Abstract Konrad Maurer’s Letters in Public Library and Archive Collections. This paper accounts for both the hitherto little known depositories and the considerable amount of widely dispersed letters that came down to us written by Konrad Maurer, professor of law in Munich, between 1846 and 1900 to colleagues and friends in Germany, England, the Nordic Countries, and the United States of America. This account is supplemented by lists of letters both of Konrad Maurer’s wife Valérie on his behalf and of the relatively few letters to Konrad Maurer that have survived.

Abstract:
For as long as academic libraries have participated in the federal depository library program, there has been an inherent conflict between their academic and depository mandates. While state and public libraries are tasked with serving the greater public, academic libraries have an imperative to meet the specific needs of their institutions. As institutional priorities have evolved and new needs emerged, many academic depositories have come to face pressures of staffing and physical space that lead to the desire to downsize their physical government documents holdings in favor of digital surrogates. Because the government documents received through the federal depository library program are not the libraries’ property, withdrawing these materials is a time consuming, labor intensive, costly, and complicated undertaking.

Abstract:
The human population is continuously exposed to natural radionuclides in environmental elements. The concentration of these nuclides is usually low, but different technological processes and activities can concentrate them in products, by-products, or wastes. These activities are, for example, coal mining, fertilizer production, ore mining, metal production, etc. These materials are labelled as NORM (Naturally Occurring Radioactive Material). The most common method of disposal for NORMs is deposition in different types of depositories. The long-term effects of these depositories on the environment and on human health are hard to estimate. The aim of the study is to assess radiation risk from the five selected NORM depositories (Ajka coal ash, Ajka red mud, Almásfüzitő red mud, Zalatárnok drilling mud, and Úrkút manganese residue) for members of the public and biota. The radionuclide concentrations were determined by HPGe gamma-spectrometry. The measured concentration was between 31 Bq/kg and 1997 Bq/kg for Ra-226, between 33 Bq/kg and 283 Bq/kg for Th-232, and between 48 Bq/kg and 607 Bq/kg for K-40. The dose estimation was investigated using RESRAD-ONSITE and RESRAD BIOTA, which are computer codes developed by the Argonne National Laboratory (USA). RESRAD-ONSITE can estimate the radiation risk from the radionuclides in the contaminated sites. The highest dose was observed in the case of the Ajka coal ash depository–without cover (12.38 mSv/y), and the lowest was in the case of Zalatárnok (0.53 mSv/y). The most significant contributors to the population dose are the uptakes through plants and external pathways, which account for more than 80% of the total dose on average. RESRAD-BIOTA code was used to estimate the radiation exposure of terrestrial organisms (plants and animals). During this work, the values of sum ratio factor (SRF), biota concentration guide (BCG), external dose, internal dose, and total dose were determined.

Hebrew incunabula amount to a rather modest, in terms of number, group of around 150 editions that were printed within the period from the late 60s of the 15th century to January 1, 1501 in Italy, Spain, Portugal and Turkey. Despite such a small number of Hebrew incunabula, the role they played in the history of the formation of European printing cannot be overlooked. Even less possible is to overestimate the importance of Hebrew incunabula for understanding Jewish spiritual life as it evolved in Europe during the Renaissance.Russian depositories house 43 editions of Hebrew incunabula, in 113 copies and fragments. The latter are distributed as following: the Institute of Oriental Manuscripts of the Russian Academy of Sciences — 67 items stored; the Russian State Library — 38 items; the National Library of Russia — 7 items; the Jewish Religious Community of Saint Petersburg — 1 item. The majority of these books came in public depositories at the late 19th — first half of the 20th century from private collections of St. Petersburg collectors: Moses Friedland (1826—1899), Daniel Chwolson (1819—1911) and David Günzburg (1857—1910). This article looks into the circumstances of how exactly these incunabula were acquired by the depositories. For the first time there are analysed publications of Russian scholars that either include descriptions of Hebrew incunabula (inventories, catalogues, lists) or related to various aspects of Hebrew incunabula studies. The article presents the first annotated bibliography of all domestic publications that are in any way connected with Hebrew incunabula, covering the period from 1893 (the first publication) to the present. In private collections, there was paid special attention to the formation of incunabula collections. It was expressed in the allocation of incunabula as a separate group of books in printed catalogues and the publication of research works on incunabula studies, which belonged to the pen of collectors themselves and haven’t lost their scientific relevance today.

