Abstract:
This research aims to analyse the ongoing privatization of public spaces in London. It also seeks to explore the impact of the 2009 Mayor’s policy document named ‘A Manifesto for Public Space - London’s Great Outdoors’ in this process. The manifesto argues in opposition to the growing ‘corporatisation’ and exclusion of privately controlled spaces and in favour of spaces that are open ‘for all Londoners’ and with a planning process overseen by the Public Sector. In order to understand if these goals were achieved, an initial inventory listed all the developments after 2009. The projects’ examination made it possible to identify the most important cases in each group. This article analyses whether these developments are private public spaces or whether they remain genuinely public, thus examining the manifesto’s effectiveness on London’s lived spaces. In order to do that, a critical approach was constructed upon the literature review, in order to confront the ideas of public space with the spatial experience. This dissection demonstrated how recent complexity of urban space production has created new phenomena in the city, that can be assembled in the concepts of Velvet Ground, Tangled Orbits and Repeated Compulsion of Space Consumption. The concepts clarify the relationship between social control, the democratic openness of public space, and citizenship. The study concludes that a new form of privatized space is taking over the city, and the proposed policies were unable to stop this tendency.

<p>What do we mean when we talk about public space? We asked this question, among others about the relationship between urban populations and public spaces, to some people in the context of the National Research Program (PRIN 2009) titled ‘Public Spaces, moving populations and urban renewal programs’. This paper reports part of the outcome of the research done within the local unit of Turin (Italy), which has been developed with a set of interviews to local stakeholders and with a field research in the selected areas of the City Centre and the districts of San Salvario and Barriera di Milano.<br />From the answers of the stakeholders emerged some relevant issues that I analysed through a selected literature about the concept of public space. The result is a sort of catalogue of typical public spaces of the city, as acknowledged by the local stakeholders and by the field research, and analysed through the international literature. The typologies identified are: traditional public spaces, ‘cappuccino’ spaces, weak sociality spaces, new virtual public spaces and the ‘District Houses’, a new type of public space emerging in the city. To identify them, some characteristic pictures of public spaces of Turin and interviews’ pieces are also reported.<br />However, facing this scenario built on the empirical research, we should mind that the conflicting views of public space depend also on the professional and cultural background of the interviewees, which is such fickle data that it cannot be catalogued. So, the catalogue proposed is not exhaustive, but only indicative of the trend about new perspectives on the meaning of public space which emerged through research conducted in the city of Turin.</p>

Abstract:
Purpose – The purpose of this paper is to critically examine the reasons behind a decade long contestations between the Georgian government and the petty traders over the access to the public space for commercial use. Design/methodology/approach – The paper relies on the repeated ethnographic fieldwork conducted in Tbilisi in 2012 and 2013. The ethnographic interviews with legally operating traders and illegal street vendors are supplemented by the in-depth interviews with the representatives of the city government and secondary literature on Georgia’s post-revolutionary transformation. Findings – Bridging the critical literature on the politics of the public space with Polanyi’s theory on commodification of fictitious commodities as a precondition of establishment of a market economy, the author argues that for the Georgian government control of the public space was necessary to pursue neoliberal marketisation policies. These policies required removal of the petty traders from public spaces because the state needed to restrict access to public space and limit its commercial usage to delineate public and private property and allow commodification of the urban land and property. As the commodification intensified and the rent prices started growing and fluctuating, the access to the public space became even more valuable for the petty traders. Therefore, the traders developed subversive tactics undermining the division between public and private space and property. Originality/value – The paper demonstrates the importance of enforcing the public-private divide in the process of establishing a market economy in transitional settings. Moreover, it illustrates little discussed social costs of establishing such a divide.

This study aims to analyze how public space can be a representation of public pride and its contribution as a medium of public communication. The selection of Serus City public space locus research which is objectively the Capital of Banten Province is expected to be a representation and role model for cities with ideal public spaces. The method used is a qualitative approach. The technique carried out by researchers is a survey of academic literature in the field of public policy and communication in order to obtain concepts that are relevant to research. The technique of collecting data is through searching various sources and literature both from government documents and reporting on print and electronic mass media, journals and books related to public administration and communication. The results of the study indicate that the management of public spaces in Serang City still does not represent pro-public policies, this is a challenge for public policy stakeholders in Serang City in formulating the management of ideal public spaces. The objective condition of Serang City's public space still cannot be a medium of public communication that is able to encourage freedom of thought and egalitarian action in the public sphere.

