As the competition in the market environment increases day by day, enterprises often encounter various types of crisis public relations events: regulatory policy changes, changes in the industry environment, competitors' malicious smears, user complaints, and other levels. Moreover, if enterprise managers face a poorly handled crisis, the enterprise brand will be ruined and lose consumers' trust. However, if the crisis is handled properly, it may also turn "crisis" into "opportunity", which is more conducive to the further development of the enterprise. In the face of a crisis, how to reasonably conduct crisis public relations to shape the enterprise's brand image? This paper will combine the research results of domestic and foreign scholars to analyze some key factors of crisis public relations faced by enterprises to effectively improve enterprises' brand image and enhance their reputation and status in public opinion.

What constitutes successful management of public enterprises? Executives of successful enterprises from 14 commonwealth countries exchanged their experiences and outlined strategies at two roundtable meetings under the auspices of the Commonwealth Secretariat, London. This paper is a summary of the views of the executives presented at the two meetings. In recent years, public enterprises in developed and developing countries have been criticized for not fulfilling the expectations placed on them. The case studies and the discussions at the two meetings, however, reveal that many public enterprises have been managed, successfully. The strategies outlined by the executives relate to managing the external environment, the enterprise-government interface, internal management, building enterprise culture, managing human resources, and the role of leadership.

The paper presents the legal status of existing public enterprises in Slovenia before and after the adoption of Public-Private Partnership Act, that demanded the reorganization of existing public enterprises in the period 2007-2009. The paper also presents the analysis of local public utilities delivery mechanisms in Slovenia, focusing on the local public utilities providers in the field of water and waste management. The aim of the paper is to introduce the changes in the legal status of existing public enterprises, caused by new legislation and also to give an insight into the current state of local public utilities providers in the field of water and waste management. The results confirm the fact that public enterprise is the most common organizational form of local public utilities providers in the field of water and waste management and lead to conclusion that in the reorganization process the majority of existing public enterprises retained the status of a public enterprise.

In Western Europe, the United Kingdom and France have set out to privatize public enterprises on a large scale. While many of developing countries have considered public enterprise as the mainstay of economic development, there has been also an increasing disillusionment with public enterprise and proposals have been made for privatization in various areas. This paper attempts to describe the economic role of public enterprise and explain the general reasons for privatizing public enterprise in the developing countries. And this paper attempts to draw some issues involved in the privatization of public enterprise, particularly considering the case of telecommunications sector in Korea. Future prospects are briefly mentioned as conclusion.

Will public attention to the environment affect the green behavior of enterprises? This paper collected the panel data of steel enterprises in China from 2009 to 2017, evaluated the green investment efficiency by the measurement of the slack model (SBM) and the “super efficiency” (DEA) model, and studied the impact of public environmental attention on green investment efficiency. Firstly, public environmental attention has significantly promoted enterprise green investment efficiency; Secondly, the business environment has significantly promoted enterprise green investment efficiency, and the influence of public environmental attention on enterprise green investment efficiency is positively regulated by the business environment; Thirdly, the influence mechanism of public environmental attention on the promotion of green investment efficiency comprises environmental regulation and environmental responsibility; Fourthly, public environmental attention has a heterogeneous effect on the promotion of enterprise green investment efficiency. The promotion of public environmental attention on green investment efficiency is more significant for large enterprises than medium-sized enterprises. The effect of the promotion of public environmental attention on green investment efficiency is more significant for state-owned enterprises than private enterprises. The promotion of public environmental attention on green investment efficiency is more significant in eastern China than in central and western China.

AbstractAfter a review of the main academic research and perspectives on social enterprises both in China and abroad, a framework for understanding social enterprises is offered in summary. The framework has two dimensions: the social enterprise phenomenon and social enterprises’ characteristics. We also adopt three angles ‐ the public interest, markets, and culture ‐ from which to observe them. And we analyze them on four levels: market practices, public-interest innovations, policy support, and ideals and values. Upon these foundations, social enterprises can be defined as a form of enterprise somewhere between public-interest and for-profit enterprises, a product of the organic combination of the public interest and the market economy, and a kind of social organization combining properties and characteristics of NPOs and enterprises. As they develop, social enterprises in China have formed their own characteristics and specific models.

