Full textThe winning regions are those where a real decentralization, particularly regional, exists with local centres of decision and strong synergies between the different social and economic partners in a common identity.Within the PACA region, the territorial financial aggregate should constitute a dynamic tool for democratic transparency. The aggregate can be defined as the sum of certain financial data on several local community levels in a given territory. The content of the aggregate information is chosen by the local decision centres depending on their needs. This can be global or partial : concerning all or only certain community competences. Our aim is to make the exact financial situation of the different sectors of its territory avaible to the PACA region. At the present time, the information on the situation of any region can only be obtained from the accounts of the regional council. Indeep, the regions carry out audits to be informed of the situation of particular sectors, but these audits are isolated, incomplete and do not reflect the global financial reality of the territory. It is thus necessary to provide a tool capable of giving an exact and complete report on the different sectors. The themes to be studied will concern spatial economics, as well as territorial public finance and the diffusion of information. The research has taken place over five years and presents 2008 as the year of reference. In addition to an aggregate presentation of the region, this is a scientific method conceived to succeed
Thomas, Carole. "Communication et identité régionale : l'exemple de Provence-Alpes-Côte d'Azur." Grenoble 3, 1998. http://www.theses.fr/1998GRE39009.
Full textThe word region, in a metonymic process, refers to the regional area together with its inhabitants and institutions. As such it is the framework of the controversy and, at the same time at stake in it. The area of regional communication is a moving one, a complex system in which there is interaction between real and symbolic areas. There, the subject experiments with his sociability, the networks weave themselves together and membership belongs to it: it is an area where the word territory makes sense so the understanding of the region refers to both the identity concept and the analysis of the policies of communication in the region as a community. The county council faces many representations of the citizen that jumble together and the readability of the identity concept suffers from having several possible interpretations. Regional identity is thus a structure which depends on an actors strategy. The creation by communication strategies of a new identity is a reminder that identity is not a fact en-soi but a social construction together with a product. Historically speaking, the policies of communication of the county council take up the identity theme so as to respond to a crisis or come to a specific orientation. The polysemic character of the regional identity together with its rich connotations indicate that the concept covers at the same time the culture and the ideological interpretation it is given, the experienced feelings and the sources which keep them going (history, territory), the psychological unity of the individual and the principe of collective unity within the group. That evolutional dynamics accounts fot the difficulty encountered while trying to read and fix the concept

This model takes into consideration the diversity of partners in the field of cluster research, including business research centers and training centers. Based on this model, along with a qualitative study utilizing semi-structured interviews, we argue that organizational learning processes in clusters depend on structural factors and organizational behavior. This model highlights the validated variables and correlations between these determinants. The model and all of our work has been done in partnership with Pole Mer PACA

Full textThis thesis diagnoses small and medium-sized enterprises financing constraints and assesses the impact of such constraints on corporate investment. Furthermore, an attempt is made to investigate the determinants of SMEs' alternative financing sources' success, such as crowdfunding. The dissertation consists of three chapters. The first chapter provides novel evidence of the role of inter-enterprises paymentdeadlines which are days receivables outstanding and suppliers payable outstanding as factors determining firms' investment financingconstraints. This chapter also highlights that there is a non-negligible number of firms switching each year either fromconstrained regime to unconstrained regime or unconstrained regime to constrained one. We develop a model providingthe determinants of firms' regime change. The second chapter extends the investigation to innovative and exporting firms. The empirical investigation evidence that together, export and innovation performances dampen firms' investment sensitivity tofinancing constraints. Finally, the third chapter focuses on crowdfunding financing which represents another way for firmsfailing to secure necessary financing from banks, to raise funds for their projects. The chapter investigates the determinantsof crowdfunding success. The findings highlight that crowdfunding success is an increasing function of financial benefits. Moreover, financial gains overtake social price

