Abstract:
Though early public relations leaders set up serving the public interest as an unquestionable role for public relations, contemporary public relations practice and scholarship have focused on organizations’ goals and activities giving little attention to the public interest. We put forth Public Interest Relations (PIR), which resituates the public interest as central to the work in and scholarship of public relations. PIR recognizes public relations practitioners have a civic duty to create spaces for dialogue; encourage and listen to diverse viewpoints; offer honest analysis and synthesis toward recommendations that advocate for the public interest; and act in the public interest, while also advancing organizational goals. Because organizations may engage in PIR in different ways, a three-category PIR continuum is offered. When PIR is practiced, we propose trust will grow, community will be built, and goodwill will be fostered.

Schools and communities are two inseparable environments.School is a place for learning, and society is a place where the output of learning can be implemented. The community is expected to support and participate in developing the educational process in schools. In this case, a strategy or management is needed to involve the community in educational activities in schools. The effort to make it real is to build good relations between school managers and the community so that they work together together and comprehensively. An educational institution should try to create a positive image in the heart of the community, so that the community is able to make a decision to register their sons and daughters and participate actively in the development of these educational institutions. To realize this positive image, in addition to developing quality it also requires productive community relations activities based on clear functions, roles, and visions.The purpose of this study is to assess and obtain a general description of the role of public relations and strategies at Islamic universities in imaging institutions and the image of the institution. This study uses a case study with a qualitative approach, while the theory is symbolic interaction and organizational information.This paper offers an alternative to implementing effective public relations roles and functions and how to apply public relations vision and mission in educational institutions.

Today the concept of “public interest” plays a significant role in public law. It would then be important to define the concept for better understanding and application in administrative law. The paper is devoted to the analysis of the definition of «public interest». The uncertainty of the concept in the legislation is noted. The questions of genesis of concept of «interest» in law; division of right into private and public; division of interest into private and public interest. Considered views on the definition of interest in law. The exercise of public interest by organs of public administration by issuing administrative acts is specified. The meaning of public interest has been defined. The role of public interest in the activities of public administration bodies has been established. The importance of balancing individual and collective interests was emphasized. The types of public interest are defined, and the concept of public interest in administrative law is enshrined in domestic legislation. The ambiguity of the legal acts defining the types of public interest that are laid down in the legislation is indicated. Special features of public interest have been formed. It is further stated that the public interest is the content of the legal relationship between citizens and the public administration. The importance of State guarantees for the possibility of realizing a public interest has been established. With the help of the powers of the local State administrations, signs of public interest were examined. It has been established that it is possible for public authorities to define the concept of public interest. The use of types of public interest in legal proceedings, the safeguarding and realization of public interest by administrative law and the importance of a legislative definition of public interest have been proved. The opinion defines the concept of public interest in administrative law as a set of private interests in administrative legal relations which (aggregate) It is provided by appropriate legal means and is implemented through executive administrative acts. In addition, the report indicates the main features of public interest.

Abstract Since January 2015, China’s Environmental Protection Law has allowed Chinese Non- Government Organisations to initiate public interest litigation in relation to activities that harm the environment. This article assesses the implementation of this reform. Based on a variety of primary and secondary sources, it documents almost every case filed in the first two-and-a-half years of the implementation of public interest environmental litigation in China. It demonstrates a rapid development of this new field of litigation which, so far, has almost systematically led to Court decisions favourable to the plaintiffs. Yet, we also recognize some limitations and room for improvement, in particular regarding barriers to access to courts and questions of enforcement of judgments. Therefore, while public interest environmental litigation is a promising opportunity for the protection of the environment in China, some possible refinements of the relevant statutory framework can be identified.

