Abstract:
Though early public relations leaders set up serving the public interest as an unquestionable role for public relations, contemporary public relations practice and scholarship have focused on organizations’ goals and activities giving little attention to the public interest. We put forth Public Interest Relations (PIR), which resituates the public interest as central to the work in and scholarship of public relations. PIR recognizes public relations practitioners have a civic duty to create spaces for dialogue; encourage and listen to diverse viewpoints; offer honest analysis and synthesis toward recommendations that advocate for the public interest; and act in the public interest, while also advancing organizational goals. Because organizations may engage in PIR in different ways, a three-category PIR continuum is offered. When PIR is practiced, we propose trust will grow, community will be built, and goodwill will be fostered.

Schools and communities are two inseparable environments.School is a place for learning, and society is a place where the output of learning can be implemented. The community is expected to support and participate in developing the educational process in schools. In this case, a strategy or management is needed to involve the community in educational activities in schools. The effort to make it real is to build good relations between school managers and the community so that they work together together and comprehensively. An educational institution should try to create a positive image in the heart of the community, so that the community is able to make a decision to register their sons and daughters and participate actively in the development of these educational institutions. To realize this positive image, in addition to developing quality it also requires productive community relations activities based on clear functions, roles, and visions.The purpose of this study is to assess and obtain a general description of the role of public relations and strategies at Islamic universities in imaging institutions and the image of the institution. This study uses a case study with a qualitative approach, while the theory is symbolic interaction and organizational information.This paper offers an alternative to implementing effective public relations roles and functions and how to apply public relations vision and mission in educational institutions.

Today the concept of “public interest” plays a significant role in public law. It would then be important to define the concept for better understanding and application in administrative law. The paper is devoted to the analysis of the definition of «public interest». The uncertainty of the concept in the legislation is noted. The questions of genesis of concept of «interest» in law; division of right into private and public; division of interest into private and public interest. Considered views on the definition of interest in law. The exercise of public interest by organs of public administration by issuing administrative acts is specified. The meaning of public interest has been defined. The role of public interest in the activities of public administration bodies has been established. The importance of balancing individual and collective interests was emphasized. The types of public interest are defined, and the concept of public interest in administrative law is enshrined in domestic legislation. The ambiguity of the legal acts defining the types of public interest that are laid down in the legislation is indicated. Special features of public interest have been formed. It is further stated that the public interest is the content of the legal relationship between citizens and the public administration. The importance of State guarantees for the possibility of realizing a public interest has been established. With the help of the powers of the local State administrations, signs of public interest were examined. It has been established that it is possible for public authorities to define the concept of public interest. The use of types of public interest in legal proceedings, the safeguarding and realization of public interest by administrative law and the importance of a legislative definition of public interest have been proved. The opinion defines the concept of public interest in administrative law as a set of private interests in administrative legal relations which (aggregate) It is provided by appropriate legal means and is implemented through executive administrative acts. In addition, the report indicates the main features of public interest.

Abstract Since January 2015, China’s Environmental Protection Law has allowed Chinese Non- Government Organisations to initiate public interest litigation in relation to activities that harm the environment. This article assesses the implementation of this reform. Based on a variety of primary and secondary sources, it documents almost every case filed in the first two-and-a-half years of the implementation of public interest environmental litigation in China. It demonstrates a rapid development of this new field of litigation which, so far, has almost systematically led to Court decisions favourable to the plaintiffs. Yet, we also recognize some limitations and room for improvement, in particular regarding barriers to access to courts and questions of enforcement of judgments. Therefore, while public interest environmental litigation is a promising opportunity for the protection of the environment in China, some possible refinements of the relevant statutory framework can be identified.

