Abstract:
Currently family preservation is not recognized as a viable approach in elder abuse practice. Yet most elder abuse in domestic settings is perpetrated by family members, and, in cases in which elders are being abused by family members, many times elders choose not to change their living situations. For this article, the author reexamined findings from a 1996 exploratory study the author conducted of decisional factors used by New Hampshire's elder protection service workers to explore the role family preservation had in their elder abuse practice. By comparing the decisional factors found in the original study to an index the author created of characteristics of a family preservation model, several factors were identified as characteristics of a family preservation approach. The findings reveal participants used, to a certain extent, a family preservation approach with little agency and community service provider support. The author concluded that further research should be conducted to see if the family preservation model would help in identifying a universal practice model in elder abuse work to more clearly address some of the complexities of providing intervention to the elderly suffering from domestic violence.

Responses of 17 elderly persons and 20 VA inpatients with alcohol-abuse problems (all 60 yr. or older) to an Alcohol Attitude Survey administered by telephone and interview were examined. Inpatients felt more vulnerable, perceived higher costs in moderating drinking, and showed lower response efficacy. Inpatients consumed substantially more alcohol than the community-dwelling elders. Hypotheses for study were generated.

ABSTRACTPension receipt in later life is determined by the way in which individuals' pension contributions and circumstances over the lifecourse interact with eligibility rules. Within the British context, such pensions relate to sources such as the State Pension, an occupational or private pension, and Pension Credit. Existing research shows that membership of certain ethnic groups is associated with a lower likelihood of receiving occupational or private pensions. Data from Understanding Society allows us to build on existing evidence by examining the factors associated with the receipt of three different kinds of pension income – State, occupational/private and Pension Credit – among older men and women from separate Black and Minority Ethnic (BME) groups. The results show that belonging to certain BME groups reduces one's chances of receiving the State Pension or an occupational/private pension, but increases the chance of receiving Pension Credit. The gender-specific analysis shows that these results hold true for many BME groups of men, whereas among women, only Pakistani women are less likely than White British women to receive an occupational/private pension. Such findings provide up-to-date empirical evidence that ethnic inequalities in pension protection are still evident and contribute to the increasingly important debate in the United Kingdom and elsewhere regarding migrants' social security and welfare over the lifecourse and in later life.

An important demographic and social trend is becoming indisputably evident in the UK. The population is ageing, and a clearly discernible group of elderly persons is growing. As this trend continues, it will be necessary to reconsider the effectiveness and application of the law from the perspective of the elderly claimant. While it has been recognised that there must be a legal scheme to oversee the care and protection of persons, including elders, who are unable to care for their interests due to severe disability, it is becoming evident that even elders who are apparently healthy and able may be vulnerable. Undue influence inter vivos is a significant legal doctrine upon which elderly people have relied in recent times to set aside gifs, contracts and guarantees which they (or their representatives) have considered in hindsight were not in their best interests. This paper seeks to provide an analysis of and contribute to an understanding of the doctrine of undue influence from the perspective of the elderly claimant in the UK. The paper considers actual and presumed undue influence and the impact of the House of Lords decision in Royal Bank of Scotland plc v Etridge (No2). It will be argued that the law of undue influence inter vivos is in transition from a nineteenth-century doctrine which did not confer a special legal status on the elderly to one which is applied in the context of an increasing recognition that the events leading up to the transaction and the circumstances of the case may indicate that elders need the relief which the doctrine affords. Nevertheless, the transition to a modem system of undue influence for the elderly is incomplete. There remain outstanding issues which need consideration before it can be said that there is a comprehensive or logically coherent approach to elders and undue influence.