Along with the adoption of environmental public interest litigation (EPIL) in China, the configuration among civil society, administrative, procuratorial and judicial powers is reshaped and transformed. With various actors brought to the public interest ground, the conventional role of governments as a public interest defender through law enforcement activities is distorted. This, on the one hand, spurs and supplements insufficient government enforcement of environmental law, and on the other hand poses the danger of supplanting government enforcement, crowding out statutory responsibilities for governments and eroding their discretion in selecting regulatory tools and administrative procedures. To reach a balance making no power excessively intruding the other and bring PIL’s potential into full play, realignment of their respective roles and functions in the enforcement system is imperative. Government enforcement should be strengthened and given priority in vindicating environmental public interests. Pre-conditions for filing different types of EPIL claims should be established and specified. To develop an internally coordinated EPIL system, the future reforms should be legally underpinned with the order of standing coordinated, concurrent claims screened, connection arrangements established and the usage of incidental litigation promoted.

The study is devoted to the relevance of legitimate interest, which is due to the radical economic, political, legal and cultural transformations taking place in the country, carried out by the judicial reform. The word “interest” comes from the Latin “interest”, which means “to be important”. Interest in objective right performs many functions: it acts as a conscious need (motive) of a person's volitional behavior, due to a legal fact, a prerequisite for filing a claim, the basis for entering into the process, the criterion for determining the procedural position, the basis for challenge, etc. It should be noted, however, that there is still no holistic concept of interest and its role in legal science. If we consider the interest from these positions, it can be noted that most often the goals of individuals do not coincide with the interests of society. Especially when we take into account the fact that almost the full expression of the interests of society is the government with its apparatus, implementing its tasks. However this is more of a subjective or situational factor, and its impact can be tried to be minimized, still it has a value. If we consider the interests expressed in law from such positions, we can note the presence of both public presumably objective interest, and at the same time private subjective-objective.

Summary The aim of this article is to analyse the mutual relationship between arbitrability and public interest. The definition of arbitrability has remained in the domain of national law; there is no internationally unified definition, although a common trend towards the extension of its scope may be observed. There is no doubt about arbitrability in disputes concerning only the individual interests of the parties. However, if the dispute shows elements of public interest, it does not automatically imply that it is not arbitrable. A sign of equation thus cannot be put between public interest and inarbitrability. Disputes arising from economic activities involving public interest can be resolved before the arbitral tribunals. This for instance includes private-law enforcement of competition rules (including EU ones), disputes affected by illegal (criminal) actions, disputes concerning intellectual property rights (in certain countries also with erga omnes effects) or disputes related to insolvency proceedings.

Depuis le début des années 2000, la Commission européenne suivie par la Cour de Justice de l'Union européenne (CJUE), ont déterminé les exigences du droit de l'Union dans de nombreux domaines concernant l'organisation et le fonctionnement de l'action administrative en matière de services publics. L'interprétation des règles dictées par le Traité sur le fonctionnement de l'Union européenne, fixe les modalités de la gestion publique, qu'il s'agisse de la création des services d'utilité publique ; de leurs formes de gestion quelles soient structurelles ou conventionnelles ; des droits particuliers accompagnant leur bon fonctionnement ; ou encore de l'encadrement des aides publiques nécessaires à leur financement. Ces progressions qui devraient être normalisées par l'adoption d'une future directive, ont largement influencé la manière de concevoir, en France, la gestion des services publics autant que la participation publique dans l'économie. La recherche de l'optimisation du fonctionnement des services et de l'efficacité économique de l'opération, motive désormais le recours au procédé de la gestion déléguée. Source d'inspiration, le droit de l'Union et particulièrement le travail de la CJUE, contribuent à la réflexion sur l'enrichissement des mécanismes de gestion des services publics, qui disposent en outre, d'un cadre privilégié à l'échelon local. Pour autant, cette influence est réciproque. Renouvelée au travers du concept de « partenariat public- privé », la concession est envisagée comme un outil clef pour la relance économique de l'Europe, et demeure une référence en matière de montages contractuels complexes
Since the beginning of 2000, The European Commission and the European Court of Justice of the European Union (CJEU), have determined the requirements of European Union Law in various areas relating to the organization and the functioning of the administrative action on public services matters. The interpretation of rules dictated by the Treaty on the functioning of the European Union is setting out the terms of the public management whether the creation of public utility, their forms of management , structural or contractual, special rights accompanying their proper functioning, or even the framework of public aid to finance it. These progressions which should be normalized by the adoption of a future directive have greatly influenced the way to perceive in France, the management of public services as much as the participation in the economy. The search for optimizing the functioning of the services and the economic efficiency of the operation is urging from now on to use the delegated management process. The European Union Law, source of inspiration, and more particularly the work of the CJEU, are contributing to a reflection on the enrichment of the mechanisms of the management of public services, which have furthermore a privileged frame locally. However, this influence is reciprocal. Renewed through the concept of “public-private partnership”, the concession is envisaged as a key tool for the recovery of the European Economy, and remains a reference on complex contractual arrangements

