Abstract:
Knowledge Management (KM) is a popular topic emerging from the business sector, which has influenced many fields of study, among them Library and Information Science (LIS). As KM is quite recent, there is still much ambiguity as to its nature and its place in LIS education. The current study sought to shed a light on these issues. To help achieve better understanding of KM and its implications for LIS education, the researcher employed a mixed method approach, using both a web-based survey of LIS professionals and in-depth interviews with 18 LIS Heads of schools or senior staff at schools operating KM programs and courses. The research indicates that although to an extent, confusion remains over the nature of KM and its relevance to LIS, there is at least recognition among the research community of the need for a proper understanding of knowledge management, as distinct from information management and of the importance of looking at KM from a generalist perspective. The findings further indicate that the LIS community is seeking to expand its boundaries into a wider professional environment than that of traditional librarianship, and that it sees KM as an effective vehicle for this purpose. The indications are also that apart from at the elective level, KM education should be offered not just as a distinct and separate track, but also as a subject pervading the entire LIS curriculum. The findings also highlight a need for greater integration between research and teaching in knowledge management, and for improved links between the curriculum and the outside world of KM practice. This implies the need for LIS schools to import aspects of KM practice into their activities. Participants also acknowledged the importance of matching KM education both to the needs of students and of the marketplace. Furthermore, the research results highlight the necessarily multidisciplinary character of KM curricula, with the need for LIS curricula to focus on tacit knowledge and the human dimension of KM, as well as on business, management and organisational issues. The findings also support a collaborative approach to KM education in order to achieve the creation of a holistic curriculum, with contributions particularly, from business schools, industry and practitioners. Based on the findings of this study, a partial or improper understanding of KM among the LIS community, and a lack of realisation of the value of KM education among LIS students and educators, are key issues facing KM education in the LIS sector. To solve these problems, LIS schools not only need to provide courses in knowledge management, and promote it among the LIS community, but also they must actively market the concept and their own contribution to the field. This thesis makes an innovative contribution to the literature of KM education, and to the understanding of the subject and its related concepts. It is also one of the few such pieces of research into the implications of KM for LIS education to have been conducted on a global basis.

Abstract:
The purpose of this research is to define grounded theoretical models about factors that influence collection development and collection management of business information resources in public libraries. The study is based on data collected from a multi-site case study of public libraries along the U.S.-Mexico border where there is a critical need for information on starting and expanding small businesses. A framework of structuration theory and cultural hegemony theory informs an analysis of the data. This paper relates to the relevant literature and sets forth implications for research, practice, and further discussion. The three main categories identified from coding the data are library location, modes of production and distribution of business information resources, and the degree of external stakeholder pressure on library business collections. Three model statements defined and supported by the data are: (1) the attributes of funding, librarian qualifications, access to information and communication technologies, size and qualities of the business community, and client expectations that influence business collection development are related to library location in metropolitan or rural areas; (2) new practices in the production of content, formats, and modes of distribution of business materials are more problematic for small libraries due to limited information and communication technology (ICT) devices and insufficient professional training; and (3) external influences and initiatives, such as federal, state, and foundation programs, have more of an impact on business collection development in small libraries than in large libraries. The various properties of these factors are discussed with a focus on how daily routine, tacit awareness, and expectations draw on structural rules and resources to produce and reproduce, or change, library systems and their business collections. The consequences of location in metropolitan or rural areas are identified, and mitigating strategies are suggested. External influences and new modes of production and distribution of business information are implicated in supporting the cultural hegemony of globalization by encouraging the introduction and use of ICTs in public libraries; however, use of ICTs to expand the business collection is dependent upon librarian interest and abilities as well as competing demands for scarce resources.

Abstract:
Public libraries are evolving from their traditional role as promoters of literacy to a new role as providers of community resources, including after-school activities for teenagers. A policy mandate for such activities appears to be lacking though, which might impact negatively their effectiveness. The purpose of this study was to get a better understanding of the existing policy and implementation mechanisms of after-school activities offered by the Atlanta Fulton Library System in Georgia to at-risk teenaged patrons. Moore's theory of innovation and public value provided the theoretical framework for the study. An embedded case study research design was used to explore the perceived role of the public library, guiding policy framework, and factors constraining the implementation of after-school activities in 3 of the system 20 branches serving at-risk youth; semi-structured interviews with 21 participants comprising teenagers engaged in after-school activities, parents, librarians, library managers, and members of the Friends of the library; observations of teenagers' behaviors in the library setting; and publicly available document on the subject. The data were inductively coded and then subjected to a content analytical procedure, which revealed 5 after-school themes: bridging a digital divide, teen and community needs, public policy, and public service. The key finding of this study indicates an absence of a system-wide formal policy in how after-school services are provided across library branches for at-risk teenagers. The study concludes with recommendations to reexamine the existing after-school programs in a way that better incorporates the unique needs of library patrons and to align policies with these needs in order to better serve at-risk youth within the context of their communities.

Recent transformation in the new democratic South Africa has impacted negatively on the management of public libraries. Before 1994, public library services was the responsibility of the municipality. After 1994, the Provincial government was compelled to render the services. Most of the public libraries are still funded by their municipalities as unfunded mandate. The uncertainty about a clear definition of the relationship between municipalities and provincial library service impacts negatively on the management of public libraries in Limpopo Province. The study intended to investigate the impact of the management of public library towards community development in Molepo. The dynamic nature of the functions of management namely planning, organising, delegating, marketing, policy making and implementation were discussed in full to show the importance of leadership in the public library arena. In order to achieve intended objectives of the study, the researcher employed both qualitative and quantitative research designs. The researcher collected qualitative data through semi structured interviews while quantitative data was collected through questionnaires. Target population was librarians working in Molepo library and members of school management teams. The sample of the study comprised of fifty school management team and ten librarians. In order to achieve the objective of the study, the researcher has employed both random and stratified sampling to collect data from 60 participants. According to the findings, most of the people believed that the management should be transformed and innovate so as to achieve the intended objectives of the public library at Ga Molepo. Based on the findings, it is clear that the success of public library management towards community development in Ga Molepo depends solely on a visionary leader who has participatory and consultative style of leadership. In order to achieve the above process, all stakeholders should be consulted and involved towards the management of the public library. The study further recommended that the library management needs to adopt the latest business management strategies

