This article discusses philosophy of public administration. It must be recognized that the goals of the development strategy of New Uzbekistan serve the development of all spheres of state and community life. But what is the reason why the construction of a society and a people-friendly state with priority of human value is defined as the first priority of the development strategy? Because the effectiveness of our activities in the remaining six directions will directly depend on pro-people policy and pro-people management. In other words, the populist Strategy cannot be implemented without populist leaders. This requires raising the public service to a new level.

It represents an aspiration to make public administration more open, transparent, and accountable. The principles contained in the concept of good governance should be understood as fundamental principles on which modern public administration rests and as a standard presented to national public administrations that should be strived for.

Abstract:
The article deals with the implementation of strategic planning in local government bodies. It has been investigated that strategic planning identifies the most important problems and directions for the further development of the territory, which makes it possible to take effective actions to ensure the proper level of management and to solve the main tasks of the territory. It is determined that the planning of economic and social development of the territory is carried out to justify the choice of strategy and to make certain decisions by the public authorities. However, the uncoordinated actions of local government bodies lead to certain collapses that negatively affect key aspects of the implementation and implementation of socio-economic development programs. The legal and regulatory support of the programs of socio-economic development of the territories is analysed and the possible sources of their financing are identified. An analytical study of the sequence of the process of developing a regional development strategy, which consists of five stages, was carried out, namely: preliminary planning; assessment of socio-economic and environmental status of the territory; processing of the strategy, ie the strategic document; legalization of the Strategy; creation of institutional foundations for strategy implementation. Each of the stages includes a number of activities that ensure the organization of the Strategy development process. It is concluded that strategic planning in public administration bodies at the local level is to form and implement a strategy of socio-economic development of the territory on the basis of continuous control and evaluation of the changes that occur with it. The purpose of such a system of actions is to develop the ability of territories to occupy a competitive position with respect to other competing territories and to ensure effective functioning in a changing external environment.

Abstract:
The article reveals the basic theoretical principles of public administration. The stages of formation and development of public administration are studied. It was found that public administration, as a system of public administration in Ukraine, needs to be reformed in a market economy and democratization of society. The main problems of formation and development of the system of public administration in terms of compliance with the European political trend of integration of public and personal factors, expanding the sphere of state influence while maximizing rights and freedoms, absolutization of the administrative factor of social transformations are considered. It is established that public administration: provides implements the decisions of the authorities; applies democratic, public, liberal forms and methods of managing the social, social and economic development of the country. The main factors that influenced the emergence in many countries of the world of such a new form of government in the public sector as public administration. Based on the understanding of the peculiarities of the evolution of the management model in the public sector, the need to introduce the concept of "public administration" into scientific circulation is substantiated. Recommendations for decentralization of management in the context of domestic reforms to increase the efficiency of the system of public authorities on an innovative basis are offered. In this context, it is extremely important to implement initiatives on constitutional changes in the decentralization of power, the priorities of the Public Administration Reform Strategy of Ukraine for 2016-2020; development of a new version of the Law of Ukraine "On Civil Service", which regulates the basic principles, legal and organizational principles of public service.

Nowadays, many public administrations are facing the low level of public trust in state authorities. It is largely due to public dissatisfaction with the activities of public administration and beliefs that public administration does not serve to the public interest. Participation in decision-making processes is one of the ways to reduce public dissatisfaction and mistrust in public administration. In order to understand the importance of public participation in public administration processes, the aim of the paper is to study trends in the transformation of public administration and society at different stages of the development of the state reform in Latvia and its impact on public trust in public administration. The following methods have been used in the research study: analysis of normative documents, an expert survey with non-governmental organizations (NGOs) and government representatives, as well as analysis of statistics on the implementation of the Memorandum of Cooperation between the government and NGOs. An analysis of the normative documents adopted by the Latvian government shows that the legal framework provides for wide opportunities for NGO involvement in public administration. The statistical data and opinions of NGOs and public administration experts show that there are a variety of mechanisms for increasing NGOs participation. However, the opportunities for developed participation are not conducive to public trust in the public administration, since in most cases information about the opportunities and results of participation is not reachable to the general public. Thus, it is vitally important to create an optimal model of NGOs and public administration relations for the activation of Latvian society in order to reduce the low participation and public trust in public administration.

