Abstract:
Public service broadcasters are a central part of national news media environments in most advanced democracies. Although their market positions can vary considerably between countries, they are generally seen to enhance democratic culture, pursuing a more serious and harder news agenda compared to commercial media . . . But to what extent is this perspective supported by empirical evidence? How far can we generalize that all public service news media equally pursue a harder news agenda than commercial broadcasters? And what impact does public service broadcasting have on public knowledge? Does exposure to public service broadcasting increase citizens’ knowledge of current affairs, or are they only regularly viewed by citizens with an above average interest in politics and hard news?The overview of the evidence provided by empirical research suggests that citizens are more likely to be exposed to hard news, and be more knowledgeable about current affairs, when they watch public service news—or rather news in media systems where public service is well funded and widely watched. The research evidence also suggests there are considerable variations between public broadcasters, just as there are between more market-driven and commercial media. An important limitation of previous research is related to the question of causality. Therefore, a main challenge for future research is to determine not only if public service broadcasting is the preferred news provider of most knowledgeable citizens, but also whether it more widely improves and increases citizens’ knowledge about public affairs.

Abstract:
This chapter presents an account of the San Bernardino band as the public facade of that workhouse. The image of children who had been picked up from the streets, disciplined, and taught to play an instrument as they marched across the city in uniform helped broadcast the message that the municipal institutions of social aid were contributing to the regeneration of society. This image contrasted with the regime of discipline and punishment inside the workhouse and thus helped to legitimize the workhouse’s public image. The privatization of social aid from the 1850s meant that the San Bernardino band engaged with a growing range of institutions and social groups and carried out an equally broad range of social services. It was thus able to serve as the extension through which Madrid’s authorities could gain greater intimacy with certain population sectors, particularly with the working classes.

This chapter examines how moderate conservative activists united with the far-right conservative local media, which sharply opposed the Frank Zeidler administration, to challenge the role of the public sector in providing educational television—a seemingly innocuous issue that far less liberal cities like Houston addressed without controversy. The battle over Channel 10 was part of the larger struggle between proponents of an expansive public sector and champions of limited government. Working with the Common Council and supportive community groups, commercial broadcast interests turned what could have been a simple process of accepting federal provision of airspace for nonprofit use into a years-long ideological struggle between supporters of publicly funded services and their opponents.

This chapter examines the dimensions of the political communication system. It first explains the rationale for a comparative study of political communication before discussing relevant models of relationship between media and political institutions as well as differences in political communication cultures among media and political elites. It then reviews findings on country-specific reporting styles in political news coverage and evaluates divergent approaches in government communication and election communication. On the side of the citizens, the chapter explores cross-national differences in the consumption of political news, along with the positive contribution of public service broadcasters for informed and enlightened citizenship. Finally, it looks at political information flows, comparing message production by political actors, political message production by media actors, usage patterns of political information, and effects of political communication.

Abstract:
This chapter focuses on Richard Durham's career as a scriptwriter for television. Durham had been wanting to write for television since the early 1950s. The year 1969 brought the promise of creating a unique TV series, to be called More from My Life. The show, to air on noncommercial station WTTW-TV, would be a soap opera about black life in Chicago. In the past, Durham's TV scriptwriting desires had been dashed while he legally sparred with NBC. But after that fight ended, Durham served as a ghostwriter for science fiction shows like One Step Beyond, Climax, and The Outer Limits, as well as other TV dramas during the late 1950s. By the time Durham began his stint with WTTW, Blacks were becoming more visible on America's TV screens, especially in advertisements and public service announcements. Durham transformed More from My Life into Bird of the Iron Feather, which made its broadcast debut on January 19, 1970. After only seven weeks on the air, however, it was terminated by WTTW.
