Out of the people who lose their lives during a fire, there is a severeover-representation amongst those with an impairment. Although thereexist certain efforts to solve or diminish this gap, there is still roomfor a great amount of improvement. Abstract:

Denna slutrapport beskriver projektarbetet Funktionsbeskrivning av Brandlarms-styrningen av Ventilationssystemet ombord Korvett av Göteborgsklass som beställdes av divisionsingenjören vid 41.korvettdivisionen. Bakgrunden till projektets beställning var att fartygens dokumentation över ventilationssystemets funktion vid brand var bristfällig vilket försvårade underhåll, felsökning och utbildning av och på systemet. Den ofullständiga dokumentationen var ett resultat av att individerna i fartygs­klassen modifierats i flera olika omgångar utan att dokumentationen uppdaterats på ett tillfredsställande sätt. Det hade även framkommit att det fanns olikheter i konfigurationen av fartygsindividernas system.

Projektet genomfördes dels genom studier av den befintliga dokumentation som fanns att tillgå ombord och på divisionen, dels genom praktiska under­sökningar ombord på fartygen. Under de praktiska undersökningarna framkom behov av ytterligare utredningar än de som ursprungligen framgick av det erhållna uppdraget.

Projektet påvisade skillnader mellan fartygens system, vissa förmodat felaktiga styr­ningar av fläktar och spjäll samt fastställde att dokumentationen var bristfällig. Projektet resulterade i ett antal beskrivande dokument som sammanställdes i en pärm för respektive fartyg. Dessa uppfyller det givna uppdraget och målen med projektet.

En större modifiering av fartygen i klassen med syfte att förlänga deras operativa livslängd är under planeringsstadiet. Under modifieringen skall bland annat fartygens dokumen­tation uppdateras, något som resultaten från detta projekt kommer underlätta.


This is the final report regarding the project A Functional Description of the Fire Alarm Con­trol in the Ventilation System aboard the Swedish Navy’s Gothenburg-class Corvettes, wh­­ich was commissioned by the Senior Marine Engineer Officer of the 41st Corvette Sq­­ua­d­ron of the 4th Naval Warfare Flotilla. The reason for the commission was that the set of documentation concerning the function of the ventilation system in case of a fire was insufficient. This caused problems, both during maintenance work done to en­­­su­re that the system was operating in accordance with the design parameters, as well as when trouble-shooting the system. The insufficient set of documentation was a result of a number of upgrades done to the ships over the ye­ars without any corr­e­s­p­on­ding up­date of the documentation. During the project it has also been made clear that there were non-documented differences existing be­­tween the ships in the class.

The project was fulfilled by a combination of studies of the existing set of do­cumen­tation and practical surveys aboard the ships. During the surveys, more short­comings in the existing set of documentation became evident.

The project demonstrated differences between the individual ships, assumed inaccuracies in the control of fans and dampers and determined the shortage in the set of documentation. The project has resulted in a number of describing documents that are collected in one unique file for each ship. These documents fulfil the commission and the objectives of the project.

A major upgrade of the ships in the class with the purpose of extending their operational lifetime is now being planned. The ships’ set of documentation will be simultaneously updated, a task that will be simplified with the support of the results of this project.

Abstract:
This report examines the current false alarm situation from fire detection systems in New Zealand by studying the fire calls provided by AFA Monitoring Ltd from July 1999 to June 2001. The process of the developing of an Expert System for prediction the likely causes of a false alarm is also described in this report. This study supports the hypothesis that human activities impose some impact on the occurrence of false alarms. It was also found that different building types had different reasons for their most likely cause of false alarm. For example in an industrial facility, the most likely cause for false alarm is Component Failure. The most likely cause of a false alarm varies with different types of detection systems, such as a smoke detection system is most likely to be activated falsely due to an Environmental Effect. An Expert System is an artificial intelligent program that can be used to assist end users make decisions. In this report, a program called Expert System Builder was used. The author combined the knowledge about false alarms in New Zealand, and applied it for developing a tool that can assist the site engineer to identify the cause of a false alarm.

