Abstract:
Public procurement issues have drawn many concerns and became a public debate because the rules and regulations are constantly reformed and restructured. Public procurement contributions in the world economy are very significant. In Indonesia, according to the Ministry of Finance, public procurement spending for 2009 was 33.4 percent of total government spending. This study aims to determine implementation practices of Public Procurement Plans or Rencana Umum Pengadaan (RUP) in Bitung City. The multiple statistical regression equation is used to process data from 47 respondents from regional apparatus task forces (SKPD) and the results show that the influence of independent variables (X) on dependent variable (Y) is 87.3 percent (R2), while 12.7 percent is influenced by other factors. The result of F-test shows 36.231> F- table 3.21. The calculated probability value is 0.000 which is smaller than 0.05. The partial test (t-test) from 9 independent variables (X) identifies 7 variables that have significant effects on the scores of RUP implementation (Y). The overall results of t-test show that the implementation practices of public procurement plans have significant effects of the higher compliance rates on the output of goods and services.

ABSTRACTOne of the emerging areas in the public policy literature concerns new modes of thought about the construction and analysis of public policy. This article extends notions about politics within the ‘policy design’ literature by considering the implications of different political environments for policy design and implementation. Two different political environments – policies with and without publics – that form ends of a continuum of policy publics are discussed. A contrast is drawn between these two polar political environments with respect to differing policy design and implementation challenges, as well as with respect to differing opportunities for policy learning.

Abstract:
The implementation of community policing policies in creating security and public order in the city of Bandung was revealed according to the Von Meter and Von Horn public policy implementation models, there are six variables that shape the relationship between policy and performance. The implementation of the policy must be able to adjust the condition and situation of the object from the implementation of policies adjusted to the dynamics that occur in the field. There is a finding on the factor that hinders the implementation of community policing policies, including the low quality of the human resources that play the role, inadequate funding resources, lack of community policing policy and the lack of local culture empowerment. A new concept obtained so that the implementation of community policing policies in realizing security and order in the city of Bandung can be carried out effectively, so the author found the OK PRAPTO Model, which is a normative model that yields result according to ASOCA analysis to enable the implementation of the community policing policy in the city of Bandung.

As a Brazilian scholar, I started my studies focusing on the tensions between social guarantees granted to all Brazilian citizens under the Constitution of 1988 and the decentralized implementation of the corresponding policies by local governments endowed with political, administrative and fiscal autonomy. Since that Constitution, local governments constitute a third level of the federation. Both the potential diversity of decisions and inequalities of capabilities between them could challenge the national objectives of these policies. But, curiously, this is not what the Brazilian political literature has shown in the last decades.

Resumo Este artigo busca contribuir com os estudos sobre as percepções de Burocratas de Médio Escalão (BMEs) na implementação de uma política pública. Para tanto, analisam-se empiricamente as percepções dos BMEs na implementação do Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (Reuni) no âmbito da Universidade Federal de Goiás (UFG). Realizou-se um estudo de caso, mediante pesquisa documental e entrevistas com esses burocratas. Os resultados demonstram a importância de que o BME tenha apoio institucional e preparação técnica e emocional para realizar um bom trabalho. Em termos empíricos, demonstra-se que a UFG não conseguiu atender às metas globais do Reuni, porém, cumpriu a maioria das diretrizes estipuladas pelo Ministério da Educação (MEC) em decreto, com destaque para a ampliação de políticas de inclusão e assistência estudantil, transformando uma universidade “elitizada” em uma universidade “igualitária”. De modo unânime, os BMEs reconhecem a grande importância do Reuni na UFG, em termos estruturais e de ensino, e que sua atuação poderia ter sido mais bem desempenhada com suporte e preparação adequados.

