RÉSUMÉ. La langue française au Maroc appelle aujourd'hui plusieurs interrogations qui portent sur le statut, la priorité et les problèmes dans le système scolaire marocain. Le Français est officiellement présent au Maroc depuis le début du protectorat français en 1912, son statut a évolué au fil du temps : de langue officielle sous le protectorat, elle est devenue la première langue étrangère obligatoire dans le système scolaire. . Il est indéniable que les appellations relatives aux fonctions de cette langue divergent et témoignent de la complexité de la situation linguistique dans un pays où la veine plurilingue est un atout et non pas un handicap. Pourtant, il existe une assez grande imprécision au niveau des discours sur cette langue fréquemment saisie comme « langue privilégiée », mais qui cherche à accéder à un statut de reconnaissance et dont les emplois semblent très hétérogènes. Mots-clés: français langue étrangère, français langue seconde, statut, système scolaire marocain. ABSTRACT. The French Language in Morocco calls for many questions which revolve around its status, the priority and the problems in the Moroccan school system. French has been officially present in Morocco since the beginning of the French Protectorate back in 1912. Its status has evolved through the time: from an official language under the protectorate, it has become the first compulsory foreign language in the school system. It’s undeniable that the calls relative to the functions of this language divert and witness of the complexity of the linguistic situation in a country where the multilingual veins an asset rather than a defection. Nonetheless, there is quite a big imprecision in the level of discourse on this language frequently referred to as « privileged » language but which seeks to access to a status of acknowledgment and the uses of which seem very heterogeneous. Cette évolution est saisie au travers de l’étude d’un mouvement de colonisation endogène spontané qui s’est développé « illégalement » dans le courant de la première moitié du XXesiècle, en direction de plusieurs villages collinaires de deux districts de la province de Phú Thoø. La confrontation des archives produites par les autorités du protectorat et de la mémoire vive de ces événements restitués par d’anciens colonsplanteurs et leurs descendants dévoile en filigrane l’entreprise de manipulation et de falsification à laquelle se livra l’appareil colonial pour s’attribuer sur le tard la paternité de ce mouvement de colonisation qui bouleversa l’environnement naturel, social et économique de la région.

AbstractDans le cadre de cet article je propose de reconstruire le rôle joué par les relations mixtes entre les sexes dans un contexte colonial particulier, le Protectorat Espagnol au Maroc (1912-1956) et leur importance comme indicateur des frontières sociales entre Espagnols et Marocains. En deuxième lieu, je montrerai l'importance des facteurs de religion, de parenté et de nationalité dans la construction des barrières contre le métissage. Et enfin, j'analyserai l'influence des systèmes de classification sociale dans l'établissement des frontières de parenté entre les groupes, en fonction de critères de hiérarchie de «culture» ou de «civilisation». Les faits nous révèlent qu'en dépit d'interdictions de la part des deux groupes, il existait des unions hypogamiques entre des femmes espagnoles et des hommes marocains, et qu'à l'inverse, les rapports sexuels entre femmes marocaines et hommes espagnols étaient relégués à la marginalité et considérés comme terrain du dangereux. Les sources utilisées pour cette recherche sont les documents de l'administration du Protectorat Espagnol (Rapports et documents de la Delegación de Asuntos Indígenas , dans l' Archivo General de la Administración d'Alcalá de Henares); la littérature de l'époque sur les relations mixtes; et une trentaine d'entretiens réalisés entre 1997 et 1999 avec des Marocains et des Espagnols ayant vécu dans la zone de Protectorat dans les années 30 et 50. L'exposé est organisé comme suit: une introduction au contexte du Maroc colonial et au cadre juridique lié aux mariages mixtes; le croisement des visions marocaines et espagnoles dans le domaine de la parenté et de la sexualité; l'analyse des relations mixtes sur le terrain et la réaction des autorités coloniales.