The study achieved a complete hearing-impaired fire alarm system. Because of nowadays developed countries or building regulations in Taiwan, all types buildings must pay close attention to safety. As to the aging society and social vulnerable groups, firefighting precaution isn’t comprehensively design. The core structure of the system is divided into the gas alarm system and sound-and-light display alarm system. Besides, they are combined with wireless transmission to achieve the gas fire alarm system alerts. The system created from the research makes itself free from the limitation of distance and wiring and ensure people’s safety in all aspects. However, they also have two ways how the system initiates the gas alarm. One is automatic detection another is manual detection. And the other is traditional sound-and-light alarm system. What’s important is that the combination of them meets all the needs for all kinds of places. It not only reduces those hazards to people, but also brings the crucial reliability and security to the public.

In order to effectively implement of the monitoring and management of fire extinguishers, this study proposes systematization with inductive proximity switches and fire alarm system. The system is equipped with R-type fire detector central control to monitor. When inductive proximity switch is turned on, the control module, annunciation lamp, and buzzer will be activated to call the manager on screen. The system not only shortens the time, but also reduces the cost of equipment and fire extinguisher losing. The result proves the response time of this system can be five minutes less than the tradition one. It can effectively reduce that the fire blaze happened.

Therefore, firefighting equipment and equipment standards are all related to the wire transmission. The thesis modifies the existing fire equipment with the wireless transmission transmitter and receiver to reach the fire wireless transmission. In this way, the monuments building could be protected from the damage while installing the fire alarm system.A wireless transmitter is associated with a fire detection and alarm system. When a fire or smoke is detected, the signal is transmitted through the wireless transmission. From the test results of RC building, brick building, and wood building, it shows that the proposed method is feasible.

Early detection of fire is the key to prevent loss of life and property caused by fire disasters. An integrated fire detection and alarm system using Raspberry Pi is presented and can be incorporated in the Internet of Things (IOT) applications. Our system integrates technology of embedded systems, sensors, and vision-based fire detection method using webcam. In our system, gas sensors and flame sensors that are sensitive to gas leakage and flame are used. In addition, our vision-based fire detection method is sensitive to bursting fire scenarios and can be described in the following steps, namely image preprocessing, foreground region analysis, fire dynamic behavior analysis, and fire flow energy analysis. The experimental studies demonstrate that our system has achieved the sensitivity of 93% and the specificity of 84%, respectively. In summary, we have presented an alternative strategy to fire detection and alarm that has potential advantages over conventional fire (or smoke) detectors, e.g., improved and early detection of fire, cost-effective, etc., for home or industrial usage.

In recent years, with the fast development of technology industry the design of factory has gradually moved towards greater size of area, and the architectural programming has become more complicated so that operation area is installed with expensive equipment in order to cope with manufacturing needs, whereas the site has also stored with a vast varieties of dangerous objects. Thus ,when there is accident of fire, significant loss of property will occur if the fire cannot be found and dealt with immediately, not to mention risk of manpower casualties. Fire alarm system is the core of fire protection system, and it will make use of fire alarm system to monitor the site status of each and every environment within the factory. When there is situation of fire, the system will immediately send the signal back to the emergency respond room to provide personnel with emergency and contingent work of disposition. Besides, it will also, on its own, initiate related alert, life escape, and fire extinguishing and other equipment to avoid the disaster from fast proliferation. Therefore, the fastness and accuracy of fire alarm system can be of the most critical link for safety of fire prevention within factory. As of the constraints with the protection area and function from conventional fire alarm system, it cannot, with its uses, accommodate to the current factory that is found wide, extensive, and also its complex design; besides, it is also unable to meet the needed accuracy and requirement of humane operation with fire sensor. Hence, fixed site fire alarm system has already become the major trend of current grand-area design, which is unlike the constraints of rigid function and protection area with conventional fire alarm system. In fact, addressable fire alarm system can base on the requirements of site environment to allocate massive amount of fire sensors and monitoring equipment so that when there is fire they can more accurately notify the specific location of fire occurrence. In addition, fire sensor can also follow special requirements or factors site environment to adjust sensitivity of detector to avoid occurrence of erroneous actions and others. Therefore, the use of fixed-site fire alarm system does meet interest of disaster prevention, which is taken as the important consideration of fire-fighting design for factory. The application of addressable fire alarm system at technology factory has become more and more popular, while how the system can be avoided of interruption has become the critical issue for safety protection. As compared to previous system design, their focus is mainly placed on how to meet legal provisions and technology manual of equipment, the new system will anticipate fault-tolerant mechanism design of hardware, and module and route allocation to achieve optimization so that the odds of failure for fixed-site fire alarm system can be lowered to the minimal. This study would especially exploit two-station fiduciary switchboard system within factory compound as its case of study to evaluate and investigate the benefit generated after use, and review related focuses that would need attention when system is established. It is hoped that the suggestions can be used as reference for system personnel in responsible for subsequent establishment and management.

