Abstract:
Almost 30 years ago, public relations scholars began to process the idea that the concept of culture was important to public relations practices. In particular, scholars questioned what influence culture might have on the communication process and relationship building between organizations and their stakeholders. Yet, today culture is still an understudied concept in the public relations literature. The purpose of this study is to analyze how of organizational culture, as defined by Sriramesh, J. E. Grunig, and Dozier (1996), is significant to the relationship outcomes in public relations. The theoretical framework for this study consists of organizational culture theory and organization-public relationship theory. A quantitative survey was used to measure an external public's perceptions of organizational culture and organizational-public relationships within an academic department. The research measures of authoritarian/participative culture to determine how it is related to the dimensions of organizational-public relationships, including control mutuality, trust, satisfaction, commitment, communal relationships, and exchange relationships. The results suggest how an organization can utilize perceptions of organizational culture and relationship management from external publics to develop and implement effective communication strategies.

Abstract:
Communication is usually seen as a tool for success with organizational change. What makes communication so important is that it lays the foundation for the understanding and perception of the organization and the process of change. This study is about communication between the manager and the employee at times of change. The purpose of this study is not primarily to streamline communication in organizational change, but first and foremost to understand how communication works, what perceptions and reactions create communication between both the manager and the employee. The most important lessons come from six people: three managers and three employees' experiences and perceptions of communication in organizational change in a public organization.  In this study, I explore how managers and employees perceive organizational change, what roles they have in change itself, how their communication works. Here I also discuss what it means to lead change for a manager and to follow the leader for an employee. The results of this study show that there are uncertainties in communication and the desire to improve it. Thanks to this study, it is possible to understand how a lack of communication affects the employee in organizational change, while good communication creates the conditions for successful organizational change.

Abstract:
The primary purpose of this study is to explore financial management strategies among administrators of small nonprofit social services organizations. This study addresses the gap in empirical literature with a specific focus on small nonprofit organizations. This study avers that the available literature on social service organizations is fundamentally flawed. It argues for a reevaluation of the available literature based on apparent errors in methodology and research design. The literature reveals that nonprofit organizational empirical research excludes small nonprofit organizations and disproportionately presents a representation of large- and medium-sized nonprofit organizations as the norm for social service organizational financial operations. Previous studies that explore nonprofit organizational sustainability select organizations with annual revenues or assets at a minimum of $100,000. Furthermore, the empirical research excludes small non-profit organizations by design and offers findings that include generalizations that are erroneously attributable to all nonprofit organizations. This dissertation outlines the aforementioned errors in the first two chapters. In order to appropriately investigate the aforementioned, this study draws upon the Afrocentric Perspective to supplement the dominate focus of the available literature on small nonprofit financial management. In chapter three, this study explains the study’s design rationale and presents this study’s significance to the field of social work administration. Additionally, chapter three elucidates this study’s contributions to nonprofit social service organizational research and knowledge. The research questions consider possible correlations between small nonprofit organizations’ sustainability strategies and social work mangers’ education and experience. The study’s research questions also consider how financial management strategies affect organizational sustainability. The research design notation O occurs through the developed questionnaire titled “Nonprofit Organization Sustainability Survey.” Statistical procedures examined grouped questions by themed content and computed the group variables scales: financial management, business experience, educational influence, organization sustainability strategies, entrepreneur activities, and budget planning. More than two-thirds of respondents reported that they had experiences with establishing a nonprofit organization; however, they are more comfortable working with clients than conducting financial management tasks. Additionally, while nearly all of the respondents believed that they can secure funding for the organization, 60% reported that their organization had challenges with securing funding.

Abstract:
The idea of sustainability is widespread, but it often remains unclear how the idea travelled and how it is translated into practice. In this thesis it is analysed how public organizations translate sustainability into action through Sustainable Public Procurement (SPP). First, an overview of translation theory and previous research on SPP is given. Basing on an empirical analysis, two cases of public organizations in Sweden and Germany that integrated SPP in their strategies are described and analysed. It is revealed that translation theory applies to the two cases and that the theory is useful to explain how the concept of sustainability is acted upon. Characteristics of processes of translation can be observed in both cases, indicating that the translation of the same idea can result in different practices and outcomes. It is found that although both public organizations use the same term, the way SPP is implemented and practiced differs highly. The thesis includes reflections on this different outcome and considers the importance of local contexts and actors.