BackgroundAs Malaysia is fast becoming an ageing nation, the health, safety and welfare of elders are major societal concerns. Elder abuse is a phenomenon recognised abroad but less so locally. This paper presents the baseline findings from the Malaysian Elder Mistreatment Project (MAESTRO) study, the first community-based study on elder abuse in Malaysia.DesignCross-sectional study, analysing baseline findings of a cohort of older adults.SettingKuala Pilah district, Negeri Sembilan state, Malaysia.ObjectivesTo determine the prevalence of elder abuse among community dwelling older adults and its associated factors.ParticipantsA total of 2112 community dwelling older adults aged 60 years and above were recruited employing a multistage sampling using the national census.Primary and secondary outcome measuresElder abuse, measured using a validated instrument derived from previous literature and the modified Conflict Tactic Scales, similar to the Irish national prevalence survey on elder abuse with modification to local context. Factors associated with abuse and profiles of respondents were also examined.ResultsThe prevalence of overall abuse was reported to be 4.5% in the past 12 months. Psychological abuse was most common, followed by financial, physical, neglect and sexual abuse. Two or more occurrences of abusive acts were common, while clustering of various types of abuse was experienced by one-third of abused elders. Being male (adjusted OR (aOR) 2.15, 95% CI 1.23 to 3.78), being at risk of social isolation (aOR 1.96, 95% CI 1.07 to 3.58), a prior history of abuse (aOR 3.28, 95% CI 1.40 to 7.68) and depressive symptomatology (aOR 7.83, 95% CI 2.88 to 21.27) were independently associated with overall abuse.ConclusionElder abuse occurred among one in every 20 elders. The findings on elder abuse indicate the need to enhance elder protection in Malaysia, with both screening of and interventions for elder abuse.

Abstract With acceleration of the ageing population globally, more and more governments are concerned about the potential increase in elder abuse and neglect (EA/N). Recently the National Office for Ageing and the provincial offices for ageing conducted a survey of 224,352 Chinese over the age of 60 years using household interviews to assess economy, health, service, social participation, culture, rights protection, livable environment, etc. Author’s analysis of this data shows that 54% of the elderly people interviewed experienced physical and mental abuse or intimidation, and 6.95% of them felt that their legal rights were violated. Data also supports that the occurrence of EA/N was significantly correlated to self-care ability, economic status, and urban and rural regions of the elders. The researcher will discuss the practice and policy implications for the prevention of EA/N.

This article argues that gangs, clans, mafias and insurgencies are, like states, forms of governance. This insight is applied to the case of Somali piracy and the article explores whether protectors of piracy were clearly distinct from pirates; and to what extent protectors coordinated their activities across the Somali coastland. It is shown that clan elders and Islamist militias facilitated piracy by protecting hijacked ships in their anchorages and resolving conflicts within and between pirate groups. Protection arrangements operated across clans, as illustrated by the free movement of hijacked ships along the coastline and the absence of re-hijacking after ransoms were paid. Piracy protection can be thought of as part of a continuum of protection arrangements that goes from mafias to legitimate states. The article concludes by highlighting the implications of the findings for the debate on state-building and organised crime.

Problem of unfair and inadmissible advertising addressed to seniors The aim of this work is presenting main aspects of the problem of unfair and inadmissible advertising addressed to elders. The author presents the concept of advertising as well as the regulations concerning it in applicable provisions of Polish, European and international law, focusing mainly on characteristics of unfair and inadmissible advertising. Main part of work is the presentation of elders as a specific group of consumers who are particularly exposed to unlawful business practices. As an example of it the author points out the cases of unfair and inadmissible advertising which are the subject of proceedings before the Office for Competition and Consumer Protection. The author also presents the commonly used unlawful business practices directed against elders. The culmination of this work is an indication what steps can be taken by elders so as not to become a victim of unfair and inadmissible advertising.

