Abstract Background Antibiotic resistance is a significant public health threat and widespread use of antibiotics in agriculture is increasing the concern about agricultural contributions to the dissemination of antibiotic resistant bacteria. Of concern is the level of exposure to antibiotics and antibiotic-resistant bacteria in the watershed. Consequently, adopting a One Health approach to measure antibiotic levels and identify antibiotic resistance gene (ARG) transfer at the human, animal and environmental interfaces is essential to better understand how antibiotic resistance is spread. Methods In this project, antibiotic levels were measured using passive organic chemical integrative samplers (POCIS) for 30-day periods from August – November 2018 from Elkhorn River and Shell Creek watersheds in Nebraska (Figure 1). In addition, whole genome sequences of bacterial isolates cultured from the watersheds were assessed to identify ARGs present on mobile genetic elements (MGE) that had >95% similarity to mobile ARG present in isolates recorded in the NCBI GenBank database was identified using ResFinder. Figure 1. Sampling locations within the two watersheds. Results The study demonstrated significant antibiotic levels present throughout the watershed, with five of them associated with human usage (Table 1). In addition, seasonally based drug-resistant bacterial species was associated with specific antibiotic levels in the watershed (Figure 2). Mobile ARGs were detected in 87.5% of isolates collected from the Elkhorn River and 80.0% within Shell Creek (Figure 3). Table 1. Pharmaceutical levels in the watershed Figure 2. A colored bar denotes that resistance to that antibiotic was observed. Conclusion These results present evidence of transfer of highly mobile ARGs between environment, clinical, and animal-associated bacteria and highlight the need for a One Health perspective in assessing the spread of antibiotic resistance. The presence of significant levels of antibiotics persisting in this agricultural watershed points out the need for ongoing monitoring of compliance with the Food and Drug Administration (FDA) recommendation of veterinarian oversight of the use of antibiotics in the use of veterinary feed directive applications. The Human Genome Project is a massive government and privately funded undertaking to sequence the entire human genome and discover all 80,000 human genes in less than 15 years. As the project nears completion in the first decade of the 21st century, the ramifications of public availability of this vast amount of biological information are likely to pervade society. The legal, ethical and social issues raised by the genome project and associated biological research are expected to have a profound and long lasting impact on daily life. How society deals with the many emerging issues involving genetic privacy, designer babies, and the transformation of medical care among others will be a major focus of public and governmental discussion in the next decade.

Purpose Early contractor involvement (ECI) faces many barriers when it is implemented in public procurement, given that it is different from traditional business practices. Primarily, public owners face a major challenge, as they should treat all bidders equally. The purpose of this paper is to explore suitable ECI approaches that public owners could use. Design/methodology/approach In addition to a literature and document study, 14 semi-structured in-depth interviews with key personnel from 11 cases selected from Norwegian public bridge projects were carried out. Findings In all, 23 unique approaches of ECI were identified during this research (16 from literature and 7 new from case projects). The findings provide a new direction to ECI through introducing new approaches of ECI from the case projects. Originality/value This paper for the first time presents several alternatives of ECI approaches for public owners with the intention of illustrating ECI is actually possible in the public project procurement. Furthermore, it presents for the first time success factors of ECI with the intention of increasing the understanding of ECI concept from a public procurement perspective.

In April 2018, the Faculty of Administration of the University of Ljubljana organised a two-day international workshop on the role of public administration in public policies' design. The workshop consisted of four parts: three sessions and one round table. In the first session, discussion was about evaluating public administration and public governance. The second session focused on the identification of the key success factors for effective public policies in Slovenia. These sessions were initiated based on the research project “Development of the model for monitoring and evaluation of development programmes and projects in public sector”, known as the ATENA project. The project is co-funded by the Slovenian Research Agency for the period 2016–2019 (no. J5-7557) and led by prof. dr. Mirko Vintar (cf. Mencinger et al., 2017). The third session was motivated by the European research project EUPACK (European Public Administration Country Knowledge), focused on the analysis of public administration characteristics and performance in EU Member States (see Thijs, Hammerschmid & Palaric 2018). A special part of the workshop was devoted to the 15th anniversary of the Central European Public Administration Review. Here, a round table was conducted with the editors-in-chief of established public administration journals from the region, followed by an editors and reviewers recognition awards ceremony. The discussions were all very fruitful, also thanks to the participation of several internationally recognised scholars from the Netherlands, Croatia, Germany, Slovakia, the Czech Republic, Romania and Slovenia, as well as around twenty representatives of Slovenian ministries, other administrative authorities and non-governmental organisations. In a dynamic debate that comprehensively covered the evaluation in public policy cycle and the role of public administration and university therein, numerous issues were discussed. Below is a report on the main topics discussed in the workshop.