International lawyers, especially human rights lawyers, praise the Nationality Decrees decision as a watershed in the progressive expansion of international jurisdiction. Reexamination of the case challenges this understanding. The case proves to have involved a confrontation between rival colonial conceptions: French stress on the intimacy of an imperial tuteur with its protégés versus British focus on consent to subordination. Reexamination also reveals the decision as highly restrained, rejecting a French call for a judicially formulated colonial code. The case's protagonists bequeathed a conflicted conceptual legacy concerning international authority and nationality policy in whose wake debates about today's new internationalism follow. ABSTRACTIt is often said that if Oliver Cromwell had lived longer the Puritan Revolution could have survived. The monarchical component of protectoral rule, and the protector's endeavours to broaden the base of his regime, are taken to have signalled a return towards normality and thus towards stability. That mood has been contrasted with the self-destruction of the revolution in the two years after Cromwell's death, a period of twilit anarchy which only the restoration of the Stuarts could end. That interpretation has its points but is misleadingly one-sided. The protectorate had frailties which it never overcame. It failed to live down its origins in the military coups of 1653. Those episodes affronted principles of civilian rule and parliamentary supremacy which commanded widespread support but which have been obscured by the ‘revisionist’ trend of parliamentary history. Though he aimed at ‘healing and settling’, the protector healed little and settled nothing. His attempts to woo mainstream opinion were unsuccessful. In so far as he won its compliance or tolerance, the achievement was conditional upon his readiness to submit to the principles of rule which his seizure of power had broken. It was a condition he could not or would not meet. By the end of his life, military obstruction to civilian and parliamentary rule had reduced his regime to paralysis, and had deepened the divisions between civilian and military aspirations that would soon bring down his successor and would destroy each of the fleeting regimes that followed.

El presente artículo tiene el objetivo de analizar la funcionalidad que tuvieron los capitanes y los protectores de indios en el proceso de conquista y pacificación del territorio conocido como el Gran Nayar, ubicado en el septentrión novohispano, durante el siglo XVIII, y las relaciones que establecieron con ciertos actores eclesiásticos, en especial con misioneros jesuitas. Se busca resaltar aquellos factores geográficos e históricos, las necesidades y los intereses de las autoridades locales que definieron la labor ejercida por estos funcionarios jurídicos en un territorio de frontera. Un aspecto determinante se centra en las funciones que podían ejercer estos individuos como gobernadores, protectores y capitanes de presidio. Para lograr el objetivo de este escrito se desarrollan cuatro apartados: ubicación geográfica y jurisdicción del Nayar, la figura del capitán protector de indios en el norte novohispano, la conformación de la protectoría de indios y las relaciones establecidas entre indios, misioneros jesuitas, capitanes protectores y de presidio.

The author’s view Trust protectors are relatively new in the field of trusts, and the cases discussed here provide a helpful source of understanding the protector’s role as compared with the trustee’s role. And while it may be interesting to review the subject cases illustrating how the different courts regarded the position of trust protector, the underlying problem and cause of the lengthy litigation was the failure of the trust draftsmen to include provisions for solving a «deadlock» between the protector and the trustee. TesiI guardiani sono relativamente recenti nel campo dei trust e i casi qui discussi forniscono un’utile fonte di comprensione del ruolo del guardiano in comparazione con quello del trustee. Anche se può essere interessante esaminare i casi che illustrano come le differenti Corti hanno considerato la posizione del guardiano, la sottostante questione e causa del prolungato contenzioso stava nell’omissione da parte dei redattori dell’atto istitutivo di includere disposizioni atte a risolvere lo stallo tra il guardiano e il trustee.

