Tichonovaite, Monika. "The Public Service Broadcaster of Lithuania in the Era of Commercialization." Thesis, Uppsala universitet, Medier och kommunikation, 2011. http://urn.kb.se/resolve?urn=urn:nbn:se:uu:diva-154398.

Abstract:
The television industry in Lithuania is analyzed in this thesis with a focus on the impact of commercialization on the public service broadcaster. The purpose of the research paper is to describe the impact of the changing market on the public service broadcaster of Lithuania using as theoretical framework the approach of the political economy of the media and communication and quantitative methods. One part of the thesis is the theoretical research, which is done by analyzing and systematically presenting books and articles that relate to the thesis’s topic. In the second part of the work, the theoretical framework is applied to the Lithuanian television market. In addition, an empirical study is conducted in order to apply the theoretical discussion and answer the main research question. The main results of the study suggest that the public service broadcaster of Lithuania managed to maintain its programmes’ diversity. However, the amount of entertainment, imported production and advertising has increased. Therefore, a certain concern about growing commercialization is reasonable. These changes correspond to the tendencies in the European television industry. However, Lithuanian viewers seem to prefer the more heavily commercialized programmes since the leader of the market is a commercial television station, whose market share is almost twice bigger than LTV’s. Thus, LTV is facing a dilemma between preserving quality and diversity and commercializing its programmes in order to increase its audience share (dilemma between quality and audience share).

Spiteri, Joanna. "The challenge of achieving impartiality in Maltese TV news programming." Thesis, University of Stirling, 2014. http://hdl.handle.net/1893/21182.

Full text
Abstract:
This study examines some of the challenges that Maltese broadcasting is facing with respect to the news programming produced by the public service broadcaster and by the other two political stations. The thesis also investigates the concepts of balance and objectivity in news reporting and analyzes the extent to which Maltese TV news programmes succeed in providing balanced, impartial and accurate accounts. Special attention is paid to the role of the public service broadcaster, but consideration is also given to the part played by the two Maltese political stations competing with the public service broadcaster. A particular aim of this study is to measure how the requirement to preserve impartiality and balance impinges on the content of TV news bulletins and current affairs programmes produced by PSB and the other two political stations. The study will also consider the impact of current broadcasting regulations and will examine the degree to which such legislation is relevant in the attempt to achieve impartiality and balance in Maltese news broadcasting. As a basis for the study the thesis focuses on a sample of news programming material broadcast on the three television stations in Malta during a Local Council electoral campaign. The aim is to assess how various news messages are communicated to audiences and to consider whether such messages are perceived as impartial and balanced by the viewers. The study explores how news workers and news producers strive to achieve impartiality and balance in their day-to-day practices. Finally the thesis makes one or two tentative suggestions as to how current broadcasting legislation might be amended in order for the Broadcasting Authority can become a more effective watchdog and is able to intervene in cases where news programming is not deemed to be balanced and impartial.

Andrews, Hannah. "Public service broadcasters and British cinema, 1990–2010." Thesis, University of Warwick, 2011. http://wrap.warwick.ac.uk/44037/.

Full text
Abstract:
The relationship between television institutions and film in Britain has a complex history, influenced by profound changes in both industries over time. The involvement of public service broadcasters (PSBs) in British cinema has been a regularly-acknowledged, but under-examined phenomenon. There is a dearth of up-to-date scholarship dealing with the relationship, particularly as it unfolded over the turbulent decades of the 1990s and 2000s. This thesis updates and expands the existing field on the relationship between British television and film cultures. It does so by examining the ways in which PSBs have been involved in film culture, as producers, distributors and exhibitors. It also discusses the significant changes to this relationship wrought by the coming into dominance of digital technologies, and the responses of the PSBs to digitalisation. The body of the thesis is separated into two parts. Part One examines the relationship between television and film at the end of the analogue era, ending roughly in 2002. The first chapter explores the historical background to television films in Britain, discussing the semantic turn from describing single dramas shown on television as ‘plays’ and ‘films’. The second chapter outlines three case studies which explore the relationship between television and distribution. The third chapter discusses the industrial relationship between film and television, and the distinct discourses of ‘quality’ applied to each form. The second part of the thesis discusses the effects of digital technologies on the PSB’s role as producer, distributor and exhibitor of films. Chapter Four explores the position of the PSB as patron of low-budget, digital production schemes. In Chapter Five, the opening night and subsequent decade of broadcasting on the FilmFour digital television channel is analysed. Chapter Six takes as its subject the online film output of the BBC, particularly via its iPlayer platform, and its short film distribution network, the BBC Film Network.

