Abstract:
Abstract This article seeks to understand the reasons for the persistence of corruption in the Brazilian federal government, despite strong public accounting and financial control systems in the country. More than two-thirds of the states in the world, including Brazil, face the challenge of plundering public finances by political, economic, and bureaucratic elites. In this context, the exclusive use of the dominant approach of economic theories for the structuring of public control systems is limited. It is more appropriate to consider corruption as a problem of collective action. Hence, the theoretical reference chosen includes Bourdieu’s theory of practice and Tocqueville’s and Ostrom’s collective action theories, as they have been understood respectively by Mungiu-Pippidi and Rothstein. The methodological strategy adopted is an exploratory analysis of the cases of contemporary day Brazil, based on the lessons learned from nineteenth-century Sweden, and Italy in the 1990s. The results indicated that overcoming systemic corruption requires more than control systems. It demands, at least, a trigger to disrupt the perverse social imbalance, institutional capacity to offer normative effectiveness and a cohesive and active civil society.

Abstract:
Despite concerted efforts made by successive government administrations in Nigeria to eliminate or better still minimize the menace of fraud, embezzlement, misappropriation of funds, inflation of contract prices, payment of salaries to ghost workers etc., it seems as if the challenge is far from being over. It is believed that the implementation of effective and efficient financial control systems may result in better performance, accountability, and better reporting process in the public sector. This study aims to assess the effectiveness of financial control in the public sector of Nigeria using Akoko South-West Local Government Area (ASWLGA) as a case study. The study employed both descriptive and econometric analytical methods to achieve the stated objectives. Specifically, the hypotheses were tested using regression analysis based on the primary data collected. The study revealed that the level of financial control in ASWLGA is adequate and capable of reducing financial misappropriation and that financial control is also cost-effective. However, there is a need for regular review of the financial control system in order to boost the effectiveness of the public sector.

A study was done to develop various innovative transportation strategies to address the changing travel needs of Arlington, Texas, residents. The study was guided by the Arlington Community Transportation Study Committee. It developed the transportation niche concept: the ability to use alternative community transportation services to address specific needs of the community in different parts of the city. Five high-priority niches were studied in detail. The success of the individual niches in particular and the integrated transportation system in general will rely heavily on the cooperation and coordination between the public and the private sectors and the acceptance of the niche concept by the general public.