Abstract Singapore is one of the fastest-aging populations due to increased life expectancy and lowered fertility. Lifestyle changes increase the burden of chronic diseases and disability. These have important implications for social protection systems. The goal of this paper is to model future functional disability and healthcare expenditures based on current trends. To project the health, disability and hospitalization spending of future elders, we adapted the Future Elderly Model (FEM) to Singapore. The FEM is a dynamic Markov microsimulation model developed in the US. Our main source of population data was the Singapore Chinese Health Study (SCHS) consisting of 63,000 respondents followed up over three waves from 1993 to 2010. The FEM model enables us to investigate the effects of disability compounded over the lifecycle and hospitalization spending, while adjusting for competing risk of multi-comorbidities. Results indicate that by 2050, 1 in 6 older adults will have at least one ADL disability and 1 in 3 older adults will have at least one IADL disability, an increase from 1 in 12 elders and 1 in 5 elders respectively in 2014. The highest prevalence of functional disability will be in those aged 85 years and above. Lifetime hospitalization spending of elders aged 55 and above is US$24,400 (30.2%) higher among people with functional disability compared to those without disability. Policies that successfully tackle diabetes and promote healthy living may reduce or delay the onset of disability, leading to potential saving. In addition, further technological improvements may reduce the financial burden of disability.

AbstractCortical atrophy is a biomarker of Alzheimer’s disease (AD) that correlates with clinical symptoms. This study examined changes in cortical thickness from before to after an exercise intervention in mild cognitive impairment (MCI) and healthy elders. Thirty physically inactive older adults (14 MCI, 16 healthy controls) underwent MRI before and after participating in a 12-week moderate intensity walking intervention. Participants were between the ages of 61 and 88. Change in cardiorespiratory fitness was assessed using residualized scores of the peak rate of oxygen consumption (V̇O2peak) from pre- to post-intervention. Structural magnetic resonance images were processed using FreeSurfer v5.1.0. V̇O2peak increased an average of 8.49%, which was comparable between MCI and healthy elders. Overall, cortical thickness was stable except for a significant decrease in the right fusiform gyrus in both groups. However, improvement in cardiorespiratory fitness due to the intervention (V̇O2peak) was positively correlated with cortical thickness change in the bilateral insula, precentral gyri, precuneus, posterior cingulate, and inferior and superior frontal cortices. Moreover, MCI participants exhibited stronger positive correlations compared to healthy elders in the left insula and superior temporal gyrus. A 12-week moderate intensity walking intervention led to significantly improved fitness in both MCI and healthy elders. Improved V̇O2peak was associated with widespread increased cortical thickness, which was similar between MCI and healthy elders. Thus, regular exercise may be an especially beneficial intervention to counteract cortical atrophy in all risk groups, and may provide protection against future cognitive decline in both healthy elders and MCI. Abstract:
We are living increasingly longer in a society that is struggling to define how to treat the very old, particularly those in care homes. The concept of dignity can guide how an older individual in care ought to be treated. In this dissertation I argue for an understanding of dignity that is built around the views of the persons cared for, and for the introduction of laws and policies aimed at creating conditions amenable to its realisation. Dignity must be viewed as rooted in our concrete autonomy, one that sees us embodied and embedded in the connections we make with others throughout our lives. Dignity, understood according to the views of the individual cared for, is aligned with this relational view of autonomy, one that prompts us to understand the individual through dialogical engagement. In order to realise the kind of dignity that matters to elderly individuals in care, it is essential to address a number of negative factors, including through law and policies. Addressing these factors means taking concrete steps towards converting potential dignity into actual dignity. One of these 'conversion factors' of dignity is vulnerability. In order for this personal conversion factor to be conducive to dignity, vulnerability ought to be conceptualised as inherent, universal and relational. Another conversion factor, this time environmental, is the regulatory system that controls care homes: for dignity to flourish, those affected by this system must be involved in its elaboration and monitoring. On a social level exists the conversion factor of ageism. Generational rapprochement is one way in which to help reduce it. This dissertation examines whether and how legal means responsive to these conversion factors help or hinder the creation of conditions amenable to dignity in long term aged care.