Abstract:
This thesis aims to establish the differences and similarities in how publicly- funded public service broadcasters in the UK and Germany negotiate challenges and opportunities related to the transition from broadcasting to a multi-platform provision for children. The substantive subject of this research is the transition from public service broadcasting to public service multi- platform media for children under 13 years in the United Kingdom and Germany, where public service broadcasters offer content and services on multiple platforms, including traditional TV, audio, online and mobile media. The research focuses on the publicly-funded broadcasters SWR, BR (ARD), BBC and ZDF and ARD/ZDF’s joint children’s channel KiKA, while the original research further narrows the focus down to those services on new online and mobile platforms. The research applies a qualitative comparative approach based on a triangulation of literature study, document analysis and semi-structured expert interviews with broadcasters, producers and stakeholders in the policy-making process. The thesis consists of three parts and a conclusion. The thesis concludes that, although there are some similarities, the BBC and the German public service broadcasters under review differ in regard to how they understand the challenge of the multi-platform transformation, the main sources and characteristics of that challenge and the purpose of the multi-platform provision.

Abstract:
The main question this bachelor thesis aims to answer is how the public service program Tg1’s news broadcasts may look. The following questions were used to discuss thetendencies of the result: How can the distribution of the news categories appear in Tg1’sbroadcasts? Can the main news be considered as impartial and objective in its linguisticand pictorial representation? To answer the aforementioned question I chose to do a combined study, using aquantitative content analysis and a qualitative content analysis. To lead my research, I focused on two requirements underlined by public servicebroadcasters, namely, objectivity and impartiality, and diversity. The outcome shows thatthe diversity in Tg1’s broadcast is disproportionate and that the pictorial representation isnot impartial and objective without the linguistic part. Then, additionally to mytheoretical choice, the public service role in a democracy, a discussion about the resultand its consequences has been set up.

Abstract:
This thesis combines histories of the implementation of ABC Online (the website of the Australian Broadcasting Corporation, Australia's largest national Public Service Broadcaster) with the political philosophies of Foucault, and of Deleuze and Guattari. Following the Deleuzian argument that institutions of enclosure are in crisis because they exist in between diagrams of the disciplinary and control societies, the thesis tests each of the Foucauldian diagrams of discipline, governmentality and control against the ABC as Public Service Broadcaster. It explores issues such as which ABC strategies belong to which diagram, and the ways in which changes in communications technologies altered governing rationales of these diagrams at the ABC. The thesis uses the implementation of ABC Online to explore the idea of the ABC in the late 1990s as operating in between social diagrams. One way of examining this 'in between-ness' is to use the Public Service Broadcasting idea as an instance of arboreal thinking and the internet idea as rhizomic. The thesis employs that model to argue that Public Service Broadcasting as it is practised is not merely an arboreal assemblage, and that actual implementations of the internet are more than merely rhizomic assemblages. The thesis details some of the earliest relations between broadcasting and the internet at the ABC, and describes the relations between rhizomic and arboreal images of the ABC at particular sites and in various discourses. This examination concludes that both ways of imagining the ABC - the arboreal and the rhizomic - have been essential to the success of ABC Online. While the position of the ABC in between social diagrams caused a sense of crisis, ABC Online was in fact successful largely because of its position in between social diagrams. Not only was ABC Online remarkably successful in its first five years, but it was successful in ways which could not be accommodated in such documents as the ABC Charter. The public silences of ABC Online both allowed it to thrive, and conversely supported arboreal stratified ways of defending the ABC. Defences of the ABC that used arboreal thinking as a rhetorical strategy continued to dominate public discussion of the ABC, despite the successes of contrary examples in practice. One such example was the successful implementation of Radio Australia Online at a time when the Mansfield Review sought to limit the scope of the ABC to domestic free-to-air broadcasting. When some ABC Online practices were publicised in relation to the proposed Telstra deal, the resultant controversy concentrated on the non-commercial/commercial boundary at the ABC. The controversy also highlighted fears that the Online environment may alter the ethical relations between the ABC and its publics. In particular, the ethical goals of independence and integrity were perceived as being under threat in the World Wide Web environment. These goals were further problematised within the organisation by the demands of interactive subsites. These subsites demonstrated an altered ethical relation between the ABC and its user in the online environment of the control society.