Abstract:
In public policies, agents are part of an emergent and complex context, reason for which their actions should not be examined in isolation. The state of an agent is influenced by the state of others, in an environment where feedback is continuous and full of interactions. These characteristics result in a system where the total is more unpredictable and dazzling than the mere sum of its parts. As a result, there are a growing number of studies that use typical methods of complex systems to analyze public policies in various areas, such as healthcare, education, crime prevention, energy resources and others. Moreover, such distinct approach allows for more accessible investigations of public policy models, including policies that were not evaluated ex ante from the traditional lenses. This research had two main objectives: to verify how complex systems apply to the context of public policies theoretically and to present a practical application of a model, which was built based upon a case study. Since there is not a clear comprehension on how complex systems could benefit policy makers, this study presents, in its first part, a systematic literature review including some existing applications and the benefits of complexity science in the policy arena. On the whole, it can be asserted that there is a strong consensus that complex systems can be highly beneficial for policy makers and, consequently, for the overall population. Researchers perceive different benefits, such as the opportunity of testing policies a priori, the possibility of comparing different policies for the same topic, and the contemplation of new ideas and insights for better policy formulation. Although there are several simulations and models proposed for public policies in several areas, it lacks an empirical demonstration that effectively proves the benefits of applying complex systems in public policies, i.e., apparently, there are obstacles that prevent such models from having effects in the real world. In this way, the second part of the research presents an agent-based model that can be applied empirically in a government agency: a regulatory body. Such model allows policy makers to compare different enforcement strategies and anticipate side effects that would be difficult to predict without the use of simulations. In this sense, the objective of the second part of this research was to build an agent-based model of a public policy and for which a practical implementation could be carried out. Therefore, a public policy from a professional regulatory board in the healthcare area was chosen, for which two different strategies were tested, with the objective of comparing their efficiency and effectiveness. Such strategies were modeled and simulated with the use of Netlogo software with different scenarios. Results indicate that agent based models can serve as predictive tools for comparing and improving inspection strategies, and also as source of insights for anticipating unintended consequences that would hardly be noticed ex ante without the use of simulation tools
Em políticas públicas, as ações dos agentes envolvidos não podem ser analisadas de forma isolada. O estado de um agente é influenciado pelo estado dos demais, num ambiente em que o feedback é contínuo e repleto de interações. Essas características resultam num sistema onde o total é mais imprevisível e deslumbrante do que a mera soma de suas partes. Com isso, há um crescente número de estudos que utilizam métodos típicos de sistemas complexos para analisar políticas públicas de diversas áreas, como saúde pública, educação, segurança, recursos energéticos e outros. Além disso, essa forma diferente de abordagem permite que alguns modelos de políticas públicas sejam investigados com mais facilidade, incluindo políticas que sequer eram analisadas pelo prisma tradicional. Esta pesquisa teve dois objetivos principais: verificar como os sistemas complexos se aplicam às políticas públicas no campo teórico e apresentar uma aplicação prática de modelagem dentro do contexto de um estudo de caso. Como ainda não há um entendimento sistematizado sobre como sistemas complexos podem ser úteis em políticas públicas, este estudo apresenta, em sua primeira parte, uma revisão sistemática de literatura para uma melhor compreensão de como essas aplicações ocorrem e de quais benefícios essa ciência, de fato, pode trazer. Em decorrência desse estudo, pode-se afirmar que há consenso, na literatura, de que a teoria da complexidade é benéfica para formuladores de políticas e, consequentemente, para a população em geral. Tais benefícios são vistos de diversas formas pelos pesquisadores, como, por exemplo, a possibilidade de se testar políticas a priori, a possibilidade de se comparar diversos tipos de políticas para um mesmo problema e a obtenção de novas perspectivas e ideias para formulação de políticas. Apesar de haver diversas simulações e modelos propostos para políticas públicas em diversas áreas, não foi constatada uma demonstração empírica que comprove efetivamente o benefício de se aplicar sistemas complexos em políticas públicas, ou seja, aparentemente há obstáculos que impedem esses modelos terem efeitos nas políticas de facto. Dessa maneira, o objetivo da segunda parte da pesquisa foi o de construir um modelo baseado em agentes relacionado a uma política pública e cuja implementação prática fosse factível. Assim, foi selecionada uma política relacionada a um órgão público de fiscalização do exercício profissional (conselho de classe), especificamente na área da saúde, para a qual foram traçadas duas estratégias diferentes, com o objetivo de compará-las em termos de eficácia e de efetividade. Essas estratégias foram modeladas e simuladas em software específico de modelos baseados em agentes para análise dos resultados considerando diversos cenários possíveis. Os resultados indicam que os modelos baseados em agentes podem auxiliar o formulador de políticas a comparar diferentes estratégias de fiscalização e antecipar efeitos colaterais que dificilmente seriam constatados ex ante sem a utilização de simulações

The theory of the aperiodically damped loudspeaker system is derived and investigated in both the time and frequency domains. The advantages of the aperiodic configuration over sealed box loudspeaker systems are discussed.

The aperiodically damped loudspeaker system is described by the parameters used for sealed box loudspeaker systems, with some additions. A real system is constructed which takes full advantage of aperiodic configuration, and its performance is compared with a sealed box system of the same dimensions.

Complete derivations of the theory for both the sealed box and aperiodically damped systems are included, as well as methods for measuring all required parameters.

Imagine a world where someone’s personal information is constantly compromised, where federal government entities AKA Big Brother always knows what anyone is Googling, who an individual is texting, and their emoticons on Twitter. Government entities have been doing this for years; they never cared if they were breaking the law or their moral compass of human dignity. Every day the Federal government blatantly siphons data with programs from the original ECHELON to the new series like PRISM and Xkeyscore so they can keep their tabs on issues that are none of their business; namely, the personal lives of millions. Our allies are taking note; some are learning our bad habits, from Government Communications Headquarters’ (GCHQ) mass shadowing sharing plan to America’s Russian inspiration, SORM. Some countries are following the United States’ poster child pose of a Brave New World like order of global events. Others like Germany are showing their resolve in their disdain for the rise of tyranny. Soon, these new found surveillance troubles will test the resolve of the American Constitution and its nation’s strong love and tradition of liberty. Courts are currently at work to resolve how current concepts of liberty and privacy apply to the current conditions facing the privacy of society. It remains to be determined how liberty will be affected as well; liberty for the United States of America, for the European Union, the Russian Federation and for the people of the World in regards to the extent of privacy in today’s blurred privacy expectations.

