Abstract:
This study examines the determinants of public confidence in the honesty and integrity of state redistricting processes by analyzing responses to the 2011 and 2012 Cooperative Congressional Election Studies. Individual opinions about the redistricting process are matched to several state characteristics, including the presence of independent redistricting commissions, state legislative polarization, and legislative professionalism. Contrary to popular wisdom, the analysis reveals that neither partisan redistricting procedures nor political polarization reduce confidence in the redistricting process. Rather, public attitudes are determined more so by distaste for legislative professionalism and affinity for the party in control of state government.

Abstract:
The sustainability of banking industry in any national economy is based on “public confidence” which is anchored on honesty and integrity of the banking operators. These two character elements (honesty and integrity) are considered best-fit for banking jobs. Many of the studies based on relationship between personality traits (Five Factor Model) and job performance across many job descriptions have been carried out by many scholars and they show empirical evidence of their correlation. It is observed that neither of these studies had been found to have examined the extent to which each of the Five Factor Model relate to honesty and integrity. The purpose of this study is just to do that, that is, find out the intensity of honesty and integrity in each of the FFM. The study is a survey. A structured Likert Scale questionnaire of 1 to 5 was used to get information from the 68 senior employees across 8 banks in Enugu State of Nigeria. Mean score was used to determine the degree of these character elements in each of the personality traits in the model. Results indicate that out of the five personality traits in the FFM, only two – conscientiousness and extroversion were highly rated in their relationship with honesty and integrity. The balance of the three did not meet the criterion and were therefore lowly rated in their relationship with variable of interest. It is, therefore the conclusion of this study that Conscientiousness and Extroversion are the best personality traits suitable for banking jobs in Nigeria or anywhere else. It is recommended that human resource managers in Banking Industry seek for persons whose dominant personality traits centre on conscientiousness and extroversion for deployment in sensitive banking jobs.

Abstract:
This article presents results from survey experiments investigating conditions under which Britons are willing to pay taxes on polluting activities. People are no more willing if revenues are hypothecated for spending on environmental protection, while making such taxes more relevant to people – by naming petrol and electricity as products to which they will apply – has a modestly negative effect. Public willingness increases sharply if people are told that new environmental taxes would be offset by cuts to other taxes, but political distrust appears to undermine much of this effect. Previous studies have argued that political trust shapes public opinion with respect to environmental and many other policies. But this article provides the first experimental evidence suggesting that the relationship is causal, at least for one specific facet: cynicism about public officials’ honesty and integrity. The results suggest a need to make confidence in the trustworthiness of public officials and their promises more central to conceptualizations of political trust.

Like a professional accountant, in carrying out the audit function, he is obliged to comply with the work code of ethics and audit financial statements through ethical norms or applicable auditing standards. In carrying out work, an accountant must ensure that every action taken is in line with established moral standards. This code of ethics is based on the goal of maintaining public confidence in high quality services, regardless of who is performing those services. including their expert practice, fraud auditors are also obliged to implement the rules and ethics that are of interest to them, as a manifestation of the public's confidence in the integrity of the accounting profession. While performing all phases of a fraud audit, fraud auditors must still adhere to the applicable ethical rules. Basically, they must demonstrate an attitude of diligence and honesty in carrying out audit tasks to ensure objective and accountable results.

Citizen trust of border governing agencies is considered as a crucial task for good border governance. This research paper examines the relationship between the determinant factors of citizen trust towards Armed Police Force (APF), Nepal at Border crossing points. The research follows quantitative approach with correlation design. The primary sources of data are taken from the respondents at two major Border crossing points. Secondary sources of data are taken from online sources, journal, publication, reports and recorded data from APF Border Security Department. The finding shows clear relationship between the determinant factors of citizen trust toward the APF, Nepal. The correlation analysis shows highly significant of citizen trust with determinant factors which are integrity, competency, benevolence, honesty and service delivery. The regression model is highly significant and the model fits the data. The acceptance of the alternative hypotheses for both categories of variables indicates that determinant factors play a significant role in shaping public perceptions and trust towards APF, Nepal at Border crossing point and help in building public confidents.