Along with the adoption of environmental public interest litigation (EPIL) in China, the configuration among civil society, administrative, procuratorial and judicial powers is reshaped and transformed. With various actors brought to the public interest ground, the conventional role of governments as a public interest defender through law enforcement activities is distorted. This, on the one hand, spurs and supplements insufficient government enforcement of environmental law, and on the other hand poses the danger of supplanting government enforcement, crowding out statutory responsibilities for governments and eroding their discretion in selecting regulatory tools and administrative procedures. To reach a balance making no power excessively intruding the other and bring PIL’s potential into full play, realignment of their respective roles and functions in the enforcement system is imperative. Government enforcement should be strengthened and given priority in vindicating environmental public interests. Pre-conditions for filing different types of EPIL claims should be established and specified. To develop an internally coordinated EPIL system, the future reforms should be legally underpinned with the order of standing coordinated, concurrent claims screened, connection arrangements established and the usage of incidental litigation promoted.

The study is devoted to the relevance of legitimate interest, which is due to the radical economic, political, legal and cultural transformations taking place in the country, carried out by the judicial reform. The word “interest” comes from the Latin “interest”, which means “to be important”. Interest in objective right performs many functions: it acts as a conscious need (motive) of a person's volitional behavior, due to a legal fact, a prerequisite for filing a claim, the basis for entering into the process, the criterion for determining the procedural position, the basis for challenge, etc. It should be noted, however, that there is still no holistic concept of interest and its role in legal science. If we consider the interest from these positions, it can be noted that most often the goals of individuals do not coincide with the interests of society. Especially when we take into account the fact that almost the full expression of the interests of society is the government with its apparatus, implementing its tasks. However this is more of a subjective or situational factor, and its impact can be tried to be minimized, still it has a value. If we consider the interests expressed in law from such positions, we can note the presence of both public presumably objective interest, and at the same time private subjective-objective.

Summary The aim of this article is to analyse the mutual relationship between arbitrability and public interest. The definition of arbitrability has remained in the domain of national law; there is no internationally unified definition, although a common trend towards the extension of its scope may be observed. There is no doubt about arbitrability in disputes concerning only the individual interests of the parties. However, if the dispute shows elements of public interest, it does not automatically imply that it is not arbitrable. A sign of equation thus cannot be put between public interest and inarbitrability. Disputes arising from economic activities involving public interest can be resolved before the arbitral tribunals. This for instance includes private-law enforcement of competition rules (including EU ones), disputes affected by illegal (criminal) actions, disputes concerning intellectual property rights (in certain countries also with erga omnes effects) or disputes related to insolvency proceedings.

Evaluating the potential health impacts of chemical, physical, and biological environmental factors represents a challenging task with profound medical, public health, and historical implications. The history of public health is replete with instances, ranging from tobacco to lead and asbestos, where the ability to obtain evidence on potential environmental hazards has been impaired and the publication of results delayed because of commercial interests. The burden of proof is heavy on those trying to change the status quo when that involves highly profitable industries. When evaluating potential hazards that are linked with industrial activities, it is often the case that only after proof of human or environmental harm becomes undeniable are steps finally taken to control or reduce future hazards. This approach has the net effect of delaying and postponing action, allowing dangerous practices to continue until health or environmental risks have become undebatable.

ABSTRACT The United Nations, federal governments and their agencies, non-governmental organizations (NGOs), shareholder activists, private sector standard setters, and academic researchers, as well as many others, are taking actions to improve corporations' accountability regarding the environmental and social impacts of their operations. These actions have helped propel a rapid increase in voluntary corporate sustainability reporting. Although the uptake in sustainability reporting has received a significant amount of support from relevant and respected organizations, academic and policy debates continue over whether voluntary corporate sustainability reports can monitor corporate activities effectively. While some researchers view these reports as signals of superior actions, others argue that they provide corporations with an opportunity to obfuscate their actual social and environmental performance through selective and incomplete disclosure strategies. The purpose of this commentary is to advocate for accounting researchers, regardless of their theoretical framework, research question, or method, to use a more inclusive definition of the public interest when performing corporate sustainability reporting research. We believe that a more inclusive public interest definition is required due to: (1) the broad impact of corporate social and environmental activities on global climate change and planetary sustainability; (2) a tendency for financial market accounting research to focus strictly on economic-based, potential corporate net benefits or costs derived from voluntary corporate sustainability reporting; and (3) the need to acknowledge the collective action problem inherent in developing policies dealing with corporate sustainable development activities and reporting. By using a more inclusive definition of the public interest in corporate sustainability reporting research, the accounting research community can contribute more positively to society's understanding of how well corporations are meeting and reporting on their significant public interest responsibilities related to the climate change consequences of their operations.