Artificiell intelligens har blivit kommersialiserad och har skapat en stor efterfrågan på marknaden. Trots detta är det få som vet vad teknologin innebär och till och med forskare kämpar med att hitta en universell definition. Teknologin är komplex och mångfacetterad och delar av tekniken gör den kontroversiell. Artificiell intelligens som koncept har blivit studerat utifrån ett tekniskt perspektiv och flera publikationer har gjort ett försökt att förutspå hur teknologin kommer att påverka samhällen i framtiden. Även fast efterfrågan är stor, saknas det empiriska data för hur tekniken påverkar organisationer. Det finns därför ingen nuvarande forskning till hjälp för organisationer som måste anpassa sig till teknologin.Syftet med denna studie är att börja täcka detta forskningsgap med empiriska data för att hjälpa organisationer förstå hur de påverkas av detta paradigmskifte i teknik. Studien är utförd som en fallstudie vid en offentlig organisation med medel teknologiska kunskaper. Data har samlats in via intervjuer, observationer och granskning av styrdokument. Sjutton intervjuer hölls med medarbetare från olika delar av organisationen. Data analyserades sedan utifrån ett kombinerat ramverk inkluderande teknik, organisatorisk anpassning och social hållbarhet.Studien visade att organisationen är reaktiv i sin anpassningsprocess och saknar en förståelse för tekniken. Resultatet visar att konceptet artificiell intelligens är svårt att förstå men tillämpbara exempel underlättar processen. Ett bättre informationsflöde skulle hjälpa organisationen att bli mer proaktiv i sin anpassning och bättre kunna utnyttja sin personal. Resultaten visar också att det finns etiska aspekter kring teknologin som behöver behandlas av organisationen innan artificiell intelligens kan implementeras. Forskaren argumenterar också för vikten av att använda ett sammansatt ramverk vid analys av organisatorisk påverkan av artificiell intelligens på grund av dess komplexitet.
Artificial intelligence has become commercialized and has created a huge demand on the market. However, few people know what the technology means and even scientist struggle to find a universal definition. The technology is complex and versatile with elements making it controversial. The concept of artificial intelligence has been studied in the technical field and several publications has made efforts to predict the impact that the technology will have on our societies in the future. Even if the technology has created a great demand on the market, empirical findings of how this technology is affecting organizations is lacking. There is thus no current research to help organizations adapt to this new technology.The purpose of this study is to start cover that research gap with empirical data to help organizations understand how they are affected by this paradigm shift in technology. The study is conducted as a single case study at a public organization with middle technological skills. Data has been collected through interviews, observations and reviewing of governing documents. Seventeen interviews were held with employees with different work roles in the administration. The data was then analyzed from a combined framework including technology, organizational adaptation and social sustainability.The study found that the organization is reactive in its adaptation process and lacking an understanding of the technology. The findings show that the concept of artificial intelligence is hard to understand but applicable and tangible examples facilitates the process. A better information flow would help the investigated organization to become more proactive in its adaptation and better utilize its personnel. The findings also show that there are ethical issues about the technology that the organization needs to process before beginning an implementation. The researcher also argues the importance of a joint framework when analyzing the organizational impact of artificial intelligence due to its complexity.

Abstract:
The notion of person-organization fit (P-O fit) is concerned with identifying the antecedents and consequences of compatibility between employees and the organizations in which they work, as part of interactional psychology. Literature on consequences of P-O fit has demonstrated significant relationships with various individual outcomes. The main purpose of the present study was to examine the effects of P-O fit operationalized as value congruence between the employee and the organization, on job satisfaction, organizational commitment and performance of employees working in a public organization at both individual-level and cross-level analysis by utilizing multiple measures of fit. The secondary purpose was to compare multiple measures of fit in terms of their power in predicting individual outcome variables and investigate the level of association between direct and indirect fit and whether direct fit contributed to prediction over and above indirect fit measures. One hundred and eighty employees of a public organization filled out the questionnaire. Cross-level analysis could not be performed because of inadequate level of agreement between respondents. Results revealed that both direct and indirect fit measures were significant predictors of individual outcome variables at individual-level analysis except for supervisor ratings of task performance and overall performance, which were solely predicted by direct fit. Direct fit was the most consistent and effective predictor of individual outcome variables and made a consistent unique contribution to prediction of outcome variables over and above indirect fit measures. The results and implications of the study were discussed and limitations of the study were addressed.