Abstract:
The article is an attempt to answer the question how the changes in the electoral administration introduced by Amendment Act of 2018 may result on the level of citizens’ trust in the state. The starting point for these considerations is the constitutional consciousness of citizens, which should be an important factor in building and maintaining trust also in electoral bodies and procedures. Elections are an important element of the democratic system. In the electoral process, electoral bodies play a special role in building public confidence. Their task is to ensure a broadly understood reliability of election procedures and fairness of the elections themselves. In the authors’ opinion, the legislator’s intention was a kind of smoke screen, whereas articipatory goals gave way to current politics. Modification of the model of electoral administration from professional to political, increasing the powers of political nominees (electoral commissioners, men of trust) and fairly disrespectful treatment of social observers, as well as favoring party committees, allows to undermine the truthfulness of these intentions. Such actions may raise voters’ reasonable doubts as to the integrity of the elections held, and, as a result, deepen/intensify the already existing distrust.

The article is devoted to the understanding of moral and ethical aspects in the professional activity of a judge, which are formed on the basis of the principles of integrity, impartiality, conscientious performance of professional duties and are the standards that form the basis of public trust in the judiciary and confidence in the proper protection of human rights and freedoms and a citizen. It is emphasized that the judge’s observance of moral and ethical standards in judging and everyday personal life is a guarantee of the formation of the authority of the judiciary, the trust of citizens in the judiciary, as well as faith in a fair court, which is an important component in the process of the establishment and development of a rule of law and a democratic society. It is noted that Ukraine continues to implement reforms of the judicial system, initiated before the full-scale invasion of Russia, focusing on the principles of respect for human dignity, integrity, impartiality, honesty, honor, dignity and professionalism of judges. Also, this approach will contribute to Ukraine’s full and comprehensive fulfillment of the requirements for European integration processes. Attention is focused on the importance of compliance with a number of normative legal acts: the Bangalore principles of the conduct of judges, the Model Code of Professional Conduct, the Code of Judicial Ethics, which confirm that the scope of moral and ethical norms covers the social and legal space, being specified through basic norms and principles in various aspects law enforcement and law enforcement activities. It is noted that when administering justice on behalf of Ukraine, the judge must first of all be aware that his violation of moral and ethical norms negatively affects not only his authority as a judge, but also forms a negative perception of the judiciary in the state, and therefore, raises doubts about the extent to which the state meets international requirements for the administration of justice, as far as it is legal, etc. It is emphasized that ensuring the right of every person to judicial protection based on the establishment of the principle of the rule of law, as well as the administration of justice on behalf of the state of Ukraine on the basis of the Constitution and laws of Ukraine set high requirements for the moral qualities of a judge.

General Elections (Pemilu) are a means of implementing the sovereignty of the people as stipulated in the 1945 Constitution of the Republic of Indonesia, which is carried out directly, publicly, freely, confidentially, honestly, and fairly. One of the main challenges in organizing elections is maintaining the neutrality of the State Civil Apparatus (ASN), which is legally prohibited from engaging in practical politics. The neutrality of ASN is a serious concern because their non-neutrality can affect the integrity of the election process and reduce public confidence in the results obtained. In the context of the 2024 Election, the role of the General Election Supervisory Agency (Bawaslu) of Palangka Raya City is very important in ensuring the neutrality of ASN. This study aims to analyze the role of the Election Supervisory Agency (Bawaslu) of Palangka Raya City in maintaining ASN neutrality during the 2024 Election and to examine the supervision strategy implemented to handle violations of ASN neutrality. Through systematic monitoring, strict law enforcement, and socialization of the importance of ASN neutrality, it is hoped that Bawaslu can ensure the holding of fair and democratic elections.