Mulonya, Rodrick K. A. R. "The political economy of development aid: an investigation of three donor-funded HIV/AIDS programmes broadcast by Malawi television from 2004 to 2007." Thesis, Rhodes University, 2010. http://hdl.handle.net/10962/d1002926.

Full text
Abstract:
Development aid in most of the developing countries can sometimes compromise the principles of public service broadcasting (PSB). This may be true when reflected against the tension between donor financed programmes in Malawi and the mandate of Television Malawi (TVM). Although the donor intentions are noble, the strings attached to the funding are sometimes retrogressive to the role of PSBs. A case in point is how donors dictate terms on the HIV/Aids communication strategies at TVM. Producers receive money from donors with strings attached on how the money should be used and accounted for. If producers deviate they are sanctioned through withholding funding, shifting schedules and reducing the funding frequency. The donors also dictate who to interview on what subject, how to conduct capacity building. Some scholars have researched much on the impact of commercialisation of the media. This study is a departure from these traditional interferences; it interrogates the interest of philanthropy tendencies by international donors in the three chosen HIV/Aids programmes broadcast by TVM. The study investigates the extent of pressure exerted by donors on the producers of HIV/Aids programmes in Malawi. Thus, the study seeks to illicit specifics in the power relationship between the donor and the producer hence the study employs the political economy of development aid as applied to the public service broadcasting and communication for development. The study employed qualitative research methods and techniques (in-depth interviews, case study and document analysis). The study reveals how donor ideologies dominate the Aids messages-content output of the texts constructed. The study argues that cultural alienation of the Malawian audiences retards efforts of donors in combating HIV infection rate.

Abstract:
The work intends to present two concepts undeveloped in legal science and that while developed with different objectives and also distant historical, help explain one another. The fundamental right to communication is understood in this text as a political right, and is the ability to experience a balanced access to the media. It is political, since formatting ideas, social values and symbols in contemporary society develops largely through the media outlets that are controlled, in turn, for a very small portion of society. The concentration of ownership in the mass media form an opinion control with results similar to the imbalance of political representation at the institutional level. The possibility of an oligopoly, in turn, is given by both the weak regulation as by chronic disrespect to the existing, and it is the latter factor that is highlighted here. This legal anomie, where all powers disregard both Constitution as to the law that regulates it called unconstitutional standing, well represented in the situation of brazilian audiovisual broadcasting, which this work seeks to develop by analyzing the legislation and data on the sector.

As a result of economic liberalism in the eighties and the current socio-economic crisis in Europe, and much of the western world, governments are carrying out policy which threatens the stability of public services in diverse areas. The role of television as a public service has been in question for years. This is due to the emergence of private stations, its alleged inability to fulfil its public service role and because of political media manipulation which has raised much debate concerning its value. The situation of RTVE has not improved over the last thirty years. The different reconfiguration processes have led to debt increases from year to year. Another continuing problem is highlighted by critics who cite manipulation and lack of impartiality as a constant theme.

Abstract:
Radio broadcasting is usually classified as either a public broadcasting service or as being commercially driven. In the South African context, the concept of community radio has further complicated the definition of a public broadcasting service. While profit motivation and niche marketing characterize a radio driven by commercial means, community radio is predominantly non-profit oriented, directed towards a particular community. A public broadcasting service is, amongst other elements, typified as being geographically accessible to all and of paying particular attention to minority groups. Lotus FM, a radio station that came into existence on 16 January 1983, for the South African Indian community, describes itself as a "national public service-cum-commercial broadcaster with community responsibility". The South African Indian community, a minority group within the broader South African population, comprises of five language groups (Hindi, Gujarati, Urdu, Tamil and Telegu) and three religious groupings (Hinduism, Islam and Christianity). This research aims to explore the feasibility with which Lotus FM is accommodating the conflicting interests of being a melange of all three forms of broadcasting and reflecting it via its programmes.
Thesis (M.A.)-University of Natal, Durban, 2001.

