In industries like an aerospace engineering a large amount of researches is funded by the corporations, which grant special access to the specific documentation and data to affiliated scientists and may provide internship to affiliated universities students. The downside of above-mentioned model is that it might complicate the researches that require general statistical design and/or performance data from the wide range of products (such as aircrafts or helicopters), thus complicating predictions of trends in the field, which could be detrimental to conceptual advancement of aerospace engineering as a whole, as well as to providing the cutting-edge industry awareness to students, teachers and researchers alike.

Abstract:
This thesis examines the change towards a property-based view of information in the fields of copyright, database protection and data privacy. Focus will be placed on the United States and the European Union, as those territories together are responsible for more than half of the world's Internet population. The thesis will attempt to show that a view of information as personal property is not actually benefiting society in general and is dangerous for future progress: economic, scientific and social. The thesis suggests balancing the restrictions on access to information as a whole, meaning viewing the restrictions in copyright, database protection and privacy laws to see how they together affect access to information. It argues that these fields of law should supplement each other in maximizing social welfare through a baseline of public access as opposed to a baseline of monopoly.

Abstract:
The purpose of this study was to investigate the implementation of curriculum policy regarding eight key learning areas in ACT government high schools with particular analysis concerning the Arts. The study sought to identify the discrepance between school curriculum policy and timetable allocation to the mandated curriculum areas. Analysis of time allocation to learning areas as defined by the timetable allocation of time was considered to be an appropriate method of examining curriculum practice in ACT government high schools. Fifteen ACT government high school timetables were analysed in conjunction with school curriculum documentation. Mandatory time requirements for the eight key learning areas was identified. Timetable structures were analysed in terms of allocation of time to key learning areas, pastoral care, assemblies, activities and electives. Formulae were developed in order to make comparisons between schools possible. Results indicated that disparities existed between time allocation to key learning areas within key learning areas and mandatory time (i.e. minimum guaranteed access time) requirements for key learning areas.

COORDENAÇÃO DE APERFEIÇOAMENTO DO PESSOAL DE ENSINO SUPERIOR
Neste trabalho é desenvolvida uma teoria sobre como a opinião pública influencia as decisões de política econômica implementadas por governantes em uma economia. Mostra-se que a distribuição na população do acesso à informação a respeito das decisões dos governantes pode ter grande impacto sobre a forma como a opinião pública influencia essas decisões. Busca-se assim explicar como diferenças na maneira pela qual a informação a respeito das decisões dos governantes é difundida na população de uma economia podem gerar importantes mudanças nas decisões de política econômica nela implementadas. A análise é apresentada a partir de um modelo de career concern onde governantes tomam decisões de política econômica envolvendo um conflito de interesses entre grupos que observam imperfeitamente suas decisões. Os resultados obtidos permitem explicar o fato aparentemente contraditório de determinados países da América Latina apresentarem simultaneamente um favorecimento arraigado de grupos abastados por parte da estrutura de gastos públicos e uma alta incerteza associada às decisões de política econômica. Eles também permitem se propor um canal explicando como a distribuição do acesso à informação sobre os governantes pode reduzir a taxa de crescimento de uma economia e assim limitar seu desenvolvimento. Ressalta-se então a importância das instituições políticas e do comportamento da imprensa para países em desenvolvimento.
A theory explaining how public opinion may impact the choice of economic policies made by incumbents is developed in this work. Mentioned impact it s shown to be influenced in important ways by the distribution of access to information about incumbent s choices in the population. Thus, the importance of that distribution for economic policies chosen by politicians in an economy is highlighted. The analysis is based on a career concern model where incumbents choose an economic policy involving conflicting interests among voters who are imperfectly informed about their decisions. Based on the obtained results, an explanation for a fact observed in many Latin American countries it s provided. In those countries, although wealthier groups of society are systematically favored by governmental spending, there is a high degree of uncertainty associated with economic policies chosen by governments. A mechanism explaining how the distribution of access to information about incumbent s choices can hinder economic growth and development in an economy is also presented. The analysis suggests that media behavior and the design of political institutions are important factors for the economic development of developing countries.

Abstract:
As a result of increasing college costs and diminishing organizational support, poor and ethnic-minority students are finding it increasingly difficult to attend large public research universities. To investigate the potential relationship that exists between market-oriented practices in higher education and access for poor and ethnic-minority students, the Institutional Logics Perspective is employed as a theoretical frame to contextualize the precursors, content, and consequences of the market logic in the public higher education system. Hypotheses drawing out linkages between the mechanisms of the market logic and decreased student access are offered. A fixed-effect model is then constructed to evaluate proposed connections between university practices undergirded by the logic and access for both poor and ethnic-minority student populations. Results are discussed and the ramifications of the market logic for the future of accessible public higher education are explored in the context of social justice.

The Realities of Academic Data Sharing (RADS) Initiative’s public-access data management and sharing (DMS) activities are the result of categorizing services and support across the institution that are likely needed to make public access to research data available. The RADS project team categorized these activities by life-cycle phases for public access to research data, and used the activities in RADS surveys of publicly funded campus researchers and institutional administrators whose departments likely provide support in these areas. The result of categorizing and defining these activities not only delineated questions for RADS’s retrospective studies, but, consequently, may also help researchers, administrators, and librarians prepare for upcoming federal and institutional policies requiring access to publicly funded research data. This report presents version 1 of the RADS public access DMS activities. Additional versions are expected to be released as more institutions engage in implementing new federal policies in the coming months. Community engagement and feedback on the RADS DMS activities is critical to (1) validate the activities and (2) parse out the activities, as sharing and refining them will benefit stakeholders interested in meeting new federal open-access and sharing policies.