Public capital is an important force for promoting industrial agglomeration and enterprise technological innovation, and enterprise technological innovation is the core element in promoting green economic growth. To further reveal the influence mechanism of public capital on enterprise technological innovation, based on the data of A-share listed companies in China from 2007 to 2020, this paper uses the nonlinear moderating effect model and the intermediating effect model to verify the nonlinear influence and transmission mechanism of public capital on enterprise technological innovation. This paper discusses the influence and mechanism of public capital on enterprise innovation from the perspective of industrial agglomeration. The study finds that public capital has a significant role in promoting enterprise technological innovation. Moreover, economic public capital plays a greater role in promoting enterprise technological innovation than social public capital. Further analysis shows that the innovation effect of public capital is nonlinearly regulated by industrial agglomeration. In the initial stage of industrial agglomeration, the higher the degree of industrial agglomeration, the weaker the innovation effect of public capital; however, in the advanced stage of industrial agglomeration, the higher the degree of industrial agglomeration, the stronger the innovation effect of public capital. The nonlinear effect is realized by affecting the profits of enterprises. From enterprise heterogeneity, public capital has a significant role in promoting the technological innovation of non-state-owned enterprises but has no significant impact on the technological innovation of state-owned enterprises; public capital has a significant positive effect on the technological innovation of mid- and high-end technology enterprises, while its impact on the technological innovation of low-end technology enterprises is not significant. From the type of innovation output, public capital has a significant role in promoting enterprise green technology innovation, and the role of public capital in promoting enterprise green invention patents is greater than that of green utility model patents. This study provides a theoretical basis for government public capital investment decisions and empirical evidence for the sustainable development of enterprise technological innovation.

The Chinese government enforced public security system reform in the economic transition period. Now, the enterprise’ social insurance premium, a kind of payroll tax, is nearly 40% of the total wage in China. It is thought enterprises may transfer the burden of payroll taxes to workers by reducing their wages. Does the level of an enterprise’s social security payroll taxes influence their workers’ wages? Using the Chinese Large and Medium-size Manufacturing Enterprises (CLMME) dataset to construct an enterprise panel data from 2004 to 2007, we employ an empirical study to provide evidence on the issue. We utilize the fixed effects model, random effects model and Generalized Method of Moments (GMM) method to address the heterogeneity problem, initial dependent problem and endogenous problem. It is found that in general, increased social security payroll taxes negatively affect the workers’ wages, which indicates that many enterprises may transfer the payroll taxes burden onto their workers. Increased social security payroll taxes may decrease the wage levels for workers in both the public sector and the private sector, but the negative effect is greater for workers in the private sector than in the public sector.

With the rapid growth of Chinese social network users, the open yet anonymous cyberspace makes the Chinese public more inclined to express their feelings and opinions freely on the Internet, and thus generate opinions that are not conducive to the survival and development of Chinese enterprises, i.e., enterprise negative network public opinion. Based on this, this paper takes a Chinese enterprise’s negative network public opinion as the research object. First, our research identifies the stakeholders involved in the dissemination process of public opinion information. Secondly, we model the decision-making behaviors of stakeholders in different stages to obtain the evolutionarily stable strategy. After that, the simulation experiment is conducted to analyze the key points of enterprise strategy adjustment in different stages of negative network public opinion dissemination. The experimental results show that: (1) In its formation stage, opinion leaders usually do not participate in the event, and thus enterprises need to focus on the active ordinary Internet users; (2) In its development stage, if an enterprise wants to reduce the loss caused by negative events, it needs to make use of online media to give corresponding positive guidance; (3) In its control stage, enterprises should take corresponding legal measures to netizens who make improper remarks on the Internet, increase the risk cost of these netizens group, and cooperate with the government’s control work to guide the negative public opinion to turn in a beneficial direction. Finally, the rationality and effectiveness of the proposed model are verified using a practical case.