Migrating from IT legacy systems to Cloud Computing, is a complex task for an organization to undertake since changes of both technical end organizational aspects are required to take advantage of all capabilities that Public Cloud offer. A limited number of studies have been conducted exploring the organizational perspective of the migration process to Public Cloud for larger organization, which are bounded to their IT legacy. This thesis aims to contribute with knowledge to this gap by addressing the following purpose: investigate how the migration to Public Cloud affects an organization with large IT legacy. Anchored in a case study at an incumbent enterprise, the thesis bridges literature on Cloud Computing, organizational change management and organizational aspects of the migration process. Findings from empirics indicate that the case company is experiencing multiple layers of complexity of change management such as: change management, culture, internal processes, IT legacy and security, are essential to be managed to successfully migrate to Public Cloud. These findings suggest that the challenges are constraining the migration towards Public Cloud and especially the development of the IT environment, and therefore inhibit the essential value-creation processes. Another challenge is the generalized view of security being a great risk which further inhibits the evolvement and process towards Public Cloud. The thesis presents that although the migration to Public Cloud is primarily of technical concern, the migration process is also a major organizational change management process with large challenges that needs to be considered for a successful migration. Hence, the thesis contributes to better understanding of how an organization with substantial IT legacy can prepare for the emerging changes of a potential technology shift.
Att migrera från ett IT arv med förlegade IT system till molnbaserad datahantering är en komplex uppgift för en organisation eftersom stora förändringar krävs för att utnyttja alla möjligheter som publika molntjänster erbjuder. Ett begränsat antal studier har genomförts som undersöker migrationsprocessens till publikt moln från ett organisationsperspektiv, för större organisation som är begränsad till föråldrad IT infrastruktur. Detta examensarbete syftar till att bidra med kunskap till detta gap genom att uppfylla följande syfte: undersöka hur övergångsprocessen till publikt moln påverkar en organisation med stort IT arv. Förankrat i en fallstudie hos ett etablerat företag, förenar uppsatsen litteratur om molnbaserad datahantering, organisationsförändringshantering och organisatoriska aspekter av migrationsprocessen. Resultat från studien på företaget visar flera lager av komplexitet i förändringshantering som till exempel: förändringsledning, kultur, interna processer, IT arv och säkerhet, vilka är viktiga områden att kunna hantera för en framgångsrik migrering till Public Cloud. Detta resultat tyder på att dessa utmaningar begränsar migrationen mot publika moln och utvecklingen av IT miljön som hämmar de väsentliga värdeskapande affärsprocesserna. En annan utmaning är att den allmänna uppfattningen om säkerhet utgör en stor risk som ytterligare hämmar utvecklingen och processen mot publika moln. Examensarbetet presenterar, att trots övergångsprocessen mot publikt moln är av tekniskt intresse, är migrationsprocessen en viktig organisationsförändringsprocess med stora utmaningar som måste beaktas för en lyckad transformation. Med detta bidrar avhandlingen till bättre förståelse för hur organisationer med betydande IT arv kan förbereda sig för de framväxande förändringarna av ett potentiellt tekniskt skift.

In this article, problems users are having searching for known works in current online public access catalogs (OPACs) are summarized. A better understanding of AACR2R/MARC 21 authority, bibliographic, and holdings records would allow us to implement the approaches outlined in the IFLA Functional Requirements for Bibliographic Records to enhance, or â FRBRize,â our current OPACs using existing records. The presence of work and expression identifiers in bibliographic and authority records is analyzed. Recommendations are made concerning better indexing and display of works and expressions/manifestations. Questions are raised about the appropriateness for the creation of true catalogs of clientserver technology that deliver records over the Internet.

Abstract:

Trust is consistently identified as a key factor in the success of organizations. Despite its importance, public trust of U.S. institutions has fallen steadily over six decades. One exception is public trust of the U.S. military, which has increased. This qualitative Delphi study sought to answer the question: What are the perceived characteristics of the trust relationship between the U.S. military and the general public at the point interface where senior military leaders, their public affairs advisors, and national-security media representatives directly facilitate the relay of information between the military and the public? This study also sought to identify which, if any, of those perceived characteristics are unique in the literature, or if they are uniquely prioritized in the trust relationship between the U.S. military and the general public. The purpose of the study was to explore a favorable trust relationship in an effort to identify characteristics that might be beneficial to other leaders in their effort to establish, preserve, or strengthen public trust in their own institutions. The Delphi methodology was used to achieve consensus of opinion among three groups of subject matter experts who, in accordance with joint U.S. doctrine, act as a point of direct interface between the military and the public. Retired senior military officers, retired or former military public affairs officers (PAOs), and journalists who cover the national-security beat for national and international media organizations participated in the study. During three survey rounds, members of two independent groups identified, prioritized, and defined characteristics they perceived as contributing most to the favorable trust relationship between the U.S. military; anonymously reviewed input from other group members; and modified their own input. Overall consensus was reached among these two groups of subject-matter experts that prioritization of honesty, integrity, and credibility contributes most to a favorable trust relationship. Summative content analysis of the respective group’s definitions of those terms revealed key themes of open communication and the critical importance of an organization’s members doing and saying the right thing, regardless of consequences.

