Abstract:
Public procurement issues have drawn many concerns and became a public debate because the rules and regulations are constantly reformed and restructured. Public procurement contributions in the world economy are very significant. In Indonesia, according to the Ministry of Finance, public procurement spending for 2009 was 33.4 percent of total government spending. This study aims to determine implementation practices of Public Procurement Plans or Rencana Umum Pengadaan (RUP) in Bitung City. The multiple statistical regression equation is used to process data from 47 respondents from regional apparatus task forces (SKPD) and the results show that the influence of independent variables (X) on dependent variable (Y) is 87.3 percent (R2), while 12.7 percent is influenced by other factors. The result of F-test shows 36.231> F- table 3.21. The calculated probability value is 0.000 which is smaller than 0.05. The partial test (t-test) from 9 independent variables (X) identifies 7 variables that have significant effects on the scores of RUP implementation (Y). The overall results of t-test show that the implementation practices of public procurement plans have significant effects of the higher compliance rates on the output of goods and services.

ABSTRACTOne of the emerging areas in the public policy literature concerns new modes of thought about the construction and analysis of public policy. This article extends notions about politics within the ‘policy design’ literature by considering the implications of different political environments for policy design and implementation. Two different political environments – policies with and without publics – that form ends of a continuum of policy publics are discussed. A contrast is drawn between these two polar political environments with respect to differing policy design and implementation challenges, as well as with respect to differing opportunities for policy learning.

Abstract:
The implementation of community policing policies in creating security and public order in the city of Bandung was revealed according to the Von Meter and Von Horn public policy implementation models, there are six variables that shape the relationship between policy and performance. The implementation of the policy must be able to adjust the condition and situation of the object from the implementation of policies adjusted to the dynamics that occur in the field. There is a finding on the factor that hinders the implementation of community policing policies, including the low quality of the human resources that play the role, inadequate funding resources, lack of community policing policy and the lack of local culture empowerment. A new concept obtained so that the implementation of community policing policies in realizing security and order in the city of Bandung can be carried out effectively, so the author found the OK PRAPTO Model, which is a normative model that yields result according to ASOCA analysis to enable the implementation of the community policing policy in the city of Bandung.

As a Brazilian scholar, I started my studies focusing on the tensions between social guarantees granted to all Brazilian citizens under the Constitution of 1988 and the decentralized implementation of the corresponding policies by local governments endowed with political, administrative and fiscal autonomy. Since that Constitution, local governments constitute a third level of the federation. Both the potential diversity of decisions and inequalities of capabilities between them could challenge the national objectives of these policies. But, curiously, this is not what the Brazilian political literature has shown in the last decades.

Resumo Este artigo busca contribuir com os estudos sobre as percepções de Burocratas de Médio Escalão (BMEs) na implementação de uma política pública. Para tanto, analisam-se empiricamente as percepções dos BMEs na implementação do Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (Reuni) no âmbito da Universidade Federal de Goiás (UFG). Realizou-se um estudo de caso, mediante pesquisa documental e entrevistas com esses burocratas. Os resultados demonstram a importância de que o BME tenha apoio institucional e preparação técnica e emocional para realizar um bom trabalho. Em termos empíricos, demonstra-se que a UFG não conseguiu atender às metas globais do Reuni, porém, cumpriu a maioria das diretrizes estipuladas pelo Ministério da Educação (MEC) em decreto, com destaque para a ampliação de políticas de inclusão e assistência estudantil, transformando uma universidade “elitizada” em uma universidade “igualitária”. De modo unânime, os BMEs reconhecem a grande importância do Reuni na UFG, em termos estruturais e de ensino, e que sua atuação poderia ter sido mais bem desempenhada com suporte e preparação adequados.