Abstract:
New Laws of Ukraine “On Accounting and Financial Reporting in Ukraine” and “On Audit of Financial Statements and Auditing” require the enhanced responsibility of auditors for auditing results. Creation of the body of public oversight over the auditing requires the continuing improvement of the internal control system through implementing internal company standards. The article proposes the elaborated procedure and key components of the internal standard “The Policy and Procedure of the System for Internal Quality Control of Audit Services”.
 The structure of the internal audit includes the following sections: glossary of terminology; leadership responsibilities for quality within the audit firm; ethical requirements; acceptance and continuance of client relationships; human resources; engagement performance (work documents on performance of previous engagement procedures, on planning of auditing engagements, on final procedures, other work documents); monitoring of quality control system and individual engagements; appendices. For understanding of International Standards of Auditing, the preamble of the internal standard should contain key notions and definitions. An important aspect is recording of issues creating the appropriate environment for control: style and essential principles of the audit firm management; organizational structure and specialization of the audit firm; sharing of responsibility and authorities of management and other personnel; personnel management policy (requirements for recruitment and dismissal, professional development, assessment of work quality, system of rewards). The audit firm sets and records the procedures to be applied to assure the compliance with ethical principles (honesty, objectivity, professional competency, confidentiality, professional behavior), and for identification and prevention of threats to its independence. The general procedures for acceptance are as follows: assessment of the firm’s resources for engagement performance, assessment of the client’s integrity, reaching agreement on the engagement terms and continuance of client relationship. The section “Human resources” of the internal standard contains the procedures for personnel recruitment, continuance of cooperation with personnel, assessment of their competence and capacities to perform auditing engagements, use of disciplinary actions (if necessary). The section “Engagement performance” of the internal standard includes the description of policies and procedures for collecting sufficient and acceptable audit evidence in order to form the auditor’ opinion about financial statements. For companies with public significance, in conformity with the law, the review of auditor’s report is envisaged, and the structure of the reviewer’s report is proposed. Once the reviewer’s report is received by the audit firm and differences in opinions are settled, the auditor’s report on financial statements, the supplementary report to the auditing committee, and the report to supervisory bodies (if necessary) will be made. The section “Monitoring of the internal standard” includes recording of procedures for monitoring of quality control system (the existence of quality control system and its compliance with current legal requirements, International Standards of Auditing and internal standards). Use of the internal standard “The Policy and Procedure of the System for Internal Quality Control of Audit Services” can essentially increase the quality of auditing and other engagements on ensuring confidence and related services.

The interpretative narratives that lie within the pages of this study tell the story of a teacher who seeks to find the heart and soul of her teaching practice. Represented as soundscapes the stories evoke a consciousness of sound, the sound of learning. As she journeys through times of fear, confrontation with violence, loss of self-confidence, and depression, she opens her eyes to the harsh realities within the world of education, a world that appears to deny humanness through its preoccupation with objective measurement. As she focuses on what it is to be a teacher of students she views the outside world as incomprehensible in its absurdity.Illuminating encounters expose understandings and insights as she deliberately reflects on her narratives, engages in scholarly reading, thinking and writing. She particularly draws upon her deeply-held beliefs for the democratic principles of teaching.This is the story of a teacher who searches deeply for understanding amidst the minds of writers who help make sense of her world. Much of the literature about stress and its effects on children is focused on how these various groups can learn how to “cope,” “adapt,” and/or “manage” stress. Practicing mindfulness, on the other hand, is about becoming familiar with how one responds to stress and, as important, how one can differentiate between stressors that generate beneficial actions and ones that escalate distress and discomfort. It was the latter approach that characterized the year-long mindfulness project that a group of racial, ethnic, and culturally diverse fifth graders in a local Boston public school participated in during the AY2016-2017. The facilitator of the project met with participating students for an average of 75 minutes, once per week. In large and small group discussions and numerous creative techniques and processes (e.g., photography, symbolic art) the participants explored, documented, and assessed how they experienced various forms of mindfulness and how those processes informed their thinking, emotions, and actions. As important, participating in the project provided the young people with opportunities to become ‘mindfulness ambassadors’ who brought mindfulness into their families, school, and respective communities. Engaging in mindfulness practices provided the young people with opportunities to develop life-long, skillful ways to become familiar with their minds, increase their self-awareness, more effectively respond to difficult thoughts and emotions, and provide strategies to foster positive connections with others. In addition, sharing and exploring strategies for developing a mindful perspective contributed to creating an environment for learning that intersected with young people’s capacity to be critical thinkers and thoughtful decision-makers. The greatest contribution of the book is that it is threaded with the voices of young girls and boys who speak about themselves, their thoughts and emotions, their experiences with fear, anxiety, success, and failure with directness, honesty, and a confidence in their skills and abilities. Their participation in the project demonstrates the possibilities classroom teachers have to integrate mindfulness practices into the school day. As important, teachers are invited to hone their own mindfulness practices to ensure that they are intentionally working with their own thoughts, emotions, and assumptions as they relate to the students they teach.