Full textThe objective of this thesis is to establish by the slant of economic tools a better representativeness of a specific domain to the scale of a territory : the innovation. This research appears like an element of answer to a questioning of the Council Régional of Provence-Alpes-Cote d’Azur about the determination of the" potential innovating" regional. This institution is at the origin of this research. In a first part we try to understand and to analyze the tie between innovation and territory. For it we conduct in a first time the identification of the theoretical bases and we realize an analysis interrogative around this innovation / territory joint (chapter 1). Once the systemic character of the innovation put in evidence, our gait driven us in a second time to develop a territorial approach of the innovation (chapter 2). This approach fully finds sense in a third and last time where we apply to this innovation / territory tie the concept of "regional innovation system" (chapter 3).The second part of the thesis tries to understand the elements of the innovation on the regional territory of Provence-Alpes-Cote d’Azur. This approach takes place from the developed previously conceptual setting and that we consider here like the most applicable, the regional innovation system. First of all we elaborate a preview of the regional territory (chapter 4). It allows us to see what is the regional innovation system of Provence-Alpes-Cote d’Azur. On this fact we can develop an analysis of this system identified, and it through a reading in three times of the diagram of the regional innovation (chapters 5 and 6).This third and last part completes the approaches by the identification and by the means that we developed previously. We propose a synthetic approach of the tie between innovation and territory through the intermediary of the patents (chapters 7, 8 and 9). We also propose some elements of assessment of the regional performance from the activity of deposit of patents (chapter 10), and we try to determine if an impact clean to the territories exists

Full textDuring the twentieth century, important upheavals of the localisation of firms have been experienced by the Westerners countries. Methods and themes, which depend on regional science, spatial economy and industrial economy, have consequently changed. These changes are due to technical and technological mutations and also to economic and social alterations. More and more industries are getting footloose and traditional factors of localisation have gradually become less important whereas new factors are nowadays wanted by the firms. Attractiveness of territories is more and more becoming a key issue of economic policy and now territories must attract firms by helping at one and the same time those which go in search of localisation and local firms which are already established. These evolutions lead us to study the case of the attractiveness of the Provence-Alpes-Côte d'Azur Region

Full textRural territories experience numerous developments due to their demographic and social evolution. In Provence-Alpes-Côte d’Azur, farming is under pressure while it plays an important part in cultural identity and participates in maintaining biodiversity. This Mediterranean region has numerous Regional Natural Parks (Parcs Naturels Régionaux, PNR) whose aim is to ensure a balanced development on their premises. This thesis intends to look into the cases of five PNR with very different situations between coastal marshes, hills and mountains (Alpilles, Camargues, Luberon, Verdon and Queyras). The place of agriculture evolves with different but complementary expectations. Environmental, legacy or local agriculture, it is in other words a territory based agriculture which is being built by the actions led within the parks. To reach this goal, working methods are invented and used to gather energies and make the territory based agriculture a more tangible reality. These methods are nevertheless limited by difficulties of positioning on the institutionnal stage or by lack of resources. Their scope of application remains vast and offers some possibilities to keep strenghtening the links between agriculture and territory

Full textAffecting the largest urban areas around the world, the metropolitan process exacerbates some features of the city. Massing populations, flows and functions, the morphological and territorial restructuring caused by the metropolitan process upsets the traditional patterns of residential segregation. The aim of this research is to investigate the link between the emergence of metropolitan areas and residential segregation. Both are complex processes and their links have given rise to twenty years of intense debate. This research argues that new analysis and modelling protocols of residential segregation are now necessary to integrate the impact of the metropolitan context on residential dynamics. We first propose a set of statistical treatments established on five target populations for a retrospective analysis of segregation and residential dynamics over the past twenty years in the Provence-Alpes-Côte d'Azur (PACA) region. We also propose to define a segregation potential, called segregability, for each municipality of the PACA region, as a synthetic and dynamic evaluation of segregation. In a second phase, we use Bayesian Networks (BN) to produce a causal probabilistic modelling of metropolitan segregation for every municipality within a metropolitan area. Simulations can generate three spatial scenarios for future development of residential gentrification in the Provence Metropolitan Area

Full textThe vertical structure of the coastal mistral has been investigated in the context of the MAP (autumn 1999) and ESCOMPTE summer 2001) field campaigns. The study combines the observational (through the exploitation of the multi-platform data avalaible in both experiments), the theoretical (using the basic existing theories dealing with orographic flows) and the numerical (using the non-hydrostatic atmospheric model RAMS) approaches to point out the physical processes involved in mistral episodes. Upstream blocking, channelling, splitting, wave breakings, lee wakes, downslope and frictional effects result in a deep or a shallow structure according to the direction of the incident flow in strong mistral events. The daily weak mistral is lifted up above the atmospheric boundary layer by convection and sea breezes while the nighttime weak mistral is accelerated by land breezes as a nocturnal low-level jet