The first goal of this paper is to analyze recent socio-economic characteristics of old-age peoplein Peru, with emphasis on poverty and social exclusion. For this, we use the National Household survey (Enaho) of year 2011 and find that the majority of the extreme poor elderly are living in the rural area. Furthermore, only 1% of the elderly living in extreme poverty receives a pension benefitand a vast majority of them live in one or two-person households, which intensify their vulnerability. The second goal is to review the most important social and economic policies towards old-age in Peru. And finally, we review the literature and policies for the elderly implemented in other countries with the aim to describe their most relevant impacts. Overall, our document might be a useful input to think and propose new policies towards old-age people in Peru based on evidences.
El presente documento busca, en primer lugar, realizar una caracterización de las condiciones socioeconómicas de la población de adultos mayores en el Perú con énfasis en la situación de pobreza y desprotección social de este segmento de población. El análisis de la Encueta Nacionalde Hogares (Enaho) 2011 revela que la mayor cantidad de personas mayores de 65 años que se encuentran en situación de extrema pobreza residen en la sierra rural. Del mismo modo, se observa que únicamente el 1% de adultos mayores pobres extremos tienen acceso a algún tipo de pensión; y que la mayor proporción adultos mayores en situación de pobreza extrema viven en hogares de 1 o 2 miembros, lo cual acentúa su vulnerabilidad. En segundo lugar, se realiza una revisión de las principales intervenciones de política orientadas a los adultos mayores en Perú, incluyendo políticasde gran escala como la pensión social Pensión 65 e intervenciones más acotadas relacionadas al bienestar general y derechos de los adultos mayores. Finalmente, revisamos la literatura y políticas dirigidas al adulto mayor de otros países y mostramos algunas evidencias se sus impactos, lo cual puede ser útil para proponer nuevos programas dirigidos a los adultos mayores en Perú.

This PhD project by publication begins to explore how Scottish adult support and protection (ASP) policy and practice carves out its role and remit. It examines the ways that concepts like “abuse”, “vulnerability” and “protection” have been constructed, both by individual practitioners and at a policy level. The submission comprises five papers published in peer-reviewed journals and this contextualising document, which knits together the work and draws out overall conclusions and implications. The papers themselves report on a literature review, a further analysis of case study research into ASP practice and a critical policy comparison. The case study research was conducted immediately prior to legislative changes in Scotland with respect to ASP, and the policy comparison was conducted subsequently to these changes. Overall, the findings highlight the ways that a social constructionist approach can usefully deepen our understandings of ASP. That is, they show how understanding concepts like “protection”, “vulnerability” and “abuse” to be actively constructed in unique and complex contexts can promote criticality in policy-making, practice and research.

Abstract:
This descriptive study with quantitative aspects examined the phenomenon of elder abuse through the systematic review of 60 cases of elder abuse. Cases were randomly selected from the files of an Adult Protective Services agency in the North Central Texas area. Research questions examined the characteristics of the victims and abusers, types and duration of abuse, descriptions of abusive situations, the reporting and verification of abuse, case management strategies utilized by caseworkers, and the consequences of those strategies. The results of this study point to the probability of the elderly abuse victim being 75 years of age or older, female, white, and widowed. There did appear to be some connection between race and type of abuse with white victims more likely to experience physical and financial abuse. Approximately half of the elderly abuse victims had severe limitations in physical and/or mental functioning leading to some degree of dependence upon their abusers. However, eighty percent of the elderly victims resided in their own homes and half of these individuals were functionally independent. This study provided descriptions of the various types of abuse that were observed: physical, financial, emotional, passive neglect, and active neglect. Financial abuse was noted most frequently, and multiple types of abuse were noted in most cases with the combination of physical, financial, and emotional abuse being observed most frequently. Fifteen different categories of case management strategies were examined, averaging four different assistance strategies per case. Legal services appeared to be the most often refused form of assistance. This study also found no evidence that those who abuse the elderly are being prosecuted.

