Abstract:
Welfare reforms in contemporary Russia are based on partial redistribution of responsibilities and resources from the state to other actors, including private business and civil society. Reforms in old age pensions, housing and utilities, primary and secondary education have affected wide social groups and have triggered public debates and protests, reflected in the mass media. This article analyses how these reforms are portrayed in three Russian media outlets representing different political positions—Rossiiskaia gazeta (official government media outlet), Novaia gazeta (independent media outlet belonging to the liberal opposition), and Zavtra (patriotic media outlet belonging to the nationalist opposition). The two independent papers have divergent critical perspectives on reforms. These three Federation-wide newspapers represent the range of political positions that are articulated publicly on non-securitized issues in contemporary Russia.

Abstract:
Weibo is a dominant twitter-like micro-blog media in China, which indicates the trend of social changes in recent years in China. Opinion leaders, in particular, have a marvelous power to influence the thinking of the mass to some extent. In this paper, we propose an innovative model which automatically revises the selection of opinion leader list and analyzes their influence in consideration of the amount of followers and friends and topics such as life, campus, government, public welfare and entertainment. Two-step strategy is applied to our model, namely self-revised opinion leader list construction and VSM-based influence analysis. Experimental results reveal that our model has a good performance on reflecting the analysis of the relationship between authoritative opinion leaders and the mass media.

Dominant cultural representations of ‘the typical benefits recipient’ – notably in reality television and the tabloids – have been marked by an increasing focus on the character and alleged moral defects of individuals. Drawing on interviews from a large-scale German qualitative longitudinal study, this article explores how benefits recipients respond to such negative media images. Our analysis of interviewees’ ‘identity work’ finds that they have internalised and replicate negative public discourses to a surprising extent. The figure of the ‘typical’ benefits recipient constructed in the media emerges as both a threat to recipients’ self-identities, and as a central reference point in the strategies through which they attempt to defend their respectability. The article concludes with some thoughts on the relationship between such negative representations and the political legitimacy of welfare reform.

This paper builds on scholarship of welfare chauvinism in Europe to present evidence of the relationship between xenophobia and family leave policies in contemporary Russia. I argue that popular anti-immigrant moods pressure government into providing more generous family benefits to Russian families while proposing restrictions to migrants. Findings are based on elite interviews, as well as content analysis of mass media, policy documents, public speeches, and party manifestos. I show that xenophobia is widespread in Russia among the public and policymakers alike, and find that xenophobia is embraced by policymakers to guide decisions regarding the allocation of social benefits.

Suggestions for improvement are made, particularly in terms of interpersonal communication.

Abstract:
Public opinion regarding the organization of welfare and elder care are issues which have mainly been studied as expressions of individual attitudes or conflicting ideologies. By contrast, and departing from an understanding of the importance of context and societal rhetoric, this study explores a media event in the form of a Swedish TV documentary about problems in elder care and the reactions to it that were published in printed news media. The study departs from a discursive psychological perspective and focuses on what is taken for granted with regard to how elder care should be organized, and which conflicts are articulated in the different articles and opinion pieces that were published during the month following the broadcast. The study also shows how elder care is not a singular issue, but always interconnected with issues such as citizenship, identity, migration, and the legitimacy of the political and legal system. It was found that right to formal care for older people to a large extent was articulated as a right by virtue of citizenship.

Abstract:
Due to the economic crisis in 2008, processes of restructuring and dissolution of the social welfare state have been accelerated in the European Union, especially in the context of severe austerity measures imposed in countries with sovereign debt problems such as Greece. These neoliberal policies have increasingly sought their ‘legitimizing basis’ in discourses concerning a corrupt, ineffective and oversized public realm, while simultaneously promoting the notion of ‘welfare dependency’, insinuating an absence of moral values and proper ‘work ethic’ for the poor and disadvantaged, who are the most affected by the social state's withdrawal. Additionally, such narratives seem to have benefitted from the creation of ‘moral panic’ and the associated cultural representations of underprivileged social groups through mainstream mass media. The current article focuses on the nuances of this phenomenon in Greece, arguing that the catalyst has been the popularity of the extremist, nationalistic and anti-immigrant party of ‘Golden Dawn’. It contends that the representation of Golden Dawn's rhetoric and activism by the media, triggered processes of disidentification with poverty and the underprivileged in the mind of the average Greek; processes rooted in highly emotive sentiments of patriotism, religion and national identity, while linking such groups with the supposed deviant behaviour and ‘inferior’ traits of immigrants. Furthermore, it argues that this discourse enabled the government to ‘assault’ the ideological stance and arguments of the advocates of robust public social interventions from an advantageous position, enhancing the acceptance of its neoliberal agenda regarding public social policy in the Greek populace.

