Abstract With the start of a new Great Observatories era, there is renewed concern that the demand for these forefront facilities, through proposal pressure, will exceed conventional peer-review management’s capacity for ensuring an unbiased and efficient selection. There is need for new methods, strategies, and tools to facilitate those reviews. Here, we describe PACMan2, an updated tool for proposal review management that utilizes machine-learning models and techniques to topically categorize proposals and reviewers, to match proposals to reviewers, and to facilitate proposal assignments, mitigating some conflicts of interest. We find that the classifier has cross-validation accuracy of 80.0% ± 2.2% on proposals for time on the Hubble Space Telescope and the James Webb Space Telescope.

Abstract:
This research raised the issue of language management as (1) the planning process in determining the vision and mission of writing a proposal (formulating a topic), (2) organizing (compiling the proposal writing structure as effectively as possible), (3) conducting a leadership strategy, that is, a strategy related to motivating, influencing and directing the reader, and (4) controlling (editing or editing the proposal writing). These four aspects of language management are focused on the use of Indonesian in proposals in terms of (1) sentence structure, (2) structure, (3) meaning/diction, and (4) writing. The subject of this study was a student proposal from the Faculty of Economics, Mulawarman University. Data in the form of language management, namely the planning process of writing proposals to editing student proposals is collected by the documentation method. To strengthen the classification of variations in language use on proposals, validation is carried out from experts in the field of error analysis or in the field of applied linguistics. Data in the form of eleven proposals from the Faculty of Economics students were analyzed using descriptive analysis methods. The results showed that in the proposal writing of non-linguistic students had fulfilled the four aspects of language management (style of environment of the faculty of economics) namely, the stages of planning, organizing, writing, and editing. In addition to paying attention to writing management, writing a proposal also has writing characteristics. Krakteristik is the hallmark of an idea both in writing and presentation. Characteristics contain facts, contain both title and problem descriptions, use of theory, problem-solving and conclude. found a variety of deviations in the use of language, both relating to the sentence structure, the formations, the order of meaning/diction, and writing.

Proposals are ubiquitous documents with challenges beyond the writing task itself, such as project management, strategic development, and research. Reporting on proposal instruction research in other fields and the results of an interview study with proposal writers, this article argues for a shift in how proposals are taught and conceptualized. By coaching students on the wide range of rhetorical practices that proposals require rather than how to produce proposal documents, technical and professional communication instruction can better prepare future communicators to manage and produce competitive proposals and more actively participate in these important efforts in the community, industry, and academy.

In the present work it is proposed a new coastal dune vulnerability index based on its exposure (and resistance) to overwashing and erosion under storm events, focusing solely on the short-term events. The methodology is applied and validated against the available data for the Ria Formosa (Algarve, Portugal) coastal beaches. The overwash index is determined as a function of the dune crest height in relation with the maxima water levels for different return periods, and the storm-erosion index is computed as function of the remaining beach/dune volume after the impact of
 the 10-year return period extreme-wave conditions in relation to the pre-storm volume. It is discussed the results of this application, enhancing the necessity of further validation.

This study addresses the activation of Gangwon Province's proposal system in response to the prevailing trend of participatory democracy. It focuses on enhancing accessibility to and increasing participation in the provincial proposal system among Gangwon residents. The purpose of the research is to derive institutional improvement measures for the activation of Gangwon Province's proposal system and formulate policy approaches to foster its activation. To achieve this, the study explores strategies to boost participation in Gangwon Province's proposal activities, investigates promotional methods related to the proposal system, and seeks ways to encourage the submission of professional and creative proposals. Furthermore, as part of the examination of measures to enhance proposal evaluation, the study discusses proactive approaches for assessors. In terms of promoting policy implementation for adopted proposals, the research suggests post-adoption management strategies and incentive measures for the proactive pursuit of policy implementation by those responsible for proposal adoption.

Indonesian government agencies under the Ministry of Energy and Mineral Resources still use manual methods in determining and selecting proposals for operational activities to be carried out. This study uses the Decision Support System (DSS) method, namely Fuzzy Multiple Attribute Decision Decision (Fmadm) and K-Means Clustering method in managing Operational Plan activities. Fmadm to select the best alternative from a number of alternatives, alternatives from this study proposed activity proposals, then ranking to determine the optimal alternative. The K-Means Clustering Method to obtain cluster values for alternatives on the criteria for activity dates, types of activities, and activity ceilings. The last iteration of the Euclidian distance calculation data on k-means shows that alternatives that have the smallest centroid value are important proposal criteria and the largest centroid value is an insignificant proposal criteria. The results of the collaboration of the Fmadm and K-Means Clustering methods show the optimal ranking of activities (proposal activities) and the centroid value of each alternative.