Abstract:
The present paper is a salvage Linguistic Anthropology, in which attempt has been made to document a nearly-extinct language known as māṅgtā bhāsā, and to suggest appropriate measures for saving it from complete extinction. The word māṅgtā is said to have been derived from māṅā, which means ‘to ask for’ or ‘to beg’. The language is spoken by a few groups of the Bedia, which is a Scheduled Tribe (ST) in India with a population of 88,772 as per Census of India, 2011(Risley [1891]1981; Bandyopadhyay 2012, 2016, 2017). Bedia is a generic name for a number of vagrant gypsy like groups which Risley has divided into seven types. They live by a number of professions such as snake-charming, selling of medicinal herbs, showing chameleon art or multi-forming. Almost all of them have become speakers of more than one language for interacting with speakers of different languages in the neighbourhood for the sake of their survival. Even the present generation has almost forgotten their native speech, and their unawareness of the language becoming extinct is of concern to us. Elders still remember it and use it sometimes in conversations with the fellow members of their community. The ability to speak this language is construed with regard to the origin of this particular group of Bedia. In fact, the language had given them the identity of a separate tribal community while they demanded the status of ST in the recent past. Thus, socio-historically, the māṅgtā language has a special significance. In spite of being a distinct speech, there has been almost no study conducted on this language. This is one of the major motives for taking up the present endeavour. This project conducts morphological, phonological, syntactical and semantic studies on the māṅgtā language. Sociolinguistic aspects of this language have also been considered. The language has its roots in the Indo-European language family with affinity to the Austro-Asiatic family. The paper interrogates whether māṅgtā can be called language or speech. The study required ethnographic field work, audio-visual archiving, and revitalization, along with sustainable livelihood protection of speakers of the language.

Negative Poisson’s ratio (NPR) materials, also known as auxetic materials, have many promising application areas. In recent years, various auxetic material structures have been designed and fabricated for diverse applications that utilized normal materials which follow Hooke’s law but still show the properties of negative Poisson’s ratios. In light of this, efforts are made to apply auxetic material structures to body protection pads that are comfortable to wear and effective in protecting body parts by reducing impact force and preventing injuries in high-risk individuals such as elderly people, industry workers, law enforcement and military personnel, and sport players. For those people, blunt impacts such as falls, bullets, and blast wave may reduce quality of life, increase the possibility of early death and generate an extremely high medical costs. Therefore, it is important to develop new body protectors that best combine each individual’s requirements of wearing comfort (flexible, light weight), ease of fitting (customized), ensured protection, and cost-effectiveness. The developed protection pad would be made from multilayer materials with an adaptive structure to achieve a unique multifunctional properties such as high hardness, impact toughness, light weight, excellent shock absorption, self-assembly suitable for the needs. Particularly, an integrated computational (finite element analysis) approach is used to investigate the effect of three material structures (honeycomb or flexin structure, re-entrant hexagonal cells or reflexin structure, and arrowhead structure) in combination with three polymeric materials (Polylactic acid (PLA) and two thermoplastic polyurethane (TPU) materials). Efforts are made to relate the individual and/or combined effect of auxetic structure and materials to the overall stiffness and shock-absorption performance of the body protection pads. Initially, parametric 3D CAD models of auxetic polymeric structures are developed. Later, key structural characteristics of protectors are evaluated through static analyses of FEA models. Impact/shock analyses are conducted to validate the results obtained from the static analyses. The mechanism for ideal input force distribution or shunting is suggested for designing protectors using various shapes, thicknesses, and materials of auxetic materials to reduce the risk of injury. The results show that the auxetic material can be considered as an effective material structure for body protection pads.