Abstract Smoke-free policies such as those required by the US Department of Housing and Urban Development have the potential to reduce persistent income-related disparities in secondhand smoke exposure. To understand the implementation and enforcement process, as well as barriers and facilitators to compliance and enforcement, we conducted semi-structured interviews (n=37) with representatives from 23 Public Housing Authorities (PHAs) with some level of smoking restriction in place, along with residents from 14 of these PHAs, from January to August 2016. Residents were typically notified of the new policy through group meetings, new resident orientations and/or one-on-one discussions during lease renewal or annual recertification. Timing of implementation varied, with advanced notice of 6 months or a year most common. Enforcement typically involved a series of verbal and/or written warnings, followed by written notice of lease violation, and eventual notice of lease termination and/or eviction. Challenges in enforcement were generally classified as monitoring difficulties or legal concerns. Characterizing current practices (e.g. advance notice, clear communication of escalating consequences, cessation support and concrete evidence of violation) from early adopters sets the stage for identifying best practices and helps to ensure successful and fair implementation of smoke-free policies in subsidized housing.

Abstract Every new policy by Indonesian government in National Examination (NE) implementation always obtains different respond from public. Since the implementation, NE system already experienced many changes, but in recent years this system receives serious critiques. As a result, government then abolished this system as graduation determinant in 2014. This research analyzes public opinion, in the form of positive and negative sentiment toward NE policy, and factors that drive the opinions. Data in this research obtained from online news media from 2012 to 2015. The result shows that public sentiment fluctuating from year to year and depends on three important factors, i.e. political pressure, extreme events, and media coverage.

Public policies requiring individuals convicted of sex offenses to register with law enforcement authorities, and in some cases granting public access to certain registry information, have been adopted by dozens of nations and provincial governments across the globe. Within the United States, sex offender registration and notification (SORN) policies are primarily established at the state level, but have come under increasing federal purview since the 1990s. Arising from a perceived need for improved interjurisdictional consistency and coordination, the 2006 Sex Offender Registration and Notification Act (SORNA) significantly broadened the scope and range of federal requirements for SORN systems operating within the states. Yet fourteen years following the law’s passage, a significant majority of states have yet to meet SORNA implementation thresholds, amidst an array of legal, political, fiscal, and practical challenges. Prior research has offered aggregate-level insights concerning the barriers to SORNA implementation, but has not captured the “back stories” of state policy experiences. Addressing this knowledge gap, the current study offers an in-depth examination of state experiences in aligning their policies with federal mandates. Drawing on data gathered from a diverse sample of ten states, the analysis reveals significant variation in the breadth and extent of required system changes and in the legal, political, and organizational dynamics surrounding state responses to federal oversight. Ultimately, the study offers insights and perspectives that can inform the continued refinement of federal and state policies, and improve the public safety effectiveness of the nation’s SORN systems.

Abstract:
Public policy design and implementation is a complex process, and so decision makers try to monitor all of the policy lifecycle stages in a particular policy domain. However, the question of coherent integration of various policy activities arises, including agenda-setting, ex-ante evaluation, formulation, decision-making, implementation, ex-post evaluation of individual policies, sector-specific ones, and even horizontal ones. Therefore, it is important to investigate and understand the reasons why an individual country, such as Slovenia, does not exploit all potential aspects of carrying out policy activities in a systematic and coherent manner. This article explores and analyzes Slovenian practice in policy design based on an in-depth empirical study among key public policyholders and decision makers. Furthermore, the authors identify the key success factors that facilitate or inhibit the development and progress of public policies, programs, and projects (PPPP) in Slovenia. The key findings indicate a particular lack of a professional policy unit to monitor the process holistically and the absence of ex-post evaluation. A need for a systemic solution in public policy design is established, which would merge different authorities’ efforts, epistemic communities, and the public in developing a structural multilevel model for good public governance.

The relevance of the chosen topic is determined by the need to update policy vectors in the healthcare sector. The subject matter of the paper includes analyzing approaches to public healthcare policy implementation. The purpose of the research is to provide an outline of research approaches and recommendations regarding policy vectors for public healthcare; and the development of strategies for healthy lifestyles. In particular; the article considers the following matters: human health risks; best examples of implementing healthcare policies; and development of healthcare funding system. Special attention is paid to the reorientation of the healthcare system from treating diseases to preventing them and improving health. The article examines research approaches to implementing public healthcare policies. The possible combining of human-centred concept; health potential concept; and valeology is illustrated. The paper also reviews some practices used in the developed countries of taking institutional; social; psychological; and mental approaches to address the issue of healthy lifestyles. Among them; one should mention developing the Charter and strategies for a healthy lifestyle; expanding partnerships in healthcare; creating a supportive environment. It is stressed that the Charter on the promotion of a healthy lifestyle should be based on the public health policy of Ukraine.