The european integration of the region is done by the construction of agricole solid structures, by intermediate aides from the e. A. G. G. F. , as well as a social policy in high expantion owing to the support of the e. S. F. And e. C. S. C. Loans, without forgetting the e. I. B. As a factor of the integration successful by the loans. The regional policy of the european community and more precisely the help for regional developpement realizes this integration with the support to local projects owing to e. R. D. F. , and with the expected integration of these projects in programmes. This integration of the provence alpes cote d'azur region differenciates from the other regions of the community by its finality which is the research of an opening to the mediterranean basin. Set between two hesitated community policies related to the mediterranean regions of the community, on one hand, and to the other mediterranean regions, on the other hand, the provence alpes cote d'azur region chooses a definit mediterranean policy supported by a public sector in favour of the opening to the mediterranean basin and the high potential associations and university sectors. It is the convergence of all these factors that makes the european integration of the provence alpes cote d'azur region indispensable to permit the opening of the european community, by the mediterranean regions which compose it, on the mediterranean basin

Full textThis thesis is particular on the way that is approaches hunting in a new field, the one of equipping. A social and geographical analysis of hunting in the regional provence-alpes-cote d'azur leads to a large number of methodologic thoughts and proposals specific to the scope of equipping. Noting the aggravation of the crisis of hunting, despit new arrangements, one can easely show that a global approach is necessary and that the analysis must take into consideration all the factors of the crisis. For lack of documents, this research is based on a regional inquiry concerning sportsmen and hunting clubs. It enables us to give the number of the regional cynegetic phenomenons : trying to define as dearly as possible the profiles of the different sportsmen and hunters, estimating the cynegetic tradition, and anticipating the new relation ship between sportsmen and non-sportsmen, knowing the evolution of hunting areas, in accordance with urbanization and rural depopulation. After the diagnostic, it seems essential to cope with the crisis by integrating hunting into a new policy of management of naturel heritage. We can sumbmit several proposals and a local urbanisation plan. With the aid of this project, as well as the other initiatives, it would be possible for the councils to assert themselves in the scope of the management of naturel heritage and to progress from ecology to cynegetics

Full textThroughout a communicational and a sociological approach, this research work offers to consider the practice of Art cinema as a dynamic process that brings different individuals into contact with one another as well as with the movies. It is based on two research surveys aimed at the audiences of Art houses in the French Region of Provence-Alpes-Côte d’Azur. The results of these surveys were completed by the outcome of two semiotic and discursive analyses - one covering the movies’ critics of French magazine Télérama, the other one the French Art house’s programme Utopia, in the city of Avignon. Eventually, some movies have been analysed taking into account an aesthetic sociology of cinema. Therefore, the target is to study the semiotic and discursive formation of value towards cinema and to consider to what extent this value partakes of creating spectators’ communities around Art Cinema, given that this very value circulates and generates social representations. The first part puts forward a definition of the issue studied: the practice of cinema in Art houses. It builds up some theoretical tools leading to an empirical understanding of this practice, showing that it entails a specific relationship towards the social sphere. The second part shows that most researches on movie theatres’ practices reduce the audience’s behaviour to an appropriative one while it should also be considered as a constitutive one, since it socially constructs the social value of movies. To end up with, the third part focuses on the way individuals relate to this value and how they react to it. It shows that Art Cinema has an identity around which individuals come together to create a community. Thus, it allows to reconsider the practice-related issue through the notion of community. Based on a study of the practice of cinema, this research more generally aims at rating to what extent the issue of cultural objects’ (il)legitimacy might be relevant