The title of the research is Sustainability Performance Evaluation Management Systems Model for Individual Organizations and Supply Chains. This research has achieved its aim to develop and demonstrate the practical implementation of a simple and objective sustainability performance evaluation management system model for individual organizations and supply chains. It has resulted in the recognition that a new concept – Network of Interested Partners – underpins the achievement of sustainability. The term acknowledges the interdependence and reflects the essential cooperation that must be achieved between business organisations, their commercially related entities and the local community if progress towards sustainability is to be achieved. It therefore encompasses and extends the concept of a supply chain as currently used. Sustainable Development is defined by the World Commission on Environment and Development as development, which meets the needs of the present without compromising the ability of future societies to meet their own needs. Organizations, as part of human activities, also have to be sustainable. The sustainability of organizations is directly linked to the continual improvement of business performance. Many organizations have found a way to improve performance through the establishment of management systems. International Organization for Standardization (ISO) standards are recognized worldwide as reliable and efficient tools for the implementation of management systems. However, they do not always result in the desired improvement in outcomes. Therefore, if the required improvement of business performance is to be achieved, improved methodologies for development and implementation of performance evaluation (PE) processes are necessary. These methodologies must take into consideration sustainability principles. They also have to be applicable to individual entities and supply chains, with or without management systems in place. Supply chains are important because it is being increasingly recognized that overall supply chain performance is a means of adding value and competitive advantage to all businesses. In the first part of the research a performance evaluation model or PE (version 1 model) was developed. This was used as criteria to compare and evaluate existing performance evaluation processes and outcomes of individual organisations and their respective supply chain within the Gladstone region, Australia. Questionnaires have also been used to identify and evaluate the needs of the interested parties in relation to the organizations’ and supply chains’ business performance and processes of performance evaluation. All the information provided in the first part of the research was used by the researcher to develop the Sustainability Performance Evaluation Management Systems model or SPEMS (version 2 model). This incorporates the concepts of Network of Interested Parties/Partners. In particular, one of the outcomes is recognition that organizations need to establish partnerships if effective supply chain performance improvement is to be achieved. Therefore the establishment of partnerships has become a key requirement for the implementation of SPEMS. The establishment of partnership among participants of a supply chain of Gladstone and implementation of the eight first steps of the SPEMS (version 2 model) in this supply chain was commenced successfully through workshops. The supply chain was formed by commercial organizations, government entities and interested parties from the community. SPEMS requires that partners all have the same level of ownership and authority in the decisions of the supply chain. Some new terms and their definitions have been created within the research to support the new SPEMS model. They include: Network of Interested Partners, sustainability for organizations, sustainability KPI and sustainability friendly organizations. All of the above are encompassed within the final SPEMS (version 3 model).

Organizational citizenship behavior (OCB) has been studied extensively in a variety of settings for the last thirty years. There has been no research, however, on OCB in the public library environment. OCB is grounded on the premise that helping others in the organization, even when such behavior is unrewarded, has a cumulative effect that is beneficial both for individual staff members and for the organization as a whole. This focus on “helpful” behaviors is especially relevant for a field such as public librarianship, given its foundation on altruistic ideals.

This dissertation begins to address the lack of research on organizational citizenship behaviors in public libraries by examining the relationship among OCB and two of its correlates: Leader-Member Exchange (LMX) and perceived supervisor support. Analysis of data reveals that OCB shows a statistically significant correlation with both LMX and perceived supervisor support, but that perceived supervisor support is a more powerful predictor of OCB in the workplace studied. One of the primary findings of this research is that institutions wishing to encourage OCB must focus not only on the citizenship behaviors of front-line staff, but also on the skills of the middle managers and other managerial leaders who directly oversee them. Immediate supervisors play a critical role in facilitating OCB by maintaining high quality exchange relationships with, and demonstrating consistent support for, their supervisees. This finding has practical importance not only for how managerial leaders should be expected to perform, but also for their hiring, training, and development.

Organizational citizenship behavior has been shown to impact positively traditional work outcomes such as effectiveness and productivity, as well as attitudinal and behavioral outcomes such as organizational commitment and engagement. This research affirms the importance of OCB as an organizational construct and highlights its potential for the public library environment. Further, it provides practical methods for fostering and maintaining a workplace culture that values and encourages citizenship behaviors. This study will be of particular interest to library administrators, human resource managers, and those in managerial leadership positions as they seek to hire for, train, develop, and retain both managerial and front-line staff who demonstrate behaviors that improve interpersonal relationships and organizational effectiveness.

Existing research has focused on the financial challenges affecting public libraries and how to improve library efficiency and funding. However, it is unknown how financial diversification could improve the economic fortunes of public libraries. The purpose of this study was to illuminate the unique structural, legal, and operational dynamics associated with adopting a financial diversification strategy in the Clayton County Library System (CCLS), Georgia, and to explore what would support or hinder the implementation of such a strategy. Using modern portfolio theory, the research explored how the CCLS could diversify its funding sources. A qualitative single-case study was conducted to gather information from a sample of library personnel: 2 library directors, 7 assistant directors, 6 branch managers, and 3 grant writers. Budget documents and meeting minutes over a 3-year period were also reviewed. The data were analyzed using a content analysis method, and were coded inductively. Interview data were triangulated with the results of a review of budget documents, meeting minutes, and related literature. Study findings revealed that financial diversification was an effective strategy for the participants in this study, but such diversification would be complex for the broader CCLS because of stakeholders' concerns about CCLS's organizational characteristics, legal frameworks, and management attitudes. The study findings may be used as a basis for further empirical investigations on adoption of financial diversification plans in public libraries. Positive social change is expected to result from this study because it provides useful data to policymakers, library administrators, and other stakeholders seeking ways to sustain public library funding.

IT service management (ITSM) has emerged as one of the approaches to implementing IT Governance in Australian Universities. A number of ITSM frameworks have been proposed however, IT Infrastructure Library (ITIL) and Control OBjectives for Information and related Technology (COBIT) have been most widely accepted and implemented internationally and within Australia. The research reported in this thesis was undertaken to shed light on the issues related to ITIL adoption and implementation within Australian universities. To date academic research in ITIL adoption and implementation has not been extensive as it is comparatively a new framework, especially within Australian universities. The theoretical framework proposed in this thesis has IT service management as the central concept, implementing IT Governance to align the university and technology. This framework is used to examine the experience of ITIL adoption in seven Australian universities, plus a detailed case study on one university�s experience. This research reveals a complex web of factors relating to ITIL implementation including; the pre-implementation process; processes implemented; order of implementation; hiring external expertise;, tool selection;, staff training; ongoing assessments; managing cultural change; managing learning curve and resource strain. The findings provide an insight into practical lessons for other Australian universities or similar organisations considering implementing IT Governance through IT Service management frameworks. The method used in this research may be useful for other organisations and researchers analysing universities and similar organisations implementing ITIL. IT Governance and IT service management frameworks are diverse and important areas which open a poorly researched field for further work.

The emergence of mobile technologies and social media applications has led to a shift in the emergency/disaster related communication environment. Citizens are playing an increasingly important role in providing real time information to emergency organizations. This shift has resulted in an expectation by the public that emergency management (EM) organizations monitor and respond to calls for help disseminated via these applications. The purpose of this study is to explore the extent to which Florida EM agencies have incorporated the monitoring of social media into their organizational processes. The state of social media use in Florida is under researched. In this explanatory sequential design study, Florida EM personnel was surveyed using the CNA Analyst/National Emergency Management Association (NEMA) survey (Su et. al, 2012) on the use of social media in EM. Subsequently, a subset of respondents was interviewed to determine to what extent they have incorporated the monitoring of social media into their organizational processes. Several recommendations can be made related to the use of social media in emergency management in Florida. Each of these is discussed in detail: 1.) Reverse mentoring programs; 2.) Development of social media policies; 3.) Continue to attend trainings and conferences; 4.) Explore promising practices; and 5.) Social marketing campaigns for citizens. Overall, it appears that Florida has an immature yet evolving system for use of social media in emergency management. While Florida EM agencies are knowledgeable about social media in general, they lack policies, systems, and staff to take full advantage of social media as a tool in emergency management. As more training is offered, and promising practices are shared, systems will likely continue to evolve. The evolution of systems within agencies will depend largely on leadership attitudes, organizational policies, and staffing resources.