This study aims to determine how the implementation of Village Fund policies in addressing the problems of community health development in Donggala Regency, Central Sulawesi Province. The technique for determining informants in this area was carried out after determining the sample area by referring to the Village Minister Regulation (Permendesa) Number 2 of 2016 concerning the Developing Village Index (IDM), which maps Villages into the Village category. Donggala Regency has three categories of villages, namely: very disadvantaged villages, underdeveloped villages, and developing villages. And for each Village Category, informants were determined purposively, as was the technique of determining informants at the Health Office and the Community Development and Village Government (DPMD) Office, informants were determined purposively. The results of the study concluded that the implementation of public health development policies in Donggala Regency was not well realized, however, in this study it was found that the Van Meter & Van Horn policy implementation model was very appropriate to be used in assessing the performance of complex policies.

In general, there are many disincentives standing in the way of promoting change in public procurement practices by government agencies. Because engaging in sustainable purchasing requires some level of entrepreneurialism and risk-taking, a sorting framework is adopted to gauge whether some organizations are systematically more likely to pursue sustainable public purchasing (SPP) efforts than others. One-way analysis of variance and other methods are applied to a survey of public procurement practitioners across over 300 governments in the U.S. Results strongly suggest that agencies of various scope and reach tend to abstain from aggressively pursuing SPP efforts. However, when they do employ SPP, these efforts tend to be quite variable across and within levels of government and organizational size. In an effort to bridge theory with empirical data, a strong case can be made that the current state of SPP in the United States is the result of random and very cautious experimentation with little systematic pattern to SPP adoption.

Purpose This paper aims to examine the factors affecting the implementation of affordable housing policies in two Chinese municipal governments. Since 2010, the Chinese government has enforced an ambitious plan to adopt affordable housing provisions accompanying a series of urbanization programs. Furthermore, the policy implementation at the local level has led to various outcomes but has been scarcely investigated. The views of policy implementation from local officials are crucial in the context of intergovernmental relations. Therefore, it is important to examine the views of local public officials on the development status and challenges in the context of Chinese intergovernmental relations. Design/methodology/approach This paper verifies which factors exert significant impacts on the willingness of local officials to adapt affordable housing policies by using the logistic regression model and marginal effect estimation. With original data from the fieldwork surveys of city administrators, the measures incorporated local characteristics as well as the intergovernmental support from the central government in two selected megacities, Guangzhou and Shenzhen. Findings There are significant differences in local investment between the selected cities. Intergovernmental support from the central government, city development strategies, implementation perceptions of local governments and land supply, all significantly impact the selection of an affordable housing program and its overall implementation. Originality/value To the best of the authors’ understanding, this study would be one of the first to empirically explore the view of municipal public officials on affordable housing policy in China. This paper provides an empirical analysis from municipal public officials on the local implementation of affordable housing policies in China. As the outcome of housing policies actually depends on the implementation willingness of public officials and the overall performance of local governments, this explorative study would benefit the future development of China’s affordable housing policy.

Purpose – This paper aims to examine the external factors that influence the implementation of the new concept of public-private partnerships (PPPs) in Yemen. Design/methodology/approach – This study used a self-administered questionnaire that was distributed to Yemeni organizations. Data were analyzed using factor analysis, with appropriate tests of reliability, consistency, correlation and multiple regression analysis. Findings – The findings indicate that implementation of PPPs are affected through the government policies, market readiness and environmental uncertainty. The empirical evidence also suggests that government policies are the main predictor to PPPs implementation in Yemen. The proposed conceptual framework can be useful in developing PPPs implementation. Originality/value – This study contributes to the existing literature on PPPs by providing empirical evidence to identify the external factors that influence the readiness to implement PPPs. Furthermore, the study adds value through its contextual originality, given that this study is the first to empirically use the readiness theory in PPP implementation. Moreover, this paper describes the first attempt to investigate the implementation of PPPs in the context of Yemen.