This chapter explains how the Riksbank became what it is today: an independent and widely respected institution. The bank’s high status has emerged because Sweden’s political elites regard the delegation of policymaking authority to the central bank as a way of managing and containing potentially harmful political conflicts. The bank’s status also benefitted from its crisis management performance, navigating Sweden through two large-scale financial crises.

AbstractDespite being one of the biggest international users of online voting with two decades of use, Canada has tended to use non-verifiable online voting systems. This has prompted concern about the verification of election results and potential impacts on public and administrator confidence in elections and democracy. In the 2022 Ontario municipal elections, however, about 9% of municipalities offered the option of individual verifiability to online voters. This article draws upon the experiences of two local governments of different sizes, resources, capacity, and online voting histories - Ignace and Markham - and their vendors to understand the considerations and challenges that come with the introduction of verifiability mechanisms in local elections. We identify deterrents to implementation and possible solutions to see an increase in uptake and improve the integrity of local elections.

Honesty is a central concept in interpersonal communication ethics, typically studied through the lens of self-disclosure in close relationships. Expanding the self-disclosure construct to encompass multiple types of messages occurring in public and private relationships offers additional insights. Across relational contexts, at least two aspects of human communication are relevant to honesty: the content dimension, which references factual information carried by a message; and the relationship dimension, which provides the implied stance or attitude toward the other and/or the relationship. This dimension provides interpretive nuance for the content dimension, its implications for honesty shaped by culture and context. This chapter considers five themes relevant to communication research—self-disclosure and restraint, Grice’s theory of conversational implicature, message design logic, communication competence, and civility, authority, and love—and explore the implications of each content area for honesty in human relationships.

Abstract Above and beyond the competent delivery of specific policy outcomes, procedural indicators of performance are expected to be even more important for trustworthy principal-agent relationships, representing the “input” and “throughput” side of the policymaking process. To explore these issues, Section I of this chapter summarizes the theoretical argument. To identify the drivers of trust, Section II examines individual-level data to analyze how far confidence in political institutions is strengthened by subjective perceptions about the quality of governance. For a more rigorous test of the core theory, Section III compares objective performance indicators to see how far independent measures of the quality of government by monitoring agencies predict public judgments of the trustworthiness of core political institutions—and how far such relationships are conditioned by the type of information society and the predominant societal culture. Section IV illustrates the existential risks of excessive credulous public trust in untrustworthy leaders with a case study of the performance of countries in the Covid-19 pandemic. The conclusions in Section V highlight the key findings and considers their broader implications for trust and trustworthiness.

