This study aims to investigate the selected perceptions of Public Relations Practitioners about the Public Relations Institute of Southern Africa (PRISA) Namibia, in order to recommend to PRISA Namibia ways they can attract membership and gain support and recognition from PR practitioners. This research was conducted through in-depth interviews. The participants in this study were divided into three groups, namely, the members, nonmembers and the Chairperson (current and previous) of PRISA Namibia. A total of 10 participants were interviewed. The results of the study indicate that PR practitioners in Namibia know relatively little about PRISA Namibia activities in Namibia. Most of the Participants are frustrated with PRISA Namibia’s lack of visibility and accessibility. However, most members acknowledged that PRISA Namibia had, in the past, added immense value to their Public Relations (PR) careers. The recommendations of the study include: PRISA Namibia organising conferences or workshops on ethics; PRISA Namibia publishing an ethics booklet that can be used by PR students and professionals to illustrate how practitioners can practically adhere to PRISA code of ethics on a day to day basis; and PRISA Namibia creating social media pages on platforms such as Facebook, Twitter and YouTube.

Abstract:
Corporate social responsibility has become an increasingly important topic within the workplace. This subject continues to garner further attention and scrutiny, especially with regards to public relations firms and their CSR-related engagements because of how practical motivations for charitable giving may blend with the nature of their business. Public relations professionals were interviewed to uncover information regarding each firm's CSR programs and level of engagement, in addition to textual analysis that included the PR firms' websites, social media presence, and what the media has said about the firms' CSR efforts. Findings revealed five cross-company patterns with regard to CSR made by the following PR firms: Edelman, Weber Shandwick, and FleishmanHillard. These themes—Citizenship Initiatives, Corporate Engagement, Global Communities, Social Involvement, and Sustainable Investments—identify the concepts and ideas that form the foundation of these CSR programs, and shed light on the reasons why these firms participate in CSR, specifically as it relates to company image and employee relationships, and may suggest that these themes form both the reasoning for participating in CSR, and the aspects of CSR that attract employee attention

While many publications comment on successful relationships, it was necessary to specifically analyze the relationship between public relations practitioners and their clients. Using traits gathered in the literature review, the researcher prepared a Q study to identify, "Which relationship traits do agency representatives and client counterparts find most important?"Subjects included principals of agencies listed in the 2004 Indianapolis Business Journal's "Book of Lists," and their clients. Each respondent ranked the Q statements two times, once reflecting their own attitudes and another reflecting the attitudes of their counterpart.Of the twelve traits studied, eight were ranked as highly important to participants. Also, the researcher surmised that clients better understand their relationships, ranking three of five traits as highly important when assuming their counterparts' roles. In contrast, agency partners ranked two of the five traits that their counterparts found highly important.

The emergence of collective bargaining in the public sector is viewed as a product of economic, political, technological and social dynamics regulating the economic relationship between the government as employer and public sector employees. Although public sector employees have been denied the right to organize themselves and to bargain collectively with their respective governments, especially in many African countries, the profound changes during the recent years has dramatically changed labour relations in the public sector. In many African countries, particularly English speaking countries, the process of collective bargaining between the government and public sector employees has gained prominence as the struggle to reconcile the broad interest of the government and its employees has been waged in order to deal effectively with public employment issues. Namibia is one of the many English speaking African countries which is making tremendous efforts to harmonize the employment relationship between the government and the public servants. But these efforts are being hampered by the structural handicaps emanating from the historical legacy of apartheid and its adjunt- authoritarianism (which has found firm roots in the country even after five years of independence).

Abstract:
Student-run public relations firms are part of collegiate public relations pedagogy, and this study used a mixed-method approach to analyze such firms on U.S. campuses. A listing of campuses with student-run firms was created as part of this study. Through an online survey questionnaire, advisers from 55 of the 119 student-run firms provided data about firm characteristics and observations about student learning and career development. Multiple correspondence analyses was used to see if the firms grouped into clusters and somewhat aligned with previous research by Lee Bush in 2009. Firms clustered into four groups, with the fourth group representing a mix of the other three. One additional finding was that firm characteristics are more similar than dissimilar even when comparing firms of varying years in operation. Analysis of variance to compare characteristics between different types of firms revealed that one type of firm tended to employ students at a higher average number of hours per week (F = 6.61, eta squared=0.16) and one was more likely to be accredited by the Accrediting Council on Education in Journalism and Mass Communications (F = 3.71, eta squared=0.13). Advisers reported mostly positive reflections on observed transformations they see in their student workers and the value of the firm experience including how it helps students in post-graduation job attainment. Responses to a graduate questionnaire is included but, because of low response rate (N = 6), provided only cursory information.