Il lavoro è stato suddiviso in tre macro-aree. Una prima riguardante un'analisi teorica di come funzionano le intrusioni, di quali software vengono utilizzati per compierle, e di come proteggersi (usando i dispositivi che in termine generico si possono riconoscere come i firewall). Una seconda macro-area che analizza un'intrusione avvenuta dall'esterno verso dei server sensibili di una rete LAN. Questa analisi viene condotta sui file catturati dalle due interfacce di rete configurate in modalità promiscua su una sonda presente nella LAN. Le interfacce sono due per potersi interfacciare a due segmenti di LAN aventi due maschere di sotto-rete differenti. L'attacco viene analizzato mediante vari software. Si può infatti definire una terza parte del lavoro, la parte dove vengono analizzati i file catturati dalle due interfacce con i software che prima si occupano di analizzare i dati di contenuto completo, come Wireshark, poi dei software che si occupano di analizzare i dati di sessione che sono stati trattati con Argus, e infine i dati di tipo statistico che sono stati trattati con Ntop. Il penultimo capitolo, quello prima delle conclusioni, invece tratta l'installazione di Nagios, e la sua configurazione per il monitoraggio attraverso plugin dello spazio di disco rimanente su una macchina agent remota, e sui servizi MySql e DNS. Ovviamente Nagios può essere configurato per monitorare ogni tipo di servizio offerto sulla rete.

This paper proposes a set of domestic multifunctional remote control microphones can be compatible with existing system equipment. This study analyzes hardware circuits and information of the signal of original equipment by writing programs and using logic analysis, presenting an implementation of all functions of the original equipment system. In this thesis, the multifunctional remote control microphone software is developed to build platforms by using single chips. C language is used for the software development and design, and in the verification process, logic analyzer is used to analyze and verify. The software can be divided into six blocks of information, including: reception of the start code, reception of the function code, reception of the epilog code, recognition of the function code and corresponding actions, recognition of the handshake start code and the end code. The specification and layout of the design of hardware case adopts the method of computer simulation, and the hardware case is specifically simulated in three-dimension patterns. Whether the design conforms to the planning concept will be confirmed by this three-dimensional pattern. Based on the results of fault analysis, the circuit design adopts reinforced circuit components and is applied to manufacture a printed circuit board, laying out the designed electronic components so as to form an internal circuit board of the newly multifunctional remote control microphones developed by this research. The overall system testing structure can be divided into two parts: software and hardware. The structure of the software is divided into three main parts, including the system engineering, the sensor and control unit and design and the visual management system. The hardware verification test confirms the compliance of functions by comparing with old multifunctional remote microphones. This research of the design of the domestic multifunctional remote microphone is based on alternative concepts; the design phase has solved problems concerning the reinforcement of structure, selection of components, design of loops, disconnection, faulty buttons, abnormal hardware abnormal power supply, etc. Therefore, failures occurred in the past can be effectively prevented. This study helps to reduce the maintenance cost of the multifunctional remote microphone effectively and also improves the stability of the equipment. Moreover, the multifunctional remote microphone has also become the first domestic railway broadcasting equipment of independent research and development.

AbstractLinking the concepts of food systems and resilience offers the opportunity to strengthen our understanding of these concepts, the potential they hold for more informed policy discussions, and the design and implementation of interventions that will better deliver on food security outcomes. This chapter outlines how these twin concepts can be linked conceptually and empirically. It argues that while we know much about certain elements of the food system, specifically production and consumption, our understanding of the processing and distribution components of the food system are weak. For example, market structure in the processing sector and market integration can contribute to food system resilience, but these are rarely measured at a country level. This makes efforts to measure resilience at the system-level challenging. Understanding what can make a resilient food system has important implications for policy and intervention design. Building resilient food systems requires that policymakers grapple with trade-offs and tensions such as those between the benefits of diversification versus gains from specialization; and how openness to trade reduces vulnerability to domestic shocks to the food system while exposing it to external shocks. How best to manage these will be an important challenge to address.

AbstractThis chapter presents some examples of recent initiatives by social enterprises using aquaponics. Aquaponics offers an innovative form of therapeutic horticulture, which can provide employment and promote well-being for people with disabilities. If implemented as a program to be managed by local communities, aquaponic systems also have the potential to address issues such as food security and food sovereignty, especially in urban areas. Increasing public familiarity with aquaponics has seen a number of social ventures being set up around the world. However, the viability of these depends not only on stakeholder commitment, thorough market analysis, clear governance structures, and a robust business plan but also on external factors, such as the local political context and regulations.