Abstract Smoke-free policies such as those required by the US Department of Housing and Urban Development have the potential to reduce persistent income-related disparities in secondhand smoke exposure. To understand the implementation and enforcement process, as well as barriers and facilitators to compliance and enforcement, we conducted semi-structured interviews (n=37) with representatives from 23 Public Housing Authorities (PHAs) with some level of smoking restriction in place, along with residents from 14 of these PHAs, from January to August 2016. Residents were typically notified of the new policy through group meetings, new resident orientations and/or one-on-one discussions during lease renewal or annual recertification. Timing of implementation varied, with advanced notice of 6 months or a year most common. Enforcement typically involved a series of verbal and/or written warnings, followed by written notice of lease violation, and eventual notice of lease termination and/or eviction. Challenges in enforcement were generally classified as monitoring difficulties or legal concerns. Characterizing current practices (e.g. advance notice, clear communication of escalating consequences, cessation support and concrete evidence of violation) from early adopters sets the stage for identifying best practices and helps to ensure successful and fair implementation of smoke-free policies in subsidized housing.

Abstract Every new policy by Indonesian government in National Examination (NE) implementation always obtains different respond from public. Since the implementation, NE system already experienced many changes, but in recent years this system receives serious critiques. As a result, government then abolished this system as graduation determinant in 2014. This research analyzes public opinion, in the form of positive and negative sentiment toward NE policy, and factors that drive the opinions. Data in this research obtained from online news media from 2012 to 2015. The result shows that public sentiment fluctuating from year to year and depends on three important factors, i.e. political pressure, extreme events, and media coverage.

Public policies requiring individuals convicted of sex offenses to register with law enforcement authorities, and in some cases granting public access to certain registry information, have been adopted by dozens of nations and provincial governments across the globe. Within the United States, sex offender registration and notification (SORN) policies are primarily established at the state level, but have come under increasing federal purview since the 1990s. Arising from a perceived need for improved interjurisdictional consistency and coordination, the 2006 Sex Offender Registration and Notification Act (SORNA) significantly broadened the scope and range of federal requirements for SORN systems operating within the states. Yet fourteen years following the law’s passage, a significant majority of states have yet to meet SORNA implementation thresholds, amidst an array of legal, political, fiscal, and practical challenges. Prior research has offered aggregate-level insights concerning the barriers to SORNA implementation, but has not captured the “back stories” of state policy experiences. Addressing this knowledge gap, the current study offers an in-depth examination of state experiences in aligning their policies with federal mandates. Drawing on data gathered from a diverse sample of ten states, the analysis reveals significant variation in the breadth and extent of required system changes and in the legal, political, and organizational dynamics surrounding state responses to federal oversight. Ultimately, the study offers insights and perspectives that can inform the continued refinement of federal and state policies, and improve the public safety effectiveness of the nation’s SORN systems.

Abstract:
Public policy design and implementation is a complex process, and so decision makers try to monitor all of the policy lifecycle stages in a particular policy domain. However, the question of coherent integration of various policy activities arises, including agenda-setting, ex-ante evaluation, formulation, decision-making, implementation, ex-post evaluation of individual policies, sector-specific ones, and even horizontal ones. Therefore, it is important to investigate and understand the reasons why an individual country, such as Slovenia, does not exploit all potential aspects of carrying out policy activities in a systematic and coherent manner. This article explores and analyzes Slovenian practice in policy design based on an in-depth empirical study among key public policyholders and decision makers. Furthermore, the authors identify the key success factors that facilitate or inhibit the development and progress of public policies, programs, and projects (PPPP) in Slovenia. The key findings indicate a particular lack of a professional policy unit to monitor the process holistically and the absence of ex-post evaluation. A need for a systemic solution in public policy design is established, which would merge different authorities’ efforts, epistemic communities, and the public in developing a structural multilevel model for good public governance.

Abstract:

Excessive college student drinking is a complex problem associated with a range of consequences including deaths, injuries, damage, health risks, legal difficulties, and academic problems. State governing boards, trustees and executives have enacted policies aimed at reducing the negative effects of excessive drinking. This study examined influences on university staff members responsible for implementation of alcohol-control policies. Deeper understanding of factors influencing alcohol-control policy implementation may help leaders improve policy making, implementation and attainment of policy objectives.

This mixed methods study utilized a sequential transformative mixed methods strategy with a quantitative survey, sequenced first, informing the prioritized qualitative multiple case study. Research was conducted at two public universities selected from a single state. In the quantitative phase students (n=1,252) completed a survey measuring student support for 33 alcohol-control measures. Staff (n=27) responsible for policy implementation completed a survey estimating student support for alcohol-control measures. Survey data informed development of the case study interview protocol. In the qualitative phase ten interviews were conducted at each case study site.