Police stop and search powers have been widely criticized for the disproportionate manner in which members of black and ethnic minority communities are targeted. However, the use of such powers on minors in England and Wales has largely escaped comment, despite good evidence that such practices are harmful and counter-productive. Whilst data on the stop and search of under-10s and even toddlers has been reasonably widely reported by the mass media, there has been little interest in the welfare of older children who are subject to such police powers. Drawing on police data, qualitative research and information obtained through Freedom of Information requests, this article considers the relationship between potentially corrosive stop and search practices, young people’s use of public space and the question of vulnerability. It is concluded that policy and practice around the use of such powers should be amended to take account of the specific needs of individuals under the age of 18, and that children’s welfare should be a central consideration.

Health crisis communication (HCC) is a challenging and urgent task of the emergency preparedness planning of any welfare state. In this paper, some particular reasons for that will be more specifically analyzed. The action flow of HCC includes the phases of preparedness, warning, response, recovery, and evaluation. For a successful HCC detailed guidelines are also needed, along with profound knowledge of how the crisis stakeholders should deal with the psychological needs of the citizens and the mass media, as well as with some specific technical items. The ultimate implication of HCC is that the public is aware of its right to make informed choices after having been actively involved in the procedure of risk decisions making.

AbstractKeeping schools open was an active strategy in Sweden to meet the threats of the COVID-19 pandemic. In this article we analyze how a collection of welfare state agents with different tasks, resources and interests in interaction formed an assemblage in their responses to the pandemic and how education thereby became part of a strategy to keep the society going. The inquiries concern what this tells us about education as framed and constrained as a part of society. Our observations are based on statements presented by the government and public agencies, mass media and websites. We identified an assemblage of interwoven agents such as institutions, laws, regulations and recommendations, pandemic manuals, statistics and media. All these were brought together by actions and ideas to handle a pandemic when there were no preventive vaccines. The overarching principle was to educate the population to competent actions in dealing with the pandemic. To keep schools open was part of that principle combined with caretaking ambitions. This assemblage looked like a centralistic machine but it was not; risks were pushed back to local authorities and schools. In conclusion, we note that education is vital in the overarching strategy to deal with the pandemic in Sweden in terms of trust in people and governmentality.

The study looks at the changing relationships between the citizen and the state in the context of two case studies, concerned with the dismantling of restrictive alcohol policy in Finland. The first is based on a reception research in which key persons interpret two editorials on alcohol policy, one in defence of a (neo)liberal alcohol policy, the second in favour of a regulated welfare-state alcohol policy. The recipients were selected from three occupational fields in the city of Lahti in southern Finland representing politics, the mass media, and trade union branches. The second is based on focus group interviews among influentials in Helsinki and Tallinn. In both cities the groups were chosen from three fields: mass media, economy, and public administration (the article deals only with the Finnish part of the material). The key persons' argumentation is interpreted as identity speech dealing with the spatial, temporal, and positional aspects of ‘reference group’ values. The study shows that liberal alcohol policy predominates, not as a homogeneous ideal of freedom shared by all but as manifold forms of liberalism. Three strains of liberalism are identified: utopian, expressive, and cynical. All of them adopt a negative attitude towards the state, believe in the markets, have an aspiration for freedom, and interpret individuality as an obligation.

Poor-blaming and poor-shaming have become intrinsic parts of the neoliberal order. For neoliberal discourse to enter and to dominate wider public ‘common sense’, vehicles of ‘populist language’ are required and the mass media has taken a central place in propagandising neoliberalism through their narration of poverty. This article focuses on so-called ‘reality TV’ and its neoliberal framing of the poor, particularly since 2007 and specifically in its generation of support for, and acquiescence in, ‘austerity’. We argue that what these programmes provide is a representation of poverty which is politically expedient but socially divisive. As criminologists, we suggest that this representation symbolises the intensification of what Cohen (2002: xxi) noted as the prominence of ‘“welfare cheats”, “social security frauds” and “dole scroungers” as fairly traditional folk devils. Further, we argue that an intensification in the denigration of the poor and the marginal in these programmes can be traced across three phases, from 2009 onwards, defined by their key features. Whilst not neatly discrete, these phases mirror the neoliberal political shift from welfare to punishment. They manufacture ‘epidemic problems’ that are seen to require urgent remediation. Yet the status and nature of these problems are defined through deception and the forms of intervention required are determined through individualised and moralised neoliberal prescription.

