Abstract:
A national survey of newspaper editors examined how editors view the importance of different criteria in selecting foreign news to run. Results show that editors considered these factors important in making choices: threat to the United States and world peace, anticipated reader interest, timeliness, and U.S. involvement. Editors also regarded loss of lives and property as important but less so than other factors. Most editors appear to focus more on factors having significant impact or consequences, especially when American security and national interest are involved. Canonical correlational analysis indicates that editors' perceptions of foreign news factors are determined by individual differences and organizational constraints in the newsroom.

Intellectual property Rights (IPRs) is protected by different systems of laws. Journals must choose a definitive form of systems. Some Blackwell journals use copyright system and some Blackwell use license from authors. Now a days online journals are using creative common licenses. Under creative common license journals are open access, allowed to download, copy, distribute, and display derivative works with proper attribution to author or owner for noncommercial purpose at a free cost. Education on IPRs will support to comprehend ones rights, professional code of conduct and the doctrine of "fair use" in publication. One cannot do anything with once writing. Researchers, academic, editors and readers must have the basic knowledge on who owns the rights in a publication and what users can do with the publication by law.

Abstract:
Andean weavings show patterns with intersecting warps in the textile's top view. These cannot be represented as a rectangular grid-like structure (rectilinear weave). A systematic description is essential for enabling weavers to document and secure intellectual property rights, and for preserving their rich cultural heritage. We present a linked data structure for modelling non-rectilinear as well as rectilinear weaving patterns, different from both a grid and a topological representation. We have implemented two editors using the same data structure for two classes of users (non-weaver users and weavers of warp-faced textiles). We describe the data structure and compare the operator sets of the two editors to access it. We give a first evaluation of the editors by showing how they can be used to model the complex structures of real-world textiles.

In the article the author presents the main stages and certain episodes of the struggle inside the ruling elite in the Russian Empire starting with 1820-ies and up to 1880-ies. The author studies the activity of the two main directions (groups) in Russian political elite, – nationally oriented and cosmopolitan ones, - who struggled for control over periodical press and public opinion. Ht pays special attention to the participation in this struggle of the III Section of His Majesty Imperial Chancellery, of S.S. Uvarov and other directors of the Ministry of National Education, of the Minister of Internal Affairs L.P. Perovsky and the Minister of State Property P.D. Kiselev. The author also examines the role in this struggle of certain official and private editions, their editors and publicists.

We investigated physical changes over three versions in the production of the short historical drama, Woman with an Editing Bench (2016, The Physical TV Company). Pearlman, the film’s director and editor, had also written about the work that editors do to create rhythms in film (Pearlman 2016), and, through the use of computational techniques employed previously (Cutting et al. 2018), we found that those descriptions of the editing process had parallels in the physical changes of the film as it progressed from its first assembled form, through a fine cut, to the released film. Basically, the rhythms of the released film are not unlike the rhythms of heartbeats, breathing, and footfalls—they share the property of “fractality.” That is, as Pearlman shaped a story and its emotional dynamics over successive revisions, she also (without consciously intending to do so) fashioned several dimensions of the film— shot duration, motion, luminance, chroma, and clutter—so as to make them more fractal.

Esta dissertação tem como objetivo identificar e analisar os principais debates no contexto histórico que antecedeu a votação da primeira lei de direitos autorais no Brasil, em meados de 1898. Devido à abrangência do tema, a pesquisa debruçou-se sobre o direito autoral literário. Esse debate se processou de forma intermitente, ao longo da segunda metade do século XIX, envolvendo alguns nomes da política e da literatura nacional. Nesse sentido, o pilar central do trabalho pautou-se na análise de projetos de lei e debates registrados em Anais da Câmara dos Deputados, ou seja, de iniciativas e atos de fala formulados sobre autoria e suas circunstâncias morais e econômicas. A fim de contribuir para a contextualização do debate político sobre direitos autorais, foi analisada brevemente a relação entre o escritor de textos literários e o editor. Recorrendo a crônicas, contratos de edição, recibos e processos judiciais, pretendeu-se enriquecer a discussão sobre posicionamentos e práticas dessas duas personagens históricas. O viés interpretativo, embasado na análise dessas fontes, possibilitou pensar a dimensão que a discussão sobre os direitos autorais assumiu no respectivo período. Longe de ter sido um debate restrito ao mundo literário e editorial, ele ganhou o espaço político, trazendo à tona experiências, expectativas e contradições.<br>This paper aims at identifying and analyzing the most relevant debates in the historical context preceding the voting of the first copyright law in Brazil by the year of 1898. Owing to the large scope of the theme, this paper will focus on literary authorial rights. This debate was recurring throughout the second half of the nineteenth century among names from national politics and literary world. The core of this paper is the analysis of bills and debates recorded in annals of the House of Representatives in Brazil (Câmara dos Deputados), thus, initiatives and speeches formulated on authorship and its moral and economic circumstances. The relationship between the writer of literary content and their editors was briefly analyzed to contextualize the political debate on authorial rights. Chronicles, publishing contracts, receipts, and law suits were added to help enriching the discussion on the positioning and practices of these two historical figures. The interpretation and analysis of this data enables a reflection on the extents of the discussion on copyright at the given period. It was far from being a debate restricted to those involved in the literary and editing reality. The debate gained the political sphere bringing forth experiences, expectations, and contradictions.

