Abstract:
With the expected growth in air transportation, one can experience an increase in the number of incidents and accidents, despite constant or even slightly declining accident and incident rates. Therefore, it is necessary to examine how to improve aviation safety even further. Several studies and statistical analyses show that most accidents result from human and organizational factors, encompassing pilot error, training deficiencies, management error, an ineffective organizational structure, and a lack of safety culture. In these regards, Aviation Safety Management Systems are widely acknowledged as a managerial tool whereby risks and hazards can be managed to avoid the occurrence of an accident. A Safety Management System is an integrated set of process, beliefs and procedures for identifying, classifying, monitoring and managing the hazard and risk for the safety of the organization. It must include, at least, a safety policy which express commitment from upper management; an effective safety reporting system; a hazard and risk analysis; procedures to determine actions to reduce or eliminate risks; training process which keeps staff trained, informed and upgraded about safety issues; and an evaluating process to ensure that the safety management system remains effective and relevant to the organization. The objective of this dissertation is to define the basic elements (processes) of a Safety Management System, describing its characteristics and the way it can be implemented, and to propose a Safety Management Process to be implemented at an aeronautical industry. It also can be implemented in any other kind of industry that looks forward to improve safety and reduce the number of accidents and incidents. Nonetheless, the process must be customized to meet the characteristics of this industry.

Thesis (MBA)--Stellenbosch University, 2004.<br>ENGLISH ABSTRACT: The introduction of Affirmative Action Programmes in South Africa has left managerial development at the centre of management focus with the growing realisation that there is no quick fix. It is argued that, in order to make a substantial contribution to the managerial development process, management should not only seek to obtain the goals of the organisation, but first to obtain the goals of the individual within the organisation after which the first will follow. Against this background mentoring has been used successfully to develop high potential managers to build a diverse organisation and to foster the management of change. The study aimed to highlight not merely the many benefits to be gained from successfully implemented mentoring programmes, but also the many complexities inherent to the process. In the final analyses, mentoring programmes can only add value if the process and underlying critical success factors are understood. It is hoped that this research will result in more mentoring programmes being implemented across a broader spectrum of employees in order to create a sustainable and competitive advantage through the retention of knowledge and increased competencies of employees. The cost of such programmes is relatively low compared to their value if implemented correctly and may well hold the key to unlocking a wealth of talent.<br>AFRIKAANSE OPSOMMING: Die implementering van Regstellende Aksie Programme in Suid Afrika het bestuursontwikkeling op die voorgrond geplaas met die toenemende besef dat daar geen maklike oplossing voor is nie. Ten einde 'n substansiële bydrae tot die gebied van bestuursontwikkeling te maak sal bestuur nie alleenlik die doelwitte van die organisasie moet nastreef nie, maar ten eerste die doelwitte van die individue binne die organisasie moet nastreef waarna die eerste vanself sal volg. Teen hierdie agtergrond is mentorskapprogramme al suksesvol gebruik om potensiële bestuurders te ontwikkel, om diverse organisasies te bou en om die bestuur van verandering suksesvol te fasiliteer. Die werkstuk sal nie alleenlik die voordele van suksesvol geïmplimenteerde mentorskapprogramme uitlig nie, maar ook die komplekse aard daarvan onderstreep. Mentorskapprogramme kan slegs waarde toevoeg indien die proses en onderliggende kritiese suksesfaktore verstaan word. Die doel van die werkstuk is om mentorskapprogramme as bestuursontwikkelingstrategie te bevorder en sodoende 'n breër spektrum van werknemers te bereik ten einde volhoubare kompeterende voordeel te bewerkstellig. Die koste verbonde aan sulke programme is relatief laag in verhouding tot die waarde wat toegevoeg kan word indien dit korrek geïmplimenteer word en daar bestaan geen twyfel dat dit 'n belangrike bydra tot bestuursontwikkeling kan maak deur die talent wat wel bestaan te ontsluit nie.

To sustain and improve market share, companies must produce high quality products in a low-cost perspective and make them available in the market within the shortest time possible. In order to assure that only the best products go to the market, prototypes must be built and tested, iterations and corrections must be made. However, the ability to create feasible prototypes requires a non-standard manufacturing value stream, in order to embrace open creativity, using processes without a focus on the production optimization, but capable of achieving a wide range of product transformations, where each operation might be unique. This thesis presents a proposal of a new Lean Prototype Production Management framework, which outlines results in a manufacturing company, providing better understanding on how Lean Thinking application impacts prototype production management.<br>Com o aumento da concorrência nos mercados globais, um aumento na necessidade de criar produtos de maior qualidade está presente nas empresas. Para manter e melhorar a quota de mercado, as empresas devem produzir produtos de alta qualidade a baixo custo e torná-los disponíveis no mercado dentro do menor tempo possível. A fim de assegurar que apenas os melhores produtos estão presentes no mercado, protótipos devem ser construídos e testados, iterações e correções devem ser feitas. No entanto, o processo de criação de protótipos viáveis requer um fluxo de valor de produção não-padrão, de modo a abraçar a criatividade aberta, usando processos produtivos com um foco não na otimização da produção, mas capazes de alcançar uma vasta gama de transformações no produto, onde cada operação pode ser única. Esta tese apresenta uma proposta de modelo de Lean Prototype Production Management, que descreve os resultados numa organização industrial, fornecendo uma melhor compreensão de como a aplicação dos conceitos de Lean Thinking tem impacto no processo de gestão de produção de protótipos.

This thesis focuses on measurement based software process improvement, especially improvement of requirements change management process. The literature on software measurement is investigated, software process improvement methodologies are studied and requirements change management metrics are examined. Requirements change management process at a private company working in the defense industry is observed and metrics obtained from various tools have been aggregated. Moreover, an improvement proposal, which also simplifies collecting metrics, is presented for the requirements change management process. A tool is developed for evaluating the performance of the improvement proposal using event driven simulation method.