With the rapid development of “We media” technology, netizens can freely express their opinions regarding enterprise products on a network platform. Consequently, online public opinion about enterprises has become a prominent issue. Negative comments posted by some netizens may trigger negative public opinion, which can have a significant impact on an enterprise’s image. From the perspective of helping enterprises deal with negative public opinion, this paper combines user portrait technology and a random forest algorithm to help enterprises identify high-risk users who have posted negative comments and thus may trigger negative public opinion. In this way, enterprises can monitor the public opinion of high-risk users to prevent negative public opinion events. Firstly, we crawled the information of users participating in discussions of product experience, and we constructed a portrait of enterprise public opinion users. Then, the characteristics of the portraits were quantified into indicators such as the user’s activity, the user’s influence, and the user’s emotional tendency, and the indicators were sorted. According to the order of the indicators, the users were divided into high-risk, moderate-risk, and low-risk categories. Next, a supervised high-risk user identification model for this classification was established, based on a random forest algorithm. In turn, the trained random forest identifier can be used to predict whether the authors of newly published public opinion information are high-risk users. Finally, a back propagation neural network algorithm was used to identify users and compared with the results of model recognition in this paper. The results showed that the average recognition accuracy of the back propagation neural network is only 72.33%, while the average recognition accuracy of the model constructed in this paper is as high as 98.49%, which verifies the feasibility and accuracy of the proposed random forest recognition method.

The article is devoted to the consideration of the concept of «competitiveness of the enterprise», the factors influencing it and the proposal of ways to increase the competitiveness of public catering enterprises by influencing some internal factors. The purpose of the article is to propose ways to increase the competitiveness of public catering enterprises. The article provides a comparative analysis of the views of scientists on the concept of «competitiveness of an enterprise», indicates the factors of competitiveness of enterprises, highlighted in the scientific literature (political; economic; financial; sociodemographic, etc., as well as the production and organizational structure of the enterprise; technology; the level of qualifications of employees; quality of management; others). The negative impact of the COVID-19 pandemic on the work of catering enterprises is indicated. Based on the accepted division of factors into external and internal, the author of the article proposes ways to increase the competitiveness of a public catering enterprise based on internal factors. So the author identifies three areas of influence in order to increase the competitiveness of the enterprise: management, menu, personnel. The article proposes the following methods of influencing each of the selected factors: leadership, management: internal control; provision of modern and sufficient equipment and raw materials necessary for work; analysis of competitors’ activities; development of new services provided by the enterprise; menu: a variety of product range aimed at the preferences of potential buyers; availability of special offers, promotions; affordability of prices; personnel: selection of qualified workers; motivation; organization of a favorable atmosphere for work; high-quality and fast service. The author emphasizes that all three areas are closely interconnected and a complex impact on them is necessary. The author proposes to evaluate the result of the impact by holding such events as daily management meetings, informal manager-manager feedback in the form of a weekly discussion, and a general meeting. According to the author, this will help to quickly respond to negative changes and will help to strengthen the competitiveness of the enterprise.

Legal liability for violations of the financial activities of public enterprises can be administrative, civil, financial and even criminal. Analysis of the responsibility of public enterprises allows us to note that at the legislative level, the mechanism of responsibility for violations of the order of financial activity, which is associated with the provision of financial transactions for the transfer of profits, the implementation of budget borrowing, ensuring the efficiency of the use of the property of the enterprise, providing the owner and the authorized body of the necessary information, is not fully provided. It should be noted that for the optimal participation of public entities in economic relations, unitary enterprises implement government orders, carry out government procurement, interacting both with potential contractors and with the owner – the state or public legal entity, including through the Internet. But not always, this kind of activity is going on without violations.