Abstract:
This dissertation interrogates the representation of SiSwati programming (a minority language) on SABC 1 It critically analyses the statutory provisions in place for language parity and utilises hegemony as the theoretical framework for understanding the concept of language parity in the South African broadcasting landscape. To the researcher’s knowledge, there is limited information pertaining to this particular research topic however, most of the previous literature refers to all eleven official languages and not SiSwati specifically. Hegemony, a strand of critical theory as developed by Antonio Gramsci, will serve as the theoretical base of this study. This study falls within the framework of qualitative research. An extensive literature study of various sources and a content analysis of the relevant legislative documents form the basis of the research. SABC TV is positioned in a highly competitive, multi-channel market environment with powerful social, political and economic forces to contend with, this makes it difficult for SABC TV to fulfil its mandate of treating all eleven official languages equitably, hence languages such as SiSwati are underrepresented on national television. This study is seminal and relevant insofar as it offers a much needed insight into the plight of a marginalised language by the country’s public broadcaster.
MA (Communication Studies), North-West University, Potchefstroom Campus, 2014

Abstract:
The emergence of new media technologies has influenced the broadcasting marketplace causing it to evolve and become more competitive. The various platforms that new media technologies have made available for content repurposing and the increased number of channels available via digital television and radio has altered the landscape of the public service broadcaster in an unprecedented manner. Thus, questioning its viability amongst the other private media organisations whose core focus is on commercialisation of content rather than serving the public interest. Based on the case study of the South African Broadcasting Corporation (SABC), this study articulates the influence of new media broadcasting on the public broadcaster’s business model and value chain. It investigated the legitimacy of public service broadcasting in the new media age. This study examined the current status of the SABC’s broadcasting policy and concluded that there is urgency for policy revisions to be fast tracked.

103
The radio and television in Taiwan were established and operated by the government and political parties in early days. As time goes by, with revolution in politics and every aspects of the society in Taiwan, the government and political parties are forbidden to invest in media business directly or indirectly. The ownership rights of the media become controlled by a few financial groups, so the variety and balance of opinions and information are lost, but that also induces Taiwan Public Television Service. Because Public Broadcasting Service lays emphasis on its independent and autonomous characteristic, it makes the government being in a dilemma with the development of Taiwan Public Television Service. Nowadays, Taiwan Public Television Service is growing up to Taiwan Broadcasting System, which contains several channels and televisions. However, the law which rules the establishment, organization and operation of Taiwan Public Television Service --Public Television Act is fallen behind, even causes invasion of the government. The most efficient way to solve problems which Taiwan Public Television Service faces is to amend Public Television Act thoroughly and properly. This thesis will explore the special position of Taiwan Public Television Service in Taiwan's broadcast and television system. By searching the related fundamental right about broadcast and television in Taiwan's Constitution--freedom of broadcast and television, this essay tries to construct the function of fundamental rights as subjective rights and objective guarantees, and lays the focus on problems of organization and structure about Taiwan Public Television Service, includes the character, inner government and outer supervision mechanism of the Public Television Service Foundation, who is the present operator of Taiwan Broadcasting System. Besides, this article uses the experience of developing public service broadcasting in the United Kingdom, Germany and the United States of America as reference. Furthermore, this dissertation will also analyze Non-Departmental Public Bodies Act, which was annouced in 2011.04.27., to figure out whether the Public Television Service Foundation shall be transformed to public legal person or not. In this part, the first non-departmental public body in Taiwan--National Chiang Kai-Shek Cultural Center will be an important observed target. Finally, this essay will make a brief comment on the amended draft of Public Television Act(2014.04.10.adopted by Executive Yuan), in which relates to the problems of organization and structure about the Public Television Service Foundation.

Govenden, Prinola. ""Toothless regulator?" a critical analysis of ICASA's regulation of the SABC so that it functions as a public services broadcaster." Thesis, 2010. http://hdl.handle.net/10539/7922.