Based upon several years of research on proposal writing in large management consulting firms, this article attempts to define the proposal genre and argue the importance of the background section, especially in the management consulting environment. Because the background is the first major section in these proposals, it offers writers the opportunity to demonstrate implicitly their qualifications as problem solvers long before a qualifications section does so explicitly. That demonstration, the projection of image and ethos, can occur logically—through an argument that responds to the generic requirements of proposals, and psychologically—through the incorporation of themes that respond to the rhetorical situation.

Sosialisasi cara menyusun proposal usaha pada kegiatan pelatihan bagi BUMDes dalam rangka kegiatan pengabdian masyarakat berniat untuk menambah pengetahuan dan keterampilan penyusunan proposal usaha. Kegiatan dilaksanakan di Kecamatan Kupang barat pada dua desa yaitu Desa Tablolong dan Desa Oenaek, pesertanya terdiri dari pengurus Badan Usaha Milik Desa (BUMDes), pemerintah desa, Badan Pengawas Desa, tokoh masyarakat, Unit Mikro Kecil Menengah (UMKM), dan kelompok anak muda berjumlah 20 orang. Metode yang digunakan adalah penyampaian materi berupa ceramah, diskusi dan simulasi. Kesimpulan dari hasil kegiatan menunjukkan kegiatan sosialisasi mendorong pengurus BUMDes dan menambah pengetahuan serta keterampilan menyusun proposal usaha. Kegiatan ini kedepannya dapat dilanjutkan dengan pelatihan dan bimbingan teknis dalam penyusunan proposal usaha Kata Kunci: Pelatihan Proposal Usaha, Sosialisasi, Sencana Bisnis ABSTRACT Village Owned Enterprises (BUMDes) is categorized as a village business that has the potential to be developed as a driving force for the village economy. Training on how to prepare business proposals in training activities for BUMDes in the context of community service activities intends to increase knowledge and skills in preparing business proposals. The activity was carried out in West Kupang District in two villages, namely Tablolong Village and Oenaek Village. The participants consisted of BUMDes management, village government, Village Supervisory Board, community leaders, Micro Small Medium Unit (MSMEs), and a group of 20 young people. The method used is the delivery of material in the form of lectures, discussions, and simulations. The results of the activity show that socialization activities encourage BUMDes management and increase their knowledge and skills in preparing business proposals. Summary:The current European Union (EU) regime constitutes a strong incentive to achieve a high level of nuclear safety. However, when new eastern and central European countries join the Union, there is nothing to prevent them from abandoning these measures, as the current regime does not provide for common legal rules for nuclear safety in the EU. To this end, the European Commission has issued new proposals known as `the nuclear package', which includes a proposal for a Directive on the safety of nuclear installations, and a proposal for a Directive on spent nuclear fuel and radioactive waste management. This article discusses the legal basis for the Community's legislation on nuclear safety, the current regime and the new proposals. It also examines the extent to which changes can be brought through these proposals.

PT Pertamina Hulu Rokan has experienced a decline in net profit, while new work proposals and carry-over (CO) projects have continued to rise. This trend raises concerns about resource management and operational efficiency, requiring an effective solution. This research aims to develop a pre-proposal system using risk-based and workload analysis to prioritize and evaluate Non-Business Development (NBD) investment proposals. The system ensures alignment with strategic objectives and resource capacity. The study introduces a structured pre-proposal process to filter and prioritize proposals at an early stage. The system focuses on critical and feasible projects by applying risk and workload evaluations while reducing redundancies. The research aims to optimize decision-making and align investment proposals with corporate strategies. The methodology includes Business Process Modeling Notation (BPMN) simulations to analyze workflow inefficiencies and Focus Group Discussions (FGD) with stakeholders to refine the system. A trial of the pre-proposal tools for the 2026 Work Plan and Budget (RKAP) demonstrated their effectiveness in managing and prioritizing proposals. The results show that the pre-proposal system reduces incoming proposals from 299 work plans to 232 work plans, a 22.4% decrease. Proposals are categorized into P1 (very high priority) and P2 (high priority) for follow-up, ensuring resources are directed toward impactful projects. This research provides a practical framework for early-stage proposal assessment, enhancing decision-making and investment planning. The system demonstrates the potential to improve efficiency, reduce redundancies, and better align proposals with organizational goals, offering a valuable tool for managing future investment initiatives.

