The scientific and practical guide is devoted to the formation of a comprehensive and systematic approach to improving the activities of the court and preliminary investigation bodies in cases of crimes committed in the field of business and other economic activities (including taking into account the experience of law enforcement practice in criminal prosecution of entrepreneurs in a number of foreign countries). The problem of establishing a balance between the duties of judicial and investigative bodies within their competence to take measures to ensure economic security and to respect the rights and legitimate interests of entrepreneurs involved in criminal proceedings is considered. The author defines the main directions and forms of modern criminal policy in this area; gives a General description of the criminal legal situation in terms of ensuring economic security; identifies additional guarantees of the rights and legitimate interests of entrepreneurs provided in the implementation of law enforcement activities. Particular importance is attached to the study of substantive and criminal procedural mechanisms used in criminal proceedings on economic crimes. This book contains the proceedings of the seminar held in Florence on 6 May 2011 within the framework of a research project of national scope funded by the Ministry of Education (MUIR). The principal inspiring aim is the quest for synergy between criminal law and administrative law in the activities aimed at fighting corruption. The 'final' interests damaged by corruption are fundamental (public safety, national economy), such as to demand the stigmatisation and efficacy inherent to the penal instrument. However, no less important is the prevention aspect recommended by the European and international institutions, which can be achieved through a real and effective reinforcement of administrative instruments, such as the prevention of conflicts of interest or the strengthening of the disciplinary system.

Recently, public policies of urban regeneration have intensified and multiplied. They are being promoted with the aim to start social and economic dynamics within the local context which is subject to intervention. From the empirical analysis, we realise that such activities are mainly implemented by three subjects or by mixed coalitions (public institutions, actors of the third sector and companies). Within them, each player is moved by a multiplicity of interests and goals that go beyond their own nature – public interest, market and mutualism – and tend to redefine themselves, thus becoming hybrid forms of production of value (social, economic, cultural). By studying a number Italian and Catalan cases, this essay deals with the theory that, under specific conditions and configurations, a collaborative direction – of organization, production and design – would give life to successful procedures, even without the identification of a one-best-way. The collaboration is not simply a choice of operation, but a real production method which mobilises social resources to create hybrid solutions – between state, market and society – to complex issues that could not be faced solely with the use of the rationale of action of one among the three actors. In this framework, the systems of relations and interactions between players and shared capital become an essential condition for the success of every initiative of urban redevelopment, or failure thereof. Such initiatives are brought to life by the strategic role of individuals who foster connections as well as the dissemination of non-redundant information between social networks, and collective and individual actors which would otherwise be separated and barely able to communicate and collaborate with each other. In addition to the functions carried out by knowledge brokers, that have been extensively described in organisational studies and economic sociology, the aforementioned figures act as real social enzymes, that is to say, they handle the available information and function as catalysts of social processes of production of knowledge. Moreover, they increase the reaction speed, working on mechanisms which control the spontaneity.

The monograph of the Russian American historian is devoted to a number of conceptual problems of US foreign policy in the period of early globalization (late XIX-early XX century). The significance of the socio-economic factor is reinterpreted from the standpoint of modern theory and methodology; the role of the ideology used by the political elite to justify American expansion is traced. New interpretations of the causes and consequences of the Spanish-American war of 1898 are given: for the first time, the place of the "yellow" press in inciting anti-Spanish sentiment among ordinary Americans is shown in detail as one of the first manifestations of successful manipulation of public opinion; the level of combat capability of the American army, which achieved victory over a weaker enemy, but was unprepared to conduct an armed struggle for achieving geopolitical interests with leading European powers, is critically assessed. The archival material, first introduced into scientific circulation, traces the mediation activities of President Roosevelt As the first successful experience in the peaceful settlement of regional conflicts, and also shows the search by top officials for a new world order under the auspices of the United States, with an emphasis on the use of the principles of international arbitration. This chapter discusses the phenomenology and epidemiology of problematic Internet se (PIU). Interest in the addictive potential of Internet activities has grown in the past two decades. Problematic Internet use can be broadly defined as uncontrolled use of the Internet that leads to significant psychosocial and functional impairments. It is currently conceptualized as an impulse control disorder that may share features with substance dependence disorders. Reliable studies have estimated the prevalence in the general population to be about 1%, but higher proportions of individuals might be at risk. Comorbidities with other psychiatric disorders are common. Concerns exist regarding the appropriateness and implications of formally recognizing PIU as a distinct disorder in current diagnostic systems. Given the ever-growing exposure to the Internet, especially in younger generations, PIU might become an emerging public health problem. Further studies are greatly needed, especially those using valid measures and longitudinal designs. Neuroimaging and genetic studies should also be explored.