Its multiple functions include logic arithmetic, calculation, communication, noise resistant and stability. And PC(Personal Computer)has great ability in rapid calculation coped with the ability to store huge information. In the last 20 years, PC has popularized all over the world because of its cheaper and cheaper price. Accompanied with the popularization of PC and the promotion of the communication technology, Internet has since evolved and been developed, by which we can contact with anybody, anytime and anywhere. In this thesis, different types of automation and information technology have been discussed. We take the example of the fire protection system at multi-storey assembly dwellings. First, we use Visual Basic program to design a man-machine interface connecting with PLC. With the aid of the graphic supervisory control screen, the user can not only monitor the operating status of the fire protection system and PLC, but also can control the whole system on screen. Finally, by connecting the client PC with server PC via Internet, we can achieve the remote graphic supervisory control function.

This research investigates the statistics of fire protection system engineering materials by means of programming tools. First, the drafting standards and design criteria must first be formulated, and the linear standards of components and electrical wiring materials should be unified in order to lead the work of programming tools. After extracting the number of equipment and pipe materials in the AutoCad file, Visual Basic for Applications (VBA) is used to link with the engineering materials and cost database to automatically generate an engineering budget book that includes engineering material statistics and set prices. A questionnaire survey was conducted to investigate the impact of the programming tools on statistical productivity, correctness and riskiness of construction materials. A total of 98 valid questionnaires were collected. The survey results show that programming tools can help increase the productivity and accuracy of statistical jobs and reduce the risk of losses due to statistical errors. In addition, the improvement of accuracy will also have a positive impact on productivity and risk. In-depth interviews with developers and design institutes were conducted to better understand the intent of application tooling for material statistics of fire alarm systems and to develop drafting standards and design guidelines. Owners and developers have a positive view on the introduction of programming tools and are looking forward to the urgent need for programming tools to be introduced into the business. Although designers think that programming tools can improve the efficiency of their statistical operations, some designers retain reservations about the inertia of the past because of uncertainty. Specifically, respondents considered that programming tools can enhance the organizational efficiency and effectiveness of the existing fire engineering industry and should be positive and important to the future development of the industry.

Fire disasters have always been one of the major disasters that cannot be ignored. In recent years, the Fire Department of the Ministry of the Interior has vigorously promoted fire prevention measures including installation of residential fire alarms for residents to escape in time when disasters occur. Escaping and disaster relief are the keys to the fire disaster. However, there are many problems with fire-lane-abuse, water-line setup issues and so on. This study is to develop the system of power-cut-off and sprinkler functioning in the initial stage when the fire starts. This system will enable an alarm when the fire alarm detects smoke or high temperature caused by the fire. At the same time, the exhaust-fans is activated to discharge the smoke to prevent from the accumulation of smoke and dust, and start the power-cut-off system to cut off the household power supply to prevent from the occurrence of secondary disasters and turn on the emergency lights to help the personnel escape and evacuate in the case of power failure. After the power is turned off, the pumping motor starts to perform the water supply operation and the water sprinkler is enabled. Finally, when the fire source is extinguished, the system will automatically return to the household power supply to continue to maintain the detection protection status. Disaster Prevention and Power Failure System - Simple Version can improve the expansion of disasters in the early stage of fire and decrease casualties. In addition, it can provide the alternative solution for the expensive housing fire protection system for nuclear family households, old-style apartments or low-rise buildings and strengthen the shortage of disaster relief.

