Abstract:
Dagens snabbföränderliga organisationer eftersträvar ofta att hålla sig konkurrenskraftiga på arbetsmarknaden, vilket tenderar att ställa allt högre krav på effektiv kunskapsspridning. I många fall väljer organisationer att använda projektformen för att färdigställa uppgifter. Projektformens temporära karaktär innebär ytterligare hantering av erfarenheter och lärdomar, i synnerhet då det finns en risk att erfarenheterna går till spillo i samband med projektavslutet. Av denna anledning finns det många metoder och teorier som förklarar hur organisationen ska fånga upp lärdomarna och sprida dessa mellan projekten. En metod består av att rutinmässigt och strukturerat upprätta så kallade slutdokument, där bland annat erfarenheterna skall kunna fångas upp, lagras och arkiveras. Studiens syfte är att peka på tendenser kring hanteringen av slutdokument samt vilka möjligheter det finns att sprida och ta del av erfarenheter och lärdomar på Karlstads universitet. Två forskningsfrågor har formulerats för att kunna besvara studiens syfte: Hur ser hanteringen av slutdokument ut på Karlstads universitet? Hur upplevs möjligheten till att sprida och ta del av lärdomar mellan projekt på Karlstads universitet? En kvalitativ metod har tillämpats där vi utförde fem stycken intervjuer med projektledare på Karlstads universitet. Det empiriska materialet har sedan analyserats med utgångspunkt från vår teoretiska referensram som bland annat berör olika koordineringsmekanismer, slutrapporten och framförallt kunskapsöverföringen och den problematik som kan uppstå kring detta fenomen. Resultatet pekar på att de informella kanalerna upplevs starka inom organisationen, där tät kontakt utgör en betydande roll för kunskapsöverföringen. Det upprättas slutdokument enligt en formell mall, vilket är en förhållandevis ny rutin för organisationen. Denna utveckling har betraktats som mycket positiv eftersom det bidrar till att en erfarenhetsbank byggs upp. Vi har dock kunnat se tendenser att det finns svårigheter att tillgå slutrapporterna genom intranätet, delvis därför att projekthanteringen har tenderat att bli en ”IT-fråga”. Vi har även kunnat tyda en efterfrågan av ett mer strukturerat intranät som placeras centralt i organisationen. Avslutningsvis har vi kunnat urskilja tendenser som pekar på att ett projektkontor skulle fungera som ett potentiellt hjälpmedel till strukturen och viss problematik som respondenterna upplever.
Today's fast-changing organizations often strive to stay competitive in the labor market, which tends to place increasing demands on the efficient dissemination of knowledge. In many cases, an organization chooses to use the project format to complete the tasks. A projects temporary nature means additional handling experience and lessons learned, especially when there is a risk that the experience is wasted when a project is finished. For this reason, there are many methods and theories that explain how the organization should capture the lessons learned and disseminate them between projects. One method consists of routine and structured creation of final reports, which includes the experience to be captured, stored and archived. The purpose of the study is to identify trends regarding the handling of the final document and the options available to spread and share experiences and lessons learned at Karlstad University. Two research questions were formulated to answer the purpose of the study: How does the handling of the final document work at Karlstad University? How does project managers perceive the opportunities to distribute and share lessons learned between projects at Karlstad University? A qualitative approach has been applied where we performed five interviews with project managers at Karlstad University. The empirical data were then analyzed on the basis of our theoretical framework of matters, including various coordination mechanisms, the final report and in particular the transfer of knowledge and the problems that may arise regarding this phenomenon. The results indicate that the informal channels perceived strong within the organization, where close contact had a significant role in knowledge transfer. The final document is made from a formal template, which is a relatively new procedure for the organization. This development has been seen as very positive because it contributes to a wealth of experience in the organization. However, we have been able to see trends that there are difficulties in accessing the final reports through the organization systems, partly because project management has tended to be a “IT-matter”. We have also been able to see a demand for a more structured system that is placed centrally in the organization. Finally, we have been able to discern some tendency’s that indicate that a project office would serve as a potential tool to the structure and certain problems that the respondents are experiencing.