As the lever by which public authorities regulate social affairs, public policy must function through its implementation. The effectiveness of policy-implementation is affected by many factors, but it fundamentally depends on the institution. For people's behaviors are governed by institutions, and public policy is implemente by people. According to the theory of New Institutionalsim, institutions consist of both formal and informal institutions. Based on the theory's explanation of the constratins placed on people's behavior by informal institutions, this paper will explore how informal institutional factos prevent public policies from effective implemetnation in China, specifically interpersonal relations and the consideration of faces. We must eliminate the negative impacts of informal institutional factors on policy implementation through enforcing hearings, coordinating policies, publicizing policies, strengthening supervision and betterign ideologies.

A number of regulations and policies implemented by some countries regarding the limitations of freedom to manifest religion or belief have been highly debated since the Covid-19 pandemic. Many argue such policies are discriminative and inconsistent with human rights law. Thus, this paper aims at analyzing the concept of human rights in the implementation of religion manifestation during the pandemic, and investigating how states implement policies according to the international human rights legal framework. This normative research which uses comparative and conceptual approach concludes that policies established by states in general can be legitimized on several conditions, among others for public health concerns. In addition, the proportionality and the non-discrimination principles need to be applied accordingly.

Worldwide, the employment of people with disabilities has been challenged by the slow development of ‘workplace specific’ disability employment policies. The focus has been on formulating legislation to overcome barriers and the implementation of national disability policies without ensuring that workplaces formulate such policies. While laws regarding disability have been on the statute books for two decades in South Africa, little is known about how effective they have been and their impact in the workplace. This article examines whether South African government departments have developed or reviewed employment policies for the benefit of people with disabilities, and determines whether policy makers were aware of the existence of the Disability Code (Republic of South Africa, 2002) and the Technical Assistance Manual (Republic of South Africa, 2005) when the policies were developed or reviewed. Human Resource Managers from 16 government departments in KwaZulu-Natal Province were interviewed. It was found that although HR policies were in place and some were being developed, very little has been done in terms of reviewing and/or developing disability employment policies. Furthermore, the existing prescripts were not extensively used as a resource during the development of disability-related employment policies. This has negatively affected the employment of people with disabilities in the public service. It is hoped that the results will assist management, HR practitioners as policy makers, and line managers to develop disability employment policies in order to attract and retain people with disabilities. The era of decentralization (autonomization) has begun in Indonesia since 1999. Various public policies have been made to support the implementation of decentralization. Of the many public policies, there are those that have been successfully implemented, but not a few have experienced ineffectiveness to failure. Many studies reveal that social capital is one of the factors that supports the successful implementation of various public policies. However, there is still very little research that looks at the dark side (paradox) of social capital, which contributes to the ineffectiveness of the implementation of a public policy. This paper discusses the paradox of social capital that causes the ineffectiveness of the process of implementing a public policy. The various cases discussed in this paper show that local government as implementing institution face serious obstacles in implementing various public policies, when public policies collide with the values of social capital that are lived and trusted by the local community. The Tanimbar Islands are a small and poor regency in Maluku Province, which also experiences this problematic situation. This situation occurs when the applied public policies clash with reality regarding some forms (manifestations) of social capital found in the community, such as the cultural values of duan lolat, sweri practices, and communal lifestyles in tnyafar. By showing the case of the Tanimbar Islands, we can see the dark side of social capital in the implementation of public policies, which in the future, need to be resolved.

