Abstract:
Abstract Background Antibiotic resistance is a significant public health threat and widespread use of antibiotics in agriculture is increasing the concern about agricultural contributions to the dissemination of antibiotic resistant bacteria. Of concern is the level of exposure to antibiotics and antibiotic-resistant bacteria in the watershed. Consequently, adopting a One Health approach to measure antibiotic levels and identify antibiotic resistance gene (ARG) transfer at the human, animal and environmental interfaces is essential to better understand how antibiotic resistance is spread. Methods In this project, antibiotic levels were measured using passive organic chemical integrative samplers (POCIS) for 30-day periods from August – November 2018 from Elkhorn River and Shell Creek watersheds in Nebraska (Figure 1). In addition, whole genome sequences of bacterial isolates cultured from the watersheds were assessed to identify ARGs present on mobile genetic elements (MGE) that had >95% similarity to mobile ARG present in isolates recorded in the NCBI GenBank database was identified using ResFinder. Figure 1. Sampling locations within the two watersheds. Results The study demonstrated significant antibiotic levels present throughout the watershed, with five of them associated with human usage (Table 1). In addition, seasonally based drug-resistant bacterial species was associated with specific antibiotic levels in the watershed (Figure 2). Mobile ARGs were detected in 87.5% of isolates collected from the Elkhorn River and 80.0% within Shell Creek (Figure 3). Table 1. Pharmaceutical levels in the watershed Figure 2. Antibiotic levels and drug-resistant bacteria in the watershed Figure 3. Antibiotic resistance observed from each isolate at every sampling date and site. A colored bar denotes that resistance to that antibiotic was observed. Conclusion These results present evidence of transfer of highly mobile ARGs between environment, clinical, and animal-associated bacteria and highlight the need for a One Health perspective in assessing the spread of antibiotic resistance. The presence of significant levels of antibiotics persisting in this agricultural watershed points out the need for ongoing monitoring of compliance with the Food and Drug Administration (FDA) recommendation of veterinarian oversight of the use of antibiotics in the use of veterinary feed directive applications. Abstract:
Today's fast-changing organizations often strive to stay competitive in the labor market, which tends to place increasing demands on the efficient dissemination of knowledge. In many cases, an organization chooses to use the project format to complete the tasks. A projects temporary nature means additional handling experience and lessons learned, especially when there is a risk that the experience is wasted when a project is finished. For this reason, there are many methods and theories that explain how the organization should capture the lessons learned and disseminate them between projects. One method consists of routine and structured creation of final reports, which includes the experience to be captured, stored and archived. The purpose of the study is to identify trends regarding the handling of the final document and the options available to spread and share experiences and lessons learned at Karlstad University. Two research questions were formulated to answer the purpose of the study: How does the handling of the final document work at Karlstad University? How does project managers perceive the opportunities to distribute and share lessons learned between projects at Karlstad University? A qualitative approach has been applied where we performed five interviews with project managers at Karlstad University. The empirical data were then analyzed on the basis of our theoretical framework of matters, including various coordination mechanisms, the final report and in particular the transfer of knowledge and the problems that may arise regarding this phenomenon. The results indicate that the informal channels perceived strong within the organization, where close contact had a significant role in knowledge transfer. The final document is made from a formal template, which is a relatively new procedure for the organization. This development has been seen as very positive because it contributes to a wealth of experience in the organization. However, we have been able to see trends that there are difficulties in accessing the final reports through the organization systems, partly because project management has tended to be a “IT-matter”. We have also been able to see a demand for a more structured system that is placed centrally in the organization. Finally, we have been able to discern some tendency’s that indicate that a project office would serve as a potential tool to the structure and certain problems that the respondents are experiencing.