The study is located within a Project Management paradigm. The South African national Department of Education’s (the DOE) approach to e-Education and its directive issued in 2004 to integrate Information and Communication Technologies (ICT’s) into teaching and learning forms the premise of this study. In 2009, the Western Cape Government adopted the Modernisation Programme to bring the provincial government on par with international best practice, to ensure that government officials are fit for their respective purposes. The challenge for the Western Cape Government was its ability to implement a project management approach to all activities performed by all stakeholders and role players in the project implementation process. The core objective of the study was to develop a theoretical framework to monitor and control projects and practices within selected provincial government departments in the Western Cape, with specific reference to the Department of the Premier (DotP) and the Western Cape Education Department, in order to achieve and provide an improved project management approach to monitor and control projects when implementing strategy and, in turn, enhance effective and efficient service delivery. A qualitative research approach was used, as the researchers were keen to hear verbal accounts around the experiences and perceptions of selected individuals within the Department of the Premier and Western Cape Education Department around the MSPiL Training Project in particular, and how it is monitored and controlled. Applicable literature was consulted which indicated the complexity of project management in the public sector as it relates to monitoring and control of projects. Methods/mechanisms, procedures and systems for defining, planning, scheduling, controlling, organising, monitoring and evaluating project activities to enhance service delivery, were forwarded. One of the core findings of the study was that an agile project management approach/methodology is best suited to an environment that has faster turnaround times with more streamlined, speedier approvals and processes, red tape reduction, as well as more direct communication channels. The aforementioned lacked in the South African public sector. A recommendation forwarded is that the Department of the Premier, Centre for e-Innovation’s (Directorate GITO: Education, Cultural Affairs and Sport) project office and a task team that specifically deal with the MSPiL project should clearly understand their department’s requirements whilst defining, planning and managing projects to improve project management maturity, as well as constantly communicate the roadmap, benefits and progress at both project/programme, departmental and provincial level by 2019, since this is when the Western Cape Provincial Strategic Plan reaches its end. This will assist the department and its MSPiL project team to improve project tasks and activities for future projects with similar characteristics.

Abstract:
This thesis focuses on strategy of Government of the Czech Republic called Smart Administration and its implementation. Its goals are improving quality and satisfaction of citizens with public services, particularly using information technology. The main goal of this thesis is to evaluate the system of governance. Whole life cycle of the strategy is being analyzed. The practical part of the thesis starts with assessment of the aimed goals and its success indicators. Then the governance system is being analyzed, how the projects are being chosen for realization and what role official authority offices play in this process. The outcome from the analysis helps to design an organizational structure of project office, like the shared center of services. The strategy is also being evaluated using measurable success indicators. There's one real project examined and its goals are compared to the strategy goals to see the compliance and integrity with the strategy. There is also a survey conducted among the project holders with an aim to get to know, how the real projects are being governed, how successful they are, and to see the opinion of the project holders on the existing governance and possible changes. The thesis provides comprehensive overview of problems of the strategy with an accent to missing project management principles.

Abstract:
This research project examines resources and services to prevent families and children from entering the child welfare system in a rural town in Southern California. There is constant struggle to get the adequate services, resources and trained staff in this rural area because it is isolated and it takes about two hours’ travel time to get to the metropolitan cities. The literature review discusses child welfare services challenges, strengths and social capital to support families and children as well as the child welfare system itself in rural areas. Constructivism is the appropriate framework for this research project, because the goal of this study will be based on an exchange of understanding and ideas; therefore, the nature of the study is subjective. The engagement stage was an important stage for the constructivist approach. The researcher analyzed transcripts from the interviews and group meetings using thematic analysis to examine participants’ concerns and their perceptions of the community’s resources. Further, the participants, guided by the researcher, worked together to develop a strategic action plan to address child abuse and neglect in this community. This project encouraged community leaders to discuss the community’s strengths and main concerns related to child abuse and neglect. Interestingly, these strengths and concerns often mirror one another. Participants’ perceptions and recommendation are about safety, connectedness, human services access and child welfare of the focused rural town.