This study aims to analyse the organizational and legal model adopted by Investe São Paulo – Agência Paulista de Promoção de Investimentos e Competitividade (ISP), a nonprofit organization, established as a social service, created by law to implement the development public policy, formulated by the São Paulo State Goverment, to enhence investment atraction and investment promotion. This study also intend to suggest actions to minimize the tension experiencied in the relation between ISP and some specific departments of the São Paulo State Goverment, however these actions must preserve the degree of management autonomy and operational flexibility enjoined nowadays by ISP.
O presente estudo tem por objetivo a análise do modelo jurídico e organizacional da Investe São Paulo – Agência Paulista de Promoção de Investimentos e Competitividade (ISP), um serviço social autônomo, pessoa jurídica de direito privado, sem finalidade lucrativa, criada por lei, visando implantar a política de desenvolvimento formulada pelo Governo do Estado de São Paulo para incrementar a competitividade e alavancar a atração e a promoção de investimentos no Estado de São Paulo. Além disso, o trabalho visa sugerir recomendações destinadas a minimizar a tensão encontrada na relação da ISP com alguns setores do governo e órgãos de controle, porém sempre buscando manter o grau de autonomia de gestão e de flexibilidade operacional atualmente desfrutado pela ISP.

Die in drei Teile gegliederte Arbeit befasst sich in ihrem ersten Teil mit den allgemeinen Grundlagen und der Entwicklung kommunaler Elektrizitätsversorgungsunternehmen. Im zweiten Teil geht es um die gesetzlichen Zielvorgaben in der Elektrizitätswirtschaft und die kommunale Verantwortung für ihr Erreichen. Der dritte Teil schließlich befasst sich mit den Voraussetzungen kooperativer Staatstätigkeit und dem Potenzial der Anwendung von Kooperationsmodellen im Bereich der örtlichen Elektrizitätsversorgung
The dissertation ist focused on the responsibility of municipalities to supply local populations with electricity: Where can it be derived from, what consequences for municipalities arise from it and what role does the cooperation with private sector have in this context? The thesis is divided into three parts; the first part deals with the basic principles and the development of municipal electric utilities. The second part focuses on both statutory normative targets in the electricity supply industry and the municipality's responsibility to achieve them. Finally, the third part discusses the preconditions of cooperative government activity and the potential of cooperation models for application to local power supply

The Tsai Ing-wen Government hopes that the " The Five-plus-Two Innovative Industries " project will transform Taiwan''s industry, and the establishment of a talent pool is the key to promoting traditional industries’ transformation and development. It is necessary to supplement the current regulations that are considered to hinder industrial transformation. Therefore, on June 4, 2017, the "Fundamental Science and Technology Act" was amended, and on January 5, 2018, the " Government Scientific and Technological Research and Development Results Ownership and Utilization Regulation " was amended, and on March 27, 2018, " Regulations on Researchers’ Concurrent Job and Pricing Technology Contribution "was amended, which push the academic Faculty flow to industries. Although the Faculty of public higher education, are responsible for administrative duties, shall exclude the application of the "Civil Servant Work Act" to stipulate that business may not be operated. However, the tangible assets and intangible assets of public higher education institutions are difficult to get rid of the nature of public finances. The process and results of the use and commercialization of public finances have the disadvantages of conflicts of interest and private use of public utilities, and are subject to public supervision. Under the relaxation of the regulations, the potential risks of "conflict of interest" and "conflict of commitment" are more prominent. Therefore, it is necessary to control the density of these conflicts to maintain the reputation of researchers and public trust. This paper is a study of regulations of public higher education teachers and researchers who engage in part-time jobs or outside professional activities. And introduce the managing mode of United States University of California. We can review and recommend them to revise ours.