DE ENSINO<br>A logística humanitária (LH) pode ser definida como um processo de planejamento, implementação e controle da eficácia, fluxo eficiente de custos, armazenagem e movimentação de equipamentos e materiais, assim como informações, com o propósito de atender às necessidades das pessoas afetadas por desastres naturais (tsunamis, terremotos) ou gerados pelo homem (desabamentos, explosões). A importância deste tema recai sobre o número significativo de desastres registrados ao longo das últimas décadas, pelo volume financeiro transacionado e pelo fator comoção humana . Neste contexto, observa-se a necessidade de criação de um sistema centralizado que possa ser utilizado por diferentes entidades com o objetivo de evitar desperdício ou escassez de material, permitir uma visão global das necessidades de múltiplos desastres e possibilitar uma melhor comunicação em relação à situação real dos desastres. Esta dissertação, portanto, tem como objetivo principal propor um framework para um sistema de gerenciamento de resposta a desastres baseado em três evidências: revisão da literatura, utilização de software de gestão de desastres e entrevistas com especialistas. Adicionalmente, o estudo buscou hierarquizar, através de um modelo multicritério de decisão, as funcionalidades mais importantes, para que estas possam ser priorizadas em um possível desenvolvimento do sistema de gestão de desastres ou durante a fase operacional dos mesmos. Conclui-se que atualmente não existe uma ferramenta completa com todas as funcionalidades apresentadas e, portanto, o framework proposto pode ser considerado de grande utilidade caso venha a ser desenvolvido.<br>Humanitarian logistics (HL) can be defined as a process of planning, implementation and effectiveness control, efficient flow of costs, storage and handling of equipment and materials, as well as information in order to meet the needs of people affected by natural (tsunamis, earthquakes) or man-made (landslides, explosions) disasters. The importance of this issue lies with the significant number of disasters reported over the past decades, the financial volume traded, and due human emotion factor. In this context, there is a need for a centralized system that can be used by different entities in order to avoid waste or material shortages, providing a global view of multiple disasters needs, and enabling a better communication about the real situation of the disaster. This study aims to propose a conceptual disaster response management system based on three evidences: literature review, disaster management software usage, and expert interviews. In addition, the study sought to prioritize, through a multicriteria decision model, the most important features, so they can be prioritized on a possible development of the disaster management system or during its operational phase. It is concluded that currently there is no tool with all needed features presented herein and therefore the proposed framework, once implemented, can be considered very useful for a better humanitarian aid.

It is also a conventional solution to bringing a nutritious grocery list to the store. Abstract:
The objective of this research was to evaluate and to describe the procedures of environmental management in 10 dealers of light and weighed vehicles, located in the cities of Caratinga, Governador Valadares, Ipatinga, Timóteo and Manhuaçu, Minas Gerais State, for elaboration of an environmental proposal for the sector. The acquisition of the data involved visits and the application of questionnaires with the companies managers, identifying the main aspects, generated residues, impacts and ambient measures adopted in accordance with the terms and definitions of ABNT - NBR - ISO 14.001:2004 and ABNT – NBR 10.004:2004 norms. The most common identified aspects and environmental impacts were the chemical generation of residues contaminated with inks, chemical products, oils, greases and derivatives (paper, cloth, sandpaper, packing, plastic mass), generation of effluents (solvent water, inks and solvents, oils and derivatives), wastefulness of energy and water, leak of inflammable, corrosive and dangerous products, emissions of noises, dust, gas and vapors. The most significant impacts concentrate in the area of services and workshop of the dealers, whose activities correspond to the area of weld, panel-beating, auto body, painting, maintenance, mechanics, and wash of vehicles, engines and parts that results in generation of residues and that can cause contamination of the ground, water and air. The environmental measures currently adopted by the dealers aim to minimize the main environmental impacts and the performance occurs throughout the productive process. Although the dealers of vehicles try to update in the legislation and search for improvements in the processes of environmental licensing, they still face with many difficulties regarding to the legal aspects. The absence of technical and legislation knowledge in the preparation of the environmental studies and generated residues management are the main impediments. In the state of Minas Gerais exist few licensed companies with receive and treat generated residues from vehicles dealers. Moreover, normally the majority of these companies are far, implying in a considerable transport cost. Such situation induces the illegal deposition of this material in inappropriate places. In this context and on the basis of the identified problems were elaborated a proposal of environmental Management for dealers of vehicles, structuralized in accordance with ABNT – NBR – ISO 14.001:2004 norm. The proposal intends to supply the technical necessities of the sector for adequacy to the management norms, as well as to contribute with information for the environmental authorities.<br>O objetivo dessa pesquisa foi avaliar e descrever os procedimentos de gestão ambiental em 10 concessionárias de veículos, leves e pesados, do Leste Mineiro, localizadas nas cidades de Caratinga, Governador Valadares, Ipatinga, Timóteo e Manhuaçu buscando subsídios para elaboração de uma proposta de operacionalização para o setor. A aquisição dos dados envolveu o preenchimento de questionários pela direção das empresas, bem como visitas in loco, identificando os principais aspectos, resíduos gerados, impactos e medidas ambientais adotadas de acordo com os termos e definições das normas ABNT - NBR –ISO 14.001: 2004 e ABNT - NBR 10.004: 2004. Os aspectos e impactos ambientais mais comuns identificados são a geração de resíduos contaminados com tintas, produtos químicos, óleos, graxas e derivados (papel, pano, lixa, estopa, embalagem, massa plástica), geração de efluentes (água, tintas e solventes, óleos e derivados), desperdício de energia e água, vazamento de produtos inflamáveis, corrosivos e perigosos, emissões de ruídos, emissão de material particulado, gases e vapores poluentes. Os impactos mais significativos concentram-se na área de serviços e oficina das concessionárias, cujas atividades correspondem à área de solda, lanternagem, funilaria, pintura, manutenção, mecânica, e lavagem de veículos, motores e peças que resulta em geração de resíduos e efluentes que podem provocar contaminação do solo, água e ar. As medidas ambientais atualmente adotadas pelas concessionárias visam sanar os principais impactos ambientais e a atuação ocorre ao longo do processo produtivo. Mesmo com as atualizações na legislação e buscas por melhorias nos processos de licenciamento ambiental, as concessionárias de veículos ainda enfrentam muitas dificuldades para atender os aspectos legais. A falta de preparo técnico e conhecimento da legislação na preparação dos estudos para obtenção das licenças ambientais e também no gerenciamento dos resíduos gerados são os principais entraves. No estado de Minas Gerais existem poucas empresas licenciadas para receber resíduos gerados pelas concessionárias de veículos. Além disso normalmente a maioria dessas empresas licenciadas encontra-se distante do Leste Mineiro, implicando em um custo considerável para transportar e para dispor os resíduos em local adequado. Tal situação induz o descarte irregular em lixões e terrenos baldios. Dentro deste contexto, e com base nos problemas identificados levantados foi elaborada uma proposta de Gestão Ambiental para concessionárias de veículos, estruturada de acordo com a norma ABNT – NBR – ISO 14.001:2004. A proposta de gestão ambiental apresentada nessa pesquisa vem suprir as necessidades técnicas do setor para adequação as Normas de Gestão, bem como contribuir com os orgãos licenciadores e/ou fiscalizadores comprometidos com a preservação ambiental.

