Resale Price Maintenance (RPM) is a contentious topic in economic policy. In effect, it allows manufacturers and suppliers to impose price fixing policies upon their distributors and retailers. While RPM was per se illegal as decided in Dr. Miles in 1911, various Supreme Court decisions afterwards weakened the ability of plaintiffs to hold companies liable for violating antitrust laws. Drawing on a case study of recent reforms in the Dominican Republic, this technical note derives lessons about strategies to professionalize the civil service. As in other countries with less professionalized civil services, the Dominican Republic's political economy is biased against reform: promises of public employment tend to be important to successful electoral mobilization. Nonetheless, passage of a new public service law and its partial implementation were achieved. When Hurricane Harvey hit the Texas coast as a category 4 hurricane on August 25, 2017, it resulted in $125 billion in damage, rivaling only Hurricane Katrina in the amount of damage caused.