The Indonesian government is set to follow through with the plan for five super-priority tourist destinations. The five super-priority tourist destinations are Lake Toba in North Sumatra, Borobudur Temple in Central Java, Mandalika in West Nusa Tenggara, Labuan Bajo in East Nusa Tenggara, and Likupang in North Sulawesi. Borobudur temple is known as one of the plans for five super-priority tourist destinations. Managed directly by the Badan Otorita Borobudur, it offers various exciting and different facilities from the others. This study aims to find out the communication strategy carried out by the Badan Otorita Borobudur on Borobudur as a super-priority tourist destination. Therefore, it is necessary to strengthen collaboration through Penta helix's synergy (business, government, community, academia, and the mass media). This research uses a case study method; data collection is done by interview and observation. This study indicates that Badan Otorita Borobudur implements several collaboration strategies to introduce Borobudur to the public and with support from the community, academia, and the mass media. From this research, it can be seen that the Badan Otorita Borobudur has carried out the stages of their collaboration strategy well, and the message to be conveyed to the public can be received well. For this reason, the collaborative discussion of the Pentahelix model for the development of Borobudur Temple as one of the super-priority tourism destinations is essential to note. Based on the conclusion of joint activities, it can be seen from the impact of tourism management. The existence of Borobudur tourism is felt to have not had a direct effect on the community's welfare around Borobudur Temple.

Background: The status of undernutrition among under 5years children living in India is a public health concern. Our study identified contributed factors of undernutrition and current scenario of undernutrition among children living across Indian states. Objective of the study was to know the current scenario of undernutrition among under 5 years children across Indian states and to examine the associated factors with this.Methods: This study used data from 4th round of National Family Health Survey (NFHS-4) that was coordinated by International Institute for Population Sciences (IIPS) during 2015-16 under the ministry of health and family welfare, GoI. Multiple logistic regression model was done to study the association between outcome (under nutrition) and socio-economic and bio-medical predictors.Results: This study identified four empowered action group (EAG) states as the problem states because of the greater number of undernourished children living in these states than other Indian states. The children whose mothers were fully exposed to mass media like newspapers/radio/television, have lower prevalence of undernutrition (50.6%). The results of multiple logistic regression revealed that the children belonging to poorest households were 2 times more likely [OR-CI, 2.35 (2.27-2.44)] to be undernourished than those belonging to richest.Conclusions: Undernutrition can be reduced through awareness with the help of mass media, providing higher education to women and reducing socio-economic inequalities. It is necessary to re-think about nutritional policy with respect to children under 5 years and frame a full proof implementation plan to reduce undernutrition in India.

AbstractIn the wake of the Coronavirus pandemic, intergenerational solidarity and responsibility have become central points of reference in public discourses. However, the use of these concepts is often unclear and ambivalent: On one hand, older people are described as a vulnerable group whose protection requires sacrifices on the part of younger generations, e.g., regarding individual freedom and economic welfare. On the other, they appear as dispensable individuals that should relinquish their claims for the sake of the young and their future prospects. Our contribution offers an analysis of intergenerational solidarity and responsibility in public discourses on COVID-19. The leading question is how both concepts are used and how the corresponding claims can be justified or criticized. We first give an overview of notions of intergenerational solidarity and responsibility in current debates. In the next step, we provide a moral philosophical clarification of both concepts and their normative presuppositions. We then conduct a descriptive ethical discourse analysis of pertinent cases from three areas of European discourse: politics, civil society, and mass media. The analysis focuses on politico-moral claims and their normative premises, ambiguities, and biases. We argue that the discourse involves assumptions about old age and generational relations that need further clarification and justification. An analysis of intergenerational solidarity and responsibility in times of COVID-19 can help understand the dynamics of social cohesion in late-modern societies.

This study discusses brown envelope syndrome as it is used to promote hate speech and fake news with negative effect on the practice of journalism in Nigeria. Various reasons were advanced from the study why the menace of brown envelope syndrome on hate speech and fake news persists and solutions to it were also explored. Two theories were used in putting the study in proper perspectives. The theories are Agenda Setting and Dependency Theory. The two theories recognize the role of mass media in mobilizing, educating and entertaining the public on vital, social economic and political issues. The study recognizes the role of journalists in promoting hate speech and fake news in order to advance the interest of certain political class. Hate speech and fake news consists of lies and vulgar languages against a particular section of the society. The study found out that journalists use both print and electronic media to spread fake news and hate speech which however has significant effect on the political development of the country. The study recognizes that poor remuneration, inadequate training, job insecurity as well as general economic down turn in Nigeria have been responsible for brown envelope syndrome. Media researchers are of the opinion that proprietors of media houses, and the government should take the welfare of journalists’ very important if journalistic code of ethics and practice would be applied on any erring journalist. The study recommends regular training and staff motivation as necessary for eradicating the menace of brown envelope syndrome, fake news and hate speech among practicing journalists in Nigeria. Appropriate legislation must be put in place by the legislatures to discourage hate speech and fake news in the country. Erring journalist(s) and the media house(s) he or she represents must be sanctioned accordingly to serve as deterrent to others.