Today, mainframes contain a considerable portion of business applications worldwide. It is estimated that the current inventory of production COBOL running on mainframes is 150 to 200 billion lines of code. Despite the efforts to change within the mainframe environment, these mainframes, nowadays, face major problems for host organizations due to a combined set of financial, business related, technical and organizational problems. Moreover, the factors like diminishing resources (COBOL programmers), lack of documentation, inability to integrate with other systems, increasing maintenance costs, etc. have caused the organizations search for migration solutions. To overcome this problem within the context of modernization, over the years several main migration approaches that ranges from simple screen scraping methods to complete re-write of applications or re-hosting of platforms have been developed. To contribute to the solution of this overall problem, this thesis proposes a methodology framework specifically for the COBOL/CICS based mainframes. The research studies in this topic within this field are mainly focused on the technical aspects whereas our concentration is covering not only that but the other essential aspects of the problem domain. These are organizational view, project management view and process view. Within the thesis study, a special interest is given to the modernization strategy selection among migration, rewrite, packaged and do-nothing alternatives. Experimental results are also provided within the thesis to prove the usability of the approach for this selection.

This work develops an aircraft end of life management framework applicable to an executive airplane manufacturer. Usually, end of life operations are outsourced and the original airplane manufacturers do not get directly involved in whatever decisions and tasks are done in this field. However, after considering the possibility of managing the aircraft';s end of life through the manufacturer';s customer support department, a new approach emerges for managing reusable systems and making disposal of non reusable systems and carcasses. It tends to elevate end of life operations from an obligation to become an enhancement in customer satisfaction and possibly revenue, somewhat similar to what happened to maintenance procedures in the recent past of the aeronautical sector. For the development of the proposed system (approach), a process mapping is made for better understanding of operations needed to be done and a strategic approach to these operations is reached, leading to a new maintenance program called Life Monitoring. Therefore, a linkage among environmental management, customer support and aircraft salvaging is established in a way that both the company and the customer be benefited. Although the program is elaborated and applied in a simulated case, the results may be transferred to the manufacturing of any real executive aircraft and, less directly, any product. .

Personal resource systems define the quality of daily living, shaping personal well-being, societal satisfaction and overall quality of life. This study explores the construct of such systems through the emerging concept of Personal Resource Systems Management (PRSM) and models that concept for future research, consideration and debate. It is a qualitative exercise in grounded theory, a demonstration of integrative, interdisciplinary scholarship and a contribution to interactive practice in resource management, a subject matter specialty of Family and Consumer Sciences (FCS). As such the proposed PRSM model advances the stated goal of FCS practice to "promote optimal well-being of families, individuals and communities." Specifically, a PRSM model within the context of FCS should • describe person-environment interaction • as well as aggregates thereof (family and community) and • identify diverse daily impacts on the quality of living, personal well-being, societal satisfaction and overall quality of life • by modeling a consistent system of multiple options, each with a clear solution Twenty-three existing models appearing in resource management texts between 1975 and 1996 were evaluated for the ability to adequately support these assumptions, using the Liebert and Spiegler framework for evaluation of theory. Though most models provided partial support, no existing models fully fit the adopted criteria. Traditional resource management concepts were therefore adapted and extended using interdisciplinary findings to model the Personal Resource Systems Management (PRSM) concept.<br>Master of Science