Past literature has highlighted the importance of using reviewers in the evaluation of investment proposals. This study examines whether and how the decisions of these reviewers are influenced by a proposal’s conformance with company guidelines and practices, and the incentives facing the proposal preparer. Our experiment shows that, holding the proposal’s content constant, the reviewers’ evaluation decision is less favourable if the proposal does not follow the company guidelines. Further, we find that the preparer’s incentive to persist in a project negatively affects the proposal reviewers’ decisions only when the proposal deviates from company guidelines but not when it is compliant. This result suggests that company guidelines may lower the willingness of reviewers to make independent decisions.

Aim/Purpose: This paper reports our implementation of a prototype system, namely PRATO (Proposals Reviewers Automated Taxonomy-based Organization), for automatic assignment of proposals to reviewers based on categorized tracks and partial matching of reviewers’ profiles of research interests against proposal keywords. Background: The process of assigning reviewers to proposals tends to be a complicated task as it involves inspecting the matching between a given proposal and a reviewer based on different criteria. The situation becomes worse if one tries to automate this process, especially if a reviewer partially matches the domain of the paper at hand. Hence, a new controlled approach is required to facilitate the matching process. Methodology: Proposals and reviewers are organized into categorized tracks as defined by a tree of hierarchical research domains which correspond to the university’s colleges and departments. In addition, reviewers create their profiles of research interests (keywords) at the time of registration. Initial assignment is based on the matching of categorized sub-tracks of proposal and reviewer. Where the proposal and a reviewer fall under different categories (sub-tracks), assignment is done based on partial matching of proposal content against re-viewers’ research interests. Jaccard similarity coefficient scores are calculated of proposal keywords and reviewers’ profiles of research interest, and the reviewer with highest score is chosen. The system was used to automate the process of proposal-reviewer assignment at the Umm Al-Qura University during the 2017-2018 funding cycle. The list of proposal-reviewer assignments generated by the system was sent to human experts for voting and subsequently to make final assignments accordingly. With expert votes and final decisions as evaluation criteria, data system-expert agreements (in terms of “accept” or “reject”) were collected and analyzed by tallying frequencies and calculating rejection/acceptance ratios to assess the system’s performance. Contribution: This work helped the Deanship of Scientific Research (DSR), a funding agency at Umm Al-Qura University, in managing the process of reviewing proposals submitted for funding. We believe the work can also benefit any organizations or conferences to automate the assignment of papers to the most appropriate reviewers. Findings: Our developed prototype, PRATO, showed a considerable impact on the entire process of reviewing proposals at DSR. It automated the assignment of proposals to reviewers and resulted in 56.7% correct assignments overall. This indicates that PRATO performed considerably well at this early stage of its development. Recommendations for Practitioners: It is important for funding agencies and publishers to automate reviewing process to obtain better reviewing quality in a timely manner. Recommendation for Researchers: This work highlighted a new methodology to tackle the proposal-reviewer assignment task in an automated manner. More evaluation might be needed with consideration of different categories, especially for partially matched candidates. Impact on Society: The new methodology and knowledge about factors influencing the implementation of automated proposal-reviewing systems will help funding agencies and publishers to improve the quality of their internal processes. Future Research: In the future, we plan to examine PRATO’s performance on different classification schemes where specialty areas can be represented in graphs rather than trees. With graph representation, the scope for reviewer selection can be widened to include more general fields of specialty. Moreover, we will try to record the reasons for rejection to identify accurately whether the rejection was due to improper assignment or other reasons.