Full textBy promoting networked innovation, instruments of territorial dynamics have now turn out to be essential tools supporting firms' competitiveness and growth of nations. Clusters of competitiveness (CC) designed by French government in 2005 follows that state of mind. The first goal of collaborative innovation within CC is to create new opportunities and generate innovations ready to be diffused on new markets. However, if innovation networks have been widely studied through many questions (such as monitoring tools, governance and coordination, with finance, intellectual property or HR practices, training, trust between partners, externalities, or by the dynamics of SMEs), a deficiency persists in current researches about the strategic orientation of the composite innovation networks, more particularly with the customer or market orientation in the dynamics of projects / actors. Moreover, the first evaluation reports of the system had put a focus on pitfalls considering its capacity to generate innovations ready for market access and the stabilization of operation difficulties, as well as some governance and performance problems. While placing our analysis within current researches which highlight the specificities of the French clusters of competitiveness composed of complementary protagonists (Research, Academic and Enterprise), we intend to focus on the fact that collaborative innovation is tensioned by differentiated strategic intentions and profiles specifically related to heterogeneous, and sometimes conflicting, partners driven by a common project. By an empirical analysis carried out on the SCS French cluster chosen owing to its profile, the nature of its projects and the background history of collaboration with our laboratory (a wealth of existing data); we try to understand how the customer orientation fits into the clusters, and the role that marketing plays in the dynamic collaborative innovation within clusters of competitiveness. Our “qualimetric” study has allowed us to bring out a very strong mutual relationship of dependency between the particularity of collaborative innovation determinants, notably profiles of actors and strategic intentions, and how to integrate the customer / market orientation within the collaborative innovation projects. As "knowledge networks", CC grant to marketing and customer orientation a limited role in the collaborative innovation projects. Today, a revision of the model similar to a "knowledge network" is needed because our results seem also to reveal a limited room for maneuver of clusters of competitiveness, which can be for the collaborative innovation projects an obstacle for generating innovations ready for market access. Indeed, in its current state the process of collaborative innovation on a clusters of competitiveness scale enable only to obtain prototypes (β Product), and does not permit to go beyond (ie. test, production, market, etc.). Our theoretical and managerial contributions allow to open up new analytical tools as well as to improve the operation, the governance and the performance of cluster competitiveness through the success of collaborative innovation projects. The thesis has also led us to develop new hypotheses, which could be built up through further researches, in particular with regard to the relevance of knowledge networks in the whole process of collaborative innovation

Derbentina colonizes dry grasslands, abandoned lands, pastures and man-modified lands up to 900 m above the sea level. The spreading of X. Derbentina seemed to be favoured by its active dispersal ability (18m during six months) and by human activities as vectors of passive dispersal. .

Full textThe object of this thesis is to question the mode of construction of a decentralized public action. More specifically, this work is interested in the methods of institutionalization of a voluntarist regional land policy in Provence-Alpes-Côte d'Azur beyond the block of skills transferred to the Region in 1983. In this perspective, it is a question of studying an original shape of regionalization outside of the hard core of the regional skills, playing however an important role in the construction of the Region and the structuring of a sphere of action. Adopting an approach of search crossing sociology of the public action and the political sociology, we arrest the rules of this regional public space of action by favoring the study of a radius of action established beyond the frame fixed by the law.We so make the hypothesis as the land policy, between multiple sectors and between already institutionalized levels of action, constitutes a space of interactions favored for the analysis of the processes of construction and institutionalization of the Region through a policy in which it participates. By adopting a diachronic and multilevel perspective, that is by favoring the analysis of the change in long lasting within the regional space, and by attaching a particular attention on the interdependent social games which interconnect various levels of public action, the thesis aspires to contribute to the sociological study of the processes of regionalization of the public action under dynamics of decentralization

Full textThe goal of this research, conducted in the PACA region, was to understand how to lead individuals to adopt earthquake protection behaviour. To this end, we explored the behavioural effects of self-other substitution, and observed actual protection behaviours in a field study. By interpreting self-other substitution in terms of social comparison, the paradigm relies on a distinction between the uncontrollability of an earthquake and the controllability of its consequences. After having activated a central or peripheral element of the social representation of earthquakes, participants are required to evaluate the probability of an earthquake’s effects in a substitutive context, and then the probability of an earthquake in a standard context. Comparative optimism leads participants to declare that the effects of an earthquake are more probable in a substitutive rather than standard context. Furthermore, a cognitive consistency principle seems to lead participants to declare that an earthquake is more likely after having evaluated the probability of its effects in a substitutive rather than standard context. Protection behaviours were measured using the French version of the Earthquake Readiness Scale. Self-declared protection behaviours were more favourable after a substitutive rather than standard answer. However, the effects on actual behaviours are mixed