The realities of childhood in the Roman world have been difficult to access archaeologically, in part because Roman children lacked a distinctive material culture. The remains of Pompeii and Herculaneum have yielded a somewhat unique type of evidence for children’s lives: graffiti. The chapter will explore how the location and subject matter of the graffiti reveal the realities of children’s lives, including the activities they participated in, the things that interested them, and their relationships with caretakers and peers. The chapter will also look at public areas where children’s graffiti turn up, focusing in particular on Pompeii’s Grand Palaestra, an enclosed space associated with the city’s youth organization. Finally, trends in the subject matter of the children’s graffiti attest to some of the things children frequently encountered and that help particular interest for them.

This book challenges the idea that democratic processes are functionally short-sighted. Many observers assume that long-term issues will be ignored or discounted in democratic systems because of the myopic preferences of voters, the political dynamics of short electoral cycles, the exclusion (or absence) of future others in decision-making processes, and the reality that democratic processes are often captured by powerful actors with dominant short-term interests. The evidence is clear: we have poorly managed many long-term issues, including climate change, nuclear waste disposal, plastics pollution, natural disaster preparedness, infrastructure maintenance, and budget deficits. This idea—which Michael K. MacKenzie calls the “democratic myopia thesis”—is a sort of conventional wisdom: It is one of those things that scholars and pundits take for granted as a truth about democracy without subjecting it to adequate critical scrutiny. This book challenges this conventional wisdom and articulates a deliberative, democratic theory of future-regarding collective action. It is argued that each part of the democratic myopia problem can be addressed through democratic—rather than authoritarian—means. At a more fundamental level, the book argues that if democratic practices are world-making activities that empower us to make our shared worlds together, they should also be understood as future-making activities. Despite the short-term dynamics associated with electoral democracy, MacKenzie argues that inclusive and deliberative democratic processes are the only means we have for making our shared futures together in collectively intentional, mutually accommodating ways.

This is an advance summary of a forthcoming article in the Oxford Encyclopedia of Planetary Science. Please check back later for the full article.The Austrian Outer Space Act, which entered into force in December 2011; and the Austrian Outer Space Regulation, which has been in force since February 2015, form the legal framework for Austrian national space activities. The elaboration of national space legislation became necessary to ensure compliance with Austria’s obligations as State Party to the five United Nations Space Treaties when the first two Austrian satellites were launched in 2012 and Austria became a launching state on its own. The legislation comprehensively regulates legal aspects related to space activities, such as authorization, supervision, and termination of space activities; registration and transfer of space objects; recourse of the government against the operator; as well as implementation of the law and sanctions for its infringement. One of the main purposes of the law is to ensure the authorization of national space activities. The Outer Space Act sets forth the main conditions for authorization, which inter alia refer to the expertise of the operator; requirements for orbital positions and frequency assignments; space debris mitigation, insurance requirements, and the safeguard of public order; public health; national security as well as Austrian foreign policy interests; and international law obligations. The Austrian Outer Space Regulation complements these provisions by specifying the documents the operator must submit as evidence of the fulfillment of the authorization conditions, which include the results of safety tests, emergency plans, and information on the collection and use of Earth observation data. Particular importance is attached to the mitigation of space debris. Operators are required to take measures in accordance with international space debris mitigation guidelines for the avoidance of operational debris, the prevention of on-orbit break-ups and collisions, and the removal of space objects from Earth orbit after the end of the mission. Another specificity of the Austrian space legislation is the possibility of an exemption from the insurance requirement or a reduction of the insurance sum, if the space activity is in the public interest. This allows support to space activities that serve science, research, and education. Moreover, the law also provides for the establishment of a national registry for objects launched into outer space by the competent Austrian Ministry. The first two Austrian satellites have been entered into this registry after their launch in 2012. The third Austrian satellite, launched in June 2017, will be the first satellite authorized under the Austrian space legislation.

Media management has become a continuing and significant part of the prime ministers’ activities; it is a daily, indeed an hourly, pressure. Speeches have to be planned. The pressure has changed the tone and priorities of governing. It has dangers as well as benefits. Media demands have become more immediate, more continuous, and more intrusive. Prime ministers must respond. The same technical changes allow prime ministers to interact with their voters in a way that bypasses journalists and other intermediaries. They are writ large in campaigns. They are never out of mind or out of sight. Re-election is always a consideration for tactics and strategy. The public leader, the ‘rhetorical prime minister’, is shaped by the demands of the media and organized by the technological capacity.