In an era of continuing economic uncertainty public sector organizations face unprecedented challenges in resourcing increasingly complex missions. To meet these challenges public sector managers must look for innovative ways to resource essential missions and define public sector outcomes. The use of collaboration to create public value represents one way to provide effective and efficient service in this environment.

This study informs the subject of collaboration as a mechanism for creating public value by considering these concepts as a practical matter against actual events or programs involving the California Highway Patrol, a large State police agency with multiple missions and complex inter-agency relationships. The results of the study demonstrate a correlation between the strength of the collaborative effort and the results obtained, as well as the effect of circumstances on results. In identifying a common formula for evaluating these concepts, other public programs can be evaluated based on these contexts.

Abstract:
This thesis explores organizational choices of establishments in the public and private sectors. Chapter 1 introduces the topic and details the motivating stylized facts from the main dataset used in this work: theWorld Management Survey (WMS). Chapter 2 focuses on family firms, the most prevalent type of firm in the world, and investigates the relationship between family control and quality of management in manufacturing firms as well the link to firm performance using two new datasets: the Ownership Survey and the WMS. The results suggest that family owned-and-controlled firms are worse managed, with coefficients being over twice larger under 2SLS than OLS. The negative link seems to stem from the family vs non-family control rather than simply family or non-family ownership. Chapter 3 develops a theoretical framework to understand one possible mechanism behind the low adoption of management practices at family firms. The model suggests that industry-specific parameters such as higher cost of laying off workers (ie. unionized environments), higher cost of firm reputation for family CEOs (ie. eponymous firms) and higher shares of low ability workers all contribute to lower adoption of management. Simple stylized facts are presented and testable implications requiring more rigorous tests are suggested. Chapter 4 details the development of an expanded evaluation tool for measuring quality of management in schools mirrored in the tool used in Chapter 2, the Development WMS (D-WMS), and presents the first stylized facts with new data from Mexico, India and Colombia. One of the stylized facts is that there is a large difference in management practices between private and public schools in India. Chapter 5 explores this further and results suggest that what drives the private school management premium is the better people management. Using additional detailed student- and teacher level panel data, I show that the combination of performance-driven teacher selection and pay practices may be behind the parallel private school student achievement premium as well.

Abstract:

This study was conducted independently, but in collaboration with a team of peer-researchers who came together to study the lived experience of exemplar leaders in diverse organizations as they transformed conflict to reach common ground. This study contributed to the collective work by looking at K-12 Human Resource Officers (HROs) as the population of interest. HROs are often at the center of resolving conflict, yet only a few emerge as exemplar leaders. These exemplar leaders were the target population situated in the phenomena under investigations. The team selected a qualitative phenomenological approach, in an attempt to uncover what strategies exemplar leaders used to transform conflict to find common ground using the six domains of conflict transformation behaviors: collaboration, communication, emotional intelligence, ethics, processes, and problem-solving. Evidence showed that exemplar leaders tended to integrate these domains, rather than using them separately, for a more powerful impact in transforming conflict and finding common ground. Interviews, observations, and artifact data identified shared practices and behaviors to represent a more powerful repertoire of conflict transformational skills.

Abstract:
The first chapter of this dissertation analyzes voting behavior across multiple elections. The voting literature has largely analyzed voter turnout and voter behavior separately, focusing on individual elections. I present a model of voter turnout and behavior in multiple elections. The assumptions are consistent with individual election preferences and decision is derived from utility maximization. Additionally, I provide necessary moment conditions for identification. The framework is applied to the 2008 California elections. The exit polls made national headlines by linking the historic turnout of African-Americans for Presidential candidate Obama in helping pass Proposition 8. The results show that the African-American turnout and voting share for Proposition 8 was lower than indicated by the exit polls. As a counterfactual, I look at the turnout and outcome of Proposition 8, without the presidential race on the ballot. As predicted, there is lower voter turnout: on par with midterm elections. I also find a lower share of Yes votes on Proposition 8 - enough that the referendum would not have passed.

This study examines how museums build relationships with audiences to gain financial contributions and volunteer support. Financial support to museums has been dwindling in recent years and new revenue streams are needed for low-resource museums to survive. A content analysis of 485 Facebook posts of four small and large sized museums along with a survey of 131 respondents were conducted within the theoretical lens of organization-public relations. Results from study one indicate that larger museums fared better than smaller museums in terms of transparency, authenticity and positivity measures whereas on measures of credibility both the large and the smaller museums fared equally. While results from study two indicate millennials are not sufficiently engaging with museums.