Public strategy is a widely discussed concept, which especially in an election year is often proposed as a means to improving administrative operations. Over the last 40 years, there has been an explosion in the number of books written about strategy. The academic community and the public have been bombarded with countless, theories, models, frameworks, approaches and schools about strategy. We have seen the rise and fall of strategic planning and the movement from strategic management to strategic leadership to strategic thinking. Despite the plethora of solutions, some to problems yet to be discovered, both the private and public sectors continue to see strategies fail. How can it be that strategies still fail when we have so many people available who know how to make them succeed? This study uses an information technology project in the Department of Defense as a field study to determine why the strategies for that project succeeded or why they failed. The research draws on concepts from the Delphi Technique, Force Field Theory, classic strategy literature and public administration to identify and map various levels of forces extant in the implementation environment for those strategies.

Abstract:
Leaders of the U.S. government and U.S. organizations continue to seek information to mitigate risk and improve project deliverables in virtual environments. The problem addressed in this study was the rapid growth of technology in virtual workplaces that causes organizational leaders to concentrate on infrastructure and technology. The purpose of the exploratory case study was to understand the challenges virtual leaders encounter in the government environment that affect project delivery. The research questions were designed to examine the challenges virtual team leaders encounter while maintaining their roles and responsibilities to complete a project successfully in a timely manner. The theory of constraints was the framework used to address the problem of virtual leaders who struggle to complete project deliverables. Data were collected from 11 government virtual leaders via an online anonymous questionnaire and were triangulated via a reflective journal and notes from a checklist filled out by the participants who reviewed their own virtual team documents, logs, and recordings that served as firsthand knowledge. Data analysis led to several patterns and themes including communication, trust, and collaboration challenges for virtual leaders. Organizational leaders can use this study's findings to develop efficient and effective ways to engage with virtual leaders to achieve effective project deliverables and impact change in virtual environments in the 21st-century workplace.

Public-private partnerships (PPPs) have become a vehicle to deliver products and services internationally. It is a favored strategy widely adopted for implementing complex urban developments in the United States. However, the complex nature of such partnerships raises serious concerns about meaningful community engagement. Meaningful community engagement is a result of the presence and quality of transparency and public participation elements that are strongly correlated. The following research describes how the community was involved and contributed to an urban development PPP project in Manhattan, Kansas. The research goal is to understand the mechanism of the community engagement in a PPP project and to evaluate the quality of the process at the local level from a planning perspective. With an in-depth case study and an understanding of meaningful community engagement processes, this research will contribute to the body of knowledge in the area of PPPs and meaningful community engagement at the local level and evaluate local PPP policies and practices. The first objective is to evaluate the participation opportunities with a developed Community Engagement Attribute Evaluation System (CEAES) based on the recognized metrics of quality practices. Attributes are drawn from the identified characteristics of quality transparency and quality public participation of meaningful practices. The second goal is to interview the key stakeholders of the project from the public sector, the private sector, and the community and add depth to the findings that complements the overall evaluation. Through both technical evaluation and open-ended personal interview, this study attempts to describe the design and the process of public participation practices. Analysis will show whether or not the community was meaningfully engaged and if the technical aspects of a quality community engagement practice were present. Finally, this study aims to inform future similar planning practices. The result serves two local purposes of planning governance and policy. For the former, it will help those with no record of PPP to better design and implement the engagement process; and for the ones with PPPs’ experience, it will contribute to the quality of the future partnerships. For the latter, it will guide the local governments and policy makers to better address PPPs’ ongoing issue of community engagement.

