 This paper clarifies on the condition of the public libraries, focusing on the one in Alor Gajah town. For many years, universities have been accredited for being driving engines for the global economy by training experts in various fields of study such as Medicine, Education, Engineering, Mining, Technology, Military and Knowledge Management just to mention some of the most notable ones. Mzuzu University (MZUNI) which is one of the four public universities in Malawi is also involved in the production of knowledge through research and teaching activities by its lecturers. By self-administering a questionnaire to 130 lecturers at MZUNI, the authors investigated knowledge management practices by lecturers at MZUNI by addressing three objectives namely; types of knowledge created and acquired by lecturers, techniques of sharing and dissemination of knowledge and challenges faced. Results suggest that lecturers are involved in knowledge management practices although knowledge creation is mainly achieved through PhD and master's theses as part of their training as opposed to research outputs published in peer reviewed journals.

Libraries and Open Access function in a variety of ways to make information freely available to the public, but the current era of market-driven globalization has reshaped the economic environment, and threatens to undermine their principle mission. The defining characteristic of this threat is the treatment of knowledge as a commodity. The idea of open access and the institution of the library exist as sources of self-directed learning and as representatives of the shrinking commons in the face of encroaching market forces. Libraries face challenges of relevance in regard to technology, budgets, privatization, and physical space. Open Access must find ways to define itself coherently—as publishers, researchers, libraries and businesses all try to manipulate the concept to fit their needs. The function of waqf institution is to contribute towards provision of a social security net to those falling within its vicinities. The value proposition of waqf lies in effectively cascading wealth and benefits of resources to the neglected or comparatively disadvantaged sectors of an economy. Waqf is equally envisaged to support informal economy by responding to, and patronising the un-organized sectors. It is critical to identify the existing gaps in the areas of public and private sectors' spending for waqf to effectively fulfill its socio-economic objectives. By targeting the resource-deficient pockets of the economy on priority basis, the utility of waqf-resources can be maximized, which, in turn, reinforces the building blocks of the real economy. The chapter critically analyses the moral philosophy, the value proposition, and functional mechanism of an ideal waqf followed by pinpointing some recommendations to enhance the role of waqf. The chapter is an outcome of a library-based research, and it adopts socio-legal research paradigm for the analysis of literature.

Following the formation of the inclusive government as determined by the Global Political Agreement (GPA), Zimbabwe established the Ministry of Information Communication Technology whose mission is to promote the deployment and use of Information and Communication Technologies (ICTs) to intensify national competitiveness and growth. Driving the digital access and e-Government agenda in Zimbabwe is a Modernisation Unit within the Office of the President and Cabinet and the Ministry of Information Communication Technology guided by “Zimconnect,” the e-Government framework, and other enabling instruments.