Introduction. The article examines issues of accumulation, formation, preservation, usage arrangements, and peculiarities of historical sources in accordance with the adopted periodization of Kalmykia’s history by geographic and chronological parameters (the Central Asian and European periods, respectively) from earliest to modern times. Historical sources from the mentioned periods differ in degrees of preservation, volume and availability. Goals. So, the paper aims at surveying actual circumstances to have influenced the shaping of Kalmykia’s historical scientific sources and arrangements undertaken to have facilitated the use of multiple documents in exploring events of the past. For that purpose, the work shall attempt to identify certain unbiased factors of sociopolitical development at different stages of history (in a temporal perspective), determine roles and impacts of respective government agencies (depositories) of Russia in the shaping and accumulation of sources in Kalmykia’s history and development of archival affairs nationwide. Materials and methods. The study primarily employs diverse reference apparatuses of public and departmental depositories, collected documents, and data from scientific publications. The research principles are those of historicism, objectivity, comprehensiveness. Results. The Kalmyk people’s history is characterized by an extensive documentary base that includes different types of sources currently housed by federal and regional archives all across Russia. However, the problems of the former’s further growth and usage arrangements can be successfully solved under certain circumstances.

Abstract:
Recordings of musical practices are kept in various public institutions and private depositories around the world. They constitute valuable data for ethnomusicological research and are substantial for the world's musical heritage. At the moment, there are no commonly used systems and standards for organizing, describing or categorizing these data, which makes their use difficult. In this paper, we discuss the required steps to make them findable, accessible, interoperable and reusable (FAIR), and outline action items to reach these goals. We show solutions that help researchers to manage their data over the whole research lifecycle and discuss the benefits of combining technologies from information science, music information retrieval, and linked data, with the aim of giving incentives for the ethnomusicology research community to actively participate in these developments in the future.

Abstract:
Milk is a complex secretion that has an important role in mammalian reproduction. It is only recently that sequencing technologies have allowed the identification and quantification of microRNA (miRNA) in milk of a growing number of mammalian species. This provides a novel window on the study of the evolution and functionality of milk through the comparative analysis of milk miRNA content. Here, milk miRNA sequencing data from five species (one marsupial (tammar wallaby) and four eutherians (human, mouse, cow and pig)) have been retrieved from public depositories and integrated in order to perform a comparison of milk miRNA profiles. The study shows that milk miRNA composition varies widely between species, except for a few miRNAs that are ubiquitously expressed in the milk of all mammals and indicates that milk miRNA secretion has broadly evolved during mammalian evolution. The putative functions of the most abundant milk miRNAs are also discussed.

World War II was the occasion of the greatest theft, seizure, loss, and displacement of art treasures, books, and archives (“cultural items”) in history. Since then, governments and others have attempted to justify either their right to keep or to claim the return of the cultural items displaced as a result of the war and its aftermath. Such issues have intensified on the Eastern Front since the collapse of he Soviet Union and the opening of the Soviet secret depositories of long-hidden cultural items brought to Soviet territories at the end of the war. The principal protagonists in the public arena have been the Federal Republic of Germany (Germany), the Republic of Poland, and the Republic of Hungary, each claiming that the Russian Federation (Russia) has refused to negotiate adequately the return of cultural items displaced during and after the war that are now located in its territory.

In the big data era, conventional bioinformatics seems to fail in managing the full extent of the available genomic information. The current study is focused on olive tree species and the collection and analysis of genetic and genomic data, which are fragmented in various depositories. Extra virgin olive oil is classified as a medical food, due to nutraceutical benefits and its protective properties against cancer, cardiovascular diseases, age-related diseases, neurodegenerative disorders, and many other diseases. Extensive studies have reported the benefits of olive oil on human health. However, available data at the nucleotide sequence level are highly unstructured. Towards this aim, we describe an in-silico approach that combines methods from data mining and machine learning pipelines to ontology classification and semantic annotation. Fusing and analysing all available olive tree data is a step of uttermost importance in classifying and characterising the various cultivars, towards a comprehensive approach under the context of food safety and public health.

Last year I wrote a DttP column about the United Nations Depository Library System (UNDL), but much has changed since, unfortunately for the worse. The situation has become so serious and the UN Department of Public Information’s (DPI) handling of the issue so confusing, I have almost lost faith in UN Publishing. While several advocacy efforts are underway, including a letter-writing campaign from UN Depositories around the world, an ALA Resolution, and collaborative efforts with other nongovernmental organizations, the DPI seems chiefly focused on its short-term financial interests rather than access to UN information. The communications released by the DPI have also been fraught with complexity and inconsistencies. If we support open access to information, we need to rebuff decisions made by the DPI and UN Publications to effectively disband the UN Depository Library System. This article is both a challenge and a plea to the UN to alter course and reinstate a robust UN depository program, to embrace open access, and to foster digital redundancy.