The study’s theoretical and conceptual model was based upon Pressman and Wildavsky’s (1973) implementation framework and Kotter’s (1996) eight-stage process for leading change. Findings from the quantitative phase of the study revealed strong levels of support for alcohol-control policies at both campuses while staff members generally underestimated student support for alcohol-control policies. The key findings that emerged after coding case study data included the influences of: (a) executive leadership; (b) leadership transitions and policy saliency; (c) cognition and sensemaking; and, (d) anchoring changes in culture. Student support for alcohol-control policies was found to have no direct influence on staff members responsible for implementation of alcohol control policies.

The purpose of this thesis is to investigate potential success factors related to the implementation of an information security in organizations, with a specific focus on the role of top management in implementing information security policies in organizations. The following are the research questions: What are the factors related to the implementation of an information security in organization according to the literature and what is the organization’s view of these factors? What is the role of the top management in implementing an information security policy in an organization according to the literature and what is the organization’s view of the role? A case study approach was implemented in this study, collecting data from both primary and secondary sources by doing a literature review, and interviews. A document analysis was done as well as a field visit.Based on the literature, the success factors related to the implementation of an information security in organization are: management support, security awareness and training, budget, information security policy enforcement, organization objectives and goals. Based on the interviews, both two organizations agree with those success factors found in the literature. Regarding the role of the top management in implementing an information security policy in organization, the two organizations have different views on that role. For one organization, the successful implementation of an information security policy does not need the involvement of the top management, and for the other one, in order to achieve a successful implementation of an information security policy, there must be involvement of the top management. Suggestions for further researcher are: Future researchers interested in this field may include to conduct a qualitative research in different public organizations, also including private organizations but for a longer period of time, so the researcher can make a comparison of the top management’s role in implementing an information security policy between public and private organizations. The researcher can also try to find other success factors related to the implementation of an information security.

The challenges arising from the provision of affordable low-income public housing in many developing countries are suggested to be as a result of improper implementation of low-income housing policies. Even though various housing policies from these countries, which include Nigeria, promised to meet basic housing needs at an affordable cost, these promises have been left without fulfillment. Thus, housing problems in these countries, with Nigeria in focus, have increased due to some prevailing factors inhibiting successful policy implementation. As a result, governments of these countries face tremendous pressure to provide affordable public housing, especially for the low-income groups. Over the years, it has been witnessed that there has been ineffectiveness in the provision of affordable public housing for the low-income groups in the South-South region; this difficulty is seen particularly in the very poor living standards amongst the low-income groups in this region. Although it is noted that there were and still is some form of affordable housing delivery programmes initiated by past and present governments, these have not still been able to meet housing demand. Moreover, the quality of the provided housing stock is also under substantial scrutiny regarding standard, adequacy, and livability. These barriers to implementation effectiveness is suggested to be as a result of the following identified factors; poor implementation management, poor project location, inadequate project inspection, injustice and corruption in distribution and allocation, lack of an effective strategy evaluation system and a compromised stakeholder consultative system are the identified limiting factors against a successful low-income public housing implementation system. The effect of these factors on implementation success has, therefore, left Nigeria in the category of the Least Developed Countries (LDC) of the world. Despite the huge investments made by past and present government to rebuilding Nigeria through the housing and infrastructural development, public housing provision is still moving at a very slow speed, which has justified that formulation of policies alone is not enough to solving public housing problems, but the effective implementation of formulated policies. These, therefore, highlight the need for an improved approach to advance the system to enhance affordable public housing policy implementation system in the country especially in the South-South region. Thus, this study aims to propose a model that could stand as a guideline of actions to facilitate improvement in the implementation of affordable federal public housing policies that will promote an effective housing provision for the low-income group in the region. Furthermore, the study as a descriptive, explanatory research employed the use of mixed methods research strategy to identify and explain the impacts of the prevailing factors identified as barriers to the implementation of affordable public housing policy in the region. Moreover, bearing in mind the huge housing deficit in the region especially in the area of affordable public housing, the model as developed is expected to be useful to the government because it could guide policy implementers through the effective strategic actions required to improve the system. It could also inform stakeholders operating in the public housing sector, especially in the federal public housing sector on the damage and negative impact these identified factors have on the public housing sector and its recommendation could effectively improve implementation performance for a successful low-income public housing provision in the region.