The integrity of democratic elections has been seriously threatened by the expansion of AI technology, especially considering the dissemination of false information. Election integrity is seriously threatened by AI-generated content, such as deepfakes and false narratives, which allow dishonest actors to sway public opinion and distort facts. This chapter examines the various ways that AI generated disinformation affects democratic processes, highlighting how it might weaken public confidence in political processes. In addition to influencing personal opinions, this manipulation may also have wider effects on voter participation and turnout. Regulations that address the moral use of AI in political settings and encourage openness in the sharing of information are therefore desperately needed. In conclusion, democratic elections face a serious threat from the nexus of AI and disinformation.

Abstract Retrieval (and various permutations of this term) of long-lived radioactive wastes/materials (LLRMs) from deep geological repositories is a “concept” currently believed to increase public confidence in, and acceptance of, national LLRM-repository programs. If the “retrievability concept” provides the missing link to increased public acceptance, which is imperative in a democratic society for the siting and development of a deep LLRM repository, then the understanding and expectations of the terms used must be clearly defined, and the associated benefits and shortcomings clearly explained, to the public. To quote the Danish mathematician and philosopher Piet Hein: Knowing what you knowest not is in a sense omniscience. Based on more than 20 years of involvement in the development of deep geological repositories for LLRMs in the United Sates of America and abroad, it is the preliminary conclusion of this author that retrievability conveys a false positive because it: 1. Does not add any appreciable post-closure physical safety to current and future generations and environments. 2. Could compromise (but does not necessarily have to) the long-term integrity of the disposal system. 3. Conveys the erroneous message that this generation does not have confidence in its ability to design, construct, decommission, and close a deep geological repository for LLRMs, in a manner that provides long-term containment and isolation of the emplaced LLRMs.

National Open University of Nigeria’s (NOUN’s) open courseware has been adjudged a source of dependable open educational resources for students and instructors within and outside the ambit of open and distance learning institutions across Africa and beyond. The development of instructional videos, produced by professionals in every subject area in NOUN has significantly added value to open learning resources. Opening the instructional videos to unrestricted access particularly through social media has been a subject of debate considering the public request and the university’s need to protect the integrity of the videos. Although social media, especially YouTube, house both open and restricted access instructional videos, doubtful sources and questionable contents have made its adoption for open universal education a prolonged challenge. This work surveyed public opinion within and outside Nigeria on how social media could enhance the openness of NOUN’s instructional videos and boost the users’ trust in the contents on social media. Hinging the discussion on Uses and Gratification theoretical analysis, transporting NOUN’s instructional videos to social media was adjudged a welcome development. Substantial empirical deductions from public perceptions of the idea affirmed that the practice would lubricate the public’s interest and confidence in open and distance education.

A little over three years ago the US Department of Transportation’s Office of Pipeline Safety (OPS), the agency responsible for the regulation of pipeline safety at the federal level, was directed by the Congress to take deliberate steps to strengthen the regulatory framework, oversight of the nation’s pipeline network, and the technical basis on which pipeline integrity rests. The steps OPS has taken include (a) bolstering existing regulations, (b) creating new management-based and performance-based regulations designed to focus resources on areas where the consequences of failures could be the greatest, and (c) undertaking research and development to support improvement of pipeline safety and integrity. OPS has responded to this direction on many fronts, including by aggressively working with other federal agencies, state and local governments, industry partners and academia, to initiate a broad range of cost-shared research, development and demonstration projects to make pipelines safer. This cooperative effort is designed to attain the fundamental goal of improving pipeline safety performance, thereby contributing to building public confidence in the safety of the nation’s pipelines. This paper describes the OPS strategy and the research, development and demonstration program that has recently been undertaken to implement that strategy.