In this thesis, the ZigBee technology and internet are used on fire alarm systems. It can send back the alarm signal to the monitoring center by ZigBee, so there are two functions in the fire alarm system. One is the remote monitoring and the other is the fire warning. Comparing with the traditional one, the traditional fire alarm system can work alone, but it cannot connect to the internet and its performance is limited. Building-type fire alarm system is in wired connection mode. The cost in the future work of wiring and maintenance is relatively high. Using ZigBee wireless sensor technology with the Internet, the above two disadvantages of the traditional fire alarm can be solved. First, the ZigBee is low-cost, low power consumption and can monitor a wide range in this system. Besides, the fire detection module is used to detect and to respond the environmental conditions to the control interface by ZigBee wireless transmission system. And the Access database is integrated. Finally, the information of monitor side is uploaded to the server-side device, so the firefighters can monitor the fire situation instantly. The advantage is low cost in maintenance and easy to expand. It can achieve the function of remote monitoring and find the place where caught fire in real time.

The developed Zigbee smoke alarm can be applied to monitor and pre-alarm the fire accident remotely. Zigbee is a wireless, low power consumption, and low transmitting rate device. The objective of this thesis is to develop a residential fire alarm system by using zigbee technique. Normally, there are two types of fire alarm systems for the fire detection: one is the type of standalone detectors which are operated individually without connection to the remote host, and the other type are those detectors connected to the host via wires. Both of these two types have the advantages and disadvantages from their tradeoff between physical wiring complexity and prediction accuracy. In contrast to the two types, the detectors connected by wireless sensor networks overcome these deficiencies. By wireless communication, server on the remote host integrates all the dynamic signals from individual sensors which are deployed in the building satisfactorily. The study consists three parts mainly. First, a smoke detector is introduced, including the circuits redesign and calibration of corresponding characterized transfer function. With the change, the smoke detector can produce output analog signals which can reflect dynamic changes of the smoke concentration. The second part is to describe the application of Zigbee wireless sensor network. Following IEEE 802.14.5 and Zigbee alliance standards, the hardware as well as the software are examined and calibrated specifically to satisfy the goal of the study and the formal fire safety law. Compliant design of the Zigbee devices is therefore conducted to interface the signals from the smoke detectors. Finally, the establishment of host server is stated in the third part. A database fusing all the signals from the detector is employed in the host, and a VB based user-interface is also developed which provides graphical information of the detectors for better understanding of the first responders. The developed fire detection system can be widely applied. in the old apartments in which the layout has been significantly changed, grand public buildings, or heritage attractions. It resolves difficulties in setting systematically the detectors in these specific places.

Along with the economy gets its momentum, the number of giant tall complex buildings keep growing. Due to its complex architecture and diverse decorating materials, serious results is unavoidable once fire occurred. Although the Fire Services Act and the Standards for Installation of Fire Safety Equipments Based on Use and Occupancy help reducing the times of fire. But there is still room to improve on the topic of Fire Service. This study, based on traditional fire alarm architecture in Taiwan, compares the voltage drop value difference between calculation result from the Ohm’s Law and the realistic number measured from Fire Alarm System and approve the Ohm’s Law does help simulate the voltage drop caused by the Fire Alarm system circuit. Consequently, using the Excel program to conduct an equation to calculate voltage drop of Fire Alarm system based on the different diameter of circuit material. Furthermore, an alarm circuit composed of the voltmeter and buzzer could monitor the voltage drop and remind the necessary maintain before the voltage drop fail the alarm to work properly. The research hope the voltage drop simulator for Fire Alarm system helps Fire Alarm system designers choosing proper diameter of circuit material to avoid malfunction due to the voltage drop and its monitor circuit to make the Fire Alarm system more complete and a consideration for future related policy.

In Taiwan, according to the National Fire Agency, Ministry of the Interior, R.O.C., there are, on average, up to 5000 fire accidents per year, and many people die in fire accidents. An early fire detection system and an effective guidance system for fire evacuation can reduce fire casualties greatly. Most fire alarm systems currently detect fires via temperature alarm sensors or smoke alarm sensors. In a fire accident, all of the alarms in the building will sound at the same time, when the alarm sensors detect smoke or temperatures exceeding certain thresholds. Usually, these systems are not capable of evacuation navigation. People behave irrationally when they panic. Irrational behavior may cause additional harm during fire evacuation. Moreover, without early fire detection, there is little time to escape when the alarm sounds, which often causes serious casualties and damage. In the defense, we purpose to develop a system of early fire detection and evacuation navigation. The Science and Engineering Building at the Chaoyang University of Technology is used as the test building. We implement a fast and accurate system of early fire detection using a sensor network as well as temperature alarms and smoke alarms. With an algorithm that involves temperature differences and information reported by individual sensors, this system can determine the optimal evacuation path in a very short period.