Abstract:
The article is devoted to the instrumental aspects of public administration The essence of the instrumental approach in law is investigated, in which the legal norm is considered as the subject of socialization of an individual who seeks to adapt to the requirements of the social environment, while satisfying his needs. Attention is focused on the fact that the instrumental theory of law assumes that needs, interests and other intentions are first recognized and grouped depending on the degree of expression and presence in society. In this context, public administration can be viewed as a tool for achieving the goals of the state.
 In terms of their content, public administration activities are always law enforcement, unlike, for example, law-making and the administration of justice. Although the rule-making element is present in public administration, it is not an end in itself, a secondary, auxiliary character, since the primary source of the legal status and features of the functioning of public administration is in any case the law.
 The stages of public administration, which, in our opinion, can be described as follows. First, it is the definition at the constitutional level of the basic principles of interaction between a person and the state, the functioning of public authorities, human and civil rights and freedoms. Secondly, this is the development of laws, where the specified legal categories find their development, in accordance with the specified laws, public authorities, the legal status of which is provided for at the legislative level, receive their legal status. Thirdly, this is the preparation of a set of by-laws, providing for the creation of public administrations, which have the source of their formation is a by-law, for example, this applies to ministries and other central executive bodies. Fourthly, this is the stage of formation of public administrations operating on the basis of bylaws and the definition of plans for their activities. Fifth, this is, in fact, the very functioning of the public administration, depending on the goals and objectives, as well as plans that were identified at the previous stages. Sixth, this is the stage of control over the activities of the public administration, carried out both at the national and at the interdepartmental, departmental level, as self-control of the public administration, as well as public control (supervision) over its activities.
 The conclusion was made that public administration as a legal instrument is a legal way to ensure the needs, interests and other intentions of individuals and legal entities by legislative and subordinate consolidation of the status of public administrations, their formation and recruitment, setting goals and planning their activities, direct enforcement and control different levels for its implementation.

Abstract:
The Republic of Kazakhstan is one of the countries of Central Asia which is actively working to improve the apparatus of public administration. The formation of the Republic of Kazakhstan as a sovereign state, the ongoing socio-economic reforms in the country and market relations have necessitated a transition to a new administrative mechanism. The meaning of the new mechanism means eradicating bureaucracy and corruption, increasing the level of people’s trust in the state bodies and provision of quality public services. The Republic of Kazakhstan has made considerable progress in reforming its public administration. The country continues to modernise this process. The primary purpose of the present paper is to review one of the public administration reforms in the Republic of Kazakhstan. Specifically, the article aims to present a reform such as creating the Population Service Centre (PSC) and the e- government project to provide public services to the citizens in the Republic of Kazakhstan and its results. What is more, the paper seeks to introduce the new upcoming reforms in public administration because the country has encountered serious riots in January that consequently requires changes in the system of public administration. Thus, the aims of the complex reformation of public administration which the President of Kazakhstan Kassym Jomart Tokayev has set will be presented in this paper. The approach that has been used in this paper was descriptive and relied on analysing the secondary data, including various journal articles, reports, and national and state programs.

Public Administration in India has undergone significant transformations in recent years, driven by technological advancements, policy reforms and citizen-centric governance models. The methods used are literature review, text synthesis, and description of current best practices. This short review highlights e.g., key best practices that are shaping the landscape of public administration in current India. Notable initiatives include the integration of digital platforms and enhancing transparency and accessibility for citizens. Additional programs have streamlined welfare distribution and financial inclusion in this South Asian Country. The focus on data-driven decision-making, capacity-building programs for civil servants, and public-private partnerships have further optimized public service delivery. By doing so, India is setting benchmarks for innovation and efficiency in public administration in South Asia Region.

Given the general level of cynicism and/or lack of interest by large numbers of Americans regarding politics and politicians, the task of generating student enthusiasm, or even mild interest, toward the subject matter can indeed be an arduous one. When the teaching of such a course takes place in a business college, and when the student audience is “captive” to a college requirement that all students must take the course, the task can be rendered considerably more formidable.For the past six years I have been teaching such courses at business colleges — one year at Bryant College in Rhode Island, and the following five years at Bentley College in Massachusetts.
