Abstract:
Transparency is a challenge for public administration reforms for now and beyond towards modern and better governance. The economic crisis that occurred has led to a large erosion of public confidence in the effectiveness of government financial management. This study aims to analyze the key elements of local government transparency in new public governance. The research data was obtained through financial reports on local government websites. The sample selection technique used purposive judgment sampling and yielded a total of 262 local governments in Indonesia. The analytical method used is logistic regression analysis. The results showed that key elements, reflected by the local government size and local financial independence ratio, had a significant influence on the implementation of internet financial reporting, while audit opinions do not have a significant effect. This is due to changes in public perception of the quality of audit opinions provided by the Audit Board. This study emphasizes that local governments that receive a fair or unfair audit opinion cannot prove with certainty that the local government has performed good or poor financial management. Audit opinions obtained by local governments do not always facilitate the publication of financial statements on their official websites.

Abstract:
Using the performative and affective elements of Gilles Deleuze’s conception of “meat,” I argue that the literary representation of stag hunting in the early modern period can serve as a model for an embodied understanding of interspecies communication and interaction. The stag hunt—more than any other form of hunting during the early modern period—is frequently construed in allegorical terms, which sustain human-animal divisions and reinforce notions of human superiority. However, beginning with George Gascoigne’s treatise The Noble Arte of Venerie or Hunting (1575), I explore how elements of the stag hunt like imitation blur these boundaries, posing a challenge to essentialist conceptions of the human, and opening up more fluid mediums of corporeal communication.I then turn to Jaques’ encounter with the stag in Shakespeare’s As You Like It (1599) to consider the potential for trans-species communication of material “passions.” My approach resonates with current work like that of Ralph Acampora, which attempts to shift the grounds of humans’ ethical consideration for animals from the psyche to the soma.

The chapter presents the most important element of propaganda used as a tool to create attitudes in society. The environmental determinants of information were identified and the scope of information security responsibilities was presented, taking into account such areas as information security, information warfare, disinformation. The main focus was on identifying the components of propaganda, the scheme by which it is implemented, and its socio- historical and cultural determinants. The most important techniques of manipulation used in propaganda as well as the way of identifying propaganda campaigns are presented.

Abstract:
The article assesses the main functional elements of public Finance management: planning, operational management and control. Financial planning and forecasting presently depend not only on macroeconomic and microeconomic factors, but also on geopolitical factors. Economic sanctions, which are still ongoing, have a particular impact, so it is impossible to make an accurate forecast in the management of public finances. Operational public financial management can never be considered without public resources designed to support and implement the activities of all areas of the country’s life. The paper pays special attention to the control function due to the lack of a single objective control system. To improve efficiency, the authors propose to use certain criteria: the performance criterion and the criterion of inappropriate use of budget funds. The paper calculates the dependence of Federal budget revenues on the level of gross domestic product (GDP) and the level of unemployment. The authors use for the calculation a standard form of regression equation that takes into account statistical correlations. The results of this study can be used to improve the efficiency of Federal budget revenue planning.

Potential benefits of public transportation as a spatial element are going to be examined. This can relate to permanent infrastructure such as rail tracks, physically separated bus lanes, subway stations etc. These are visually noticeable or otherwise significant built spatial elements and are relatively permanent, which might increase the popularity and use of a public transit service in an area by reassuring potential users of the authorities’ strategic commitment to providing high quality transit as well as by becoming part of an areas’ identity. Other physical elements and their design – signage, vehicle appearance, public space redevelopment along corridors etc. – are important in this regard as well, and could either enhance the benefits of permanent infrastructure, or they could be used alone to attempt to achieve the same positive effects. The degree to which these elements can be successful depends also on how they are distributed through space, which in this paper is linked to network or line structure. The network should be clear and easy to understand, enabling users to orient themselves, while also making it easier to apply physical elements which represent the system in space. Thus, the degree to which a public transportation service is represented in space through described elements and their spatial distribution, determines its strength as a spatial marker.

A complete definition of the scope of a project upfront during early stages ensures smooth and successful implementation during the project execution. This research identifies and prioritises project scope definition elements for public buildings in Saudi Arabia. Elements that could significantly contribute to complete project scope definition package at pre-project planning stage are identified and their interrelationship determined and prioritised. Using the Project Definition Rating Index (PDRI) as a basis, the study uses analytical network process (ANP) technique based on data obtained from project managers who have been involved in public sector projects in Saudi Arabia. Data collection and analysis was conducted in three steps. The first step involved identification of scope definition elements while the second involved an investigation into interrelationships among the elements. In the third step, ANP was used to determine the weight of the elements’ importance in terms of contribution to project scope definition completeness. Finally, Pareto analysis was used to prioritise and assess the distribution pattern of the elements. The outcome from this research is the prioritisation of project scope definition elements for public building projects in Saudi Arabia. The prioritised list developed indicates the importance of project scope definition elements. It should help project management teams identify elements to consider when evaluating project scope definition for completeness at the pre-project planning stage. Between 2007 and 2013, public procurement systems in Latin America and the Caribbean underwent a critical reform process. However, not much is known about the elements of reform and their effect on the public sector. In order to assess this gap in knowledge, this study used an institutional evaluation multivariate tool developed and carried out by the Inter-American Development Bank called PRODEV. Based on a sample panel of countries, effects on the development of public procurement systems were calculated. The results indicated that, of the three main areas of procurement reform evaluated, the creation of a procurement agency2 had the largest impact. At the same time, evidence was found that backed the hypothesis that creating these agencies had a positive effect on the perception of public sector performance.

