented in this chapter are founded in a caring science paradigm where the human being is considered as a unique entity consisting of body, soul, and spirit. Caring science as referred to in this chapter has its scientific foundation in Gadamer’s ontological hermeneutics.Dignity is described in a historical perspective, and different meanings of dignity are clarified. Since health and dignity relate to one other, we have clarified the concept of health employing the texts of the Finnish theoretician Katie Eriksson. In order to illuminate the perspective of health promotion, we have also briefly described health in a salutogenic perspective according to the medical sociologist Aron Antonovsky. In clarifying dignity, the texts of well-known researchers from the Nordic countries and UK were employed. In reflecting on how we can make use of the knowledge of dignity and indignity to promote health, we have considered this matter in light of results of a major Scandinavian study. The main purpose of this study was to explore dignity and indignity of patients in nursing homes from the perspective of patients, family caregivers, and health personnel. The testimonies presented in this section are further interpreted employing mainly caring science and philosophical literature. Lastly, a short summary of some public policy efforts with the aim to preserve human dignity is offered.

Background: Numerous studies have shown the adverse effects of maternal depression, which impacts both mother and child as well as can lower the maternal-fetal attachment. However, during pregnancy, a pregnant woman tends to practice healthier behavior to improve her health and the baby. A gap remains in our understanding of the effect of health behavior as the variable which influences the relationship between depression and maternal-fetal attachment. This study aimed to investigate the mediating effect of healthy behavior on the relationship between maternal depression and maternal-fetal attachment. Subjects and Method: A cross sectional study was conducted at Community Health Centers in Surakarta, from July to September 2019. A sample of 224 pregnant women was selected for this study. The dependent variable was a healthy lifestyle. The independent variable was depression and maternal-fetal attachment. Depression was measured by Edinburgh Postpartum Depression Scale (EPDS). The data were analyzed by Hayes’ process mediation analysis. Results: Health-promoting lifestyle totally mediated the relationship between maternal depression and maternal-fetal attachment (b= -0.25; SE= 0.10; 95% CI= -0.47 to 0.05). Conclusion: Health-promoting lifestyle and behavior mediates the relationship between maternal depression and maternal-fetal attachment. Fuel cells are seen by the general public as a new and potentially risky energy source, despite their long history of reliable operation. Fuel cells have been applied in critical applications since their deployment in NASA’s Gemini missions in the mid-1960’s. They are still being used in today’s space shuttles to provide electrical power and drinking water. Over the past decade hundreds of stationary systems have been installed in commercial applications for primary, backup and supplemental power. To promote a better understanding of the benefits of fuel cells, a wider dissemination of real world performance data is needed to show the efficiency, reliability and economic reality of fuel cells. Fuel cell performance is of special interest to the mission critical data center industry, which is slowly considering blending conventional and alternative power sources. Fuel cells are a cleaner and more efficient alternative to grid-supplied electricity in addition to being a viable alternative to batteries and diesel generators for backup power. In areas with poor grid reliability or other power quality issues, fuel cells can be used as the primary power source to provide high quality prime power while the grid provides backup and supplemental power. Waste heat from the fuel cells may be captured and used for space heating or hot water production, or used in absorption chillers to provide air-conditioning for server rooms. With a well-designed heat recovery system, the overall combined heat and power efficiency of a fuel cell installation can approach 90%. This paper will discuss the implementation and applications of the web-based fuel cell monitoring system currently being deployed across Connecticut to promote fuel cell technology awareness and highlight their economic benefits. This monitoring system is being used as a proof-of-concept demonstration that is expected to drive technology adoption in the very competitive and critical private sector data center industry. The monitoring system is already providing publicly accessible data on fuel cell performance via the Internet, and can be used to analyze real-world fuel cell performance data from a wide variety of applications as the system is expanded across the state.

A comprehensive understanding of the secular trends in physical activity of children and adolescents is necessary for public health, due to the significant impact of this factor on health. Regardless of body weight, cardiorespiratory endurance in children is associated with multiple metabolic risk factors, and adolescents with low values ​​of cardiorespiratory endurance are more likely to develop hypertension in adulthood, even with a normal body mass index. The level of motor abilities during childhood and adolescence has been identified as a significant factor influencing the overall daily level of physical activity and maintaining normal body weight values ​​in adulthood. Physical education classes should play a key role in improving the physical activity of children and adolescents because they represent a social impact that encompasses the widest part of the population of the appropriate chronological age. Promoting a healthy lifestyle through finding effective ways to maintain physical activity, within the recommended limits for children and adolescents, is essential for the future of the population and has a tremendous economic, social and demographic impact on the future of each country.