Although prior research has advanced our understanding of the drivers of organ donation attitudes and intentions, little is known about how to increase actual registrations within explicit consent systems. Some empirical evidence suggests that costly, labor-intensive educational programs and mass-media campaigns might increase registrations; however, they are neither scalable nor economical solutions. To address these limitations, the authors conducted a field experiment (N = 3,330) in Ontario, Canada, testing the effectiveness of behaviorally informed promotion interventions as well as process improvements. They find that intercepting customers with materials targeting information and altruistic motives at the right time, along with streamlining customer service, significantly increased registrations. Specifically, the best-performing intervention, prompting perspective taking through reciprocal altruism (“If you needed a transplant would you have one?”), significantly increased new registration rates from 4.1% in the control condition to 7.4%. The authors followed up with seven posttests (total N = 3,376) to find support for their theoretical predictions and to explore the mechanisms through which the interventions may have operated. This article provides evidence for low-cost, scalable marketing solutions that increase organ donor registrations in a prompted choice context and has important implications for public policy and societal welfare.

Because of the thought-political education platform design and ideological dynamic analysis of network multimedia technology, this study analyzes the construction and teaching circumstances of the platform, and then uses principal component analysis to analyze students’ political theory, political attitude, civilized etiquette, observance of thought, collective thought, public welfare thought, analysis of learning ideas, get the eigenvalues and variance %, of which the proportion of variance of the first four principal components exceeds 90%; public welfare activities and the idea of abiding by laws and regulations have a better influence on the first main component; collective thinking has a comparison on the impact of the second principal component, the correlation between the indicators of thought-political education and the concept of students’ quality is greater than 0.75; it shows that each index has a large degree of correlation with the concept of students’ quality, among which Political attitudes have the greatest impact on students’ quality outlook, with a correlation coefficient of 0.911; secondly, using a nonhomogeneous hidden Markov model to analyze ideological dynamics, we can get the learning situation in different ideological states; finally, the hot spots during the epidemic are related to ideological dynamics Sexual analysis showed that the p values were all less than 0.05, and the correlation analysis between hotspots and ideological dynamics during the epidemic was significant, namely “national sentiments”, “social responsibility”, “angels in white”, “Chinese power”, and “the benevolence of doctors”. The hot words of “Youth Responsibility” have an active impact on the ideological state of learners, and their correlations are all above 0.7, and the correlation is strong. Network multimedia is a shape of mass media supported by the new technique system, and its main equipment includes mobile phones, notebook computers, and digital TVs. With the growth of science and technique, multimedia technique is also evolving rapidly and has got a section of people’s activity. The emergence of network multimedia has introduced the technology of the new era into people’s lives, which has had a significant influence on the thought-political teaching of today’s learner.

Indonesia began to experience the COVID-19 pandemic from March 2020, this caused the national economy to be disrupted, so that the welfare of the community declined, especially in the tourism sector which was most affected by the ban on people from leaving their homes, which is a policy of Large-Scale Social Restrictions on the Implementation of Community Activity Restrictions by the Government. The policy requires restrictions on social activities in various public places and reduces the mobility of people to travel. This article aims to build strategic steps in creating opportunities for the tourism sector to continue to make a meaningful contribution to the national economy and anticipate the challenges of the tourism sector during the COVID-19 pandemic. The research method with a qualitative approach is used in this study to examine the literature through various sources, such as news in the mass media, relevant previous research results, and government policies. From the results of the literature review, it is known that there are several things that can be done to create opportunities in the tourism sector in order to improve the nation’s economy, namely: providing fiscal stimulus to the tourism sector, strengthening Indonesia’s tourism nation branding, developing virtual tourism ideas, and implementing CHSE certification for tourism destinations.

Although patient rights are an important issue, this remains an understudied research area. Patients are unaware of their rights, lacking control of health care treatments they might deserve. This can contribute to sustaining inequality as well as failure in achieving welfare policy goals. Drawing on channel complementarity theory, the current study explored patients’ awareness toward their rights, and the credibility of information sources related to patient rights. In a web-based survey, 994 Israeli participants, suffering from chronic illness and using health services, were recruited. To examine the study’s theoretical framework and relationships among the constructs and test the hypotheses, a path analysis was conducted using Structural Equation Modeling. The research model depicts direct and indirect relationships between constructs, and the relevant coefficients. The results show a direct and positive interaction between information credibility and patient rights awareness (β = 0.10, p = 0.019). Information credibility partially mediates the relationship between public service information sources and patient rights awareness (bootstrap with 95% CI: 0.01–0.07; p = 0.015). The mass media information sources construct is directly and positively related to information credibility (β = 0.36, p = 0.000). Age was found as a moderator, indicating that information credibility is a factor only at lower ages. Therefore, patient rights should be systematically and reliably accessible in order to raise the awareness and trust of chronic patients regarding information about patient rights. Using planned health communication campaigns mainly via public service sources that are perceived as trustworthy can help contribute to approach patients more effectively and provide them with accessible and detailed information about their rights.