Cancer is a major cause of death in Australia and there is considerable interest in the role health education in hospital settings has in reducing this burden. Based on a survey of medical superintendents and other hospital staff, this article describes the cancer control activities routinely conducted in Australian public hospitals. The survey considered cigarette smoking, alcohol, diet and nutrition, exercise, and the early detection of skin cancer, cervical cancer, and breast cancer. Overall 112 medical superintendents (93%) participated and a further 163 hospital staff members provided additional details. Not unexpectedly, the survey confirmed the very low level of activity and identified a number of specific issues that need to be addressed in order to enhance cancer control activities in public hospitals. Given the relatively higher level of activity, and the prominence of cigarette smoking and alcohol consumption as health issues, one approach might be to initially concentrate on these areas when they are related to the patient's condition.

The concept of an ideal public space does not just focus on the interests of a particular group or community, but rather focus on the space of social activities that represent each audience or spectator in that society. Arts and cultural activities are part of it; although the concept of public space is still abstract to represent every social individual. However, the presence of public space has created a mediation space for all forms of communication. Mediation space is considered as a crucial feature, not only as a promotional sphere but also as a place to exchange and communicate all forms of ideology, art, and culture. Art activities such as Jogja Fashion Week Carnival and Cosplay clothing performance in public spaces provide opportunities for communities or individuals, to make this activity as a public performance and part of public art. Public art tends to be creative, free, and sometimes not accompanied by a theoretical perspective, as other arts are. Art activities in public spaces which are part of the social and cultural activities are essentially standing on the ideology that have been set up for a particular interest. The interest is disseminated using mass media and advertisment. Audience or public art connoisseur in public spaces should be more intelligent and critical to accept all kinds of art activities and performances. Therefore the performance will have a balanced communication.AbstrakKonsep ruang publik yang ideal tidak saja berbicara kepentingan golongan atau komunitas tertentu, tetapi lebih fokus pada wadah aktivitas sosial yang mewakili setiap pendatang atau penonton. Ruang mediasi ini dipandang penting, tidak saja dijadikan ranah promosi, lebih mendalam adalah untuk bertukar dan tempat komunikasi segala macam bentuk ideologi, kesenian, dan kebudayaan. Aktivitas seni semacam Jogja Fashion Week Carnival dan pagelaran pakaian cosplay pada ruang publik memberikan kesempatan bagi komunitas atau individu, untuk menjadikan aktivitas ini sebagai tontonan dan bagian seni publik. Seni publik ini tentu saja lebih cenderung lebih kreatif, bebas, dan terkadang tidak diiringi dengan perspektif teoretis, seperti yang dilakukan seni lainnya. Aktivitas seni pada ruang publik, merupakan bagian dari aktivitas sosial dan budaya, hakikatnya berdiri pada ideologi yang telah diatur untuk satu kepentingan, yang disebarluaskan menggunakan media massa dan iklan. Corporations play a major role in artificial intelligence (AI) research, development, and deployment, with profound consequences for society. This paper surveys opportunities to improve how corporations govern their AI activities so as to better advance the public interest. The paper focuses on the roles of and opportunities for a wide range of actors inside the corporation—managers, workers, and investors—and outside the corporation—corporate partners and competitors, industry consortia, nonprofit organizations, the public, the media, and governments. Whereas prior work on multistakeholder AI governance has proposed dedicated institutions to bring together diverse actors and stakeholders, this paper explores the opportunities they have even in the absence of dedicated multistakeholder institutions. The paper illustrates these opportunities with many cases, including the participation of Google in the U.S. Department of Defense Project Maven; the publication of potentially harmful AI research by OpenAI, with input from the Partnership on AI; and the sale of facial recognition technology to law enforcement by corporations including Amazon, IBM, and Microsoft. These and other cases demonstrate the wide range of mechanisms to advance AI corporate governance in the public interest, especially when diverse actors work together.

