Contemporary theories and typologies of welfare states in Western Europe assume that social democratic parties are the engine behind progressive policies on gender roles and on the participation of women in the labor force. The French case challenges these assumptions—this conservative welfare state, surprisingly, provides an extensive system of public day care along with other forms of support that facilitate mothers' employment. This article explains the existence of the French system through a comparative historical analysis of child care policy in France and other European welfare states.

The introduction of the parental leave benefit scheme in 2007 is widely regarded as a landmark reform that has shifted the German welfare state towards a model that better supports work and family life compatibility. In this article, we investigate whether and how this reform has affected men’s use of parental leave based on data from the German microcensus of 1999–2012. We find that parental leave usage has increased across all educational levels, but the shift has been strongest for university-educated fathers. AbstractIn this chapter, we examine diaspora policies and social protection in Turkey, an EU candidate country with a significantly large emigrant population in the EU. Turkey’s diaspora engagement has taken various forms in line with the domestic and international developments over the decades. From the early 2000s, the Turkish state has adopted an active approach to diaspora policies, in accordance with its assertive neo-Ottomanist foreign policy (Aydin Y, The new Turkish diaspora policy: its aims, their limits and the challenges for associations of people of Turkish origin and decision-makers in Germany (working paper). Stiftung Wissenschaft und Politik-SWP-Deutsches Institut für Internationale Politik und Sicherheit, Berlin, 2014; Mencutek ZS, Baser B, J Balkan Near East Stud 20:86–105, 2018). In this period, the Turkish Government has depicted the Turkish diaspora both as a political and economic resource in the transnational policy-making and lobbying procedures, and as a population that needs protection and guidance vis-à-vis host country authorities (Mencutek ZS, Baser B, J Balkan Near East Stud 20:86–105, 2018). This chapter demonstrates that this two-dimensional approach has also been influential in social protection policies addressing Turks abroad. Turkish authorities mostly aim to assist migrants with navigating the welfare system in the receiving countries. This approach is complemented by a strategy of fortifying transnational economic, political and cultural ties with Turks abroad as part of public diplomacy and the attainment of soft power goals. With elements such as child benefits, expansion of the related attaché offices, and educational services for children, family-related benefits constitute the most accentuated social protection policies adopted by the Turkish state. The significance of family in Turkish diaspora social protection policies fits well with the Government’s emphasis on family values as an intrinsic part of its conservative policies.

This chapter examines interactions among public capital, health, and economic growth, using both two- and three-period Allais–Samuelson Overlapping Generations models. The first model dwells on the large body of evidence that suggests that access to infrastructure may be critical to improving health outcomes. The second accounts, in addition, for the fact that there is persistence in health outcomes between childhood and adulthood, the first two stages of life. This creates the possibility that public capital may affect health in ways that are different than commonly thought: if, for instance, greater access to infrastructure services allows parents to devote more time to child rearing, and if children's health depends positively on parental time, their productivity and earnings in adulthood will also be affected. In effect, this analysis shows that time allocated to child rearing, which is often considered as unproductive in growth models, may turn out to be a critical channel through which public capital affects growth. The chapter concludes by noting that interactions between health and education, which are well documented, may serve to magnify the effect of public capital on growth and human welfare.

The Children’s Aid Society (CAS), founded in 1853, is one of the largest and oldest child and family social-welfare agencies in the country. It serves 150,000 children and families through a continuum of services—adoption and foster care; medical, mental health, and dental services; summer and winter camps; respite care for the disabled; group work and recreation in community centers and schools; homemaker services; counseling; and court mediation and conciliation programs. The agency’s budget in 2003 was approximately $75 million, financed almost equally from public and private funds. In 1992, after several years of planning and negotiation, CAS opened its first community school in the Washington Heights neighborhood of New York City. If you visit Intermediate School (IS) 218 or one of the many other community schools in New York City and around the country, it may seem very contemporary, like a “school of the future.” Indeed, we at CAS feel that these schools are one of our most important efforts in the twentieth and twenty-first centuries. Yet community schools trace their roots back nearly 150 years, as previous generations tried to find ways to respond to children’s and families’ needs. CAS’s own commitment to public education is not new. When the organization was founded in the mid-nineteenth century by Charles Loring Brace, he sought not only to find shelter for homeless street children but to teach practical skills such as cobbling and hand-sewing while also creating free reading rooms for the enlightenment of young minds. Brace was actively involved in the campaign to abolish child labor, and he helped establish the nation’s first compulsory education laws. He and his successors ultimately created New York City’s first vocational schools, the first free kindergartens, and the first medical and dental clinics in public schools (the former to battle the perils of consumption, now known as tuberculosis). Yet this historic commitment to education went only so far. Up until the late 1980s, CAS’s role in the city’s public schools was primarily that of a contracted provider of health, mental health, and dental services.

This chapter surveys the origins of foster care in earlier methods for supporting dependent children dating back to the colonial period, including indenture, orphanages, “placing out” (also known as orphan trains), boarding out, and adoption. It attends to the racial and religious aspects of these systems and to the relationship between private and public systems of child welfare. The chapter also discusses the importance of the professionalization of the child welfare field in the early twentieth century, particularly the creation of the US Children’s Bureau and the Child Welfare League of America.