Abstract This paper presents an interdisciplinary study on the interface between young people, their language use, group belonging and urban space. Relevant literature from the fields of sociolinguistics and urban geography is reviewed and integrated, focusing on language, identity and place. The outcomes are based on on-site interviews and focus group meetings that were used to explore and explain the in-depth meanings of our assumption: language is a situated practice. Participants reported to adjust their language use to place ‘automatically’, indicating the awareness of unwritten norms. Furthermore, being in or out of place and adjustment of language use is merely a function of the presence of other people. It is concluded that the space where young people find themselves is crucial for physical and social distance between the self and others and, therefore, the way language is used.

This thesis will demonstrate the ways in which Mailer treats the Gilmore v. Utah case, the space of the courtroom, and the legal system that Gary Gilmore challenged. The Executioner’s Song can be used as a document of sorts, displaying changing attitudes within the traditional American fascination with marginal characters, death-row inmates specifically. This thesis also argues that Mailer presents a man who believes in the law and in upholding the sentences that are given to those who break it. Additionally, Mailer exploits the space of the courtroom and the state of Utah as places in order to establish a discussion regarding capital punishment and criminal figures in the United States. Finally, this thesis will look at the specific way that Mailer presents the legal facts of the case and the liberties he took with these details in order to construct his “true-life novel” in a very particular way.

As escritas íntimas passaram por diversas mudanças no decorrer da história das sociedades e também da literatura. Acompanhando as mudanças sofridas pelo sujeito e a forma como o mesmo se relaciona com o mundo, as escritas íntimas se integraram e se modificaram, associando-se, mais recentemente, às novas modalidades de comunicação e à atuação das variadas mídias, que colaboram com o delinear da conjunção entre os elementos públicos e os privados. Na literatura, essas alterações foram percebidas e aproveitadas como forma de produção. A crônica aparece como foco de análise deste trabalho, pois ganha destaque no cenário atual por ser um formato capaz de atender ao dinamismo contemporâneo e se estruturar associando a fala pessoal ao coletivo, integrando os espaços íntimos aos públicos e construindo a relação de proximidade entre autor e leitor, comum na atualidade. Como visualização dessas características, surge aqui a análise de crônicas da autora contemporânea Martha Medeiros
The intimate writings passed through several changes during the history of societies and also literature. Following the changes undergone by the individuo and how it relates to the world, written close to integrated and changed, joining more recently, the new forms of communication and the performance of various media, collaborating with the outline of the conjunction between the public and private elements. In literature, these changes were perceived and used as a means of production. The chronicle appears as an analytical focus of this work, as is highlighted in the current format to be able to mee the contemporary dynamics and structure associating the personal speech to the collective, integrating public and intimate spaces to building the close relationship between author and reader, which is common nowadays. The analysis of space comes from its importance in people's daily lives, to carry out their optional, necessary and social activities. In addition to the geographic field, with its divisions and connections, space also influences social bonds, due to its imposition on segregating aspects imposed on society, reproducing it and supporting its relationships, being dynamic and ephemeral according to time . Thus, it is unquestionable that the historic center of a city is commonly defined by its ability to seduce its users, being a central place in relation to the rest of the built area, still remaining as commercial attraction areas and with a large number of developments. This demand causes an increase in the value of properties located in this region and also a dispute for space where the private ends up overtaking the public, for personal interests or groups of people. This dispute for space by non-equivalent forces has resulted directly in the urban landscape. The analysis of public spaces in the historic center of the city of Campos dos Goytacazes, in the period in which its budget had a high bias, especially fostered by the amounts received from the transfer of royalties for oil exploration, aims to verify the changes that occurred in these spaces. The methodology developed for this work involves the review of scientific literature, the collection of primary sources such as users, permit holders and concessionaires of public spaces and a detailed on-site survey of some urban elements such as walkways and roads;number of private spaces for vehicles, kiosks and stalls in public areas. Based on the suggested surveys, it will be possible to verify if the last relevant economic cycle that occurred in the city of Campos dos Goytacazes -the transfer of royalties for oil exploration, was responsible for the modification of the urban landscape in its Historic Center.