We analyze voting support for shareholder sponsored corporate governance proposals. Specifically, we study the impact of institutional share ownership, board structure, firm size, historical share performance, and proposal sponsor on the proportion of yes votes received. We use data from 253 shareholder proposals that came to a vote in 2013 for our analysis. Among our findings are the following: (1) pension funds sponsored 14 of the 20 proposals receiving the highest level of voting support while individuals and labor unions sponsored 16 of the 20 proposals receiving the lowest voting support; (2) firms with a classified board received higher proposal support than those without a classified board; (3) firms with a higher percentage of institutional ownership received greater voter support, and (4) firm size was inversely related to voting support

The preparation of research proposals is a challenge faced by anyone who wants to contribute to scientific research, since the specific requirements of different fields of study often cause technical or management aspects of research, such as obtaining funds to carry out research efforts, to be intermingled. The basis of a research proposal is the presentation and substantiation of the necessity of studying a particular problem, as well as the practical manner in which the study will be conducted. The objective of this article is to document the main attributes of each part of a research proposal. Therefore, we present a condensed and practical approach so that a research proposal can be consolidated in a document that enables the evaluation of the validity and usefulness of the planned study. Subsequently, the detailed and appropriately organized proposal will help the researcher in the development and execution of the study. This article has important implications for the development of well-structured and well-organized research proposals, which can, in turn, initiate high-quality scientific research efforts across all disciplines of science education.

Accurate and fast object recognition is crucial in applications such as automatic driving and unmanned aerial vehicles. Traditional object recognition methods relying on image-wise computations cannot afford such real-time applications. Object proposal methods appear to fit into this scenario by segmenting object-like regions to be further analyzed by sophisticated recognition models. Traditional object proposal methods have the drawback of generating many proposals in order to maintain a satisfactory recall of true objects. This paper presents two proposal refinement strategies based on low-level cues and context-dependent features, respectively. The low-level cues are used to enhance the edge image, while the context-dependent features are verified to rule out false objects that are irrelevant to our application. In particular, the context of the drink commodity is considered because the drink commodity has the largest sales in Taiwan’s convenience store chains, and the analysis of its context has great value in marketing and management. We further developed a support vector machine (SVM) based on the Bag of Words (BoW) model with scale-invariant feature transform (SIFT) descriptors to recognize the proposals. The experimental results show that our object proposal method generates many fewer proposals than those generated by Selective Search and EdgeBoxes, with similar recall. For the performance of SVM, at least 82% of drink objects are correctly recognized for test datasets of various challenging difficulties.

This community service aims to strengthen The Purbayan Tourist VIillage about cooperation proposals and tour guides. The Purbayan Tourist Village boasts a diverse range of tourism potential, spanning from craft tourism, historical tourism, culinary tourism, to exploring cultural heritage sites. This diverse tourism potential necessitates effective management of the Purbayan Tourist Village. The existing challenge lies in relying on tourists to visit the Purbayan Tourist Village and a lack of understanding in the tour guiding process. Community engagement is targeted towards the Purbayan Tourist Village management to be more proactive in attracting tourists by offering collaboration proposals to potential agencies and implementing added value through tour guides. The community engagement methodology began with preparation and socialization on August 5, 2023. It was followed by a collaboration proposal-making training on August 12-13, 2023. Next was the tour guide training on September 29, 2023, culminating in an evaluation for improvement and performance enhancement in the future. The results of the conducted training showed an increase in understanding the collaboration proposal-making process and tour guiding. Both trainings received positive responses from the Purbayan Tourist Village management, with an understanding increase of 58.21% for the collaboration proposal-making training and 46.05% for the tour guide training. With these two trainings, the Purbayan Tourist Village management will be better prepared to develop the existing tourism potential in the Purbayan Sub-district and drive the local economy for the surrounding community.

The scientific coastline management is of great significance to the development of marine economy, coordinated development of land and marine and construction of ecological civilization. The coastline management in China has experienced two main stages: (i) the stage of basic survey and jurisprudential establishment, and (ii) the stage of perfection under new situation. There are challenges in promoting modern marine governance and marine power, which are characterized by the lack of high-quality management involvement throughout the coastline management process. Accordingly, coastline supervision is not comprehensive, the standardized system still needs to be improved, and the research on the main function of coastline has not been conducted yet. On this basis, the corresponding strategies were put forward from the perspectives of top-level design, main function, the “double-index” assessment system, requisition-compensation balance of natural coastline, with a view to provide strategic support for coastline management in China.