Abstract:
Regardless of ‘bear’ or ‘bull’ markets, the great Australian dream remains to own your own home. Central to this dream of home ownership is unflagging interest in the property market, reflected in bulging real estate news sections of newspapers in South East Queensland, the focus area for this thesis research. While there has been much scholarly research into other areas of public relations spin and its impact on news-gathering processes, there appears to be next to no research on real estate spin, how it is prepared and by whom, and journalism’s attitude to and the managing of the spin. Real estate spin remains an under-researched topic requiring further investigation not only in South East Queensland but Australia-wide given the ‘big bucks’ allotted to the promotion of real estate and the income it generates for news media outlets, particularly newspapers. This thesis examines the influence of public relations practitioners and journalists specialising in real estate spin through interviews, content analysis, and how real estate spin envelopes itself in today’s society. From content analyses and observations of journalism in the real estate rounds of the two major newspapers in South East Queensland, I found that journalists were using massive quantities of real estate spin supplied by PR practitioners and other associated industry sources. This spin is supplanting investigative newsroom journalism, thus allowing newspapers to operate with minimal staffing levels yet still able to publish large weekly real estate news sections. My research also revealed growing commercialisation of real estate news through increasing outsourcing of journalistic work to a writing bureau, which could jeopardise both the professions of journalism and public relations in the future.

AbstractAlthough it has never been a real top priority, road safety is an important issue in the Netherlands and much progress has been made. In the last 50 years, the country experienced an enormous growth in population (+30%) and in kilometers travelled (+300%), but the mortality rate dropped by 80%. Many effective interventions were taken. Over time, new insights in traffic risks and causes of crashes led to the adoption of a new road safety vision in the early 1990s: Sustainable Safety, the first attempt worldwide of a Safe System approach (1992). This vision was inspired by the UN-Brundtland report Our Common Future (1987) and applied to road safety. Its basis originated in the knowledge and experiences in the decades before.In a sustainably safe road transport system, risks of crashes and serious injuries are drastically reduced or even eliminated by an infrastructure that is adapted to the limitations of human capacity by proper road design, by vehicles fitted with ways to simplify the tasks of man and constructed to protect the vulnerable human being as effectively as possible, and by road users who are adequately educated, informed, and, where necessary, controlled. If crashes still do occur, serious injuries must be excluded. The vision Sustainable Safety has been translated into a set of characteristics and into Sustainable Safety principles.Sustainable Safety was welcomed by Dutch road safety professionals and received great political support. A massive implementation program was initiated and carried out as from 1995. Many stakeholders were engaged. An evaluation study covering the period 1998–2007 revealed a 30% reduction in the number of fatalities. Benefits of the investments were four times higher than costs. Sustainable Safety empowered and strengthened the Dutch road safety research community and heavily influenced the discourse on road safety in the country.As from 2000, several developments (a different planning structure of road transport, less political priority for road safety – perhaps as a result of successes in the past – and decentralization of policies) caused that Sustainable Safety became less prominent and safety effects less visible. However, the vison and the principles remain a solid basis for making progress towards a casualty-free road transport system and to respond to new developments, such as a changing demography, changing transport modes and traffic patterns, and new technologies. Two more editions have been published (2005 and 2018). Results and impacts are being discussed.