Abstract:
Thesis (MTech (Public Management))--Cape Peninsula University of Technology, [2017].
The study is located within a Project Management paradigm. The South African national Department of Education’s (the DOE) approach to e-Education and its directive issued in 2004 to integrate Information and Communication Technologies (ICT’s) into teaching and learning forms the premise of this study. In 2009, the Western Cape Government adopted the Modernisation Programme to bring the provincial government on par with international best practice, to ensure that government officials are fit for their respective purposes. The challenge for the Western Cape Government was its ability to implement a project management approach to all activities performed by all stakeholders and role players in the project implementation process. The core objective of the study was to develop a theoretical framework to monitor and control projects and practices within selected provincial government departments in the Western Cape, with specific reference to the Department of the Premier (DotP) and the Western Cape Education Department, in order to achieve and provide an improved project management approach to monitor and control projects when implementing strategy and, in turn, enhance effective and efficient service delivery. A qualitative research approach was used, as the researchers were keen to hear verbal accounts around the experiences and perceptions of selected individuals within the Department of the Premier and Western Cape Education Department around the MSPiL Training Project in particular, and how it is monitored and controlled. Applicable literature was consulted which indicated the complexity of project management in the public sector as it relates to monitoring and control of projects. Methods/mechanisms, procedures and systems for defining, planning, scheduling, controlling, organising, monitoring and evaluating project activities to enhance service delivery, were forwarded. One of the core findings of the study was that an agile project management approach/methodology is best suited to an environment that has faster turnaround times with more streamlined, speedier approvals and processes, red tape reduction, as well as more direct communication channels. The aforementioned lacked in the South African public sector. A recommendation forwarded is that the Department of the Premier, Centre for e-Innovation’s (Directorate GITO: Education, Cultural Affairs and Sport) project office and a task team that specifically deal with the MSPiL project should clearly understand their department’s requirements whilst defining, planning and managing projects to improve project management maturity, as well as constantly communicate the roadmap, benefits and progress at both project/programme, departmental and provincial level by 2019, since this is when the Western Cape Provincial Strategic Plan reaches its end. This will assist the department and its MSPiL project team to improve project tasks and activities for future projects with similar characteristics.

Abstract:
This thesis focuses on strategy of Government of the Czech Republic called Smart Administration and its implementation. Its goals are improving quality and satisfaction of citizens with public services, particularly using information technology. The main goal of this thesis is to evaluate the system of governance. Whole life cycle of the strategy is being analyzed. The practical part of the thesis starts with assessment of the aimed goals and its success indicators. Then the governance system is being analyzed, how the projects are being chosen for realization and what role official authority offices play in this process. The outcome from the analysis helps to design an organizational structure of project office, like the shared center of services. The strategy is also being evaluated using measurable success indicators. There's one real project examined and its goals are compared to the strategy goals to see the compliance and integrity with the strategy. There is also a survey conducted among the project holders with an aim to get to know, how the real projects are being governed, how successful they are, and to see the opinion of the project holders on the existing governance and possible changes. The thesis provides comprehensive overview of problems of the strategy with an accent to missing project management principles.

Abstract:
Abstract This chapter reports on the third co-creation project described in this book. The project was managed by two departments of Zaragoza city council: the Department of Elderly Care and the Technical Office of Participation, Transparency and Open Government. Several activities aiming to improve the lives older citizens have been conducted by the city administration since Zaragoza joined the Global Network of Age-Friendly Cities and Communities. In a consultation process, older citizens had expressed a demand for safe and well-equipped outdoor spaces. Thus, the broad problem focus of this co-creation project was on the improvement of an age-friendly city infrastructure. The co-creation project covered six walks in three different districts. In each district, groups of six to eight older residents defined two relevant routes and collected information (problems and improvements) about them. The data was integrated in a collaborative digital map provided by the city’s Technical Office. The result of the project is an enhanced map service, which allows (older) citizens to report problems in the public (road) infrastructure and/or propose improvements. Their suggestions for improvements enter a list of citizen proposals for a participatory budgeting process.