Full textThis doctoral dissertation analyses and discusses the relationship between the spatial distribution of retail and urban form. More precisely, in this work, we focus on the spatial statistical relationships which occur between the localisation of small and average-sized stores and the physical properties of the urban form in the metropolitan area of the French Riviera. The underlying hypothesis of this research is that the physical characteristics of the built-up landscape might influence how humans perceive and use urban space, and, ultimately, how stores are distributed and organised within cities. In the last two decades, scholars have been increasingly investigating this relationship. Nonetheless, both retail and urban form characteristics are often reduced to the simple notions of store density and street-network configuration respectively. Several aspects, such as the retail morpho-functional agglomeration typology, the geometrical characteristics of the streetscape and the contextual influence of the urban fabric are traditionally excluded from these analyses. These aspects should be even more important when studying highly heterogeneous metropolitan areas like the French Riviera, a combination of differently-sized cities and paradigmatic morphological regions: medieval centres, modern and contemporary planned areas, and suburban sprawl. To overcome these limitations, computer-aided, theory-based protocols are accurately selected and developed in this dissertation, allowing for the extraction of quantitative measures of retail and urban form. In particular, starting from traditional theories of retail geography and urban morphology, two location-based network-constrained procedures are proposed and implemented, providing a fine-grained description of the urban and retail fabrics at the street-level. These methodologies are based on innovative combinations of geoprocessing and AI-based protocols (Bayesian Networks). The statistical relationship between retail and urban morphological descriptors isinvestigated through the implementation of several statistical regression models. The decomposition of the study area in morphological subregions both at the meso- and macroscale, combined with the implementation of penalised regression procedures, enables the identification of specific combinations of urban morphological characteristics and retail patterns. In the case of the French Riviera, the outcomes of these models confirm the statistical significance of the relationship between street-network configurational properties and retail distribution. Nevertheless, the role of specific streetscape morphometric variables is demonstrated to be also a relevant aspect of the urban form when investigating the retail distribution. Finally, the morphological context both at the meso- and macro- scale is demonstrated to be a key factor in explaining the distribution of retail within a large urban area

Full textNatural resources management suffers from multiple dysfunctions: ecological, social-economic, territorial, but also informational. Facing these dysfunctions, a recent literature is trying to adapt various means to go beyond them, with the sustainable development as a common purpose. As the first user of soil, water for irrigation, ecosystems and biological diversity, agriculture is directly concerned by this concept. Indeed, there is a need for considering both agriculture and environment within a sustainable agriculture. In that respect, this study is proposing a local process (LP) based on modern decision methods such as Multi-Criteria Decision-Aid (MCDA), in order to promote a sustainable agriculture at a local level. Applied to pesticide control within the horticultural sector and used to answer a request from the INRA (National Institute of Agronomic Research), the promotion of a sustainable horticulture needs adopting an integrated biological protection (IBP) that would use in priority biological protection against chemicals. The final purpose of this study is to help local authorities determine their own agricultural sector requirements and propose an adapted environmental policy. Results from implementing the AMCD-LP are showing an incentive based on informational management problems related to the adoption of new agricultural practices and the reality of a “technological lock-in”. In a local policy context, recommendations are proposing an experimental phase with local horticulturists. The latter are being sorted in three criteria groups (technical, behavioural and sustainability) allowing high-quality information broadcast within the area

Full textThis thesis concerns the relocation of agricultural and food sectors in the PACA region through the development of short food chains (SFC) since the 2000s. SFC are a form of food commercialization organized according to a principle of geographical, social and economic proximity. The approach developed is focused on the dynamics of institutionalization of SFCs, which is observed by increasing positioning of government and the proliferation of organizations aiming to develop and structure these food systems. Proximity is defined as the principle of change implied by SFCs in terms of the spatial organization of agriculture and food sectors and in terms of the coordination of the actors. Through an empirical and inductive approach, these two aspects are studied dynamically (2000-2015) to observe their structural evolution in the PACA region. We describe territorial food system organization and the structural impact that urban demand has on these developing systems. Simultaneously, the emergence of regional food governance allows a decompartmentalization of agricultural stakeholders and civil society members. These two aspects emphasize the importance of the coordination of actors hroughout the relocation of agricultural and food sectors and specifically the emerging involvement of cities. Finally, this thesis also highlights patterns of exclusion accompanying this agricultural and food relocation resulting from localized competition (economic and spatial) between producers and the exclusion of specific SFCs following the development of models legitimized by the regional governance