eGovernment is a relatively new, but rapidly expanding, domain; mainly due to the perceived outcomes that it may bring to the public administration. Founded on the premise that eGovernment programmes may increase efficiency and effectiveness, decrease costs and enhance the quality of public services, governments invest heavily on such implementations. But here is a perplexing contrast; so far, many of such projects experience a high failure rate. That is realised in many facets; endless delays, and excessive costs, or complete cancellations are frequently observed. The reasons behind that can be many. However, such situation may be avoided or at least better handled through appropriate risk-based methods applied during the early stages of eGovernment project considerations. Within that context this thesis investigates the modelling of risk for eGovernment projects at the early, pre-proposal stages. The interpretative qualitative study described in this thesis provides a 'first stab' in a previously weakly explored, but important, area of eGovernment research. It is therefore the main objective of this thesis to examine the relevance of risk modelling during the pre-proposal phase of eGovernment service projects. To achieve that objective, this thesis devises and employs a risk modelling tool; a design that incorporates an e5ervke model and eGovernment risk taxonomy, allowing its users to identify pertinent project risk statements that may be exploited at later risk assessment exercises. So as to accomplish the defined objective, this thesis is arranged in an order that covers all stages of the research process. These include an understanding of the eGovernment domain by expanding - amongst others - on the various eGovernment modelling, evolution, and evaluation methods as well as a discussion on eGovernment benefits, and its failure factors. Equally, a part is dedicated on elaborating upon eGovernment risk and the existing methods to model it. A prototype risk modelling tool is developed in order to be used as a probe that is assessed and evaluated in the field by domain experts and practitioners. The thesis concludes by gathering qualitative data and analysing the grounded findings received from a series of interviews and workshops. With reference to the findings addressing the thesis' main research question, the conducted study shows that risk modelling has effectively no applicability during the pre-proposal stages of eGovernment service projects. This study argues that although risk modelling has a recognised value, employing it is really futile at such early phase. It is primarily so, because at that point risk does not appear to carry enough weight to influence the decision-making process. Equally, this research finds that it is the political leadership that hands down the project ideas and the IT/IS project management staff simply implement. Even if risk modelling tools were employed by the ITIIS project management staff, the risk modelling output would be pointless as they have limited input into the decision-making process. The study's findings also led this thesis to produce a conceptual framework for risk modelling, as well as relevant lessons to be learnt. According to the Truth in Negotiations Act (TINA), such government defense contracts require cost and pricing data as well as supporting documentation, known as material substantiation, to justify pricing and supplier selection. In order to comply with these government regulations, UADVM needed to estimate material costs provided by its supply chain, in a process known as multi-year procurement process. At UADVM, this process involved substantial time, effort, and rework. Through interviews and surveys, total administrative effort to manage the Multi-Year X (MYX) Procurement Process is estimated to be about 41 full-time equivalents (FTEs) per year for three years, translating to an estimated fully loaded cost of $17.3 million. In order to significantly improve the current process, a key area of opportunity is to reduce the complexity of the entire process through 1) reducing the number of inputs, including the number of parts and bids sent out as well as suppliers and price points solicited, and 2) improving the design of the bid strategy, the determination of which parts are bid out to which suppliers, how to group these suppliers and parts into bids, and who should manage these bids in the most efficient and effective manner. Through the analysis of UADVM's MYX data, input reduction can potentially reduce the number of price points solicited by 99.2% and the number of interactions, also known as the number of unique combinations between parts, bids, and suppliers, by approximately 94%. These efforts can be complemented by an improved bid strategy through the use of a data-driven mixed integer linear programming optimization model, which, in tests on a sub-portion of the data, reduces the number of packages by 43%. These methods and analyses for complexity reduction can be generalized beyond current applications at UADVM, aerospace companies, and government proposals; they may be applied to any procurement process where multiple parts, suppliers, and bids are involved.<br>by Jerry Kao Chiang.<br>M.B.A.<br>S.M.

Contextualização: A presente pesquisa de mestrado se desenvolve no marco de resultados de estudos do impacto das ações empreendidas por organizações não governamentais, que apontam para a ineficiência dessa ação. A pesquisa visa, suprir essa vulnerabilidade e, por conseguinte, melhorar a qualidade da intervenção social empreendida pelas ONGs no Brasil. Metodologia: (i) análise e pesquisa bibliográfica sobre os métodos de avaliação de gestão aplicáveis às organizações do Terceiro Setor; (ii) estudo do PNQ, particularmente seus critérios de excelência, os quais no âmbito da pesquisa foram subdivididos em itens para os quais são avaliados os níveis de práticas de cada aspecto de gestão; (iii) construção de proposta de métrica e metodologia para avaliação da qualidade de organizações não governamentais, incorporando critérios adaptados do PNQ e critérios desenvolvidos a partir de análise de literatura e (iv) realização de teste para validação do modelo em uma ONG. Conclusões: Fazendo uso de métricas e validando-as segundo preceitos metrológicos, o estudo contribui para a mensuração da qualidade em organizações não governamentais, colaborando assim para a melhoraria de seu desempenho através da superação dos pontos frágeis detectados nos processos de avaliação internos de sua gestão.<br>Objective: Propose an evaluation model of management quality of nongovernmental organizations (NGO), the so-called Third Sector, in the area social work and with municipal scope, based on the criteria of excellence utilized by the National Quality Prize (NQP). Context: The development of this masters` research takes place in the framework of the results of studies on the impact of non- governmental organizations activities which point out their evasiveness and inefficiency. The research aims to fill in this vulnerability and, therefore, improve the quality of the social intervention carried out by the NGOs in Brazil. Methodology: (i) Bibliographic research and analysis of management evaluation methods applicable to Third Sector organizations; (ii) study of the NQP, particularly its excellence criteria, which in the scope of the research were subdivided in items and for each an evaluation was made of levels of practice regarding management; (iii) construction of a proposal of a metric and a methodology for quality evaluation in non-governmental organizations incorporating criteria adapted from NQP and criteria coming out of the literature analysis and (iv) test in a NGO to validate the model. Conclusions: By employing metrics and validating them in accordance with metrological precepts, the study contributes to the measurement of quality in non-governmental organizations, thus collaborating to improvements in their performance through the overcoming of those fragile points identified in the processes of internal evaluation of their management.

However, these processes are less efficient in importing companies of the SME sector. Therefore, this article proposes the application of a change management model to improve the logistics process that generates a real transformation. This model is structured in three phases: first, pre-Implementation, which refers to participatory leadership and resistance to change; second, implementation of logistics management; and third, sustainability of the model over time. The model was validated in a Peruvian SME importer of household goods, whose satisfactory results implied an increase in available storage capacity, reduction of logistics costs, satisfaction of change, and organizational culture.