The purpose of the study was to explore the definitions, benefits, and challenges of collaborations as used by nongovernmental organizations in their pursuit of public policy advocacy, and more specifically the role of NGOs as advocates in the public policy process. A qualitative design using a case study approach was used to examine the collaborative strategies and techniques used by the 12 statewide education NGO members of the Virginia Education Coalition in pursuit of their advocacy goals in public policy. The direction of this study was guided by the following questions: (1) What is collaboration, and when, how, and why it is used by nongovernment organizations to pursue advocacy goals? (2) What advocacy roles do nongovernment organizations play in public policy? (3) What collaborative strategies are used by nongovernment organizations to pursue advocacy goals? This study incorporates observations, in-depth interviews and a review of written documents. An interview guide consisting of 23 questions with probes and follow-ups was used as the primary data collection instrument. Each NGO was a case study in this multicase design. The study reveals that collaborations seem to exist in large part because of the personal relationships of NGO representatives and that advocacy positions and goals are pursued when commonality or consensus is achieved among collaborators. The subordination of individual interests to the interests of the Coalition is addressed in the study. The study found that NGOs enter into collaborations not only when it is mutually beneficial, but also in support of a greater cause. The need of NGOs in the Coalition to speak with a single voice far outweighs their desire to push their individual policy advocacy goals. This study contributes to the nonprofit sector in the literature and specifically addresses nonprofit collaboration and how collaborative strategies and techniques are used by NGOs to influence public policy. The findings of this study are useful for (1) NGO leaders to understand how to cultivate collaboration among leaders in other organizations, (2) the VEC to better understand their own member organizations, (3) coalitions in general to gain insights into the collaborative process.

This thesis describes a model for developing and implementing leadership strategies in any public school and Education Department in South Africa. To shape this model, first of all, a general literature review was undertaken. Transformational, transactional, developmental, competency-based and instructional leadership, as well as leadership styles, leadership principles, the human dynamics of leadership, qualities of leadership and the role of leadership in change were researched and studied. Although the National Education Department and the Western Cape Education Department place great emphasis on effective leadership, newly appointed educational leaders and managers often feel they would have liked more induction and training regarding leadership than they received. The Western Cape Education Department (WCED) has programmes whereby they do capacity-building work sessions with educational leaders. The mentioned programmes are mostly held once a year for newly appointed leaders in education over a period of two days. An educational leader can only attend a work session once. The educational leader has a great responsibility towards all stakeholders and must therefore be well equipped as a leader. However, many problems regarding the lack of leadership skills, effectiveness, managing of the curriculum, staff and resources in schools have necessitated the Western Cape Education Department to bring out a circular on effective leadership, emphasising the role and responsibilities of the educational leader regarding effective leadership and management. The Education Department wants to maintain the efficacy of academic, leadership and managerial standards at schools. A well structured developmental, corrective training mechanism is an attempt to deal with the poor work performance and abilities of principals and senior staff members. The national minister of education, Mrs. Grace Naledi Pandor now recently made a announcement that she intend to empower educational leaders through workshops in 2006 regarding their responsibilities, leadership capacity, and effectiveness. Against this background, the researcher undertook a survey to determine the extent to which leadership strategies are being employed at schools in the Western Cape. A questionnaire Multifactor Leadership Questionnaire (MLQ) was used to gather information and data. Structured interviews and a focus group discussion were also held.

intentional, emotional, and cognitive readiness for change and perceived faculty trust in colleagues, in principal, and in clients (students and parents).The study was designed as a correlational study and the participants comprised of 603 teachers working at primary and secondary level public schools selected from the four school districts in Ankara via cluster sampling. For the data collection, newly developed Readiness for Change Scale and Turkish adaptation of Omnibus T-Scale were utilized. Both descriptive and inferential statistics techniques (Canonical Correlation) were used for the data analysis. Confirmatory factor analysis for Readiness for Change Scale and Omnibus T-Scale were also performed within the scope of this study. Descriptive and inferential statistical analyses were performed by the software PASW Statistics 18 while the confirmatory factor analysis was performed by the software AMOS 4. The results of the study revealed that teachers&rsquo
readiness for change and perceived organizational trust were significantly correlated with each other in a way that intentional, emotional, and cognitive readiness for change were all associated with teachers&rsquo
readiness for change and contributed significantly in perceived organizational trust. Conversely, the results indicated that perceived faculty trust in colleagues, in principal, and in clients (students and parents) are all correlated with perceived organizational trust, and contributed significantly in teachers&rsquo
readiness for change. Consequently, the results of this study revealed that organizational trust is an essential internal context variable, which is correlated with teachers&rsquo
readiness for change. In this respect, the decision-making body of educational organizations, MONE, and schools should undertake necessary precautions to empower trust-based relationship within the teacher, principal and client (students and parents) triangulation for effective implementation and desired outcomes of the change interventions.