The accelerated urbanisation process that Brazil has gone through in the last 50 years has given rise to daunting challenges for public managers, especially in terms of local public policy management for the building of “healthy cities”. In Sobral, a municipality of 173,000 inhabitants in Ceará in the North-eastern region of Brazil, a number of municipal policies were initiated beginning in 1997, many in partnership with the federal and state governments. They were inspired by the vision of a healthy and equitable city and were marked by strategic planning and the implementation of intersectoral projects. This article lays out some of the actions and their results, including an increase in the public supply of drinking water from 65% to 97% of households; an increase in sewage networks from 7% to 65%; an increase in public refuse collection from 42% to 90%; the expansion of green areas; the construction of nine kilometres of bicycle paths; the universalisation of integral health care through the Family Health Strategy through a network with specialised out-patient and hospital services; and a 148% increase in the number of children enrolled in primary school. These initiatives also resulted in the improvement of quality of life indicators, including a reduction in infant mortality from 61.4 to 19.0 per thousand live births, a drop in the mortality rate from traffic accidents from 33.40 per 100,000 inhabitants in 2001 to 15.25 in 2003; and a jump in literacy rates among children in the first cycle of primary school from 40 to 90.7%. In the present article, the authors describe some of the successful strategies and projects initiated between 1997 and 2003, and discuss how this experience could be reproduced in other communities across Brazil and around the world.

Over two decades of implementing neo-liberal economic policies by the Bretton Woods institution, it is of great importance to document the lessons learnt. This paper elicits the structural mechanism representing the intended effect of structural adjustment policies and the unintended effects observed from the implementation of the structural adjustment policies. The assumptions and hypotheses implicit in the main structural adjustment policies, as well as the observed unintended effect of the policies are clearly elicited with a causal loop diagram.

Purpose Governments have demonstrated a renewed interest in progressing gender equality for their workforces, including in Australia. This refocusing has resulted in a tranche of new gender equality policies being introduced into the Australian Public Service (APS). The purpose of this paper is to examine how New Public Management (NPM) is reflected in these gender equality policies and consider whether NPM may assist or hinder gender being “undone” or “redone” in APS organisations. Design/methodology/approach A content analysis was conducted to assess the strategies contained within the gender equality policies of all 18 Australian government departments. Findings The content analysis reveals that the policies strongly reflect an NPM framing, except in one important area – that of monitoring and evaluation. The lack of attention to this crucial element of NPM may hinder effective implementation of many of the policies. The authors also conclude that while good intent is evident in the policies, they may “redo” rather than “undo” gender in organisations. Practical implications The paper will assist organisations which are developing and implementing gender equality policies. Even though NPM is specific to the public sector, the research highlights the potential and pitfalls when developing such policies in an environment focused on increasing efficiencies and reducing costs. Originality/value While gender equality and public sector reforms occurred simultaneously in Australia, few researchers have examined the interactions between the two.

This article summarizes the origins and implementation of labor-management negotiated tobacco control policies in public workplaces in New York state during the 1980s and 1990s. It is an in-depth case study that illustrates the confrontation and cooperation among three main social actors involved in the design and implementation of workplace smoking policies: public-sector labor unions, public health professionals, and state managers. The policy debates, legal, and political issues that emerge from this history suggest hopeful avenues for improving the dialogue and cooperation on the design and implementation of workplace smoking policies between and among public health professionals, managers, and labor union leaders in the United States. Understanding how these parties can reach agreement and work together may help tobacco control advocates and labor leaders join forces to enact future tobacco control policies.

Major public policy issues in pricing include unfair pricing practices within distribution channel levels such as price-fixing and predatory pricing, and across distribution channel levels such as retail price maintenance, deceptive pricing, and discriminatory pricing. Companies set dynamic pricing and high prices for products to cover distribution costs, advertising and promotion costs, and excessive mark-ups. Companies try adopting fair pricing policies. Nevertheless, laws and regulations are enforced to ensure that the policies are followed and customers are benefited. Sometimes, it is difficult to ensure that the practices are legal and ethical. Governments and companies should also be aware about the pricing implications of the social goods used by customers. Proper understanding and implementation of pricing policies will benefit both companies and customers and help in developing sustainable strategies and long-term customer relationships.