The implementation of public policies continues to be a serious challenge for the South African public service. Giving the overarching demands for quality public service delivery from the citizens, there is a serious need for the public sector to accelerate implementation of public policies which aimed at promoting the development of society. The primary objective of the research for this study is to critically analyse the policy implementation issues in the provincial government, the special reference is on the social assistance grant policies in the North West provincial government. Subservient to the primary objectives of the research is to highlight and emphasise the pivotal roles of the theory and practices of policy formulation, policy analysis and policy implementation to promote understanding on the factors which contribute towards the effective and efficient formulation and implementation of policies that are aimed at improving the lives of the people in general and those with special needs in particular. The complexities of policy development can be identified as one of the reasons for the delay and complete failure of policy implementation. Failure of policy can also largely be attributed to issues of poor implementation of policies. In addition, it has proven that sometimes policies are set out to achieve too ambitious targets which ultimately fall short of their desired outcome. Absence of policy analysis skills and practice in the provincial governments are also major impediments to the implementation of policies. The poor policy implementation in the North West provincial government is influenced by lack of reliable data and adequate information upon which to make decisions which is a consequence of an inadequate management information system. Moreover, poor policy implementation in the provincial government is as a result of and ascribed to a lack of financial resources, inadequate trained staff, poorly framed policies, target group opposition and underdeveloped bureaucracies which are unable to formulate and plan systematically. The other recurring criticism of poor policy implementation in the North West province is that policy implementation is the orientation towards centralisation. This means that most of the policies and plans are developed in the national government with little consultation with the final implementers. Policies often fail to capture the subtleties of initiatives at grassroots level. The distance of policy makers from practice not only causes problems for the managers of the policy but also creates a lack of harmony among the different elements of the same policy and among machinery of governments which are used to alleviate poverty such as Social Assistance Agency. The imposed national policies and directives to the provincial government without regards to their specific circumstances and without assessing the human and financial resource capacity of the provincial government led to waist of money and a complete failure of the implementation of policy in the province. So to ensure that policy is successfully implemented, there is a need for a guide to the implementation in the form of a public policy implementation variables and policy implementation model in the provincial governments in general and the North West province in particular. Proper policy implementation which include sufficient resources like finance and human resource and effective policy translation, management of policy implementation processes which include accountability and control and human capital development will all ensure a great deal of improvement and success in the policy implementation. Abstract:
This thesis examines why community care policies for adults with learning disabilities have proved so hard to implement in a sustained, equitable manner, and explores the apparent chasm between official policy and actual practice in the light of current theories of social policy implementation. It focuses specifically on the relationship between health and social services, and investigates the factors which affect the ability of these agencies to co-operate effectively in the provision of services to this client group. The study compares services in two areas of England. In each study area a series of semi-structured interviews were conducted with staff at all levels within statutory learning disability services, from senior health and social service managers to frontline practitioners. Interviews were taped and transcribed in full prior to coding. Analysis was informed by both grounded theory and discourse analytic methodologies, but is best summarised as a thematic content analysis. Findings suggest that three major factors affect inter-agency relations and impact upon policy implementation: the complexity of service structures; professional and cultural differences between health and social service staff; and the wide variation in the local interpretation of national policy. The implications of these findings for the future of learning disability services are discussed. In particular, the need for policy makers and implementers to pay greater attention to the creation of organisational structures which encourage, rather than hinder, cooperation across traditional agency boundaries is emphasised.

This thesis combines the disciplines of public policy analysis and anthropology to consider parental consent policies for sex education in California. After providing historical, political, and cultural context for sex education and the parental consent function, the thesis considers (1) the factors that inform parental perspectives on sex education, (2) if parents should be able to opt their children out of sex education, and (3) the discrepancy between the actual policies regarding parental consent and the way they are implemented. The thesis concludes with policy recommendations for improving the implementation of current California sex education policies.