Resumo O advento da Nova Gestão Pública introduziu o conceito de gestão de projetos, até então exclusivo do setor privado, abrindo caminho para o aumento da eficiência do Estado. Nesse cenário, o objetivo deste artigo é localizar, sintetizar e identificar as proximidades teóricas entre os estudos de gestão de projetos no contexto público. Para alcançá-lo, definiu-se a abordagem metodológica bibliométrica recorrendo à análise relacional de citações, realizada pelos métodos de cocitação e de pareamento bibliográfico, a fim de descobrir relações de conectividade entre as obras publicadas. As análises fatoriais exploratórias da cocitação e do pareamento conduziram a 6 fatores, indicando a estrutura intelectual e possibilitando, também, a geração de um framework de integração dos fatores a partir das citações mais frequentes. Os resultados indicaram a prevalência de estudos sobre competências em gestão de projetos e governo eletrônico. Abre-se, ainda, o leque de discussões com a apresentação de uma agenda especificamente direcionada à gestão de projetos públicos.

The refounding movement emerged the same time as Leadership Studies. As leadership practices were conflated with management practices, much of what might be useful in the refounding in the literature on leadership was either (a) simply missed or (b) modestly addressed by these scholars. Any reasserting of the refounding should consider the lessons of leadership and especially of the leadership studies thread dealing with values leadership theory. This article encourages theory building and a model as it traces the development of leadership studies, leadership research during the refounding project, and the increase of leadership research in the field.

Purpose This paper aims to evaluate responses to the International Public Sector Accounting Standards Board’s proposed conceptual framework for evidence of support of new public management doctrines by key stakeholders, namely, accounting professionals, government agencies and international bodies. Design/methodology/approach The research uses a content analysis of response letters to select phases of the conceptual framework project to identify themes/principles pointing to acceptance or rejection of new public management principles by stakeholders. Findings Accounting professionals tend to support proposals that are consistent with principles of new public management providing evidence of normative and mimetic isomorphic pressure to align public and private sector accounting practices. Some government agencies and international organisations appear to have conformed but the majority resist efforts to incorporate a new public management discourse in public sector accounting. Research limitations/implications The study is based on a content analysis of publically available response letters. It does not engage directly with respondents. In addition, not all stakeholders have submitted an equal number of response letters, with the result that it was not possible to compare responses from the developed and developing world or according to variations in legal and governance systems. Originality/value The study provides empirical evidence of different perspectives of the International Public Sector Accounting Standards Board’s conceptual framework project, which have not been considered explicitly by the previous research. The findings support the view that the accounting profession, as an integral part of the capital market system, exerts pressure to drive standardisation of financialised accounting practices. In contrast, government agencies support accounting systems aligned with conventional accountability principles aligned with jurisdiction-specific contexts. The interaction of these opposing perspectives is a primary determinant of change in accounting practice in the public sector space.

Abstract:
The paper is devoted to the examination of the concepts of “digitalization,” “digital transformation” and interrelationship between the concepts at issue with the concepts of “informatization” and “robotization.” The author provides his own interpretation of the concept “digitalization of public administration” and defines it as the process of introduction of digital technologies to the work of state bodies, which allows them to carry out qualitative transformation in the implementation of public functions and provision of public services, and to ensure effective interaction between citizens and the State. At the same time, digital transformation implies specific socially significant results appearing due to the application of digital technologies in public administration. The author substantiates such an approach when digitalization is seen as a public administration solution and defines legal risks, namely: a large number of simultaneously acting documents that have different states and regulate digitalization of public administration; lack of uniformity of tasks, objectives and measures aimed at achieving them in the fundamental documents. Such fundamental documents include: ”Digital State (IT State)” Subprogram and the federal project “Digital Public Administration.” The paper also describes serious deficiencies in the structure and contents of the passport of the federal project under consideration.

Sustainable development is considered to be one of the most important issues for the future, which is also mirrored in the growing interest in sustainable development in higher education. The change project reported in this article is an example of the efforts made to incorporate sustainability in higher education. The aim of the change project is twofold: the first one is to revise the syllabuses, reference literature, materials, and examinations for courses in Public Administration, so that every course in some way addresses sustainable development. By making sustainable development an integral part of all teaching, the change project highlights how different aspects of sustainability issues are relevant in different contexts. There are three reasons why sustainable development should be explicitly present in all teaching: education for sustainability is important to the university; sustainability is relevant especially for students in Public Administration; and to get all students engaged, education for sustainability requires a pedagogical framework. The second aim of the change project is to lay out the underlying pedagogical framework, which is based on principles found in pedagogical, psychological, and organizational theories. In this successive, integrative approach, the repeated occurrence of sustainability themes in many courses is considered to be a better option than having a single thematic course. In the first phase of the project, during the academic year 2019-2020, three courses were revised to include aspects of sustainability in relation to concepts central to the course.

