Abstract:

This Spring 2021 issue of Historical Reflections/Réflexions Historiques is about cultural heritages and their transmission, focusing on the period from the middle of the eighteenth century to the present. An important stimulus for the creation of the issue was the European Year of Cultural Heritage (EYCH) in 2018. There were four main themes for the EYCH: protection, engagement, sustainability, and innovation. National coordinators and local organizers of events and initiatives across the continent adopted the unifying slogan “Our Heritage. Where the past meets the future.” The articles brought together here serve as an invitation to readers to continue reflecting on subjects and questions that were at the heart of planning for and supporting public participation in EYCH 2018. The European Year of Cultural Heritage provided myriad opportunities to discover the roles played by individuals and groups in the preservation and valorization of natural sites and landscapes, public monuments, cultural institutions, artifacts, digital resources, and intangible cultural heritage. It highlighted educational initiatives to raise awareness of multiple, diverse cultural heritages within communities and to promote intercultural dialogue. It pushed governments and nongovernmental organizations to address matters of financial investment, legal accountability, partnership management, and the shaping of policies on conservation and ownership rights. It challenged professional historians as well as archivists, librarians, archeologists, conservators, and curators to think hard about widening access and about ways of integrating local, national, and international perspectives when communicating with audiences about surviving traces of the past.

Abstract:

Cet article examine les facteurs de production des risques dits « naturels » dans les grandes villes du Cameroun. D’une approche historique, il ressort que l’établissement d’agglomérations dans des sites d’aménagement difficile est à la base du problème. Le manque de ressources ainsi que la forte croissance démographique qui caractérisent les pays les moins avancés (PMA) en général et le Cameroun en particulier sont du point de vue anthropique les causes de la forte sensibilité aux risques naturels. Il se pose aussi le problème de l’ambiguïté du système foncier qui n’aide pas à la maîtrise de l’espace. L’incapacité des autorités et de la protection civile à gérer l’espace urbain consolide la vulnérabilité. Les changements climatiques diminuent la perception et l’acceptation des risques par les populations et augmentent leur fréquence.

Résumé En 1980, la Nouvelle-Écosse adoptait sa première loi sur la protection du patrimoine bâti. Depuis, plus de 260 édifices ont reçu la désignation d’édifices historiques et sont, à cette fin, protégés en vertu de la loi. En 2003, la province a lancé sa participation officielle à l’Initiative des endroits historiques, qui a pour mandat de promouvoir et de reconnaître les endroits historiques désignés par la province et par les municipalités. Cet exposé présente le programme de protection des lieux historiques de la Nouvelle-Écosse et aborde la manière dont la province a contribué à la mise en place de l’Initiative des endroits historiques, qui est une initiative pancanadienne.

Abstract:

Résumé Benjamin Sulte (1841-1923) a été un historien notoire du Canada français. Pendant soixante ans, ce fonctionnaire et érudit autodidacte a écrit plusieurs milliers d'articles et une trentaine d'ouvrages, tout en participant aux délibérations des principales sociétés savantes de son époque, notamment la Société royale du Canada. Mais il s'est aussi investi dans la commémoration sociopolitique, soit comme initiateur de comités pour l'érection de monuments, soit comme membre fondateur de la Société des sites historiques et de la Commission des lieux et monuments historiques du Canada. Sulte a donc été partie prenante à la fois de l'institutionnalisation des sciences historiques et de l'utilisation commemorative de l'histoire. Le témoignage de Sulte montre comment se sont enchevêtrées à leur origine ces deux pratiques aujourd'hui reconnues comme distinctes.

Abstract:

L’histoire des parcs archéologiques, en France, débute en 1972, avec l’ouverture du Thot, en Dordogne. La première génération de parcs, avec le célèbre Archéodrome de Beaune, en Bourgogne, apparaît en même temps que les parcs naturels régionaux (PNR) et les premiers musées de plein air et écomusées, dans le cadre d’une politique d’aménagement du territoire, pour les sites naturels, archéologiques et historiques. Les parcs utilisent toutes les ressources de la reconstitution des vestiges préhistoriques et historiques, au moyen de l’archéologie expérimentale. Certains d’entre eux intègrent les temps géologiques avec les «dinosaures». Ils sont toujours situés dans des sites naturels. Cette reconstitution du passé est en rupture avec les musées de site traditionnels, avec les risques d’une culture de masse qui privilégie le divertissement au détriment du culturel «disneylandisation»). Le concept s’avère cependant pérationnel pour les nouveaux musées archéologiques qui l’utilisent aujourd’hui: les parcs-musées archéologiques ne sont plus seulement des parcs de divertissement.

Abstract:

Les moyens les plus divers sont aujourd’hui utilisés dans les musées et les sites historiques pour mettre en valeur le patrimoine. L’auteur de cet article a choisi de s’intéresser à la pratique de médiation du patrimoine employant des personnages historiques comme médiateurs lors de performances, de représentations théâtrales. Elle pose plus précisément son regard sur Dramamuse, l’ancienne troupe de théâtre du Musée canadien des civilisations à Gatineau, et sur le service d’animation du site historique des plaines d’Abraham à Québec. En examinant la dimension pratique de leurs différentes performances, l’auteur a pu s’attarder particulièrement à l’impact et à la pertinence du personnage dans l’instauration et le maintien d’une relation de médiation avec le visiteur. Étant à la fois représentation et incarnation du passé, le personnage suscite des émotions et permet aux visiteurs d’acquérir des connaissances. Il est une façon hors du commun d’accéder au patrimoine.