The overall aim of this study is to contribute to knowledge about the implementation of equality policies in public sector organisations. This is achieved through the development of a theoretical framework of feminist implementation studies. It involves the study of influential factors that impact upon the implementation process, with the aim of contributing to an understanding of the outcome of implementation processes within the equality policy field. The methodology used is based on qualitative case study research combined with a meta-analysis that allows for comparisons across cases. Four initiatives in the implementation of gender mainstreaming strategy were studied in different contexts, namely, two local municipalities and one government agency in Sweden. The main questions asked are: How was gender mainstreaming implemented? What were the main factors influencing the implementation process and why? What was the impact of change actors working to implement gender mainstreaming? The case studies were conducted using an interactive research approach where the different dilemmas encountered by the gender mainstreaming practitioners are used as a starting point for developing a joint learning process. The thesis comprises an introduction and five published papers. The main findings of the study include how the implementation process developed over time and the impact of the micropractices of the “gender mainstreamers” involved. The study provides insights into the factors influencing the implementation process, and how these factors change over time. Different types and levels of conflict, together and interlinked with different ambiguities, affect the practical work where dilemmas inherent in the concepts of “gender”, “equality” and “change” become central. Overall, the study shows how the specific preconditions for implementation of gender mainstreaming make the local arenas of implementation crucial for understanding the outcomes.
Syftet med avhandlingen är att bidra till kunskapen om implementeringen av jämlikhetsstrategier i offentliga organisationer. Detta görs genom utvecklingen av ett teoretiskt ramverk för implementeringsstudier med ett feministiskt perspektiv. För att bidra till en ökad förståelse av de resultat som nås inom jämlikhetspolitiken studeras faktorer som påverkar implementeringsprocessen. Studien är baserad på kvalitativa fallstudier och en meta-analys som möjliggör jämförelser mellan fallstudierna. Fyra olika fall av implementering av jämställdhetsintegreringsstrategin har studerats utifrån olika kontexter; i två svenska kommuner och en statlig myndighet. Avhandlingens huvudsakliga frågeställningar är: Hur implementerades jämställdhetsintegreringsstrategin? Vilka var de huvudsakliga faktorer som påverkade implementeringsprocessen och varför? Hur påverkades processen av de förändringsaktörer som arbetade med att implementera strategin? Fallstudierna har genomförts med en interaktiv forskningsansats i vilken olika dilemman i det praktiska arbetet har använts som utgångspunkt för en gemensam lärandeprocess med de som arbetat med implementeringen av strategin. Avhandlingen är en sammanläggningsavhandling och består av en introduktion och fem publicerade paper. Avhandlingens huvudsakliga resultat inkluderar hur implementeringsprocessen utvecklades över tid och den påverkan som "jämställdhetsintegrerarnas" mikropraktik haft på implementeringen. Avhandlingen visar vilka faktorer som påverkar  implementeringsprocessen samt att dessa varierar över tid. Olika slags konflikter påverkar tillsammans och sammanvävt med jämställdhetsstrategiers mångtydighet det praktiska arbetet i vilket dilemman rörande betydelsen av "kön", "jämlikhet/jämställdhet" och "förändring" blir centrala. Sammantaget visar avhandlingen hur de specifika förutsättningarna för implementering av  jämställdhetsintegreringsstrategin gör det lokala implementeringsarbetet avgörande för att förstå resultaten.

Abstract:
Our nation’s youth face health challenges today that are drastically different from the health problems of youth in generations past. The drastic rise in childhood obesity rates prompted the 108th Congress to look for an innovative solution to the problem, mandating that each school district receiving federal funding for Free and Reduced Lunch must create and adopt a local wellness policy. This study examines whether relationships exist between Georgia’s school districts’ wellness policies and specific demographic characteristics of the district. Dependent variables include compliance, phase of implementation, and presence of a school health council. This study conducted univariate analysis using chi square and odds ratio coupled with binary logistic regression. Analysis shows that percent of minority students, as an independent variable, is significantly associated with compliance with the Child Nutrition and WIC Reauthorization Act.