Debido a la preocupación por la estabilidad del sistema financiero los reguladores han adoptado diversas políticas regulatorias, algunas estructurales como también orientadas al comportamiento de los consumidores. Dichas regulaciones han llevado a reducir las barreras de entrada en el sistema bancario y a incrementar la integración financiera. Como también a disminuir la información asimétrica entre bancos y consumidores. En esta investigación, se analizan distintos tipos de regulación bancaria con el objetivo de contribuir a la literatura orientada a promover la estabilidad y fomentar la competencia en la banca industria. Esta tesis evalúa empíricamente a través de metodologías econométricas los siguientes aspectos de las políticas regulatorias: 1) cómo la penetración extranjera y la dolarización en América Latina han afectado la intensidad de competencia en la industria bancaria; 2) evaluar si los cambios en las exigencias de capital de los bancos afectan su nivel de deuda e inversión; y 3) evaluar si las regulaciones bancaria sobre la forma en que se proporciona la información sobre los costos de los préstamos a los consumidores pueden ayudar a los consumidores a tomar decisiones más informadas. Asimismo como determinar qué mecanismos si la educación financiera y/o los costos de búsqueda influyen en estos. Como implicaciones de políticas, esta investigación sugiere que adoptar la dolarización en los países con crisis financiera tiene un impacto positivo en el nivel de competencia en el sistema bancario comercial. En relación con la penetración extranjera el efecto depende del nivel de la competencia bancaria en distintos países, por lo tanto, es una buena política para reducir barreras estructurales en los países con menor nivel de competencia, pero en donde el nivel de competencia es mayor las autoridades deben aplicar adicionalmente otras políticas para aumentar el nivel de competencia, lo que está en consonancia nuevos tipos de regulaciones relacionadas con la información asimétrica entre consumidores y bancos en el sector bancario. Hemos constatado que el fortalecimiento de la regulación del capital bancario, Basilea II, afecta el nivel de créditos de las firmas, pero este efecto es heterogéneo, esta magnitud depende del tamaño. Esto es coherente, porque la evaluación de riesgo de Basilea II, considera la evaluación de agencias de riesgo en su análisis, que está correlacionada con los ingresos. Por lo tanto, considerando el coste asimétrico del capital bancario entre las firmas pueden reasignar recursos. Otro resultado interesante es que el nivel de crédito aumenta en los países que han implementado Basilea II. Esto podría explicarse porque estos países se consideran mucho más seguros debido a las mayores exigencias impuestas. Sin embargo, en la inversión la regulación no tiene un efecto claro. Significativamente, los cambios en el préstamo como mecanismo de financiamiento no tienen un efecto concluyente sobre el promedio de la inversión. Tiene sentido dado su acceso a recursos financieros con financiamiento propio, en mercado de bonos corporativos y acciones. En un contexto de información asimétrica entre prestatarios y entidades bancarias, existe una creciente preocupación de que las instituciones utilicen la complejidad de la información para morigerar el nivel de competencia. Nuestros resultados de evaluación de política regulatoria de la información en Chile, sugieren que los consumidores en el 40 por ciento superior en la distribución de ingresos lograron tasas de interés más bajas después de la implementación de la regulación. Esto representa una reducción, en promedio, de más de 4 puntos en el promedio Anual. No existen efectos estadísticamente significativos para el resto de los consumidores. Los resultados sugieren que este efecto se explica por el nivel de educación financiera que poseen los consumidores. Las implicaciones de política pública son directas, en los países con mayor dispersión en la distribución del ingreso no sólo es necesario simplificar la información si queremos ampliar los beneficios de reducir la información asimétrica entre las firmas y los consumidores, necesitamos complementar este tipo de políticas con educación financiera.

NATO: Network Architecture; Tensile Organization is a project that seeks to create a lighter public forum where architecture mediates a space of metaphor, yet looks towards a hopeful future, in a place laden with the immensity of a dark past. This project exploits the emblematic condition of connectivity within various paradigms. These states range from international and diplomatic initiatives to the structural integrity of a piece of architecture to infrastructural connectivity and finally to the simple experience of traversing a site. The program and concept are based on an interdependent network where all architectural, programmatic and urban scale constituents are connected in order to foster urban renewal at the site of Mauerpark in Berlin, a place that from 1961 until 1989 was fundamentally divided and incapable of being traversed. The project seeks to define and give meaning to ways to mend a political, infrastructural and architectural scar that has been left on a city while depicting the very real and very palpable condition of the systemic political organization of the North Atlantic Treaty Organization (NATO) Public Diplomacy Division.