Public enterprises and the private sector cooperate in providing services and infrastructure through a variety of mechanisms. The level of performance and development of public enterprise in the country are very low due to corruption, management inefficiencies, overstaffing and inflation. This paper therefore in tend to highlight the different mechanisms of public private partnership (PPPs) in the management of public enterprise including concessions, build-operate- and- transfer (BOTs) arrangement, joint ventures and informal and voluntary cooperation as applied in some Latin American and Asian countries. The paper recommends that the government should clearly identify goals and objectives of public private partnerships and embody them in an official set of laws, develop strategy for management plan for public private partnerships and create employment protection measures for current government employees in organization that will go in to public private partnerships.

Purpose: The purpose of this paper is to analyze perceived integrity of public service users and public enterprise employees in association with public enterprise performance, and the role of the CEO compensation on the association between perceived integrity and public enterprise performance. Design/methodology/approach: This study uses publicly available performance evaluations and CEO compensation disclosures by the Ministry of Strategy and Finance (MOSF) in South Korea and integrity assessments by the Anti-Corruption & Civil Rights Commission of Korea from 2014 to 2017. Findings: We find a positive association between integrity and public enterprise performance, a result driven by the positive association between integrity perceived by service users and public enterprise performance. Furthermore, higher monetary compensation paid to CEOs has a negative influence on the relationship between integrity perceived by public service users and public enterprise performance, whereas higher compensation paid to CEOs has a positive influence on the relationship between integrity perceived by employees and public enterprise performance. Research limitation/implications: Integrity perception might be subject to bias depending on the type of stakeholders (public service users or public enterprise employees). Thus, information users of public enterprise performance reports need to be aware of perception gaps in relation to multi-faceted aspects of public enterprise performance. We provide insights into the relationship between perception of integrity and public enterprise performance of the government bodies who enact and administer laws and public policies. Originality/value: This paper captures how the perceptions of integrity, as assessed by diverse stakeholders with differing perspectives and levels of honesty and transparency, influence public enterprise performance assessments. Furthermore, it extends the findings of prior studies on the impact of monetary compensation in the public sector (see Abner et al. 2017; Boyd et al. 2018; Chen and Hsieh 2015, among others) to confirm how CEO monetary compensation impacts the relationship between integrity and public enterprise performance. In the public sector, the extrinsic motivation of higher CEO monetary compensation relative to other public enterprises generally crowds out prosocial motivation, which, in turn, impairs the relationship between external integrity and public enterprise performance. At the same time, higher CEO monetary compensation has an incremental impact on internal integrity in association with financial management performance. Thus, we suggest that public enterprises should pay close attention to the design of their current incentive systems for CEOs, place greater weight on prosocial motivation to manage external integrity, and emphasize skill-based monetary compensation to manage internal integrity. Lastly, using manually collected data sets of public enterprises provided by two independent government organizations in Korea, we increase the objectivity and generalizability of the findings of the few studies published on public service organizations in a single-country setting.

In this article, K R S Murthy stresses that any public enterprise's strategic competence depends on the interplay among three actors (managers, bureaucrats, and politicians) with diverse motivations, careers, and systems. Team work with common values and commitment among the three actors alone can improve the low level of strategic competence. Since the prerequisites for strategic formulations are riot met in public enterprises, it is a debatable point whether they should have a corporate strategy at all.

Changing objective circumstances over time often warrant the closure of public sector enterprises that may have originally been established due to compelling public purposes. Many public enterprises lose their relevance and public purpose, become chronically loss making and are a recurring drain on public resources. Yet it has been found to be extremely difficult to actually close down any such enterprise due to a host of institutional constraints unique to the public sector. Closing down a public enterprise is difficult but not impossible, given the will and sincere execution. It has been done in India. While the practicalities have to be worked out, closure of any entity needs to be implemented sensitively given the human dimensions involved. This paper brings out a case study of the experience in implementing the closure of five public sector enterprises in India during the period 2014-16.