Full text
Abstract:
Abstract This study critically analyses whether ICASA effectively regulates the SABC so that it plays its role as a public service broadcaster in the public interest and promotes democracy. The study applies a combination of critical political economy of the media, theories of regulation and public service broadcasting as an analytical framework, and employs document analysis and qualitative interviews as methods. The study finds that in relation to monitoring the SABC’s license conditions, ICASA is to a large degree effective in the regulatory practices it employs. However ICASA tends to take a problematic stance by limiting its regulatory mandate to only monitor the license conditions. The study argues that ICASA’s mandate is and should be broader. Further, the study identifies an antagonistic relationship between ICASA and the SABC, which undermines the regulator’s ability to effectively regulate the SABC. The study also finds that ICASA’s regulation in general is characterized by a lack of proactive regulation in several areas. In this regard, the study demonstrates that ICASA has a regulatory practice that can be characterized as silent. The areas in which ICASA is silent when it should act include the SABC’s problematic commercial funding model which undermines its public service role. Editorial biases towards those in authority and controversial practices like withdrawing programmes and “blacklisting” commentators who are considered too critical of those in power, in ways that undermines its editorial and programming independence. The suspensions of the SABC’s two Executive members and calls for the SABC board to step down, which undermine the institutional independence that a public service broadcaster should possess. The study identifies a number of ICASA’s institutional weaknesses, which include its lack of independence in reality, its “politicised” appointment process, a lack of skilled personnel and “poaching”, “politicised” and inefficient accountability mechanisms, a lack of clarity of mandate and power regarding the SABC, as well as a lack of adequate and independent funding which result in ineffective regulatory practices. Finally the study makes recommendations for the strengthening of ICASA so that it becomes in an effective regulator functioning in the public interest.

Abstract:
There is a dearth of information on community radio in South Africa; although much attention has been given to the role of community radio in development, education and community representation, there has been very little focus on community radio’s functioning within South Africa’s current broadcast system. The researcher explored the viability of the current conception of community radio by means of a literature review, as well as an examination of the South African Advertising Research Foundation’s listener figures for community radio stations across South Africa. The researcher then investigated how conducive the present broadcasting climate is to the growth of this medium through the use of a campus radio station as case-study. Semi-structured interviews were held with the management staff of a campus radio station; a thematic analysis was then conducted on the completed interviews so as to extract the meanings inherent in the participant’s experience. As such, the question of whether community radio can continue to survive within South Africa’s three-tier system of broadcasting without a radical re-conceptualization of the broadcasting system itself, was addressed. The researcher explored what community radio gives to the world of broadcasting that commercial and public radio does not, and how these contributions can be compounded to ensure the long term sustainability of this medium. These arguments were then put forth in the creation of a hypothetical re-conceptualization of a new broadcasting system.
Dissertation (M (Research Psychology))--University of Pretoria, 2007.
Psychology
M (Research Psychology)
unrestricted

Abstract:
The viewership of public service media in post-communist countries of the so-called Eastern Bloc is steadily declining. The need for their support brings about a question about the future of PSB model. The shape of public service remit differs across the selected countries of the Visegrád Group despite the former similarities of media landscapes. This study is trying to provide the reader with a solid comparison of the evolution of public service broadcasting from 4 points of view: regulation, politicization, viewer's attractiveness and sources of funding. Abstract:
95
Television is undoubtedly one of the most popular media used by children. Research studies have revealed that the influence of television programs on children is profound. Thus, the Taiwan Public Television Service (referred hereinafter as “PTS”) has mainly developed high-grade children programs in the hope of providing an appropriate media environment for young children. This research focused on four award-winning children television programs produced by PTS in the year of 2005 and 2006. The target group composed of senior elementary school students in Taipei. A survey was conducted in order to understand the children’s current level of the media usage and more importantly to understand the children’s appreciation of the television programs mentioned above. The survey comprised of seven sections, as follows: ‘The participant’s level of media usage’, ‘The parents’ attitude toward their children watching television’, ‘The participant’s perception of PTS’s children television programs’, ‘The satisfaction and appreciation index of PTS’s children television programs’, ‘The level of gratification after viewing PTS’s children television programs, ‘The assimilations of PTS’s children television programs’, and ‘The participant’s personal information’. The results of the survey uncovered that most of the participants watch television for about one to two hours during the weekdays and more than four hours during the weekends. Similarly, Internet usage is less than one hour during the weekdays and over four hours during the weekends. Although children tend to spend most of their free time in watching television and using the Internet, PTS’s program viewing and website browsing remains unchanged. Approximately eighty percent of the participants indicated that they seldom or have never watched PTS’s programs or visited its website on either weekdays or weekends. PTS’s award-winning programs were presented to the target group prior to conducting the survey. Most of the participants demonstrated an average or above average level of appreciation for these programs. In general, the participants were satisfied with the richness in the information provided from these programs and they were able to assimilate those that met their needs.

Abstract:
In an industry usually lead by commercial goals and audience leadership, professionals of audio department take on more and more responsibilities.