Whilst the mining industry has stimulated the economic growth of South Africa, its activities have also impacted on the social and environmental well-being of the communities and ecosystems in which it operates. Environmental degradation often severely affects the livelihoods of people in rural areas, who are often impoverished. Hondeklip Bay, a small fishing community in the Northern Cape, has been affected by the mining activities of the adjacent Hondeklip Bay Mine. The purpose of this paper is to identify whether impoverished residents affected by the detrimental effects of mining activity have rights to enforce the protection of their environment. These environmental rights pertain to an environment that is safe and not harmful to one's health and well-being. Environmental obligations of the mines as illustrated in terms of applicable legislation, and legal recourse available to the residents affected by the infringement of their environmental rights are furthermore explored.

This book contains the proceedings of the seminar held in Florence on 6 May 2011 within the framework of a research project of national scope funded by the Ministry of Education (MUIR). The principal inspiring aim is the quest for synergy between criminal law and administrative law in the activities aimed at fighting corruption. The 'final' interests damaged by corruption are fundamental (public safety, national economy), such as to demand the stigmatisation and efficacy inherent to the penal instrument. However, no less important is the prevention aspect recommended by the European and international institutions, which can be achieved through a real and effective reinforcement of administrative instruments, such as the prevention of conflicts of interest or the strengthening of the disciplinary system.

Recently, public policies of urban regeneration have intensified and multiplied. They are being promoted with the aim to start social and economic dynamics within the local context which is subject to intervention. From the empirical analysis, we realise that such activities are mainly implemented by three subjects or by mixed coalitions (public institutions, actors of the third sector and companies). Within them, each player is moved by a multiplicity of interests and goals that go beyond their own nature – public interest, market and mutualism – and tend to redefine themselves, thus becoming hybrid forms of production of value (social, economic, cultural). By studying a number Italian and Catalan cases, this essay deals with the theory that, under specific conditions and configurations, a collaborative direction – of organization, production and design – would give life to successful procedures, even without the identification of a one-best-way. The collaboration is not simply a choice of operation, but a real production method which mobilises social resources to create hybrid solutions – between state, market and society – to complex issues that could not be faced solely with the use of the rationale of action of one among the three actors. In this framework, the systems of relations and interactions between players and shared capital become an essential condition for the success of every initiative of urban redevelopment, or failure thereof. Such initiatives are brought to life by the strategic role of individuals who foster connections as well as the dissemination of non-redundant information between social networks, and collective and individual actors which would otherwise be separated and barely able to communicate and collaborate with each other. In addition to the functions carried out by knowledge brokers, that have been extensively described in organisational studies and economic sociology, the aforementioned figures act as real social enzymes, that is to say, they handle the available information and function as catalysts of social processes of production of knowledge. Moreover, they increase the reaction speed, working on mechanisms which control the spontaneity.

This paper has been developed in the frame of the research project “V:ALERE 2019” focused on Italian public-owned Academic Medical Centers. The main aim of the project is to provide evidence, advice, and remarks to help the agents of the public health system to address the many challenges that they face. In recent years, there is an increasing recognition of the potential value of research evidence as one of the many factors considered by policymakers and practitioners. Even more, in the case of medical science, the analysis of research and its impact is indispensable, in light of its implications for public health. The starting point for mapping a research area is to review the related scientific literature because by synthesizing past research findings, it is possible to effectively use the existing knowledge base and advance lines of future researches. In this sense, bibliometrics becomes useful, by providing a structured analysis to a large body of information, to infer trends over time, themes researched, and to show the “big picture” of extant research. In particular, in this work, we focus our attention on the scientific production of the last 20 years of the Scientific Institutes for Research, Hospitalization, and Healthcare (IRCCS “Istituto di Ricovero e Cura a Carattere Scientifico”) specialized in the oncology research. IRCCS are biomedical institutions of relevant national interest that drive clinical assistance in strong relation to research activities. They are committed to being a benchmark for the whole public health system for both the quality of patient care and the innovation skills in the field of the organization. All the analyses were carried out by using the Bibliometrix, an open-source tool for quantitative research in scientometrics and bibliometrics that includes all the main bibliometric methods of analysis.