Purpose – This study aims to analyze withdrawn shareholder proposals to gain insight into the role of shareholder proposals in the governance of public corporations. Design/methodology/approach – A cursory look at the data suggests that unions are the most likely group to withdraw proposals. The authors focus on the behavior of unions and find that unions often resubmit a shareholder proposal which had garnered significant support in the previous year, only to withdraw the proposal in the second year. Findings – The contention is that the proposals were withdrawn in Year 2 because the issue was settled in a manner agreeable to the union. Furthermore, this research suggests that unions are more likely to withdraw proposals when the prior years’ appeal is higher, when firms have a record of poor performance, lower insider ownership or relatively independent boards. This phenomenon suggests that unions submit and withdraw shareholder proposals strategically. The authors contend that unions use shareholder proposals and the withdrawal of proposals to improve conditions for union workers at the expense of shareholder value. Practical implications – This study suggests that unions submit and withdraw shareholder proposals strategically. The purpose of knowledge management is to excavate the tacit knowledge accumulated by each enterprise member through the knowledge proposal system. Each knowledge proposal must be assessed, and after passing the quality assessment, the knowledge proposal will be stored in the knowledge repository and shared with other employees who need the knowledge at work. In the long run, the capabilities of all employees will gradually enhance and the competitiveness of enterprises will naturally increase. The correct assessment of knowledge quality is the key to the success of knowledge management. Some scholars propose to use the AHP (analytical hierarchical process) to determine the quality of knowledge. The problem with this approach is that the AHP can only obtain the relative quality of all knowledge, not the actual quality of knowledge. Therefore, this study proposes a fuzzy assessment model to measure knowledge quality, which includes a knowledge quality fuzziness index (KQFI) and a checking gate. First, experts conduct linguistic evaluation on the weight of criteria and knowledge quality. All linguistic evaluations are then integrated into a knowledge quality fuzziness index (KQFI), which is compared with a fuzzy threshold (FT); then, the level of goodness of KQFI to FT is obtained. If it is greater than 0.5, it means that the quality of the knowledge proposal is qualified; otherwise, it means that the quality of the knowledge proposal is unqualified. This study uses a case including five experts and nine knowledge proposals to demonstrate the applicability of the method. The results show that the method finally judges six knowledge instances as qualified and three as unqualified. The results show that the proposed method can indeed assist enterprises to effectively screen knowledge proposals.

This review examined the present approaches in Malaysia: speed zoning, enforcement, education, and physical engineering; before putting forward evidence of their limited effectivity. The discussion continued with a proposal for preventive approaches in managing speed. Instead of reactive measures, i.e. curbing the speeding, the proposal clutches on the elimination of room for speeding by advocating for vehicular speed management system – e.g. the intelligent speed adaptation technology, or top speed limiting by design. This paper looks at the proposal by the Federal Government to introduce a new regime for the taxation of financial arrangements. Such a change has been on the Government's agenda for some time. In 1993, an initial proposal was put forward, but serious concerns were raised by the business community. The Government's proposal re-surfaced in December 1996 with some modifications to address the concerns raised to the initial proposal but in the writer's view, these modifications do not satisfactorily address the concerns.The proposals basically seek to tax accrued and unrealised gains on financial arrangements such as foreign exchange loans and derivatives, including commodity derivatives. For instance, if a company has a foreign exchange loan, any unrealised foreign exchange gains at year end would need to be recognised for tax purposes, even though they may never be realised because of subsequent fluctuations in exchange rates.To address the concern that unrealised gains may never be realised, the ATO has put forward a proposal that if the foreign exchange or other transaction is a hedge against changes in value of an underlying transaction, unrealised gains do not need to be recognised for tax purposes until the underlying transaction is realised. For instance, if a company borrows in US dollars because its future revenue stream is in US dollars, unrealised foreign exchange gains would not need to be recognised until the revenue is derived.However, there is a major flaw in these hedging rules. If the hedging transaction is rolled over, any gain at the time of rollover needs to be recognised, even though the revenue that is being hedged has not been realised. Debt instruments and derivatives are often rolled over as part of the financial management of a large resource company and therefore, the new proposals in their current form would cause serious problems in that financial management.