To investigate Chinese enterprises’ innovation quality and examine how it is determined by the enterprise ownership, this paper uses about 73.8 thousand invention patents applied by Chinese enterprises during 1985–2011 in estimating patent return based on the renewal period. We take patent return to be the measurement of innovation quality, and make a comparison between public and private enterprises. We find that the innovation quality of public enterprises is improved after restructuring, but is still lower than that of private enterprises. We may find the causes of the innovation quality differences from the allocation efficiency of R&D resources. Monopolized enterprises own higher innovation quality by monopolizing industry resources, which leads to a low R&D resources allocation efficiency. In comparison, the R&D resources allocation efficiency of public enterprises in the competitive industry is higher than that in monopolized enterprises. R&D resources allocation efficiency is generally inversely proportional to the public owned level, and proportional to the market competition level. This study generates an important policy implication, that is, the social R&D resources allocation efficiency of China would be improved by disposing part of R&D resources monopolized by public research institutes and public enterprises to private enterprises.

We established an enterprise public opinion risk assessment index system in a cross social media context, and an enterprise public opinion risk assessment model was established by using a combination of the entropy method, TOPSIS, grey relational analysis and Fuzzy C-means method. The research results show that, compared with the context of single social media, the analysis of enterprise public opinion in a cross social media context is more comprehensive and accurate. The risk assessment model of enterprise public opinion proposed in our research is more suitable for the judgment of enterprise public opinion in a cross social media context and can comprehensively and accurately grasp the situation of enterprise public opinion. The management significance of public opinion risk management for the sustainable development of enterprises is also discussed.

In the context of comprehensive penetration and cross-border integration of information technology, digital transformation of enterprises has become an important way to accelerate enterprise innovation and lead economic innovation growth, injecting new vitality into enterprises. Based on the textual information of annual reports of A-share listed companies from 2011-2021, this paper constructs a measure of digital transformation and systematically examines the impact of digital transformation on corporate innovation output and its impact mechanism. It is found that there is a significant positive relationship between digital transformation and innovation output of enterprises, and the finding is robust. The mechanism test indicates that corporate digital transformation promotes corporate innovation by increasing innovation inputs and promoting corporate learning effects. Further study found that the promotion effect of corporate digital transformation on corporate innovation was more pronounced in large enterprises, high-tech enterprises, stateowned enterprises, enterprises whose executives have master’s degrees, and enterprises in relatively close geographical proximity to the eastern region. This study not only enriches the empirical research on the consequences of digital transformation and the mechanism of enterprises using new dynamic energy to enhance transformation, but also has important implications for promoting the layout adjustment of national digital innovation-driven strategies.

ABSTRACTThe relationship between the state and its own enterprises may be analyzed at three different levels: a rational-economic level, where what is good for the state-owned enterprise may oppose what is good for the state as a whole; an organizational level, where such conflicts are aggravated by a power struggle; and a political level, where the arbitrating authority is seen as an individual member of the government. If state-owned enterprises are to serve national goals and be efficiently managed, their relationship with the state must be improved. First, the state should set the state-owned enterprise's general objectives, approve its proposed strategy, and refrain from intervening any further in its management. Second, the state-owned enterprise should report to one authority only for an approval, and submit to effective strategic control. Third, political interventions should be few, and should consist of middle-range agreements signed between a member of government and the state-owned industry's top manager, avoiding partisan or too detailed considerations.

As far as we know, for large manufacturing enterprises, there is often a community of labor gathered around such enterprises, which is especially used as a place for the enterprise to place the labor force. This paper aimed to update the industry model of Chinese Manufacturing Enterprises (CMEs) to improve workers’ health management. This work first discusses the value, mode, and process of Enterprise Digital Transformation (EDT) and Worker Health and Safety Management (WHSM). Then, it proposes the CMEs-oriented EDT model and WHSM system based on Big Data Technology (BDT) and the Internet of Things (IoT). The proposed model and system are verified through a case study on the Shanghai BYD manufacturing enterprise (short for BYD) using the Fuzzy Comprehensive Evaluation Method (CFEM). The EDT model verification considers the adaptation and performance of enterprises after EDT. The WHSM system considers workers’ oxygen inhalation status to evaluate their heart and cardiovascular health. The results show that EDT improves the enterprise’s revenue and reshuffles the revenue structure. The EDT model has absolute adaptability to BYD. It has greatly improved BYD’s indexes, especially financial performance, market capability, and technical capability.