Abstract:
Abstract Network medicine has proven useful for dissecting genetic organization of complex human diseases. We have previously published HumanNet, an integrated network of human genes for disease studies. Since the release of the last version of HumanNet, many large-scale protein–protein interaction datasets have accumulated in public depositories. Additionally, the numbers of research papers and functional annotations for gene–phenotype associations have increased significantly. Therefore, updating HumanNet is a timely task for further improvement of network-based research into diseases. Here, we present HumanNet v3 (https://www.inetbio.org/humannet/, covering 99.8% of human protein coding genes) constructed by means of the expanded data with improved network inference algorithms. HumanNet v3 supports a three-tier model: HumanNet-PI (a protein–protein physical interaction network), HumanNet-FN (a functional gene network), and HumanNet-XC (a functional network extended by co-citation). Users can select a suitable tier of HumanNet for their study purpose. We showed that on disease gene predictions, HumanNet v3 outperforms both the previous HumanNet version and other integrated human gene networks. Furthermore, we demonstrated that HumanNet provides a feasible approach for selecting host genes likely to be associated with COVID-19.

Abstract:
Portugal has long been recognized by historians as a treasure house of manuscript collections. In Lisbon alone there are some twenty-five public archives, many of which hold rich collections of historical documents and rare printed works. Other urban centers like Coimbra, Porto, Évora, Braga, Guimarães, and Setúbal, not to mention smaller cities and towns, also have numerous archives, specialized libraries, museums, and ancient monasteries that house important manuscript and printed collections. The archaic Portuguese bureaucracy, however, has rarely been able to adequately assess the extensive contents of such a large number of depositories. Indeed, few of these institutions can boast of possessing catalogs for their holdings. When these do exist, they are more often than not either incomplete or almost totally out of date. As a result the lack of appropriate working tools turns archival research in Portugal into a rather painstaking and time-consuming affair. Instead of a dusty treasure house whose contents have been organized and assessed, what the researcher usually finds is a labyrinth of uncataloged, unknown, and uncared-for musty documents slowly deteriorating in the damp cellars of decrepit buildings.

Abstract:
Chigger mites of Iran have been revised based on examination of type materials in the collection of Zoological Museum of Moscow University and reference data. Hitherto, 85 species of trombiculids were recorded in Iran; synonymy, diagnoses, data on depositories of type specimens, lists of hosts and collection localities are given for each species. Original measurements of holotypes or paratypes are provided for 46 species. Four new combinations are proposed: Ornithogastia merops (Vercammen-Grandjean, Rohde and Mesghali, 1970) comb. nov., transferred from Guntherana; O. oenanthe (Vercammen-Grandjean, Rohde and Mesghali, 1970) comb. nov., transferred from Guntherana; Microtrombicula galerida (Vercammen-Grandjean, Rohde and Mesghali, 1970), comb. nov., transferred from Eltonella; and M. meriones (Vercammen-Grandjean, Rohde and Mesghali, 1970), comb. nov., transferred from Eltonella. Comparison of our measurements of holotypes with those given in the original species descriptions published by Kudryashova was carried out using statistical methods to establish probable systematic bias between metric data obtained by different researchers. A key to species of Iranian trombiculid larvae is compiled. With the use of public geoinformation online resources, actual names and coordinates were established for all 48 sites of Iran where chigger mites were collected.

Abstract:
The modern stage of scientific research and public awareness activities of the Skryabin Museum of Helminthology of the VNIIP – FSC VIEV is associated with the creation and implementation in daily practice of a number of the original computer developments related to recording and cataloging biological items, and storage of information materials. The implemented computer projects radically reformed and intensified the Museum’s work, the implementation of which earlier required extensive labor resources, or it was technologically problematic. In 2018–2019, based on implemented computer projects, a methodology was developed for the first time in the practice of the Museum of Helminthology, on the basis of which a complete audit and an up-to-date physical inventory of helminthological specimens was organized and carried out in the Scientific Fund of the Museum Collection of the VNIIP – FSC VIEV. For the first time, a system of digital indexation of the modern structural organization of all specimen depositories of the Scientific Fund of the Museum of Helminthology was developed and implemented. When conducting an audit of the Collection items, a digital index was assigned to each inventory number, which indicates that a specimen and its information parameters is bound to a specific, current location in the Museum's depositories. Information content about the audited items of the Scientific Fund was entered into a draft "2017" of the computer directory for specimens of the Museum of Helminthology of the VNIIP – FSC VIEV. Currently, the Scientific Fund of the Collection includes 6686 inventory numbers of the category "microslide", which include 15878 slides representing total and histological specimens of helminths from various taxonomic groups. 13253 inventory numbers are included in the Collection of "wet specimens" with a mark in the computer database, and placed in the depository. The total number of registered items deposited in the Scientific Funds of the Museum of Helminthology is 29131. Computerization of Scientific Funds of the Museum of Helminthology of the VNIIP – FSC VIEV is objectively necessary modern technology tool set that allows you to comprehensively present and analyze the study items of the important research area of parasitology. The computerization of the Museum has significantly expanded the possibilities for the current methodological development and improvement of museum work, both with collector’s biological items and with accompanying information materials.

