Abstract:
This study looks at the National Citizens' Technology Forum (NCTF), a modified version of the consensus conference, which took place in March, 2008 in six cities across the U.S. to understand how inclusive these methods of public participation are in practice. The research focused on two of these sites. Inclusion of participants was defined in terms of presence, voice and being heard. Transcripts of the audio-visual recordings of the proceedings were the main data of analysis. By focusing on the talk within these deliberative forums, the study looked at how the rules of engagement and status (ascribed and achieved) differences between participants can affect inclusion. The analysis did not reveal any substantial effects of ascribed characteristics on deliberation. Facilitation and the presence of expertise among the participants were found to influence inclusion and equality among participants. These findings suggest that organizers and facilitators of deliberative exercises have to be reflexive of their role as well as aware of the group dynamics. The results also address the larger questions within science and technology policy like the role of expertise and the public in decision making, the institutional design of participatory exercises, and their relation to the political culture and the policy process.

Abstract:
Introduction: Renewed efforts for controlling criminality in Sweden are demanded by the Swedish Government. Restorative justice conferences (RJC), in Sweden known as mediation, can be described as a meeting mediated by a trained facilitator in which the offender and the victim of a crime meets, sometimes together with their friends and family. RJC aims to promote the offender to take responsibility for his or her actions and repair the damage the victim has suffered. Research on RJC shows promising results in regard of reduced recidivism and increased victim benefits. No Swedish publication studying public opinion on RJC has been found. The theoretical framework of reintegrative shaming stated that a community that offer reintegration is essential for successful crime prevention. Aim: To measure the level of RJC support held by a Swedish community sample in regard of different offender and offence characteristics. Method: Participants were recruited at a Swedish authority located in nine different cities (n = 192) and surveyed using an online questionnaire. The questionnaire was based on two scales measuring benefits of restorative justice and support for participation in restorative justice derived from a previous study. Results: The respondents had an overall positive attitude toward RJC. No respondent demographic was associated with the total level of restorative justice support although differences were found when using age and gender as independent variables. Respondents were more positive of RJC for juvenile offenders and non-violent crime. Discussion: A discussion regarding the public support for RJC in relation to offender recidivism is provided established on reintegrative shaming and previous empirical evidence. Concluding arguments for RJC to be extended in a wider context in the Swedish penalty system are presented.<br><p>2016-06-01</p>

Abstract:
Consensus conferences evolved as a response to the public's increasing dissatisfaction with technocratic decision-making processes that are judged to have repeatedly failed to serve its interests. The staging of the first Australian consensus conference at Old Parliament House in Canberra in March 1999 therefore presented an ideal opportunity to analyse the evolution of this new kind of policy input from its conception through to its implementation and subsequent evaluation. This thesis set out to provide an analysis of that trajectory using elements of the theoretical approach known as actor-network theory (ANT). Previous analyses of consensus conferences have generally provided only limited evaluations of single aspects of the entire process of setting up, implementing and evaluating such a conference. Furthermore, many of the early evaluations were conducted by reviewers or units which were themselves internal to the consensus conference under scrutiny. My own analysis has tried to offer broader, although inevitably less detailed, coverage, using a perspective from contemporary social theory that offers particular advantages in analysing the creation of short-term networks designed for specific purposes. By describing and analysing the role of this relatively new policy-making instrument, I have explored the different sub-networks that operate within the consensus conference process by focussing on the ways in which the conference was organised and how the relationships between the organisers and the participants helped to shape the outcomes. Thus the entire consensus conference sequence from idea to outcome can be thought of as a construction of a network to achieve at least one immediate goal. That goal was a single potential policy input, a consensus position embodied in the report of the lay panel. To realise that goal, the network needed to be recruited and stabilised and its members made to converge on that collective statement. But how is it that a range of disparate actors, including lay and expert, are mobilised to achieve that particular goal and what are the stabilisation devices which enable, or fail to enable this goal to be reached? In the context of the first Australian consensus conference, three key alignment devices emerged: texts, money and people. Yet it is clear from the evidence that some of these network stabilisation devices functioned poorly or not at all. This thesis has drawn attention to the areas in which they were weak and what importance that weakness had for the kind of policy outcome the consensus conference achieved. The role and extent of these powerful stabilisation devices in networks was therefore a vital issue for analysis. If one of the criteria to evaluate the success of a consensus conference is that it provides the stimulus to hold another, then the Australian conference must be deemed so far a failure. No further Australian consensus conference is planned. However, Australia stands to forfeit a number of advantages if no further consensus conferences or similar occasions are organised. Policy formation in contemporary democracies has had to accommodate an increasing array of new participants in order to track more effectively the diversity of potentially significant opinions on complex policy issues. This process requires new and transparent ways to educate and inform the public on policy issues and to ensure that policy makers are better informed about the needs and concerns of their community. As the evidence presented in thesis for the Australian example and its predecessors overseas suggests, consensus conferences have the potential to play a role in the contemporary policy-making context. But the realisation of that potential will vary according to their institutional contexts and the capacity of the actors to create the temporarily most stable and productive network out of the heterogeneous human and material resources to hand.

Abstract:
The purpose of this research was to provide a forecast of financial trends in major intercollegiate athletics over the next 15 years for strategic planning purposes. This study focused specifically on the trends of revenue generation and cost containment in the athletic departments of the public institutions in the ACC, Big 12 and SEC Conferences. Most of these large programs are expected to externally produce a majority of their fiscal resources and compete at a high level. This forecast is important because of administrator's increasing difficulty to find the fiscal resources to adequately subsidize their program. The mixed methods study uncovered the myth that intercollegiate athletic programs are in great fiscal health and outlined where leaders in intercollegiate athletics think the future will take us. Over 35 forecasts were identified through interviews with an intercollegiate athletic conference commissioner and an intercollegiate athletic consultant and were then rated by a panel of athletic directors from the aforementioned conferences based on their desirability, impact and likelihood of occurrence. After two rounds of a Delphi procedure, it was determined that over half of the issues, should they occur, would have a high impact. None of the 35 issues were rated as having no or low impact. One issue was rated as having the highest possible likelihood of occurrence. The issue was that employee compensation, utility bills, travel costs, and medical insurance will increase for institutions and athletic departments faster than the general, national rate of inflation. 32 issues were rated as having between a 21-80% chance of occurring, while two issues were given only a 0-20% chance of occurring within the next 10-15 years. The first forecasted that football scholarship limits will be lowered from 85 over the next 10-15 years. The second forecasted that an antitrust exemption will be implemented over the next 10-15 years for intercollegiate athletics by the federal government to cap wages. Over one-third of the issues obtained consensus in two of the three areas rated. Three of the issues obtained consensus in all areas rated.

Lokale Politiknetzwerke werden sowohl in der öffentlichen Sozialstaatsdebatte als auch in der sozialwissenschaftlichen Forschung als vielversprechende Instrumente zur Optimierung von Wohlfahrtsmärkten propagiert. So auch in der Diskussion um den deutschen Pflegemarkt und seine Steuerungsdefizite. Im Gegensatz zu den mit dem Steuerungsinstrument Pflegekonferenz verknüpften Erwartungen, sind dessen genaues Steuerungspotential und mögliche Erklärungsfaktoren bisher jedoch nicht systematisch untersucht worden. Den methodologischen Kern dieser Arbeit bilden eine strukturelle Politikfeldanalyse des deutschen Pflegemarktes in Kombination mit einer empirischen Einzelfallstudie zu den Steuerungsleistungen einer Pflegekonferenz. Grundlage ist ein spezifisches Analyseraster auf Basis des akteurzentrierten Institutionalismus, welches die Aufmerksamkeit in der Analyse der Erklärungsfaktoren auf die Kombination der Koordinationsinstrumente Markt und Netzwerk sowie die Ausgestaltung des institutionellen Rahmens durch Gesetzgebung und Selbstverwaltung lenken soll. Im Rahmen der empirischen Erhebung konnten kaum direkte und nur wenige indirekte Steuerungsleistungen nachgewiesen werden. Als Ergebnis der Analyse lässt sich festhalten, dass lokale Politiknetzwerke im Umfeld des deutschen Pflegemarktes grundsätzlich mit erheblichen Herausforderungen hinsichtlich ihrer Steuerungsfunktion zu kämpfen haben. Dies lässt sich zum einen darauf zurückführen, dass ein gemeinsames Steuerungsinteresse der Akteure nur in wenigen Bereichen vorhanden ist, da die Grundbedingung der Interdependenz selten gegeben ist und auch nur sehr eingeschränkt innerhalb von Pflegekonferenzen entwickelt werden kann. Zum anderen sind die steuerungsrelevanten Handlungsressourcen oftmals lokal nicht verfügbar, wodurch erschwerend die Steuerungsmöglichkeiten eingeschränkt werden. Je nach Steuerungsbereich sind diese Faktoren jedoch verschieden ausgeprägt, sodass sich unterschiedliche Steuerungspotentiale ergeben.<br>In the public and scientific welfare state debate local policy-networks are propagated as suitable means for strengthening the governance of welfare markets. The same applies to the debate on the German long-term care market and its deficiencies. In contrast to its prominence in the discussion, neither the governance-potential of so-called “care conferences” nor its explaining factors have thus far been systematically analyzed. At the heart of this thesis lies a structural policy-analysis in combination with an empirical single-case study, whereby the institutional design of the German long-term care market is used to explain the performance of a best-practice care conference. An analytical framework based on the actor-centered institutionalism serves as a basis for the analysis. Attention is thus focused on the combination of market and network modes of coordination as well as on the design of the institutional framework of the policy field through legislation and self-government. The evaluation of the care conference showed hardly any direct network-governance and only few indirect governance-results. In the course of the analysis this could be explained by a lack of common interest in collective governance, as the precondition of interdependence between the network-actors is often lacking and difficult to develop within the conferences. Furthermore the collective capability to govern local long-term care markets is in many cases limited, as the necessary institutional resources are seldom locally available. Depending on the area of governance, the influence of both factors varies so that care conferences offer differing governance-potentials. In conclusion care conferences struggle with their governance-function, since the institutional framework and the market leave little room for local network-governance.