AbstractSince 1978 and the initial French data protection law (Loi n°78-17 du 6 Janvier 1978), consecutive modifications regarding the protection of personal health data, especially in 2004, 2016 and 2018, set up a strict legal regime for processing sensitive personal data, including for research purposes. In recent years, French law has evolved proactively and in parallel with the work of the European Union (EU) on the preparation of what became the General Data Protection Regulation (GDPR), which has been in force since May 2018. This Chapter performs a state-of-art analysis (as of 1 July 2019) of the French legal framework for research biobanks and data protection rules applying to biobanking, in particular those related to data subjects’ rights and Article 89 of the GDPR. Firstly, it provides updated information about the national landscape of active research biobanks in France (Sect. 1). Secondly, it explores how the French law embodies the developments brought by the GDPR and how it envisages individuals’ rights in the context of research biobanking (Sects. 2 and 3). Thirdly, this Chapter analyses existing and potential national exemptions to individuals’ rights, including with regard to Article 89 GDPR, and how France conceives of processing activities of ‘public interest’ (Sect. 4). Finally, the authors address ongoing debates around bioethics law in France and argue for the creation of a specific Act focused on biobanking as a means of integrating, clarifying and developing not only data protection rules but also other activities related to samples, human or not, in a unique, operational and compact act (Sect. 5).

Playful representations of history are quite widespread in various types of modern toys and games. The author of this essay focused specifically on commercially available construction sets inspired by Greek antiquity. In order to acquire an understanding of user behaviour vis à vis such playthings, she employed as sources consumer reactions published on on line marketplaces. User generated feedback that is available on the Internet clearly offers an extremely rich and relatively untapped resource for researchers of user experiences. The on line exploration was complemented by a self study of using one of these sets to construct a mini Parthenon; it was a pleasurable and rewarding activity The combined consideration of consumer comments and self study suggest that the experience of making miniature replicas of ancient buildings is mostly positive for a wide range of users, as it successfully combines entertainment with learning. At the same time, such play activities offer sufficient scope for improvisation and creativity.

Chapter 11 discusses the EU legacy of taxing public bodies, illustrated by the African experience. The EU’s out-of-scope approach is bedevilled by distortions arising from the self-supply bias, the investment disincentive, and, somewhat more remotely, unfair competition vis-à-vis the private sector. Outside Africa, countries with VAT have addressed these issues differently. Various EU countries and Canada, for example, have designed input tax refund mechanisms to eliminate the self-supply bias and the investment disincentive. Still other countries, such as New Zealand, tax governments and activities in the public interest in full and have thus come to terms with the unfair competition issue, too. A concluding section summarizes the characteristics and effects of the various approaches and attempts to formulate a recommendation for African countries.

This chapter presents a detailed empirical assessment of cross-country variation in the regulation of interest groups and public benefit organizations in the operation stage—covering the regulation of these organizations’ constitutive functions as well as of resource access—across nineteen long-lived democracies. Regarding regulation of organizations’ constitutive functions, it covers areas such as lobby regulation, third-party regulation, and other legal restrictions on groups’ political activities. In terms of resource regulation, it covers aspects such as tax benefits for donors and organizations themselves as well as the regulation of fundraising. The chapter concludes with an assessment of the monitoring and supervision structures in charge of implementing group regulation. The analysis shows how interest groups and public benefit organizations have to operate within a complex web of legal regulation, which fundamentally affects their ability to engage in political activities and access state resources.