Abstract:
With miscellaneous information accessible in public depositories, consumer data is the knowledgebase for anticipating client preferences. For instance, subscriber details are inspected in telecommunication sector to ascertain growth, customer engagement and imminent opportunity for advancement of services. Amongst such parameters, churn rate is substantial to scrutinize migrating consumers. However, predicting churn is often accustomed with prevalent risk of invading sensitive information from subscribers. Henceforth, it is worth safeguarding subtle details prior to customer-churn assessment. A dual approach is adopted based on dragonfly and pseudonymizer algorithms to secure lucidity of customer data. This twofold approach ensures sensitive attributes are protected prior to churn analysis. Exactitude of this method is investigated by comparing performances of conventional privacy preserving models against the current model. Furthermore, churn detection is substantiated prior and post data preservation for detecting information loss. It was found that the privacy based feature selection method secured sensitive attributes effectively as compared to traditional approaches. Moreover, information loss estimated prior and post security concealment identified random forest classifier as superlative churn detection model with enhanced accuracy of 94.3% and minimal data forfeiture of 0.32%. Likewise, this approach can be adopted in several domains to shield vulnerable information prior to data modeling.

Objective. The research aims to explore the practical experience of the activity transformation of Ukrainian libraries during the military invasion of the russian federation on the territory of Ukraine. Methods. The analysis of world publications allowed: to attempt identifying the specific methods of library work during extreme events; to conduct an analysis of the services of educational and public libraries; to prove the effectiveness of psychological and moral library support to the population; and to identify its most effective forms. Results. The substantiation of the obtained results is based on the characteristics of the library of the Uzhhorod National University and the Transcarpathian Regional Universal Scientific Library named after F. Potushniak, aimed at supporting victims of war. The most active methods of library work during the first months of the war between russia and Ukraine were revealed. Abstract:
Abstract. Eddy covariance data are widely used for the investigation of surface–air interactions. Although numerous datasets exist in public depositories for land ecosystems, few research groups have released eddy covariance data collected over lakes. In this paper, we describe a dataset from the Lake Taihu eddy flux network, a network consisting of seven lake sites and one land site. Lake Taihu is the third-largest freshwater lake (area of 2400 km2) in China, under the influence of subtropical climate. The dataset spans the period from June 2010 to December 2018. Data variables are saved as half-hourly averages and include micrometeorology (air temperature, humidity, wind speed, wind direction, rainfall, and water or soil temperature profile), the four components of surface radiation balance, friction velocity, and sensible and latent heat fluxes. Except for rainfall and wind direction, all other variables are gap-filled, with each data point marked by a quality flag. Several areas of research can potentially benefit from the publication of this dataset, including evaluation of mesoscale weather forecast models, development of lake–air flux parameterizations, investigation of climatic controls on lake evaporation, validation of remote-sensing surface data products and global synthesis on lake–air interactions. The dataset is publicly available at https://yncenter.sites.yale.edu/data-access (last access: 24 October 2020) and from the Harvard Dataverse (https://doi.org/10.7910/DVN/HEWCWM; Zhang et al., 2020).

Abstract:
A common concern in the inclusive development discourses across India has been the lack of civil society and community level activities in the spheres of governance and participation in public spaces amongst the deprived and excluded communities. To address this issue, the author has first computed the ‘district development index’ for all districts of India, as well as ‘diversity’ (of the components of development) indices according to socio-religious community (SRC) groups, especially created from the raw data drawn from Government of India sources. Using these indices, a methodology is developed that supports a ȁresearch-cum-action’ programme that enables better implementation of a number of components of the government’s poverty alleviation initiatives and allows their monitoring and evaluation. The budgetary allocation flows down from the national level to the states and then to the districts; and the districts are the grassroots level budgetary depositories. Through them, funds are carried forward to urban municipalities, village panchayats and to the doorsteps of the communities living in them. Policy engagements of trained civil society and community groups have high potential to be heard, so as to address the issues of social, economic and educational entitlements. This article reports experiences from recent field visits and interactions with selected civil society and community organisations from the states of Rajasthan, Haryana, Assam, West Bengal and Karnataka.