The objective of this thesis is to design and implement an intelligent eHome robot. We mainly focus on the motion control system and fire detection system for the autonomous robot. We use DSP chip as the core of the whole system. For the aspect of the motion control, DSP chip receives motion commands from on-board computer, performs the control action and then drives the motor. The design of the motion control system improves the performance of the robot navigation system and is suitable for vision-based navigation robot, which often has slow processing time. For the aspect of the fire detection system, DSP chip acquires data from flame, temperature and gas sensors and then processes them by decision logic in order to evaluate whether the house is on fire. Finally, through the web server system built in the onboard computer, the host can get all the home information interactively. Effectiveness and feasibility of the proposed circuits and systems are demonstrated by the real-time manipulation of the eHome robot.

Taiwan is cramped and crowded. And Taiwan’s development is so fast and residence is high-density. Particularly, New Taipei City is a big city with a vast territory, large population and geographical types of diversity, and its fire caseload for most of Taiwan. When the fire event happened, the dispatcher of the Fire Department 119 Dispatch Center must make a right decision in short time to decide the appropriate resources for fire event. A right decision can be safe, efficiency, appropriate rescue effect. Conversely may be the scale of the fire event make larger and need to more cost, time and resources to rescue and may be make more property damaged, people injured and dead. Therefore, New Taipei City created a project to practice an assistant system on fire-alarm dispatch in 2011. The objective of the project is use of information technology, to set appropriate fire-alarm dispatch modules to the new needs of the fire-alarm dispatch and relief. This research is about the research of the refinement mechanism of preliminary dispatch for fire-alarm decision support system for Fire Department of New Taipei City. We designed a model based on the factor of influence rescue and use the history cases to calculate the total dispatch engine group. It can make the system catch up the trends. We use decision tree model and refinement mechanisms to design the algorithm of the system, and implement the decision support module of the preliminary fire dispatch. The model can analyze, find the rules and trend of the dispatched resources. It also can make the suggestions of quantum of the dispatched resources to activate the system in the future and assist 119 dispatchers to dispatch fire engine groups of various fire units, to make more precise and fast scheduling and effective use.

In spite of its place as the first line of defense of fire safety, fire alarm system is often turned off because of frequent false alarms, therefore inducing damage to the overall fire protection scheme. In light of this, the present study seeks to explore whether grounding and insulation resistance—two major components of the system—reflect the condition of insulation or not and if the former would have any influence on the measurement of the later research target. Although there are legal standards for these two elements, yet little is known about their relation. The present study adopts actual measurement method on system designed for P-Type Fire Alarm Control Panel, one of two main equipment types, in an attempt to engage with the research. As the result shows, under the prescribed circumstances the measured values of grounding and wire-to-ground insulation resistance reflect the system’s conditions correctly. Still more, during the experiment it is also found that when the value of grounding resistance exceeds legal limit and when the break-down of insulation happens, no false alarm is triggered. The lack of causal relation then illuminates the need to venture into other uninvestigated domains for the answer to fight the system’s malfunction in question.

As the unceasingly development of progresses economic, the growth of population, the lands are less along with time. In order to increase the spatial availability and spatial convenience, several illegal building and sheet metal houses were built in many cities. Furthermore, since the advance of construction technology and engineering method, the sheet metal houses become larger, more complex and diversify. These situations largely increased the hazard of fire, stopping people from getting out of the building and fire rescue. However, a key question is why the damage of fire still serious, even the buildings had erected fire equipment. First of all, the fire equipment could not prevent the occurrence of fire, it only could alarm people and extend the escaping time; Second, the fire equipment was designed for beating out the fire with fireman. Although the sprinkler system might beat out the fire immediately as fire occurrence, the factories did not require to set up sprinkler system. Therefore, a well-designed fire alarm system might decrease the damage of fire and achieve effective hazard management. In addition, integrating other components with the fire alarm system for more diversified and low-cost might promote more people to utilize this system for taking precautions against fire.