There is widespread agreement that the local level has become more self-confident and self-reliant in formulating its own immigrant policies and sometimes developing distinct philosophies of immigrant incorporation. However, to date we know little about the actual capacities of cities to implement these philosophies consistently. This article offers a level-specific study of the governance of immigrant incorporation by European municipalities. It focuses on cities with diversity policies and it compares the meaning of diversity in formulated policies with policy implementation. Identifying an implementation gap of diversity policies in Antwerp, Amsterdam and Leeds, it argues that cities may have become more self-reliant and self-confident in coming up with their own ideas and concepts for governing immigration, but this may not mean that they also consistently implement these ideas. This article identifies two explanations for an implementation gap and different capacities across cities to consistently implement such policies. Points for practitioners The article establishes two explanations for the inconsistent implementation of policies, focusing on the case of local diversity policies, and delineates how this plays out across different cities. These findings are relevant as they allow us to define the conditions for consistent policy implementation.

This study uses a policy implementation model proposed by Van Meter and Van Horn (1975) which consists of several factors, namely (1) Policy Standards and Objectives; (2) Policy Sources; (3) Communication between organizations and implementation of Activities; (4) Characteristics of the Implementing Body; (5) Socio-political and economic conditions; and (6) the trend of implementers (implementors). This concept is used to analyze the factors that influence the implementation of public policies. This study uses a post-positivist approach with qualitative research methods in order to explain the factors that influence the implementation of policies on the implementation of public service malls in DKI Jakarta Province. The data collection technique used was triangulation. In general, the research results illustrate that the implementation of Public Service Hall in DKI Jakarta Province has been going well, but there are several factors such as inadequate facilities and infrastructure, characteristics of implementing agencies that have not supported the implementation and communication between organizations and the implementation of activities has not been consistent , thus having an impact on service delivery to the community.

The method used is qualitative methods, data collection techniques using the technique of in-depth interviews, observation and study of the documents. This study uses a model of George Edward III, results showed that the factors that affect the implementation of tourism policies are resources, communication, disposition and bureaucratic structure. Nonetheless, this study shows that public support through public participation also affect tourism policy implementation process. Thus, to consider the parameter level of community support or community participation as consideration attraction determine development priorities in the Regional Tourism Development Master Plan of North Halmahera District.

<div><p class="normal"><em>This paper aims to test and analyze the influence of the Administration in the form of policy formulation, implementation and evaluation of the quality of service and the satisfaction of the public. This research was conducted on The Office of System Administration Manunggal under One Roof in Indonesia with a population of 5.292 people and carried out with formulations Slovin on the precision of 5% with a total sample of 372 respondents. The study's hypotheses were tested using a model of Structural Equation Model (AMOS ver. 18). The study found that 1) directly in policy formulation and evaluation of policies and significant positive effect on the quality of service, while the implementation of policies have a positive impact and no significant effect on the quality of service; 2) direct policy formulation and evaluation of policies and significant positive effect on public satisfaction, and implementation of policies and no significant negative effect on public satisfaction; 3) the quality of the service directly positive and significant impact on public satisfaction; and 4) indirectly policy formulation and evaluation of policies through quality service and significant positive effect on public satisfaction, while policy implementation indirectly through service quality and no significant negative impact on public satisfaction.</em></p></div>

AbstractThe literature on policy implementation is divided with regards to the impact of street-level bureaucrats on the implementation of public policies. In this paper, we aim to add to and nuance these debates by focusing on ‘institutional work’ – i.e. the creation, maintenance and disruption of institutions – undertaken by central authorities and street-level bureaucrats during public reform processes. On the basis of a case study of the organisational implementation of a retirement pension reform in the Norwegian Labor and Welfare Administration, we argue that institutional work is a useful heuristic device for conceptualising the variety of responses available to street-level bureaucrats during public reforms. We also argue that the responses demonstrate the impact of street-level bureaucrats in these reforms in the context of managerial control and regulation. Finally, we argue that the effectiveness of policy change is dependent on the institutional work of street-level bureaucrats and, in particular, on institutional work that supports the institutions created by politicians and public administrations.