Formål: Formålet med undersøgelsen har været at få indsigt i og viden om, hvordan nytilskadekomne rygmarvsskadede patienter oplever og opfatter at deltage i tværfaglige patientkonferencer, hvor deres rehabiliteringsforløb tilrettelægges. Metode: Undersøgelsesmetoden er kvalitativ med en fænomenografisk forskningstilnærmelse. Dataindsamlingen er foretaget ved hjælp af kvalitative semistrukturerede interview. Der er gennemført 15 interview blandt otte indlagte patienter, tre kvinder og fem mænd i alderen fra 28 til 75 år Resultat: Analysen viste at patienterne fandt, at det var meningsfuldt at deltage i patientkonferencer om eget rehabiliteringsforløb og for de fleste en nødvendig og selvfølgelig del af rehabiliteringen. Der blev identificeret fire beskrivende hovedkategorier: Patientkonferencer oplevedes støttende i en rehabiliteringsproces; Forskellige følelser var i spil; Pårørendes deltagelse havde betydning; Mødekultur og deltageres betydning Konklusion: Denne undersøgelse viste, at nytilskadekomne rygmarvsskadede og sorgfyldte patienter oplevede, at de var i stand til og gerne ville deltage aktivt i beslutninger i forhold til eget rehabiliteringsforløb. Tværfaglige patientkonferencer blev opfattet som et forum, hvor patienter og pårørende kunne få overblik og kontrol i en situation, hvor patienternes livssituation var kaotisk i relation til komplekse og omfattende fysiske funktionstab. Undersøgelsen har afdækket områder, som har vist sig at have haft betydning for, om patienterne oplevede disse konferencer som meningsfulde og tilfredsstillende<br>Aim: This study aimed to increase understanding of how patients newly injured with spinal cord lesion experience rehabilitation planning conferences with their clinicians and therapists. Method: I used a qualitative methodology within a phenomenographic research approach. Data was collected during 15 qualitative and semi-structured interviews with eight hospitalized patients (three women and five men) ranging in age between 28 to 75 years. Results: The data suggests that patients view participation in rehabilitation conferences as essential. Indeed, some patients deemed participation a necessary and natural part of their rehabilitation. Four main categories were identified: patient conferences support rehabilitation; emotional vulnerability; family participation matters; and atmosphere and location of conferences are critically important. Conclusion: The results show that patients newly injured by spinal cord lesion can and want to participate in decisions about their own rehabilitation, even when they are grieving and in a state of shock. Interdisciplinary patient conferences that include relatives provide an ideal environment and help patients gain oversight and control in an often chaotic life situation resulting from complex and substantial physical disabilities. Abstract:
The thesis considers three women conferences arranged by the National Council of Women of Sweden (NCWS) in Stockholm at the turn of the 20th century. NCWS was a branch of the International Council of Women and at its height it was an umbrella-organisation for about forty Swedish women organisations. The focus is on the role of the conferences as arenas for women who wanted to prove their ability and competence in society. The content, the form and the function of the conferences are analysed. The question whether the conferences arranged by the NCWS reflected the ideas, dilemmas and strategies of the bourgeois women’s movement is addressed. A larger historical development is illuminated – the formation of the bourgeois women movements for the public sphere in the process of modernity. The thesis explores different theories and shows how the concepts of class, gender, public sphere, modernity and trans-nationalism were dealt with at the conferences. The women conferences have been treated as manifestations; as a quintessence of the ideas and ambitions of the movement. The thesis asserts that the ideology of the movements was formulated and expressed not only in spoken words, but also in festivities, symbols and sisterhood. The class identity was manifested in the form of which the conferences were conducted. On the one hand, the conference women showed loyalty to the conservative society and the rigid class position. On the other hand, the conference initiators wanted to improve women’s opportunities of becoming citizens and to move the boarders between the public and the private. Ideologies such as Internationalism and Scandinavism became important in creating a collective identity.

Abstract:
Caregivers of children with autism will likely meet with many school professionals once their children become school-aged. These meetings can be intimidating for caregivers who are unfamiliar with special education terminology and protocol, and caregivers may feel ineffective when communicating with school personnel. The purpose of this study is to describe a training curriculum to teach caregivers ways in which to communicate during meetings with school professionals, including the kinds of questions to ask/statements to make and when to ask or make them. A detailed overview of the training procedures, the participants, and the outcomes are described here. Preliminary data suggest the training produced increases in communication skills and that caregivers found the training effective and useful.

Le droit international encadre l’exercice de la diplomatie des États dans une finalité de prévenir l’insécurité et, par extension, les conflits armés. Le droit de la diplomatie préventive reflète ainsi l’idée que la prévention de risques imminents de dommages matériels graves délimite l’objet d’un principe général de droit international. L’affirmation d’un principe est fondée sur l’analyse inductive des conventions majeures conclues en matière de maintien de la sécurité collective de 1899 à 1945. Elle est vérifiée à la lumière de la pratique de leur application par les Membres de la SdN et, depuis 1945, de l’ONU. Le caractère général de ce principe est déduit d’une étude combinée de la jurisprudence d’un nombre de juridictions internationales dans une variété de domaines du droit international. Les efforts individuels et collectifs de prévention des conflits obéissent donc à un régime juridique général qui organise le système contemporain de maintien de la paix internationale<br>International law regulates States’ diplomacy for the purpose of preventing insecurity, and, by extension, armed conflicts. Accordingly, the law of preventive diplomacy reflects, in a sense, the idea that prevention of imminent risks of serious material damages defines a general principle of international law. The assertion of such a principle is based on an inductive analysis of the major treaties on collective security concluded between 1899 and 1945. It is verified in light of their application by Member States of the League of Nations and, since 1945, of the United Nations. The general nature of this principle is deduced from a combined study of the jurisprudence of a number of international courts and tribunals in various fields of international law. Those findings support the idea that individual and collective efforts of conflict prevention are subject to the respect of a general legal regime governing the current international system of peace-maintenance and collective security

Abstract:
The youth justice family group conference (FGC) is a statutory decision making process whereby the young person, their family/whanau, state officials and the victim of the offence come together to decide on a response to offending by that young person. The FGC is an integral part of the youth justice system, involving thousands of young people and their families each year. There is a considerable amount of literature available on the youth justice FGC, most notably in regard to the purported restorative justice nature of the process. However, for a legal process which involves so many young people on a daily basis, there is little information available on the due process rights of young people in the FGC. This thesis seeks to remedy this gap in the research knowledge. Firstly, this thesis establishes the theoretical framework for the rights of the young person in the youth justice system. The historical context and theoretical justification for these rights is considered, and the benchmarks for rights coming from international and national human rights standards are identified. A key theoretical issue is the application of rights to the FGC. It is argued that although the FGC differs in format from the adversarial criminal process, it remains a state process involved in resolving a breach of the criminal law, and thus the young person's rights should be safeguarded. Secondly, this thesis evaluates legislation, policy and practice relating to the rights of the young person in the FGC. Three key areas of rights are considered: legal assistance, how the offence is proved, and outcomes of the FGC. Reference is made to practice examples derived from observation of the FGC in two centres in New Zealand. Finally, as the FGC is certain to remain an integral part of the youth justice system, recommendations are made as to how legislation and practice could be improved to better safeguard the rights of young people in this process.