In this study, the different kinds of wireless transmission technology are analyzed by using an automatic fire alarm system. At first, the acting model of the message sensor in a traditional fire alarm system is investigated and its shortage is analyzed. The wireless-network transmission senor techniques are applied in the automatic fire alarm system for assuring the function of safety. By using the main features and implication model of the RF, an automatic wireless fire-alarm monitor and warning system is designed. The automatic message transmission is controlled with a CPU-IC microcomputer to increase the safety performance. The experimental model is basically designed by adopting a single frequency, serial or jumping-serial transmission model to setup the arrangement in a real site. By using the MODELSIM and MATLAB software, a simulation is programmed to study the actual transmission model of the different wireless transmission technology. The issues related to the wireless transmission such as the same-frequency, collision, and overlap interference are studied and the possibility to reduce the effects to the minimum acceptable tolerance range is investigated. The results of the different kinds of transmission model are discussed and compared, and the most adaptable implication site is suggested. The study is expecting to make some contribution to the mankind. The main contributions of this study are: 1. By adopting a wireless sensing method, this novel fire-alarm device can send the message immediately to a micro-processor controlled transmission device, and then inform the emergency evacuating direction to operators in the fire-alarm room as to ensure the safety of life. 2. The micro-processor controlled transmission device can call automatically to informing the fire-alarm message, notifying the fire-protecting workers or related persons, indicating the site or address of the fire-occurring place and therefore to reducing the damage and property loss. 3. The micro-controlled transmission device is adaptable for the manage person to monitor the situation any time, finding the abnormal immediately, controlling the safety of fire prohibition, and therefore to insure the safety of the public sites and homes. 4. The intellectual microcomputer AI controlled system can promote the safety grade of fire-prohibition and get the target of safety improvement. 5. In the future, this fire-alarm device can be connected to the local county’s e-wireless networks to inform the local fire-prohibition unit and help the fire-prohibiting workers to save the disaster and to protecting the people from suffering the damage of the ruthless fire and providing the insurance of life and property.

After the completion of civil construction, such as buildings, transportation construction, bridges, etc., often require long-term monitoring of its electronic monitoring equipment quality and safety. In this research project inside the building common smoke detector to plan a long time monitoring devices, can be timed to collect monitoring data and management information daily environmental sensing devices, as well as immediate emergency treatment, build a low-cost, wide-area wireless monitoring system. Take low-cost, convenient access to equipment design approach, allowing various areas of engineering or technical personnel can always be applied to their own needs. Usually smoke detectors and smoke alarms is only responsible for detection, there is no networking function. When an emergency occurs, not immediately know the location and status of smoke detectors occurring in people at a distance, and even sometimes imperceptible changes in temperature or siren was cut off wall, losing an emergency first time disposal of opportunity that people in dangerous environments, and even loss of life. A networking sensor networks, typically the mains, when faced with an emergency situation or prospective loss of power, sensor system suddenly lost the original function of networking, each one sensing device will lose power or an independent sensing device only. So we want to establish a wireless sensor network system can be used in case of power failure, when power outages in the city can continue its normal operation for several hours or more, so that personnel in emergency situations to be out of danger in the effective time situation. When the device has a networking function, the monitoring system can collect its information and control, but when the device is unable to obtain effective power of the case, it will use the battery can be appropriate and effective energy and communications, in order to extend the wireless sensing device monitoring aging. Therefore, low-power material component selection, the device between the Internet function with each other, only the low-power design time monitoring apparatus and an effective monitoring program in order to effectively extend the device. To Implement the advanced fire-alarm and evacuation-signing system, the entire system can be divided into two parts advanced fire-alarm device and evacuation-signing system. Provide basic functions of smoke detectors in advanced fire-alarm device, the new Bluetooth wireless mesh network can monitor the status of every device, and to provide escape of direction, daily temperature and battery level, and more. In the evacuation-signing system uses an embedded PC, which designed the database, the device configuration settings page and device monitoring program, you can collect daily information storage and transmission to the central control system, the evacuation-signing system can smoke in accordance with the state the device to dynamically change every advanced fire-alarm device escape of direction, so that people can know immediately the direction and orientation, to achieve the minimum damage to persons and property.