The consumer electronics industry is changing dramatically in the areas of entertainment through audio and video playback, personal efficiency tools, and wireless communications. Equally as significant is the rapid development and feature migration that is occurring between four of the major mobile device categories; mobile phones, smart phones, PDA's, and media players. With this convergence occurring, automakers are finding it more difficult to satisfy the needs of consumers with respect to these new capabilities.In order for the automakers to establish a solution, a new framework needs to be established. The automakers are unable to satisfy this market desire through traditional technology delivery strategies, especially given the fast changing and complex interface that currently exists in this market space.This thesis establishes the framework used to identify and critically evaluate an external platform strategy for the purpose of satisfying the above need. The thesis draws upon leading literature to provide key attributes of successful external platform implementations. The first aspect of the framework established involves ensuring the need for an external platform through complexity and development clockspeed incompatibilities. The second section of the framework involves the evaluation of the architectural attributes that lead to external platform success. Finally, the stakeholders are identified and roles are established.The next phase of the analysis involves the evaluation of two prominent solution proposals using the established framework. These include the standards-based solution model that was developed at Automotive Multimedia Interface Collaboration (AMI-C), and the more recent commercial operating system proposal.<br>(cont) These proposals are evaluated to determine if a specific proposal is better suited to capture the mobility market interface in the automobile than another. Thesis (MBA (Business Management))--University of Stellenbosch, 2007.<br>ENGLISH ABSTRACT: According to Wheatley (1999:157) in the history of human thought, a new way of understanding often appears simultaneously in widely separated places and in different disciplines, these concepts are called our zeitgeist - a way of thinking that characterizes a generation or time period. Wheatley (1999:158) believes that once again we are living in a time when the same concepts are appearing in many places and disciplines. The interest in undertaking this research stems from two current trends. Firstly, that the methodology of project management is increasingly sought by organizations facing an ever changing environment. Secondly, organizations that adopt project management apparently lack the necessary foresight and tools to optimize its human capital in that field. Stayner (1998:5) quoted Wheatley saying: "The problem is, we see something that works, like project-based work, and we want to replicate it. But we don't understand why it works. We think because it's in projects; but really, it works because people are engaged in new, exciting, creative work within their organization on a team that shares values and trust." The writer believes that in today's knowledge economy it is more evident than ever that in order to survive an organization needs to get the people processes right. The Newtonian age called for optimization through machines. The information age calls for a new, systematic approach for the optimization of knowledge workers. Organizations look hopefully to nature to teach us how to do what living systems accomplish with such skill - learn, adapt and change. Organization's interest prompted by the relentless need for organizations to grow and re-from at intervals so short that change has become a continuous demand. Hopefully organizations are coming to the realization that the science of the seventeenth century cannot explain what they are challenged with in the twenty-first century. Les expectatives dels usuaris en relació a la quantitat i qualitat del serveis de xarxa estan creixent ràpidament. En canvi, desenvolupar e implantar nous serveis de xarxa (serveis que operen a nivell de xarxa) seguint el procés d'estandardització és massa lent i no pot satisfà les expectatives.<br/>Les xarxes actives i programables van ser proposades per acomodar la ràpida evolució de noves tecnologies i accelerar la implantació de serveis sofisticats. Les xarxes actives permeten que tercers (usuaris finals, operadors i proveïdors de servei) introdueixin serveis específics per aplicacions (en forma de codi) dins la xarxa. D'aquesta manera, les aplicacions poden fer servir aquests serveis per obtenir el suport necessari de la xarxa en termes de comportament per exemple.<br/>Tanmateix, les tecnologies de xarxes actives i programables introdueixen una complexitat addicional als elements de xarxa que ha de ser tractada pel sistema de gestió. Alguns exemples d'aquesta complexitat addicional són la necessitat de suportar nous serveis introduïts dinàmicament a la xarxa o la gestió de xarxes actives virtuals. Aquestes xarxes poden ser creades dins una infrastructura de xarxa programable per satisfer les creixents necessitats de control i particularització que els clients imposen a les xarxes. En cambio, desarrollar e implantar nuevos servicios de red (servicios que operan al nivel de red) siguiendo los procesos de estandarización es demasiado lento y no colma las expectativas.<br/>Las redes activas y programables fueron propuestas para acomodar la rápida evolución de las nuevas tecnologías y acelerar la implantación de nuevos servicios más sofisticados. Las redes activas permiten que terceros (usuarios finales, operadores o proveedores de servicio) introduzcan servicios específicos para aplicaciones (en forma de código) dentro de la red. De esta forma, las aplicaciones pueden utilizar estos servicios para obtener el soporta que necesitan de la red en términos, por ejemplo, de comportamiento.<br/>Sin embargo, las tecnologías de redes activas y programables introducen una complejidad adicional en los elementos de red que debe ser tratada por el sistema de gestión. Algunos ejemplos de esta complejidad adicional son la necesidad de soportar nuevos servicios introducidos dinámicamente en la red o la gestión de redes activas virtuales. Éstas pueden ser creadas dentro de una infraestructura de red programable para satisfacer las necesidades crecientes de control y particularización que los clientes imponen sobre las redes. However, developing and deploying new network services (i.e. services that operate on the network layer), through best practice and standardization, is too slow and cannot match the steps of expectations. <br/>Active and programmable networks were proposed to accommodate the rapid evolution of new technologies and accelerate the deployment of new sophisticated services. Active networks (AN) enable third parties (end users, operators, and service providers) to inject application-specific services (in the form of code) into the network. Applications are thus able to utilize these services to obtain required network support in terms of, e.g. performance; that is, applications are now becoming network-aware. <br/>Nonetheless, active and programmable networking technologies introduce additional complexity in network elements that must be handled by the management architecture. Examples of this additional complexity are the need of coping with new services dynamically introduced in the network, or the management of virtual active networks (VANs). VANs might be created over a programmable network infrastructure to satisfy increasing requirements for the control and customization of resources that customers impose on networks. Furthermore, the likely progressive deployment of active and programmable routers in today's IP networks introduces another important requirement in the management plane; that is, it has to be able to cope with heterogeneous network technologies, i.e., passive, active and programmable.<br/>The solution proposed in this thesis enhances a policy-based management system with active networking technology concepts to fulfill the above-mentioned requirements, thus achieving a sound solution for the management of active and programmable networks.<br/>In addition, the Management of Active Networks Based on Policies (MANBoP) framework proposed is designed to be instantiated at any management level (i.e. network, sub-network or element). Moreover, different instances can be easily set up jointly to create a management infrastructure, e.g., a network-level MANBoP instance can be set up over element-level instances, or several subnetwork-level instances can work in parallel each one managing a different geographical region of the network, etc. The aim of this framework property is to ease the management infrastructure creation task, thus allowing network operators to adapt the management infrastructure to their business needs, resulting in a reduction of management costs.