Competing newspapers, after all, tend to publish the same information in agiven time frame. However, each editor tends to aggregate and present thenews according to certain criteria such as editorial policies, filteringstrategies, readers base, etc. Thus, the proper choice and filtering ofinformation makes one newspaper different from the other and, the propermanagement of such criteria, may deem the success or failure of a newspaper.From the editor’s perspective, the news selection process is a trade-offbetween informativeness and attractiveness, as determined by the readership.Could there be an optimal balance between these two conflicting forces?Moreover, is it possible that cultural and political inputs from social mediamay impact the news selection process?Political news on social networks represent nowadays a valuable informativeasset that gives the possibility to correlate newspaper information with publicrequest expressed on social networks. Abstract:
Electronic publishing has a particularly significant application as a graphic product in the publication of some products such as books and newspapers that have traditionally been essential products of newspaper printing, book printing and the like. In the electronic publication of newspapers, there are certain templates that are related to the identity of the publisher. There is a number of published and printed editions of newspapers that were published before the introduction of electronic editions. Newspapers stick to tradition and try to transfer printed editions to electronic ones, that is, to do the so-called digitalization. The process of digitization is a complex and extensive work consisting of analysis and proper preparation of the transformation into a bit of a mapped image with the help of reproduction devices, rearranging and arranging data with OCR software, creating metadata, database management and web application development. As current products of graphic production, multimedia appears as a set of different media that affect the human senses. Procedures for digitalization of graphic products with essential elements are necessary, and various software tools are needed for the realization of the process. This paper points out the most important segments of previously mentioned procedures.

With the purpose of attracting clicks, online news publishers and editors use diverse strategies to make their headlines catchy, with a sacrifice of accuracy. Specifically, a considerable portion of news headlines is ambiguous. Such headlines are unclear relative to the content of the story, and largely degrade the reading experience of the audience. In this paper, we focus on dealing with the information gap caused by the ambiguous news headlines. We define a new task of explaining ambiguous headlines with short informative texts, and build a benchmark dataset for evaluation. We address the task by selecting a proper sentence from the news body to resolve the ambiguity in an ambiguous headline. Both feature engineering methods and neural network methods are explored. For feature engineering, we improve a standard SVM classifier with elaborately designed features. For neural networks, we propose an ambiguity-aware neural matching model based on a previous model. Utilizing automatic and manual evaluation metrics, we demonstrate the efficacy and the complementarity of the two methods, and the ambiguity-aware neural matching model achieves the state-of-the-art performance on this challenging task.

The use of CRISPR/Cas9 has been successfully applied in various plant species to induce targeted genome editing, including soybean. Soybean is recalcitrant to transformation and thus, plants with stable CRISPR gene edits are costly and take a long time to produce. Moreover, soybean is allotetraploid and editing paralogous genes are often necessary to obtain observable phenotype(s). For each gene target, we designed two gRNAs to increase editing efficiency and allow rapid genotyping by PCR. We also tested the CRISPR reagents in transient hairy root transformation to determine if the Cas9 and gRNAs would perform properly in transgenic soybean plants. Our results showed that we can indeed obtain highly efficient, cost-effective CRISPR/Cas editing in soybean to generate novel genotypes for gene discovery and downstream field propagation and breeding efforts. Examples of CRISPR-edited genes and their associated seed traits will be discussed.

The Heat Exchange Institute (HEI) Standards for Steam Surface Condensers are used to design and predict the performance of condensers for power plant applications. Since their inception, the Standards have undergone numerous changes to incorporate technological advances and revisions to various factors based on testing and operating experiences. Admiralty and copper-nickel (CuNi) tubes were very popular until the 1970’s. Subsequently, increasing concerns with the use of copper-based alloys in nuclear power plants as well as other factors led to specification and use of stainless steel (SS) and titanium. The first condenser designed with titanium tubes was put into service in 1977. In 1978, the HEI published the seventh edition of the HEI Standards for Steam Surface Condensers. The eighth edition was issued in 1984 followed by Addendum 1 in 1989. The ninth edition was issued in 1995 and Addendum 1 to the ninth edition was published in 2002. Notable differences between the ninth and seventh editions include: higher circulating water inlet temperature correction factors below 70.0 °F; for Admiralty, higher tube material and gauge correction factors for tube wall gauge below 16 BWG and lower values above 20 BWG; for 90/10 CuNi and 304 SS, higher tube material and gauge correction factors for tube wall gauge between 12 BWG and 24 BWG; and, for titanium, higher tube material and gauge correction factors for tube wall gauge above 18 BWG. Depending upon the tube diameter, material, wall gauge and the correction factors used for a specific condenser application and its operating range, there could be substantial deviations in predicted condenser performance and associated impact on output. Using a case study, this paper examines the use of the correction factors from the seventh and ninth editions in power plant condenser performance predictions. It provides recommendations for developing proper benchmarks and for ensuring optimum condenser performance.