This study seeks to develop novel multi-material and multi-layer pads that are comfortable to wear and effective in protecting body parts that are subject to blunt impact. The proposed body protection pad will address a safety issue prominent in elderly people, industry workers, law enforcement/military personnel, and sport players. Among the population of those people, blunt impact due to various causes such as falls, bullets, and blast waves reduce quality of life, increase the possibility of early death, and cause extremely high medical costs to incur. Protector pads represent a promising strategy for reducing impact force and preventing injuries in high-risk individuals. However, clinical efficacy has been limited by poor user compliance. Currently available protectors are made of either hard shells or soft thick pads. Some of them are made of Non-Newtonian materials that are believed to be very efficient but their effectiveness hasn’t been proved yet. Even though some available protectors can be effective if worn, most people who need protection are reluctant to wear bulky and heavy garments or rigid shells. Therefore, it is important to develop new body protectors that best combine each individual’s requirements of wearing comfort (flexible, light weight), ease of fitting (customized), ensured protection, and cost-effectiveness. The authors brought up many different design ideas and the most promising ones were selected and their effectiveness is investigated in detail. One of those pads utilizes dome shape top layer and thin fabric membrane component, such as Kevlar, that is very strong in tension but flexible in bending. Such design will make the pads excellent in dissipating shock energy and converting normal shock force to lateral direction to minimize the shock force transmitted to the body parts. Through computational simulations, these pads were proved to be very flexible in bending and torsion while strong and rigid in compression. In addition, suitable materials were identified, and it has been verified that such materials can be used to design a viable product(s) that is thin, light, and flexible for wearing comfort but strong in normal impact direction to protect the body. This paper reports a parametric study using computational analyses (finite element analyses) conducted for dome-shaped structures with various materials such as thermoplastic polyurethane (Ninjaflex® and Semiflex®), polyethylene, resin polyester, polylactic acid (PLA), resin epoxy, epoxy S-glass, and epoxy E-glass. Parametric 3D CAD models of the dome-shape structures were created with various combinations of layers such as dome shell only, dome with fabric (such as Kevlar) membrane, dome with fabric membrane and solid filler, and dome with fillers of auxetic structure. Then, key structural characteristics of protectors such as normal (compression), bending, and torsional stiffness were evaluated through static analyses of FEA models. Then, impact/shock analyses were conducted using multiphysics finite-element-analysis models to validate the results obtained from the static analyses. Advanced additive manufacturing techniques (3D printers) were used to build prototypes of the pads for tests. Dimensions and materials of the multi-layer pads are optimized for light weight and flexibility while keeping excellent shock absorption capability. The mechanism for ideal input force distribution or shunting are explained and suggested for designing protectors using various combinations of materials and layers to reduce the risk of injury. The results show that the dome-shape structure can be an effective component of optimized body protection pads using a combination of various materials.

Physical surrogates and numerical models have been used to investigate the lower limb injury responses in blunt trauma related to occupant and pedestrian impacts during crash events. To date, automotive crash dummies used for studying the lower limb kinematics and injury responses in car crashes are designed to represent mid-age adults. But due to increase in fragility and frailty with age, the injury risk of the lower limb of elderly females is greater compared to younger adults. Thus, safety designs should expand for protecting elderly females in lower limb impacts. The current study focuses on developing a lower limb finite element model for elderly females with accurate anthropometry and anatomical details. The model was further validated against segmental and whole-body level experimental data of lower limb impact during pedestrian, frontal, and side impact loading. The validated model will be further integrated into the whole-body model to study injury mechanisms and safety designs for this vulnerable population of elderly females.

It is important to develop new body protectors that best combine each individual’s requirements for wearing comfort (flexible, light-weight), ease of fitting (customized), ensured protection, and cost-effectiveness. The protection pad would be made from multilayer materials and adaptive structures to achieve unique multifunctional properties such as high hardness, impact toughness, light weight, and excellent shock absorption suitable for the needs. This paper reports an integrated theoretical, computational (finite element analysis), and experimental investigation conducted for typical auxetic polymeric materials that exhibit negative Poisson’s ratio (NPR) effect. Parametric 3D CAD models of auxetic polymeric structures such as re-entrant hexagonal cells and arrowhead were developed. Then, key structural characteristics of protectors were evaluated through static analyses of FEA models. In addition, impact/shock analyses were conducted through dynamic analyses of FEA models to validate the results obtained from the static analyses. Particularly, an advanced additive manufacturing (3D printing) technique was used to build prototypes of the auxetic polymeric structures. Specifically, three different materials typically used for FDM (Fused Deposition Modeling) technology such as Polylactic acid (PLA) and thermoplastic polyurethane (TPU) material (NinjaFlex® and SemiFlex®) were used for different stiffness and shock-absorption performances. The 3D printed prototypes were then tested and the results were compared with the computational prediction. The results showed that the auxetic material can be effective for body protection pads. Each structure and material had unique structural properties such as stiffness, Poisson’s ratio, and efficiency in shock absorption. Particularly, auxtetic structures showed better shock absorption performance than non-auxetic ones. The mechanism for ideal input force distribution or shunting could be suggested for designing protectors using various shapes, thicknesses, and materials of auxetic materials to reduce the risk of injury.