Changes to the country's health care political landscape in 2012 resulted in the development of federal programs aimed at containing costs and improving the quality of care delivered. Accountable Care Organizations (ACO) emerged linking performance to rewards. Guided by Conrad's value-based performance incentive theory as the theoretical foundation, the purpose of this quantitative study was to determine the relationship between financial incentive size and ACO performance measures. The research questions examined the predictive relationship of incentive size and acute care readmission rates, emergency department (ED) visits, and per capita spending of the ACO Medicare Shared Savings Program population. The study included 348 participating ACOs serving 7.8 million Medicare enrollees. Secondary archival data were analyzed using multiple linear regression models to test the relationship patterns of the three dependent variables. The findings showed a significant association between incentive size and acute readmission rates β = .001; 95% CI, .000185, .001342; p = .010; and a significant inverse association with per capita spending, β = -6.28E-7; 95% CI, -.000001, -1.61E-7; p = .009, but no association with the frequency of ED visits β = -5.06E-6; 95% CI, -.000011, 7.04E-7; p = .085. The study results support that incentive size is linked with higher acute care readmission rate and lower per capita spending but not frequency of ED visits. Incentive size was found to be associated with better and worse ACO provider performance depending on the outcome. Social change implications include improved performance on ACO spending, which might potentially lead to political and regulatory changes supporting larger financial incentives by the federal government.

The LIS literature on cultural bias in knowledge organization is reviewed and some ameliorative initiatives described. A theoretical lens conjoins the new sociology of education with analyses by Indigenous governance organizations. The potential of LIS research to contribute to the naming and reclaiming of Indigenous knowledges is highlighted and a proposed research plan to contribute to methodologies for Indigenous knowledge organization is outlined.

Research into indigent defense issues has shown that the growth in the use of public defenders has been accompanied by increased bureaucratization and has paralleled the expansion of the right to counsel and the "due process revolution." The goal of this research is the development and testing of a model of organization adaptation which explains for public defender offices in Virginia the evolution of multiple and contradictory organizational goals, the means by which they balance conflicting values and goals, and the effect of resulting decision making processes on organizational output. The basic research question addressed is the relationship between values, goals, and organizational processes. Due process goals protect the organizations' ideologically based "core technology." Production goals allow organizations to adapt to the environment through emphasis on caseloads and efficiency. The possibility that over time normative goals are eclipsed by production goals as the demands of rising caseload increase with an increase in the routinization of decision making processes is also explored. The results on organizational output of the contradiction between due process and production values and goals are examined. Data were collected through a survey of public defenders in Virginia in 1992 (N=118 with a response rate of 73%). Caseload data were also collected. Analysis of the data revealed that due process values and goals are particularly strong throughout the Virginia system. Production values and goals, while not as strong as due process ones, were also important. The oldest offices showed stronger production values and goals even while due process values and goals remained relatively constant. Higher workload pressures were also found in offices where production values were strongest. Stronger production values and goals were associated with more routinized decision making in the forms of increased pressure to plea bargain and more frequent accepting of routine offers of prosecutors; there were also higher caseloads and lower rates of increase in several measures of costs in offices with stronger production values and goals. Higher due process values and goals were associated with increased trial rates and longer case processing times.

The research presented here has three major purposes. The first is to explain how political institutions and policy outputs can change in the presence of a growing minority population when the preferences of these minorities differ from those of the majority. I show how representation in all three branches of government can lead to these changes, specifically in the local legislature and local bureaucracy. Secondly, I demonstrate the relationship between local legislative representation of Latino minority populations to substantive policy outcomes that favor this minority group, and explain how variable electoral institutions influence this relationship. The third general purpose of this research is to make the argument that the study of minority politics need not take place within a theoretical vacuum. That is, I use theories of minority group behavior (as opposed to Latino group behavior), and relevant empirical tests, to inform mainstream democratic theory. What democratic theory is missing, I argue, is the ability to fully explain and predict changes in institutions, policy, and policy outputs in a dynamic preference environment. Examining minority politics over time helps fill this void.