Abstract The Bodoquena-Pantanal Geopark was created by State edict in 2009, but its implementation and effective operation still depend on investments and actions. The public resources for investments are limited, and the private sector will invest if the State assures that the enterprise will be stable and profitable. This survey aims to analyze the convergences and divergences among public policies that occurs in the Geopark site. The method employed was the analysis by an adaptation of the MACTOR Method verifying implicit and explicit policies goals. The results indicate that most policies have common goals and are converging, although they are not always clear. In conclusion, the Geopark is a new demand for the government, that is linked to recurring and suppressed demands regarding regional development, and this policies converge among each other, if executed properly, can contribute to the Geopark implementation, which will act as a driving force to the regional development.

Academic literature covering transformational eGov activity in times of geopolitical instability (such as that which Syria is currently facing) is uncommon. We selected thirty-five papers for review, each covering aspects of eGov relevant to the Middle-East Arabic Countries and Syria, for the period between 2000 and 2013. This paper exposes five categories of challenge (Syrian Civil war and Instability, Human, Political, Infrastructure and Organisational) faced by eGov implementations in Middle-East Arabic Countries/Syria and proposes further work to investigate these.

Aims: One of the goals of the Norwegian Public Health Act is to reduce health inequities. The act mandates the implementation of policies and measures with municipalities and county municipalities to accomplish this goal. The article explores the prerequisites for municipal capacity to reduce health inequities and how the capacity is built and sustained. Methods: The paper is a literature study of articles and reports using data from two surveys on the implementation of public health policies sent to all Norwegian municipalities: the first, a few months before the implementation of the Public Health Act in 2012; the second in 2014. Results: Six dimensions are included in the capacity concept. Leadership and governance refers to the regulating tool of laws that frame the local implementation of public health policies. Municipalities implement inter-sectoral working groups and public health coordinators to coordinate their public health policies and measures. Financing of public health is fragmented. Possibilities for municipalities to enter into partnerships with county municipalities are not equally distributed. Owing to the organisational structures, municipalities largely define public health as health policy. Workforce and competence refers to the employment of public health coordinators, and knowledge development refers to the mandated production of health overviews in municipalities. Conclusions: The capacity to reduce health inequities varies among municipalities. However, if municipalities build on the prerequisites they control, establishing inter-sectoral working groups and employing public health coordinators in authoritative positions, national governance instruments and regional resources may sustain their capacity.

The present study sought to determine to what extent vestiges of the dual system of educating students with and without disabilities persist and how they undermine the implementation and sustainability of inclusive education. We investigated how prior experiences with segregation shape administrators’ thinking and school policies and practices through interviews with administrators in 11 public high schools. Analysis of the interviews indicated that remnants of past policy and practice persist and that these vestiges and their causes weaken the prospect of sustained change. We discuss the limitations of relying on legislation to change long-standing institutional practices that reinforce a philosophy of difference.

The aim of this study is to identify the level of readiness in the implementation of accrual-based accounting among Malaysian public healthcare sector and to examine the relationships between human resources competency, software and technology capability, accounting policies and standards suitability and the level of readiness in the implementation of accrual-based accounting. Data were collected using questionnaires from a sample of 200 administrative officers in the Finance Department at 20 public hospitals and State Health Departments.The finding showed that the level of readiness to implement accrual-based accounting in Malaysian public healthcare was moderately high. The results also revealed that there were significant relationships between human resources competency, software and technology capability and accounting policies and standards suitability and the level of readiness to implement accrual-based accounting. The results implicated that users of accounting system in Northern Malaysian public healthcare are ready to implement accrual-based accounting. However, improvement should be directed towards relevant areas as identified in the study to ensure a more successful and beneficial implementation of this new accounting system in Malaysian public sector.