The experimentation process is one of the main means of science to evaluate theories based on hypothesis. Science evolves most taking into account the performing of controlled experiments, thus providing trust evidence for different research fields. However, for the Digital Forensics (DF) field, formal controlled experimentation has been neglected over the years. In a recent systematic mapping of the literature, we found more than 200 experiments with few formalization of their procedures, thus jeopardizing its evidence reliability and the capacity of reproducibility. Therefore, this paper provides early steps to specify an ontology for supporting proper planning, conducting, and dissemination of DF controlled experiments. The ontology has as a basis a conceptual model created to specify the main elements of an experiment. We adopted the Uschold and King approach to develop such an ontology. We first designed the ontology with the protégé ontology editor, as it organizes knowledge. In addition, the WebVOWL tool was also used from the json file generated in the protegé tool, as this aids at the construction of a dynamic visual identity for the ontology. As general results, we understand that despite the number of ontologies in the literature being relevant, few present a structure that satisfies a relation of similar objects for their properties, in addition do not covering the context of a DF experiment. Therefore, despite the ontology construction is in its early stages, it is expected that it will shad light to the field of experimentation in DF throughout a hierarchy and formalized process.

The Heat Exchange Institute (HEI) Standards for Steam Surface Condensers were promulgated to design and predict the performance of surface condensers for power plant applications by providing basic overall tube bundle heat transfer rates and correction factors to be applied to account for different tube diameters, wall thicknesses (BWG), tube materials, circulating water inlet temperatures and, average water velocities. From 1958 to 1973, nonferrous alloys were generally the tube materials of choice for steam power plant surface condenser service. By the time the 7th edition of the HEI Standards was issued in 1978, concerns with corrosion and other issues with nonferrous tubing materials had led to increased specification of stainless steel while titanium was still in its infancy. Since then, operational experience gained with stainless steel and titanium coupled with technological advances in these materials have resulted in revisions and incorporation of additional correction factors in subsequent editions of the HEI Standards for Steam Surface Condensers. The latest edition (11th edition) was issued in October 2012. Significant developments in the HEI heat transfer correction factors since issuance of the 7th edition pertain to stainless steel and titanium. Using a case study, this paper analyzes the impact of developments in HEI heat transfer correction factors on steam surface condenser performance and operation with focus on admiralty, austenitic, super-austenitic and super-ferritic stainless steels as well as titanium tube materials. The paper examines how changes in the correction factors affect condenser performance and plant operation. It highlights the importance of using and validating the proper correction factors to predict and ensure optimum condenser performance and operation.