Abstract:
Te article analyzes the influence of the processes of globalization and regionalism on the sociolinguistic situation of minority languages that obtain a special value as the sole and main depositories of the national culture. As national minorities begin to claim their linguistic rights, the international community addresses the problem at all levels: community, national and regional. It examines the linguistic situation in Spain, which is considered one of the European countries that best preserves and promotes regional and minority languages, as well as in Catalonia, where the most intense focus of linguistic tension in the EU is currently observed. As the analysis of the current state of the co-ofcial and minority languages operating in Spanish territory shows, the struggle for languages is won in Spain. Its linguistic policy has been fruitful, but, at the same time, it has produced a series of dangerous consequences for the stability and integrity of the Spanish state itself. What now remains for Spain is to undertake the difcult task of preserving itself. Te progressive weakening of the strong ties that previously held the Spanish state together, the erosion of the concept of the sovereign national state and the delegation of the main public powers to a supranational structure have served to give a strong boost to nationalism and reactivate the Catalan independence movement. Terefore, today the State language policy, which is of special importance, must be highly balanced and guided by long-established national interests.

Abstract:
Beginning in the latter part of the sixteenth century British naval and shipping interests gradually emerged as one of the major maritime forces operating in African waters and, by the end of the eighteenth century, British shipping dominated the export slave trade. The establishment of colonial plantation economies in the Americas, the global expansion of British political and commercial interests resulting from the Napoleonic Wars, and the anti-slave trade suppression campaign in the first three-quarters of the nineteenth century all brought British seafarers into intimate association with African peoples. This relationship became more intense with the scramble for colonial territories throughout the continent in the late nineteenth century. As a direct consequence of this extensive political and economic relationship a voluminous amount of documentary material exists. One of the principal depositories of this material is the National Maritime Museum (NMM) of Great Britain located in Greenwich, southeast of Central London. This essay reviews some of the documentary holdings found in the Library of the NMM, resources that scholars might find useful in reconstructing British maritime activities in relation to peoples of African descent. Located within the Museum its holdings include printed books and other printed materials, maps and atlases, rare and original manuscripts, ship's plans and drawings, collections on shipwrecks, piracy, and boats, together with various photographic and art collections. While the Library is free and open to the public, it is helpful to contact the Secretary of the NMM with a letter of introduction prior to a first visit.

Abstract:
The new academic discipline of Data Sciences (DS) has been developed in recent years mainly because of the need to make decisions based on huge amounts of data -- Big Data. In parallel, there has been a huge progress in the development of technologies that enable to identify patterns, to filter big data, and to provide relevant meanings to information, due to machine learning and sophisticated inference techniques. The profession of Data Scientist (or Data Analyst) has become highly demanded in recent years. It is required in the business sector where data is the “oxygen” for business survival; it is needed in the governmental sector in order to improve its services to the citizens; and it is very imperative in the scientific world, where large data depositories collected in varied disciplines have to be integrated, mined and analyzed, in order to enable interdisciplinary research. The purpose of this paper is to demonstrate how the scientific discipline of Data Sciences fits into academic programs intended to prepare data analysts for the business, public, government, and academic sectors. The article first delineates the Data Cycle, which portrays the transformation of data and their derivatives along the route from generation to decision making. The cycle includes the following stages: problem definition  identifying pertinent data sources  data collection, and storing (including cleansing and backup)  data integration  data mining  processing and analysis  visualization  learning and decision-making  feedback for future cycles. Within this cycle, there might be sub cycles, where a number of stages are repeated and reiterated. It should be noted that the data cycle is generic. It might have slight variations under various circumstances, however, there is not much difference between the scientific cycle and all the other cycles. Each stage within the cycle requires different tools, namely hardware and software technologies that support the stage. This article classifies these tools. The final part of the article suggests a typology for academic DS programs. It outlines an academic program that will be offered to those wishing to practice the Data Analyst profession. An introductory course that should be mandatory to all students campus-wide is sketched.

