This paper examines whether electronic procurement (e-procurement), which increases access to information and reduces personal interactions with potentially corrupt officials, improves procurement outcomes. We develop unique datasets from India and Indonesia and use variation in adoption of e-procurement within both countries. We find no evidence of reduced prices but do find that e-procurement leads to quality improvements. The results of this work show that the cost efficiency of tendered bus services is similar across all Swedish counties, except for the more high-density counties where efficiency is lower. Considerably lower efficiency is also found for contracts with services run in-house by the Public Transport Authority (PTA), compared to when the same service is run by a private actor. With respect to the competitive environment, it was found that many contract design factors have little or no effect on the number of bids that the PTA sees in their tenders. The chapter examines small third sector social enterprises' (TSSEs) perspective in gaining access to public services contracts. The UK government aims to increase, the role of social enterprise as a vehicle to deliver public services directly to citizens and local communities in areas such as housing, welfare-to-work, education, health, and social care. To understand TSSEs' experiences of gaining access to public services contracts, face-to-face interviews were conducted with managers and chief executive officers (CEOs) using an interview guide. Empirical evidence obtained suggests that some procurement policies and processes are impacting on small TSSEs' organizational development, growth, management, and career development of staff. The qualitative findings of the study add to new knowledge, and help to explain challenges facing small TSSEs in the changing context of public services procurement process.

In this chapter, we quantitatively analyze the role of network membership in the performance of firms within the public procurement market in Turkey. We use a unique public procurement dataset of all high-value public procurement contracts—those with a contract value worth over TL 1,000,000—awarded between 2005 and 2010. We consider two types of networks: (1) Internet-based procurement-specific networks and (2) business networks established through business associations. Internet-based procurement-specific business networks provide their members with a wide range of procurement related services, access to critical resources, and timely information. Business associations help member firms establish a strong and unified presence, effectively protect their shared interests, and thus collectively influence governmental economic policies. The findings suggest that both types of network memberships are effective in winning public procurement contracts. There is also an overlap among network memberships, with 8.4% of contracts awarded to the firms that have membership in both networks.