In Information Technology (IT) service management, the Information Technology Infrastructure Library (ITIL) has been established as a standard and framework for managing IT services within private and public sector. However, in South African public sector, the value of this framework including the capacity management process has not been determined. The aim of the study was to assess the capacity management process within the service design stage of the ITIL framework in managing IT services at a selected public organisation in South Africa. Assessing capacity management in the context of this research was to judge whether it adds value to the organisation. Main questions asked were: to what extent has ITIL been implemented in the public sector in South Africa?, what benefits have been achieved through the implementation of ITIL in the public sector in South Africa? and how effective is the capacity management process of ITIL in the South African public sector? The study adopts a qualitative approach based on primary and secondary data. A purposive sampling method was used to collect data through interviews of ICT officials in Pretoria and Western Cape regions. It is evident in terms of the findings that capacity management within the organisation is practiced, but the organisation still has challenges in managing the process. Findings reveal challenges around user account management, ICT skills shortage and capacity constraints, information, network monitoring tools, and ITIL implementation. DeLone and McLean theoretical framework was used to analyse the capacity management process to explain the findings. A lack of clear ICT planning among the leadership is a contributing factor. Lack of adhering to standards, procedures and processes make it almost impossible to manage capacity. Efforts to address the technical and organisational challenges such as technical skills and stakeholders immediately reporting the users that need to be terminated on systems prohibit the success of capacity management process. Drawing the conclusion, it is recommended that efforts to address challenges should move beyond just ICT, into a comprehensive action by all stakeholders in respective of inter departmental units and executive who make decisions. Solutions should be embedded with ICT being able to manage technology, auditing of processes, and capacity to ensure excellence through reduced risk, increased efficiency, confident forecasts, and cost effectiveness is essential.

Abstract:
The motivation for this research was the publication in 1995 of the Calman-Hine report. This provided a strategic framework for the delivery of cancer care by creating a network of cancer care centres in England and Wales to enable patients to receive a uniformly high standard of care. The report acknowledged the fact that although the evidence on optimal cancer care used to prepare the report was based on two key sources (i) medical literature and (ii) audit data provided by UK cancer registries, they did not lend themselves to controlled experiments as most information came from retrospective analyses; hence they were subject to a number of possible flaws and biases. Yet the report recommended some key structural changes to be implemented. The focus of the research described in this thesis was centred on the recommendation of a multidisciplinary team (MDT) review of patients prior to a treatment decision, both in general cancer units as well as in specialised cancer centres. Given the mandate to implement these recommendations, the research questions addressed were “can the current configuration support this recommendation?”, “what evidence was there to support the effectiveness of the MDT?” and “was there a model of care to support the service delivery of cancer care?” A literature review established that there was no existing template upon which MDT services could be set up. This research therefore set out to develop an MDT model to support operational delivery of care in the setting of a cancer centre. The clinical specialty in which this research was undertaken was that of lung cancer. The research successfully developed a conceptual model. However, in the process, a number of operational and practical constraints were identified within the revised service configuration designed to deliver high quality cancer care through the incorporation of the MDT service, and this ultimately limited the extent to which the model could be deployed in the particular clinical setting. Nevertheless, the modelling process did enable a range of core issues to be identified, enabling design solutions to be formulated and tested, thereby confirming the effectiveness of the MDT model. In particular, the adoption of a soft modelling approach was shown to be beneficial in addressing operational problems. By engaging clinical and other end-users right from the start in the modelling process, the models did become operationally accepted, allowing resistance to change to be overcome and the solution to be integrated into the business process. MDT services are now well established, both in cancer units and cancer centres and published data on their effectiveness in the treatment of lung cancer, although not conclusive; demonstrate an increase in resection rates. Managers of public libraries have been presented with a new set of challenges in the day-to-day operations of public libraries. These include their ability to serve as change agents as they manage the use of continuing online distance learning (CODL) for staff. This online tool may provide staff opportunities for on-the-job learning, yet for managers and managerial staff little is known about how the tool impacts their role in light of the changes. This research investigates the perceptions of 103 Northeast Texas Library System managers and managerial staff about their role as a change agent in the use of CODL using an exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) to determine the outcome. Administrators from urban, suburban, and rural public libraries were surveyed using a General Training Climate Scale to explore three constructs: extent of the manager role, manager role, and use of CODL. Data analysis was performed using exploratory and confirmatory analysis to support the theoretical model. An altered model was tested and confirmed through model fit indices.

Research problem and objective: NPM had an uneven distribution throughout Europe during the 1980s. The NPM system has had a major impact on the public sector and the libraries. By analyzing eight European library legislations this bachelor’s thesis aims to see what NPM characteristics are visible, how the legislations differ from each other and discuss if the democratic mission is inhibited by NPM. Method: A qualitative content analysis. Use of the four sociopolitical models by Sapir (2006), a tentative hypothesis by Hood (1995) and previous research by Kann-Christensen (2011), among others. Key results and arguments: The legislations that show a high NPM impact are those from England/Wales, Northern Ireland, Denmark, and France. Those that show lower impact are those from Spain, Italy, Sweden, and Norway. Libraries in countries with multiple national borders may have a more accessible library service. The sociopolitical models can only predict the impact of NPM to some degree. Commercial services counteract the equal access to information. Conclusion: The study has led to the main conclusion that NPM could have an inhibiting effect on the democratic mission of libraries, but the risk is low if libraries and librarians stay true to their democratic values.

There is a great need for digital libraries that are flexible, scalable, and reliable. Few such systems exist. Little is known about how to build them. This thesis addresses these problems by enhancing a prototype digital library system with the aim of making it more flexible, scalable, and reliable. We hypothesize that: 1) adding a new (user information) layer and maintaining weak coupling in the design of a digital library system can help achieve system flexibility; 2) optimizing network connection usage and facilitating distribution of computation and disk operations in system design can help achieve system scalability; and 3) applying good software processes can help university students produce a very reliable system. Approaches based on the above hypothesis were used in the project of Reengineering the MARIAN System in Java. The results of the project and experiments verified the correctness of the hypothesis. The results of this thesis may help inform future digital library design and implementation projects to produce flexible, scalable, and reliable systems.