AbstractAlthough German bureaucracy is typically categorised as Weberian, a clear distinction between politics and administration has never been a defining characteristic of the German political-administrative system. Many close interrelations and interactions between elected politicians and appointed civil servants can be observed at all levels of administration. Higher-ranking civil servants in Germany are used to and generally appreciate the functional politicisation of their jobs, that is their close involvement in all stages of the policy process, from policy formation, goal definition, negotiation within and outside government to the implementation and evaluation of policies. For top positions, therefore, a class of ‘political civil servants’ is a special feature of the German system, and obtaining ‘political craft’ has become an important part of the learning and job experience of higher-ranking civil servants.

New transport philosophy follows the equity criteria and should also lead toward sustainability and equity in building policies of public transport in cities. Implementation of free public transport for citizens is widely considered in different countries, cities and on several administrative government levels. However, there are not may examples of successful implementation if this concept in Europe. This work presents the discussion on multi-dimensional barriers, which make implementation of equity criteria to transport policies difficult. Both advantages and disadvantages of free of charge public transport system are presented, based on current discussions, as well as on some European examples, case studies and scientific evaluations. The case study simulation for the Krakow urban area is initiated and described, testing the effects of free of charge public transport on economic and mobility factors. Considerations presented in this work are based on current challenges to build green with multimodal transport, respecting factors of economy, traffic volumes, safety and environmental factors. It is predicted that success of free public transport for citizens could create a significant shift in travel demand from private car use toward trams and busses, reducing accident costs, decreasing congestion in city centers and limiting air pollution, contributing to social and economic growth of the whole metropolitan area.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3523

The Federal Constitution of 1988 has in its body the so-called second dimension rights that aim to guarantee the dignity of the human person. However, when it comes to the homeless population, the reach of these rights, in practice, is distant or non-existent. The absence of official census data hinders the action of the State in the elaboration of effective public policies aimed at solving the various problems faced by individuals living on the streets, without guaranteeing the existential minimum. Given this scenario, the objective is to investigate the development, elaboration and implementation of public policies in the city of Campos dos Goytacazes for the homeless population, which aim to protect the minimum set of rights to have a decent life, reaffirming the importance existing policies or indicating the need for reformulation or the adoption of other measures that guarantee the minimum foreseen in the constitutional text.To achieve the objectives proposed in this research, the methodological procedures will start from a bibliographic, longitudinal, descriptive survey; legislative and jurisprudential analysis on the subject, in addition to a qualitative and quantitative approach, through the collection of primary and secondary data at the Human Development Department and Centro Pop, drawing up a profile of the homeless population in the studied municipality. The aim of this research is to systematize the theoretical framework and the actions of the State through laws, projects, decrees, ordinances on the homeless population and the implementation of public policies as a way to guarantee the existential minimum; proposition of viable solutions at the municipal level for the implementation of effective public policies for the multi-cited population, and elaboration of an article bringing together the results achieved by the studies carried out during the project.

Subjects and Method: This was a qualitative study conducted at Hospital X Semarang, Central Java. A total of 6 informants consisting of the main informants (members of the hospital occupational health and safety team) and triangulation informants (head of the hospital occupational health and safety team) were enrolled in this study. The data were obtained from in-depth interview method. The data were analyzed descriptively. Results: The hospital already had and provided the special budget needed in the field of hospital occupational health and safety, such as 1) Activity and provision of hospital occupational health and safety infrastructure; 2) Human Resources (HR) and assigns personnel who have clear responsibilities, authorities, and obligations in handling hospital occupational health and safety; 3) Hospital occupational health and safety official team but with double work burden; and 4) Policies were owned and compiled in written form, dated, and endorsed by the main director as well as commitment from the top leadership. Conclusion: The implementation of occupational safety and health in hospital X is quite good. Meanwhile, there is still a double work burden and have no independent hospital occupational health and safety team. A large literature documents the electoral benefits of clientelistic and programmatic policies in low-income states. We extend this literature by showing the cyclical electoral responses to a large programmatic intervention to expand access to secondary education in Tanzania over multiple electoral periods. Using a difference-indifference approach, we find that the incumbent party's vote share increased by 2 percentage points in the election following the policy's announcement as a campaign promise (2005), but decreased by -1.4 percentage points in the election following implementation (2010). We find no discernible electoral impact of the policy in 2015, two electoral cycles later. We attribute the electoral penalty in 2010 to how the secondary school expansion policy was implemented. Our findings shed light on the temporally-contingent electoral impacts of programmatic policies, and highlight the need for more research on how policy implementation structures public opinion and vote choice in low-income states.