Recent studies into the political aspects of large scale change in organisations have highlighted the need for a deeper understanding of managerial elites in the change context. The extant literature is guilty of conflating large scale change into a single process, and commentators describe and prescribe political processes and behaviours without differentiating between the proposal and implementation stages of change. The research presented in this thesis provides insights into the nature and characteristics of large scale change proposal coalitions and the behaviours and tactics of coalition leaders in top management teams across a range of organisational settings in the UK private sector. Data was collected and analysed using a qualitative methodology. An elite style semistructured interview schedule was used with a research sample of fifty members of top management teams drawn from across fourteen organisations in thirteen industries. The findings suggest that large scale change proposal coalitions follow a five phase lifecycle: initiate, build, sustain, dissolve, and capture and transfer. Within these phases coalition leaders tend to perform three primary roles: builder, sustainer and dissolver. The sequence of gathering support to build a coalition is heavily influenced by the hierarchical position of the builder, and the behaviours and tactics used are contingent upon whether an individual is engaged in an upward inter-tier, intra-tier, or downward inter-tier support gathering exercise. Once a large scale change proposal coalition had been established the leadership role changes from building to sustaining. Four principal types of coalition are identified: aligned coalitions, unaligned coalitions, unfocused coalitions and fragmented coalitions. Different leadership skills are required for each. Once a proposal has been approved or rejected the evidence suggests that coalitions should be dissolved as rapidly as practically possible using one or a combination of three dissolution techniques. These findings have important implications for academic enquiry and practitioners.

<p> The purpose of this thesis was to write a grant to fund anger management groups for at-risk youth. The groups would be held immediately after the boxing classes currently offered by the city of Hawaiian Gardens. Six sessions are envisioned. Topics would include self-responsibility and accountability for one&rsquo;s actions inside and outside of the ring, alternatives to conflict, emotion-regulation skills, and coping with triggers. The goals are to enhance anger management skills, develop positive social skills, and decrease the risk for aggressive behavior and delinquency. In turn, this is expected to reduce the risk for gang membership. </p><p> The city of Hawaiian Gardens would be the host agency for this program. The funding source selected was the city of Hawaiian Gardens in conjunction with the Board of State and Community Corrections. </p><p> Based on the review of the literature, pairing a gang prevention program with sports has the potential to engage at-risk youth and deter them from the gang culture. The proposed program is expected to provide at-risk youth in the disadvantaged community of Hawaiian Gardens with a positive alternative path in life. </p><p> The actual submission of the grant proposal was not required as part of the thesis project.</p><p>

Thesis (MBA (Business Management))--University of Stellenbosch, 1996.<br>ENGLISH ABSTRACT: The ferroalloy industry is, in contrast to the operationally complicated chemical industry, very reliant on the wealth of experience that has been built up by the operating personnel over a long period of time. The industry has not been at the forefront of technical development and has, in many respects, lagged behind in technological development. Information technology is one such area that has not received its fair share of attention. This study resulted from the requirement that the control systems of the submerged arc furnaces at the Samancor Meyerton Works be integrated in such a way that the plant subsystem controllers could operate off a single database. This would ensure that the reliance of the operation on the experience of personnel could be reduced by the judicious application of data from the process. The integration was expanded to include the control of the electricity generation plant that will utilize the waste gasses from the submerged arc furnaces to generate the electricity. The boundaries of the study were subsequently expanded to include a proposal for the integration of the control systems into a management information system for the Meyerton Works. The study gives consideration to the theory underlying management information systems after the strategic issues of the Manganese Division of Samancor are discussed. The theoretical aspects of management information systems together with the strategic issues of the Manganese Division are brought together to form the practical proposal of the integrated control and management information system. The case studies considered are based on two incidents that occurred on one of the submerged arc furnaces where the resulting financial losses were substantial. An integrated control system would have reduced the financial losses significantly. Finally, the recommendations of the study are firstly, that the management information system as proposed be expanded to include the furnaces that were not originally envisaged to have their control systems integrated, secondly that the maintenance management function be integrated with the control systems and management information system, and finally that the production planning system be included in the management information system so as to give substance to the control and optimization of the flow of manganese units from the mines to the customer. This will entrench the position of Samancor as a world class supplier of manganese units.<br>AFRIKAANSE OPSOMMING: Die ferroallooi industrie is, in teenstelling met die chemiese nywerheid wat 'n ingewikkelde bedryf het, afhanklik van die ondervinding van personeel wat oor 'n lang tyd opgebou is. Die industrie was nie 'n baanbreker ten opsigte van tegniese ontwikkeling nie en het ook grotendeels agtergebly op die gebied. Inligting tegnologie is een van die gebiede wat nie die gewensde hoeveelheid aandag gekry het nie. ACADEMIC ABSTRACT Temperate agroforestry systems are an important area of research and practice in Eastern North America with the goal of creating more diverse, productive, and environmentally sound agricultural landscapes by using trees as key crops. There is extensive published research on contemporary temperate agroforestry models as well as tropical indigenous agroforestry systems, but publicly accessible properties that demonstrate these practices are currently limited. These practices, which include: Alley Cropping, Multi-functional Riparian Buffers, Short-rotation coppice, Non-timber forest farming, and novel crop breeding have potential to radically reshape American agricultural practices. As sediment and erosion control becomes stricter in agricultural land, and if future carbon tax or pricing legislation comes into play, non-tillage based agricultural practices will become more prevalent throughout the United States and the rest of the world. In the Mid-Atlantic region of the United States, where this project is based, orchards are a common perennial cropping system, but at present the industry is reliant on chemical inputs that have an economic and ecological cost associated with them. Developing, demonstrating, and popularizing systems that incorporate native, crop-bearing perennials, in a manner that is legible, aesthetically pleasing, and well-integrated into the surrounding topography and agricultural vernacular, this thesis will offer a proof-of-concept to landowners curious about incorporating low-input agroforestry practices. This thesis presents a series of unpublished manuscripts based on research of historical agroforestry practices in temperate North America. These manuscripts focus on agroforestry practices as they were practiced over nearly 500 years of American history. These findings culminate in the proposition of a design for an agroforestry research and demonstration farm in the Mid-Atlantic United States. The goal of this design is to recontextualize a historic dairy farm in Maryland, USA with the construction of a new education, production, and design center. This center, along with its associated infrastructure, the cropping layout, and an interpretive trail through a range of agroforestry systems proposes an immersive environment that allows a visitor to experience agroforestry at its many scales, from garden to wild-land.<br>Master of Landscape Architecture