The purpose of the article is to systematize the idea of the development of project management in public administration in Russia based on a retrospective analysis. The scientific novelty consists in the formation of a matrix for the development of project management in public administration in Russia, where chronological groups are designated as the main elements of the rows, and the columns are: project planning management; project team management; project risk management; management of project implementation; project management of intersectoral interaction. The article presents an analysis without taking into account the foreign economic activity of public authorities.

Abstract:
Purpose Inefficiencies in public-private partnership (PPP) has been attributed to deficient and poor governance practices and structures. It has been recognized that a veritable way to achieve efficiency in PPP governance is through gaining an understanding of the theoretical, practical and contextual factors that underline governance practices in PPP project delivery. The purpose of this study is to explore the significant governance factors in PPP project performance and delivery. Design/methodology/approach Using a questionnaire survey on major players in PPPs in policy, research, consultancy and professionals, the study sought to delineate the significant governance factors that impact PPP project delivery performance. Findings A step-wise multiple regression analysis revealed effective communication and openness in sharing project information systems, competent, responsible and effective project leadership, trust-building processes, systems and practices, best practice organizational and team norms, team culture, cohesion practices, effective relationship management practices, robust policy diffusion and transfer processes, friendly business environment and government support and contractual and renegotiation flexibility as the key contractual and non-contractual governance factors that can predict about 79% level of PPP project delivery performance. Social implications The findings offer support to improve PPP delivery in governance. Originality/value These findings are, thus, useful toward evolving regulatory quality governance mechanisms, flexible supervision and quality decisions that can enhance value for money in PPP projects in PPP project delivery.

Abstract This article examines the relationship between the type of a development aid implementing organisation (public or private) and the quality of project management in development aid. The author begins with main public administration considerations - how public aid administration is different from private and furthermore, how particular sectoral characteristics of organisations influence the quality of the management process. The article combines empirical findings on the differences between the public and private sector with a complex setting of development aid and main success factors in development aid activity, in order to determine whether for-profit or public companies are more likely to achieve better project management processes. The article identifies some indices that favorise private companies, and outlines further necessary steps that should be taken in order to broaden the argumentation and confirm or reject this assertion

Abstract:
The article considers issues related to the implementation of the methodology of project management in the field of public administration. The achievements of the value-oriented project methodology, which have not yet adequately worked out in professional publications on public administration in Ukraine, are considered. Based on the terminology definitions proposed in the knowledge system of PMI standards, a comparative review of the main aspects of project management in the context of public administration carried out. Based on the study of the current state of the general theory of systems, its division into «hard» and «soft» system approaches considered and their main differences presented. A «soft» system approach related to intangible categories refers to such poorly formalized concepts as motivation, dynamic leadership, and a hierarchy of values, devotion, and diligence. The study emphasizes that the objects of transformation in project management are artificial and natural systems, and the basis for project-based management of system development is the concepts of 5P, 4P and 3P. Existing concepts, models and methods of development management through projects analyzed. Based on the analysis of the dominant organizational values in projects and their compliance with established project management practices, it was estimated that the management of development projects should viewed from the perspective of a fundamentally new paradigm - as a systemic development activity based on the theory of value evolution. Consideration of value-oriented development management through projects allows a methodology development for evolutionary development of territories, based on a systematic approach and studying the dominant values of the community. In the study, it is determined that although the project approach increasingly used in Ukraine to manage the development of territories, for many acute problems there is no program management and almost no portfolio management of development. The problems of incomplete application of the methodology of project management in the system of public development management in Ukraine highlighted. The using of the value-oriented methodology of project management for management of regional development of regions will improve the quality of planning and efficiency of the implementation of projects and programs. The current regulatory framework for the development and implementation of state target programs, which regulated by the laws of Ukraine, does not meet the requirements of time. Therefore, Ukraine needs improving of the legislative framework for state programs and mass retraining of all levels managers to master the methodology and project management tools.

Resumo O objetivo deste artigo é demonstrar que o escritório de gestão de projetos, uma unidade organizacional reconhecida pelo guia Project Management Body of Knowledge (PMBOK®), pode apoiar o cientista na gestão de projetos de pesquisa, de modo que ele se dedique a outras atividades. Para testar a hipótese, detalha-se o marco teórico e a coleta de dados de projetos financiados pela Fundação de Apoio à Pesquisa no Estado de São Paulo (Fapesp) e executados na Faculdade de Medicina de Ribeirão Preto da Universidade de São Paulo (FMRP-USP) no período de 2009 a 2015. O estudo mostrou que os cientistas teriam cumprido os requisitos exigidos pela agência de financiamento sem esse apoio; porém, o escritório impactou a gestão financeira do projeto, uma iniciativa alinhada às práticas de universidades estrangeiras, nas quais o suporte a cientistas já se tornou parte rotineira do apoio institucional.