This chapter details the Council’s activities throughout 1944. It studies how individual advertisers were coached to stay on course, sacrificing money, resources, and some of their creative independence to streamline the government’s campaigns and make the Council a success. Most of the government’s requests were for help with noncontroversial campaigns, which meant there was little chance that participating advertisers might arouse public resentment. But this was not always easy, especially when commercial concerns clashed with patriotic goals—a fact driven home by a highly controversial anti-venereal disease campaign. With this campaign, the Council found itself awkwardly in the middle of its obligations to the Office of War Information and the need to protect individual advertisers’ self-interest.

This chapter examines a little known, but vitally important, statutory antitrust exemption for the U.S. professional sports industry: the Sports Broadcasting Act of 1961 (SBA). Under the SBA, league-wide television agreements between one of the four major U.S. sports leagues and an over-the-air broadcast network are immune from challenge under federal antitrust law. As a result, the SBA has played a significant role in shaping the way in which sports are broadcast in the United States today. At the same time, because sports leagues value the protection afforded by the SBA, the threat of repealing the statute has also intermittently given Congress the leverage needed to challenge various league activities that were viewed as harmful to the public interest. Thus, the SBA continues to play an important role in helping to shape professional-sports-related public policy in the United States today.

This chapter empirically accounts for how house church leaders have complied with explicitly and implicitly transmitted rules set by local authorities containing them. They have kept a low profile by avoiding criticizing the government during sermons, refrained from attracting public attention to their activities, and in some cases, limited the size of their congregations. House church leaders have also opened up to local authorities and shared information about their activities when needed. Beyond such compliance, the authorities have sustained containment by sending house church leaders warnings when they anticipate they might be crossing red lines. Yet religious leaders have themselves accumulated information about local public security bureaus, which has facilitated the pursuit of their interests.

With the end of the First World War, Germany became a “postcolonial” power. The Treaty of Versailles in 1919 transformed Germany’s overseas colonies in Africa and the Pacific into League of Nations Mandates, administered by other powers. Yet a number of Germans rejected this “postcolonial” status, arguing instead that Germany was simply an interrupted colonial power and would soon reclaim these territories. With the Nazi seizure of power in 1933, irredentism seemed once again on the agenda, and these colonialist advocates actively and loudly promoted their colonial cause in the Third Reich. Examining the domestic activities of these colonialist lobbying organizations, Empire in the Heimat demonstrates the continued place of overseas colonialism in shaping German national identity after the end of formal empire. In the Third Reich, the Deutsche Kolonialgesellschaft and the Reichskolonialbund framed Germans as having a particular aptitude for colonialism and the overseas territories as a German Heimat. As such, they sought to give overseas colonialism renewed meaning for both the present and the future of Nazi Germany. They brought this message to the German public through countless publications, exhibitions, rallies, lectures, photographs, and posters. Their public activities were met with a mix of occasional support, ambivalence, or even outright opposition from some Nazi officials, who privileged the Nazi regime’s European territorial goals over colonialists’ overseas goals. Colonialists’ ability to navigate this obstruction and intervention reveals both the limitations and the spaces available in the public sphere under Nazism for such “special interest” discourses.

Chapter 5 discusses the premises of the emergence of the cartel party with the parties’ resilience to any significant modification in the face of the cultural, societal, and political changes of the 1970s–1980s. Parties kept and even increased their hold on institutions and society. They adopted an entropic strategy to counteract challenges coming from a changing external environment. A new gulf with public opinion opened up, since parties demonstrated greater ease with state-centred activities for interest-management through collusive practices in the para-governmental sector, rather than with new social and political options. The emergence of two sets of alternatives, the greens and the populist extreme right, did not produce, in the short run, any impact on intra-party life. The chapter argues that the roots of cartelization reside mainly in the necessitated interpenetration with the state, rather than on inter-party collusion. This move has caught parties in a legitimacy trap.

Important sites and preserves that the following chapters discuss include Valley Forge in Pennsylvania; Putnam Park and General Parson’s Preserve in Redding, Connecticut; Morristown National Historic Park in New Jersey; and Rochambeau’s marching trail through Connecticut. Topics pursued by contributors to the volume are the military discipline and training of soldiers; the routine activities of soldiers and officers; the special accommodations at George Washington’s headquarters at Valley Forge; the layouts and organizations of encampments; the participation of African descendants, Native peoples, and women in the war; and the historic technology used by soldiers to construct their winter quarters. The goals of this book are to demonstrate the usefulness of archaeology and ethno-history for scholarly research of the American Revolution, to provoke interest in the subject, and to convey the importance of protecting important cultural and historic resources. Over the past few years there has been an increased interest in the identification and treatment of substance use disorders, due at least in part to the widespread drug overdose epidemic. Clinicians and the lay public have gained a greater understanding of the need for treatment of substance use disorders and the consequences of avoiding treatment. In addition, there has been a growing understanding of substance use disorders as medical or mental health disorders, rather than as character flaws or merely illegal activities. This book builds on this nascent understanding and presents epidemiology, basic science, and treatment from the perspective of a clinician who wants to gain the knowledge and background needed to work with this patient population. The overall theme of the book is to discuss evidence-based rather than anecdotal or unproved treatments. Section I begins with the epidemiology, etiology, and neurobiology of substance use disorders, including preclinical data. Section II discusses pharmacotherapy for substance use disorders, focusing on medications approved by the US Food and Drug Administration (FDA). Section III focuses on other evidence-based treatments for substance use disorders, including behavioral therapies, and ends with potential future treatments.