Public interest entities are socially and economically important elements of the economy. Since 2017 some of them have been obliged to prepare non-financial statements, which should contain among others a description of the policies pursued by the entity with regard to environmental issues. In this chapter, the authors analyzed the scope of environmental matters disclosed with non-financial statement and positively verified the hypothesis according to which the environmental issues in reporting of public interest entities increase the usefulness of the financial statement for stakeholders. Public interest entities fulfil their duties, but the scope and specificity of data contained in the statement on non-financial information differed between entities. Imposing requirement to annually present activities undertaken in environmental matters can make entities more sensitive to these issues and raise efficiently of implementation of the environmental policy. The research methods used in the study are a critical analysis of the literature, description, analysis, and synthesis methods.

Leaks of highly classified information, popular views of government national security efforts, and changes in the media environment in recent years have resulted in a significant decay in the relationship between the government and the media and public trust in both institutions. To correct this harmful trend, a significant recalibration of the government-media relationship and the establishment of a new compact between them would best serve the public interest. The government should be more transparent about its national security efforts and more self-critical in classification decisions and should explain national security activities it undertakes, defending and justifying classified programs in detail whenever possible. The press must likewise be willing to afford the government fair treatment, including noting government efforts to protect national security, and to appropriately balance civil rights and privacy. It is important that these institutions work together to establish new mores on classification, government transparency, and a more responsible approach to classified disclosures.

This chapter summarizes the evidence from previous chapters, leading to three basic conclusions. First, gambling has both malign and benign redistributing effects. The benign effects are those that help fund necessary social activities; the malign effects are those that make the poor even poorer and the unhappy even unhappier. Second, gambling is concentrated in a very small group of heavy users, most of whom can ill afford to fund the benign effects. Third, gambling problems reinforce other vulnerabilities. These three conclusions make gambling policy an issue of distributive justice. Evidence shows that prevention of gambling problems, treatment, and harm reduction measures can be successful, if consideration is given to the complexity of the problems themselves. Government revenue and funding toward good causes from gambling create dependencies that may influence policymaking. Gambling regulation should be separated from both of those interests.

Public archaeology is a flexible notion with several meanings: public engagement in protecting archaeological heritage, public interest in the results of research, and archaeology as a public service offered by qualified staff. Such a broad range of purposes and approaches involves various professionals and includes new disciplines supporting archaeology and advertising its achievements. Archaeology in Italy has always been public, since 1909 laws establish that underground and underwater finds are State property. The Italian Constitution also includes protection of landscape and cultural heritage among its fundamental principles. Nevertheless, public property of archaeological heritage seems no longer sufficient to make the communities feel as legitimate owner and involve them in archaeological enhancement projects. The increase of protection and promotion activities, the rise of mass tourism, and the evolution of communication strategies are forcing archaeology to face new challenges. In order to be roundly public, archaeology should not lose of sight its present-day public.

This high-profile project has brought a critical eye on other environmental management activities, especially in the neighboring Nevada Test Site. Although radioactive waste management activities have been ongoing at the Nevada Test Site for over 40 years, there is renewed scrutiny on these activities and there is a growing community interest in pursuing alternative waste management strategies. This paper reviews the active role that the University of Nevada, Las Vegas has played in promoting public awareness, understanding, and participation.

Discovering regions that have sports interest in a set of images acquired from a scene at different times and possibly from different viewpoints and cameras is a crucial step for many applications. Physical activity can be effective at all stages of chronic disease, therefore, finding regions with the presence of physical activities might contribute to is important for the elaboration of public policies to minimize the presence of diseases such as obesity. This work addresses the problem of sport/non-sport image classification. We combine Convolutional Neural Network (CNN), traditional classifiers and geographical information to provide robust training and testing stages. As result, we achieved a high area under the curve (AUC) in a social network dataset. The experimental results show the feasibility of our proposed model. These results can be used and applied to develop public health policies based on statistics of sports interest.

