Full textToday's fast-changing organizations often strive to stay competitive in the labor market, which tends to place increasing demands on the efficient dissemination of knowledge. In many cases, an organization chooses to use the project format to complete the tasks. A projects temporary nature means additional handling experience and lessons learned, especially when there is a risk that the experience is wasted when a project is finished. For this reason, there are many methods and theories that explain how the organization should capture the lessons learned and disseminate them between projects. One method consists of routine and structured creation of final reports, which includes the experience to be captured, stored and archived. The purpose of the study is to identify trends regarding the handling of the final document and the options available to spread and share experiences and lessons learned at Karlstad University. Two research questions were formulated to answer the purpose of the study: How does the handling of the final document work at Karlstad University? How does project managers perceive the opportunities to distribute and share lessons learned between projects at Karlstad University? A qualitative approach has been applied where we performed five interviews with project managers at Karlstad University. The empirical data were then analyzed on the basis of our theoretical framework of matters, including various coordination mechanisms, the final report and in particular the transfer of knowledge and the problems that may arise regarding this phenomenon. The results indicate that the informal channels perceived strong within the organization, where close contact had a significant role in knowledge transfer. The final document is made from a formal template, which is a relatively new procedure for the organization. This development has been seen as very positive because it contributes to a wealth of experience in the organization. However, we have been able to see trends that there are difficulties in accessing the final reports through the organization systems, partly because project management has tended to be a “IT-matter”. We have also been able to see a demand for a more structured system that is placed centrally in the organization. Finally, we have been able to discern some tendency’s that indicate that a project office would serve as a potential tool to the structure and certain problems that the respondents are experiencing.

Full textThe study is located within a Project Management paradigm. The South African national Department of Education’s (the DOE) approach to e-Education and its directive issued in 2004 to integrate Information and Communication Technologies (ICT’s) into teaching and learning forms the premise of this study. In 2009, the Western Cape Government adopted the Modernisation Programme to bring the provincial government on par with international best practice, to ensure that government officials are fit for their respective purposes. The challenge for the Western Cape Government was its ability to implement a project management approach to all activities performed by all stakeholders and role players in the project implementation process. The core objective of the study was to develop a theoretical framework to monitor and control projects and practices within selected provincial government departments in the Western Cape, with specific reference to the Department of the Premier (DotP) and the Western Cape Education Department, in order to achieve and provide an improved project management approach to monitor and control projects when implementing strategy and, in turn, enhance effective and efficient service delivery. A qualitative research approach was used, as the researchers were keen to hear verbal accounts around the experiences and perceptions of selected individuals within the Department of the Premier and Western Cape Education Department around the MSPiL Training Project in particular, and how it is monitored and controlled. Applicable literature was consulted which indicated the complexity of project management in the public sector as it relates to monitoring and control of projects. Methods/mechanisms, procedures and systems for defining, planning, scheduling, controlling, organising, monitoring and evaluating project activities to enhance service delivery, were forwarded. One of the core findings of the study was that an agile project management approach/methodology is best suited to an environment that has faster turnaround times with more streamlined, speedier approvals and processes, red tape reduction, as well as more direct communication channels. The aforementioned lacked in the South African public sector. A recommendation forwarded is that the Department of the Premier, Centre for e-Innovation’s (Directorate GITO: Education, Cultural Affairs and Sport) project office and a task team that specifically deal with the MSPiL project should clearly understand their department’s requirements whilst defining, planning and managing projects to improve project management maturity, as well as constantly communicate the roadmap, benefits and progress at both project/programme, departmental and provincial level by 2019, since this is when the Western Cape Provincial Strategic Plan reaches its end. This will assist the department and its MSPiL project team to improve project tasks and activities for future projects with similar characteristics.

Public-private partnerships (PPPs) have become a vehicle to deliver products and services internationally. It is a favored strategy widely adopted for implementing complex urban developments in the United States. However, the complex nature of such partnerships raises serious concerns about meaningful community engagement. Meaningful community engagement is a result of the presence and quality of transparency and public participation elements that are strongly correlated. The following research describes how the community was involved and contributed to an urban development PPP project in Manhattan, Kansas. The research goal is to understand the mechanism of the community engagement in a PPP project and to evaluate the quality of the process at the local level from a planning perspective. With an in-depth case study and an understanding of meaningful community engagement processes, this research will contribute to the body of knowledge in the area of PPPs and meaningful community engagement at the local level and evaluate local PPP policies and practices. The first objective is to evaluate the participation opportunities with a developed Community Engagement Attribute Evaluation System (CEAES) based on the recognized metrics of quality practices. Attributes are drawn from the identified characteristics of quality transparency and quality public participation of meaningful practices. The second goal is to interview the key stakeholders of the project from the public sector, the private sector, and the community and add depth to the findings that complements the overall evaluation. Through both technical evaluation and open-ended personal interview, this study attempts to describe the design and the process of public participation practices. Analysis will show whether or not the community was meaningfully engaged and if the technical aspects of a quality community engagement practice were present. Finally, this study aims to inform future similar planning practices. The result serves two local purposes of planning governance and policy. For the former, it will help those with no record of PPP to better design and implement the engagement process; and for the ones with PPPs’ experience, it will contribute to the quality of the future partnerships. For the latter, it will guide the local governments and policy makers to better address PPPs’ ongoing issue of community engagement.

Full textThe present study had as object of study the analysis of the management of Stakeholders of public programs and projects of socioeconomic development. And the main objective was to analyze how the management of Stakeholders takes place in practice during the process of implementing public policies through Projects according to the perceptions of project managers and their team members. As secondary objectives, the research sought to identify and characterize in order of importance / salience of the Stakeholders, according to the perception of the Managers and their respective teams, to evaluate who were the most salient stakeholders of each project and to understand the management strategies that were to assess the project management practices that were most present in the day-to-day management of managers, and finally to identify what were the factors that could positively or negatively influence the implementation of public policies through projects. After the bibliographic review and initial exploratory interviews, field research was done through case studies (five cases were studied) and a survey of 116 respondents to identify who were the stakeholders and the salient of each case. The main \"findings\" are the perception that for the implementation of public projects, the salient stakeholders are the Institutions and Organizations because they are financiers and responsible for the political security for the execution. The beneficiary stakeholder of the project is seen by the project managers as being secondary in the implementation phase. The case studies have also shown that project teams adopt some of PMI\'s project management practices, following the guidelines of the sponsors (bi and multilateral partners in the country). The unstable political situation and corruption were identified as the main obstacles to the execution of public projects. Likewise, the research participants chose political and governmental stability as essential elements for a good execution of public projects with a view to improving the living conditions of the populations. Finally, this study will allow several unfolding and alternative analyzes, due to its novelty and details obtained on the theoretical aspects selected.