As K12 computer science education is expanding nationwide, school districts are challenged to find qualified computer science teachers. It will take many years for schools of education to produce a sufficient number of certified computer science teachers to meet the demand. In the interim courses like Exploring Computer Science (ECS) can fill the gap. ECS is designed to provide a robust introduction to computer science and the accompanying professional development is structured such that a college level understanding of computer science is not required. This brief summarizes research with 20,000 Chicago Public Schools high school students and their teachers to test the claim that the ECS professional development can provide an adequate preparation for teaching ECS. The results provide strong evidence that full completion of the ECS professional development program by teachers from any discipline leads to much higher student outcomes, independent of whether a teacher is certified in computer science.

Participating in the exemplar landscapes of the Developing and Promoting Market-Based Agroforestry and Forest Rehabilitation Options for Northwest Vietnam project has had positive impacts on ethnic women, such as increasing their networks and decision-making and public speaking skills. However, the rate of female farmers accessing and using project extension material or participating in project nurseries and applying agroforestry techniques was limited. This requires understanding of the real needs and interests grounded in the socio-cultural contexts of the ethnic groups living in the Northern Mountain Region in Viet Nam, who have unique social and cultural norms and values. The case studies show that agricultural activities are highly gendered: men and women play specific roles and have different, particular constraints and interests. Women are highly constrained by gender norms, access to resources, decision-making power and a prevailing positive-feedback loop of time poverty, especially in the Hmong community. A holistic, timesaving approach to addressing women’s daily activities could reduce the effects of time poverty and increase project participation. As women were highly willing to share project information, the project’s impacts would be more successful with increased participation by women through utilizing informal channels of communication and knowledge dissemination. Extension material designed for ethnic women should have less text and more visuals. Access to information is a critical constraint that perpetuates the norm that men are decision-makers, thereby, enhancing their perceived ownership, whereas women have limited access to information and so leave final decisions to men, especially in Hmong families. Older Hmong women have a Vietnamese (Kinh) language barrier, which further prevents them from accessing the project’s material. Further research into an adaptive framework that can be applied in a variety of contexts is recommended. This framework should prioritize time-saving activities for women and include material highlighting key considerations to maintain accountability among the project’s support staff.

This study examines the collaborative processes the Chicago Alliance for Equity in Computer Science (CAFÉCS) uses to conduct and use research. The CAFÉCS RPP is a partnership between Chicago Public Schools (CPS), Loyola University Chicago, The Learning Partnership, DePaul University, and University of Illinois at Chicago. Data used in this analysis comes from three years of evaluation data, and includes an analysis of team documents, meeting observations, and interviews with 25 members of the CAFÉCS RPP team. The analysis examines how three problems are being investigated by the partnership: 1) student failure rate in an introductory computer science course, 2) teachers’ limited use of discussion techniques in an introductory computer science class, and 3) computer science teacher retention. Results from the analysis indicate that the RPP engages in a formalized problem-solving cycle. The problem-solving cycle includes the following steps: First, the Office of Computer Science (OCS) identifies a problem. Next, the CAFÉCS team brainstorms and prioritizes hypotheses to test. Next, data analysis clarifies the problem and the research findings are shared and interpreted by the entire team. Finally, the findings are used to inform OCS improvement strategies and next steps for the CAFÉCS research agenda. There are slight variations in the problem-solving cycle, depending on the stage of understanding of the problem, which has implications for the mode of research (e.g hypothesis testing, research and design, continuous improvement, or evaluation).

The National Research Foundation (NRF) requested the Academy of Science of South Africa (ASSAf), on behalf of South African Radio Astronomy Observatory (SARAO) and the Square Kilometre Array (SKA), to undertake an independent and objective evaluation of potential alternative telecommunication technologies for the areas of the Karoo Central Astronomy Advantage Areas (KCAAA). The study encompasses regulatory, public sphere, and technical dimensions to explore options for maintaining the functionality of the telescope while, at the same time, delivering appropriate connectivity solutions for local communities.The objectives of this study are as follows: 1) Assess the technologies currently being, or planning to be, deployed through existing alternative communications programs managed by SARAO, including whether these technologies are comparable with market available technologies that could feasibly be deployed in the KCAAA; and 2) Assessment of current and future telecommunication technologies that may act as suitable replacement and/or improvement (functional and feasible) for existing detrimental technologies, utilised in the KCAAA. This report provides a critical background into the relationship between the SKA and local communities as it relates to ICTs in the area. Based on this understanding, potential technology solutions are proposed to ensure residents of the KCAAA are still afforded valuable access to information and communication technologies (ICTs) within the parameters of affordability, desirability and feasibility.

