This study aims to demonstrate how the design of a decision support system (DSS) can improve the process of internal resource allocation in Brazil public universities. Currently, there are not any kind of general DSS for such a problem. To do so, the analysis is carried out by identifying the general model from the Brazilian Ministry of Education and the models from every federal university, finding similarities between each model, and dividing the models into categories, according to their similarities. Thus, a DSS resource allocation model prototype was proposed. The perspectives are to contribute to the decision problem of how to allocate resources properly faced by Brazilians public universities, take safer and reliable decisions, seeking to reduce uncertainties and to maximize their results.

Effective public health approaches to addressing the opioid crisis require an understanding of addiction as a health condition primarily involving the brain, rather than an individual’s series of ongoing “bad choices” or inherent criminal tendencies that ultimately lead to poor health outcomes. Addiction has been defined as “the most severe, chronic stage of substance-use disorder, in which there is a substantial loss of self-control, as indicated by compulsive drug taking despite the desire to stop taking the drug.” Whether addiction is viewed primarily as a “disease” or the outcome of experiential and environmental influences, chronic changes that occur in the brain of the person with addiction form the scientific basis of an effective public health response. Understanding the behavioral changes driven by addiction is vital since they have a profound impact on public safety, the criminal justice system, and public health. This chapter provides an overview of the changes that occur in the brain during development of addiction and how understanding these changes can improve public health practice and policy. It complements more complete clinical and basic science reviews of the neuroscience of addiction that have been recently published.

Brazil's Constitution established a few means of direct democracy including the possibility of any citizen to propose a draft bill at a legislative house given the support of a minimum of citizens expressed by their signature. Until today, citizens' initiative bills' signatures are paper based, which is not only costly, but also poses transparency and safety issues. Considering these challenges, the Institute for Technology and Society developed a mobile app called “Mudamos” (“We Change”) to prove it is possible to sign such bills electronically. However, despite its potential for changing citizen participation, technology by itself does not promote political and cultural changes. Thus, Mudamos became an integrated engagement framework, including the free application and also an offline legal draft-a-thon and advocacy for institutional change. In this chapter, the authors present this framework, connecting cutting-edge digital innovation on electronic signatures with social innovative methodologies, highlighting the importance of adopting a holistic approach to institutional change.

Fluoride is an inorganic monatomic anion of fluorine and forms part of essential reagents used by the chemical industry. It occurs naturally in several minerals and in trace quantities in water. Fluoride has been used to prevent tooth decay and in the treatment of osteoporosis. Extensive research has consistently demonstrated the safety and effectiveness of fluorides in the prevention of dental caries following the practice of water fluoridation. Despite these benefits, fluorides pose danger as an endocrine disruptor thus, affecting bones, brain, thyroid gland, pineal gland and blood sugar levels. In Canada, water fluoridation remains a contentious issue although dental decay constitutes the most common chronic disease. However, several Canadians are receiving the benefits of water fluoridation and about 1% have access to naturally fluoridated water. In Nigeria, the prevalence of dental caries has been documented to be greatly reduced following fluoridation of public water supplies in areas where the condition was endemic. Fluoride is therefore the only medicine added to public water, and at the recommended level, fluoride is safe and effective in the reduction of dental decay and poses no risk for health problems. Hence, this article highlighted fluoride content in drinking water and the health implications of consuming fluoride-rich water with a focus on the situation in Canada and Nigeria.

Repetitive head impact exposure refers to a head impact that does not lead to the clinical manifestation of concussion. There is emerging information that repetitive head impact exposure may lead to structural changes in the brain, but it is not clear if these changes normalize, remain static, or worsen over time. Currently there is no known causal connection between repetitive head impact exposure and long-term neurologic diseases, although such a connection is often assumed by the public. A safety-first approach should always be taken in sport, and this includes steps to mitigate head impact exposure.