COORDENAÇÃO DE APERFEIÇOAMENTO DO PESSOAL DE ENSINO SUPERIOR<br>O presente trabalho parte das transformações ocorridas nas duas últimas décadas do século XX no Brasil, quando, com os fenômenos da democratização e internacionalização, novos paradigmas de ação política se faziam necessários para integrar um novo condicionante da política externa brasileira: a incorporação de novos atores no processo de sua formulação. O novo contexto legitima as proposições oficiais de promoção de uma diplomacia pública, favorecendo o estabelecimento de um paradigma diplomático fundado na inclusão dos cidadãos e na redução da autonomia decisória do Ministério das Relações Exteriores do Brasil. É na abertura desse espaço que as ONGs ampliam a atuação na política externa brasileira. As conferências sociais realizadas pela ONU, na década de 1990, são representativas do novo modelo. Consagrando o envolvimento da sociedade civil no debate internacional, contribuem para a politização do processo decisório da política exterior brasileira, propiciando o diálogo entre o Itamaraty e a sociedade civil. Em que pese a importância de cada conferência, a presente pesquisa tem por foco a IV Conferência Mundial sobre a Mulher, realizada em Beijing, em 1995. À luz da teoria liberal, a Conferência de Beijing é analisada tendo por base a interlocução estabelecida entre governo e sociedade, tanto no processo preparatório, como na conferência em si.<br>The present work analyses the transformations that took place in Brazil during the two last decades of the 20th century, when, due to the phenomena of democratization and internationalization, new paradigms for political action became necessary to integrate a new element of the Brazilian foreign policy: the incorporation of new actors in the process of its formulation. The new context justifies the official propositions to promote a public diplomacy, favoring the implementation of a new diplomatic paradigm settled in the inclusion of citizens and reduction of the power of decision of the Brazilian Ministry of External Relations. In this new conjuncture, NGOs increase their participation in the Brazilian foreign policy. The social conferences promoted by the UNn in the 1990 s are representative of the new model. Sanctioning the participation of civil society in the international debate, they contribute to the politization of the decision-making process of Brazilian foreign policy, stimulating the dialogue between Itamaraty and civil society. Despite the relevance of each conference, the present research focuses on the 4th World Conference on Women, held in Beijing, in 1995. In the light of the liberal theory, the review of the Beijing Conference is based on the discourse established between government and society, not only in the preparatory process, but also in the conference itself.

Para tanto, apresenta um balanço das políticas adotadas pela SPM no combate à violência contra a mulher e a entrada do que é proposto nas Conferências nos Planos Plurianuais dos ministérios do governo federal. Como metodologia, serão usados os documentos do site oficial da Secretaria de Políticas para as Mulheres, através de uma comparação com o que aparece nos textos-base das Conferências, os discursos presentes nas Conferências, nos Planos Nacionais de Políticas para as Mulheres e o que efetivamente foi implementado, visando mostrar o papel das Conferências de Políticas Públicas para as Mulheres na construção de uma política nacional de combate à violência. A pesquisa realizada mostrou uma baixa influência da SPM, a principal responsável pela execução das propostas advindas das conferências, em outros ministérios e nos governos estaduais e municipais.<br>This dissertation aims to discuss the effectiveness of the Women's Conferences - as a means of building a National Policy to Combat Violence against Women and reaffirming women as a subject of rights. Therefore, it presents a balance of the policies adopted by SPM in the fight against violence towards women and the entry of what is proposed in the Conferences in the multiannual plans of the ministries of the Federal Government. As a methodology, the documents present on the official website of the Secretariat on Policies for Women have been used, through a comparison with what appears in the basic texts of the Conferences, the speeches present in the Conferences, in the National Plans of Policies for Women and, what was effectively implemented in order to discover the effectiveness of the Conferences on Public Policies for Women in the Construction of a National Policy to Combat Violence. The research carried out showed a low influence of PMS, the main responsible for the implementation of conferences’claims, in other ministries and in the state and municipal governments.

Focusing on the 1851 International Sanitary Conference, this dissertation analyses an important episode in the international regulation of health, trade, passengers, and cargo in a period of epidemic crisis. It argues that a group of diplomats and physicians appointed to represent 12 European nations instituted a new international forum that extended – and occasionally rivalled – national and local agencies for epidemic governance. Together, delegates endeavoured to establish a common sanitary policy in Europe and in the Orient. By creating shared surveillance and judicial mechanisms – while standardising definitions and practices – delegates aimed to engineer the flow of people, vessels, cargo, and diseases in the Mediterranean region. As a transnational forum, the Conference was a platform where doctors and diplomats reinterpreted models of public health and sanitary administration while creating institutions that challenged conventional concepts of borders, national policy, and state sovereignty. As a multinational event, the Conference marked the unprecedented transition from local, national and, bilateral public health policies into a coherent transnational project for the governance of epidemics. The dissertation is based on extensive research conducted in hitherto largely unexplored medical, diplomatic, and national collections in Britain, France, Italy, Portugal, Spain, and the United States of America. Sources ranging from diplomatic correspondence to medical publications and personal diaries, tie together multiple national and professional perspectives while untangling a diversity of personal and state agendas that fundamentally shaped the foundation of international public health mechanisms and contributed towards the crystallisation of medical concepts. Chapter one demonstrates how economic and political concerns about the impact of quarantine on international trade led to calls for international regulation and the standardization of quarantine practices in the Mediterranean region. Drawing on medical reports, pamphlets and diplomatic correspondence, the chapter exposes the multitude of quarantine practices in the Mediterranean region and a growing international demand for prophylactic reform. These exchanges, it is shown, culminated with the organization of the 1851 International Sanitary Conference in Paris. Chapter two argues that the Conference challenged previous diplomatic and medical protocols by including two professional groups in the process of regulating international public health. The lack of precedent allowed diplomatic and medical delegates to establish new rules for the conduct of the conference, which gave them a relatively high level of autonomy from the states they represented. Chapter three focuses on the problems of constructing a shared aetiological classification and regulating quarantine practices. It shows that, although doctors gained progressive control over the Conference, ultimately diplomatic agendas shaped the final outcome. In addition, it demonstrates that, rather than defending the elimination of quarantines, liberal states supported the continuation of quarantine practice in the Mediterranean; albeit that they managed to severely limit its operation in practice. Finally, chapter four examines how European and Oriental sanitary institutions were uniformly redesigned and new international judicial mechanisms created. These measures variously affected the sovereignty of the participating states by limiting their independent capacity to set national epidemic policies. However, the chapter argues that these negotiations took the shape of sovereignty bargains: by loosening control over specific elements of their sovereignty, states managed to advance their political, economic and sanitary agendas. By looking at the International Sanitary Conference of 1851, this dissertation shows how the foundations of international public health had consequences not only for the control of epidemic diseases and the circulation of goods and people in the Mediterranean region, but also for the authority and status of the nation states. By doing so, it reveals that international public health governance resulted from the amalgamation of a particular configuration of expert and diplomatic struggles and compromises. Moreover, the dissertation shifts the traditional local and national focus in the history of medicine to a wider and international context where local and national traditions struggled to produce coherent discourses and practices.

Para isso foi elaborado um modelo teórico, fundamentado na Teoria de Kingdon, que sugere uma sequência de três fluxos para a ascensão de uma questão ou problema à agenda governamental. O plano metodológico foi desenvolvido por meio da análise de conteúdo dos documentos (atas das reuniões do Conselho, propostas das Conferências e pelas ações implementadas pela SESAB); e das entrevistas com informantes-chaves (três conselheiros e quatro profissionais da Área Técnica de Saúde Mental da SESAB). Os resultados demonstram que as duas Conferências apresentaram propostas consonantes com a Reforma Psiquiátrica Brasileira e com a luta antimanicomial, no entanto, o Conselho não elaborou estratégias capazes de contribuir efetivamente para a consolidação dessas propostas. Desse modo, a SESAB conduziu o processo de formulação e implementação dessa Política sem a participação do CES-BA, priorizando a implantação de CAPS embora tenha mantido hospitais psiquiátricos em funcionamento. Conclui-se que o CES-BA não foi capaz de elaborar estratégias para a formulação da Política de Saúde Mental, muito menos interviu como instância de gestão no ciclo desta Política no âmbito do SUS estadual.

The conclusion is that the Conferences were not absorbed evenly by the institution as an important mechanism guiding institutional priorities, able to vocalize people's wishes, airing the institution, and collaborating with the construction of public policies aligned to the demands of the population. It´s musty to be agreed and clarified the nature of the proposals made in the Conferences (deliberative or consultative) under penalty of participatory mechanism in question losing the popular adherence.<br>O objetivo desta dissertação é estudar os Ciclos de Conferências da Defensoria Pública do Estado de São Paulo para entender qual papel eles desempenham em relação a participação popular na gestão da Defensoria Pública. O problema de pesquisa consiste em verificar se e como elas contribuem para garantir a participação social dentro da gestão da Defensoria, levando em consideração o estudo sobre a implementação ou não das diretrizes elaboradas pela população durante a realização dos I, II e III Ciclos de Conferências e a compreensão das diferentes falas que os atores tem em relação aos Ciclos de Conferências. A conclusão é a de que os Ciclos de Conferências não foram absorvidos de forma homogênea pela instituição como um importante mecanismo orientador das prioridades institucionais, capaz de vocalizar os anseios da população, arejando a instituição, e colaborando com a construção de políticas públicas alinhadas às demandas da população. É necessário que seja pactuado e esclarecido o caráter das propostas elaboradas nas Conferências (caráter deliberativo ou consultivo) sob pena do mecanismo participativo em questão perder aderência popular.