It opens with the musical consequences of developments in Jewish religious practice: the spread of hasidism in the eighteenth century meant that popular melodies replaced traditional cantorial music, while the greater acculturation of Jews in the nineteenth century brought with it synagogue choirs. Jewish involvement in popular culture included performances for the wider public, Yiddish songs and the Yiddish theatre, and contributions of many different sorts in the interwar years. Chapters on the classical music scene cover Jewish musical institutions, organizations, and education; individual composers and musicians; and a consideration of music and Jewish national identity. One section is devoted to the Holocaust as reflected in Jewish music, and the final section deals with the afterlife of Jewish musical creativity in Poland, particularly the resurgence of interest in klezmer music. The chapters do not attempt to define what may well be undefinable—what “Jewish music” is. Rather, they provide an original and much-needed exploration of the activities and creativity of “musicians of the Jewish faith.“

This chapter describes the escalating public demand for action against corruption, including in China, Korea, India, South Africa, Nigeria, Brazil, France, Italy, Mexico, and the United States. Corruption hurts all parts of society but its most devastating effect is on the poor who are widely extorted by government officials to pay for public services that should be freely available such as admissions to clinics and schools, and access to water and electricity. Corrupt interests have taken over failed states in different parts of the world and utilize them as bases for illicit activities including drug trafficking, prostitution, and smuggling of counterfeit goods. Anticorruption programs started in the past quarter century have laid a solid basis for making progress. Perseverance and redoubled efforts are required. Failure to confront corruption would be totally irresponsible.

Detecting causal interactions among climatic, environmental, and human forces in complex biophysical systems is essential for understanding how these systems function and how public policies can be devised that protect the flow of essential services to biological diversity, agriculture, and other core economic activities. Convergent Cross Mapping (CCM) detects causal networks in real-world systems diagnosed with deterministic, low-dimension, and nonlinear dynamics. If CCM detects correspondence between phase spaces reconstructed from observed time series variables, then the variables are determined to causally interact in the same dynamic system. CCM can give false positives by misconstruing synchronized variables as causally interactive. Extended (delayed) CCM screens for false positives among synchronized variables.

In 1980–1, anti-police collective violence spread across England. This was the earliest confrontation between the state and members of the British public during Thatcher’s divisive government. This powerful and original book locates these disturbances within a longer struggle against racism and disadvantage faced by black Britons, which had seen a growth in more militant forms of resistance since World War II. In this first full-length historical study of 1980–1, three case studies – of Bristol, Brixton, and Manchester – emphasise the importance of local factors and the wider situation, concluding that these events should be viewed as ‘collective bargaining by riot’ – as a tool attempting increased political inclusion for marginalised black Britons. Focussing on the political activities of black Britons themselves, it explores the actions of community organisations in the aftermath of disorders to highlight dichotomous valuations of state mechanisms. A key focus is public inquiries, which were contrastingly viewed by black Britons as either a governmental diversionary tactic, or a method of legitimising their inclusion with the British constitutional system. Through study of a wide range of newly-available archives, interviews, understudied local sources, and records of grassroots black political organisations, this work expands understandings of protest movements and community activism in modern democracies while highlighting the often-problematic reliance upon ‘official’ sources when forming historical narratives. Of interest to researchers of race, ethnicity, and migration history, as well as modern British political and social history more generally, its interdisciplinary nature will also appeal to wider fields, including sociology, political sciences, and criminology.

This chapter surveys the existing approaches to studying IOs, and discusses our public policy approach. It describes IOs as institutions that are defined by formal and informal rules, by practices and sets of expectations that shape the way those involved in IOs’ activities work. Rather than accepting the traditional proposition that member states decide, the chapter argues that we need to go inside the organization to examine how all the actors perceive their roles, interpret their responsibilities, and interact with each other. It identifies three groups of actors—state representatives, heads of IOs, and secretariats—and discusses their strength, advantages, and levers in IO operations. It particularly highlights the impact of organizational structure, history, and culture on actors’ behaviour and examines their powers of persuasion in a comparative study across six IOs.