Im Mittelpunkt der Arbeit steht das soziale Phänomen Volunteering in der sozialen Institution Public Library mit konkretem Bezug auf die Gegebenheiten in den USA. Die Behandlung des Themas erfolgt auf der Basis von Quellen sowie den Ergebnissen einer qualitativen Untersuchung. Zunächst werden die historischen Hintergründe von Volunteering und Philanthropie in den Vereinigten Staaten sowie die Entwicklungsgeschichte der US Public Libraries beschrieben und diskutiert. Zwischen beiden Phänomenen werden Zusammenhänge aufgezeigt. In diesem Kontext wird auch die Rolle Andrew Carnegies herausgearbeitet. Des Weiteren werden der gegenwärtige Stand der Freiwilligenforschung mit den Schwerpunkten Motivation und Volunteer-Management sowie das Wirken von Volunteers in US Public Libraries unter politischen, soziologischen und administrativen Gesichtspunkten erörtert. In Auswertung der qualitativen Untersuchung, die eine Kombination aus Feldforschung und problemzentrierten Interviews – durchgeführt in insgesamt 31 Public Libraries in elf US-Bundesstaaten – darstellt, werden eine Reihe von Erkenntnissen gewonnen, die unter anderem Rückschlüsse auf die Bibliotheksspezifik von Volunteering – insbesondere in Hinsicht auf die Motivation zur Freiwilligenarbeit sowie dem Volunteer-Management – ermöglichen.
This thesis describes the social phenomenon of volunteering in the public library as a social institution, focused on the situation in the United States of America. The paper is based on a literature review and on findings of a qualitative study. After discussing the history of volunteering, philanthropy, the American public library, and Andrew Carnegie’s role, there will be a review on research on volunteerism. Thereby, the focus is laid upon aspects of volunteer motivation as well as volunteer management in the US in general and particular in libraries. Furthermore, a compilation and interpretation of library volunteer coordinators’ materials, manuals, and reports will be presented. The results of the qualitative study which is based on a combination of field research and problem-centered interviews – held in 31 public libraries in eleven US states – will be discussed in detail. Among others, the results lead to the conclusion that – especially concerning several motivational and management aspects – public library volunteering is quite specific in comparison to volunteer work in other facilities and institutions.

Mit den stärker wirkenden demografischen Veränderungen, dem zunehmenden Kostendruck, dem daraus folgenden Ressourcenmangel sowie den gestiegenen Dienstleistungsansprüchen der Verwaltungskunden nimmt die Bedeutung von Wissensmanagement und GPM auch in der öffentlichen Verwaltung zu. Trotz eines größtenteils einheitlichen Gesetzesrahmens werden in der Verwaltung Geschäftsprozesse unterschiedlich ausgestaltet. Zwischen Projekten, die Verwaltungsprozesse zum Gegenstand haben, gibt es zu wenig Austausch von Expertise und Erfahrungen. Die Erkenntnisse aus der erfolgreichen Umsetzung von Prozessmanagement in der Privatwirtschaft sind nicht ohne weiteres in die Verwaltungspraxis übertragbar. Daher widmen wir uns in einem zweiten Beitrag verschiedenen Umsetzungsstrategien von GPM in der öffentlichen Verwaltung in Europa. Vor dem Hintergrund der derzeitigen Implementierung bzw. des Reifegrads von GPM in einzelnen Verwaltungen ist GPM längst kein integraler Bestandteil der Organisationen. Insbesondere ist die Bereitschaft, Wissen über Geschäftsprozesse zu teilen, ist sehr begrenzt. Wir untersuchen in einem weiteren Beitrag, welche Umstände, Treiber und Hemmnissen den Prozesswissens-Austausch in öffentlichen Organisationen beeinflussen. In einem abschließenden Beitrag stellen wir die wesentlichen Bausteine eines föderalen Informationsmanagements in der öffentlichen Verwaltung in Deutschland dar. Dabei haben wir untersucht, wie Daten und Informationen aus den Bereichen Leistungen, Prozesse und Formulare der öffentlichen Verwaltung miteinander zu kombinieren und zu integrieren sind.
Business Process Management (BPM) is already widely used in the private sector. The importance of knowledge management and BPM in the public administration also increases due to the advancing demographic change, the increasing cost pressures, the consequent lack of resources as well as the increased demand of customers for administrative services. Despite a uniform legal framework, the business processes are executed differently in different administrations. There is little exchange of expertise and experience between BPM projects. The goal of the research project “National Process Library” (NPL) is to create a platform to exchange and reuse processes and BPM expertise about and among German administrations. For the dissertation at hand, essential design elements of this platform have been designed and have been subject to a first evaluation. Many findings about the successful implementation of process management in the private sector cannot be directly transferred to the public administration, as there exist important differences. Hence, the second contribution focuses on the different implementation strategies of BPM in public administrations in Europe. The current degree of implementation and maturity of BPM in public administrations is generally low. Many administrations face similar challenges and offer identical or overlapping services. However, the willingness to share knowledge about business processes is very limited. Therefore, the exchange of process knowledge could lead to immense savings. The third contribution investigates the circumstances, drives and inhibitors to improve process knowledge sharing in public organizations. The last contribution represents the essential components of a federal information management in the public administration in Germany. The derived framework combines and integrates data and information from the areas of services, processes and forms of public administrations.

A homogeneidade temática e a deterioração de parte da colecção conventual, que a biblioteca pública de Évora incorporou, levou o bibliotecário a proceder à venda a peso, o que lhe valeu o título de Átila. A elaboração do Catálogo de Manuscritos da Biblioteca Pública Eborense que reúne os papéis referentes ao Ultramar foi a obra que coroou Rivara, enquanto bibliotecário. A matriz biblioteconómica de Rivara sofreu influências nacionais: Herculano e Balsemão, e internacionais Constantin. O contacto com bibliotecas estrangeiras tinha por objectivo captar as boas práticas biblioteconómicas europeias. Rivara, dado a escassez de leitores que frequentavam a biblioteca, sente necessidade de atrair público revitalizando e dando uma maior utilidade social ao estabelecimento engendrando várias estratégias como por exemplo, as parcerias. - ABSTRACT; ln this project we intend to contribute to a better knowledge of the Library·s management system in the XIX century, mainly in what the Evora·s library is concerned, studying its ways and methods. The librarian of the public library of Évora was led to proceed to a bulk sale to which the nickname Attila was given because part of the Convent's collection books owned by this library was characterized by homogeneous themes and because it was in such a state of deterioration. The making of the Catálogo de Manuscritos da Biblioteca Pública Eborense, that gathers the ‘documents concerning the Overseas Colonies was what brought him prestige as a librarian . Rivara·s concept of Library was determined by national influences such as Herculano and Balsemão and by international ones such as Constantin. The connections with foreign libraries had as its main goal the receiving of data that would allow the use of the well known European methods. Rivara noticed the absence of readers in the library and felt the urge of attracting people by giving the Library a greater social utility and to accomplish his purpose the librarian traced a strategic plan that included partnerships.