Establishment of Law - Law No. 23 of 2002 on Child Protection suggests that the Republic of Indonesia is obliged to ensure the welfare of each - each of its citizens, including the protection of children's rights are a basic human right, but the reality is far desire from what is described in the constitution and laws - laws that apply in the country of Indonesia. The purpose of the competition is to socialize the “Mars KB” song in all levels of the KB program coverage territories, as well as their working patners, in order to influence the living style of families Yogyakarta through the song theme that covers the governmental programs of population, family planning, and family welfare empowerment. Although the choir competition has been carried out since 2008, this study is focused on the last 5 years events, from 2011 to 2015. This study untilized a qualitative research method that based on data collection from field studies and literature sources. The three research provlems discussed in thi study are: (1) Why chorus has been used as a medium for family planning programs dissemination; (2) how is public response to the choral competition as it is seen from the number of participants, their vocal quality, and their creative ability, which annually has increased. (3) What is the impact of these soscialization efforts toward the living style changes on Yogyakarta families as well as people understanding on the family planning programs. This study concludes that choir competition is the effectif media for this governmental progams due to the involvement of various social type of family members as seen in the participant list during the last five years. Most families in Yogyakarta are seem to agree that the successful family planning demanding equally active role from both husband and wife.

The theory used in this research is the theory of national defense, threat theory, and empowerment. The COVID-19 pandemic is a global health crisis problem that not only affecting the population health sector but also security. The decline in living conditions and people's welfare then also affects the security sector where there is an increase in the number of criminal acts that can threaten public security and order in Indonesia. Therefore, this study aims to find out how the government will empower the reserve components to help protect the country's sovereignty, maintain state security when the COVID-19 pandemic occurs and what steps have been taken by the Indonesian government. The result shows that the Indonesian Military Reserve Component including empowering Indonesian citizens that are implemented by participating and complying with various policies made by the government to reduce the spread of the virus, by implementing health protocols, online learning, enforcing lockdowns, and conducting social distancing. Meanwhile, the government also empowers the national facilities and infrastructure in controlling the COVID-19 virus, one of which is by improving the function of hospital services, cooperate with the mass media to spread information for the people. The government also use information technology to give health service for Indonesian to provide accurate information about COVID-19.</p></div>

The article analyses state security as harmonious functioning of the constitutional system without interference of any outside forces, protection of territorial integrity and undisturbed functioning of a state in all public spheres. The state security in the broadest sense is strengthened by the factors of foreign and home policy. The security is based not only on strong, well trained armed forces, equipped with modern guns but also on the entire potential of a state: the approval of citizens for armament and the willingness to defend the country; economic stability, functioning of democratic principles, positive contribution of national communities into the welfare of the society, harmonious agreement of national communities, loyalty to the Constitution of the Republic of Lithuania and the competence of the Department of State Security to neutralise the forces willing to harm the consolidation of the State; they penetrate into the governmental institutions, instigate slanderous moods against the leaders or institutions of the state via mass media. The history reminds us that the West often used to betray nations; thus the question may arise whether the NATO will succeed in defending the Baltic countries according to the binding provision of Article 5 that obligates the parties for collective defence. Therefore, Lithuania urgently needs an augmented distribution of NATO toops in the Baltics. Further strategy requires insightful diplomatic steps in oreder to preserve peace and establish friendly alliances, e. g. a stronger military cooperation with Scandinavian states, brotherhood with Latvians and Estonians and approval of the dispositions of the Polish President to create a union “from the sea to the sea”. Conclusive thoughts are based on the arguments of serious political observers, sociological research, official statistics and verified data. The aim of this article is to describe the strategy of Lithuanian Republic in the field of security in the beginning of the 21st century. The object of the article is the analysis of the ways and measures for preservation of Lithuanian statehood. The author referred to the most recent media and provided political analysis of geopolitical and historical context.