Abstract:

Rédigée en 1964 et adoptée un an plus tard par le Conseil international des Monuments et des sites, qui en assurera la diffusion, la Charte de Venise reste aujourd’hui un document largement utilisé dans les milieux patrimoniaux. Cet article, qui se base principalement sur un dépouillement de la revue Les Monuments historiques de la France, complété de la consultation ponctuelle d’archives, s’attache à identifier la nature et la spécificité de l’apport français dans la rédaction et l’interprétation du document, durant la période allant du premier Congrès des architectes et techniciens des monuments historiques, à Paris, en 1957, au colloque organisé par ICOMOS France en 1976 pour faire le bilan de l’application de la charte dans les restaurations françaises. Après avoir identifié les principaux acteurs français impliquées dans les réflexions doctrinales internationales durant la période considérée, l’article examine, à travers une sélection de projets publiés dans la revue Les Monuments historiques de la France, deux des principes essentiels de la charte, en rupture avec l’héritage Viollet-le-Ducien : ce que Michel Parent appelle la « transparence des formes », et la lisibilité des interventions, la « marque de notre temps », prônée par la charte. Il conclut sur la contribution française à la révision du document, en 1977 : une entreprise qui échouera, mais aura à tout le moins suscité un bilan qui s’avère plutôt, pour la France, un nouveau point de départ pour les débats sur la restauration.

Abstract:

Despite the fact that Palaeolithic sites in Ukraine are objects of cultural heritage and protected by law, a large number of them is on the verge of total destruction. Organization of the processes of protection and preservation, as well as monitoring of the state of such sites, is based entirely on state legal acts. The Law of Ukraine On the Protection of the Archaeological Heritage defines the protection of the archaeological heritage as a complex of measures carried out in accordance with the legislation by state authorities, enterprises, institutions, organizations, citizens, aimed at keeping records, protection, preservation, proper maintenance, appropriate use, conservation, restoration, rehabilitation and museisation of archaeological heritage objects, as well as dissemination of knowledge about archaeological heritage. A characteristic feature of the objects of the archaeological heritage is the material embodiment of scientific information, which is largely stored in the place of its formation, regardless of the state of preservation. The basis for the protection of the archaeological heritage is its properties, which impose a ban on any work on this area, except for works related to the scientific research of the archaeological heritage. State regulations in the field of cultural heritage regulate relations connected to the protection of the archaeological heritage of Ukraine – an integral part of the cultural heritage of humankind, a vulnerable and non-renewable source of knowledge about the historical past, as well as determine the rights and responsibilities of archaeological heritage researchers. Scientific research of archaeological heritage is the scientific activity aimed at gaining new knowledge about the objects of archaeological heritage, patterns of development of ancient society and man on the basis of the results of the analysis of archaeological materials and documented information (publications, scientific reports, etc.) of archaeological character. It is extremely important to create the necessary conditions for the state to carry out scientific studies of Palaeolithic sites in order to organize a proper regime for their protection in terms of legislation. Key words: site, archaeological heritage, cultural heritage, protection of Palaeolithic sites, law, legal norms.

Abstract:

Ce texte fait le point sur les tendances thématiques émergentes en histoire urbaine environnementale au Québec. Après avoir dressé un bilan des travaux historiques qui ont intégré les enjeux environnementaux dans leurs analyses, l’article lance quelques pistes de réflexion sur la manière dont l’histoire urbaine pourrait poursuivre l’exploration d’une approche environnementale, c’est-à-dire qu’il propose un cadre d’analyse tenant compte des situations et des sites urbains ainsi que de leurs caractéristiques tout en s’attachant aux interrelations entre l’espace social, l’espace construit et l’espace naturel.

AbstractArchaeological resource protection remains an important management concern on public lands in the U.S. Southwest and beyond. While legislation and educational programs have contributed to a general improvement in public attitudes toward cultural heritage, archaeological resources on public lands remain vulnerable to a variety of human impacts. We present results of a condition and damage assessment of 96 prominent precontact sites on the Tonto National Forest (TNF) in central Arizona. We summarize field methods and observations and discuss their implications for the management and protection of archaeological resources on the TNF and other public lands. Sites at varying distances from roads were assessed in an effort to identify potential relationships between damage frequency and road proximity. Field results indicate that (1) unauthorized damage occurs more frequently at sites near TNF roads; and (2) economical measures like advisory signage provide potentially effective means of deterring unauthorized damage to sites in higher risk locations. Our findings add to a knowledge base important for understanding patterns of damage and site vulnerability and for developing practical protection strategies in line with public land missions and administrative capabilities.

Abstract:

La Direction du Patrimoine is the successor of the Commission des Monuments historiques, which from its inception in 1837 was responsible for identifying, compiling an inventory of, and restoring, historic buildings. During the 19th century, this meant, in effect, medieval ecclesiastical structures and sites. From the beginning the Commission was careful to safeguard its papers, including drawings and plans of specific buildings; a number of volumes illustrating the nation’s architectural heritage were published in the second half of the 19th century; drawings, and photographs, were commissioned, and a library was assembled. From the 1860s the Commission employed photographers on its staff and efforts were made to record those buildings for which the state was responsible. The documentary resources which accumulated became known as the Bibliothèque des Monuments historiques. Recent decades have witnessed the devolution of the management of historical monuments, while the documentary collections are being cared for, exploited, and developed in a wider context, embracing secular, industrial, vernacular, and modern architecture, as well as art, photography itself, and artefacts from everyday life, to provide the broadest possible documentation of the French cultural heritage. A computer system is used, and many photographic images are being transferred to videodisc.