Building a thriving information economy is a goal for many developing countries. This research helps identify the factors (inhibitors and motivators) that can be used to leverage the Information and Communication Technology (ICT) sector in a developing country to build a sustainable information economy that benefits other sectors of the economy. This is done by studying the current literature on this topic and then synthesizing the theoretical models to create a unified decision framework to help developing countries set their path to building a sustainable information economy. Drawing on past literature and extant theory, a novel ICT4D decision framework is built that provides a three-dimensional view based on 1) the ICT value chain, 2) key factors (e.g. infrastructure, policies, markets), and 3) stakeholders (e.g. industry, government, academia). This decision framework is then used to study the case of Palestine, where secondary and primary data are used to compare the critical success factors for Palestine with the general framework. This synthesized framework and critical success factors superset is expected to advance the field’s understanding of how both controllable and non-controllable country characteristics contribute to or inhibit the growth and development of an ICT sector in developing countries. In addition, the framework and identified success factors help in setting a future path for development. Results from both secondary data sources demonstrate the usability of the framework to analyze the current setting of the ICT sector, in addition, to help investigate a range of possible opportunities for action to reach a higher level of ICT success. Then, via a targeted set of interviews with academic, industrial, and governmental sources who are experts in the Palestinian ICT arena, an exploratory study was performed that focused on key critical success factors for future development of the ICT economy. Controllable factors that have the potential for sustainable action were identified. In the case of Palestine, it appears that despite having many challenges that are out of control, there seem to be many opportunities for change specifically in government and educational policies that can help the ICT sector in specific, and the Palestinian economy in general reach its real potential. Given the current political situation in Palestine, it was found that there is a great potential in creating new software products for export. The challenges in this particular area in the case of Palestine lies in the lack of adequate business skills to research the global market and to market products and services that can be offered by the Palestinian ICT sector. The findings should also help stakeholders see if the challenges to developing an ICT sector in Palestine are the same as those for any developing country, and where they are truly unique. The outcomes of this research have the potential to frame and inform economic development decisions that could define the future of the Palestinian state.

Diese Bestandsaufnahme der Gegenwart ist in erster Linie abgeleitet aus Fachveröffentlichungen zum Wissensmanagement im Allgemeinen und denen der BID-Community im Besonderen. Welche Rolle spielt Wissensmanagement gegenwärtig in der bibliothekarischen Praxis Öffentlicher Bibliotheken der im Untersuchungsfokus stehenden Nationen? Was verbindet die Arbeit mit Wissensmanagement in den Öffentlichen Bibliotheken der beiden Nationen und (wo) sind Unterschiede zu finden? Diese Verifizierung des Status quo ist nur ein Teil der vorliegenden Arbeit, Schwerpunkt bildet der Blick in die kommende Zeit. Hat Wissensmanagement eine Zukunft in der Öffentlichen Bibliothek? Wenn ja, wie sieht diese aus und in welcher Intention wird Wissensmanagement eingesetzt? Stellt es mehr als nur ein Instrument der innerbetrieblichen Organisationsoptimierung dar? Mit den Methoden Szenariotechnik und Delphi-Studie werden auf Basis der Aussagen ausgewählter Wissensexperten aus den Großstadtbibliotheken beider Länder Trendprojektionen erstellt, die ihrerseits in einem die Studie abschließenden konsensualen Szenario münden. Auf dem Weg dorthin werden im Laufe von iterativen Befragungen zudem für die Praxis adaptierbare Handlungsoptionen für die Öffentliche Bibliothek der Zukunft generiert und anhand ausgewählter Expertenaussagen im Sinne von Best-Practise-Beispielen und -Ideen in die Arbeit integriert.
Following the establishment and outline evaluation of the “scenario based Delphi-Study” as a medium of examination and presentation of research design, knowledge management concepts were put into context in alignment with the current research status by means of a literary review. This inventory of present conditions is primarily based on scientific publications on the subject of knowledge management in general and those of the LIS commu-nity in particular. What is the current role of knowledge management in the practical operation of public libraries in the two countries that provided the study focus? Which areas in the application of knowledge management in public libraries show similarities, and where can we identify specific differences? Whilst verification of the status quo is part of the study, the main focus is on looking into the future. Does knowledge management actually have a future within public libraries? If so, what does this future look like and what does it hold for the intended application of knowledge management? Will knowledge management become more than an instrument aimed at optimising organisational potential, and as a result develop into a quasi-education tool to be passed on directly to the end consumer? Will it serve to assist public libraries in achieving a sense of systemic, communal legitimacy? Through the application of the Scenario-technique and Delphi-study concept trend projections were established for both countries based on the statements by selected ‘knowledge experts’ of public libraries in both Germany and the UK, and subsequently fused into a conclusive consensual scenario. Along the way, practical and adaptable application options for the public library of the future were generated and integrated with a view to best practice examples and ideas from the selected expert testimonials.

This is an exploratory study of public library services in Singapore for young people (defined as those people between thirteen to nineteen years of age) who are wheelchair bound. Three main research questions are explored: * What are the information needs of wheelchair-bound young people? * What are their perceptions of libraries and library services? * What are the problems they face in using library facilities and services? The study involves eleven wheelchair-bound people between the ages of twelve and twenty who were selected by means of a purposive sample. Findings indicate that most participants enjoyed reading books but did not read newspapers. The computer was used primarily as a recreational tool, and the convenience of the Internet appealed to them. There were, however, problems in using computer equipment in the libraries. School libraries were generally inaccessible, and. there were also problems in using public library services and facilities as well as being in public places. Their use of public libraries was infrequent. They were unaware of the full range of library facilities and services. The study concluded that there was a need and demand for library services by wheelchair-bound young people. Their information needs and reading habits were no different from those of any young person. Current library promotions were inadequate in stimulating or sustaining their awareness and interest. Transportation was the main obstacle in getting to libraries. The problems faced in using libraries were mainly related to architectural and physical access to library facilities and services.

Abstract Traditional library management has been actively seeking new and efficient managerial concepts and marketing methods with the ever changing demand of this new era. Total quality management is a process to continually improve quality and service. This method can be used to integrate library management and maximize the efficiency. Marketing strategies can be used in library management, too. Libraries can be reader-oriented using marketing strategies, and the application of integrated marketing methods can be adopted by libraries. The target market should be carefully chosen, and the execution of performance evaluation is also important. This thesis focuses on the application of total quality management and marketing concepts in public library management. The scope of this paper is limited to cities, counties and towns in Taiwan. The perceived satisfaction in marketing strategies, the utilization of libraries, the library environment and library service and demographic variables are analyzed. The results of these analyses are as follows: 1. The satisfaction on the four concepts is very different with the individual’s professional level. 2. The satisfaction on the four concepts does not very much with age and gender. 3. The satisfaction on the library environment varies significantly with education. 4. Cluster analysis indicates great difference among population. 5. Regression analyses were implemented to understand the correlation and significance among the four concepts. 6. Correlation analyses were implemented to understand the correlation and significance among demographic characters. The correlation and significance between the four concepts are analyzed. Finally, the correlation and significance among the four concepts is done using demographic characters as variables.

Therefore, this study tried to investigate the current situation of the application of Knowledge Management in Taipei Public Library in order to provide as the reference to the libraries when they implement Knowledge Management. The methodology used in the study composes of questionnaire and semi- structured interview. A sample of 310 was drawn from the Taipei Public Library, and the rate of valuable questionnaire was 85.54%. The data collected were analyzed by the descriptive statistics, t-test, one-way ANOVA and Pearson’s product-moment correlation. The findings of the study are as the following, 1. The main difficulty Taipei Public Library encountered is the deficiency of specially assigned unit for promoting Knowledge Management. 8. Taipei Public Library possesses the beneficial mechanism for implementing Knowledge Management, such as complete information system, well-designed job assignment, adequate educational training, setting up public database, setting up organizational memory, establishing ISO standard operation procedure and service, promoting quality management and performance management. At last, according to the findings of the research, the researcher offers some concrete suggestions for the authorities, the libraries and the further studies. A case study was used to analyze the management of volunteers in Hsin Rong Memorial Library & Yu Lan Cultural Center. Also, in-depth interview and field study with participatory observation were carried out. The findings were concluded as the following: I.Motives for being a volunteer includes: to promote living quality, to enrich content of life, to give away free time and to give one''s feedback to the society. All the volunteers are satisfied with their work situation and hope the library can exist forever so that they can be volunteers in the long run. II.The managing for volunteers appeared to be liberal and flexible. Volunteers are highly respected based on their volunteer characteristics without being required too much tasks as long as they perform their jobs accordingly. III.The library and the volunteers maintained wonderful interaction relationship with very low leaving rate. IV.Problems and difficulties faced by the library were: shortage of weekend shifts, non-consistent numbers of volunteers in each team, and diversified serving attitudes of volunteers.