Abstract:
This paper presents a comprehensive system of 38 indicators, which allows identification of possible endogenous sources and evaluation of the potential of conflicts of interest arising both at the corporate (in models of ownership, business and financial activities, corporate governance and organizational structures) and operational (analyst) levels of credit rating agencies (CRAs). Testing of proposed system of indicators was carried out based on the content analysis of the public information on the activities of five authorized credit rating agencies of Ukraine. It is determined that at the beginning of 2017 the most sensitive to the risk of conflicts of interest were “Standard Rating” (74% of threat signals of the total number of indicators), “Expert Rating” (57%) and “Rurik” (37%). The highest potential of conflicts’ of interest escalation was identified in the models of financial activities (80% of threat signals of the total number of indicators of that group) and models of ownership of Ukrainian CRAs (63%). The estimations of the risk level are proposed to be regarded mainly as signals of the potentially high sensitivity of the particular CRA to the risk of conflicts’ of interest escalation. Such signals, in particular, can be used by the regulators for carrying out remote monitoring activities of CRAs, for adopting supervisory and regulatory decisions. In turn, managers and owners of rating agencies can conduct a more detailed analysis of the detected potential sources of conflict of interest with the aim of identification, localization, and elimination of shortcomings in the system of conflict of interest management.

An Internet survey was conducted from 28 May to 8 June 2008 to investigate consumer awareness and interest in attending programming offered at The Scott Arboretum of Swarthmore College (Swarthmore, PA). The study was designed to investigate what traditional and non-traditional programs might attract community members to the arboretum and to identify potential barriers, perceived or real, that might discourage community members from visiting the arboretum. Among demographic groups, more females were interested in “hands-on workshops” (42.5%) and “fact sheets, instructional bulletins, and how-to guides” (37.4%) than males (26.8% and 26.3%, respectively). In examining events and activities, significant differences were found for “wine tasting and tours” and “outdoor concerts and live performances” based on household income; however, no significant differences were found among age groups and other demographics tested. Differences in interest in other activities were apparent based on number of adults and number of children in the household. Public gardens and arboreta can use this information as the foundation for modifying programs and services offered, though input from the community and trialing of alternative programs should be considered before completely changing programs and services offered.

This study was carried out to ascertain the influence of social networking sites activities (twitter and Facebook) on secondary school students’ interest in learningIt also considered the impact of these social networking sites activities on location of the students. Two research questions and two null hypotheses guided the study. Mean and Standard Deviation were used to answer the research questions, while t-test statistics was applied in testing the null hypotheses. In carrying out the study, the researchers adopted Ex-post Facto research design. The sample of the study consisted of 240 senior secondary school Two (SSS11) students from public schools. Multi-stage sampling technique was used to select 120 students from the urban and 120 students from the rural areas. A 15-item Questionnaire was used in data collection. Cronbach Alpha was used to establish the internal consistency of the instruments. Cronbach Alpha Coefficients values of 0.88 and 0.72 were obtained. The findings of the study indicated that there is a significant influence of students’ Twitter and Facebook activities over their interest in learning. Students in urban schools had higher Mean Score interest in learning than those in rural location. The result also indicated that there is no significant difference in the Mean interest ratings of urban and rural students.

What is public, what is private, and what is the relationship between them? Can the public interest be clearly identified and protected? What role should government play in the lives of ordinary citizens? These are questions currently engaging policy makers and the general public as well as scholars in a range of disciplines. The provision and financing of urban public goods is one arena in which such questions have arisen. Historically, governments, private entities, and mixed forms such as public-private partnerships have undertaken these activities in the United States and other countries (Beito et al. 1989; Dyble 2010; Goodrich 1960; Hodge et al. 2010; Jacobson and Tarr 1995). In the late-twentieth- and early-twenty-first-century United States, tax revolts and concerns about “big government” led to increased scrutiny of the appropriate role of government. Contracting out of government activities and privatization both assumed increased importance (Dyble 2012; Light 1999).