Les situacions d’exclusió social han tendit a concentrar-se en aquelles àrees&#x0D; urbanes que pateixen majors processos de degradació, amb una qualitat de vida i unes oportunitats&#x0D; econòmiques sensiblement inferiors a la del conjunt urbà més proper.&#x0D; Per treballar en favor d’un model de desenvolupament urbà sostenible i socialment més just, així com per&#x0D; donar resposta als reptes i necessitats especials dels barris amb dificultats, s’estan implementant, en&#x0D; diferents ciutats europees, respostes conegudes com programes d’intervenció integral. Situations of social exclusion have tended to concentrate in urban areas that&#x0D; have suffered major processes of degradation and which have levels of quality of life and economic&#x0D; opportunity that are appreciably inferior to those of their nearest urban neighbours.&#x0D; Several European cities are currently working towards the creation of a model of sustainable and more&#x0D; socially just urban development and towards providing responses to the challenges and special needs of&#x0D; neighbourhoods with difficulties. This initiative forms part of what are known as integrated intervention&#x0D; programmes. These programmes explicitly share the will to take appropriate action to influence the many&#x0D; variables that configure and explain situations of urban marginality. They do not only propose interventions&#x0D; aimed at physically transforming space, but also dedicate special attention to the different factors that&#x0D; interact to determine the social and economic configuration of urban space.&#x0D; The integrated approach implies improving on the classical model of sectorial division. The elements that&#x0D; channel public responses are not responsibility and competence frontiers, but rather the deficits and&#x0D; opportunities manifested by a given urban area.&#x0D; This new model for intervention has gained increasing protagonism, both in the political agendas of&#x0D; various European states and regions and in the European Union itself. In 1994, the EU established the&#x0D; URBAN Community Initiative. The general objectives of this programme were related to the need to take&#x0D; measures against the loss of quality of life in certain parts of cities and to take action to promote the&#x0D; socioeconomic and environmental revitalisation of urban areas with difficulties. To date, two editions of&#x0D; URBAN (1994-1999 and 2000-2006) have permitted the co-financing of 188 programmes in 15 EU&#x0D; member states.&#x0D; In this communication, we will present the results of research relating to the URBAN Community Initiative,&#x0D; specifically focusing our attention and analysis on the model for urban reality that it proposes. This model&#x0D; is characterised by the way in which social, economic and environmental questions are addressed from an&#x0D; integrated approach, which serves as a mechanism for providing better responses to local problems.&#x0D; Finally, we will analyse the impact that the URBAN has achieved, using case studies based on British,&#x0D; Spanish, French and Italian cities as indicators in this analysis.

The thematic structure of magazines, which is inferior the association of different on age, is considered, by vital experience and professional orientation of people in the conditions of the forced emigration, paid regard to graphic registration of magazines, which, without regard to absence of the proper publisher-polydiene bases, marked structuralness and expressiveness. A repertoire of periodicals of Ukrainian migration is in the American, English and French areas of occupation of Germany and Austria after Second world war, which consists of 200 names, strikes the tipologichnoy vseokhopnistyu and testifies to the high intellectual level of the moved persons, desire of yaknaynovishe, to realize the considerable potential in new terms with hope on transference of the purchased experience to Ukraine. Abstract:
Background Opioid analgesia has become the mainstay for acute pain management in the postoperative setting. However, the use of opioid medications comes with significant risks and side effects. Due to increasing numbers of prescriptions to those with chronic pain, opioid medications have become more expensive while becoming less effective due to the buildup of patient tolerance. The idea of opioid-free analgesic techniques has rarely been breached in many hospitals. Emerging research has shown that opioid-sparing approaches have resulted in lower reported pain scores across the board, as well as significant cost reductions to hospitals and insurance agencies. In addition to providing adequate pain relief, the predicted cost burden of an opioid-free or opioid-sparing approach is significantly less than traditional methods. Methods The following groups were considered in our inclusion criteria: those who speak the English language, all races and ethnicities, male or female, home medications, those who are at least 18 years of age and able to provide written informed consent, those undergoing inpatient or same-day surgical procedures. In addition, our scoping review includes the following exclusion criteria: those who are non-English speaking, those who are less than 18 years of age, those who are not undergoing surgical procedures while admitted, those who are unable to provide numeric pain score due to clinical status, those who are unable to provide written informed consent, and those who decline participation in the study. Data was extracted by one reviewer and verified by the remaining two group members. Extraction was divided as equally as possible among the 11 listed references. Discrepancies in data extraction were discussed between the article reviewer, project editor, and group leader. Results We identified nine primary sources addressing the use of ketamine as an alternative to opioid analgesia and post-operative pain control. Our findings indicate a positive correlation between perioperative ketamine administration and postoperative pain control. While this information provides insight on opioid-free analgesia, it also revealed the limited amount of research conducted in this area of practice. The strategies for several of the clinical trials limited ketamine administration to a small niche of patients. The included studies provided evidence for lower pain scores, reductions in opioid consumption, and better patient outcomes. Implications for Nursing Practice Based on the results of the studies’ randomized controlled trials and meta-analyses, the effects of ketamine are shown as an adequate analgesic alternative to opioids postoperatively. The cited resources showed that ketamine can be used as a sole agent, or combined effectively with reduced doses of opioids for multimodal therapy. There were noted limitations in some of the research articles. Not all of the cited studies were able to include definitive evidence of proper blinding techniques or randomization methods. Small sample sizes and the inclusion of specific patient populations identified within several of the studies can skew data in one direction or another; therefore, significant clinical results cannot be generalized to patient populations across the board.