Cut Mutia Park is a city park which is an integral part and attached to the main courtyard of the mosque cut mutia. This park is a green open space that serves as a public space and generate the aesthetics of the city. There are seven critical elements that need to be studied to determine the public's perception of the park. Knowledgeable public perception of these elements, useful for city authorities in the development of city parks for future. The results of the research showed that of the seven elements studied, only two elements of which will be a positive perception, namely aspects of cleanliness and coolness, while five other aspects got a negative perception. As a result, generally Cut Mutia Parks research object only gets the value perception of -0.24. Details of the value obtained by each of these aspects are: -0.52 for comfortability; +0.13 for cleanliness; -0.003 for freshness; +0.26 for coolness; -0.77 for harmony level; -0.42 for beauty level; and -0.32 for interesting presented. Low perception from respondents indicated that Cut Mutia Park need better design such that it can give added value to the mosque and the environment surrounding. At the end can be said that the city authorities need to further improve attention in structuring of the park, to makes Cut Mutia Park become more comfortable, interesting and favored by the public, and also strengthening the power of the mosque as the central point.

This article contributes to sustainable development literature by extending the investigation on diversified public and private institutional elements and the link between them and a broader spectrum of inclusive and sustainable features. The study utilizes the World Economic Forum's data of related variables for 30 developed countries. The countries are competitively ranked based on the quality of each of the above institutional and development elements. Then, nonparametric Spearman's rank correlation tests are performed for the pairs of each institutional and respective development constituent. The assumption behind the tests is that a country with better qualities of institutional factors is also in a position with higher levels of inclusive and sustainable development. Significant positive associations are found for most of the institutional factors, and employment and eco-adjusted savings elements while significant negative relationships are found for most of the institutional factors and poverty, Gini coefficient (inequality), and carbon intensity elements.

Many empirical studies have found that local public contracting reduces the inputs and outcomes of public services. However, few studies have examined what factors are associated with such inputs and outcomes. To address the limitation, this study conceptualizes two competing contracting management models (competitive and cooperative) and empirically tests the associations between these contracting approaches and service inputs and outcomes. The findings report that while local governments using competitive contracting elements have lower service inputs through reduced local operating expenditures and part-time employment; cooperative contracting elements do not necessarily produce enhanced service outcomes.

Though policymakers are increasingly concerned about teacher shortages in U.S. public schools, the national discussion does not reflect historical patterns of the supply of and demand for newly minted teachers. Specifically, the production of teacher candidates has increased steadily since the mid-1980s, and only about half of graduating teacher candidates are hired as public school teachers in a typical year. That said, there is considerable evidence of teacher shortages in specific subjects (e.g., STEM and special education) and specific types of schools (e.g., disadvantaged). We therefore discuss public policies that contribute to these specific shortages and potential solutions.

Hasil penelitian menjelaskan bahwa ditinjau baik secara legal formal yang berupa UU PTUN, UU ASN, UU Administrasi Pemerintahan, doktrin-doktrin hukum serta adanya Putusan judicial review Mahkamah Konstitusi RI Nomor: 25/PUU-XIV/2016, Pertanggungjawaban tindakan pemerintahan (bestuurshandeling) yang bersumber dari diskresi (Freies ermessen) yang mengandung unsur penyalahgunaan wewenang berakibat pada kerugian negara tetapi tidak terdapat unsur korupsi seperti gratifikasi, suap, maka dapat dipertanggungjawabkan dengan sanksi administrasi sesuai dengan ketentuan UU Administrasi Pemerintah Pasal 20 ayat (6) dan Pasal 80 ayat (1) Jo Pasal 81 ayat (3) secara seimbang dan kasuistik. Apabila terdapat unsur penyalahgunaan wewenang yang berakibat pada kerugian negara serta terdapat unsur korupsi seperti gratifikasi, suap, maka dipertanggungjawabkan secara hukum pidana khususnya tindak pidana korupsi.The purpose of this research was to whether the actions of government (bestuurshandeling) based on its discretion can be classified as a criminal act of corruption or not. The Methodology of this research used juridical doctrinal. The result showed that based on legal frame such as Law of The Administrative Court, Law of ASN, Law of Government Administration and legal doctrines as well as the Decision of the judicial review of the Constitutional Court Number: 25 / PUU-XIV / 2016 responsibility of governmental actions (bestuurshandeling), which comes from discretionary (Freies ermessen) containing elements of abuse of authority resulting state loss but there is no element of corruption such as gratifications, bribe, then it can be accounted for by the administrative sanctions under the Law of Government administration Article 20 (6) and Article 80 paragraph (1) Jo Article 81 paragraph (3) in a balanced and case by case. If there is an element of abuse of authority that resulted in state loss and there are elements of corruption such as gratifications, bribe, then accounted for under the criminal law, especially corruption.

Education building can be activated by space sharing strategies to satisfy the large demand of outside school education needs. The public space of youth education building has a more flexible social adaptability than the full-time school. Through case collection, data research, statistical analysis methods, design elements of public space of youth education buildings are studied. Based on the consideration of design elements, the spatial layout modes and design strategies are summarized. These results are helpful for the similar space design in outside school education buildings.

The challenge lies in the absence of a coherent hegemony, an absence arising from a diverse immigrant population and a political tradition that respects its differences. Nonetheless, the notion of a Canadian cuisine finds expression in the country’s public and private institutions, in the way that recipes originating elsewhere have been interpreted, and in the use of native ingredients and practices.