In the 2016 earthquake in Kaohsiung, the collapse of the Jinlong Building in Tainan, the number of deaths reached 115, and 175 survivors, 96 of them were injured. In 2018, the Hualien earthquake killed 17 people and injured 285 people. At the same time, there were frequent fire accidents at night. For example, a three-story residential building in Changhua County, a fire broke out at 1 am on February 20, 2018. The 70-year-old Jiang and his wife were both buried in a fire. The sons and the family were slightly bruised. Earthquake fire accidents are frequently transmitted, and the chance of survival during nighttime sleep is lower. In the past ten years, the Internet and mobile phones have become very popular products. If the mobile phone is connected to the vibration detection and the weather information of the weather bureau, plus fire (smoke) and body temperature detection, the probability of surviving can be increased. . Therefore, this paper proposes a system designed to assist earthquake warnings, fire (smoke detection) escape warnings, and post-disaster infrared (body temperature detection) to inform personnel that they are still alive. Each system uses a wireless Wi-Fi transmission and reception system signal to connect the signals of each system with the AP system as a base station. The earthquake vibration detector detects the vibration signal by the gyroscope, and the mobile phone simultaneously receives the earthquake broadcast message of the weather bureau, and provides the warning signal in two directions in parallel, which is more secure. Each of the detection sensors (Sensor) is combined with the Arduino to transmit a control signal to provide a mobile phone as a reference to issue a warning signal. At the same time, it also combines a wireless speaker (Wi-Fi Speaker) to reduce the reception of wireless electromagnetic waves and affect human health. When the mobile phone receives various warning signals, it will immediately open the door to facilitate escape. Now the earthquake escape concept of the apartment building is to find a solid protective shelter within its own premises, avoiding it in a solid protective shelter. If the house collapses, there is a sensor for detecting the body temperature, which can tell the survivor that there is still body temperature. The finished products in this exhibition are all self-developed design and production. Therefore, this paper has mastered the functional application of each detection sensor product combined with Arduino and smart phone. The finished product display is presented in a close-to-physical manner.

In recent years, climate changes have caused a gradual increase on environment and natural damage with more catastrophes. To the force majeure, the fire department serves as the major rescue force, while the 911 command center acts as the central nervous system. To most of us, dialing to 911 means the best solution to emergency or disasters; The first reaction to an emergency or needing assistance during a disaster is to call 911. In recent years, climate changes have caused a gradual increase on environmental and natural damage with more catastrophes. To the force majeure, the fire department serves as the major rescue force while the 911 command center acts as the central nervous system. To most of us, dialing to 911 means the best solution to emergency or disasters; hence, the most crucial task for the 911 command center would be the adequate and efficient assignment of firefighters for minimizing damage. Due to the above, the New Taipei City Fire Department’s 911 Command Center has been adopting a new assignment system since in 2013, which leaves the computer system to determine the priority from diversified assistant requests. This improves the existing vehicle module assigned by humans with effective results as well as minimum time on assignment. This research analyzes the differences between the old and new assignment systems over the same duration and with, SPSS 20.0 for statistical data on fire alarms betwee October, 2013 to December, 2014, as well as multiple analysis on durations of response to different situations, including fire alarms (R1+R2+R3), assignments (R1), performances (R2), and arrivals (R3) with variations of year, month, time period of time, fire alarm types, administrative region, rescue type, number of fire brigades, and fire brigade’s range of service. This research investigates the disadvantages and undeveloped functions of the new system, and with specific conclusions and suggestiong for further considerations. The research shows the duration from October, 2013 to December, 2014; the firefighters shrinked 75 seconds on performance, 41 fire alarms were reduced comparing to the period between October, 2011 to December, 2012; less property lose by NT$122.22 million, less finance loss by NT$139.932 million, less death by 1 person, less life injury by 8, and more life rescue by 52. This identifies the new system improves the arrival time for effective rescue and better life security. The overall better performance caused by the new system can be referred by relevant authorities.

In cases where the firefighting unit has made budgets and services every year and implemented various propaganda activities and sentiments, poisoning cases continue to occur. Therefore, this paper specifically uses this direction to analyze the relationship between the type of building, the age of the building, the installation location of the water heater, the ventilation environment, and the temperature of the day, and the reason for the occurrence of the case, as a precautionary measure.