Background: Medical career day is one of the activities to introduce career options that exist and increase interest in a particular career. This study aims to determine the effect of material medical career day activities to increase the interest of medical students to pursue a career to the field of public health sciences.Method: This study is a quasi-experimental study with pretest-posttest control group design. The control group received counseling about the field of public health sciences, whereas the intervention group receive the same counseling accompanied by a description of the activity-based cost and opportunity cost in the field of public health sciences. The study population was 216 students of medical faculty batch 2014. Out of 216 students, 70 met the inclusion criteria, and only 36 who came to the activity. Data analysis was performed using paired t-test.Results: Thirty-six students came to the medical career day activities are divided into 2 groups: the first 18 people who come into the intervention group and 18 others to a control group. Increased interest in the control group (p=0.003) and increased interest in the intervention group was also significant (p=0.023).Conclusion: Material medical career day activities plus activity based cost and opportunity cost may increase the interest of students to pursue a career to the field of public health sciences.

Purpose. This paper focuses on the definition of «legally protected interest» and clarifying questions about its structure. In this article substantiate the idea about the main role of interests in law, realize the classification by different criterion. This article is devoted finding out of question about correlation of such key normative categories as «right (equitable right)» but «legal interest», and also by a «legitimate interest». The article examines the legal nature of private and public interests in the field of intellectual property. Methodology. The methodology includes a comprehensive analysis and generalization of the available scientific and theoretical material and the formulation of appropriate conclusions and recommendations. During the research, the following methods of scientific knowledge were used: terminological, dialectical, logical-semantic, logical-normative, system-structural. Results: in the course of the research the concept of "private and public interest in intellectual property law" is defined. It is proved that private interest is defined as "the interest of individuals and social groups protected by the state", public interest is defined as "recognized by the state and secured by the interest of the social community, the satisfaction of which serves as a condition and guarantee of its existence and development." Scientific novelty. In the course of the research it was established that when it comes to ensuring the balance of public and private interests of the parties in copyright, it means, among other things, the introduction of special norms of free use of works in international and national law. The problem of interaction of private and public interests in the legal regulation of intellectual property relations requires further thorough detailed research to determine the mechanism and methods of protection of these interests. Practical importance. The results of the study can be used in law-making activities for the purpose of legal regulation of public relations in the sphere of legal protection of the brand.

Public bike-sharing is eco-friendly, connects excellently with other transportation modes, and provides a means of mobility that is highly suitable in the current era of climate change. This study proposes a methodology for inferring the bike trip purpose based on bike-share and point-of-interest (POI) data. Because the purpose of a trip involves decision-making, its inference necessitates an understanding of the spatiotemporal complexity of human activities. Thus, the spatiotemporal features affecting bike trips were selected from the bike-share data, and the land uses at the origin and destination of the trips were extracted from the POI data. During POI type embedding, the data were augmented considering the geographical distance between the POIs and the number of bike rentals at each bike station. We further developed a ground truth data construction method that uses temporal mobile and POI data. The inference model was built using machine learning and applied to experiments involving bike stations in Seocho-gu, Seoul, Korea. The experimental results revealed that optimal performance was achieved with the use of decision tree algorithms, as demonstrated by a 78.95% overall accuracy and 66.43% F1-score. The proposed method contributes to a better understanding of the causes of movement within cities.

There is a research gap in the study of interest groups in the social sphere, arguing the possibility of examination the activities of all-Russian public organizations of the disabled, blind, and deaf in interaction with the state authorities in the Russian system of social protection of disabled people. The context of reforming the social sphere in Russia is important because it is suggesting the opposite to conservative principles the transition to market relations and effective management of institutions of social protection. The researchers consider public organizations created in the USSR as of “the power transmission belts” of the state, however these actors may represent interest groups preserving the conservative practices in the social sphere. The aim of the article is to verify whether all-Russian public associations of people with disabilities are interest groups in Russian social policy. The investigation compares the actions of conservative nongovernmental organizations with the theoretical characteristics of interest groups. To argue that the selected actors promote certain interests in the social protection system, a review of the research literature of characteristics of interest groups was conducted. Then, the characteristics were traced in the statutory activities of the investigated organizations. The analysis of the legislation and statutory activities of All-Russian organizations of people with disabilities revealed the possibilities of the organizations to influence political decision-making in relation to persons with disabilities, as well as to contribute to the persistence of the conservative course of social policy, despite the introduced innovations in Russian legislation.