The lockdowns implemented in Latin America and the Caribbean in March 2020 reduced the share of people who travel more than 1 km (about 0.6 miles) per day by 10 percentage points during the 15 days following its implementation. The effects of the lockdowns declined over time: the effect amounted to 12 percentage points during the first week and to 9 percentage points during the second week of the implementation of the lockdowns. In contrast, school closures reduced mobility by only 5 percentage points, and no effects were found for bar and restaurant closures or the cancellation of public events. The results suggest that lockdowns are a tool that can produce reductions in mobility quickly. This is important given the expectation that reduced mobility slows the spread of COVID-19.

Preventing non-communicable diseases (NCDs) in an effective and sustainable way will require forward-looking policy solutions that can address multiple objectives. This was true pre–COVID-19 and is even more true now. There are already examples from across the globe and within the United States that show how these may be possible. Although there are still many unknowns around how the design, targeting, level, sequencing, integration, and implementation of fiscal policies together can maximize their NCD prevention potential, there is already clear evidence that health taxes and particularly sugar-sweetened beverage (SSB) taxes are cost-effective. Nonetheless, policies alone may not succeed. Political will to prioritize well-being, protections against industry interference, and public buy-in are necessary. If those elements align, pricing policies that consider the context in question can be designed and implemented to achieve several goals around reducing consumption of unhealthy SSBs and foods, narrowing existing nutritional and health disparities, encouraging economic and social development. The US and its local and state jurisdictions should consider these pricing policy issues and their contexts carefully, in collaboration with community partners and researchers, to design multi-duty actions and to be prepared for future windows of opportunities to open for policy passage and implementation.

Public, fixed-route transit services most commonly operate on public streets. In addition, transit passengers must use sidewalks to access transit stops and stations. However, streets and sidewalks are under the jurisdiction of municipalities, not transit agencies. Various municipal policies, practices, and decisions affect transit operations, rider convenience, and passenger safety. Thus, these government entities have an important influence over the quality, safety, and convenience of transit services in their jurisdictions. This research identified municipal policies and practices that affect public transport providers’ ability to deliver transit services. They were found from a comprehensive literature review, interviews and discussions with five local transit agencies in the U.S., five public transportation experts and staff from five California cities. The city policies and practices identified fall into the following five categories: Infrastructure for buses, including bus lanes, signal treatments, curbside access; Infrastructure for pedestrians walking and bicycling to, and waiting at, transit stops and stations; Internal transportation planning policies and practices; Land development review policies; Regional and metropolitan planning organization (MPO) issues. The understanding, acknowledgment, and implementation of policies and practices identified in this report can help municipalities proactively work with local transit providers to more efficiently and effectively operate transit service and improve passenger comfort and safety on city streets.

Multiple jurisdictions have adopted or adapted paid sick leave policies to reduce the likelihood of employees infected with SARS-CoV-2 presenting to work, which can lead to the spread of infection in workplaces. During the COVID-19 pandemic, paid sick leave has been associated with an increased likelihood of workers staying at home when symptomatic. Paid sick leave can support essential workers in following public health measures. This includes paid time off for essential workers when they are sick, have been exposed, need to self-isolate, need time off to get tested, when it is their turn to get vaccinated, and when their workplace closes due to an outbreak. In the United States, the introduction of a temporary paid sick leave, resulted in an estimated 50% reduction in the number of COVID-19 cases per state per day. The existing Canada Recovery Sickness Benefit (CRSB) cannot financially protect essential workers in following all public health measures, places the administrative burden of applying for the benefit on essential workers, and neither provides sufficient, nor timely payments. Table 1 lists the characteristics of a model paid sick leave program as compared with the CRSB. Implementation of the model program should be done in a way that is easy to navigate and quick for employers.