Full textIn the French South Alps, diminutions of effectives of chamois were recently reported. Besides, pestivirus were shown to cause high mortalities in Pyrenean chamois. While clinical signs associated were characterized in wild populations, the pathogeny in pregnant female has not been studied yet. Moreover, interspecies transmissions were recently incriminated in the epidemiology of pestivirus infections, especially in alpine pastures, known for their height rate contact between wild and domestic ruminants. The objectives of this doctorate were, in a first time, to study the pathogeny on pregnancy associated to the pestivirus infection in Pyrenen chamius. Then, this survey was aimed to study the infection epidemiology in various area of the Provence-Alpes-Côte d’Azur (PACA) region, firstly in wild ruminants and at the interface between wild and domestic ruminants sharing the same pastures. Results of this work shown that an active circulation of pestivirus is present in the PACA region, in both wild and domestic ruminants. In the Alpes de Haute-Provence district, isolated pestiviral strains from chamois ans sheep clustered in the same genogroup, showing a geographical continuity in the strains repartition. Results obtained from the experimental infection showed important effects on the pregnancy, with a possible birth of PI animal in chamois and sheep. Our results showed that two epidemiological cycles are present in chamois and sheep, respectively, characterized by an important circulation intra-species and connected by punctual transmission between animal species

AN ORGANIZATIONAL LOGIC BASED ON THE COMBINATION OF RECYCLING FACILITIES AND INCINERATORS MARKS THE END THE STORAGE LOGIC. THESE OBJECTIVES MIGHT RADICALLY TRANSFORM THE SPATIAL ORGANIZATION. THE STORAGE LOGIC THAT PREVAILED, LOCALIZED THE GARBAGE DUMPS AS FAR AS POSSIBLE FROM THE INHABITANTS IN THE AREAS OF THE JURISDICTION OF THE TOWNS. THIS LOGIC SHOULD BE REPLACED BY AN ORGANIZATIONAL ONE THAT IS LOOKING FOR SCALES ECONOMIES IN THE VICINITY OF THE TOWNS IN ORDER TO MANAGE NETWORK AREA AND TO HAVE THE ADVANTAGE OF AGGLOMERATION ECONOMIES. NEVERTHELESS, THE LOCAL AUTHORITIES FACE THE VIRULENCE OF THE NIMBY SYNDROME (NEVER IN MY BACK YARD) AND THE UNCERTAINTY ABOUT THE DURATION OF THE TREATMENT MEANS. THEY BEHAVE IN AMBIVALENT WAYS. THE INERTIA OF THE PREVIOUS LOGIC IS AN EXAMPLE. PREVIOUS EXPERIENCE IN LANDFILLS SITE LOCATION IS INSTRUCTIVE. OUR THESIS IS BASED ON 1980S DATA IN PROVENCE-ALPES-COTE D'AZUR AREA. TWO LEVELS OF OUR WORK HANG TOGETHER. WE HAVE BUILT A PROBABILISTIC MODEL BASED ON THE COMPLEXE BEHAVIOUR OF A TOWN IN ITS GARBAGE DUMP LOCATION. THIS APPROACH HAS BEEN ENLARGED TO THE CASE OF SEVERAL TOWNS. OUR STATIC MODEL HAS AN INTERESTING FORECASTING ASPECT. OUR DYNAMIC MODEL EXPLAINS, without BEING A DEMONSTRATION, SOME PROCESS THAT COULD SUPPORT THE COMPLEX CONFIGURATIONS WE OBSERVED IN THE PROBABILISTIC APPROACH. THE ARRANGEMENT OF THE STATIC AND DYNAMIC APPROACHES IS FRUITFUL. IT IS A WAY TO PROGRESS WITH THE UNDERSTANDING OF THE SPATIAL MICROECONOMIC BEHAVIOURS