The performance of science and technology (S&T) activities in the federal government has long been supported as a means of advancing innovation and economic objectives as well as of addressing public policy and regulatory needs. As Canada’s science and innovation system has matured, however, the federal government’s relative contribution to Canada’s overall performance of research and development has declined significantly—from about 30% (of total spending) in 1971 to under 9% today. Throughout this period, a dominant policy theme with respect to government S&T has been to migrate these activities from government into the private or academic sectors. The authors trace this history and argue that science policy thinking regarding federally-performed S&T must evolve with the changing position of government laboratories in Canada’s science and innovation system. A case is made for maintaining an adequate S&T capacity within the federal government in order to deliver on unique public interest roles.

While public gardens typically offer educational programming for adults and elementary school–aged children, many institutions struggle with serving the teenage audience. This study gathered information on the institutional benefits, challenges, and strategies of offering successful programming for youth aged 13–19 years. Institutional members of the American Public Gardens Association were surveyed, followed by case study research at two large institutions and phone interviews with three smaller institutions. Seven institutional benefits emerged, the three foremost being building relationships with new audiences, building interest in horticulture, and supporting the institution's mission and growth. In addition, seven potential challenges were identified, most notably funding, staff time, and adolescent interest. Seven overarching strategies also emerged, highlighting the areas of high quality staff, curriculum, partnerships, youth decision-making, compensation, engaging activities, and evaluation.

Most of the work of public interest law organizations does not make money. How do these organizations survive, given the economic realities of law practice? Drawing on survey data from a national random sample of public interest law firms, we investigate how funding models vary across public interest organizations and how funding sources affect these organizations’ activities. We find funding structures have, over time, shifted away from foundation support toward government grants. Compared to other organizations, however, conservative organizations draw significantly less of their budget from federal and state grants, and significantly more of their budget from private contributions. Conservative organizations are significantly less likely than other organizations to rely on funding that prohibits engaging in class actions, receiving attorney's fees, or lobbying. Respondents reported that funding restrictions hamper their ability to negotiate favorable settlements, bring about systemic change, and represent vulnerable client communities. We close with a comparative institutional analysis of different funding models.

This study investigates how different segments of the public, with varying degrees of interest in S&T, could formulate opinions on a broader vision and the role they think STI should play in Japanese society through 2020 (Tokyo's Olympic and Paralympic year) and toward 2030. We conducted nine inclusive public engagement activities. Results indicated that the broad public opinions did not completely overlap with officials' opinions, a value of “open and appropriate” was mainly found from the unengaged public, and the visions and values based on their opinions could well be incorporated into the official document. AbstractAlthough corporate social responsibility (CSR) has gone “mainstream,” the relationship between CSR and corporate political activities (CPA) has received little scholarly attention. This is problematic because firms potentially have a more sizable impact through their lobbying activities for socially and environmentally beneficial (or unbeneficial) public policies than through their own operations. This paper investigates if, and how, UN Global Compact signatory firms differ in their policy preferences on key EU proposals compared to other interest groups. To capture state-of-the-art data on firms’ policy preferences, I draw from the INTEREURO database, which includes firms’ lobbying positions on forty-three directives and twenty-seven regulations covering 112 public policy issues in the European Union. Statistical results show that Global Compact signatory firms significantly lobby for stricter regulation than non-signatory firms and industry associations, however, their positions are still lower than nonbusiness groups. These results are similar across various public policy issues and suggest that the regulatory preferences of firms’ participating in soft law CSR initiatives are more aligned with stakeholders' interests. This paper contributes to public policy literature exploring the relationship between hard and soft law as well as literature studying the political representation of divergent interest.

