Abstract:
In the formal and informal organization, it is always found someone who is considered more prominent than others, who then appointed or designated as a leader. The Leader of an organization is expected to have leadership qualities, which showed his skills in leading organizations. A leader in the library requires synergy between skills in library management and leadership in general in order to create a good working atmosphere and to encourage the library staff in providing the best services to the patron community. Tenteram City Public library since year of 2018 has never experienced a change of its leader. Research using qualitative approach aimed to identify the leadership of Tenteram City public library leader in developing human resources and library services. Data of this study is gathered through observation and interviews. It is found that the head of the library serves as a role model in imbedding working discipline, he never involved the staff in decision making, the fear of making mistake is the working atmosphere created in the library. The Research found that the head of Tenteram City public library adopts autocratic leadership.

Abstract:
Purpose The purpose of this paper is to compare the characteristics of the public sphere with those of a shared value approach and better understand the value that public libraries can offer to management theory. Design/methodology/approach This paper uses two methods. First, this study uses a systematic literature review to identify sources relevant to shared value and the public sphere in public libraries. Next, this study uses comparative theoretical analysis using data gathered from the systematic review to analyse the two theories. Findings This study successfully describes the similarities and differences between “shared value” and the “public sphere in public libraries”. Originality/value This study elucidates public library innovation from the perspectives of library management and the public sphere concept.

Abstract:
Knowledge Management (KM) is a popular topic emerging from the business sector, which has influenced many fields of study, among them Library and Information Science (LIS). As KM is quite recent, there is still much ambiguity as to its nature and its place in LIS education. The current study sought to shed a light on these issues. To help achieve better understanding of KM and its implications for LIS education, the researcher employed a mixed method approach, using both a web-based survey of LIS professionals and in-depth interviews with 18 LIS Heads of schools or senior staff at schools operating KM programs and courses. The research indicates that although to an extent, confusion remains over the nature of KM and its relevance to LIS, there is at least recognition among the research community of the need for a proper understanding of knowledge management, as distinct from information management and of the importance of looking at KM from a generalist perspective. The findings further indicate that the LIS community is seeking to expand its boundaries into a wider professional environment than that of traditional librarianship, and that it sees KM as an effective vehicle for this purpose. The indications are also that apart from at the elective level, KM education should be offered not just as a distinct and separate track, but also as a subject pervading the entire LIS curriculum. The findings also highlight a need for greater integration between research and teaching in knowledge management, and for improved links between the curriculum and the outside world of KM practice. This implies the need for LIS schools to import aspects of KM practice into their activities. Participants also acknowledged the importance of matching KM education both to the needs of students and of the marketplace. Furthermore, the research results highlight the necessarily multidisciplinary character of KM curricula, with the need for LIS curricula to focus on tacit knowledge and the human dimension of KM, as well as on business, management and organisational issues. The findings also support a collaborative approach to KM education in order to achieve the creation of a holistic curriculum, with contributions particularly, from business schools, industry and practitioners. Based on the findings of this study, a partial or improper understanding of KM among the LIS community, and a lack of realisation of the value of KM education among LIS students and educators, are key issues facing KM education in the LIS sector. To solve these problems, LIS schools not only need to provide courses in knowledge management, and promote it among the LIS community, but also they must actively market the concept and their own contribution to the field. This thesis makes an innovative contribution to the literature of KM education, and to the understanding of the subject and its related concepts. It is also one of the few such pieces of research into the implications of KM for LIS education to have been conducted on a global basis.