Abstract:
The aim of the research was to explore the impact of a recent computerization process launched by the Higher Education Commission (HEC) of Pakistan which sought to improve the universities’ administrative performance. My research followed and observed the effects of the computerization process within two universities that participated in a pilot project. Performance was observed on an iterative basis in the shape of ‘form’, ‘performativity’, and ‘formation’. Actor-Network Theory was applied as an approach to explore the socio-technical environment. The sites were visited to observe the transformed environment and its changed nature after the completion of computerization project. Besides observing the sites, interviews, documentation reading and storytelling methods were used to capture qualitative data. The research’s outcome enhanced theoretical and practical knowledge. The study findings provided an insight on the university work realm engulfed in a body of politics where power and information circulation changes when the computerized campus management system is introduced as an element of change. The study demonstrates that localization of the computer software system required changes to be made within the work environment. However, during this process the element of change itself had to be changed to some extent, in order to meet the particular needs of these universities. The thesis also emphasises the various types of resistance that the computerization process faced within these universities. The findings may also be used by the Higher Education Commission of Pakistan to fine tune their universities’ computerization process for continuation of the project of providing campus management system for all public universities.

Abstract:
Grenada is 1 of 15 developing countries in Caribbean Community known as CARICOM. The infrastructure capital projects in these developing countries are plagued with an array of issues: unethical practices, inadequate supervision, lack of transparency and accountability, inadequate monitoring and evaluation, cost overruns, and inefficiencies. In the 1980s and 1990s, the International Monitory Fund and World Bank introduced a balanced scorecard engineered under the structural adjustment program, but it was unable to improve infrastructure project efficiencies. This qualitative case study sought to understand the role of management key performance indicators (KPIs) on public sector infrastructure capital project efficiency on the island of Grenada. An institutional assessment and development framework and a classical management theoretical framework methodology were used to explore the effects of management KPIs on public sector infrastructure capital projects efficiencies in developing countries. The research incorporated a constructivist philosophy that underpins the evaluation and perception of the government, the National Water and Sewerage Authority (NAWASA), project teams, systems, and stakeholders. A purposive sampling strategy with elements of snowballing was used to obtain 12 representative participants for interviews, and a systematic approach of transcribing, coding, and thematic analysis was done. Findings indicate inadequacies in the BSC performance measure system on infrastructure projects, which justifies the use of comprehensive management KPIs. Positive social change implications of this study include recommendations for comprehensive management KPIs and policies to improve public sector infrastructure project efficiency in Grenada.

A secondary objective is to affirm the importance of accounting and economic data in project appraisal and control. An attempt is made to reappraise two public agricultural projects which have already been evaluated by Iraqi planners and executed by two different foreign companies. The study also examines the projects' implementation and operating stages in an attempt to identify any failures in performance. The thesis can be divided into three parts: The first discusses the role of accounting in the economic development process. The second part gives a broad outline of accounting practice in Iraq and its impact on planning, control, and decision-making at both the micro and macro levels with particular reference to methods of project selection, appraisal, implementation, and control. The agricultural sector has been chosen for this purpose. The third part of the study is an empirical investigation of the appraisal, implementation, and control processes of two agricultural projects, aiming to show that accounting information and techniques have a vital role to play in project appraisal and control, and in linking the objectives of an investment project to those of national economic development.