Extended AbstractHinode is a solar observation satellite in Japan and its launch was in September 2006. Its name means “SUNRISE“ in Japanese. It has three instruments onboard in visible light, X-ray, EUV to solve mystery of coronal heating and origins of magnetic fields.Hinode has been providing us with impressive solar data, which are very important for not only investigating solar phenomena but also giving new knowledge about the sun to the public. In order to efficiently communicate Hinode data to the public, we organized working group for public use of Hinode data. which are composed of both researchers and educators in collaboration. As follow, we introduce our activities in brief.For the public use of Hinode data, at first, we produced two DVDs introducing Hinode observation results. In particular, second DVD contains a movie for kids, which are devloped to picturebook. Now, it is under producing an illustrated book and a planetarium program. It turn out that the DVDs help the public understand the sun from questionnaire surveys. Second, we developed teaching materials from Hinode data and had a science classroom about the sun, solar observations, practice with PC such as imaging software at junior high school. As the results, they had much interests in Hinode data. Third, we have joint observations with high school students and so on in a few years. The students compare their own data with Hinode data and have a presentation at science contests. The joint observations make their motivation higher in their activities.It is important to record and report our activities in some ways. So, we positively publish papers and have presentions in domestic/international meetings. Though we are supported in budget, resources and so on by NAOJ Hinode Team, we apply research funds for promoting our EPO activities and acquire some funds such as NAOJ Joint Research Expenses and Grands-Aid for Scientific Research Funds since the launch.This way, since its launch, we have continued various and constant EPO activities for the public use of Hinode data and have been giving intense impacts and high interest to the public. As the result, our activities contribute in further extension of Hinode Mission. Those are quite unique and would be reference of other similar ones. Hinode is now operating and solar activities might get more higher.As long as SUN RISE, we would GO FORWARD!!

Democratic state administration needs interaction with the public, which requires not only government communication with the public but also the public interest and understanding in the political and public administration processes. The task of public administration is to create a legal and institutional framework and mechanisms for public participation, while NGOs and the general public need civil competency to use the opportunities of public participation. Analysing the Latvian government's communication activities related to public participation and public awareness, the aim of this paper is to examine the level of participation of different social groups and the impact of their awareness on it. Within the framework of the research, the following methods have been used: analysis of normative documents, statistics on the implementation of the Memorandum of cooperation between the government and non-governmental organizations, interviews with experts from NGOs and state administration, focus group discussions with young people. Analysing legal documents and statistics on the involvement of NGOs, public participation platforms and their use have been evaluated. Based on the views of NGOs and state administration experts, there are certain factors that influence the level of public participation and public awareness. Focus group discussions with young people have identified their awareness and interest in public administration processes as well as their civic participation. The research study found that the state administration has created a variety of platforms for the involvement of NGOs in decision-making processes and an increase in the participation of NGOs. By choosing young people as one of the social groups of society, it can be concluded that information about public participation does not reach the general public, thus it has little effect on the formation of the general public's awareness and the level of participation.

Abstract To provide arboreta and botanic gardens with a guide to determine public interests in programs at their institution, a case study was completed of the Crosby Arboretum, Mississippi State University. ‘Community’ was defined as participants that resided within 105 km (65 mi) of the arboretum (97% of community respondents) and attended the Picayune Street Fair. ‘Visitors’ were defined as respondents that attended the Piney Woods Heritage Festival at the arboretum. At each event, an intercept survey was conducted in Picayune, MS, during November 2009 where self-selected respondents (n = 271 for community and n = 56 for visitors) answered six demographic and 11 program, activity, and event questions. Both groups were similar in all demographic variables except age (9 year average age difference) and the number of homes without children (60 and 76%). Each group was most interested in continuing education classes, craft exercises, music performances, fitness walks, and workshops. The community and visitors were the least interested in book clubs, dance instruction, preschool activities, and scout programs. This study can be adapted by any botanic garden or arboretum and may be useful in planning current and future programs which target visitor or community interests for repeated visits to the site.