St. Athanasius Church, the hosting agency of this project, is located in Long Beach, California. This Church was selected as the hosting agency since it has a history of conducting effective outreach to Latinos. </p><p> Latinos continue to underutilize hospice services even though it is a covered benefit of Medicare, Medicaid and most private insurances. After conducting a review of the literature, the grant writer designed a program providing education about hospice services to the Latino community. After researching funding sources, the Weingart Foundation was determined to be the best match for the funding of this program. </p><p> The actual submission and funding of the grant were not required for the successful completion of this project.</p><p>

It is necessary that organisations respond to these changes to improve the level of their performance. Although the number of change initiatives within organisations is the norm of the day, there are very few successes. One reason for this, the author maintains, is the tendency to usually overemphasise hard elements, and not attend adequately to the soft elements, although the latter often contribute to the success of the organisation. These soft elements are: staff, skills, style of leadership, and shared values. The aim of the study is to enhance organisational performance of the proposal engineering pillar (PEP) of Sizophumelela organisation. This department was chosen because most of the corrective actions requests (CAR) due to non performance at Sizophumelela are from PEP. The main objective of this study is to identify the areas of concern in PEP, to develop an understanding of organisational change and to propose interventions to address and solve problem areas and improve performance. The McKinsey 7S Model was used to analyse the effectiveness of this department at Sizophumelela, an electrical transformer manufacturer and refurbishment business. After the identification of problem areas, interventions are proposed to address these issues. In the literature review an overview of some organisational change models is provided and the limitations of these models are also indicated. Out of these models, the business process re-engineering (BPR) model was viewed as important for this study; hence some aspects of that model form part of proposed interventions to address the identified issues. The McKinsey 7S Model is preferred for the performance analysis of the PEP with its focus on: Strategy, structure, systems, staff, and style of leadership, skills, and shared values. The 7S model is viewed by the author as the model that has the greatest benefit, because both hard and soft elements are focused on. A comprehensive set of material available within the company was used and structured interviews were conducted with all members of the PEP team. With the help of this methodology the strengths and weaknesses were established and some recommendations were made.<br>AFRIKAANSE OPSOMMING: Die organisasies van die 21ste eeu kom voortdurend te staan voor veranderinge. Dit is nodig dat organisasies op hierdie veranderinge reageer om hul vlak van prestasie te verbeter. Hoewel die aantal veranderingsinisiatiewe binne organisasies vandag die norm is, is daar baie min suksesse. However, little has been written on, e.g., the Operations and Supply Chain needs for Hardware Startups, and the development strategy of the required skills to build flexibility during the initial phases of startup development. This work proposes an initial road guide framework for hardware startups, resulting from the experiences of successful companies within the Robotics Cluster present in Massachusetts (either new ventures or spinoffs from existing companies). System Dynamics methodology is then used to capture causal loops, and to characterize the policies which would enable New Venture growth, so as to analyze the Supply Chain/Operations conditions for Hardware Startup Success. The work is presented in four main sections. The first section contains a bibliographic research to characterize the present conditions of Hardware Startups with special emphasis on the Massachusetts Robotics Cluster, providing an overview of the available resources for startups in terms of their skills development and especially with regard to their Operations/Supply Chain Skills development. A second section considered the directed interview of executives at existing robotics startups (Artaic LLC, Kiva Systems, Rethink Robotics and Boston Engineering) to obtain information regarding their strategic decisions in specific aspects of their Supply Chain and Operations. These interviews are reflected as case studies of these companies. The third phase is reflected as a proposal for a System Dynamics model, based on previous work in the area and complemented by aspects identified as relevant from the interviews. Thesis (MPhil)--University of Stellenbosch, 2007.<br>ENGLISH ABSTRACT: Cities and in particular, secondary cities are fast emerging as the dominant form of human settlement. Considering the anticipated growth in the population and the expected global economic growth, what role will cities play in addressing the core issues pertaining to sustainable development? Will cities be able to address these issues at all? Addressing the sustainability of cities is about focussing on addressing the key issues of form and function. These, coupled with the specific social interactions, the cultural and political actions, are the drivers that need to be harnessed, integrated and reworked if cities are to be sustainable in any way. Without a collective and concerted drive to make direct inputs into the three main drivers of a city; planning and design, the resource use and inputs and the social interactions within cities, no efforts to address the hope of leaving legacies of resources for future generations will be realised. If these efforts do not originate in, and grow out of cities, cities will not support, but rather undermine, any attempts at achieving sustainable development. There is an increasing realisation that the current approaches to development are not meeting the needs of the growing global populations and as such, new approaches need to be sought. The one key area where these new approaches hold potential is to attempt to seek ways to create sustainable communities, communities with equitable access to resources and where communities are designed to function in different ways. The town and outlying areas of the Grabouw region in the Western Cape provide a unique and extremely rare opportunity for implementing a wide range of Government policies that have been adopted at the National, Provincial and Local Government levels to give effect to the national commitment to sustainable development and the creation of sustainable communities. These policy commitments span social, environmental and economic policies. Grabouw is perfectly configured in both geographical and strategic terms to become a national model for ‘integrated sustainable development’ and to demonstrate in practice how the attainment of the concept of sustainable development and sustainable communities can be supported. The intention of the project proposal is to facilitate specific actions that would include the framing of a foundation that is the core discussion document for the engagement with the broader communities. The purpose of this document and supporting plan would be to facilitate the communities’ participation in the creation and design of the project that serves to transform the town of Grabouw, and the region, ultimately becoming a national model of sustainability with a community that is resilient and equitable, meeting their current needs fairly, but doing so in a manner that preserves resources for future generations of Grabouw residents and South Africans.<br>AFRIKAANSE OPSOMMING: Stede, en sekondêre stede in die besonder, wen vinnig veld as die dominante vorm van menslike vestiging. Abstract:
<p> The purpose of this project was to locate a potential funding source and write a grant to provide support and services to emancipated foster youth that will enable youth to obtain self-sufficiency and a healthy lifestyle. Emancipated foster youth experience many challenges once they exit the foster care system. The proposed program will give them an opportunity to increase their ability to live independently. An extensive literature review was performed to investigate the best ways to assist emancipated foster youth with addressing their needs such as housing, employment, education, social support, safe sex practices and mental health concerns. A search was conducted to locate an appropriate funder for this program.</p><p> California Community Foundation is the funder that was chosen to fund this program. This foundation is committed to assisting transition aged youth attain self-sufficiency. The program will provide support and services to emancipated foster youth in the city of Los Angeles, California. </p>