This study attempted to examine the public relations activities of sports information departments of universities within the Mid-American conference. The activities were categorized according to James E. Grunig and Todd Hunt's four public relations models.The researcher provided ten sports information directors with thirty-six statements regarding various public relations activities which a public relations department would perform. Each respondent was asked to sort the responses according to how they perceived public relations activities were carried out within their respective departments.The Q-method program was used to determine two factor groups from the ten responses received. Factor I consisted of nine sports information directors and Factor II consisted of one sports information director.While sports information directors in both groups agreed that truth is important in a public relations program (a public information model), the two groups differed significantly in the types of public relations activities they carried out. Factor I respondents perceived their departments as performing a more press agentry/publicity style of public relations (model 1). The Factor II respondent perceived his department more along the lines of two-way asymmetric and two-way symmetric public relations (models 3 and 4). Neither of the two groups practiced each of these models exclusively but rather practiced one dominant form of public relations while using the other models to a lesser extent.<br>Department of Journalism

Children belong to one of the most vulnerable population groups to crime. Child victims of crime have to overcome the difficulties emerging from their victimization as well as those resulting from their participation in the adversarial criminal justice process. Child victims are typically treated by legal systems as either mere witnesses -- prosecutorial instruments -- or as objects of protection. Children's human rights and their needs beyond immediate protection are typically ignored. ¶ This thesis combines an examination of children's human rights (articulated largely in the UN Convention on the Rights of the Child) with a review of psycho-social literature on children's needs. It integrates the two disciplines thus creating a `needs-rights' model regarding child victims. This model is then used to evaluate the criminal justice process and its successes (and failures) in meeting the needs and rights of child victims. Such an integrated needs-rights evaluation identifies not only the difficulties associated with testifying in court and being interviewed multiple times. It goes beyond these topical issues, and uncovers other shortcomings of the current legal system such as the lack of true participation of child victims in the decision-making process, the neglect of rehabilitative and developmental interests of victimized children, and the inherent inability of the adversarial process to seek proactively the best interests of child victims. ¶ The thesis further explores an alternative to the criminal justice process -- that of restorative justice -- and examines its applicability to child victims. Unlike the criminal justice paradigm, restorative justice fosters the equal participation of the stakeholders (in particular victims, offenders and their communities), and focuses on their emotional and social rehabilitation while respecting their human rights. To explore the suitability of restorative justice for child victims, five restorative justice schemes from New Zealand, Australia and Canada and their evaluation studies are reviewed. Each of these schemes has included child victims, and most of them have dealt with either sexual assaults of children or family violence and abuse. Yet each of the evaluated schemes illuminates different concerns and proposes varying strategies for meeting the needs-rights of child victims. ¶ While these schemes demonstrate the significant potential of restorative justice to better address the full scope of the needs and rights of child victims, they uncover emerging concerns as well. Therefore, in the last part of the thesis, the needs-rights model is used once again to derive subsidiary principles for action, to maximize the benefits of restorative justice for child victims and minimize the related risks. A complex set of needs and rights is managed by a method of grouping them into needs-rights clusters and deriving from them simple heuristics for practitioners to follow. This clustering method of needs-rights-heuristics is a methodological contribution of the research to the psychology of law.

Thank you.<br>This is a case study of the impact a future search conference had on Gas Distribution and Delivery, a business within the Public Service of New Jersey utility company as it made a major transition from a regulated monopoly to a competitive, deregulated business. The study found that problems addressed were both technical and socio-technical. The data displayed four "organization ripples." The first ripple shows how large-scale change methodology can align diverse stakeholder groups, faced with complex challenges that require full collaboration to solve. This was a challenge for a traditional utility company that was very hierarchical and operated under a traditional command-and-control culture. The second ripple addressed the need for a new business model predicated on empowerment and the need for both efficiency and effectiveness of execution. Formal systems must be congruent with organization culture if new technology is expected to have a significant, positive impact. The third ripple focused on the importance of organization culture and its influence on collaboration in the wake of deregulation and changes in state regulation that remove historical barriers from competition and open up possibilities for competitive business--leading to an emphasis on customer response time. The fourth ripple highlighted how an organization can address its supervisors' perception of work, and how an empowered workforce can create a more integrative business strategy, where employees work together as one, not as many individual "tribes" within an organization. The concept of organization "fit" is explored as competitive advantage. The study covered a ten-year span from 1997 to 2007. The initial work of the Future Search Conference covered a period of time from approximately 1997 to 2000, creating the foundation of all four ripples. In addition to documenting the conference, itself, the researcher also was able to interview the management team responsible for these initiatives in 2007 and to document the impact of the change effort over the entire ten-year period. Implications are drawn about what role organization development may play in assisting 21st century companies with their learning and developmental needs.<br>2031-01-02

The Elderly Councils are part of a protection network, once they are participative instances in the defense of their rights. In this sense, two important legal lines are highlighted, the National Policies for the Elderly, which institutionalized them, and the Statute of the Elderly, which ratify them. In this way, it is presented the subject of the social participation which refers to sharing the power of decision regarding public subjects in these participative spaces (TATAGIBA 2002, GOHN 2002,2011a), after and before the 1988 Federal Constitution. The objectives of this research are to comprehend the structures and the operation of these Councils, to present the areas in which the demands of the elderly population were evidenced on three Conferences of the Elderly People Rights, and to analyze an Elderly Council located in a city in the State of São Paulo. The research is part of the qualitative methodological framework characterized as a case study (Godoy, 2006). The results demonstrated that it was possible to understand the singularity and particularity that were present in this Council, and from this understanding, a booklet was developed in order to extend the knowledge to other Councils that identify themselves with this problematic. The social relevance of this research is the possibility of presenting an educational action for the members of the Elderly Municipal Council and contribute with the performance of the tasks of the Council members.<br>Estudar os Conselhos do Idoso implica na compreensão do contexto histórico em que surgiram os Conselhos de Direitos. Os Conselhos do Idoso fazem parte de uma rede de proteção, visto serem instâncias participativas na defesa dos seus direitos. Neste sentido, destacam-se dois marcos jurídicos importantes, a Política Nacional do Idoso, que os institucionalizam, e o Estatuto do Idoso, que os ratificam. Assim, apresenta-se o tema da participação social no que se refere à partilha de poder de decisão em assuntos públicos nestes espaços participativos (TATAGIBA 2002, GOHN 2002, 2011a) antes e depois da Constituição Federal de 1988. Esta pesquisa tem como objetivos compreender as estruturas e o funcionamento destes Conselhos, apresentar as áreas em que aparecem as demandas da população idosa levantadas em três Conferências dos Direitos da Pessoa Idosa, e analisar um Conselho do Idoso de um município no interior do Estado de São Paulo. A pesquisa insere-se no quadro metodológico qualitativo caracterizando-se como um estudo de caso (GODOY, 2006). Os resultados demonstraram que foi possível entender a singularidade e particularidade presentes neste Conselho, e a partir deste entendimento, desenvolveu-se uma cartilha para estender o conhecimento para outros Conselhos que se identifiquem com a problemática. A relevância social desta pesquisa é a possibilidade de apresentar uma ação educativa para os membros dos Conselhos Municipais do Idoso e contribuir para o desempenho das funções de conselheiros.

The first half of the twentieth century saw the evolution of the global public sphere as a site for political expression and social activism. In the past, this history has been marginalised by a discipline-wide preference for national and other container- based frames of analysis. However, in the wake of 'the global turn', historians have increasingly turned their attention to the ways historical actors thought, acted, and organised globally. Transnational histories of South Asia feed into our understanding of these processes, yet, so far, little attention has been paid to the role of Indian nationalist women, despite there being significant 'global' aspects to their lives and careers. Citizens of Everywhere addresses this lacuna through an examination of the transnational activities of a handful of prominent nationalist women between 1900 and 1950. These include alliances and interactions with women's organisations, anti-imperial supporters and the League of Nations, as well as official contributions to the business of the fledgling United Nations Organisation after 1946. This predominantly below-state-level activity built on and contributed to public and private networks that traversed the early twentieth century world, cutting across national, state and imperial boundaries to create transnational solidarities to transformative effect. Set against a backdrop of rising imperialist-nationalist tension and global geopolitical conflict, these relationships enable a counter-narrative of global citizenship - a concept that at once connotes a sense of belonging, a modus operandi, and an assertive political claim. However, they were also highly gendered, sometimes tenuous, and frequently complex interactions that constantly evolved according to local and global conditions. In advancing our understanding of nationalist women's careers, Citizens of Everywhere contributes to the recovery of Indian women's historical subjectivity, which, in turn, sheds light on gender and nationalism in South Asia. Further, Indian women's transnational activities draw attention to a range of interventions and processes that illuminate the global history of liberal ideas and political practices, the legacies of which appear embattled in the present era.