Full textBiogenic volatile organic compounds (BVOC), mainly emitted by vegetation, contribute to ozone pollution in presence of nitrogen oxides (NOx). In the PACA region, shrublands cover large areas and are strong BVOC emitter. However, they were poorly accounted in the chemistry-transport model CHIMERE used for ozone pollution forecast. This study aims to improve their integration in CHIMERE through three main components: the spatial distribution of the main shrub species and of their foliar biomasses and updated of emission factor. First, species composition of shrubland was studied in order to derive a typology based on dominant species. This typology was used to map shrublands using supervised classifications of remote sensing data. Second, non-destructive methods for foliar biomass estimation were defined. Local estimations of foliar biomass were carried out and used to map the main species biomass spatial variability. Then, emission data available in literature were reviewed and summarized in order to improve emission factor data. Besides, measurement carried out on field showed significant season and soil effect on monoterpene emissions of Cistus monspeliensis, a widespread shrub in Mediterranean area. Finally, the effect of shrubland refinement in BVOC emissions and ozone forecast was test in CHIMERE. It appears that shrubland refinement lead to increase of BVOC emission (+6 to +10%) resulting in increased ozone production (+2 to +8%). One shrubland per administrative department seems to give similar results to those obtained using a gridded variability of shrublands at 1Km scale. COVb need to be mixed with NOx to produce ozone, therefore the variation of ozone level is mainly observed in the Berre-Aix-Marseille area

Full textThe french concept of regional technological pole is the historical reality of a new economic problematic in an institutionnal field upset by the rise of a regional level. Born of a comparative analysis between japanese and american systems to put new technologies into an optimal concrete shape, this concept tackles the ambiguities and the power battles inherent in the regional area. Despite the innovation aspect of this concept wich might have led to an institutionnal decentralization context, we have been able to establish a historical continuity in french centralization (about the use of urban planning in regional technological pole concept) which, under the seemingly regard of regional realities, actually remains deep-rooted in the central institutions game. Thereby, we can consider the dispute (technological pole - technopolis) as an historical battle between central and reginal powers. The case of "provence-alpes-cote d'azur" area has a twofold interest : first, it was the field of a dynamic regional policy before the french officiali- zation in 1982; second, the "provence-alpes-cote d'azur" area, a national model though it be (the international research park of the "valbonne-sophia-antipolis") meets difficulties in its finality and result. Both these researchs (theoric and empiric) help to contribute to a better definition of urban planning role in the success of this concept in which this field has not taken a full dimension yet

Full textThe competitiveness cluster policy launched in 2005 marks a renewal of regional and industrial policies. The emphasis put on innovation and competitiveness and the widespread use of call for projects on every scale deeply transform public action and have a major impact on territorial hierarchies on a regional and national scale. This research considers the geography of competitiveness clusters in two distinct but complementary ways. It articulates on the one hand an analysis of the national innovation policy and the spatial impact of political choices and on the other hand, empirical questions about the spatial organization of competitiveness clusters and of their networks. It builds a methodological framework based on both mapping and social network analysis in order to include actors' networks in a geographical thinking. It shows the fast transformations of competitiveness clusters' networks and the integration of new actors and new territories both on a regional and national scale. It expands the analysis to regional authorities' policies and to the Investissements d'Avenir to reveal the apparition of cross sector linkages at the regional level. It offers new solutions for innovation and regional policies to identify support and evaluate innovation networks

Full textWhile the Provence region experienced strong opposition to the installation of large infrastructures in natural areas in the early 1990s, the development of solar plants in the mid-2000s not aroused many conflicting reactions. To explain this contrast, the author draws up an inventory of the projects and actors involved in the photovoltaic sector. Then, he documents the processes of elaboration of six particular projects, looking at the political history of the commune, the transformations of the population and the recent experiences of spatial planning are taken into account by the actors involved in the promotion of solar plants. The analysis of these materials reveals an intertwining of local phenomena of reduction conflicting risks. In first, these are the result of the local invention of the application of a national public policy of supervision of this sector and learning that is required of the actors of solar companies and local authorities in search of an attractive and stable regulatory framework. Secondly, these phenomena refer to the discussion spaces that are activated at the municipal level to adjust projects to representations of populations, whether in the office of the mayor, before the municipal council or at a public meeting. The strong development of solar plants in Provence and the low level of conflictuality observed thus express the way in which the injunction to sustainable development is actualized in territories with a low population density: as a social compromise conciliating space heritage and need for equipment due to the urban experience of part of this population