The focus of this report and the study for which it was written involves two specific types of user charges: Building permit fees are fees that cover the cost of administering the document (the building permit) and the cost of inspecting the construction for which the permit was issued. This report examines the issues, both legal and procedural, surrounding regulatory fees and their effects on building fees within the City of San Bernardino. Purpose – This research aims to explore the effectiveness of utilising Benefits Realisation Management (BRM) as part of comprehensive success measures, emphasising the stage in-between appraisal and evaluation of projects in the UK public sector. Design/methodology/approach – The study is constructed as a qualitative case study. Semi-structured interviews are used as part of the inductive, exploratory approach to achieve the study's objectives. It employs an approach based on grounded theory for its analysis. Findings – This paper suggests that Benefits Realisation Management is not used effectively in the UK public sector during projects lifetime to control and monitor projects and ensure their success. The current reviews of projects and programmes, through their execution, may not be sufficient. Research limitations/implications – This study offers contributions to the project success literature and benefits management literature by adding empirically supported insights about BM utilisation during project reviews. The research may be limited primarily by the research method – predominantly the snow-balling data collection. The assumptions made about the UK public sector may limit the broader generalisation of the findings. Practical implications – This research may be used to advise the practising managers of the need to maintain benefits orientation after appraisal throughout a project's lifetime and after delivery. Project governance structures are advised to update and improve their current project review practices. The study additionally identifies possible obstacles to the process and biases. Originality/value – This paper attempts to fill a literature gap by providing empirical results that explore the success definition and measures and the effectiveness of BRM during project execution and gate reviews. Almost every change within an organisation is done through projects; however this is  problematic, since projects often fail due to unavailable resources and a lack of quality. Therefore, management of the project's scope seems to be essential because it has an impact on the whole project performance. Consequently, the scope statement of the project needs to be well defined otherwise it can lead to significant issues during the whole project life cycle. To ensure a successful project and a well-defined scope statement, knowledge sharing within the project team is essential. However, to ensure that knowledge sharing occurs it is in the responsibility of the project manager to create a trustworthy environment, which can be seen as a challenge. Another problem within projects is that knowledge gets lost or is not stored at the end of a project, which is needed to prevent forthcoming projects from failing. The research topic was chosen because the impact of complex digitalisation projects within the public sector are under-researched. Since all German governmental agencies need to implement electronic files until 2020 according to the German E-Government Act (EGovG), the pioneer project ‘eAkte’ of the Federal Labour Office was chosen as the underlying case study of this thesis. With the combination of the different research areas a unique study is created, since the relationship is shown. To generate the required data for this study, semi-structured interviews with eight participants of the project eAkte were conducted. The findings of the thesis were divided into four main themes complexity, scope statement, knowledge as well as project challenges in order to see the relationship and interaction of the individual subjects. By connecting the findings with the chosen literature, it can be recommended to incorporate all affected parties in the creation process of the scope statement in order to ensure that the needed knowledge is included for specifying it. The thesis provides contributions for forthcoming digitalisation projects within the public sector in order to apply the new insights regarding the creation process of the scope statement. Further, a theoretical contribution has been conducted by combining the theories of project management, scope management and knowledge management to highlight the interaction of these subjects.

In 1918, Serbs, Croats and Slovenes established a kingdom called "Yugoslavia." Serbs were considering this state as the state of Serbs. Bosnia Hercegovina's community or political powers did not help the establishment of Yugoslavia. The official ideology considered Muslims as the heir of the Ottoman occupiers in the Balkans. In the first Yugoslavia, Bosnian Muslims were under pressure and they were attacked by Serbs who had the official support of the administration. In time those attacks turned into ethnic cleansing. Bosnian Muslims were pushed out of the government bureaucracy and their lands.