In this way, using a hypothetical deductive thinking approach, by means of the hypothesis that more than half of the normative acts formulated by the Brazilian Congress, after the publication of this conference report’s, governmental actions, processes, tactics, strategies, or programs with the potential to substantiate some kind of security policy have been related to the principles and guidelines it has deliberately, tried demonstrate, comparatively, the percentage found between the principles and the guidelines and what has been produced by the public power in this sector. The work begins with a bibliographical research on policy and theories about participatory and deliberate democracy, to analyze the final report of the first national conference of public safety in Brazil, concerned to the data related to the government acts in question, arranged in the network information systems (INTERNET) of the Brazilian Congress and the Justice Ministry, extracting the necessary information to assist in the filling of gaps of scientific knowledge that Can explain the formulation and security policy design’s in Brazil. As result, the hypothesis was confirmed, demonstrating the percentage achieved by these acts, including in relation to each principle and guideline.<br>O estudo analisa as ações governamentais, os processos, as táticas, as estratégias ou os programas com potencial de consubstanciar algum tipo de política pública de segurança formulada de acordo com os princípios e as diretrizes deliberadas na primeira Conferência Nacional de Segurança Pública no Brasil. Dessa forma, usando uma abordagem de pensamento hipotético-dedutivo, por meio da proposição da hipótese de que mais da metade dos atos normativos formulados pelo Congresso Nacional depois da publicação do relatório da primeira Conferência Nacional de Segurança Pública, que instituíram ações governamentais, processos, táticas, estratégias ou programas com potencial de consubstanciar algum tipo de política pública de segurança guardaram relação com os princípios e as diretrizes nela deliberados, pretendeu-se demonstrar, comparativamente, a proporção encontrada entre os princípios e as diretrizes e o que foi produzido pelo Poder Público nesse setor. Since the 1990s the Great Lakes Region has continued to be mired in intractable conflict, with the Democratic Republic of the Congo (DRC) being at the center of it. The aim of this study is therefore an attempt to understand how the InternationalConference of the Great Lakes Region has fared in the transformation of conflict in the region, through its attempts in the DRC. For the purpose of the study, conflict transformation as presented by John Paul Lederachwas used as a theory of analyzing the selected peace efforts by the ICGLR. Furthermore, the data used in the study were secondary data which consists of archival records and documentation. The study revealed two key issues in the ICGLR’s approach to peace attempts in DRC; it showed that there are gaps in the conflict transformation approach of the earlier attempts by the ICGL, which favored more political solutions. Secondly, a rethink of the approach revealed a much more robust approach, which seeks to address not only the political conflicts but also seeks to address the historical and structural conflicts in the region. However, with the positive change in the approach, there are still high levels of conflict in the DRC.

Cette thèse porte sur les circuits par lesquels une fraction des intellectuels deviennent visibles (presse de qualité, revues intellectuelles, cercles de réflexion, lieux de conférences, émissions culturelles de radio et de télévision, maisons d’édition, etc.). Mêlant référence à la culture légitime, accessibilité et action, de tels circuits se sont développés au sortir des années 1970 jusqu’à s’imposer comme l’espace de la valeur publique des idées et de leurs porteurs.La thèse s’est donc intéressée aux enjeux de la visibilité pour les intellectuels durant la période allant des années 1970 au milieu des années 2010 et montre que les carrières de la reconnaissance externe ne se font pas après ou en dehors de l’université mais bien en même temps. Afin de rendre raison de cette configuration de la notoriété intellectuelle, nous avons eu recours ici à une approche sociohistorique et multiniveaux des circuits de la visibilité où il s’est agi d’appréhender leurs institutions, producteurs et publics. Or, les lieux de conférences savantes à destination d'un large public parce qu’ils occupent une place cardinale au sein des circuits de la visibilité intellectuelle se sont avérés une entrée particulièrement efficace pour en reconstituer empiriquement les filières qui se sont tissées entre les marges de l’université, la haute administration et les médias. Une ethnographie multisite des conférences (N=15) ayant abouti à un vaste corpus d’observations (N=97) a ainsi ouvert la voie à tout un ensemble d’explorations de ces circuits aux échelles micro et macro. À travers des immersions de longue durée et une observation participante ayant permis de collecter un matériau empirique conséquent (observations, entretiens et archives), nous nous sommes attaché à restituer la genèse puis la trajectoire d’institutions exemplaires (Beaubourg, le Collège international de philosophie et l’Université de tous les savoirs). Nous avons mené des entretiens avec les producteurs (N=18) et, en lien avec cette catégorie d'enquêtés, les intermédiaires culturels et leur personnel de renfort (N=9). Dans le registre qualitatif, nous avons également procédé à des analyses de controverses (Billeter / Jullien et Badiou / Finkielkraut). En outre, de nombreux traitements quantitatifs parmi lesquels des analyses factorielles et de réseaux ont été réalisés à partir d’une prosopographie des producteurs répartis entre sciences de la nature (N=64) et sciences humaines et sociales (N=195) suivant un échantillonnage représentatif de conférenciers. Pour ce qui est de la réception, la focale a été placée sur les auditeurs des conférences en diversifiant les méthodes d’investigation : aux observations collectées auprès du public durant toutes les phases des conférences, se sont ajoutés des entretiens (N=27) et plusieurs enquêtes par questionnaire conduites par nos soins au sein du Collège international de philosophie (N=330) et de l’Université de tous les savoirs (N=285, 157 et 183).Sur la base de ces différentes enquêtes, la thèse rend compte du monopole exercé par ces circuits de célébration culturelle dans l’accès à la notoriété publique des intellectuels ayant conduit à la formation d’un espace hétéronome où le capital social prime sur les espèces autonomes du capital culturel. Dès lors, cet espace et l’élite de l’esprit qui s’y trouve consacrée participent du renouvellement des modes de domination de la classe dominante depuis les années 1980. Si ce travail est un apport à la sociologie des intellectuels et des sciences, à celle des élites et des médias, à celle du goût et de la consommation culturels et aux réflexions méthodologiques autour de l’articulation des niveaux, il voudrait aussi contribuer à l’analyse des formes idéologiques et académiques de doxa intellectuelle<br>This thesis focuses on the channels through which a fraction of intellectuals become visible (quality press, intellectual journals, think tanks, conference venues, cultural radio and television broadcasts, publishing houses, etc.). Combining reference to legitimate culture, accessibility and action, such circuits developed at the end of the 1970s until they established themselves as the space for the public value of ideas and their carriers.The thesis therefore focused on the issues of visibility for intellectuals during the period from the 1970s to the mid-2010s and shows that careers in external recognition do not take place after or outside the university but rather at the same time. In order to explain this configuration of intellectual notoriety, we have resorted here to a sociohistorical and multilevel approach of the circuits of visibility where it is a question of apprehending their institutions, producers and audiences. However, the places of scholarly conferences intended for a large public because they occupy a cardinal place within the circuits of intellectual visibility have proven to be a particularly effective entry point for empirically reconstituting the channels that have been woven between the margins. academia, senior administration and the media. A multisite ethnography of the conferences (N = 15) which resulted in a large body of observations (N = 97) thus paved the way for a whole set of explorations of these circuits at the micro and macro scales. We conducted interviews with producers (N = 18) and, in connection with this category of interviewees, cultural intermediaries and their back-up staff (N = 9). In the qualitative register, we also carried out analyzes of controversies (Billeter / Jullien and Badiou / Finkielkraut). In addition, many quantitative treatments, including factorial and network analyzes, were carried out based on a prosopography of producers divided between natural sciences (N = 64) and human and social sciences (N = 195) following a sampling representative of speakers. Analysts have had a long fascination with moments of significant change and discontinuity in political relations. Studies of “exogenous shocks,” “critical junctures,” “historical events,” “policy windows,” and “punctuated equilibria” have occupied a prominent place in qualitative assessments of policy and institutional change. Yet, despite analysts’ interest, these turning points remain poorly understood. Leading theoretical treatments are overwhelmingly descriptive, offering little in the way of explanatory capacity. Introducing the concept of Temporal Focal Points, my thesis provides a temporal extension to Thomas C. Schelling’s focal point hypothesis. Temporal Focal Points—definite, exceptional phases along the temporal continuum—precipitate a convergence of expectations among actors in time that heightens the likelihood of agreement. Convergent expectations are a crucial means of overcoming temporal coordination problems among actors. By facilitating a spike in analytical activity, political entrepreneurship, and bargaining intensity, actors are able realize joint gains opened up by past shifts in key parameters. Prominent temporal signposts allow actors to recognize that existing institutional arrangements are not an equilibrium. I test the plausibility of this theory through an analysis of the record of change at four distinct phases of the history of the United Nations environment regime from 1962-1992, including the 1972 Stockholm conference, the 1982 Nairobi conference, the UN General Assembly’s response to the Brundtland report, and the 1992 Rio Earth Summit.