AbstractSpace science missions, and astronomy missions in particular, capture the public imagination at all levels. ESA's Gaia mission is no exception to this. In addition to its key scientific goal of providing new insight into the origin, formation, and evolution of the Milky Way, Gaia also touches on many other scientific topics of broad appeal, for example, solar system objects, stars (including rare and exotic ones), dark matter, gravitational light bending. The mission naturally provides a rich resource for outreach possibilities whether it be to the general public, or to specific interest groups, such as scientists from other fields or educators. We present some examples of possible outreach activities for Gaia.

ABSTRACTRecent studies on vigilante groups show how they often begin as popular schemes for imposing order, before degenerating into violent militias which contribute in turn to social and political disorder. The Masai, a group of khat sellers and consumers in the Ugandan border town of Bwera, represent a more complex case. By using vigilance tactics in the provision of security, the Masai actually help to shape public authority within Bwera town instead of creating institutional chaos. They also provide a range of services, imposing a degree of order on illegal cross-border activities in the area. However, a closer look at the Masai shows that their vigilance activities are mainly performed out of self-interest, as a quid pro quo enabling them to continue their illegal activities of smuggling, general criminality outside town and illegal drug use. Therefore they straddle the ‘crime or social order’ dynamic, representing a criminal gang of illegal drug traffickers which also provides services for public community interests. As such, they contribute to both order and crime.

Abstract:
Although the academic interest in media and information literacy (MIL) is ever increasing, there are not many studies that analyze the public perception of media literacy. This article analyses the interrelations between encouragement measures implemented by media policy and the perception of media literacy in society. The research employs data from a national representative survey (May 2019; N=1,017 respondents). The study explores the respondents’ media literacy perceptions; opinions on risks potentially caused by insufficient media literacy skills; and respondents’ experience with MIL activities. The survey results are compared with survey data on media literacy encouragement measures, aims and target audiences obtained from the Media Policy Unit at the Ministry of Culture media literacy partners. The theoretical background is supported by the media literacy ideological model, which explains media literacy within relationships with the social institutions in which it is practiced, as well as social processes. The data results are controversial. Even though more than half of Latvia’s population view their media literacy knowledge as insufficient, 52% of the respondents are not interested in MIL issues. Concerning the consequences of insufficient media literacy skills within society, the respondents focused mostly on threats to children (40%) and general public safety (28%), decrease in welfare (28%), societal regress (25%), fewer opportunities for high-quality education (26%) and Latvia being behind other EU countries (24%). Even though the media literacy encouragement measures in Latvia include activities aimed at various audiences, they have been noticed by only a slight number of respondents (7–10%).

Abstract:
Актуальность исследования обусловлена активизацией на международном уровне деятельности, связанной с защитой коллективных и групповых интересов, о чем свидетельствует целый ряд принятых международных актов. Указанное обстоятельство обусловливает необходимость введения соответствующих механизмов в национальную правовую систему. В статье предпринята попытка обратить внимание на особенности предоставления правовой помощи при защите общественного интереса, опираясь на зарубежный опыт. С учетом анализа научной литературы автор делает вывод, что на доктринальном уровне сформировалось два подхода к пониманию правовой категории «право общественного интереса»: широкий и узкий. Также указывается на необходимость решить ряд вопросов практического характера: определить субъектов, уполномоченных на ее предоставление, включая формы подтверждения их полномочий, а также лиц, имеющих право на ее получение и урегулировать особенности несения судебных расходов. The relevance of the study is due to the activation at the international level of activities related to the protection of collective and group interests, as evidenced by a number of adopted international acts. This circumstance necessitates the introduction of appropriate mechanisms into the national legal system. The article attempts to draw attention to the specifics of providing legal assistance in protecting public interest, based on foreign experience. Taking into account the analysis of scientific literature, the author concludes that at the doctrinal level, two approaches to understanding the legal category of «public interest law» have been formed: broad and narrow. It also points to the need to resolve a number of practical issues: to determine the entities authorized to provide it, including the forms of confirmation of their powers, as well as persons entitled to receive it and to settle the peculiarities of incurring legal costs.