<p> The purpose of this proposal was to develop a grant to create a psychoeducation program for individuals and caregivers with traumatic brain injuries that will be applied at The Brian Injury Association of California (BIAC) located in Bakersfield, California. Based on the literature reviewed, a psychoeducation program for individuals and caregivers with traumatic brain injuries has a strong potential to promote the message of healthy living to BIAC clients. The Harry and Jeanette Weinberg Foundation was selected as the potential funding source. Submission and/or funding was not a requirement for the successful completion of the project.</p>

Thesis (M.B.A.)--Massachusetts Institute of Technology, Sloan School of Management, 2000.<br>Also available online at the DSpace at MIT website.<br>Includes bibliographical references (leaves 86-87).<br>This thesis discusses the idea of setting up a start-up business in North America (US or Canada) that complies to Islamic financial guidelines, with a view to attract funding from Muslim people around the world. These funds would be the nucleus of a conglomerate of companies investing in a diversity of projects around the globe, not the least of which would relate to infrastructure, educational and economic development of the mother countries from where these funds originate. The main premise of this proposal is that large sums of untapped financial resources exist in the Islamic world, that are not utilized, or under-utilized, on the basis of Islamic prohibition of several financial transactions prevalent in the global market, such as interest-earning debt. The result is that large sums of money are either kept in non-interest-earning bank accounts or not deposited in banks at all, by Muslim people. This thesis explores the challenges to be overcome in attempting to establish a start-up in North America that complies with Islamic jurisprudence, along with some recommendations for directing the investments of these funds.<br>by Mohammad Makhlouf.<br>M.B.A.

The government’s planned National Health Insurance has far reaching implications for all role players in the industry, as well as for the general public. This paper looks at the changes that have been made since the ANC government came to power in 1994 and then continues to look at possible models for the new National Health Insurance plan. A proposal on practicing cost-effective cardiology within this new system is made. The data of a pilot project between a private service provider and a managed healthcare company is analysed as a basis of this discussion.<br>AFRIKAANSE OPSOMMING: Suid-Afrika se mediese bedryf staan op die vooraand van groot veranderinge. Die regering se beplande Nasionale Gesondheidsplan het verreikende implikasies vir alle rolspelers in die bedryf, sowel as die algemene man op straat. Die dokument kyk oorsigtelik na die veranderinge wat ondergaan is sedert die ANC regering aan bewind gekom het in 1994 en gaan daarna voort om na moontlike opsies te kyk hoe die nuwe gesondheidsmodel daarna gaan uitsien. Abstract:
The World Health Organization has estimated that by 2030, approximately 350 million people will be diagnosed with Type 2 diabetes mellitus (T2DM). Currently, 18.8 million people are diagnosed with T2DM. An additional 7 million people have high blood sugar but have yet to have an official diagnosis of diabetes. The literature supports early identification and prevention are key to reducing the severity of T2DM its complications. The Health Belief Model, the Chronic Care Model and Orem's Theory of Self-Care guided the current proposal, whose purpose was to develop and validate a new T2DM DSME module. A validation of the DSME module was completed by 5 local diabetic clinical experts. Each expert reviewed the DSME modules then completed a 10-question Likert-type scale survey. The survey was used to measure the content amount, ease of use, and visual presentation. Descriptive analysis was employed to analyze these data. Results revealed that all strongly agreed that the education module was easy to read and follow. They also strongly agreed that there was an adequate amount of educational information within the module. Additional comments from the experts resulted in minor revision to the new DSME. A future pilot study comparing current education to the newly validated DSME module will be implemented post-graduation. Changing the diabetic teaching culture into an improved patient focus role has the potential to reduce the economic healthcare impact and empower patients to bring about positive social change. Social change will also improve trust and confidence among patients within the healthcare organization.