The local public library can be the most popular libraries in Taiwan, and most of them are integrated with local community to be friendly, it’s evident that the library is the place of reading and lifelong learning for their residences, as well as the critical role in educating and culture. Reading can make a Nation more competitive definitely, reading also made Europe and American be the leadership of knowledge and economics in the world. In the end of the 20th century, the military affairs, economics and politics on the international competitive stage has been transferring to the education and soft power, that way, promote the reading would be a country-wide movement since the library is the clutch of the information and society. As mentioned above, reading is getting a world-wide movement; however, our libraries cannot be well performed due to the inadequate and unpractical government rule, it will cause the discrepancy of library organization and counsel system; on the other hand, the government financial risk, manpower shortage, less professional capability and the operation malfunctioned will also impact the competitive strength of Nation a lot. The case of Taipei and Tainan public libraries, it focuses on the library rule and operating management to see the differences and try to find the influence of the affiliated organization and operating management as well. The public library is the place for general reading, also a promoter for reading. Basically, the library affairs should be operated by the state apparatus, in order to solve the current dilemma, it needs to better the rule and law, amend the relevant library regulations to meet the current situation. This thesis explores why the Public Archives of Canada, which was established in 1872, did not have the full authority or capability to collect the government records of Canada until 1966. The Archives started as an institution focused on collecting historical records, and for decades was largely indifferent to protecting government records. Royal Commissions, particularly those that reported in 1914 and 1962 played a central role in identifying the problems of records management within the growing Canadian civil service. Changing notions of archival theory were also important, as was the influence of professional academics, particularly those historians mandated to write official wartime histories of various federal departments. This thesis argues that the Second World War and the Cold War finally motivated politicians and bureaucrats to address records concerns that senior government officials had first identified during the time of Sir Wilfrid Laurier.

Staff training, education and development has come to the forefront in most organizations. Managers and employers have realized the benefits of training and developing their staff and various government initiatives have been introduced that highlight this. Library and Information Services took some time to realize the importance of training and developing their staff, more specifically continuing professional development. The study investigates staff training, education and development at the Durban Metropolitan Library (DML) and establishes the perceptions of staff about current training and development offered. The need for, and appreciation of the training and development offered, was evident. No structured program for staff training and development exist in DML. It is recommended that DML implement the Chartered Institute of Library and Information Professionals, previously known as the Library Association, Framework for Continuing Professional Development if it intends to survive in the competitive, changing environment. This will ensure that the organization functions according to the promulgated government regulations and has skilled, competent staff.

Libraries as enterprises are service industry and deliver customer value more consistently and effectively than other rivals, so to make customer to feel highly satisfy to the products and service of libraries is the most original way to make long-term relationship with customers. From the model that enterprise developed customer knowledge management to advance customer relationship management, libraries should actively and effectively manage their customer knowledge to know their customer and have customer knowledge so that they provide the right service and products to the customers in real time. Furthermore, the development of customer knowledge management to make librarians share each other their experience on customer service, so they can control the workflow and efficiency more quickly. This research is a case study of Taipei county Library, to discuss the process of customer knowledge management in public libraries and to realize the revealing, sorting, sharing, feedback of customer knowledge in a library organization by interviewing executive officers and five service librarians. In the process of interviewing executive officers, we found that they expect the librarians to concern about customers actively and encourage them to collect customer knowledge to understand customer’s thought and needs. In the process of interviewing service librarians, we found that they collect customer knowledge when they contact with customers, then they share customer knowledge with each other and feedback to manager. According to the outcome of interview, this research proposed the frame of customer knowledge management of Taipei county Library. From the outcome, we found that the manager think libraries as service industry and encourage the librarians to contact with customers and know them. The frame of customer knowledge management of Taipei county Library show that there are many way to reveal customer knowledge in Taipei county Library, including face to face, e-mail, massage on the website, telephone and letter communicate with customer, as well as the librarians talking and reacting with customer. The librarians found the conversational and observational customer knowledge by these ways, further, they realized customer interest and prefer of reading in order to capture predictive customer knowledge. After revealing customer knowledge, the librarians will look for the suitable solution for the customer in the service and resource of library via their experience and position. Formal reference tool built by the library, for example, work books, regulation books, work diary, Q&A information on the library website, opinions shared between librarians through e-mail or chat with each other, individual librarian’s own resource, and problem-solving collection individual librarian created by himself, are the reference tool in the process of customer knowledge sorting. In the process of fitting customer’s need in resource and service, librarians not only insistently communicate with customers, but try to propose some service for them to choose, then realize their real need from their choice and find the problem-solving out. In order to know customer’s opinions after gaining library service and promote service according to their opinions, Taipei county Library will trace the reaction from customers through formal questionnaire or informal chat. After the librarians gain customer knowledge and experience, they share their own customer knowledge to other librarians and managers via e-mail, work diary, chat, or a discussion in conferences. In addition, the library invites the senior and superior librarians to share their experience in conferences. Now the resource of customer knowledge management in Taipei county Library is from the Q&A database created by themselves and the feedback from all readers. The managers already have a idea of information statistic analyzing and creating an on-line message board for all librarians in Taipei county. Furthermore, the librarians’ own experience are always in their minds, some librarians make their experience concrete by write a problem-solving collection. According to the outcome of research, we offer a proposal for customer knowledge revealing, customer knowledge sorting and suitable resource and service providing, and customer knowledge sharing and feedback. About customer knowledge revealing, we suggest the library should check relative regulation periodically, hold courses of how to use library, hold educational course for librarians periodically, and predict customer’s need. About customer knowledge sorting and suitable resource and service providing, we suggest the library should design a real time search database for customer service, make workbook, and investigate service satisfaction. About customer knowledge sharing and feedback, we suggest the library should encourage librarians to research customer service, hold an experience-sharing meeting for librarians periodically, hold an activity meeting for librarians, and recruit some superior volunteers.

This paper examines a systematic view to measure the operating performance of public library in Taiwan by Data Envelopment Analysis(DEA). Attention was focused on three stages based on the process of this paper: (1) Describing the public library environment and Identirying the problems of this paper, (2) Identifying the input and output factors and selecting appropriate DEA models, (3) Analyzing and explaining the outcome of this paper.   This paper is divided into three analysis parts. The first part uses CCR and Cross Efficiency model to measure the relative efficiency of 22 prefectures public library in 1994. The second part is to measure the relative efficiency change of 22 prefectures public library in Taiwan moved forwards of backwards between 1992 and 1994. In final part, this paper examines whether the variables of area, population and education can influence the performance of Public Library.   In addition to measuring efficiency, this paper also proposes useful information for generating directions for making improvements.