The public space encourages social exchange, develops and maintains social groups and allows the exchange of public messages. When the public space and public life are not supported in the community, there is no one to communicate with, people become isolated, less inclined to help or support each other. Public space is the scene of public life that promotes a sense of community, sense of place, human connection and communication as well as dependence sensation. High-quality and well-managed public space is a benefit to the city's economy, creating shelter from the car-centred life and move to a more natural environment as well as significant urban land use. Therefore, in recent times, in order to establish the right conditions in cities for different human needs, great attention is paid not only to the development of physical infrastructure, but also to other aspects that will help to create sustainable balance of social, economic and environmental aspects. One of the quality of life in the city return ways is the release of urban spaces for pedestrians. Until these days the pedestrian zones are extended little by little, resulting in disposal of the car parking-lots and improved cycling and other transport facilities. Sustainable use of urban pedestrian zones would provide economic, social, environmental and cultural benefits only if these aspects are combined with each other. The aim of the article is to distinguish and critically analyse (on the basis of a literature review) factors influencing the functionality and sustainable development of pedestrian streets. Article object – cities pedestrian street. The study was conducted using scientific publishing content analysis and synthesis techniques. This article is an overview.

The ‘reinstatement’ of children within the planning discourse reflects a scholarly and professional recognition of the interdependencies between urban space and critical health issues of specific social groups (Gleeson & Sipe, 2006). This research paper interrogates the international policy concept of child-friendly cities, defined as “any system of local governance committed to fulfilling child rights as articulated in the Convention on the Rights of the Child. It is a city or community where the voices, needs, priorities and rights of children are an integral part of public policies, programmes and decisions” (UNICEF, 2018: 10). It considers the conceptual limitation of the policy concept when children’s ability to survive, grow and thrive are increasingly threatened by extreme weather events and environmental degradation. The research paper looks specifically at the urban challenges faced by mega-delta cities in Asia (e.g. Bangkok, Dhaka, Hanoi, Ho Chi Minh City, Kolkata, Shenzhen, Yangon) where children make up a sizeable demographic group. Utilizing the uneven spatial development of Dhaka, Bangladesh (Ganges-Brahmaputra Delta) as case study, the paper explores how the conceptual limitation of CFCs shapes its implementation gaps. Abstract:
The article deals with the concept of green spaces by highlighting its social benefit to the local community. Green spaces have become an important element in shaping rural and urban public spaces, creating attractive living surrounding, promoting integration, interaction and participation of locals, strengthening their health and enhancing overall wellbeing. Moreover, green spaces are often characterized as public spaces, so the interest in this topic implies that being in or using these spaces influences various social groups in any community. Unfortunately, the emphasis of social benefit of green spaces on the local level still lacks solid grounds in the social science discourse in Lithuania. In view of the above, the research methodology includes both theoretical and empirical research methods, where the following scientific problem is addressed: the ways or forms that the social benefit of green spaces manifests itself in relation to local communities? The aim of the research is to analyse manifestation of social benefit of green spaces to local community. The results of scientific literature analysis and interview with the specialists have provided some common insights such as how social benefit of green spaces can manifest itself on the local level. It has been acknowledged that, in terms of social benefit, green spaces are multifunctional, with their main purpose, however, being satisfaction of the needs of local community needs at the place they live in. Although green spaces are not fitted enough to support active participation, awareness of the variety of existing green spaces may contribute to promotion of various local community activities, interaction between different social groups, and appears as a “social bridge”, influencing overall wellbeing of individuals and community.

Abstract Small-diameter, low-pressure pipelines (operated at pressures below 40 percent of specified minimum yield strength [SMYS]) are unlikely to experience a rupture but may be vulnerable to leaks. In general, gas leaks result in less significant consequences to public safety than ruptures; however, under certain circumstances leaks may represent a significant threat. In particular, leaks resulting in belowground gas migration from low-pressure pipelines to a nearby confined space (e.g. the basement of a nearby structure to which the pipeline is not physically connected) may result in significant consequences as accumulation of gas to flammable or explosive levels may be possible. This paper explores the methods by which an Operator may address the threat of gas migration from leaks on low pressure pipelines in its risk assessment and leak management programs. Research was conducted into the specific conditions that contribute to belowground gas migration and included: a literature review of studies into gas migration phenomena, and a review of historical incidents within the United States on similar pipeline systems which resulted in significant property damage, injuries, or fatalities. The research included consideration of the effect of pipeline operating conditions, pipeline attributes (including diameter and depth of cover), leak duration, proximity of nearby structures, attributes of nearby structures (including presence of basements, slabs, and openings in the foundations), leak severity (e.g. pinhole, full separation), ground conditions (including soil permeability and presence of belowground features), and gas odorization. Key conditions impacting the potential for belowground gas migration are identified, and risk assessment methods and leak management practices are recommended based on the likelihood of migration. Based on the research conducted and the environmental conditions identified, a quantitative risk assessment approach, taking into account the likelihood of a leak on a low-pressure pipeline, the likelihood of belowground gas migration, and the potential consequences to public safety, is proposed.