'Nightmare' is the title of a video clip belonging to a singer and singer called Halsey, in which the video clip is explained about the figure of women who struggle against patriarchal culture which has been a barrier wall for women to get their rights, welfare and the equality needed they get. This research uses descriptive qualitative research methods. Data collection techniques are done through documentation, observation and study of literature. Then, analyzed using Charles Sanders Peirce's semiotics technique. The results of this study show the fact that signs, symbols or messages representing feminism in the video, 'Nightmare' clips are presented through scenes that present women's actions in opposing domination over men and sarcastic sentences contained in the lyrics of the song to discuss with patriarchy. Youtube as one of the social media platforms where the 'Nightmare' video clip is uploaded is very effective for mass communication and for conveying the message contained in the video clip to the viewing public.‘Nightmare’ adalah judul video klip milik musisi sekaligus penyanyi yang bernama Halsey, dimana pada Video klipnya tersebut menceritakan tentang figur perempuan-perempuan yang berusaha melawan budaya patriarki yang selama ini telah menjadi dinding penghalang bagi perempuan untuk mendapatkan hak-haknya, keadilan dan kesetaraan yang seharusnya mereka dapatkan. Violence against children can be defined as an event of a physical, mental, or sexual injury which is generally carried out by people responsible for the child's welfare, all of which are indicated by harm and threats to the health and welfare of the child. Based on Law 35/2014, violence against children is an act against a child that results in physical, psychological, or sexual misery or suffering and/or neglect, including threats to commit acts, coercion, or deprivation of liberty in an unlawful manner. Children are not only victims of violence but can also become perpetrators of violence after experiencing the same treatment. Therefore, efforts have been made to prevent violence against children through increasing understanding and assistance to the community of Puguh Village, Boja District, and Kendal Regency. The output target of this service is the publication of articles in the IJCLS Sinta S4 journal and news publications in print/electronic mass media as well as video highlights that contain this service activity. The methods used to solve the problem of this service program are: (1) partner needs survey, (2) socialization, and (3) Evaluation. The implementation of this service program is planned for a period of 8 (eight) months, with the following stages: (1) Analysis of partner problems; (2) the need for science and technology for the community; (3) Coordination with partners; (4) socialization; (5) evaluation. The target audience for this service program is the general public who are not yet optimal in understanding violence related to children at school, at home, and in the wider community. Upaya Preventif Terjadinya Kekerasan Terhadap Anak Melalui Peningkatan Pemahaman Masyarakat Desa Puguh Kecamatan Boja Kabupaten Kendal Kekerasan terhadap anak dapat didefinisikan sebagai peristiwa perlukaan fisik, mental, atau seksual yang umumnya dilakukan oleh orang-orang yang memiliki tanggung jawab terhadap kesejahteraan anak, yang mana itu semua diindikasikan dengan kerugian dan ancaman terhadap kesehatan dan kesejahteraan anak. Berdasarkan UU 35/2014, kekerasan terhadap anak adalah setiap perbuatan terhadap anak yang berakibat timbulnya kesengsaraan atau penderitaan secara fisik, psikis, seksual, dan/atau penelantaran, termasuk ancaman untuk melakukan perbuatan, pemaksaan, atau perampasan kemerdekaan dengan cara melawan hukum. Anak-anak tidak hanya menjadi korban kekerasan, tetapi mereka juga bisa menjadi pelaku kekerasan setelah sebelumnya mengalami perlakuan yang sama. Oleh karena itu telah dilakukan upaya preventif kekerasan terhadap anak melalui peningkatan pemahaman dan pendampingan terhadap masyarakat Desa Puguh Kecamatan Boja Kabupaten Kendal. Target luaran pengabdian ini berupa publikasi artikel dijurnal IJCLS Sinta S4 dan publikasi berita pada media massa cetak/elektronik serta video highlight yang memuat tentang kegiatan pengabdian ini. Sehingga kegiatan pengabdian masyarakat dilakukan guna meningkatkan Ekonomi kreatif� berbasis Digital masyarakat di Desa Betokan dari usaha yang telah dimiliki sehingga dapat meningkatkan pendapatan dan kesejahteraan warga desa Betokan. Metode dalam pelaksanaan pengabdian masyarakat ini antara lain penyampaian materi penyuluhan, tanya jawab dan diskusi, dilanjutkan dengan praktik. Dari adanya akun media sosial dan e-commerce ini juga pelaku usaha dapat lebih mengembangkan pasar yang ada.Betokan is one of the villages that has great potential, considering that Betokan is the largest producer of guava and star fruit in Demak Regency. Guava and star fruit are the typical fruits of Demak city. Even so, most of the guava and starfruit selling business actors in Betokan are still constrained in terms of business management, especially in terms of marketing and product development. So that community service activities were carried out to improve the community-based digital creative economy in Betokan, Demak from the business that has been owned so that it can increase the income and welfare of Betokan villagers. Methods used in this community service included the delivery of extension materials, questions and answers and discussions, followed by practice. From the implementation of community service, it can be concluded that the public is enthusiastic about the implementation of the counseling carried out, especially when delivering material and practices for creating social media accounts and also e-commerce accounts such as Facebook, Instagram, and shopee accounts. Especially during the Covid-19 pandemic like now, many people as consumers have switched from direct (offline) purchases to online purchases. From the existence of social media and e-commerce accounts, business actors can further develop existing markets.