ENGLISH ABSTRACT: This theoretically guided qualitative and quantitative study aims at investigating the extent to which centralization of fiscal powers in the Namibian State has been detrimental to development activities of the Okavango Regional Council. A further aim is to make recommendations and suggest balanced inter-governmental fiscal relations between central and regional governments in Namibia. The significance" of this study lies in the fact that, since the abolition of homelands in Namibia by the incumbent goven:rrnent in the 1990s, no comprehensive study has been carried out to analyze the socio-economic implications of such centralization of powers by central government. The study demonstrates that the degree of autonomy afforded to regional governments in Namibia stagnates their role as socio-economic development agents/facilitators. The study also examines the causes of disparities between centnil and regional governments. Important among the causes is the legal framework, which does not specify a fixed sharing formula. A number of corrective measures are suggested by the study. Among these measures are the decentralisation of functions that can be efficiently performed by regional governments, assignment of taxes to regional governments and amendment of existing legislation to allow for a balanced inter-governmental relations policy. The study further suggests that decentralization of functions to regions needs to be carefully planned and implemented because to lack of resource endowment and experienced personnel in the regions.
AFRIKAANSE OPSOMMING: Hierdie teoreties-gefundeerde kwalitatiewe en kwantitatiewe studie is daarop gemik om te bepaal tot watter mate die sentralisering van fiskale magte in die Namibiese regering 'n nadelige effek op die ontwikkelings-aktiwiteite van die Okavango Streeksraad gehad het. Nog 'n doelwit (van die studie) is om aanbevelings en voorstelle te maak vir die daarstelling van gebalanseerde inter-regeringsverhoudings tussen sentrale- en streeksowerhede in Namibië. Die waarde van hierdie studie lê in die feit dat, sedert die afskaffing van tuislande in Namibië deur die huidge regering in die 1990s, geen omvattende ondersoek nog gedoen is om die sosio-ekonomiese implikasies van so 'n sentralisering van magte deur die sentrale regering te ontleed nie. Die studie dui aan dat die mate van selfbestuur wat aan streeksowerhede in Namibië toegeken is, hulle rol as die agente/fasiliteersders van sosio-ekonomiese ontwikkeling kniehalter. Die studie ondersoek ook die oorsake van die verskille wat tans tussen sentrale- en streeksowerehede bestaan. Een van die hoofredes hiervoor blyk te wees die feit dat die bestaande resraamwerk/statutêre nie 'n vaste formule (vir die deling van mag) bepaal nie. 'n Aantal korrektiewe maatreëls word deur die studie aan die hand gedoen. Die aanbevelings sluit onder andere in maatreëls om dié funskies te densentraliseer wat effektief deur streeksowerhede gedoen kan word, die toekenning van belasting aan streeksowerhede en die wysiging van bestaande wetgewing om voorsiening te maak vir 'n gebalanseerde interregeringsverhoudingsbeleid. As one of the salient public relations practitioners' functions, internal and external communication is a vital tool to create success for an organization. This study examined an internal and external theory: Theory X and Y and Grunig's public relations models to ascertain the intersections of these two areas of communication.The researcher utilized a Likert-type questionnaire which was oriented to Theory X and Y, and a Q sort which was oriented to Grunig's public relations models to 35 individuals that assumed a public relations managers' role.Upon analysis of results, the research showed that there was no relationship between organizational internal management style and organizational external communication style. Specifically, Theory X and Y was not related to Grunig's public relations models. Also, there were less intersections and effects regarding the demographics with this study. However, the researcher found that five out of six respondents with 10 or more years of experience supported the proposed research questions.