The research of library science currently focuses on the promotion of library services and user satisfaction instead of library administeration or information resources. All the facilities and resources of libraries are developed for providing appropriate reader services. Library services can not be always satisfied by readers; therefore, it is importment for libraries to collect and manage readers’ suggestions. The research uses content analysis technique to collect readers’suggestions in National Central Library from 2002 to 2004 and try to understand the reasons, contents and responses from the library. The author also uses questionnaire investigation method and in-depth interviews to examine the points of view and problems from librarians, the situations of dealing with readers’suggestions and relatives policies from libraries based on the samples of National Central Library and other public libraries. The research concluded the followings: 1. The major reason of readers’ suggestions is reader services, secondary reason is inner resources of libraries. 2. Librarians should dispose of readers’ suggestions positively, and promote the communication and interdynamic with readers. 3. Most of the libraries have constructed the management mechanism of readers’ suggestion. It is also significant to establish the permenant unit for discussing and analyzing readers’ suggestions, and provide multiple ways for readers to convey their opinions. 4. Readers’ suggestions have the positive and essential meaning to libraries; libraries have to construct the management mechanism of readers’ suggestions. Furthermore, our country should make the national standard of readers’suggestions handling as quickly as possible. The research also provides the following suggestions: 1. to the chiefs of libraries: make the national standard of readers’suggestions handling , concern the management mechanism of readers’ suggestions, provide and support for libraries to setablish permanent unit of readers’ suggestions. 2. to libraries: (1)policy: construct the management mechanism of readers’ suggestions, plan standard operation process(SOP), construct suggestion program, administer politeness and self-evaluation, set up “readers’ suggestions” on the library’s Web, compile relative workbooks and white book, investigate users’satisfaction,etc. (2)education: plan and execute educational training and construct knowledge management platform system. This study investigated the management of information and communication technologies (ICTs) at academic libraries in selected public universities in Ghana. The purpose for this study was to investigate the managerial processes and challenges in terms of conceptualization, policies, planning, implementation and strategies involved in ICTs adoption in order to formulate strategies for their management in Ghanaian academic libraries. Specifically, the objectives of the study were to review and explore the status and level of ICT diffusion in Ghanaian university; audit the procedures, processes and factors that influence ICT adoption and implementation in Ghanaian university libraries; establish the institutional policies, strategies and human resource that is in place and available for the adoption; determine the factors that hinder the adoption and management of ICTs in Ghanaian university libraries; and design a framework for effective and efficient management of ICTs in Ghanaian public university libraries. The study adopted mixed-method research design approach combining both quantitative and qualitative approaches through the pragmatic worldview to achieve the main purpose of the study. Adopting a survey study design, data was collected from five selected Ghanaian public universities by interviewing the five university librarians/directors, using questionnaires on 313 library staff and making observations within the five libraries. The findings of the study established that the managerial tools/instruments required for effective ICTs management in Ghanaian university libraries include the availability of library ICT policies, a library ICT strategic plan, library ICT installation and maintenance manuals, library ICT integration plans, and standard operations manuals. In addition, adequate funds, skilled manpower, adequate and standard ICT infrastructures among others. However, the study also revealed that there are absence of library ICT policies, lack of processes and procedure guidelines, inadequate funds, lack of management support, inadequate ICT skills among libraries and staff ICT training policies in the academic libraries in Ghana. The study recommends the formulation of ICT policies and strategic plans purposely for the comprehensive management of library ICT systems. Furthermore, the university top management should support their libraries by providing the required resources and motivation for the library managers including the development of stakeholder partnership and collaboration. To galvanise these recommendations, the study proposes a framework for the ICTs adoption and management in Ghanaian university libraries.

Government computers are generating enormous volumes of e-records such as e-mails, word processed documents and databases. The immediate challenge of the public sector is therefore to preserve these digital records and make them accessible to future generations. The present study was conducted to investigate the management of e-records in the public sector in Lesotho. The objectives of the study guided the researcher to find out what IT infrastructure and resources existed. The study looked at which records were currently being created and strategies and policies used in managing those records. The archival legislation was reviewed to assess how it affected e-records. An e-records model suitable for managing e-records in Lesotho was suggested. The study adopted the descriptive research by utilizing the case study approach. Interview schedules were employed for data gathering, together with observations. The literature review guided the content of the interview schedule. Data was analyzed according to the objectives of the study. The overall findings revealed that the public sector in Lesotho was not managing its e­-records satisfactorily. The public sector did not have legislation that specifically dealt with managing e-records, there were no written policies, strategies and guidelines were non-existent. The study also revealed that there were no qualified personnel with expertise and skills in the management of e-records in the public sector. The study's conclusions and recommendations were that the public sector be allocated more resources and IT infrastructure. Staff should be trained, policies should be formulated, legislation should be amended to accommodate e-records and, lastly, the study recommended that the public sector in Lesotho should adopt the South African e­-records management model.

To manage the increasing work loading and promote the quality and quantity of service, public libraries generally recruit volunteers, provide them with training about library knowledge, and administer them appropriately to enhance the staff. The purpose of this study was to explore the volunteer needs assessment, training design, and implementation status of two public libraries in Taichung. After literature review, a semi-structured interview, with two different interview guides, was designed and conducted. Five librarians responsible for volunteer affairs and nine volunteers of two public libraries in Taichung were interviewed about 45-60 minutes. Before every interview, a small questionnaire was conducted to collect the interviewee’s background information, and the data was transcribed and coded to formulate the conclusions. The conclusions of the study as follows: I. Volunteer recruitment in public libraries: 1. Volunteer needs assessment lacks of flexibility and efficacy. 2. Public libraries tend to use concentric recruitment to recruit appropriate volunteers. II. Volunteer training design in public libraries: 1. The training design is explicit. 2. The general volunteers’ professional training is insufficient. 3. The programs are focused on personal growth training. III. Volunteer management in public libraries: 1. The volunteer management needs to be reinforced. 2. The alternative measures of rewards and benefits are active. 3. The volunteer withdrawal mechanism remains arguments easily. Six suggestions refer to the conclusions: 1.designing deliberate recruitment plans 2.sharing volunteer human resources with local communities, 3.planning diversified professional programs, 4.encouraging volunteers to take training courses, 5.establishing a sound management system, and 6.evaluating the procedure of withdrawal mechanism.