Health Technology Assessment (HTA) is one of the tools that can be used to support rational and objective decision-making in healthcare in the endeavour to contain public expenditure while maintaining the availability of healthcare interventions. The complex process of HTA often struggles to find its place in public policies and faces pressure from various stakeholders. HTA has existed since the 1970s and as a formal process has its roots in the United States. During the 1980s, HTA began to spread outside the US and over the next twenty years, reached almost all European countries, including some countries in Central Europe. The rise of HTA brought about an exponential increase in the empirical studies of HTA available in academic databases. This study reviews the available literature to analyse the development and research topics and the potential pitfalls of HTA implementation.

Abstract The growing mobility demand on large and medium world’s cities has been continually pressing transport authorities and urban planners to provide transit solutions with the required capacity, reliability & service level, safety and affordability. Matching all these requirements in a dense and constrained urban environment has not been an easy task, as the higher capacity solutions (i.e. rapid rail transit - RRT) often face technical (alignment constraints) and/or funding issues, while lower capacity solutions (both light rail transit - LRT and Bus Rapid Transit - BRT) generally face capacity and reliability constraints. While the former — generally underground — might counteract alignment and public utilities infrastructure incompatibilities, the latter often faces space (traffic interference), reliability and environmental constraints, that ultimately results in a constrained capacity and an unsatisfying service level. Monorail technology is a transport system whose vehicles run on or suspended from a single track or beam, which is usually on an elevated and segregated structure. This technology was initially utilized to provide passenger transportation solutions for amusement parks and convention centers, but has now become a mature medium capacity transit solution for high density areas in cities around the world. Given its aerial concept, generally running above or bellow linear beams and, hence, above the ground, its structure is generally supported on vertical columns (poles), spaced up to 30 m (98.4 ft) along its alignment, requiring a reduced right of way (RoW), compared to conventional alternatives, which ultimately enables it to be fit in the median strip between the opposite lanes in the road system. Moreover, given the monorail’s technology vertical (grade) and horizontal (curve radius) alignment flexibility, it is able to provide medium capacity & high service level transit solutions, with a reduced land expropriation requirement, compared to the traditional transit solutions. Furthermore, its segregated right of way, associated with a driverless approach, makes feasible the use of smaller headways, with an inherent operational flexibility, in terms of capacity and service level, with lower operational costs. Monorail operational features — generally running on rubber tires in contact with concrete or steel structures — provide a smooth and externally silent ride, for both passengers and the neighborhood. Moreover, the lighter vehicles allow the possibility of both a lighter support infrastructure and an improved energy performance. Finally, different from the bulky and noisy elevated rail structures, the monorail’s elevated structure is thin and light, which ultimately avoids the well known shadow effect, allowing an aesthetic friendly (or less intrusive) structure, to cope with the urban environment. This work presents an overview of the monorail technology, with a review of its technical and operational features, based on the current available technical literature, highlighting the strengths and weaknesses of this promising technology for transit applications. The work also presents case studies, reporting some of the well known and successful monorail projects implemented around the world.

This report offers a brief overview of the literature on the defining characteristics of democracy in the 21st century. This report seeks to map out a range of conceptual approaches to understanding democracy, evidence on emerging trends in democratisation, and challenges to realising democracy in its varied forms. The report begins with a discussion on definitions of democracy that have emerged in recent decades (Section 2), highlighting a range of qualifiers that are widely used to differentiate and analyse different democratic regime types. Section 3 summarises trends in key indicators of democracy from widely cited observers – The Economist Intelligence Unit and the V-Dem Institute - and recent trends in public opinion towards democracy, according to World Values and Pew Centre surveys. Section 4 gives a very brief overview of three leading challenges to democracy discussed widely in the literature – gender inequality; the role of media and social media; and declining quality of elections, freedom of expression and civic space.