Abstract:
The Amazon biome, despite its resilience, is being pushed by unsustainable economic drivers towards an ecological tipping point where restoration to its previous state may no longer possible. This is the result of self-reinforcing interactions between deforestation, climate change and fire. In this paper, we develop scenarios that represent movement towards an Amazon tipping point and strategies to avert one. We assess the economic, natural capital and ecosystem services impacts of these scenarios using the Integrated Economic-Environmental Modeling (IEEM) Platform linked with high resolution spatial land use land cover change and ecosystem services modeling (IEEMESM). This papers main contributions are developing: (i) a framework for evaluating strategies to avert an Amazon tipping point based on their relative costs, benefits and trade-offs, and; (ii) a first approximation of the economic, natural capital and ecosystem services impacts of movement towards an Amazon tipping point, and evidence to build the economic case for strategies to avert it. We find that a conservative estimate of the cumulative regional cost through 2050 of an Amazon tipping point would be US$256.6 billion in Gross Domestic Product. Policies that would contribute to averting a tipping point, including strongly reducing deforestation, investing in climate-adapted agriculture, and improving fire management, would generate approximately US$339.3 billion in additional wealth. From a public investment perspective, the returns to implementing strategies for averting a tipping point would be US$29.5 billion. Quantifying the costs, benefits and trade-offs of policies to avert a tipping point in a transparent and replicable manner can pave the way for evidence-based approaches to support policy action focusing on the design of regional strategies for the Amazon biome and catalyze global cooperation and financing to enable their implementation.

Health, United States, 2019 is the 43rd report on the health status of the nation and is submitted by the Secretary of the Department of Health and Human Services to the President and the Congress of the United States in compliance with Section 308 of the Public Health Service Act. This report was compiled by the National Center for Health Statistics (NCHS) of the Centers for Disease Control and Prevention (CDC). The Health, United States series presents an annual overview of national trends in key health indicators. The 2019 report presents trends and current information on selected measures of morbidity, mortality, health care utilization and access, health risk factors, prevention, health insurance, and personal health care expenditures in a 20-figure chartbook. The Health, United States, 2019 Chartbook is supplemented by several other products including Trend Tables, an At-a-Glance table, and Appendixes available for download on the Health, United States website at: https://www.cdc.gov/nchs/hus/ index.htm. The Health, United States, 2019 Chartbook contains 20 figures and 20 tables on health and health care in the United States. Examining trends in health informs the development, implementation, and evaluation of health policies and programs. Abstract:
This rapid review synthesises evidence on the bilateral and multilateral donors promoting and protecting the human rights of LGBT+ people on a global scale. It focusses on those donors that have policies, implementation plans and programmes on LGBT+ rights. This review also examines the evidence on the impact of their work. The bilateral donors providing the most support for LGBT+ (Lesbian, Gay, Bisexual, Transgender, +) communities in 2017-18 are the Swedish International Development Cooperation Agency (Sida), UK Department for International Development (DFID), The Netherlands Development Cooperation, Norwegian Agency for Development Cooperation (Norad), and the European Commission (EC). Whilst the multilateral donors providing the most support for LGBT+ are the UN and World Bank. The United Nations (UN) is doing a huge amount of work on LGBT+ rights across the organisation which there was not scope to fully explore in this report. The UN Office of the High Commissioner on Human Rights (UNOCHR) in particular is doing a lot on this theme. They publish legal obligation information, call attention to rights abuses through general assembly resolutions. The dialogue with governments, monitor violations and support human rights treaties bodies. The work of the World Bank in this area focuses on inclusion rather than rights. A small number of projects were identified which receive funding from bilateral and multilateral donors. These were AMSHeR, International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), and Stonewall. This rapid review focused on identifying donor support for LGBT+ rights, therefore, searches were limited to general databases and donor websites, utilising non-academic and donor literature. Much of the information comes directly from websites and these are footnoted throughout the report. Little was identified in the way of impact evaluation within the scope of this report. The majority of projects found through searches were non-governmental and so not the focus of this report.