Maritime and air traffic through the Arctic has increased in recent years. Cruise ship and commercial jet liners carry a large number of passengers. With increased traffic, there is a higher probability that a major disaster could occur. Cruise ship and plane accidents could be catastrophic and may require mass rescue. Due to the remote location, limited search and rescue resources, time for these resources to get to the accident location and large number of survivors, the retrieval time could be several days. Therefore, survivors may be required to survive on their own for days while they await rescue. Recognizing that the International Maritime Organization does not have specific thermal performance criteria for liferafts and lifeboats and personal and group survival kits, the Maritime and Arctic Survival Scientific and Engineering Research Team (MASSERT) initiated a research project to improve safety and provide input for advances to regulations. The objective of the project is to investigate if the current thermal protective equipment and preparedness available to people traveling in the Canadian Arctic are adequate for surviving a major air or cruise ship disaster and to identify the minimum thermal protection criteria for survival. This project builds on the results and tools developed in other research projects conducted by the team on thermal protection of liferafts, lifeboats and immersion suits. The project is divided into three major phases — clothing ensemble testing with thermal manikins, a physiology experiment on sustainable shivering duration and ensemble testing in Arctic conditions with human subjects. A numerical model uses these data to simulate survival scenarios. In the first phase of this project, the thermal resistance values of the protective clothing typically available to cruise ship and aircraft passengers were measured using two thermal manikins. The ensembles included Cabin Wear, Deck Wear, Expedition Wear, Abandonment Wear and protective clothing from Canada Forces Major Air Disaster Kit (MAJAID). Tests were conducted on dry and wet ensembles at 5°C and −15°C with and without wind. There is very good agreement between the thermal resistances measured by the two manikins. The differences in thermal resistances observed are likely caused by variations in fit and wrinkles and folds in the ensembles from dressing. With no wind, the thermal resistance is lowest with Cabin Wear and highest with MAJAID clothing inside the down-filled casualty bag. The Expedition Wear, the Abandonment Wear and the MAJAID clothing have about the same thermal resistance. With 7 metre-per-second wind, the thermal resistance of all ensembles decreased significantly by 30% to 70%. These results highlight the importance of having a shelter as a windbreak. For wet clothing ensembles at 5°C, the initial wet thermal resistance was 2 to 2.5 times lower than the dry value, and drying times ranged up to 60 hours. This highlights the importance of staying dry. Preliminary predictions from the numerical model show that the survivors in Expedition Wear, even with sleeping bag and tent, can be mildly hypothermic and need to depend heavily on shivering to maintain thermal balance. In a shelter, the predicted metabolic rate is roughly double the resting rate; it is triple the resting rate without protection from the wind. Further research is required to study shivering fatigue and age effects. Research on mass rescue scenarios for cruise ships and airplanes survivors should ideally involve subjects of both genders and the elderly.

Abstract:
As 2020 draws to a close, the economic devastation caused by the COVID-19 pandemic shows no sign of abating. Without urgent action, global poverty and inequality will deepen dramatically. Hundreds of millions of people have already lost their jobs, gone further into debt or skipped meals for months. Research by Oxfam and Development Pathways shows that over 2 billion people have had no support from their governments in their time of need. Our analysis shows that none of the social protection support to those who are unemployed, elderly people, children and families provided in low- and middle-income countries has been adequate to meet basic needs. 41% of that government support was only a one-off payment and almost all government support has now stopped. Decades of social policy focused on tiny levels of means-tested support have left most countries completely unprepared for the COVID-19 economic crisis. Yet, countries such as South Africa and Bolivia have shown that a universal approach to social protection is affordable, and that it has a profound impact on reducing inequality and protecting those who need it most. In addition to the full paper and executive summary, an Excel file with the data analysed by Oxfam and Development Pathways is available to download on this page, along with an annex on the crisis in Latin America and the Caribbean.
