Abstract:
This paper reviews the past 10 years of the Hungarian public works system in an international context. It describes changes in the system of public works over time, its various forms, its regional allocation mechanisms and the decision-making and planning process. In that respect, it explores the motivations of the key players, including the central planner, the employment service and the municipalities, as well as their interactions. The analysis is based on interviews conducted in the competent ministries, at national public works providers, the county and district offices of the public employment system and municipalities on one hand, and quantitative data analyses on the entire public works database for the period of 2011-2014, on the other hand.Originally intended to be a labour market policy tool, public works programmes assumed more significant social and municipality management functions, partly because of the extraordinary expansion of their volume. None of their functions performs adequately in the regulatory environment developed; however, they play a key role in mitigating social tensions in disadvantaged rural areas. The planning and regional allocation mechanisms of public works are in many ways similar to the planning procedure of state socialism and provide scope for the of plan bargaining, based on information asymmetry. As a result, this mechanism creates impacts different from the stated objectives in somerespects. The most disadvantaged municipalities thus have proportionately fewer public works participants than would be expected based on the number of long-term unemployed. The system of public works has had a considerable impact on local power structures and transformed the functions of mayors. The responsibility for tackling labour market problems was transferred from the competent employment services to municipalities without expertise, which also had a negative impact on the Public Employment Service.

Abstract:
Purpose – The purpose of this paper is to examine the impact of National Rural Employment Guarantee Scheme (NREGS) on farm sector wage rate. This identification strategy rests on the assumption that all districts across India would have had similar wage trends in the absence of the program. The author argues that this assumption may not be true due to non-random allocation of districts to the program’s three phases across states and different economic growth paths of the states post the implementation of NREGS. Design/methodology/approach – To control for overall macroeconomic trends, the author allows for state-level time fixed effects to capture the differences in growth trajectories across districts due to changing economic landscape in the parent-state over time. The author also estimates the expected farm sector wage growth due to the increased public work employment provision using a theoretical model. Findings – The results, contrary to the existing studies, do not find support for a significantly positive impact of NREGS treatment on private cultivation wage rate. The theoretical model also shows that an increase in public employment work days explains very little of the total growth in cultivation wage post 2004. Originality/value – This paper looks specifically at farm sector wage growth and the possible impact of NREGS on it, accounting for state specific factors in shaping farm wages. Theoretical estimates are presented to overcome econometric limitations.

However, questions remain whether these women have already gained due recognition for their work in the public domain. This phenomena are also present in literature, a creative work which is believed to be able to depict social phenomena with ample clarity. Three short stories published in the Jakarta Posts 2008, and Kompas 2012 chosen to see the reflection of women who entered the public domain which is strongly patriarchal in nature. Ironically, patriarchy still strongly presents in custom, tradition, and religion in which the sanctity of Eastern culture must be kept at all cost.Keywords: image, woman, literary worksAbstrakSaat ini, perempuan sudah mulai mendapatkan akses ke ruang publik, yang secara tradisional untuk laki-laki. Abstract This article summarizes the results of the preparation, realization and financing of the road infrastructure in Slovakia. Inconsistencies exist when working with costs, budgetary indicators, etc., resulting in the creation of unrealistic cost indicators that are unusable in practice. The results are not reliable, and their use for cost planning in construction preparations, comparisons of construction costs, etc., can be problematic. The proposed solution would be to harmonize the recommended classification of construction works (Methodical Guidelines of the Construction and Regional Development Ministry No. 1/2004) with the classification of the construction features in the Ministry’s Decree No. 83/2008.

Abstract. Like many other mountainous countries, Norway has experienced a rapid increase in both recreational winter activities and fatalities in avalanche terrain during the past few decades: during the decade 2008–2017, 64 recreational avalanche fatalities were recorded in Norway. This is a 106 % increase from that of the previous decade. In 2013, Norway therefore launched the National Avalanche Warning Service (NAWS), which provides avalanche warnings to transport and preparedness authorities and to the public. Previous studies suggest that avalanche warnings are used extensively in trip and preparedness planning and have a relatively strong influence on the decisions people make in order to reduce risk. However, no evaluation concerning how efficiently the warnings are communicated and understood has been done to date in Norway. Avalanche warnings communicate complex natural phenomena with a variable complexity and level of uncertainty about both the future and the present. In order to manage avalanche risk successfully, it is fundamental that the warning message can be understood and translated into practice by a wide range of different user groups. Users with little or no avalanche competence may need simple information to decide when to stay away from avalanche terrain, while professional users may need advanced technical details in order to make their decisions. To evaluate how different modes of communication are understood, and how efficiently the informational content is communicated, we designed and implemented a web-based user survey. The modes of presentation were based on the Varsom.no 2017 version (Varsom.no being the national portal for natural hazard warnings in Norway). We first used a panel of 110 experts from NAWS to answer the survey, and used their answers to establish the indented message of the avalanche warning. We thereafter received responses from 264 users and compared their answers to those of the NAWS experts for the different modes of communication. We developed a method, the comprehension effectiveness score, to test the comprehension. Our empirical analyses suggest that most users find the warning service to be useful and well suited to their needs. However, the effectiveness of a warnings seems to be influenced by the competency of the user and the complexity of the scenarios. We discuss the findings and make recommendations on how to improve communication of avalanche warnings.

Purpose – The purpose of this paper is to provide an overview of the Professional Doctorate by Public Works (DProf by Public Works) one of the newer Doctorates by Professional Studies from the Institute of Work Based Learning in Middlesex University. Design/methodology/approach – The DProf by Public Works is based on 75 per cent practice that has already taken place, and the 25 per cent Contextual Statement is a reflection on this practice encapsulated in no more than six Public Works, which places the researcher at the centre of the enquiry. Findings – This paper focuses on a particular DProf by Public Works entitled “An entrepreneurial curatorial strategy for public spaces” and outlines how it was achieved by detailing the inter-professional and trans-disciplinary approach taken. The process undertaken to produce a self-reflexive and self-positioning statement reflecting on over ten years of independent curatorial practice of public art exhibitions is examined. Originality/value – The Public Works and its supporting Contextual Statement make up the DProf by Public Works. These can be published works in the traditional sense or other embodied expressions of knowledge and practice such as collections of artifacts, videos, photographic records, musical scores, artworks, and exhibitions. This paper explores how individual critiquing at the highest level of enquiry in the Contextual Statement can transform research into future real-world strategic directions that influence thinking, action, and practice in the public domain.

Although engineering is a traditional route to public works management, the percentage of women in public works management is significantly less than the percentage of engineering graduates who are women, which seems stuck at under 20%. Serious change can be achieved when leaders in schools, colleges, and the workforce take action. A joint effort by public works and engineering communities could improve conditions for women in public works and provide opportunities to enter meaningful professions and contribute to society. Unless more women are attracted to public works management, students will lack role models and public works will remain “invisible” to them. APWA chapters working with local schools and colleges can provide leadership in programs to attract women to public works and to engineering and to increase the public's appreciation of the links between effective public works and a productive but fair society.
