The relationship between migration and labor markets can be approached from different conceptual and philosophical angles. In this chapter, I draw on labor market segmentation theory to examine how the international mobility of workers interlinks with the international segmentation of labor. In addition, I highlight two aspects of this relationship that have been sidelined in the existing literature but that are important to understanding how this relationship works. The first aspect is the notion of citizenship. Although this notion has received considerable attention in the social sciences in recent years, it has been neglected as a driving force of the segmentation of labor. The second aspect is the cultural representation of migrating populations and workers, which contributes vitally to the regulation of labor markets. The structure of this chapter follows the intention to convey a particular theoretical perspective and to highlight particular aspects of this perspective. First, I present segmentation theory as an entry point into a discussion of the relationship between international migration and labor market regulation. Second, I introduce the notion of citizenship to this discussion. Third, I present cultural representations as critical components in the international segmentation of labor markets. To explain labor market segmentation theory one may begin with Karl Marx. Marx ([1867] 2001) called labor “variable capital” and the means of production “constant capital.” Labor is variable because workers can be hired and fired in response to business and seasonal cycles. The means of production, on the other hand, are constant because they constitute a fixed investment and stay idle in periods of economic slowdown. Segmentation theory begins with the premise that the idleness of machinery and other fixed investments can be prevented or reduced by dividing production into two distinct segments. The primary segment is capital-intensive; high levels of technology ensure the efficient use of the workforce. In times of economic contraction, this primary sector keeps operating to satisfy the basic demand that still exists for products. The secondary segment, on the other hand, is labor-intensive, with only minimal investments in machinery and technology.

This chapter analyzes how threats and acts of blacklisting impeded the fair application of the collective agreement between UFCW Local 1518 and Sidhu &amp; Sons. The detection and analysis of the blacklisting of bargaining unit members at Sidhu uncover important “truths” about the management of migration among temporary migrant workers with the prospect of return. Broadly, it demonstrates that institutionalized programs' mechanisms, promoted in the global policy discourse embracing migration management as a means of stemming the flow of “irregular migration,” can impede access to and the exercise of labor rights. More narrowly, it shows that SAWP's “best practices” are by no means neutral, but are instead consistent with the dynamics of global capitalism, producing a race to the bottom in conditions of work and employment. This model temporary migrant work program (TMWP) permits state officials to behave in unprincipled ways that can involve, among other things, defying collective agreement provisions by delegating key responsibilities related to readmission—such as recruitment, selection, and aspects of documentation—to those in the interior and posted abroad. It also illustrates vividly how a labor relations tribunal compelled to prioritize national, and thereby sending-state, sovereignty, can be inhibited in—and even prevented from—implementing and enforcing host-state labor laws under its oversight.

In May-June, 1863, over one hundred men of the 2nd Maine Volunteer Infantry Regiment, veterans of over two years of hard fighting throughout the Eastern Theatre of the American Civil War, conducted a protest against their treatment by military authorities. Fifty-five years later, in September 1918, several battalions of volunteers from the Australian Imperial Force (AIF) conducted a similar series of protests on the Western Front, also as a form of resistance to their treatment by military authorities. These were very different fighting forces in two very different wars, but there are remarkable similarities in the causes of their respective actions, in the sentiment expressed by the soldiers, in the nonviolent nature of the action, and in the eventual resolution of the issues at the heart of the action. This chapter explores those key aspects of these protests through a close comparative analysis. It relies primarily on written accounts both from individuals involved in the strikes and from individuals involved in resolving the strikes, in order to understand common environmental factors and psychological concerns shared by men of the 2nd Maine Regiment in 1863 and the battalions of the Australian Imperial Force in 1918. Finally, the approach used in this paper focuses on the experiences of soldiers as workers within the military, and through this approach this paper seeks to draw out broader conclusions about the cultural links between civil society and military environments.

The influence of organizational factors on the success of informatics interventions in healthcare has been clearly demonstrated. This health specific research, informed by a larger body of evidence emerging from interdisciplinary organizational, psychological and sociological research, has confirmed the view that organizational factors can be the decisive factor in the success of an intervention (Lorenzi et al, 1997). However it remains rare for organizational factors to be explicitly addressed in the implementation process. As such their contribution to the success or failure of informatics applications is not properly understood. This has implications for future interventions. Applications which were not utilized or did not perform adequately in a particular setting may be dismissed, while other, less appropriate systems may be adopted because organizational factors influenced their success. Explicit study of the role of organizational factors on the implementation of health informatics interventions is necessary to develop an understanding of their influence in the healthcare context. Healthcare organizations tend to be highly task oriented, labor intensive and dependent on interdisciplinary teamwork, so the influence of organizational factors within them may differ considerably from the business settings in which they have traditionally been studied (Chau, 2001). Health organisations are also increasingly underresourced due to the global downturn in government social spending, health sector privatization and aging populations. It is these characteristics which necessitate rapid uptake of informatics applications, capable of automating aspects of healthcare provision and reducing labor intensity (Coiera, 2004). From a technical perspective, rapid and fundamental transformation of the healthcare sector through informatics is achievable. However, without a clear understanding of, and ability to manage organizational factors it is unlikely that informatics applications will realize their potential in the health sector. This short review provides an overview of the key organizational factors influencing the success of informatics interventions. It begins by positioning informatics interventions in the broader context of organizational change, before discussing the current understanding of selected factors.