AbstractGlobal health emergencies such as the COVID-19 pandemic are contexts in which it is critical to draw upon learning from prior research and to conduct novel research to inform real-time decision-making and pandemic responses. While research is vitally important, however, emergencies are radically non-ideal contexts for its conduct, due to exceptional uncertainty, urgency, disruption, health needs, and strain on existing health systems, amongst other challenges. This generates novel ethical challenges and a broader conception of research ethics is necessary to effectively address the complexity of pandemic research contexts. Going beyond traditional approaches to research ethics centring on the design of specific studies, this broader conception requires consideration of fundamental questions relating to the exercise of power and influence throughout research pathways, and a broader attention to both salient ethical issues, and the ethical responsibilities of stakeholders. These include important questions about responsibilities to gather evidence and generate knowledge systematically during emergencies, to implement policy responses in ways that are amenable to evaluation, and even potential moral obligations to participate in research. In situations of heightened uncertainty, additional questions arise about what constitutes sufficient evidence to justify the development and implementation of policy responses, and the responsibilities of scientific and social science researchers involved in policy-making processes. The four cases in this chapter prompt reflection on evolving and at times competing values and responsibilities of policy-makers, regulators, health authorities and researchers during the design and conduct of research, and proposed early implementation of research findings. These cases highlight issues arising when conducting research of national importance in a pandemic, where researchers are required to liaise with authorities responsible for pandemic responses and address complex ethical issues, including protecting the interests of participants and publics when tensions arise between prioritising the completion of research and accelerating the rollout of novel health interventions. This chapter invites reflection on the practical ethical implications of commitments to undertake research during emergencies, including the nature and scope of the relevant responsibilities of a range of stakeholders.

AbstractAs new information technologies and large amounts of data from a wide range of sources become available to government agencies and the public, urban researchers have started to investigate how these data can be used to enhance the planning and management of various urban systems. As a result, new methods for collecting and analyzing complex space–time data about urban systems have been developed to address various urban issues. These urban systems include transportation systems, energy systems, and health systems. In recent years, considerable new work has been conducted to examine how new information technologies and data can enhance our understanding of and ability to address urban issues. The eight chapters in this section present various applications of urban informatics to specific urban systems or phenomena, including human mobility and travel, urban freight systems, urban resilience and disaster response, urban crime, urban governance, the use of remote sensing for environmental monitoring, health and wellbeing, and urban energy systems. All of them emphasize how new, big, or open data are useful for helping us to better understand and manage specific urban systems. They also highlight significant challenges in such applications of urban informatics, which would be particularly helpful to urban researchers and planners.

AbstractThis chapter first explains human rights as a concept of public law and briefly analyzes its legal nature. Second, the chapter outlines the particular challenges this concept presents for the Central Asian countries and their formal education sectors. Treating the concept as a predominantly legal phenomenon, it considers how human rights play into key ideas such as the Rechtsstaat and its crucial elements: rule of law and civil society. Further, it scrutinizes the role of human rights education (HRE) and knowledge dissemination in raising legal awareness and promoting legal culture among the population, a particularly relevant problem for the Central Asian countries. The chapter then proceeds to address issues of disseminating knowledge on human rights, primarily in the formal education sectors and hence public (but also private) higher education institutions that impart legal knowledge in the four main Central Asian countries. Challenges to providing effective formal education in human rights are reviewed, along with local contextual factors in the region (cultural, social, historical, economic, and political) contributing to those challenges. Understanding such factors facilitates the development of potentially useful suggestions and solutions to address these challenges. The latest overview of the current human rights education programs in Central Asia is a crucial basis for this brief analysis. Lastly, the chapter argues in favor of applying a systemic, principled, as well as contextualized approach to improving human rights education efforts in the region.

More and more systems-related terms are emerging in the scientific literature, in curricula, and in popular media: systems thinking, systems approaches, systems analysis, systems dynamics, systems mapping, just to name a few. In an increasingly complex and interconnected world, thinking systemically can help us to understand, communicate, address, and educate about challenges we face. Systems thinking is both an approach to seeing the world in a way that makes connections and relationships more visible and improves our decision-making abilities, and a set of methods and tools. This current collection of materials includes a synthesis, exercises, and teacher guidance materials. The synthesis provides an overview of ways to think about systems and of systems thinking tools that can be useful to educators and learners in any discipline. The exercises leverage the content in the synthesis by focusing on two different systems thinking tools: a semi-quantitative modeling tool called Mental Modeler and stakeholder analysis. Students use Mental Modeler to explore the current dynamics of and links between corn and beef production in the United States and use stakeholder analysis to explore a suite of issues ranging from public health initiatives like food labeling to human rights abuses in the fisheries industry. These exercises are the initial building blocks for a broader collection currently under development.