Banks are exposed to five core risks through their operation, which are – credit risk, asset/liability risk, foreign exchange risk, internal control & compliance risk, and money laundering risk. Among these risks management of credit risk gets most attention. Credit risk arises due to the possibility that the borrower may fail to repay the loan. Following the recent global financial crisis, which originated from poor management of credit risk, credit risk is the most discussed topic in banking industry. All commercial banks operating in Bangladesh are strictly regulated by Bangladesh Bank. Bangladesh Bank has provided a guideline for credit risk management. All banks try to comply with that guideline. Jamuna bank is no exception of this practice. JBL has segregated the credit related activities. Marketing, preparation of credit proposal, other documentation, credit disbursement, credit monitoring etc are done at branch level. Credit administration and credit risk management related works are done at head office. At branch level, branch managers act as Relationship Manager (RM) to explore/find new business opportunities. If a new business is located he informs Head of Corporate Division using a call report. Corporate Division shall examine the call reports and communicate their initial views to the Branch about the proposed business. If the views are positive, HO will direct the concerned RM to send a complete business proposal to Corporate Division. Then the Branch submits complete proposal to H.O. CRM examines the proposal from different angles of risk and compliance and communicate their views. Then the proposal is sent to credit review committee by corporate division. CRM simply presents their observations. Credit Review Committee provides their views about the proposal which has to be approved by the M.D. corporate division may amend/change their proposal according to the recommendation of credit review committee. The Managing Director shall approve the facility if it is within power. If Board/EC approval is required, the Memo is to be signed by the Managing Director. After approval the CRM shall issue sanction advice enclosing documentation check list with a copy to credit Administration Division. When a party approaches JBL for a loan, a loan proposal is prepared at branch level, which includes credit risk assessment report, credit risk grading report besides recommended amount of loan that can be disbursed. This proposal is sent to the Head Office for approval. If Credit Administration Department of Head Office sanctions the proposal then the amount is disbursed to that party. Monitoring the loan after disbursement is the branch’s responsibility. All loan applicants are required to submit financial statements of past three years. Relevant financial performance indicators are put into a spreadsheet to assess the credit risk. JBL has a credit policy guideline which is in line with the guideline provided by Bangladesh Bank. Different weights are given to different factors like industry profitability, company size, debt burden ratio, previous loan performance etc.

Purpose This paper aims to examine the effects of firm size on audit proposal readability and audit proposal readability on auditor selection using readability metrics. Design/methodology/approach Adopting the Flesch reading ease readability formula, the authors analyze the readability of 370 hand-collected audit proposals submitted by audit firms for US state and local governments’ audit service contracts. Findings The authors find differences in readability across audit firm size, specifically the proposals written by smaller firms are more readable than those submitted by larger firms. The results further indicate that readability metrics correlate with auditor selection, i.e. an increase in audit proposal readability from the first to third quartile improves the likelihood of a firm winning the engagement by about 6 per cent, ceteris paribus. In addition, while audit fees and an existing auditor–client relationship are associated with engagement success, proxies for audit quality (i.e. audit firm size, audit experience of lead partner) are not. Research limitations/implications The Flesch reading ease measure is a simple linear combination of text attributes, which assumes that readability is a single, unidimensional construct. Simple readability metrics, such as the Flesch reading ease, may confound environmental complexity with readability. Practical implications Readability improves audit proposal success. Originality/value The results provide insight to accounting stakeholders regarding the potential influence of readability on audit firm selection. In short, readability matters.

Monogan III, “A Case for Registering Studies of Political Outcomes: An Application in the 2010 House Elections” and Macartan Humphreys, Raul Sanchez de la Sierra, and Peter van der Windt, “Fishing, Commitment, and Communication: A Proposal for Comprehensive Nonbinding Research Registration”) advocate registration regimes for our discipline. The recommendations in both are incremental [promoting, as Lindblom (1965) might have said it, the “intelligence of research” and cognizant of the costs in scientific learning from such a regime if rigidly enforced. Moreover, both papers cite studies by Gerber and various co-authors (e.g., Gerber, Green, and Nickerson 2001) demonstrating publication bias in political science, incentivizing researchers to manipulate their regression models until they can show a z-statistic ≥ 1.96, and thereby reaching standard levels of significance. I fully accept that Gerber et al.'s papers have detected a serious flaw in our scientific practices; there is a problem to be solved. The Monogan and Humphreys et al. proposals are therefore worthy of consideration.

Abstract The paper discusses proposals for measures to protect the environment by promoting ecological stability and biodiversity conditions of agricultural land. It is a proposal of elements of the local territorial system of ecological stability (LTSES) for the purposes of land consolidation project (LCP) projects in compliance with specified methods, by way of the example of cadastral unit of Horný Vinodol. The proposal of the LTSES project comprised analytical, synthetical and design parts. Within the proposals, 12 elements of local importance were selected: two biocorridors, seven interacting elements and three windbreaks. In order to increase the ecological stability of the landscape, 10 framework management measures were proposed. The proposals were fully transferred into the LCP in the so-called general principles of the functional organisation of the territory. At the same time, all allocated elements of the LTSES meet the criteria of green infrastructure elements, providing ecosystem services.