Abstract, The purpose of this research is to find out; 1) Does the evaluation of public policies have an influence on the implementation of the national program of urban independent community empowerment in Mekarjaya Village, Depok City 16411. 2) How much influence does the evaluation of public policies have on the implementation of the national program of urban independent community empowerment in Mekarjaya Village, Depok City 16411. The research method used is quantitative research. The results of the validity and reliability test show that the results obtained are greater than the specified value (validity 0.30 and reliability 0.60), so it can be said that the data is valid and the instrument is reliable. From simple regression analysis, it is known that the value of R. Squere is 13.40%, this shows that the effect of the implementation of the national urban community empowerment program is determined by the independent variable, namely the evaluation of public policies, while the rest is influenced by other factors not observed in this study. After conducting the research, it can be concluded that the evaluation of public policies has an impact on the implementation of the national program for empowering urban independent communities in Mekarjaya Village, Depok City 16411 Keywords: Public Policy Evaluation, Implementation of the National Urban Community Empowerment Program Abstrak, Tujuan penelitian ini adalah untuk mengetahui; 1) Apakah evaluasi kebijakan publik memiliki pengaruh terhadap pelaksanaan program nasional pemberdayaan masyarakat mandiri perkotaan di Kelurahan Mekarjaya Kota Depok 16411. 2) Seberapa besar pengaruh evaluasi kebijakan publik terhadap pelaksanaan program nasional pemberdayaan masyarakat mandiri perkotaan di Kelurahan Mekarjaya Kota Depok 16411. Metode penelitian yang digunakan adalah penelitian kuantitatif. Hasil uji Validitas dan Reliabilitas diketahui bahwa hasil yang didapat lebih besar dari nilai yang ditentukan (Validitas 0,30 dan Reliabilitas 0,60 ) maka dapat dikatakan datanya valid dan instrumennya reliabel. Dari analisis regresi sederhana diketahui nilai R.Squere sebesar 13,40 %, hal ini menunjukan bahwa pengaruh pelaksanaan program nasional pemberdayaan masyarakat mandiri perkotaan ditentukan oleh variabel bebas yaitu evaluasi kebijakan publik, sedangkan sisanya dipengaruhi oleh faktor lain yang tidak diamati dalam penelitian ini. Setelah melakukan penelitian maka dapat ditarik suatu kesimpulan bahwa evaluasi kebijakan publik berpengruh terhadap pelaksanaan program nasional pemberdayaan masyarakat mandiri perkotaan di Kelurahan Mekarjaya Kota Depok 16411 Kata kunci : Evaluasi Kebijakan Publik, Pelaksanaan Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan

In this paper, according to studies, the perspective of managers, supervisors and experts on the factors affecting the implementation of the policies set and looked University of Medical Sciences. In the present study, type research methods analytical and applied in terms of goal. The population of managers, supervisors and reporters are Zahedan and Zabol University of Medical Sciences. The questionnaire that the overall validity of the content and reliable 0.84 with Cronbach’s Alpha coefficient was estimated. The results of this study six important landmark in the implementation of policies were identified and ratings which include administration and bureaucracy, targets and policy development, enforcement expertise, personality traits and behavioral anchors, consumers and supported by the legal authorities. Abstract:
Bicycling appears in the literature on urban mobility as a more sustainable transportation mode for future transportation, based on empirical evidence of the potential benefits of bicycling on the environment, society, and health. In this context, public interventions to promote and maintain bicycling as a sustainable practice and its positive effects are salient. This article reviews different cycling policies with respect to cycling facilities present in the literature and compares them with a case study in Valencia (Spain). We collected information on the public policies implemented in Valencia and the traffic intensity in bike lanes over detecting loops distributed around the city. The results show a strong increase in bicycle use accompanying the implementation of public policies that promote bicycling. The effectiveness of public policies and their impact on bicycling and sustainability are discussed.

Abstract:
ICT Security Policy includes information security-related policies, guidelines and best practices that are enforced in the Malaysian public sector. These policies are priority areas that contain guidelines for implementing ICT infrastructure in the public sector. However, there is a significant gap between these policies and awareness towards computer security policy among government servants in the public sector. Therefore a study involving government servants in the Manpower Department, Ministry of Human Resources was carried out to identify the critical success factor of these policies. The study was conducted through quantitative and qualitative methods. A survey was conducted to measure the level of awareness among government servants in agencies against computer security policies. Flaw factors in computer security policy implementation were discussed to obtain strategies to ensure the successful implementation of computer security policies in an agency. The significant factors leading to a successful implementation of computer security policy at the governmental agencies were validated by experts. As a result, a guideline has been prepared to be applied as an improvement proposal to increase the awareness of government servants on ICT security policy in the agencies.