ENGLISH ABSTRACT: Freedom of association is a constitutional fundamental freedom denied the members of the Namibian Police Service. This led to the researcher to conduct a study on current labour practices in the said organisation. The aim thereof was to establish whether the inexistence of unions has a detrimental effect on labour relations, and also to explore possibilities of introducing trade unions in the Police Service. A study was conducted within a qualitative approach with the data obtained from existing literature as well as through interviewing police officers and other public office bearers. It was ultimately found that the entire organisation is fraught with labour related problems, which would have been handled differently within unionism. The study therefore recommends that a union be formed for the Namibian Police members.
AFRIKAANSE OPSOMMING: Vryheid van assosiasie is 'n konsitusionele fundamentele vryheid wat die lede van die Namibiese Polisiediens ontsê is. Dit was aanleidend tot die navorser se ondersoek van bestaande werkspraktyke in die gemelde organisasie. Die studie is daarop gerig om vas te stel of die bestaan van unies nadelig inwerk op werksverhoudings asook om die moontlikheid van die instelling van vakunies in die polisiediens te ondersoek. Die studie is met 'n kwalitatiewe benadering onderneem en data is bekom uit bestaande literatuur asook onderhoudsvoering met polisiebeamptes en ander openbare ampsdraers. Daar is uiteindelik bevind dat die hele organisasie gebuk gaan ander werksverwante probleme wat binne vakunie-verband anders hanteer sou word. Dialogical communication is considered to be the most ethical way of practicing public relations. Especially social medias’ potential for engaging in dialogue is mostly not exploited to its full potential. This study aims to shed light on new technology-based firms’ use of dialogical communication on Twitter. The focus hereby is on the formal side of dialogue and not on its content. Moreover possible explanations for the presence or absence of dialogue are taken into consideration. To be able to classify the results they are discussed in the context of the Fortune 500 companies’ use of Twitter. In order to do so a content analysis of both the Twitter profiles and tweets of 89 new technology-based firms was undertaken. The results showed that the Fortune 500 companies were communicating more dialogically than the new technology-based firms did. Bigger companies engaged in dialogue more often. The performance was furthermore improved by listening rather than posting. An implication is that a profound knowledge of communication is necessary in order to use the social medium successfully. A pure knowledge of technology was not found to be beneficial for this public relations practice.

Abstract:

Background

Marketing spending has grown dramatically over the last decade but the traditional market-ing strategies such as advertising in TV, on billboards and posters might not be as effective as they used to be. The phenomena, how to work with marketing with the use of limited capital, has attracted attention in different contexts lately. It may sound hopeless to reach all the way through by the use of limited capital but it although exist examples of compa-nies that have succeeded with this; they are doing more with less.

Purpose

The main purpose of this thesis is to examine how firms, by the use of no or limited finan-cial resources, could market themselves successfully and how such a marketing process look like. The other purpose is to identify or map out the difference among traditional marketing and doing more with less.

Method

With a more inductive research approach and a qualitative research method the data was collected for this thesis. Four companies were carefully selected and interviewed over the phone. The chosen respondents are; Tomas Gustafsson representing Brämhults, Per Holk-nekt at Odd Molly, Jan Gustafsson at Saltå Kvarn and Hanna Lundgren at WeSC.

Conclusion

We have concluded that many strategies can be successful in doing more with less. The strategies found in this study are; Public Relations, Brand Management, Packaging, Product Placement, Event Marketing and Unique Selling Propositions. A coherent pattern or proc-ess could not be identified but it exist similarities in the way that companies make use of marketing strategies concerning doing more with less. Moreover we came up with the con-clusion that the difference between traditional marketing and the strategies identified as do-ing more with less, besides the obvious cost aspect, is the connection that they are often presented in a way which is not as easy for the potential consumer to perceive as commer-cial.

In U.S., the career of public relations has been categorized as “pink-collar ghetto.” Public relations are predominated by females. However, because of gender stereotyping and discrimination, most of female workers are still dealing with administrative tasks and not being able to make any strategic decision. This “feminine phenomenon” might paralyze the development of public relations. This thesis focuses on the public relations firms in Taiwan, by analyzing gender and roles to explore the problems of gender differentiation, role division, and gender discrimination. Based on the 18 largest public relations firms in Taiwan, this thesis adopts a 5-page questionnaire to ask respondents and uses SPSS to accomplish quantitative analysis. Then interviewing some scholars in depth and comparing with other related studies, the results of the research are as follows: 1. Gender segregation─ The percentage between males and females in the field of public relations is 22% to 78%. “Feminine phenomenon” is obvious in Taiwan. In average, there is a manager out of 1.66 male workers where as a manager out of 2.5 female workers. 2. Role activities─The role activities do make differences between male workers and female workers. Female managers have to do more technical tasks than male managers in public relations firms. 3. Role aspiration─Female workers are less desirous of promotion than male workers. Female workers are more pessimistic about being promoted than male workers. Workers with higher education are more desirous of promotion. 4. Gender discrimination─Female public relations staff strongly feel that “Females only get promotion when they prove they are better than males”. Furthermore, male workers feel that “they are more suitable to be in management level than female workers. Gender discrimination still generally exists in public relations firms. 5. Salary discrepancy─According to the data from the Directorate General of Budget Accounting and Statistics Executive Yuan, the average salary of the workers in public relations is less NT10,000 than other workers in mass communication industry. This thesis also finds that the salaries of the female technical workers are lower than those of the male technical workers in public relations firms. In conclusion, the leaders of public relations firms should consider more about gender balance for promotions, and establish rules to differentiate the duty between managers and technicians. Besides, taking on more affairs about making strategic decision might attract males to join the public relations industry and to balance the problem of gender segregation. The thesis discusses gender and role types deeply and completely by analyzing role activities, salary discrepancy and role aspiration.