Abstract Caprock integrity is a critical factor in geological carbon storage (GCS) and hydrogen storage (GHS), as it ensures containment assurance, environmental and safety considerations, storage efficiency, risk mitigation, long-term viability, public and regulatory confidence, economic considerations, and informed decision-making. Caprock can break mechanically by radial cracking, plastic deformation, inner and outrebounding, and channeling. Understanding these failure mechanisms is crucial, but traditional deformation tracking methods have limitations. To address this gap, this study utilizes three-dimensional digital image correlation (3D-DIC) to investigate the deformation and failure of caprock specimens from GCS and GHS, thereby ensuring their integrity. Caprock samples were compressed diametrically using a precision 100 kN electromechanical load frame moving at 0.05 mm/min. There were a variety of minerals in the samples that were examined. During the diametrical compression testing, a 3D-DIC system was set up to monitor the samples without touching them at a rate of 10 frames per second. A black-and-white speckle pattern is applied to the specimen to monitor its deformation under stress. The 3D-DIC system is used to process, visualize, and analyze caprock sample damage under varied load conditions. A load-strain relationship was established by integrating several factors: 1) DIC-generated horizontal, vertical, and shear strain maps, providing insight into the sequence of strain development and fracture occurrences attributed to pre-existing or natural fractures, anisotropy, heterogeneity, laminations, faults, cracks, or channeling. 2) The results demonstrated a 4-stage deformation evolution process: initial, linear elastic, elastic-plastic, and plastic damage. 3) Additionally, the study illustrated the failure process of caprock samples, yielding tension and compression within ±0.05%, shear within ±0.001%, and a tension-compression ratio ranging from 1% to 5%. 4) three failure patterns were observed in the tested caprock specimens, including central, deviated from the center, and mixed modes due to tension, compression, and shear. Injecting H2 or CO2 into the formation can lead to increased pore pressure and caprock failure in geological carbon and hydrogen storage projects. Geomechanical risks such as caprock instability, fault slip, and formation deformation can occur throughout the project's lifespan. There is no perfect methodology that covers all the problems in caprock integrity research. This study focuses on predicting caprock deformation and failure using non-contact optical methods, with 3D-DIC being more effective in terms of test range, affordability, accuracy, and full-field monitoring. The image-based algorithm is better at understanding anisotropic and heterogeneous conditions, enhancing the inspection of caprock integrity in underground carbon and hydrogen storage projects.

Having safe and secure pedestrian movement ensures sustainable urban mobility. Therefore, the study includes an approach for multi-criteria evaluation to reach from origin to destination. Factors strongly correlating that will affect the walkability were considered, including climatic conditions, type of network (crossings, pedestrian bridges, shared use, footpath), land use etc. which will affect the distance and time of the walkability. After capturing & tracing all the footpath locations in GIS for the most populated areas, the percentage of land use provides insights into typical pedestrian movements for a specific period of the day. Pedestrian movement is categorised into various levels and focused on locations of interest where huge volume travels a particular area at the same time & travel distance, which leads to analysing required infrastructure considering safety and convenience aspect such as availability of sufficient footpath width, availability of streetlights, locating a bus stops/ public transport etc. as an initial experiment using the above criteria for a known location such as a metro station was considered which will result in building more confidence on the factors and their integrity. The study will aid as a tool in designing and constructing infrastructure projects which will ensure the maintenance of seamless pedestrian connectivity & incorporate necessary assets within the project. Better connectivity will encourage people to walk further, safely & use public transportation facilities more often.