This paper has accumulated and systematized the experience of studying the settlement of Eski-Yurt as the largest Golden Horde centre on the Crimean Peninsula when the role of Solkhat as an economic, military, cultural, and administrative centre declined and the capital was transferred to the western Crimea. The research has used various groups of historical sources: travelogues of numerous voyagers who visited the Crimean Peninsula for personal or official purposes (Marcin Broniewski, F. Dubois de Montpéreux, Iakov Lyzlov, P. S. Pallas, S. I. Tarbeev, Evliya Celebi, and others), scholarly works of local researchers of the Crimean sites in the Golden Horde Period, particularly those who investigated the settlement of Eski-Yurt (A. S. Bashkirov, U. A. Bodaninskii, P. I. Gollandskii, B. N. Zasypkin, A. A. Ivanov, S. V. Karlov, V. P. Kirilko, and others), and the materials from the collections of central and departmental archival depositories. The experience of archaeological researches at the site (expeditions supervised by A. S. Bashkirov and U. A. Bodaninskii in 1924, V. L. Myts in 1991, and S. V. Karlov in 2005) is presented. The main stages of the researches at the site have been distinguished and analysed: 1) Late eighteenth to early twentieth centuries: sketches in travelogues of encyclopaedic scholars who visited the Crimea after its unification with Russia (P. S. Pallas, F. Dubois de Montpéreux, etc.); the first scholarly experience of exploration of the site by A. F. Negri, V. D. Smirnov, and others; 2) 1920s: the beginning of the archaeological studies of the settlement (the expedition of A. S. Bashkirov and U. A. Bodaninskii, 1924); the attempts of attracting attention of the government and public to the cultural heritage preservation in Eski-Yurt (the works of A. S. Bashkirov, U. A. Bodaninskii, P. I. Gollandskii, and B. N. Zasypkin); 3) current stage, or the last quarter of the twentieth century: the revival of the academic interest to the settlement (the works of A. A. Ivanov, V. P. Kirilko, O. M. Stoikova, M. M. Choref, and others); the continuation of the archaeological studies of the site (the expeditions of S. V. Karlov and V. L. Abstract In a Diamond–Dybvig type model of financial intermediation, we allow depositors to announce at a positive cost to subsequent depositors that they keep their funds deposited in the bank. Theoretically, the mere availability of public announcements (and not its use) ensures that no bank run is the unique equilibrium outcome. Multiple equilibria—including bank run—exist without such public announcements. We test the theoretical results in the lab and find a widespread use of announcements, which we interpret as an attempt to coordinate on the no bank run outcome. Withdrawal rates in general are lower in information sets that contain announcements.

These two issues have become urgent to be discussed in this study, because if their money is deposited in Islamic banks, it will increase the amount of funds available in the Islamic bank, and the amount of funds available directly influence the size of the investment return on Islamic banks. If the results of the large investment, the returns will be obtained by the depositors are also large, and vice versa. Abstract:
Earnings management (EM) practices by bank managers can prove to be very precarious in smooth running of the financial system of a country. The failure of financial system shocks the entire economy. The present paper aims to assess the quality of earnings in the Indian banking industry. EM is estimated by employing a bank-specific model that measures EM through loan loss provision (LLP) and realized security gains and losses (RSGL). The findings exhibit that public banks practice income increasing and private banks practice income decreasing EM, whereas, combined result reinforces the practice of income decreasing EM. The results indicate that public sector banks use both LLP and RSGL to manage earnings whereas private sector banks increasingly rely on RSGL. Further, direction of EM is gauged by classifying EM on the basis of quartiles. This study has implication for regulators, investor and depositors. Regulators should be stricter regarding policies of LLP. Apart from earnings, investor and depositors should be considered other measures of stability of banks like capital adequacy ratio because earnings may be manipulated.

Abstract:
AbstractIn the wake of the global financial crisis, this article considers the tort liability of financial supervisory authorities to depositors and other investors following the failure of a bank or other financial institution. The analysis is comparative, with the primary focus being on the member states of the European Union. Consideration is given to the five liability categories or standards which are employed by EU member states in such cases. These are (1) a public law illegality standard; (2) a standard of ordinary fault/negligence; (3) a standard of gross fault/negligence; (4) a requirement of bad faith; and (5) complete immunity from liability. It is also shown that on the application of general tort principles claims by depositors against financial supervisors face a range of obstacles, including difficulties in establishing fault and causation, and conceptual difficulties based on the nature of the damage (the pure economic loss issue), liability for omissions and for the deliberate acts of third parties, liability for the exercise of judicial or ‘quasi-judicial’ functions, and the ‘protective purpose of the norm’ principle. Finally, consideration is given to alternative means of redress which may be available to depositors in such cases.