The purpose of the research was to recommend a model for strategic human resource management through an effective staff performance appraisal system in Botswana public libraries. Performance appraisal is not a new concept; however the evolution of performance appraisal tools and techniques has been slow compared to that of other management fields. This discrepancy is now being realised; organisations are starting to acknowledge the importance of comprehensive, regular appraisal of staff as part of an effective human resource management policy. Human resources are a scarce and valuable tool in any organisation and it is mainly through performance appraisal that they can be developed and maintained, to ensure organisational success. The theory underlying strategic human resource management and performance management has been studied. Empirical research through a questionnaire was carried out in 23 public libraries. From these it was possible to develop a model entitled "A recommended strategic human resource management model". From empirical investigation the main critical qualities for efficient public library services were revealed as enthusiasm; positive attitude; innovative thinking; capability and commitment; critical competencies as expertise; team-building; and leadership; critical external factors as external environment; global competition; shrinking budget; changing library customers and employees' needs and information technology; strategic management issues organisational culture; transformational leadership; employee recognition and reward systems; performance measurement system; productivity improvement; and customer orientation; critical staff issues as sense of purpose and achievement; feeling of self-worth; job-security; recognition; status; career development; and salary; motivational factors as effective communication; job satisfaction; delegation of authority; clear job description; performance feedback; conducive working environment; human resource strategy issues as motivation building among staff;continuous education and development; generating competitive advantage through human resources; and alignment of human resource strategy with strategic management plan. The study recommends a strategic human resource management model for libraries along with: conducive working environment; adequate IT infrastructure to store, organise and retrieve information; staff training for excellent customer service; objective, reward based staff appraisal; performance feedback; performance appraisal should be aligned with staff selection, library mission, staff motivation and promotion in order to use it strategically; and human resource strategy should be developed immediately.

For school libraries to sufficiently contribute to better information skills’ development and creation of a culture of lifelong learning among students, they require backing through well articulated policies both at national and individual school level. This study investigated the prevailing status of school libraries in public secondary schools in Nairobi County, Kenya. Using a survey research design, with a response rate of 68% for school principals and 66% for school librarians, this study established that although the majority of the schools had school libraries, these were individual schools’ efforts. There were no government policies on school libraries and most of the schools lacked explicit library policies. Additionally, they had not embraced contemporary trends in technology and the major impediment was lack of financial support. The study concluded that school libraries in Nairobi County were inadequately resourced and supported and recommended that the government of Kenya should come up with national policies that will entrench school libraries in the education system.

The struggle to liberate the continent of Africa from colonialism during the second half of the twentieth century represented an important epoch and as such this history needs to be documented accurately in whatever form for the benefit of posterity. Liberation struggle archives are of differing types and status, which reflects the diverse nature of the struggle itself. R ecords on the liberat ion struggles in Africa were created from within and outside Africa to document this historic ep och from the 1950s to the 1990s. These records have to be made available to the public for research, scholarship and general interest as they are a treasured na tional asset. In view of the above, it is the mandate of archivists to provide a means f or future generations to access historical sources . The purpose of this study was to ascertain whether liberat ion struggle archives are being offered the continuum of c are throughout their lifecycle in order to make such access possible . Considering that few records were created during the struggle for emancipation notwithstanding their neglect, it is therefore incumbent upon archivists to pres erve the legacy of the libe ration struggle that is contained in those few records that were created. The study used both qualitative and quantitative data collection and analysis methods. The study used methodological triangulation techniques in order to capture the phenomenon under study in detail. The study’s’ population were the twenty three archival institutions within east and southern Africa, both public and private that is, which generated a response rate of 39%. Due to the fact that the study population was geographically di spersed, the study employed self - administered questionnaires for data gathering . U nstructured interviews and observations were also used in a limited manner . The researcher administ ered an interview schedule to h e a ds of archival institutions within the eas t and s outhern African region. To complement the iii interviewing, an observation schedule was also used to record phenomena at selected archival institutions. T he data collected using qualitative techniques was content analyzed whilst SPSS was used for quanti tative data. The study unearthed some interesting developments. Liberation struggle archives had been identified and the requisite documentation put in place. T h is was evidenced by the restitution of archives which was an ongoing process albeit a problemat ic one. This process gives the overall picture that the liberation struggle was a global event as records are scattered in different parts of the world. The records so created are of varied nature as the media used to capture the record exists in a variety of forms with photographs predominant. The study also discovered that the arrangement of records was being done by qualified personnel, both archivists and manuscript librarians. In their efforts to promote access, most archival institutions employed a co mbination of finding aids with inventories and summary lists mostly used . Furthermore, t he existence of mechanisms, policies and procedures facilitates archival management practices. The present research established that all archival institutions had missi on statements and that th ese explicitly spelt out the mandate of the organizations . F or some institutions, these existed in written format. Formal p olices were generally in existence but were calibrated at various levels depending on an institution’s colle ction priorities. In this instance, the policy pertaining to digitization of liberation struggle archives was held in high regard and this explains why the majority of archival institutions preferred electronic media for duplicate copies . This preference p oints to the increasingly pervasive influence of digital technology. Archival institutions were liberal in their publication requirements though users had to acknowledge the institution as the source. The major challenge in the management of liberation str uggle records was the processing of backlog s . In addition, the study sought to establish whether archival institutions were providing resources in order to promote a n environment conducive to iv prolong ing the useable life of liberation struggle archives. The infrastructure in terms of knowledgeable and skilled personnel was in existence as the need for an academic background from which archival skills could be developed was given priority. The expertise in preservation management was mostly invested i n disast er planning and recovery, holdings maintenance and preservation planning . The research also established that the majority of archival institutions had a visitors ’ register in place al though its administration lacked consistency. The majority of archival in stitutions had air conditioning though maintenance records were non - existent. It was also noted that fumigation was prevalent and that restorative work was being done by the majority of institutions with the traditional technique s being the most popular. Equally important was the need to establish the preservation needs of the surveyed archival institutions. The study reve ale d that digitization was the most wid ely used preservation strategy and the majority of archival institutions had purpose - built storag e. Fire was considered the biggest threat to archival collections and the disaster plan mostly covered records, the physical building and the evacuation of people. Fire detection systems were in place and archival institutions were making use of their resp ective local fire departments to raise fire precautionary awareness and readiness. Security measures were generally in place though the use of Close Circuit Television ( CCTV ) , cameras and alarm systems was not pronounced. Furthermore, the study identified that information communication technologies had a transformative influence on the management of liberation struggle archives. The majority of the institutions were digitizing their collections though there was no written policy for managing these digital records. It was also established that most archival institutions were not migrating their records. Technological obsolescence and lack of resources were considered by most institutions as constituting the major threats to the survival of digital records an d this could be the reason why donor assistance v was sought as evidenced by the state of the art equipment on digitization infrastructure observed in some institutions visited . Equally significant was the revelation that inherent semantic ambiguities existe d in the legislative apparatus of the majority of archival institutions which partly explains why there was much passivity when it came to managing private records. The study further established that the management of private records was not satisfactory a nd areas noted for concern pertained to the arrangement, storage and custody, finding aids and access relating to these records . Finally, the study put forward a number of recommendations that had to be considered in an attempt to help archival institutio ns professionally manage liberation struggle archives , and two are cited here simply because they encapsulat e others . Firstly, the legislative apparatus had to be modernized in order for liberation struggle archives to be taken care of at national and not organizational level as is presently the case. The implication is that the laws that govern the national archives of countries within ESARBICA are wholly inadequate when it comes to the management of the private record. Lastly, the records continuum model formed the theoretical foundation of the study not only because of its holist ic approach, pragmatism and the fact that it is technologically driven but because it dovetailed with the records keeping issues which the study investigated .