A popular notion is that an employee that experiences low control together with high demand is more likely to perceive stress. Management control has been intensified in public service organizations after New Public Management reforms, which is presumed to come at the expense of employee control. This study examined how management control systems, as a package and as specific components, are related to perceived stress. 130 subordinates in a Swedish public service organization completed self-report measures. A multiple regression analysis gave support for the hypotheses that work demand is positively and feedback from superior is negatively related to stress. No support was found for the hypotheses that employee control, feedback from the information system and formality by performance evaluation should be negatively related to stress. It is suggested that management control systems can serve as support for the employees´ efforts of coping with the demands.

Public computer systems (PCS) are systems designed for use at the interface between organizations and their clients. PCS intervene in client-organization relations; the questions discussed in this thesis are what role they play in the client-organization encounter, what role they could and should play, and what theories might be available to guide the development of such systems. While the fields of Human-Computer Interaction (HCl) and Computer Supported Cooperative Work (CSCW) focus on (one) man - (one) machine interaction and computer-mediated interaction in small groups respectively, this study focuses on computer-mediated or computer supported interaction between organizations and individual clients. This focus is chosen because the emerging electronic markets make social dimensions not covered by HCl and CSCW relevant to information systems design. While PCS and electronic markets have so far been studied mainly from technical and economic perspectives, this study takes a communications perspective. The nature of actual PCS implementations is studied with respect to changes in the communicational style of the client-organization encounter. The relations between organizations and clients concern not only the actors directly involved. They also affect the general social climate, the societal dialogue, particularly so when public agencies are concerned. What does it mean to change the arenas for the societal dialogue? One candidate theory pertinent to PCS impact on the societal dialogue, participatory theory as of Rousseau, J. S. Mill and Cole, is investigated. Based on this theory, a model for participatory information systems (PARTIS) is developed. This model is proposed as a base for PCS design. The Feedback Learning Strategy (FLS) is then outlined as a method for the design and redesign of the computerized parts of a PARTIS. The strategy is based on built-in functions aimed at encouraging and facilitating participation. An example of a FLS prototype system, the LiveBetter, is introduced and discussed. Conclusions are in short: • PCS are important ingredients in societal information systems, and must therefore be designed to support communication according to democratic principles. • To be effective, PCS must be well integrated with organizational structures. • Participatory information systems must include a redesign forum that supports discovery, fair interest articulation, multiple descriptions, equality, and conflict resolution. • The specific design of those facilities must be done in each case. This is a challenge for systems design which I call conversation management; it is more an organizational challenge than a technical one. • Computerized tools may be used to enhance the participatoriness of the systems.

Abstract:
The administration of the public service of health, historically organized for the state, passes for transformations that search the improvement of the service offered to its public, the using citizen. The state of São Paulo implemented from 1998 a management system that uses recognized entities socially (SOH - Social Organization of Health) to execute the planned and controlled actions of health for the government. In agreement to this trend of opening and development of the public politics, the federal government search to improve the quality of relationship in its sectors of attendance. The presented research evaluated questions organizations of a clinic of specialties of the city of São Paulo that functions operated for a SOH. Using the perspective of the user, it searched to verify with are the administrative questions that are perceived and valued for the citizen. The results had evidenced low the capacity of perception and evaluation of the users of the clinic. The analysis perceived in the data of the research with superficial characteristics and without criteria technician, can be related with the low educational level of the layers poor of main the Brazilian population that are user public system of health. (National system of health). The research proved the development of the public management in the health area, as well as the viability of application of research correlated to the applied model.
A administração do serviço público de saúde, historicamente organizada pelo Estado, passa por transformações que buscam a melhoria do serviço oferecido ao seu público alvo, o cidadão usuário. O estado de São Paulo implementou a partir de 1998 um sistema de gestão que utiliza entidades reconhecidas socialmente (OSS Organização Social de Saúde) para executar as ações de saúde planejadas e controladas pelo governo. Em concordância à essa tendência de abertura e remodelamento das políticas públicas, o Governo Federal busca melhorar a qualidade de relacionamento em seus setores de atendimento. A pesquisa avaliou questões organizacionais de um ambulatório de especialidades da cidade de São Paulo que funciona operacionalizado por uma OSS. Usando a perspectiva do usuário, buscou verificar quais são os quesitos administrativos que são percebidos e valorizados pelo cidadão. Os resultados evidenciaram a baixa capacidade de percepção e avaliação dos usuários do ambulatório. A análise percebida nos dados da pesquisa, com características superficiais, emotivas e sem critérios técnicos, pode estar relacionada com o baixo nível educacional das camadas mais pobres da população brasileira que são os principais usuários do sistema público de saúde (SUS Sistema Único de Saúde). A pesquisa provou o desenvolvimento do gerenciamento público na área de saúde, assim como a viabilidade de aplicação de pesquisas correlacionadas ao modelo aplicado.