Abstract:
In my paper I examined the institutional and market connections warehouses use emphasising the role of financial institutions. I stressed that for the proper functioning of a warehouse the mutual trust of the economic participants is required. This presupposes a tight relationship between warehouses and banks, as banks have to accept warehouse warrants in such a manner that the credit suppliant can more readily access current assets credit.Today, we can say that the moneylender bank is strongly confident about deals involving warehouse credit. The amount of goods stored in warehouses is increasing. Warehouse deals offer better conditions to depositors, which can be explained by the fact that the creditor does not examine the management and credit standing of the depositor. Most important for them is that the goods provide enough collateral to ensure marketability, and that the warehouse storage conditions are proper. On the other hand, with the support of an interest subsidy system credit is obtainable at very auspicious conditions. To top it all off, and this is the most important aspect participants can receive access to funds unavailable to them in any other case.

Abstract:
Background and Purpose: The aim of this paper is to evaluate public acceptance toward Islamic banking system in Malaysia by using the market structure analysis as proposed in industrial organizational studies. The structural approach framework was used to evaluate the nature and changes of market concentration in the Malaysian Islamic and conventional deposit markets. Methodology: The well-known market concentration measure, namely concentration ratio (CR) is calculated to study the changes in saving behaviour among depositors in both banking markets. The concentration ratios of deposits for both banking markets are evaluated by using the banking firms’ level data for the period 1997–2016. Pearson and Spearman correlation analysis was also used to investigate the relationship between the total deposits and bank-specific variables. Findings: It is found that interest or profit rate paid to the depositors are the factor that greatly affect the depositors’ choice of banks to save their money. Besides, experience doing businesses is more important to Islamic banks compared to conventional banks in order to attract depositors. Contributions: The findings demonstrate that societies, especially the Islamic community, are still loyal to conventional banks, which have more experience in the banking operation. The findings of this study are expected to open the eyes of the Muslim community to use Islamic banking services, which are certainly sharia-compliance. Abstract:
A bank is a financial institution whose existence depends absolutely on the trust of its customers who entrust their savings funds. Banks are very concerned that the trust of the public, who have and who will save their funds, are well-maintained, considering that the bank is part of the financial system and payment system. Bank secrecy is very important because banks need the trust of the people who keep their money in the bank. The customer only entrusts his money to the bank or makes use of the bank's services if the bank provides a guarantee that the bank's knowledge of deposits and the state of their assets will not be misused. The legal relationship between the bank and the depository customer starts from the signing of a written agreement (contractual relationship) between the bank and the customer which contains the rights and obligations for each party. As for the form of agreement for depositing funds between the customer and the bank, it is called a deposit agreement (Article 1319 Civil Code). In a deposit agreement, the bank sets certain general requirements in a deposit account or savings account, among others, the recipient of the deposit (bank) can use the depositors' money and at a certain time the bank will provide interest. Other provisions that can be used as the basis of relations between banks and depositors are Proxy Giving. Depositors give their power to banks when signing deposit accounts or savings accounts or bank accounts. This agreement becomes a law or law for both parties (Article 1338 of the Civil Code). As a manifestation of the bank's responsibility for depositing customers, banks must pay attention to the 4 (four) pillars of the relationship between depositors and banks, namely: Prudence, Health, Bank Secrets and Trust

Abstract. The basic function of all deposit insurance schemes is to pay deposit insurance payouts to depositors promptly for the losses they otherwise would suffer in the event of an insured financial institution’s closure. As a result, depositors are relieved of both the recovery-rate and time risks of a liquidation process up to the insured level of their deposits. Deposit insurance payouts – including the speed and convenience – vary across countries and can affect public confidence in the deposit insurance scheme. Information technology support in the payout process is essential. However, one of the major problems in the insurance payout process is the lack of the proper information technology. This paper addresses the factors related to the payout process, discusses the advantages and disadvantages of various approaches, and makes recommendations on the establishment of a universal information technology model for a deposit insurer to accomplish the procedures of insurance payouts.Key words: deposit insurance, deposit insurance payouts, information technology support