Introduction. The study presents a preliminary model of teen engagement with data in the context of data literacy activities at the public library. The model contributes to knowledge in the area of human data interaction, specifically as relates to the affective domain, to data literacy, and to the special context of informal learning at the public library. Method. The study takes a critical data literacy stance and is framed by theory about interest and engagement drawn from the field of informal learning. Analysis. Data analysis was inductive and iterative, proceeding through multiple stages. Open coding of feedback forms and the observation notes from twenty-seven data literacy workshops for teens revealed facets of teen engagement with data in the public library. Results. Feedback forms completed by teen participants suggest high interest and engagement with data during the data literacy activities. Themes derived from analysis help to tell the story of youth engagement with data literacy at the public library, including: personal connections to data, embodied learning, interactions with data through facilitation techniques (analogy as one such example), opportunities for inquiry and discovery, social arrangements that encourage interaction, and adopting a playful attitude to learning. Conclusions. Future research in youth data literacy programmes at the public library should further explore the variables of engagement identified in this study.

According to the Law on Sports of the Republic of Serbia from 2016, sport is an activity of special importance for the Republic of Serbia. However, this does not mean that participants in the sports system have the right to have their sports activities and actions financed from public funds. The Republic of Serbia, the Autonomous Province and local government units finance the realization of the general interest and the satisfaction of the needs and interests of citizens in the field of sports exclusively by making contracts on specified program implementation with the program holders. The only exceptions are organizations founded by a certain public authority. In his paper, the author considers following issues: which programs can be the subject of a contract and whether their implementation provides services to a particular public authority; when a valid contract has been concluded and whether it must be concluded if the proposed program meets the legally prescribed conditions to be approved.

The present article refers to the construction of a web application named Doai, capable of managing and promoting donations for non-governmental organizations (NGOs) and charities in the Piemonte Norte do Itapicuru - Bahia. From interviews with institutions’ managers, it became evident the lack of basic resources to maintain the continuity of the performed activities, It was also found that in many cases donations do not reflect your real needs. This demonstrates the lack of information between donors and these institutions. The problems experienced in these organizations was motivate the development this proposal, which aims to promote existing institutions in the region, with the modernization of dissemination actions, with the simplification of the donation process and with the resources available to leverage the contributions. After construction, the tool was submitted to analysis, with the participation of 73 (seventy-three) people from the region. In this research it was possible to realize that few people are involved with philanthropic activities. On the other hand, a large part of the public are motivated to donate using the tool, showing out how it offers good usability. In addition, much of the public also shows interest in virtual payment methods. From a technical point of view, the tool has a good user acceptance and meets the proposed requirements.

Violations related to the disposal of real property at the local community level are attracting ever more attention; that is why we focused on the management of capital investments by municipalities and legal entities owned by municipalities. We reviewed the already performed audits of the Court of Audit to obtain answers on how municipalities manage local community companies and where violations of the law occur. The reviewed audit reports on the regularity of municipal operations show that some municipalities have established companies intending to circumvent public finance regulations and thus causing significant public finance risks. Some of these companies are even expanding their operations to activities for which there is no reasonable basis in the regulations and which are not in line with the purpose of their establishment. It would be useful for municipalities to prepare and adopt capital investment management strategies and, based on these, decide which capital investments are of interest to the municipality.

The public relations sector, which is an applied communication discipline managing the communication processes between the organization and target audience, has been affected by this process. Thus, how the pandemic period has affected the business manners of agencies and how the public relations profession has been actualized in agencies have been an object of interest. The fact that most people have started making grocery shopping online due to Covid- 19 has increased the share of e-trade in the sector of Fast Moving Consumer Goods (FMCG), which are also known as packaged consumption products. Public relations agencies serving in this sector have accelerated their communication activities especially during the pandemic. A semi-structured interview technique was applied to the representatives of seven public relations agencies serving in the fast moving consumer goods sector within the framework of the questions formed in line with the factors affecting the corporate culture according to Mondy (communication, motivation, leadership, management process, organizational structure and management style) in this study. The study found that hybrid working order (telecommuting/office working) was adopted by agency employees, the concept of office hours disappeared in agencies, the service process became 24/7 by the agency, digital communication tools accelerated the communication processes, and the business capacity of agencies increased. It is observed in line with these factors that pandemic period has caused both positive and negative permanent behavioral changes in the organizational culture of agencies.