Relevance. In mass media, the Silk Road Economic Belt and the Eurasian economic integration are considered as the driving forces behind Eurasia’s development. Nevertheless, the processes of Eurasian integration have been impeded by the COVID-19 pandemic. In addition, 2020-22 have been marked by political turmoil in the Eurasian Economic Union (EAEU) member states. Modelled on the European Union, the Eurasian Union increasingly resembles the former Soviet Union, which is a matter of concern for the member states. On the other hand, the growing democratic sentiments in the post-Soviet countries and the competition between Russia and China for influence in Eurasia make the cooperation of the EAEU and the Belt Road Initiative (BRI) more problematic. Research objective. The study examines the opportunities and challenges associated with the possible integration of the Eurasian Economic Union (EAEU) and the Belt Road Initiative. Methods and Data. In this paper, we used an exploratory research design relying on collecting secondary and primary qualitative data. Methodologically, the study is based on the approaches of positive and nominative economics. The qualitative research in the form of in-depth interviews helped us gain insight into the economic problems of the EAEU member states. We also analyzed the dynamics of each member country’s GDP and compared it with that of China for the period from 2012 to present. Results. The compatibility of national and transnational interests in the EAEU programs is one of the main issues that have to be addressed. There have been specified areas of the EAEU’s development, many of which reveal the Russian Federation’s dominating role in managing the Union. According to the experts we have interviewed, to implement its programs, the EAEU needs significant centralization of power. On the other hand, the unresolved social, economic, and political issues can become a significant obstacle to the integration. Conclusion. Despite the widespread belief that the BRI would bring significant welfare and trade benefits to its participants, the EAEU member countries and China first need to focus on implementing political reforms, which the social and economic agenda hinges upon.

The purpose of the article is to study the main aspects and features of the daily life of employees of the Vinnitsa Tool Plant, to reveal the established priorities, values and beliefs that exist in the "Soviet way of life" based on the analysis of Soviet periodicals. The methodology of research is basis of the research is formed by the general scientific principles of consistency, historicism and scientific objectivity. A phenomenological approach was used, which allowed us to talk about material goods in connection with the perception, experiences and behavioral strategies of a person. The study is based on the use of special-historical methods, such as problem-chronological, comparative-historical, historical-systemic, historical-psychological and descriptive. The scientific novelty of the work lies in the fact that the authors for the first time analyzed the specifics of the everyday life of Soviet people of the indicated period on the example of a specific enterprise using the periodical press as a source. Conclusions. The Soviet press as a whole provides enough information to study the everyday life of Soviet people at the end of 1940s and early 1980s. It contains a lot of materials about undoubted positive changes in the everyday life of ordinary Soviet citizens. On the example of publications about the Vinnitsa Tool Factory in the regional and central press, one can trace such basic trends as the gradual solution of the housing problem, the provision of workers with food, the improvement of working and rest conditions, the organization and conduct of their leisure. However, the level of completeness and objectivity of the information available on the pages of Soviet periodicals does not always correspond to the real picture of life in the USSR. The press, which took an active part in the formation of public opinion and served for the authorities as one of the methods of manipulating public consciousness, used methods of suppressing and distorting truthful data, especially in those cases when they ran counter to the slogans about the dominance of socialist ideals in everyday life, welfare and bright future. The activities of the Soviet media were carried out in accordance with the program guidelines of the ruling party. From the pages of the newspapers, the upbringing of a "Soviet man" was promoted, for whom the social must necessarily dominate over the personal, who is confident in the advantages of the socialist way of life, who has a sense of pride in his native plant and his Motherland. Temporary difficulties in the social sphere or negative phenomena were explained first by the grave consequences of the war, and later by the remnants of capitalism. The guardianship of the authorities and the security of all citizens were declared, and the guarantee of work, a certain minimum of education, health care, and the necessary benefits of life gave a ghostly confidence in the future. The mass media, in essence, carried out a gross interference in a person's personal space, the imposition of the reality that was carefully formed by ideological propaganda, the construction of moral convictions inherent in the "builders of communism".

What are the welfare effects of enhanced dissemination of public information through the media and disclosures by market participants with high public visibility? We examine the impact of public information in a setting where agents take actions appropriate to the underlying fundamentals, but they also have a coordination motive arising from a strategic complementarity in their actions. When the agents have no socially valuable private information, greater provision of public information always increases welfare. However, when agents also have access to independent sources of information, the welfare effect of increased public disclosures is ambiguous.