Abstract:
The purpose of this research is to define grounded theoretical models about factors that influence collection development and collection management of business information resources in public libraries. The study is based on data collected from a multi-site case study of public libraries along the U.S.-Mexico border where there is a critical need for information on starting and expanding small businesses. A framework of structuration theory and cultural hegemony theory informs an analysis of the data. This paper relates to the relevant literature and sets forth implications for research, practice, and further discussion. The three main categories identified from coding the data are library location, modes of production and distribution of business information resources, and the degree of external stakeholder pressure on library business collections. Three model statements defined and supported by the data are: (1) the attributes of funding, librarian qualifications, access to information and communication technologies, size and qualities of the business community, and client expectations that influence business collection development are related to library location in metropolitan or rural areas; (2) new practices in the production of content, formats, and modes of distribution of business materials are more problematic for small libraries due to limited information and communication technology (ICT) devices and insufficient professional training; and (3) external influences and initiatives, such as federal, state, and foundation programs, have more of an impact on business collection development in small libraries than in large libraries. The various properties of these factors are discussed with a focus on how daily routine, tacit awareness, and expectations draw on structural rules and resources to produce and reproduce, or change, library systems and their business collections. The consequences of location in metropolitan or rural areas are identified, and mitigating strategies are suggested. External influences and new modes of production and distribution of business information are implicated in supporting the cultural hegemony of globalization by encouraging the introduction and use of ICTs in public libraries; however, use of ICTs to expand the business collection is dependent upon librarian interest and abilities as well as competing demands for scarce resources.

Abstract:
Public libraries are evolving from their traditional role as promoters of literacy to a new role as providers of community resources, including after-school activities for teenagers. A policy mandate for such activities appears to be lacking though, which might impact negatively their effectiveness. The purpose of this study was to get a better understanding of the existing policy and implementation mechanisms of after-school activities offered by the Atlanta Fulton Library System in Georgia to at-risk teenaged patrons. Moore's theory of innovation and public value provided the theoretical framework for the study. An embedded case study research design was used to explore the perceived role of the public library, guiding policy framework, and factors constraining the implementation of after-school activities in 3 of the system 20 branches serving at-risk youth; semi-structured interviews with 21 participants comprising teenagers engaged in after-school activities, parents, librarians, library managers, and members of the Friends of the library; observations of teenagers' behaviors in the library setting; and publicly available document on the subject. The data were inductively coded and then subjected to a content analytical procedure, which revealed 5 after-school themes: bridging a digital divide, teen and community needs, public policy, and public service. The key finding of this study indicates an absence of a system-wide formal policy in how after-school services are provided across library branches for at-risk teenagers. The study concludes with recommendations to reexamine the existing after-school programs in a way that better incorporates the unique needs of library patrons and to align policies with these needs in order to better serve at-risk youth within the context of their communities.

Recent transformation in the new democratic South Africa has impacted negatively on the management of public libraries. Before 1994, public library services was the responsibility of the municipality. After 1994, the Provincial government was compelled to render the services. Most of the public libraries are still funded by their municipalities as unfunded mandate. The uncertainty about a clear definition of the relationship between municipalities and provincial library service impacts negatively on the management of public libraries in Limpopo Province. The study intended to investigate the impact of the management of public library towards community development in Molepo. The dynamic nature of the functions of management namely planning, organising, delegating, marketing, policy making and implementation were discussed in full to show the importance of leadership in the public library arena. In order to achieve intended objectives of the study, the researcher employed both qualitative and quantitative research designs. The researcher collected qualitative data through semi structured interviews while quantitative data was collected through questionnaires. Target population was librarians working in Molepo library and members of school management teams. The sample of the study comprised of fifty school management team and ten librarians. In order to achieve the objective of the study, the researcher has employed both random and stratified sampling to collect data from 60 participants. According to the findings, most of the people believed that the management should be transformed and innovate so as to achieve the intended objectives of the public library at Ga Molepo. Based on the findings, it is clear that the success of public library management towards community development in Ga Molepo depends solely on a visionary leader who has participatory and consultative style of leadership. In order to achieve the above process, all stakeholders should be consulted and involved towards the management of the public library. The study further recommended that the library management needs to adopt the latest business management strategies