The Brazilian government, only in 2003, established the National Conference on Environment and its state-level stages as a tool for a wider social participation. For this board to be constituted as a legitimate arena of public deliberation, a prerequisite is that they are able to attract the involvement of various sectors of society. Although formulated strategies and standards are adopted nationally, the effective social participation will be subjected to local contexts. Thus, it becomes relevant to assess in practice how the general processes of mobilization triggered by national conferences of the environment produced their reflections in the context of the state of Amazonas, in particular. In addition, one must question whether this process of public consultation has been extended to influence the formulation and implementation of public policies in effect. The evolution of the composition and social representativeness of plenary and delegation of the state conference of environment (CEMA) and the degree of implementation of its resolutions were analyzed based on the investigation of all previous editions in the Amazon. Data were collected through a survey of government documents, interviews with representatives of the organizing committee and delegates and a participatory assessment made with public managers of key government agencies. While the trajectory of environmental conferences in the Amazon points to a social balance in gender representation, the representation of generations still seems far from ideal. The geopolitics of plenary representation and delegations is marked by the predominance of representatives from the state capital and the low participation of the private sector / employer is committing the social representativeness of the conference. The State Conference on the Environment, by not having hitherto been legally formalized as a deliberative body SISNAMA, its decisions do not become binding, which leaves to the discretion of the government to consider them as a guiding instrument of environmental policy. Taking as reference the level of implementation of 156 resolutions of II CEMA, it was found that among sixteen key government agencies, the secretaries of Environment and of Production accounted for most of the actions and programs that resulted in the implementation of 77% the resolutions adopted. Although lately the state has created several specialized thematic councils, such mechanism should not replace the State Conference, therefore, much more than those, conferences are public spaces that can mobilize society more broadly.<br>A partir dos anos 90, a participação dos diversos setores sociais se tornou uma importante estratégia dos governos na formulação e implementação de políticas públicas. O governo brasileiro, somente no ano de 2003, instituiu a Conferência Nacional de Meio Ambiente e suas etapas estaduais como instrumento de ampla participação da sociedade. Para que este fórum se constitua legitimamente enquanto arena pública de deliberações, uma condição indispensável é que seja capaz de atrair a participação dos diversos setores da sociedade. Ainda que estratégias e padrões formulados nacionalmente sejam adotados, a efetiva participação social estará sujeita aos contextos locais. Assim sendo, torna-se relevante avaliar na prática como os processos gerais de mobilização desencadeados pelas conferências nacionais de meio ambiente produziram os seus reflexos no contexto do estado do Amazonas, em particular. Além disso, cabe questionar se esse processo de consulta pública ampliada vem sendo capaz de influenciar a formulação e implementação de políticas públicas de fato. A evolução da composição e representatividade social das plenárias e delegações das conferências estaduais de meio ambiente (CEMA) e o grau de implementação de suas deliberações foram analisadas com base na investigação de todas as edições já realizadas no Amazonas. Os dados foram obtidos mediante o levantamento dos documentos governamentais, entrevistas com representantes da comissão organizadora estadual e delegados e a avaliação participativa feita com gestores públicos dos órgãos governamentais chaves. Enquanto a trajetória das conferências de meio ambiente no Amazonas aponta para um equilíbrio na representatividade social de gêneros, a representatividade de gerações ainda parece muito distante do ideal. A representatividade geopolítica das plenárias e das delegações é marcada pelo predomínio de representantes da capital do estado e a baixa participação do setor empresarial/patronal vem comprometendo a representatividade social das conferências. A Conferência Estadual de Meio Ambiente, por não ter sido até então formalizada legalmente como uma instância deliberativa do SISNAMA, suas deliberações não se tornam obrigatórias, o que deixa a critério do governo considerá-las ou não como um instrumento norteador da política ambiental. Tomando-se como referência o grau de implementação das 156 deliberações da II CEMA, constatou-se que dentre dezesseis órgãos governamentais chave, as secretarias de Meio Ambiente e de Produção foram responsáveis pela maior parte das ações e programas que resultaram na implementação de 77% das deliberações aprovadas. Apesar de ultimamente o estado ter criado diversos conselhos temáticos especializados, tais conselhos não deveriam substituir a Conferência Estadual, pois, muito mais do que aqueles, as conferências são espaços públicos capazes de mobilizar mais amplamente a sociedade.

His analysis was done from a democratic conception of public policies, seized as forms of the-State realize the significant action of social change, allocating resources, favouring social intervention instruments in the country and on their operation, from a position of clear defence of youngsters as subjects of law. In this study we have seen that, in the country, we don't have a public policy for youth, which led us to carry out an analysis of the process of building this policy and a study about the programs and projects that are being implemented for the juvenile population. The methodology used in the first moment was the desk research and, in the second the qualitative research, through the questionnaire applied and of the interviews used. The results of the 2nd National Conference for Youth pointed to the need for adoption of the Statute and of the national plan for youth, regulating the rights of this population. It was noted that there are several issues to lead the Brazilian State's attention to the problems faced by youth. Throughout this study, it has become necessary to understand public policies that are in line with the economic system, leaving a clear relevance to build and deploy public policies that meet the young in their entirety. Public policies configure themselves as one of the biggest problems for the rulers in this day and age. Despite its irrefutable importance and necessity of customer service policies, the "adult" world presents difficulties in coping with the demands and demonstrations of youth<br>presente pesquisa representou um esforço de compreensão da juventude brasileira e do modo como a sociedade e o poder público têm se posicionando face às suas questões. Sua análise se fez a partir de uma concepção democrática de Políticas Públicas, - apreendidas como formas de o Estado concretizar a ação significante de mudança social, alocando recursos, privilegiando instrumentos de intervenção social no país e sobre a sua operação, a partir de uma posição de clara defesa dos jovens como sujeitos de direito. Nesse estudo pudemos observar que, no país, ainda não temos uma política pública para a juventude, o que nos levou a realizar uma análise do processo de construção dessa política e um estudo sobre os programas e projetos que vêm sendo implementados para a população juvenil. A metodologia utilizada no primeiro momento foi à pesquisa documental e, no segundo a pesquisa qualitativa, por meio do questionário aplicado e das entrevistas utilizadas. Os resultados da 2ª Conferência Nacional de Juventude apontaram para a necessidade de aprovação do Estatuto e do Plano Nacional de Juventude, regulando os direitos dessa população. Constatou-se que são várias as questões a ensejar a atenção do Estado brasileiro para os problemas enfrentados pela juventude. Ao longo deste estudo, tornou-se necessário entender as políticas públicas que estão em consonância com o sistema econômico, deixando evidente a relevância de construir e implantar políticas públicas que atendam ao jovem em sua totalidade. As políticas públicas se configuram como um dos maiores problemas para os governantes nos dias de hoje. Apesar de sua irrefutável importância e da necessidade de políticas de atendimento, o mundo adulto apresenta dificuldades em lidar com as demandas e manifestações da juventude

Abstract:
<p>The UN Conference on the Human Environment in Stockholm 1972 has been recognized as bringing political attention to environmental problems. Researchers have acknowledged the importance of NGO activities during the conference, initiating a trend of engagement of NGOs in official global meetings. But NGOs were not permitted to speak at the plenary or participate in working groups in the official Conference. The influence of NGOs could still be substantial but in another arenas delivering perceptions, knowledge and information to the general public and officials, directly or through the intense media coverage of the conference. NGOs engaged in these parallel activities and individuals in the official initiating process are central to this research. </p><p>The purpose of this study is to analyze how Swedish NGOs and their related networks influenced environmental discourses during and following the UN conference on the human environment in Stockholm 1972. The purpose is also to analyze how they in turn were effected by the conference process and the context in which NGOs function. </p><p>This study is concerned with how social movements became engaged in official global meetings and the effects of this process. It is a study of the interrelations between intergovernmental discourse framing and activist influence. To understand this we take in consideration what motivated the actions of relevant actors, how actors selected strategies to obtain there purposes and how diverse frames of understanding emerged.</p>

The empirical object had to be cut to make the search feasible. Therefore, was analyzed the 10 most voted proposals of the Virtual Conference of the 1st CONSOCIAL - National Conference on Transparency and Social Control. The 1st CONSOCIAL was a public lecture organized by the Comptroller General of the Union, with the purpose of discussing public policy. Within the various stages, the Virtual Conference took place in the online environment, where participants were able to suggest ideas and decide on the proposals to be brought forward to the National Conference. To understand the context of the empirical object, some concepts were discussed along the theoretical research. Public communication, internet and deliberative democracy are essential elements chatting throughout the research in order to understand how this new way of communicating permeates the daily life of Brazilian civil society connected to the internet. Deliberative democracy, proposes a democratic model based on dialogue, communicative action, where the best argument should prevail. This conversation between state and society, is nothing more than public communication achieved, a process that is still being established in Brazil, and that was only possible after the legitimization of publicity of administrative acts of public character.<br>Este trabalho contempla uma investigação empírica e teórica sobre a maneira como o cidadão brasileiro conversa com o Estado por meio da internet. O objeto empírico teve que ser recortado para tornar a pesquisa viável. Por isso, foram analisadas as 10 propostas mais votadas da Conferência Virtual da 1ª Consocial – Conferência Nacional sobre Transparência e Controle Social. A 1ª Consocial foi uma conferência pública organizada pela Controladoria Geral da União (CGU) com o objetivo de debater políticas públicas. Dentro das várias etapas, a Conferência Virtual aconteceu no ambiente on-line, onde os participantes puderam sugerir ideias e deliberar acerca das propostas para serem levadas para a Conferência Nacional. Para entender o contexto do objeto empírico alguns conceitos foram abordados ao longo da pesquisa teórica. Comunicação pública, democracia deliberativa e internet são elementos essenciais que conversam ao longo da pesquisa a fim de compreender como esta nova maneira de se comunicar permeia o cotidiano da sociedade civil brasileira conectada na internet. A democracia deliberativa propõe um modelo democrático baseado no diálogo, no agir comunicativo, onde deve prevalecer o melhor argumento. Esta conversa entre Estado e sociedade nada mais é que a comunicação pública concretizada, processo que ainda está sendo instaurado no Brasil, e que só foi possível depois da legitimação da publicidade dos atos administrativos de caráter público.