Full textThe objective of this thesis is to rebuild the generative sequences of migrant behaviors in contexts given. I concentrated the work of analysis on two groups of migrants of Italian origin: the Piedmontese one and Sicilians. I thus detailed the differences between immigration "of proximity" (Piedmontese) and "long distance" (Sicilian). Does an old or recent presence in immigration country determine perceptions different from the migrants in the host countries? Which are the effects on their trajectories? The questions which this work seeks to answer relate to the role of the migrations for the various actors. 1 wanted to adopt plural - the Italian migrations - in order to highlight this aspect often little underlined by work on "Italian immigration" in France, but which can help to include/understand the migratory processes more finely, bonds with the place of origin, as well as insertion in the immigration countries. 1 tackled these questions by the means of the family trajectories, in order to include/understand the genesis of the migrations. I wanted to privilege processual, dynamic dimension and history of the migratory phenomenon, in order to show the gropings, uncertainties and the reversaIs of trajectories certainly individual, but inserted in an intersection of relations which leave the village of origin to extend to the international level

Full textDestination planners and managers put all their efforts and resources to elaborate adequate plans to reach destination attractiveness in a very competitive market. Our research highlights the importance of cooperation in order to promote the brand and the image of the destination. In this frame, the concept of cluster is relevant as it shares common features with tourism destination. This study aims at identifying the most salient factors activating the inter-organizational relationships. Using structural analysis and proximities approach, we attempt to consider all the factors influencing the cooperation between organizations to reach destination attractiveness. We analyze tourism from the perspective of travel motives. Meetings and congresses tourism experts in the region Provence-Alps-French Riviera have answered a questionnaire and have been interviewed. Our results show that the most important categories for an attractive destination are the proximities of immaterial and material resources, and proximities of mediation. Findings indicate that the region Provence-Alps-French Riviera might not be the most relevant area to implement a cluster

Full textAlthough fault zones represent a very small volume of the crust, they highly influence the crust’s mechanical and fluid flows properties. This work compares high definition trans-disciplinary analyses of two fault zones with highly contrasted properties. One is a mature fault zone of plurikilometer length, and the other is a small fault zone of a few hundred meters length. We have characterized the architectural, hydromechanical and strength properties of these faults to improve the understanding of the coupling between fault zones hydromechanical properties and their potential activation. A protocol to characterize in the field (on outcropping segments) the faults hydraulic and mechanical properties has been conducted through the coupling of micro-structural analyses, detailed rock physical descriptions at the rock mass several scales. The two studied fault zones despite their different sizes display some similarities. Both show a strong coupling between the fault zone diagenetic history, the initial properties of the sedimentary layers and the fault zone current hydraulic and mechanical properties. We show that the most important parameter governing the hydromechanical behaviors of fault zones is the continuity of the damage zones. A mature fault zone will have a relatively continuous damage zone while a small fault zone will contain a more heterogeneous damage zone characterized by an alternation of fractured and un-fractured layers. These architectural contrasts of damage zones also depend on the initial intact rock properties of the sedimentary series. Contrasted initial intact rock strengths (σc) induce contrasted strain accommodation mechanisms in the fault zone compartments, and an associated fault zone architecture that displays large thickness variations, characterized by alternate high-permeable-low-stiff and low-permeable-high-stiff layers in the damage zone

Full textThis thesis, undertaken together with a professional activity with a regional employment-vocational training observatory, deals with the emergence and functioning of devices aimed at coordinating public policies for education-training, employment and economic development within Provence – Alpes – Côte d'Azur region. Covering the period between 2005 and 2010, the idea is that, based on social learning from passed experiences, these devices would be instrumental in creating new “functional space” de-compartmentalizing these three sections of public action around a common denominator aiming at developing employment accessibility. This perspective would benefit from local initiatives, which from the start, focused on integrating vocational training, employment and economic development. The success of the integration depends on the joint capacity of both the devices instigators and the local actors to build a trusting relationship by interacting and mobilizing their knowledge and expertise in accordance with the specificities of these new tools. Through this process, the issue at hand is the convergence between promoting local “integrated” initiatives and finding a territorial foothold for the actors, who, like the PACA regional council, have none