Abstract:
Purpose: This paper aims to define a set of banking operating regulations for financial transparency, corporate governance, and bank information disclosure. Design: Bank governance, financial transparency, and information disclosure are amongst the most important solutions to attract public trust to financial and banking operations. In order to reach this goal, a new set of regulations should be designed to solve the problem. In this way, Rastin Banking regulations can provide a base to obtain a better information circulation and higher clarity. Findings: A draft of regulations for financial transparency, governance, and bank information disclosure is presented in this paper, which can be employed as a basis for the codification of the respective law. Research limitations: Since such kinds of regulations are novel for banks, they are required to be meticulously scrutinized in the first place, and after adaptation, adjustment, and performing the necessary modifications, the code of law can be codified. Practical implications: Bank managers, through granting various concessions to themselves and their own stakeholders, have violated the rights of shareholders, depositors, and other stakeholders. This issue, through applying the governance methods, is adjustable to a great extent. Social implications: This procedure is a model that can be adopted in other countries, especially those countries that have essential ambiguities in their banking and financial operations. Value: Clearly, the lack of transparency in banking operations can gradually weaken the trust of depositors, stakeholders, and shareholders, and result in probable abuses and damages to all parties in the bank’s contracts. This article fulfills an identified need and solves the practical problem in financial abuses, corruption, and collusion, and can provide positive and essential effects on creating public trust in financial operations.

Abstract:
Depositors, investors, as well as public in general need easily accessible indicators that are important to differentiate various banks. This research addresses simultaneously two important issues: analyzing and identifying which key publicly available financial indicators of banks are important, as well as approximating the weight of the aforementioned indicators when banks’ comparisons are to be made. Utilizing the recent 2017 database from 90 conventional banks, this study analyzes 17 banking ratios using the method of principal component analysis. The calculations show that five components explain around 75 percent of total variation in the data. Those five components represent indicators on profitability, quality of capital, quality of loans, fee-based activities, and liquid assets in the balance sheets. Further, by combining five principal components, the result shows that even small banks can achieve good financial performances.

ABSTRACT Founded in 1910, The First National Bank of Oxford had been in existence for only about 20 years when the Great Depression struck. While other banks failed, this small bank in rural Mississippi survived, and it is still in operation today as FNB Oxford Bank. But beyond merely surviving, the First National Bank of Oxford appears to have thrived in this harsh financial climate: it doubled the balance of its individual depositors' accounts in the midst of the darkest months of the Great Depression. Using historical documents and extant accounting records, this paper examines how the First National Bank of Oxford was able to persist and prosper through the Great Depression. Sharia bank fund raising products are known as deposits, which generally consist of demand deposits for wadiah, mudharabah savings deposits, and deposits. The operational principle in Islamic banks that are applied in collecting public funds is the principle of wadi'ah and mudharabah. In the case of the authority of the mudharabah law is divided into two, namely mudharabah mutlaqoh and mudharabah muqoyyadah. The steps taken in calculating the profit-sharing of funds in Islamic banks include using the revenue sharing method, separating funds originating from mudharabah investment, calculating all total funds, calculating the average financing, summing total income, subtracting the percentage of investment, and determining the amount of profit obtained. The method used in deriving revenue sharing for depositors in Islamic banks is to use the calculation of investment returns per thousand and use profit-sharing calculations based on the average daily balance of all deposits and similar distribution income

Abstract:
The Deposit Guarantee Directive enlarges the role of DGSs in supporting and financing with alternative interventions the early research of “market solutions”, that may avoid the failure of a bank. Despite the broad mandate formally set out in the Directive, the feasibility of the failure prevention measures by a DGS is restricted according to the current legal framework. More specifically, constraints to the use of alternative interventions could derive both from State aid rules and the super priority rule coupled with the least cost criterion. As regards the first point, the European Commission ruled that the Italian DGS’s alternative measures in favour of a bank named ‘Tercas’ constituted an illegal State aid, claiming that intervention was attributable to the Italian government and that the resources employed were subject to public control. With reference to the second point, according to the BRRD, within the creditor insolvency hierarchy, depositors are preferred to any of the bank’s other unsecured creditors. As the DGS, after the payout, is subrogated to the preferred claims of covered depositors, it will have a big recovery rate in the bank liquidation. This effect might hamper the DGS’s ability to undertake alternative interventions, since under the least cost criterion these could be more expensive than a depositor payout. Given the importance of the role of DGSs in preventing and minimizing the overall cost of a banking crisis, this paper aims at analysing the two issues above, in order firstly to suggest a governance model which allows a national DGS to intervene in a banking crisis without breaking State aid rules. Secondly, regarding the least cost principle, the paper suggests the adoption of some criteria, extrapolated by the DGSD, which may allow DGSs to overcome the problems arising from the combination of the above criterion with the super priority rule.