Abstract:
Participating in the exemplar landscapes of the Developing and Promoting Market-Based Agroforestry and Forest Rehabilitation Options for Northwest Vietnam project has had positive impacts on ethnic women, such as increasing their networks and decision-making and public speaking skills. However, the rate of female farmers accessing and using project extension material or participating in project nurseries and applying agroforestry techniques was limited. This requires understanding of the real needs and interests grounded in the socio-cultural contexts of the ethnic groups living in the Northern Mountain Region in Viet Nam, who have unique social and cultural norms and values. The case studies show that agricultural activities are highly gendered: men and women play specific roles and have different, particular constraints and interests. Women are highly constrained by gender norms, access to resources, decision-making power and a prevailing positive-feedback loop of time poverty, especially in the Hmong community. A holistic, timesaving approach to addressing women’s daily activities could reduce the effects of time poverty and increase project participation. As women were highly willing to share project information, the project’s impacts would be more successful with increased participation by women through utilizing informal channels of communication and knowledge dissemination. Extension material designed for ethnic women should have less text and more visuals. Access to information is a critical constraint that perpetuates the norm that men are decision-makers, thereby, enhancing their perceived ownership, whereas women have limited access to information and so leave final decisions to men, especially in Hmong families. Older Hmong women have a Vietnamese (Kinh) language barrier, which further prevents them from accessing the project’s material. Further research into an adaptive framework that can be applied in a variety of contexts is recommended. This framework should prioritize time-saving activities for women and include material highlighting key considerations to maintain accountability among the project’s support staff.

Abstract:
This study explores how intersecting identities based on disability, ethnicity and religion impact the wellbeing of deaf Uzbek Jehovah’s Witnesses in post-Soviet Uzbekistan. By analysing the collected ethnographic data and semi-structured interviews with deaf people, Islamic religious figures, and state officials in the capital city Tashkent, it provides the case of how a reaction of a majority religious group to the freedom of religious belief contributes to the marginalisation and exclusion of religious deaf minorities who were converted from Islam to the Jehovah’s Witnesses. The paper argues that the insensitivity of the dominant Muslim communities to the freedom of religious belief of deaf Uzbek Christian converts excluded them from their project activities and allocation of resources provided by the newly established Islamic Endowment Public charity foundation ‘Vaqf’. Deaf people in Uzbekistan are often stigmatised and discriminated against based on their disability identity, and religious inequality may further exacerbate existing challenges, lead to unintended exclusionary tendencies within the local deaf communities, and ultimately inhibit the formation of collective deaf identity and agency to advocate for their legitimate rights and interests.

Abstract:
This report supports an evidence-based approach to the prevention and education objective of the National Strategy to Reduce Harm from Gambling. Applying a public health policy lens, it considers three levels of measures: universal (for the benefit of the whole population), selective (for the benefit of at-risk groups), and indicated (for the benefit of at-risk individuals). Six measures are reviewed by drawing upon a range of evidence in the academic and grey literature. The universal level measures are “Regulatory restriction on how gambling is provided” and “Population-based safer gambling/responsible gambling efforts.” Selective measures focus on age cohorts in a chapter entitled, “Targeted safer gambling campaigns for children, youth, and older adults.” The indicated measures are “Brief internet delivered interventions for gambling,” “Systems and tools that produced actual (‘hard’) barriers and limit access to funds,” and “Self-exclusion.” Since the quantity and quality of the evidence base varied by measure, appropriate review methods were selected to assess publications using a systematic, scoping, or narrative approach. Some measures offered consistent findings regarding the effectiveness of interventions and initiatives, while others were less clear. Unintended consequences were noted since it is important to be aware of unanticipated, negative consequences resulting from prevention and education activities. After reviewing the evidence, authors identified knowledge gaps that require further research, and provided guidance for how the findings could be used to enhance the prevention and education objective. The research evidence is supplemented by consultations with third sector charity representatives who design and implement gambling harm prevention and education programmes. Their insights and experiences enhance, support, or challenge the academic evidence base, and are shared in a separate chapter. Overall, research evidence is limited for many of the measures. Quality assessments suggest that improvements are needed to support policy decisions more fully. Still, opportunities exist to advance evidence-based policy for an effective gambling harm prevention and education plan.