The National Institute of Justice (NIJ) and its Forensic Technology Center of Excellence (FTCoE) hosted the National Opioid and Emerging Drug Threats Policy and Practice Forum on July 18–19, 2019, in Washington, DC. The forum explored ways in which government agencies and programs, law enforcement officials, forensic laboratory personnel, medical examiners and coroners, researchers, and other experts can cooperate to respond to problems associated with drug abuse and misuse. Panelists from these stakeholder groups discussed ways to address concerns such as rapidly expanding crime laboratory caseloads; workforce shortages and resiliency programs; analytical challenges associated with fentanyl analogs and drug mixtures; laboratory quality control; surveillance systems to inform response; and policy related to stakeholder, research, and resource constraints. The NIJ Policy and Practice Forum built off the momentum of previous stakeholder meetings convened by NIJ and other agencies to discuss the consequences of this national epidemic, including the impact it has had on public safety, public health, and the criminal justice response. The forum discussed topics at a policy level and addressed best practices used across the forensic community.

In the fight against money laundering, information on politically exposed persons (PEPs) is highly relevant for financial institutions as it is about customers deemed to be high-risk due to their public functions and the degree of influence they can exert. This document reviews the regulatory and operational frameworks to access and exchange of information on PEPs in Central American countries, as well as the enhanced due diligence measures under implementation in these countries. The main findings indicate that there are legal constraints in relation to the definition of PEPs and the obligation to declare beneficial owners. There are also operational constraints in terms of the measures implemented to identify PEPs and to ensure the integrity of information systems. Likewise, this document presents recommendations to address the barriers identified and analyzes best practices to help strengthen the detection and prevention mechanisms used by Central American governments and financial institutions for cases in which PEPs use the financial system to launder money obtained through corruption and related crimes.

Harmful algal blooms (HABs) and coastal hypoxic zones are evidence of cultural nutrient enrichment affecting public health and water supplies, aquatic ecosystem health, and economic well-being in the United States. Recognition of the far-reaching impacts of Midwest agriculture has led to establishing nutrient reduction objectives for surface waters feeding the Gulf of Mexico, Lake Erie, and many smaller water bodies. Municipal nutrient enrichment impacts have been addressed by increasing levels of sewage treatment and waste management through the Clean Water Act era, but HABs rebounded in the 1990s because of non-point source nutrient enrichment. HAB control and treatment includes watershed and waterbody treatments to reduce loading and address outbreaks. Systems to remove nutrients from impaired waters are expensive to build and operate. This review of algal production systems summarizes emerging algal water treatment technologies and considers their potential to effectively sequester nutrients and atmospheric carbon from hundreds of eutrophic reservoirs and DoD wastewater treatment facilities while producing useful biomass feedstock using solar energy. Algal water treatment systems including open ponds, photobioreactors, and algal turf scrubbers® can be used to grow biomass for biofuel, wastewater treatment, and commercial products. This review recommends continuing research on surface water nutrient reduction potential with algal turf scrubber productivity pilot studies, preliminary site design, and biomass utilization investigations.

Bangladesh has made remarkable progress in achieving over 90% primary enrollment with significantly improved gender parity. We sought a range of hi- to low-tech solutions, encompassing everything from SMS-based technologies and game-based learning to school management systems. These innovations target various educational stakeholders, including teachers, students, and administrators. The new Centre will support the spread of education innovation through four pillars of research, practitioner support, practical methodologies and systems leadership. Under the research pillar of the Centre, HundrED will conduct empirical research that explores innovation implementation at scale in public and private K-12 education in low, middle, and high income countries. We hope this report will invite discussion and debate as well as inspire new collaborators to join us.

The SSHAP West Africa Hub brings together academics, humanitarian responders and public health practitioners primarily working in Nigeria, Senegal and Sierra Leone to explore socio-political and historical issues shaping crises, with the intention of enhancing national and humanitarian programmes seeking to reach vulnerable groups. In this landscape paper, we aim to summarise the contextual factors that shape health emergencies and responses to health emergencies in the West Africa region (termed ‘health emergency cycles’). Drawing on examples from Nigeria, Senegal and Sierra Leone, we explore the interrelationship of disease outbreaks with socio-cultural, economic and political contexts, and we address issues of response governance and local capacity within national health systems. We demonstrate how different emergencies are interconnected and related to long-term stressors in the region, arguing for a less siloed approach to response. Whilst we recognise the vast heterogeneity in the region, we draw on thematic commonalities that speak to wider regional issues. We conclude with some social science priorities for responding to crises.