The financial crisis in 1997 and the arrival of reform era in Indonesia has made Surakarta city a city of street vendors. The street vendors exist throughout the city and cause many problems. The first direct election for local leaders in Indonesia inspired citizens to hope that the local governments would be to overcome the problems effectively, including in Surakarta. This article aims to examine the Surakarta citizens’ perceptions of the street vendors in Solopos daily, which is the main newspaper of the city. The research employed qualitative content analysis method. The data were taken through documentation. The results indicated that the public of Surakarta wanted street vendors need to be managed immediately. They wanted it to become the city’s priority agenda. The public perception, then, becomes an important source as well as a good support for the local government to run actions and formulate a proper policy in the form of street vendors management.

This article analyzes the strategic use of public policy as a tool for reshaping public opinion. In the 1990s, “progressive revisionists” argued that, by reforming welfare, liberals could free the Democratic Party of a significant electoral liability, reduce the race-coding of poverty politics, and produce a public more willing to invest in anti-poverty efforts. Connecting this argument to recent scholarship on policy feedback, we pursue a quantitative case study of the potential for new policies to move public opinion. Our analysis reveals that welfare reform in the 1990s produced few changes in mass opinion. To explain this result, we propose a general framework for the analysis of mass feedback effects. After locating welfare as a “distant-visible” case in this framework, we advance four general propositions that shed light on our case-specific findings as well as the general conditions under which mass feedback effects should be viewed as more or less likely.

Specific skills and knowledge that we gain as children and teenagers in the family, at school, in training or university will not last for a lifetime. Humanity is programmed to survive. In this context the term ‘programmed’ does not mean the same thing that we use in the computer sciences. Herein, we are dealing with emotional tangle and the continuing struggle to find ourselves. In this way we discovered education as a process. The purpose of practicing this process is that the personal development of an individual can be organized by certain rules. However, the formality enters the function to some extent and we also know that man is inclined to lay in his use of free will. So now we have reached to a new discovery, which is appointed as informal education. This paper, first of all encompasses this form, but also skewed approach to public relations and prospects is also different from those which have been hitherto. First, we will discuss what PR is. Further, we will elaborate education as a process; moreover, we will see how it can be split any further. Hence, history encompasses a factual situation. Lastly, it will be given the interconnection among PR, mass media and informal education.

Today, more and more Internet public media platforms allowing people to make donations or seek help are being founded in China. However, there are few specialized sports-related public welfare platforms. In this paper, a sports-related public welfare platform that aims to help people who were disabled due to participation in sports and those who are disabled but want to participate in sports was developed based on multi-sensor technology. A multi-sensor data fusion algorithm was developed, and its estimation performance was verified by comparing it with the existing Kalman consistent filtering algorithm in terms of average estimation and average consistency errors. Experimental results prove that the speed of the data collection and analysis of the sports-related public welfare platform using the algorithm established in this paper was greatly improved. Relevant data on how users used this platform showed that various factors affected users’ practical satisfaction with sports-related public welfare media platforms. It is suggested that a sports-related public welfare media platform should pay attention to the aid effect, and specific efforts should be devoted to improving the reliability and timeliness of public welfare aid information, and ensuring the stability of the platform system.

This article outlines the recent circulation of media images and discourse relating to characters pre-figured as ‘welfare dependents’ and reaction to Benefits Street. The article provides a brief overview of sociological analyses of such representations of apparently spiralling ‘cultures of dependency’ and proposes an alternative relational geography approach to understanding existing welfare dynamics. It describes a shift from putative welfare dependency, to dependency on geographically uneven employment opportunities, low-wage dependency and dependency on a new migrant division of labour. It then contrasts this relational geography approach with the increasingly behaviourist overtones of contemporary welfare reform, which began under New Labour and have accelerated under the Coalition government since 2010. Such policies are in part reliant on the aforementioned media images in securing public acceptance. The article concludes by speculating on the apparent importance of Benefits Street in marking the possible ‘end times’ for the welfare state as we knew it.

The authors explore the discourses around the exclusion of the Roma in Serbia in two dimensions: social welfare sector and media reports. The paper is structured around the presentation of dimensions contributing to multiple deprivation of Roma in society (from education to labor market participation, social welfare and health care, as well as housing); a review of public policies directed toward the improvement of their position; and analysis of the discourses on Roma within the contexts of the social welfare sector and media reporting. A review of related literature and public policy documents was followed by a qualitative analysis of media reports as well as a review of the secondary sources regarding media discourses on the Roma. This was followed by evidence gathered from semi-structured interviews and discussions with stakeholders in the social welfare sector. The main conclusions of the paper point to the mutual reinforcement of the discourses on the Roma in the social welfare sector and media reports, with their subsequent mutual contribution to social exclusion.