Why research Palaeolithic and Mesolithic Scotland? Palaeolithic and Mesolithic archaeology sheds light on the first colonisation and subsequent early inhabitation of Scotland. It is a growing and exciting field where increasing Scottish evidence has been given wider significance in the context of European prehistory. It extends over a long period, which saw great changes, including substantial environmental transformations, and the impact of, and societal response to, climate change. The period as a whole provides the foundation for the human occupation of Scotland and is crucial for understanding prehistoric society, both for Scotland and across North-West Europe. Within the Palaeolithic and Mesolithic periods there are considerable opportunities for pioneering research. Individual projects can still have a substantial impact and there remain opportunities for pioneering discoveries including cemeteries, domestic and other structures, stratified sites, and for exploring the huge evidential potential of water-logged and underwater sites. Palaeolithic and Mesolithic archaeology also stimulates and draws upon exciting multi-disciplinary collaborations. Panel Task and Remit The panel remit was to review critically the current state of knowledge and consider promising areas of future research into the earliest prehistory of Scotland. This was undertaken with a view to improved understanding of all aspects of the colonization and inhabitation of the country by peoples practising a wholly hunter-fisher-gatherer way of life prior to the advent of farming. In so doing, it was recognised as particularly important that both environmental data (including vegetation, fauna, sea level, and landscape work) and cultural change during this period be evaluated. The resultant report, outlines the different areas of research in which archaeologists interested in early prehistory work, and highlights the research topics to which they aspire. The report is structured by theme: history of investigation; reconstruction of the environment; the nature of the archaeological record; methodologies for recreating the past; and finally, the lifestyles of past people – the latter representing both a statement of current knowledge and the ultimate aim for archaeologists; the goal of all the former sections. The document is reinforced by material on-line which provides further detail and resources. The Palaeolithic and Mesolithic panel report of ScARF is intended as a resource to be utilised, built upon, and kept updated, hopefully by those it has helped inspire and inform as well as those who follow in their footsteps. Future Research The main recommendations of the panel report can be summarized under four key headings:  Visibility: Due to the considerable length of time over which sites were formed, and the predominant mobility of the population, early prehistoric remains are to be found right across the landscape, although they often survive as ephemeral traces and in low densities. Therefore, all archaeological work should take into account the expectation of Palaeolithic and Mesolithic ScARF Panel Report iv encountering early prehistoric remains. This applies equally to both commercial and research archaeology, and to amateur activity which often makes the initial discovery. This should not be seen as an obstacle, but as a benefit, and not finding such remains should be cause for question. There is no doubt that important evidence of these periods remains unrecognised in private, public, and commercial collections and there is a strong need for backlog evaluation, proper curation and analysis. The inadequate representation of Palaeolithic and Mesolithic information in existing national and local databases must be addressed.  Collaboration: Multi-disciplinary, collaborative, and cross- sector approaches must be encouraged – site prospection, prediction, recognition, and contextualisation are key areas to this end. Reconstructing past environments and their chronological frameworks, and exploring submerged and buried landscapes offer existing examples of fruitful, cross-disciplinary work. Palaeolithic and Mesolithic archaeology has an important place within Quaternary science and the potential for deeply buried remains means that geoarchaeology should have a prominent role.  Innovation: Research-led projects are currently making a substantial impact across all aspects of Palaeolithic and Mesolithic archaeology; a funding policy that acknowledges risk and promotes the innovation that these periods demand should be encouraged. The exploration of lesser known areas, work on different types of site, new approaches to artefacts, and the application of novel methodologies should all be promoted when engaging with the challenges of early prehistory.  Tackling the ‘big questions’: Archaeologists should engage with the big questions of earliest prehistory in Scotland, including the colonisation of new land, how lifestyles in past societies were organized, the effects of and the responses to environmental change, and the transitions to new modes of life. This should be done through a holistic view of the available data, encompassing all the complexities of interpretation and developing competing and testable models. Scottish data can be used to address many of the currently topical research topics in archaeology, and will provide a springboard to a better understanding of early prehistoric life in Scotland and beyond.