Purpose: The main purpose of the present paper is to present Kazimierz Dobrowolski’s integral method treated here as the proposal directed at the organization and management research in historical perspective. This method has been put forward against a background of the dominant – in the sciences of organization and management – quantitative approaches based on the positive research paradigm. His methodological proposal was referred to the main threads in methodological discussions of organizational history. Design/methodology/approach: The analysis was based on studies of literature on the methodology of organizational history and theoretical proposals found in the publications of Dobrowolski. Findings: The article shows that that Dobrowolski’s methodological proposal offers an integral method assuming a holistic nature of social reality, postulating a combination of functional and historical approaches as well as the use of materials obtained through field research and document studies. Research limitation/ implications: Dobrowolski’s concept can be applied to the study of transformation processes and relations between organization and its environment. Originality/value: The article is a pioneering attempt to analyze Dobrowolski’s theoretical and methodological concepts in the context of methodological postulates of organizational history.

There is often considerable anxiety and conflicting advice concerning the benefits of presenting/being evaluated first. We thus investigate how expert evaluators vary in their evaluations of entrepreneurial proposals based upon the order in which they are evaluated. Our research setting is a premiere innovation fund competition in Beijing, China, where the prize money at stake is economically meaningful, and evaluators are quasi-randomly assigned to evaluate written grant proposals without the possibility of peer influence. This enables us to credibly recover a causal position effect. We also theorize and test how heterogeneity in evaluators’ prior (context-specific) judging experience moderates position effects. Overall, we find that a proposal evaluated first requires total assets in the top 10th percentile to merely equal the evaluation of a proposal in the bottom 10th percentile that is not evaluated first. Firm and evaluator fixed-effects models yield consistent findings. We consider evaluation design elements that may mollify these position effects in the discussion section. The COVID-19 pandemic (coronavirus disease, previously known as novel coronavirus 2019) and the inequality of access to COVID-19 vaccines generated a proposal for a waiver by the World Trade Organization (WTO) of broad sections of the Agreement on Trade-Related Intellectual Property Rights (TRIPS), on a time-limited basis. India and South Africa presented a proposal to that effect in October 2020. The text proposed was controversial, led to considerable debate in the TRIPS Council and eventually led to a lengthy stand-off in the TRIPS Council, from October 2020 until May 2021. The European Union and the United States were the principal (but not the only) WTO Members opposing this proposal. Following the transition from the Trump Administration to the Biden Administration, the United States changed its position on a possible TRIPS COVID-19 waiver (in May 2021) and declared its willingness to engage in text-based negotiations. That prompted India and South Africa, together with other co-sponsors, to produce a somewhat revised version of their earlier proposal. Shortly after the change in the US position, the European Union presented an alternative proposal for a WTO COVID-19 waiver, in June 2021. It was only in the period of December 2021 to March 2022 that serious negotiations on the text of a TRIPS COVID-19 waiver took off, initially in ‘high-level group’, consisting of India, South Africa, the European Union and the United States. The outcome of these negotiations was taken to the TRIPS Council and resulted eventually in the adoption of a TRIPS COVID-19 waiver decision by the WTO Ministerial Conference, in June 2022. This article tracks the different proposals for a TRIPS waiver through their various phases, in a broader WTO and TRIPS context. It also evaluates the contributions of the different proposals to the final text of the TRIPS COVID-19 waiver decision and arrives at some conclusions as to the merits and significance of the resulting waiver. Hasil dari penelitian ini adalah sistem informasi proposal skripsi berbasis web yang dapat diimplementasikan di jurusan Manajemen Informatika POLTESA sehingga dapat dijangkau seluruh civitas akademika dengan mudah pada periode tugas akhir serta dapat mempermudah pihak jurusan untuk mengolah pengajuan skripsi dan memonitoring mahasiswa yang sedang dalam tahap menempuh skripsi, dimana hasil penelitian ini sangat dibutuhkan disituasi pandemi Covid-19 saat ini.</em></p><p><strong><em>Kata kunci</em></strong>— Proposal Skripsi, Covid-19, <em>prototyping</em>, UML (<em>Unified Modeling Language</em>) </p><p><em>Final year students of the Department of Information Management at D3 State Polytechnic of Sambas have the obligation to pass the thesis proposal seminar as a condition of being able to participate in thesis guidance. However, in the current situation of the Covid-19 pandemic there are obstacles in student academic activities, where face-to-face academic activities are limited. Due to the very importance of academic activities such as the proposal seminar process that must continue, this study aims to create a proposal submission information system so that it can be used for academic activities starting from submitting thesis proposals, verifying thesis proposals, informing seminar schedules and monitoring thesis proposal activities. The software development methodology used in this study uses the prototyping methodology, and UML (Unified Modeling Language) as a visual modeling method for object-oriented system design. The result of this research is a web-based thesis proposal information system that can be implemented in the Department of Information Management POLTESA so that it can be easily reached by the entire academic community in the final project period and can make it easier for the department to process thesis submissions and monitor students who are in the thesis stage. where the results of this research are needed in the current situation of the Covid-19 pandemic.</em></p><p><strong><em>Keywords</em></strong>— <em>Thesis proposal, </em><em>Covid-19, prototyping, UML (Unified Modeling Language)</em><em></em></p>