Abstract:

En este artículo se realiza un pequeño repaso de la acción sanitaria de España en la zona norte de Marruecos durante el Protectorado. Se aborda el origen y la organización del Protectorado, tanto política como administrativamente, para a continuación referirse a la situación sanitaria en Marruecos antes del inicio de la acción protectora. Posteriormente se analiza la organización sanitaria que España creó en esta zona y fundamentalmente en dos secciones: Los servicios de la Dirección General y las luchas y campañas sanitarias. El artículo finaliza recordando cuáles fueron los resultados obtenidos y cuál la situación médica y sanitaria de Marruecos al independizarse este país en 1956.This article presents a brief review of what has been the sanitary action that Spain has carried out in the northern region of Morocco during the Protectorate. It deals with the origin and the Protectorate’s organization, both political and administratively, afterwards to refer to the situation in Morocco before the beginning of the protective action. Subsequently, it analyses the sanitary organisation Spain created within this area and fundamentally within these two sections: Services of general management and sanitary campaigns. In conclusion, the article records the final results and what the medically sanitary situation was when they became independent in 1956.

Abstract:

A field-implementable measure is needed to estimate the attenuation workers achieve with their hearing protectors in the field. Manufacturer-supplied values overestimate in-field attenuation and reliance on these values could result in greater noise exposure, thus contributing to hearing loss. Alternative measures for assessing a hearing protector's effectiveness were evaluated through comparison to the standardized real-ear attenuation at threshold (1/3-REAT) method (ANSI S3.19-1974). These measures, termed microphone in real ear (MIRE), used miniature microphones underneath and outside of the hearing protector to physically measure the attenuation of the protector using both insertion loss (IL-MIRE) and noise reduction (NR-MIRE) techniques. Results indicate that the MIRE measures differ significantly from the 1/3-REAT method (a psychophysical technique) for attenuation collapsed across protectors, with absolute differences as great as 6.6 dB and the direction of the difference changing due to frequency. At 125 Hz, the MIRE metrics yielded lower attenuation, while from 500 to 8000 Hz, the 1/3-REAT method generally yielded lower attenuation. These differences may be due in part to the occlusion effect and the bone conduction of sound. The size and consistency of these differences across HPDs suggest that these measures hold promise for providing quick and relatively accurate estimations of an HPD's attenuation in the field.

Abstract:

The purpose of this study was to compare the patterns of skill actions executed during Taekwondo competitions when wearing and not wearing an electronic protector. To achieve this purpose, 110 matches from two university-level Taekwondo championships were taped and analyzed. The performance skills were composed of 18 detailed skills and grouped into five categories by considering kicks to the target area (chest or head/face). The data were organized in the form of a contingency table that demonstrated the relationship between grouping factors (skills, protectors, win–lose, and weight division). A log-linear analysis was carried out to investigate the effect of the grouping factors (IVs) on the skills (DV) using SPSS Statistics. The results obtained in the present study can be summarized as follows. First, the overall proportion of “points” called by the judge for the general protector (32.3%) was approximately 3.4 times that for the electronic protector (9.5%). Second, for the electronic protector, the proportions of kicks to the chest area were in the following order: Roundhouse kick (R-Kick) (44.7%), Pushing kick (P-kick) (19.3%), Turn kick (T-kick) (8.7%), and Double roundhouse kick (DR-kick) (7.6%). For the general protector, the order differed slightly, with T-kick and P-kick switched around with different proportions. Third, the proportion of kicks to the head/face was higher for the electronic protector (19.8%) than for the general protector (10.4%), and this difference was even more distinct when the light (−68kg) (33.5% (electronic) vs. 6.5% (general)) and heavy (+85kg) (1.4% (electronic) vs. 13.3% (general)) weight divisions were compared. Finally, the match status (win/lose) had no significant effect on the pattern of playing actions for both the protectors. The result from this study suggests that skill frequency of linear simple movement for activating electrical protector’s sensor is increased, while the one of rotational complex movement is decreased gradually. Additionally, headgear without sensors, such as for a hit movement to the face/head part, represent characteristics of increased attack skills to the facial area; these scores are provided through subjective judgement, and consequently changes in performance skills can occur.