E como objetivo principal foi analisar a forma como a gestão dos Stakeholders ocorre na prática durante o processo de implementação de políticas públicas por meio de Projetos segundo as percepções dos gerentes dos projetos e os seus membros da equipe. Como objetivos secundários, a pesquisa buscou identificar e caracterizar por ordem de importância/saliência dos Stakeholders, segundo a percepção dos Gestores e das suas respectivas equipes, avaliar quem eram os stakeholders mais salientes de cada projeto e entender quais eram as estratégias de gestões que eram tomadas para lidar com os interesses desses agentes, avaliar quais práticas de gerenciamento de projetos que eram mais presentes no dia-a-dia dos gerentes e por fim identificar quais eram os fatores que poderiam influenciar positiva ou negativamente a implementação de políticas públicas por meio de projetos. Após a revisão bibliográfica e entrevistas exploratórias iniciais, foi feita pesquisas de campo através de estudos de caso (cinco casos foram estudados) e de um levantamento com 116 respondentes para identificar quem eram os stakeholders e os salientes de cada um dos casos. Como principais \"achados\", pode-se citar a percepção de que para a implementação de projetos públicos, os stakeholders salientes são as instituições e Organizações por serem financiadores e responsáveis pela segurança política para a execução. O stakeholder beneficiário do projeto é visto pelos responsáveis do projeto como sendo secundário na fase de implementação. Os estudos de caso ainda evidenciaram de que as equipes dos projetos adotam algumas das práticas de gerenciamento de projetos do PMI respeitando as orientações dos patrocinadores (parceiros bi e multilateral do país). A situação política instável e corrupção foram apontados como sendo os principais obstáculos para a execução dos projetos públicos. Igualmente, os participantes da pesquisa elegeram a estabilidade política e governativa como sendo elementos imprescindíveis para uma boa execução de projetos públicos com vista a proporcionar melhorias das condições de vida das populações. Por fim, este estudo permitirá diversos desdobramentos e análises alternativas, por seu ineditismo e detalhamentos obtidos sobre os aspectos teóricos selecionados.
The present study had as object of study the analysis of the management of Stakeholders of public programs and projects of socioeconomic development. And the main objective was to analyze how the management of Stakeholders takes place in practice during the process of implementing public policies through Projects according to the perceptions of project managers and their team members. As secondary objectives, the research sought to identify and characterize in order of importance / salience of the Stakeholders, according to the perception of the Managers and their respective teams, to evaluate who were the most salient stakeholders of each project and to understand the management strategies that were to assess the project management practices that were most present in the day-to-day management of managers, and finally to identify what were the factors that could positively or negatively influence the implementation of public policies through projects. After the bibliographic review and initial exploratory interviews, field research was done through case studies (five cases were studied) and a survey of 116 respondents to identify who were the stakeholders and the salient of each case. The main \"findings\" are the perception that for the implementation of public projects, the salient stakeholders are the Institutions and Organizations because they are financiers and responsible for the political security for the execution. The beneficiary stakeholder of the project is seen by the project managers as being secondary in the implementation phase. The case studies have also shown that project teams adopt some of PMI\'s project management practices, following the guidelines of the sponsors (bi and multilateral partners in the country). The unstable political situation and corruption were identified as the main obstacles to the execution of public projects. Likewise, the research participants chose political and governmental stability as essential elements for a good execution of public projects with a view to improving the living conditions of the populations. Finally, this study will allow several unfolding and alternative analyzes, due to its novelty and details obtained on the theoretical aspects selected.

The purpose of this study is resolving the service delivery backlog at the Eastern Cape Department of Human Settlements. The problem of service delivery backlogs is not one unique to South Africa but a problem faced by many developing nations. South African government in all spheres still faces a challenge of creating the good life for its citizen, even more on local Municipality as they are government closest to the people and interacts more closely with communities. It is two decades since South Africa became a democratic state and despite promises and efforts to improve service delivery to the public there still exist backlog in service delivery. In order to address the research problem and to fulfil the research objectives, an in-depth literature study was done on the current state and the role of the Department of Human settlements as well as the current backlog facing the department. Housing process and procedures, challenges, policies, finance, factors influencing housing allocation and delivery were also reviewed. Empirical studies were also performed by means of questionnaires with the community and officials in the Eastern Cape Department of Human Settlements. The literature and empirical study made it possible to identify causes, challenges and impact of service delivery backlog and to recommend possible solutions for resolving service delivery backlogs. These recommendations should be of value to the department and the country as a whole. In this study research methodology was focused on the research design, target population of study, sampling design and procedures, data collection instrument, data collection procedures, data presentation, analysis and interpretation. The major findings were identified in the study such as poor workmanship, delays in procurement processes, illegal acts, vandalism, poor planning, finance, project management and quality assurance. The study also offers recommendations such as revising procurement policy, source more funds from National, employ more qualified staff, involve community and all stakeholders in decision making in order to address the service delivery backlog successfully .All kinds of approaches that the government needs to employ in order to also improve its performance of delivering service to the public in South Africa were determined.