Abstract:
Purpose The purpose of this paper is to state a hierarchy methodology to select the most promising innovative projects, based on the processes defined by the successful Project Management Institute. Design/methodology/approach Open innovation is a new option for companies to acquire knowledge; however, in a changing and global market, it is necessary to define and select properly the proposals to be financially supported. A proven multicriteria decision methodology (MCDM) is recommended in this case to hierarchize alternatives. Moreover, analytical hierarchy process (AHP) has been considered in this study as a proven and simple MCDM. Findings AHP has been demonstrated as a suitable option to evaluate innovative project proposals, thanks to its integration with the Project Management Institute methodology. A process example has been included to demonstrate its application. Research limitations/implications Innovative projects and project proposal selection have always implied subjective criteria. Moreover, some of the processes defined in the methodology were not well defined in the project proposal. Practical implications The management of a project portfolio in a rational way would help decision makers to fund the most promising projects/alternatives under consideration. In this way, the inherent risk of R&D projects would be minimized. Originality/value The management of a portfolio of innovative proposals is less often addressed in the literature. This paper focuses on the hybridization of the criteria and processes described in the PMBOK Guide and an MCDM.

Abstract:
Purpose – The purpose of this paper is to present an innovative in-house knowledge management system of core know-how for European Commission (EC) officials. It shows how the quality of the work of officials could be improved and how talent growth and recognition could be better fostered within the EC, taken as target for the proposal, as well as example for other large, multi-disciplinary organisations that might wish to implement a similar system. Design/methodology/approach – The study considered what the key issues for better knowledge management in the EC are, and what could be learnt from the successful implementation of Diplopedia, the knowledge wiki of the US Department of State, and from previous studies of author rank, quality and stability of individual entries in the public Wikipedia. The less known Citizendium wiki was also considered. Adopting a design science approach, a first conceptual design for a EC-wide in-house knowledge wiki was developed and validated through two successive iterations using a simplified Delphi approach. A final conceptual design of this wiki was then prepared. Findings – The study found that a system aiming at high quality of entries, allowing for a healthy breadth of substance-based opinions, covering a vast scope of subjects and offering security of operation can be designed. It is argued that visible authorship, allowing room for dissenting opinions, opting for non-public access of the entries and setting up a bibliometrics method to reward high-quality contribution to the system are essential elements to ensure its adoption and ultimate success. Research limitations/implications – The main limitation of the study is that the new system, yet to be accepted within the EC, is untested in a real situation. The paper should, therefore, be seen as an example of “design science” rather than an analysis of an already implemented system. It is surmised that more research is needed on preservation and growth of quality in wiki entries, and how ranking editors can contribute to that aim. Practical implications – The Commipedia system proposed in the present paper will have practical positive implications in the EC discharge of its duties, which have constantly increased over the years at each revision of the EU treaties. A similar system can address similar needs of in-house knowledge management and talent management in large public and private organisations. Originality/value – This paper fulfils the need to provide the EC with a way to cope with mobility and retirement of experienced officials, to retain their knowledge, distribute across its different departments, update and improve it and, additionally, reward expertise and talent of officials, increasing in turn their wish to contribute to Commipedia. Neither the EC nor other large multi-disciplinary organisations have such a general system at their disposal.