Industry standards (i.e. API 1160, ASME B31.4 and B31.8S-2001, CSA-Z662-2003) and regulations (i.e. US DOT 49 Parts 195-2002 and 192-2003, and NEB On-shore 99) have delineated the risk-based elements of oil and gas pipeline integrity management programs. A Fitness-For-Service Assessment is part of an overall Integrity Management Program that is implemented for the pipeline system depending on the required pipeline operational conditions, severity of integrity threats, and their impact or consequences to the public, environment and employees. This paper provides guidelines for pipeline operators of oil pipeline systems exposed to corrosive and geotechnical sensitive environments and high consequence areas to develop long term integrity plans. In this case, the pipeline integrity plans were prepared based on the integration of data and assessments such as metal loss, geometry and strain in-line inspections, product corrositivity, cathodic protection, geotechnical hazard identification, and pipe class location/high consequence areas. Guidelines for developing near-term integrity plans are herein provided based on best industry practices and regulations. In 2002, Oleoducto Central S.A. (Ocensa) and CC Technologies initiated the Phase 1 of the Fitness-for-Service assessment of 698 km of NPS 16/30 crude oil pipeline from Cupiagua to Coven˜as. Phase 1 was comprised of an internal corrosion study to assess the corrosivity of the product and its impact in the future. Corrosivity of the crude oil was determined from laboratory testing and correlated to the pipeline operational and topographical conditions. In 2003, the Phase 2 of the Fitness-for-Service assessment was comprised of a review of the near-term maintenance program and the development of the long-term maintenance program. The long-term integrity plan program for corrosion features was developed using a deterministic and probabilistic corrosion growth modeling to determine excavation/repair and re-inspection interval alternatives. The corrosion growth modeling took into account the in-line inspection tool accuracy based on the field validation program. The most cost effective alternative was identified by using a cost benefit analysis technique. This implemented approach contributed to timely schedule maintenance activities. In addition, the selected excavations confirmed with high confidence the results from the Ocensa-CC Technologies Canada predictability model. Geometry features reported by the geometry/inertial in-line inspection were initially evaluated, and correlated to the corrosion in-line inspection data, and the geotechnical hazard study to identify potential locations of slope instability, river-crossing scouring for assessing internal corrosion criticality. Strain areas were also assessed and correlated to pipe wall deformation and potential areas of land movement. Pipe class location limits were determined based on latest dwelling locations and distribution, and then correlated to the reported corrosion features for verifying minimum safety factors. The long-term maintenance program was integrated from all assessments performed on the identified integrity threats. As a result, guidelines were prepared for implementing technically sound and economically-optimized long-term inline inspection, excavation and repair plans.

The Model Procedure for the Investigation of Misconduct in Research is at the heart of and crucial to the mission of the UK Research Integrity Office.Misconduct in research can have wide-ranging and damaging consequences, harming the integrity of research, bringing the individuals involved and the organisation into disrepute and causing harm to those involved. It can also damage public confidence in research. It is therefore vitally important that organisations have robust procedures to investigate alleged misconduct fully and fairly. The Procedure described here is designed as a model for research organisations to follow for the investigation of allegations of misconduct in research. Such allegations might be brought to an organisation as the employer of the individual(s) against whom the allegations are made, or brought to them in another capacity, such as the host, funder or sponsor of the research.

Abstract:
Pipeline operators apply inspection methods and technologies for the purposes of assessing, or providing confidence in, the operational integrity of pipeline systems. In-line inspection (ILI), hydrostatic testing, and Direct Assessment (DA) methods are well-established and heavily relied upon by the industry; however, as additional technologies and methods continue to be developed and advanced, a structured process is needed for guidance in application of other methods. This document was developed for use by pipeline operators and service companies as a technology independent framework in the planning and execution of pipeline integrity assessments. This guidance presents requirements for any inspection process including qualification, validation, and development of a performance specification. It should be noted that these elements are required in application of any inspection method; in this regard, any established inspection method could be applied using the principles in this guideline. This guideline was thus created with many similar components as established standards and procedures for inspections such as API 1163 In-Line Inspection Systems Qualification and NACE SP-0502-2010 Pipeline External Corrosion Direct Assessment Methodology. This work was accomplished through collaboration with PRCI pipeline operating members to learn the steps each use to justify equivalent understanding of line pipe for other technologies. The criteria used to justify the established pipeline integrity technologies in their development (e.g. ILI, DA, RSTRENG) were also reviewed. This project reports the instances in the public record of pipeline operator notifications to PHMSA for application of other technologies and the criteria, both current and past, used to justify equivalent understanding.