Este trabalho visa compreender como a opinião pública brasileira, via opinião publicada e pesquisas de opinião pública, manifestou-se sobre a atuação do país na VIII Reunião dos Ministros das Relações Exteriores Americanos (VIII RMRE), realizada em Punta del Este, Uruguai, em janeiro de 1962, mais conhecida como Conferência de Punta del Este. Este encontro é significativo porque culminou com a expulsão de Cuba da Organização dos Estados Americanos (OEA), sob pressão dos Estados Unidos. O Brasil destacou-se por liderar um bloco de países que se opôs à expulsão de Cuba, baseado no princípio da autodeterminação dos povos. Apesar de existirem autores que apontam a Conferência de Punta del Este como tendo sido o primeiro evento que teria mobilizado massivamente a opinião pública brasileira para um tópico de política externa, não há estudos específicos sobre o tema. Este estudo analisa a cobertura de três jornais de circulação nacional (Jornal do Brasil, O Estado de São Paulo e Última Hora), entre novembro de 1961 a março de 1962, e pesquisas de opinião do IBOPE do mesmo período para compreender de que maneira a opinião pública manifestou-se a respeito da participação do Brasil na Conferência. Os resultados encontrados apontam para um apoio majoritário à política externa brasileira, tanto por parte dos jornais selecionados, quanto da opinião pública.<br>This work seeks to comprehend how the Brazilian public opinion, through the press and public opinion pools, manifested itself about Brazil\'s participation in the Eighth Meeting of Consultation of Ministers of Foreign Affairs that was held in Punta del Este, Uruguay, in January 1962, better known as the Punta del Este Conference. This was a decisive meeting because it culminated in the expulsion of Cuba from the Organization of American States (OAS), given the pressure of the United States. Brazil distinguished himself for leading a group of countries against Cuba\'s expulsion, based on the principle of self-determination. Although there are authors that believe the Punta del Este Conference as being the first event to massively mobilize the Brazilian public opinion to discuss a foreign policy issue, there are no specific studies about the theme. This study analysis the coverage of three newspapers of national circulation (Jornal do Brasil, O Estado de São Paulo and Última Hora) between November 1961 and March 1962 and public opinion pools of the same period to understand how the public opinion has expressed itself about Brazil\'s participation in the Conference. The results point to a support for Brazil\'s foreign policy, from both the selected periodicals and public opinion.

<p>This essay examines the European Union’s (EU) ability to play a leading role as a global actor on the world stage in international relations. Specifically, this essay studies the EU’s role of negotiator in the UN Climate Change Conference in Copenhagen in December 2009.  This essay also analyzes explanations for this role. Research is based on case studies, with conclusions drawn using an inductive approach. Analyses are based on International Relations Theory, with conclusions derived from the two main approaches in IR-theory - Realism and Liberalism. It is noted that the EU wanted to play an important role in the negotiations, through leading by example and consistently working towards a common, universal treaty for all involved, which is consistent with the Liberalist approach. However, the conference ended with the American president negotiating alone with four other countries, leaving the remaining one hundred and eighty-eight countries to either accept or reject the agreement without changes. This supports the Realist approach in IR-theory.  Therefore, the essay’s overall conclusions demonstrate that both the Liberalist and Realist approaches were present during this conference. </p>

Referido programa se propÃs a construir um processo permanente de EducaÃÃo Ambiental na escola atravÃs de vÃrias aÃÃes com destaque para a realizaÃÃo das ConferÃncias Infanto Juvenis pelo Meio Ambiente. A III ConferÃncia à o principal alvo dessa pesquisa, focada na atuaÃÃo dos delegados que representaram o Cearà nas fases Estadual, Nacional e Internacional. O foco foi investigar como estes jovens percorreram os caminhos da EducaÃÃo Ambiental, buscando uma trajetÃria de representatividade junto a sua escola/comunidade. A observaÃÃo do engajamento desses jovens em projetos e aÃÃes de EducaÃÃo Ambiental mostrou o quanto o programa em anÃlise contribuiu para a sua caminhada. Quanto à metodologia, trabalhou-se com a abordagem qualitativa, tendo em vista que esta busca relacionar os acontecimentos aos processos humanos numa relaÃÃo de interaÃÃo entre as partes. Foram usadas diferentes estratÃgias, como o questionÃrio, a entrevista em profundidade, o grupo focal e a observaÃÃo livre, utilizando como instrumento o diÃrio de campo. As informaÃÃes foram analisadas a partir do mÃtodo do Discurso do Sujeito Coletivo, na tentativa de se perceber a representatividade desses jovens junto a sua escola/comunidade. Os resultados apontam mudanÃas de atitude por parte dos jovens no seu cotidiano, na convivÃncia com as outras pessoas e com o meio ambiente, mudanÃas estas, influenciadas pela sua participaÃÃo no programa.<br>In this study we evaluated the effects of a programme launched in 2004 by the Brazilian Ministry of Education and the Ministry of the Environment entitled âVamos Cuidar do Brasil com as Escolasâ. The purpose of this Programme is to encourage educational experiences that will help prepare for a qualitative leap in the creation of principles directed at preserving the environment. The programme proposes to construct a permanent environmental education process in public schools through a range of actions, with emphasis on the organization of Conferences on Environmental Education for Children and Youths. The third edition of this conference, held in Cearà in 2008, along with the delegates representing Cearà during the regional, national and international stages, is the main object of the study. We investigated how the students have assimilated skills and experiences in environmental education and increased their representativeness in their respective schools and communities. Their observed involvement in environmental education activities reflected the importance of the Programme to their learning process. Our approach was qualitative in order to relate events to human processes, highlighting potential interactions. With the help of questionnaires, in-depth interviews, focus group discussions and free observations, information was collected and entered in a field diary. The results were analyzed using collective subject discourse in order to evaluate the representativeness of the children and adolescents in their respective schools and communities. Our study revealed changes in the students&#700; attitudes towards their daily routine and their interaction with others and the environment as a result of their participation in the Programme.

Para tanto, buscou-se negociar o campo-tema desta pesquisa com as matrizes de três outros campos-temas inseridos multidisciplinares diferentes: o de Participação Social, Políticas Públicas e Gênero. Esse processo de negociação resultou na escolha dos métodos dos métodos e teorias mobilizados neste trabalho. Os métodos escolhidos foram: revisão de literatura; análise de conteúdo sobre os documentos da Conferência e dos organismos de Política para as Mulheres envolvidos na análise; entrevistas semiestruturadas com atoras governamentais e da sociedade civil que organizaram e/ou participaram do processo da IV Conferência; e observação participante do processo de organização e realização da IV, realizado entre novembro de 2014 e maio de 2016, com foco no município e no estado de são Paulo. Após este processo foram identificados quatro tipos de mecanismos de obstáculos à participação: procedimentos e regras; comunicação; acesso físico; e domínio de coalizões; sendo que este último acabou sendo identificado como um fator de exclusão, uma vez que as coalizões identificadas faziam uso dos outros mecanismos para criar obstáculos à participação. Estes mecanismos mobilizaram teorias como a Teoria de Democracia Deliberativa e seus limites à inclusão de pessoas de diferentes perspectivas, remontando o debate entre Habermas, Seyla Benhabib, Íris Young e Nancy Fraser; o pressuposto da interdependência entre amadurecimento de uma comunidade política e institucionalização da política pública em Romão, Gurza Lavalle & Zaremberg; conceitos sobre redes, subsistemas e comunidades de Rhodes, 2008; o debate sobre a interseccionalidade em Angela Davis e Kimberlé W. Crenshaw; e ainda o conceito de enquadramentos interpretativos na literatura sobre os Novos Movimentos Sociais em Rosa e Mendonça e Nunes. Acredita-se que uma importante contribuição deste trabalho é a problematização das justificativas de mulheres de coalizões em criar obstáculos à participação de mulheres. Para as mulheres de coalizões, as mulheres de diferentes perspectivas que se aproximaram da área de Política para as Mulheres por meio do processo da IV Conferência representam uma ameaça aos valores e concepções das alternativas e agendas que tais coalizões construíram ao longo de anos militando nesta área.<br>This thesis aims to analyze the main mechanisms that act as obstacles to the participation of women from different perspectives in the process of the IV National Conference on Politics for Women. In order to do so, we sought to negotiate the subject field of this research with the matrices of three other fields-themes inserted in different disciplines: Social Participation, Public Policies and Gender. This negotiation process resulted in the choice of the methods and theories mobilized in this work. The methods chosen were: literature review; analysis of content on Conference documents and Women's Policy bodies involved in the analysis; semi-structured interviews with governmental and civil society actors who organized and/or participated in the IV Conference process; and participant observation of the process of organization and accomplishment of the IV, conducted between November 2014 and May 2016, focusing on the municipality and state of São Paulo. After this process, four types of mechanisms of obstacles to participation were identified: procedures and rules; communication; physical access; and domination of coalitions; the last one being identified as an exclusion factor, since the identified coalitions used the other mechanisms to create obstacles to participation. These mechanisms mobilized theories such as the Theory of Deliberative Democracy and its limits to the inclusion of people from different perspectives, tracing the debate between Habermas, Seyla Benhabib, Iris Young and Nancy Fraser; the assumption of interdependence between the maturing of a political community and the institutionalization of public policy in Romão, Gurza Lavalle and Zaremberg; concepts about networks, subsystems and communities of Rhodes, 2008; the intersectionality debate in Angela Davis and Kimberlé W. Crenshaw; and also the concept of interpretative frameworks in the literature on the New Social Movements in Rosa and Mendonça and Nunes. It is believed that an important contribution of this work is the discussion of the justifications of women of coalitions in creating obstacles to the participation of women. For women of coalitions, women from different perspectives who approached the area of Policy for Women through the process of the Fourth Conference represent a threat to the values and conceptions of the alternatives and agendas that such coalitions have built up over the years militating in this area.