The title of the research is Sustainability Performance Evaluation Management Systems Model for Individual Organizations and Supply Chains. This research has achieved its aim to develop and demonstrate the practical implementation of a simple and objective sustainability performance evaluation management system model for individual organizations and supply chains. It has resulted in the recognition that a new concept – Network of Interested Partners – underpins the achievement of sustainability. The term acknowledges the interdependence and reflects the essential cooperation that must be achieved between business organisations, their commercially related entities and the local community if progress towards sustainability is to be achieved. It therefore encompasses and extends the concept of a supply chain as currently used. Sustainable Development is defined by the World Commission on Environment and Development as development, which meets the needs of the present without compromising the ability of future societies to meet their own needs. Organizations, as part of human activities, also have to be sustainable. The sustainability of organizations is directly linked to the continual improvement of business performance. Many organizations have found a way to improve performance through the establishment of management systems. International Organization for Standardization (ISO) standards are recognized worldwide as reliable and efficient tools for the implementation of management systems. However, they do not always result in the desired improvement in outcomes. Therefore, if the required improvement of business performance is to be achieved, improved methodologies for development and implementation of performance evaluation (PE) processes are necessary. These methodologies must take into consideration sustainability principles. They also have to be applicable to individual entities and supply chains, with or without management systems in place. Supply chains are important because it is being increasingly recognized that overall supply chain performance is a means of adding value and competitive advantage to all businesses. In the first part of the research a performance evaluation model or PE (version 1 model) was developed. This was used as criteria to compare and evaluate existing performance evaluation processes and outcomes of individual organisations and their respective supply chain within the Gladstone region, Australia. Questionnaires have also been used to identify and evaluate the needs of the interested parties in relation to the organizations’ and supply chains’ business performance and processes of performance evaluation. All the information provided in the first part of the research was used by the researcher to develop the Sustainability Performance Evaluation Management Systems model or SPEMS (version 2 model). This incorporates the concepts of Network of Interested Parties/Partners. In particular, one of the outcomes is recognition that organizations need to establish partnerships if effective supply chain performance improvement is to be achieved. Therefore the establishment of partnerships has become a key requirement for the implementation of SPEMS. The establishment of partnership among participants of a supply chain of Gladstone and implementation of the eight first steps of the SPEMS (version 2 model) in this supply chain was commenced successfully through workshops. The supply chain was formed by commercial organizations, government entities and interested parties from the community. SPEMS requires that partners all have the same level of ownership and authority in the decisions of the supply chain. Some new terms and their definitions have been created within the research to support the new SPEMS model. They include: Network of Interested Partners, sustainability for organizations, sustainability KPI and sustainability friendly organizations. All of the above are encompassed within the final SPEMS (version 3 model).

AbstractAnimals, like human beings, are prone to suffering harms, such as disease, injury and death, as a result of anthropogenic and natural disasters. Animals are disproportionately prone to risk and adversely affected by disasters, and thus require humane and respectful care when disasters strike, due to socially situated vulnerabilities based on how human communities assess and value their moral standing and function. The inability to integrate animals into disaster risk and management practices and processes can sometimes be associated with a lack of understanding about what animal ethics and animal health and welfare require when designing disaster management programs. This chapter seeks to reimagine human responsibility towards animals for disaster management. The pervasiveness of disasters and their impacts on animals, human-animal and animal-environment relationships underscore the importance of effective animal disaster management supported by sound ethical decision-making processes. To this end, we delineate six ethically responsible animal caretaking aims for consideration when developing disaster management plans and policies. These aims, which address central vulnerabilities experienced by domesticated animals during disasters, are meant to be action-guiding within the disaster management context. They include: (1) Save lives and mitigate harm; (2) Protect animal welfare and respect animals’ experiences; (3) Observe, recognize and promote distributive justice; (4) Advance public involvement; (5) Empower caregivers, guardians, owners and community members; (6) Bolster public health and veterinary community professionalism, including engagement in multidisciplinary teams and applied scientific developments. To bring about these aims, we offer a set of practical and straightforward action steps for animal caregivers and disaster management teams to ensure that animals’ interests are systematically promoted in disaster management. They include: (1) Respect and humane treatment; (2) Collaboration and effective disaster communication; (3) Strengthening systems of information sharing, surveillance, scientific research, management and training; (4) Community outreach and proactive contact; (5) Cultural sensitivity and attitudes check, and (6) Reflection, review and reform.