The JMU X-Labs serves the students and faculty of James Madison University[MSR-m1] , a mid-sized, public, and undergraduate-focused university in the United States. The narrative proceeds from two different but overlapping points of view: how courses at JMU X-Labs are designed and taught; and how administration of JMU X-Labs supports them. The authors refer to specific courses, pedagogical methods, and problem-solving strategies to illustrate the narrative, and they argue throughout that pedagogy and administration are indelibly intertwined in how the organization operates. Gesturing to the broad applicability and transferability of the JMU X-Labs model, the authors mark some of areas of further research that would benefit a more robust understanding of how the organization operates and grows. Finally, the authors speculate how the dynamics of this young and growing organization may answer some core and difficult questions pertaining to innovation in higher education.[MSR-m1]James Madison University (JMU) Clearlyl referenced in abstract and opening paragraph below to explain institutional context as per reviewer request.

Abstract:
This human campylobacteriosis sentinel surveillance project was based at two sites in Oxfordshire and North East England chosen (i) to be representative of the English population on the Office for National Statistics urban-rural classification and (ii) to provide continuity with genetic surveillance started in Oxfordshire in October 2003. Between October 2015 and September 2018 epidemiological questionnaires and genome sequencing of isolates from human cases was accompanied by sampling and genome sequencing of isolates from possible food animal sources. The principal aim was to estimate the contributions of the main sources of human infection and to identify any changes over time. An extension to the project focussed on antimicrobial resistance in study isolates and older archived isolates. These older isolates were from earlier years at the Oxfordshire site and the earliest available coherent set of isolates from the national archive at Public Health England (1997/8). The aim of this additional work was to analyse the emergence of the antimicrobial resistance that is now present among human isolates and to describe and compare antimicrobial resistance in recent food animal isolates. Having identified the presence of bias in population genetic attribution, and that this was not addressed in the published literature, this study developed an approach to adjust for bias in population genetic attribution, and an alternative approach to attribution using sentinel types. Using these approaches the study estimated that approximately 70% of Campylobacter jejuni and just under 50% of C. coli infection in our sample was linked to the chicken source and that this was relatively stable over time. Ruminants were identified as the second most common source for C. jejuni and the most common for C. coli where there was also some evidence for pig as a source although less common than ruminant or chicken. These genomic attributions of themselves make no inference on routes of transmission. However, those infected with isolates genetically typical of chicken origin were substantially more likely to have eaten chicken than those infected with ruminant types. Consumption of lamb’s liver was very strongly associated with infection by a strain genetically typical of a ruminant source. These findings support consumption of these foods as being important in the transmission of these infections and highlight a potentially important role for lamb’s liver consumption as a source of Campylobacter infection. Antimicrobial resistance was predicted from genomic data using a pipeline validated by Public Health England and using BIGSdb software. In C. jejuni this showed a nine-fold increase in resistance to fluoroquinolones from 1997 to 2018. Tetracycline resistance was also common, with higher initial resistance (1997) and less substantial change over time. Resistance to aminoglycosides or macrolides remained low in human cases across all time periods. Among C. jejuni food animal isolates, fluoroquinolone resistance was common among isolates from chicken and substantially less common among ruminants, ducks or pigs. Tetracycline resistance was common across chicken, duck and pig but lower among ruminant origin isolates. In C. coli resistance to all four antimicrobial classes rose from low levels in 1997. The fluoroquinolone rise appears to have levelled off earlier and among animals, levels are high in duck as well as chicken isolates, although based on small sample sizes, macrolide and aminoglycoside resistance, was substantially higher than for C. jejuni among humans and highest among pig origin isolates. Tetracycline resistance is high in isolates from pigs and the very small sample from ducks. Antibiotic use following diagnosis was relatively high (43.4%) among respondents in the human surveillance study. Moreover, it varied substantially across sites and was highest among non-elderly adults compared to older adults or children suggesting opportunities for improved antimicrobial stewardship. The study also found evidence for stable lineages over time across human and source animal species as well as some tighter genomic clusters that may represent outbreaks. The genomic dataset will allow extensive further work beyond the specific goals of the study. This has been made accessible on the web, with access supported by data visualisation tools.