A valid, reliable survey instrument was created to be used by public relations student-run firms and other applied public relations courses to gauge client satisfaction. A series of focus groups and pilot tests were conducted to ascertain themes, refine questions, and then to refine the entire instrument. Six constructs to be measured, including strategies used by the students, project management, communication tools, professional demeanor, communication skills, and overall effectiveness, emerged as themes needing to be assessed. The final instrument included 40 scale questions, six follow-up questions (one for each set of scale questions), and four open-ended questions. As an outputs evaluation within General Systems Theory, this evaluative tool provides a feedback loop that did not exist prior for public relations applied courses and student-run firms. This survey, when used by public relations educators, will provide a standardized tool from which discussions can ensue and pedagogy may advance.

Abstract:
The study aimed to determine the marketing communication methods used by Namibian clothing and textile SMEs operating from Katutura and Khomasdal Incubation Centres. A quantitative methodological approach was followed in this study. The sample comprised 45 SMEs with business operations at Katutura and Khomasdal Incubation Centres. A simple random sampling method was selected as the researcher made use of an SME name list provided by the City of Windhoek. A structured questionnaire was used to collect research data. Cross tabulations, correlations and descriptive analyses were used to analyse the research results. The research indicated that the top five most regularly used marketing communication methods are direct sales, „word-of-mouth‟, point-of-sale materials, networking, and newspaper advertisement. The least regularly used marketing communication methods are YouTube, television, direct mail, press releases and coupons/vouchers. Networking was the second most important and effective marketing communication method. Trade shows was the third most-preferred marketing communication method and the reasons advanced were „it gives me the opportunity to talk to and interact with my customers‟. It is recommended that the City of Windhoek should create incentives for current SMEs operating from Katutura and Khomasdal Incubation Centre to leave the incubation centre for new upcoming SMEs. Further research is necessary to establish the reasons why SMEs do not grow as expected and graduate from the incubation centres. Further research is also necessary to determine challenges faced by Namibian SMEs when considering which marketing communication methods to use. The conducted research recommends that different media houses be approached to design and determine special marketing packages for SMEs. Special SME development or advert sections can be negotiated with newspaper outlets. The major limitation of this study was that it was confined to clothing and textile manufacturing businesses.

Ces vingt dernières années ont été marquées par des flux d’investissements directs étrangers (IDE) entre les économies mondialisées. L’Afrique reste cependant plus en marge que les autres régions. Cela peut s’expliquer par divers facteurs comme les ressources ou les politiques publiques. En effet, certains pays possèdent des politiques publiques envers les IDE plus ou moins réticentes. Ce présent travail se concentre sur les raisons qui amènent les pays à adopter ce type de politiques publiques. En m’appuyant sur l’approche britannique de Susan Strange et la méthode de la différence de Mills, je compare la République du Congo qui met en place des politiques incitatives envers les IDE et la Namibie dont les politiques publiques sont plus restreintes. D’une part, cette différence de politiques publiques envers les IDE s’explique par la colonisation et par les relations qu’ils ont avec leurs anciens pays coloniaux. D’autre part, les institutions internationales influencent aussi les comportements de ces deux pays dans leurs relations avec les investisseurs étrangers. Pour cette étude, je me suis concentrée sur l’ONU et le FMI. Celles-ci ont donc intensifié les comportements de ces pays vis-à-vis des IDE.
These last twenty years were marked by flows of foreign direct investments (FDI) between globalized economies. The continent of Africa is more marginalized than other regions. It could be explained by various factors like resources or public policies. Indeed, several countries have public policies towards FDI more or less reluctant. This present paper is focused on why countries adopt this type of public policy. Based on Susan Strange’s British approach and Mills’ difference method, I compare the Republic of Congo, which has incentive policies for FDI and Namibia with public policies which are more limited. On the one hand, this difference in public policies towards FDI is explained by colonization and the relations they have with their former colonial countries. On the other hand, the international institutions also influence the behaviour of these two countries in their relations with foreign investors. For this study, I focused on the UN and the IMF. These have thus intensified the behaviour of these countries towards FDI.
