Abstract:
This chapter describes how public managers contribute to public service performance. First, the chapter investigates three critical contextual factors for how public leadership can make a difference to organizational performance: managerial autonomy, capacity, and ability. Second, three leadership strategies are introduced which have been positively related to organizational performance in the public sector: goal-oriented, relational, and non-leader-centered leadership. Third, a new concept with particular relevance for public management is presented—reputation management—and this points to the relevance of considering the nexus between reputation and performance. It is argued that an organization’s reputation and performance may be more or less aligned. However, more importantly, an organization’s reputation per se also provides an important but less studied contextual factor of relevance for public managers’ ability to improve organizational performance. Finally, the chapter discusses how to develop leadership skills that increase public managers’ ability to contribute to public service performance.

This research attempts to provide a unique contribution to PR scholarship by using a qualitative approach to study the experience of Bahraini female leaders working in public relations. The chapter introduces the progression enjoyed by women in the kingdom of Bahrain today, in parallel to the social, cultural, and political developments enjoyed by this country. The appointment of women to managerial positions in Bahrain over the past years has ushered in a significant departure from the traditionally exclusive, male-dominated decision-making arena. The research suggests combined liberal and radical feminist strategies to improve the role of female managers in public relations in the cultural context of Bahrain. Moreover, new legislative and educational development facilitates promising opportunities for the progress of female PR practitioners in managerial positions in Bahrain.

Building on an extensive literature on interactive governance, Chapter 2 explains what it entails to be in the age of governance and scrutinizes the implications for the performance of public leadership. A key message is that public leadership increasingly takes on the form of metagovernance, i.e. the governance of governance. As meta-governors, public leaders govern self-regulating actors through different hands-off and hands-on regulation methods. Forty years of government reforms have gradually restructured the public sector to support the performance of metagovernance, and inspiration came from different strands of neo-institutionalism. Metagovernance research has mainly focused on managerial metagovernance, however, while paying scant attention to political metagovernance and the role of politicians as leaders of interactive governance processes. Recent strands of political leadership theory provide important insights for developing a notion of political metagovernance and get to grips with the role of politicians in the age of governance.

Since the beginning of the twenty-first century, enhancing the public sector’s innovation capacity has been high on the agenda of many Western governments. Fiscal constraints and mounting policy problems related to public health, crime prevention, elderly care, immigration, and global warming have intensified the search for new innovative policy strategies and governance methods. Leadership is often mentioned as a key driver of and condition for promoting public innovation but most attention has been paid to the role of public managers as drivers of policy innovation, and the approach to innovation has been managerial rather than political. The main argument made in Chapter 6 is that the public sector’s policy innovation capacity ultimately hinges on the extent to which politicians step into the role of policy entrepreneurs and perform leadership of collective policy innovation processes, rather than leaving this task to public managers. Although there are barriers and dilemmas to overcome, interactive political leadership offers an opportunity for politicians to step into the role of policy entrepreneurs and, by doing so, strengthen the output legitimacy of representative democracy.

Many tasks that require human intelligence to perform changed to being executed by artificial intelligence such as voice recognition, image recognition, and various predictions. This study investigates how adopting AI-based technologies could redefine leadership roles and identify the gap of critical leadership competencies of AI-based technologies in Oman's public sector. The study used secondary data sources of four Omani ministries. The results confirm that the work of the leaders in Oman's public sector focuses more on administrative coordination, control, developing strategies, and problem solving. On the other hand, there is little attention given to innovation and focusing on developing people.