Abstract:
In 1937, Howe Sound Company built the town of Holden, Washington, to support its copper-mining operation at Copper Peak, located in the North Cascade Mountains, approximately 10 miles west of Lake Chelan. The operation produced concentrate from 1937 to 1957, during which time the town was home to a lively community featuring many families, a variety of organized recreational activities, and a public school. It was a company town, in which most property, business, organized activity, and public utilities and services were either directly or indirectly controlled by Howe Sound. After the operation shut down in 1957, the town was abandoned. Three years later, the property was donated to the Lutheran Bible Institute of Issaquah, Washington. It subsequently became Holden Village, an independent, non-profit Lutheran retreat center. Though different in purpose and character from the community that preceded it, life in Holden Village during its formative years (the 1960s and, to a lesser extent, the 1970s), and in the 2010s, was and is similar in a number of ways to life in the mining town. This thesis argues that Holden Village, too, might be considered a company town within a loose definition of the term. The many parallels between the two communities support this argument, and point to the role of the remote setting and the environment in shaping the lives of the town's residents.

Die zunehmende Nutzung [1] persönlicher mobiler Geräte durch immer mehr Fahrgäste des öffentlichen Personenverkehrs (ÖPV) begünstigt die Entwicklung neuer Applikationen, die den allgegenwärtigen Zugriff auf domänenspezifische Inhalte und Echtzeitdaten über variable Schnittstellen und Informationskanäle realisieren. Near Field Communication (NFC) gilt in diesem Zusammenhang als eine vielversprechende Technologie, die neben kontaktloser Datenübertragung auch Bezahlvorgänge direkt über das mobile Endgerät ermöglicht. Mit Blick auf die unterschiedlichen Einsatzmöglichkeiten von NFC in der mobilen Reisebegleitung wird in diesem Beitrag eine ikonografische Klassifikation für die visualisierte Analyse von Anwendungsszenarien vorgestellt, welche zur Planung ubiquitärer Applikationen im ÖPV eingesetzt werden kann.

This City should be inclusive, safe, resilient and sustainable, in accordance with SDG11. The main subject of the diploma project was to create architecture study for new building of a Gallery for sport aircrafts and their traditions and other equipment that cooperate with this topic. The Gallery is designed in Brno´s Medlanky municipality and it is incorporated on current local sport airport. This project was preceded by studio project on the same area, which included reconstruction and development of this airport area. In this diploma project I was trying to continue with this development and establish a design which would react to my earlier design. The site has a sloped character and it separated from a dense city area. Starting point for the design was to gently touch the landscape and also trying to find certain references directly in the closest surrounding. From the views to surrounding was created the idea to preserve the horizontal lines and with a landscape and constructions demands was created the main idea to continue with the landscape over the spatial structure. The need to cover large-scale exhibit items like aircrafts and other items from this topic led to a starting point of my design. The structure is formed as a spatial truss structure and dominates the exhibition space. Building is connected by program and structure to services and other areas like conference hall, coffee, study room, work room and administration. As a one building it teems mainly from arrival at the airport area when the roofing is an organic, monolithic surface disappearing in surrounding. But gallery itself emerges from the ground and opens towards the aircraft take off and departure area where it is also direction of a main view to the surrounding. The building is also unique for its entering, such as the main entrance through narrow staircase gap in the roof. This entrance should evoke to people an aircraft landing, where while descent plane dive in to the clouds and appear underneath above a whole new landscape. Abstract:
The subject of proposal is a new dominant of the city of Brno. It is a building which will affect panorama of the city, a building which will be important part of a new South district and a new Brno Railway Station. The building will become orientation point in long-distance views as well as in the area. The proposal works with a building which is open and alive thanks to mix-use and public access on different height levels. Greenery forms the corner of the building and creates it’s identity. The base for architectural study became urban concept designed as a pre-diploma project. Important element of the concept is axis which draws the greenery from the river Svratka into the area and connects it with the new station. The Europoint – proposed building – becomes termination of the axis. The building is situated on a unique site which requires unique concept. The motive of the house is greenery and future vision of buildings which enrich surroundings in some ways. The basic volume is triangular and uses area of the site on maximum level with corner towards boulevard. This corner becomes the central element, especially from entry and view from the boulevard. I recreated the corner using vegetation into green and living. The green corner gives a new perspective on creating exposed corners, adds value to the urban area and creates identity of the building. The green motive intertwines with the building from entrance hall up to the bar at the highest floor. The volume of the building is defined by the inside usage and then form follows function. When choosing the functions I took into account needs of the area and took advantage of high-rise building. Commercial areas in the ground floor, administration centre of Czech Railways and conference rooms were created. The administrative use is added by co-working in the middle if the building, the upper part offers flats with view over Brno and in the crown is the highest placed bar in Brno.

This thesis presents the use of the uppermost place in Znojmo - Hradište . The objective was to create a center of archeology at the heart of Hradiště with connection to cycling and walking routes , but also attract visitors and revive the whole Znojmo. Archeological museum needs three functions ( research, culture , recreation) that complement each other . The main gist of the division is the fact that cultural are is created by research but used by recreational areas. There are designed three buildings , each of which has a different function. In account is the historic environment and the overall concept of settlement. The area is designed with the aim of developing and transferring nature of philosophy from archeology to architecture. Buildings in the south notionally closed top shape and follows on shape neighboring monastery.Division into two units allow connection of streets Mašovická and Křižovnické . Schematic plan view of the southern part of the site is designed with the recreational areas in shapes inspired by human bone under a microscope. Culture uilding located in the northern part of the site follows the curvature of the final contour . By using complementary cultural remains ( foundations ) Moravian stone church , the highlighted field . Inspiration unit is based on archaeological finds ruins . The building is divided into several unequal masses, each of which performs a specific function . Trying transcript archaeological finds in architecture is also designed in detail. The proportions of wall and grassy areas before entering the cultural building is inspired by the shape and proportions of the graves that were found at the Great Moravian Slavic necropolis .

While much has been written on the Australian film and television industry, little has been presented by actual producers, filmmakers and technicians of their time and experiences within that same industry. Similarly, with historical documentaries, it has been academics rather than filmmakers who have led the debate. This thesis addresses this shortcoming and bridges the gap between practitioner experience and intellectual discussion, synthesising the debate and providing an important contribution from a filmmaker-academic, in its own way unique and insightful. The thesis is presented in two voices. First, my voice, the voice of memoir and recollected experience of my screen adventures over 38 years within the Australian industry, mainly producing historical documentaries for the ABC and the SBS. This is represented in italics. The second half and the alternate chapters provide the industry framework in which I worked with particular emphasis on documentaries and how this evolved and developed over a 40-year period, from 1970 to 2010. Within these two voices are three layers against which this history is reviewed and presented. Forming the base of the pyramid is the broad Australian film industry made up of feature films, documentary, television drama, animation and other types and styles of production. Above this is the genre documentary within this broad industry, and making up the small top tip of the pyramid, the sub-genre of historical documentary. These form the vertical structure within which industry issues are discussed. Threading through it are the duel determinants of production: ‘the market’ and ‘funding’. Underpinning the industry is the involvement of government, both state and federal, forming the three dimensional matrix for the thesis. For over 100 years the Australian film industry has depended on government support through subsidy, funding mechanisms, development assistance, broadcast policy and legislative provisions. This thesis aims to weave together these industry layers, binding them with the determinants of the market and funding, and immersing them beneath layers of government legislation and policy to present a new view of the Australian film industry.

The public-listed or OTC companies, in compliance to related laws and regulations, are required to reveal a reasonable degree of the internal information. However, the reveal of company information for IPO (initial public offering) is more asymmetrical. Therefore, conference calls held for IPO for the purpose of communication with investors become increasingly important. Given the fact that Taiwan imposes no statutory requirement on conference calls prior to IPO, the motivations and the economic implication of initial public offering companies held conference voluntarily should be concerned. In the recent years, news coverage on conference on the mass media is common. The management uses conference as a mean to satisfy the information needs of investors, and the role and function of conference played in the financial reporting system has gained increasingly concern from the investors and the government authority. Hence, conferences have become a main practice of voluntary information disclosure for the public companies. Although conference have become the primary communication channel between the companies and investors, related researches on the topic of conference are rarely found. In order to understand the economic implication conveyed by the management and improve the decision-making quality of information users. This research uses Logit model to explore the motivations of IPO companies’ managers held the conference. The results show that companies tend to relatively larger, more profitable, higher sale growth, with high ratio of debt and companies in the electronics industry are likely to hold conference calls.

Since there were no explicit indicators for open and closed calls in Taiwan, we used two criteria to separate calls into open (public) and closed (private) ones. The first criterion was whether the call provided video records on the company’s website or Market Observation Post System (MOPS). The other was whether the convention of the conference call was announced at least 3 days before the events. First, we adopted an event study and verified that conference calls in 2014 provided incremental information. Then, we applied logit models to analyze the determinants of holding different types of calls. We discovered that companies with more shareholders (LNOWN), higher BP ratio (BP), more intangible assets (INTAN), a smaller number of employees (LNEMP), larger market value (LMV), less public listing time (LTIME), and in hi-tech industries (DTECH) were more likely to convene open calls. In the last part of this study, we used the univariate analysis to compare the market changes before and after open and closed calls. We found out that open calls would lead to more increase of non-institutional trades and larger stock-trading volume than closed calls.
